WOS: 000461078400001 ; Citizenship education was influenced by fundamental changes that happened following the end of the Cold War in 1989. Traditional citizenship education aiming to build a monolithic national identity, disseminate an image of homogeneous society and transmit the knowledge of political system has evolved towards modern citizenship education characterised by an emphasis on human rights, democracy, the rule of law, respect for diversity and a concern to develop students' political participation skills. The transition to modern citizenship education in Turkey started with the pushing of international educational projects and is still underway. Drawing on critical discourse analysis, this study explores what kind of citizenship education the 2018 Social Studies Courses Programme of Study envisages. The study found that the new programme intensely reflects the characteristics of traditional citizenship education. Taking into account this study's findings might lead to more effective implementation of the programme and increase the success of future curriculum reforms.
Bu çalışmanın amacı, değişik düzeylerde cereyan eden devlet içi ve uluslararası çatışmalara üçüncü taraflarca müdahale edilmesi ve ihtilaf giderme-azaltma süreçlerinin yürütülmesi açısından önemli bir yere sahip olduğu varsayılan arabuluculuk mekanizmasını kavramsal ve teorik düzeyde tahlil etmektir. Makale, arabuluculuğun temel bazı varsayımlarına değindikten sonra kimlerin ya da hangi kurumların arabuluculuk faaliyeti yürütme kapasitesine sahip oldukları tartışmasını yapmaktadır. Müteakiben, arabuluculuğa neden ihtiyaç duyulduğu konusu çatışmaların içeriği ve özgün koşulları göz önünde bulundurularak "çıkmaz yol" kavramı aracılığıyla incelenmektedir. Arabuluculuk faaliyetinin çatışan tarafların hangi temel ihtiyaçlarını giderdiği, çatışmaların hangi aşamasında gerekli olduğu ve taraflarca neden kabul edildiği gibi hususlar ise "koşulların olgunlaşması" ve "müzakere öncesi dönem" ekseni etrafında ele alınmaktadır. Öte yandan, tarafsız, güce dayalı, dahili/harici ve kolaylaştırıcı gibi arabuluculuk modelleri bazı vakalar eşliğinde tahlil edilmektedir. Çalışmanın son kısmında ise arabuluculuğun hangi durumlarda başarılı olabileceği konusu bazı öneriler ışığında normatif bir bakış açısı ile ele alınmaktadır. Çalışmada, bilhassa uzun süreli çatışmalar sonucunda taraflar arasında oluşan güvensizliğin yarattığı çıkmazın aşılması ve diyalog-müzakere ortamı yaratılması bakımından arabuluculuğun fonksiyonel olduğu sonucuna varılmaktadır. Doğru zaman ve doğru yöntem tatbik edildiği takdirde, arabuluculuk mekanizması yalnızca arızi çözümlerin üretilmesine yönelik değil, tarafların çatışmanın belirleyici nedenlerini bizatihi kendi perspektifleriyle bertaraf ederek uzun vadede ulaşacakları adil ve sürdürülebilir bir barışa katkı sunma işlevi görebilmektedir. ; This study aims to examine mediation as a conflict resolution tool at a conceptual and theoretical level. After making some basic assumptions about mediation, it discusses who or which organizations can mediate between the parties to a conflict. Subsequently, it seeks an answer to the question of why mediation is a particularly suitable method in conflict transformation and peace building. To do so, it uses Zartman"s concept of "mutually hurting stalemate" taking into consideration the nature and content of the conflict. The questions of what basic needs are met through mediation mechanism, at what stage of conflicts it might be effective and under what conditions it is accepted by the parties will be reviewed around the notions "ripe moment" and "pre-negotiation phase". In the study, some mediation models such as neutral/impartial, mediators with muscle, internal-external and facilitation will also be analysed in the context of the conflict to which they are related. In the last part, the extent to which mediation can be considered successful will be studied from a normative perspective. The study basically argues that mediation is effective in order to overcome the impasse created by the deep distrust between the parties and create a constructive dialogue. When applied with right method in "ripe moment", mediation not only produces provisional solutions, but also contribute to a sustainable peace that the parties to the conflict will be able to achieve by eliminating root causes of the conflict with their own efforts.
Bu tez çalışmasında Uluslararası İlişkiler disiplininin temel teorik yaklaşımlarının devlete dair görüşleri tartışılmış ve küreselleşme süreci ile birlikte başlayan devlet tartışmalarının bir sınıflandırması yapılmaya çalışılmıştır. Bu bakımdan Uluslararası İlişkiler çalışmalarında iki temel devlet tartışmasının olduğu kabul edilmekte ve bu tartışmalar birinci ve ikinci devlet tartışması şeklinde sınıflandırılmaktadır. Birinci tartışma devlet merkezci ve toplum merkezci yaklaşımlar arasında birim-yapı veya aktör tartışması çerçevesinde yoğunlaşmıştır. İkinci tartışma ise küreselleşme tartışmasını da bu kategoriye alırsak devletin otonomisi ve etkin (agential) gücü üzerinden yürütülen bir tartışmadır. Genel olarak bu tartışmada bir taraf devleti uluslararası/küresel toplumun veya yapının etkisi altında pasif ve edilgen bir aktör olarak görürken diğer taraf ise devletin bizzat bu küresel/uluslararası yapıyı veya toplumu şekillendirdiği/belirlediği noktasından hareket etmektedir. Bu bakımdan her iki tartışma da aslında bir kamplaşma ve kutuplaşmayı ifade etmektedir. Birinci tartışmanın artık ikinci tartışmanın gölgesinde kaldığını söylemek mümkündür. Hem küreselleşme tartışmasında hem de ikinci devlet tartışmasındaki bu kamplaşma ve kutuplaşmanın, başını Hobson'un çektiği İkinci Kuşak neo-Weberyan Tarihsel Sosyolojinin devlet teorisi olan, Yapılanmacılık ile üstesinden gelebiliriz. Yapılanmacı yaklaşım ya/ya da mantığını reddeden ve devleti küresel, bölgesel ve yerel olmak üzere üç düzlemde hareket eden otonomi sahibi ve her düzlem üzerinde etkin gücü olan ve yine bu düzlemlerden etkilenen hem uluslararası/küresel hem de yerel topluma içkin sosyal ve tarihsel bir aktör olarak görür. Kısaca Yapılanmacı anlayışa göre devlet, değişken yerel ve uluslararası etkin gücü olan belirleyici/oluşturucu bir devlettir. Yapılanmacılık bu bakımdan bahsedilen kutuplaşmayı aşmak için hiç kuşkusuz bir üçüncü yol önermektedir. ; This thesis analyzes the arguments of the main theoretical approaches on the state taken by scholars in the discipline of International Relations and classifies these debates on the state that have unfolded with globalization. In this respect, there are two state debates and these are, generally, classified as first- and second-state debates. The first state debate focuses on discussions of agency, structure or actors between state-centered and society-centered approaches. The second debate, if we include globalization debates in this category, is conducted through agential state power and autonomy of state. On the whole in this debate, one side regards states as passive victims/actors under international/global society or structures, while the other side argues that states determine and shape global/international society or structures. In this regard, both debates in fact refer to polarization and to forming cliques. It is possible to say that the first state debate is perpetually in the shadow of the second state debate. We can overcome this polarization and these cliques in which both the second state debate and globalization debates find themselves with Structurationism, which is the state theory of second wave neo-Weberian Historical Sociology under Hobson?s leadership. The Structurationist approach rejects the either / or logic; according to this approach, states act on three levels --global, regional, and local/national-- and states have an autonomy from these levels; states have agential power over these three levels and states are influenced by these levels; states are embedded as social and historical actors in the both international / global and local society. Briefly, according to the structurationist approach, the state is a constitutive? state with varying domestic and international agential power. In this respect, Structurationism certainly suggests a third way to overcome the polarization mentioned above.
İçinde bulunduğumuz yüzyılda, eğitim ve onun yükselen değerleriyle yeni bir inşa dönemi başlamıştır. Avrupa Birliği, bu sürece kayıtsız kalamamış; Birlik olmanın getirdiği öncelikler olan sanayi, ticari, politik, güvenlik ve temel haklar konularında başladığı bütünleşme çabalarına eğitimle devam etmiştir. Eğitim başlığı, Birlik için önemli bir konudur. Birliğin gelişimi incelendiğinde eğitimin özellikle ekonomi politikalarıyla ilintisi dikkat çekmektedir. AT aşamasında mevcut ekonomik koşullar Topluluğun ilgisini ekonomik gelişmeye ve kalkınmaya ve diğer bazı alanlara çekmiştir. Bu ilginin Birliğin elli yılına mal olduğu düşünülmektedir. Sosyoekonomik gelişmelerle beraber gelişen Birlik özellikle seksenli yılların başlangıcıyla beraber eğitim politikalarına oldukça önem vermeye başlamış; iki binli yıllarla beraber politikaların ve programların meyvelerini toplamaya başlamıştır. Bu sonuçlar ise ?Avrupalılaşma? ve bir ?Avrupa Kültürü? inşa etme çabalarında Birliğin aldığı yolu en açık bir biçimde göstermektedir. ; In our century, with education and its upgrade values, a new construction period has begun. European Union has not been indifferent to this process; it has kept on the integration efforts in the areas of industry, commerce, politics, security and fundamental rights, which are the priorities coming with being a union, with education. The title of ?Education? is an important issue for Union. When looked at the progress of Union, it calls attention the relation of education with especially economy politics. At the time of European Community, the present economic conditions have attracted Community?s attention to economical progress and development and some other areas. It is thought that this attention has cost fifty years for Union. Union that develops together with socio?economic progression has attached importance considerably to education politics with especially the beginning of 1980s; together with 2000s, it has begun to take the results of politics and programs. As for these results show clearly the distance that Union gains in the efforts of constructing ?European Culture? and in ?Europeanization?.
Text reflektuje úlohu vysokých škol ve společenských změnách, konkrétně v procesech transformace společnosti k udržitelnému rozvoji. Vychází z dokumentu Úmluva o vysokoškolském vzdělávání pro udržitelný rozvoj, který vznikl a byl představen u příležitosti konference Rio+20 v roce 2012 a který předkládá vizi celkové proměny univerzit související s celospolečenskými požadavky na udržitelné vzdělávání ‑ zahrnuje všechny aspekty života vysokoškolských institucí (výuku, správu, vzdělávací politiku). V tomto rámci autoři ukazují hlavní, v současné době probíhající změny ve vysokoškolském vzdělávání, a to v šesti okruzích, které zahrnují: hodnotové předpoklady akce, holistický přístup, změny v nakládání se znalostmi, důraz na procesy učení a na kompetence (jejichž význam mezi vzdělávacími cíli roste), a způsoby hodnocení kvality procesu a výsledku učení. Rekapitulují dopad těchto trendů v českém vzdělávacím prostředí i možnosti budoucího vývoje; ukazují, jak reálně probíhající změny souvisí s proměnou vědeckých paradigmat i vzdělávacích teorií. Navrhují popsat tento vývoj jako proměnu vzdělávacího žánru, tedy především s ohledem na to, jak jsou poznatky komunikovány, jak se proměňuje způsob jejich přenosu či sdílení ve vzdělávacím procesu. Ukazují, s jakými novými charakteristikami tohoto procesu bude postupně nutno počítat, a nabízejí možná budoucí výzkumná témata s tím související. ; This paper reflects on the role of universities in social changes, particularly in processes of societal transformation towards sustainable development. It is based on the document Peoples' Sustainability Treaty on Higher Education Towards Sustainable Development, produced for and introduced on the occasion of the Rio+20 Conference in 2012, which presents a vision for an overall transformation of universities related to the society-wide requirement for sustainable education involving every aspect of higher education institutions (curricula and teaching, campus operations, community engagement, cultural change). Within this framework, the authors demonstrate the main changes currently underway in higher education within six spheres that include: value-based preconditions for action, a holistic approach, knowledge management, an emphasis on learning processes and competencies (the importance of which is growing among education objectives), and methods of evaluating quality of learning process and learning outcomes . They recapitulate the impact of these trends within the Czech education environment and opportunities for future development; they show how real world changes in progress are related to the transformation of both scientific paradigms and education theories. They propose describing this development as a change of education genre, primarily with respect to how knowledge is communicated. They show what new processes in education will gradually have to be taken into account, and offer potential future research topics related to these.
Çalışmamızda öncelikle sivil toplum kavramının literatürdeki yeri aydınlatılmaya çalışılmış, bu çerçevede kavramın tarihsel gelişimine yer verilerek; "devlet", "kamusal alan", "sivil itaatsizlik" kavramlarıyla ilişkisi irdelenmiştir. Ayrıca günümüzde devletin fonksiyonlarının ve etkinliğinin değerlendirilmesi bakımından bir karşılaştırma ölçütü olarak önemli bir yer tutan sivil toplum kuruluşlarının tanımına ve niteliklerine değinilerek, bu kuruluşların devlet olgusu karşısındaki konumunu belirleyen kavram olan demokrasiyle ilişkisi açıklanmıştır. ; In our study, firstly, it has been tried to explain the place of the concept of civil society in the literature, for this reason the development of the concept in the historical process has been given and its relation with the concepts of "state","public area", "civil disobedience" has been studied. Besides, dealing with the definition and the characteristics ofNGO 's that play an important part as a measure of comparison far the evaluation of the functions and the efjicincy of the state, the relation of these organisations with democracy which is the concept that determines the position of these organizations in view of the slate has been explained.
Dinsel ve metafiziksel geleneklerin bütüncül yaklaşımlarının aşılmasıyla, modern toplumlar, bilimsel nesnellik, ahlak ve yasalarda evrensellik ve sanatta özerklik gibi nosyonlar üzerine kurulmuşlardır. Kapitalizm, endüstrileşme, şehirleşme, metalaşma, mekanikleşme, akılcılık, bilimsel ve teknolojik ilerleme, ulus-devlet örgütlenmesi modern toplumun temel nitelikleri olmuştur. Modernizm eleştirilerine dayanan postmodern yaklaşımlarda modernliğe ait düşünceler ve kurumlar eleştirilmiştir. Postmodernistler büyük anlatıların reddine ve farklılık ve çoğulculuğun vurgulanmasına koşut olarak toplumda her türlü bütünlükçü kavramı reddetmişler, bütünlükçü karakteri nedeniyle ulusu ve ulus-devleti eleştirmişler, fakat politik anlamda toplumu ayakta tutacak ilke ve temeller sunmamışlardır. Çoğu postmodernist görüşün aksine, ulus-devletler postmodernitenin siyasal alanının en önemli aktörleri olmaya devam ermektedirler. ; After the transformation of the holistic approaches of religious and metaphysical traditions, modern societies have been grounded on such notions as the scientific objectivity, universality of law and ethic and autonomy of arts. The main characteristics of modern society have been capitalism, industrialization, urbanization, commoditization, mechanization, rationalism, scientific and technological development and nation-sate organization. In postmodernist approaches the ideas and institutions of modernity have been criticized. Parallel to the criticism of the meta narratives and the emphasize on differences and pluralism, postmodernists rejected all holistic concepts including nation and nation-state, but they did not develop principles and grounds providing poltical order in society. It seems that, counter to the most of the postmodernist views, nation-states maintains to be important actors of the political realm of postmodernity.
Článek prezentuje výsledky kvalitativního výzkumu realizovaného mezi českými organizacemi nabízejícími programy environmentální výchovy a orgány veřejné správy, které tyto programy finančně podporují. V rámci výzkumu byly řešeny tři základní výzkumné otázky: jaké evaluační strategie organizace používají? Jak tyto strategie souvisí s metodikou realizovaných programů, resp. do jaké míry odpovídají programy hodnocených organizací požadavkům na efektivní environmentální výchovu? Do jaké míry vycházejí orgány veřejné správy při finanční podpoře těchto programů z jejich skutečné efektivity? Výzkum prokázal poměrně malé zastoupení evaluačních strategií přinášejících relevantní informace o efektivitě programu, metodické nedostatky ve většině hodnocených programů a nedostatečnou schopnost orgánů veřejné správy formulovat a vyhodnocovat požadavky na efektivitu podporovaných programů. ; The article presents the results of qualitative research that has been undertaken among Czech environmental education centres, and regional and municipal government institutions providing financial support in this area. Three research questions were discussed: what evaluation strategies are used by the organisations? How are the strategies connected with the methodology of the programmes, or how do the programmes correspond with the standards for effective environmental education? How important is the real effectiveness of the programmes for a local government's decision regarding their financial support? The research proved that few organisations use evaluation strategies that provide relevant information about programme effectiveness, there are methodological weaknesses in the majority of analysed programmes, and local government institutions do not have and do not demand relevant information about the effectiveness of supported programmes.
Forestry higher education has been offered since 1857. This study investigates the alterations made in the tertiary forestry institution names in Turkey under three periods: (1) between the years 1857 and 1934, (2) between the years 1945 and 1948, and (3) between the years 2006 and 2018. The Faculty of Forestry was under the Ministry of Mining during the first period, which later became a unit under the Ministry of Agriculture. In 1934, during the Republican period, it became a subdivision of Ankara Yuksek Ziraat Enstitusu (Ankara Institute of Advanced Agriculture, YZE). All those changes in this period improved the reputation of the institution and the occupation. In the second period, tertiary-level forestry education was separated from YZE and incorporated into Istanbul University. The faculty members and the councils of the Faculty of Forestry were directly involved in the decision-making processes required by this change. However, the third period is marked by regulations that were made without involving any forestry education institutions and professionals. Due to the lack of a clear higher education policy, the names of institutions have not been preserved and the formation of an academic tradition in the forestry institutions has been delayed.
Bu makale, sosyal güvenin devletin kurumsal yapısı üzerine etkisini analiz etmektedir. Sosyal güven, bir insanın kişisel olarak tanımadığı insanlara karşı duyduğu güven duygusu olarak tanımlanabilir. Güven, işlem maliyetlerini azaltarak ve bedavacılık sorununu iyileştirerek devletin kurumsal yapısını birçok açıdan etkileyebilmektedir. Bu makale, devletin kurumsal yapısı ile ilgili üç farklı alan üzerine durmaktadır: aşırı bürokrasi, yolsuzluk ve refah devleti. Güvenin yüksek olduğu bir toplumda vatandaşlar gereksiz bürokratik prosedürlere ve yolsuzluklara daha az maruz kalırlar, vergilerini gönül rahatlığıyla öderler ve yüksek vergi gelirleri sayesinde kalkınma dostu kamu harcamalarından daha fazla faydalanırlar. Bu makale, yüksek güvenin devletin kurumsal yapısını toplumun bütününe fayda sağlayacak şekilde çalışır hale getirdiğini göstermektedir. ; This paper analyses the effect of social trust on the institutional structure of the state. Social trust can be defined as the level of trust that a given person has toward people whom he or she does not know personally. Trust can affect many aspects of the state's institutional structure by reducing transaction costs and ameliorating the free-rider problem. This article focuses on three dimensions related to the state's institutional structure: red tape, corruption, and the welfare state. In a society with a high level of trust, individuals are less subject to unnecessary bureaucratic procedures, pay their taxes with peace of mind, and, thanks to high tax revenues, benefit more from the development-friendly public expenditures. This article indicates that a high level of trust makes the state's institutional structure function in a way that benefits society as a whole.
ÖZETAVRUPA EĞİTİM ALANI'NIN OLUŞTURULMASI: TÜRK YÜKSEKÖĞRETİMİ ÖRNEĞİBu tezin temel sorunsalı, AB'nin doğrudan bir baskısı bulunmadığı politik alanlarda, ulusal düzeyde politika yayılımının nasıl gerçekleştiğidir. Bu çalışma Avrupa Eğitim Politikası alanına yoğunlaşmakta ve politikanın gelişimi özellikle, 1999 yılından beri yürürlükte olan Bologna Süreci'ne odaklanılarak incelenmektedir. Çalışmanın hedefi Avrupa Eğitim Alanı'nın nasıl oluştuğunu göstermek ve bu alanın ilkelerini tespit etmektir. Çalışma, politika yayılım sürecinin bir kaynağı olarak Avrupa Eğitim Alanı üzerinde durduktan sonra bir vaka çalışması olarak Türkiye'yi ele almakta ve eğitim alanı ilkelerinin bu ülkede nasıl yayıldığını tahlil etmektedir. Bu nedenlerle, çalışmada şu sorulara cevap aranmıştır: Avrupa Eğitim Alanı nasıl inşa edilmektedir? Hangi yollar ve sebeplerle alanın ilkeleri ulusal seviyeye nüfuz etmektedir? Teorik çerçevesi 'sosyal yapısalcılık' üzerine kurulmuş olan bu çalışmanın kavramsal çerçevesi Avrupalılaşma literatüründen yararlanmaktadır. The study focuses on European educational policy and traces the evolution thereof, specifically focusing on the Bologna Process that was launched in 1999. After focusing on the source of the diffusion process, which is the European educational space, the dissertation takes Turkey as a case study, analysing how the norms of the educational space have diffused in this country. Thus, the study aims at answering the following questions: How is the European educational space constructed? How and why the norms of the space diffuse to the national level? In terms of the theoretical framework, the study bases itself on social constructivism. The conceptual framework is drawn upon the literature on Europeanization. Europeanization in educational policy is argued to be a horizontal process, where pressure for change is less direct. In this study, it was aimed to determine the level of organizational democracy perceived by the academic staff in their institutions and the frequency of encounter with political behaviors of academic staff in their institutions and to examine the relationship between these two variables. For this purpose, data were collected from 283 academic staff, working at three state and three foundation universities locate in Ankara, in 2016-2017 academic year. The data were analyzed by quantitative techniques and the findings showed that the level of organizational democracy perceived by the academic staff and the frequency of encounter with political behaviors were moderate. It was found that, the perception of organizational democracy of the academic staff working at foundation universities is higher, and the frequency of encounter with political behaviors is lower than the academic staff working at the state universities. In addition, it was determined that the level of orgaizational democracy perceived by academic staff and the frequency of encounter with political behaviors differed in terms of the duration of service in the institution. Finally, it was found that there is a moderate and negative relationship between organizational democracy and frequency of encounter with political behaviors, and that organizational democracy predicts the frequency of encounter with political behaviors. ; Bu çalışmada, öğretim elemanlarının kurumlarında algıladıkları örgütsel demokrasi düzeyi ile politik davranışlarla karşılaşma sıklıklarının belirlenmesi ve bu iki değişken arasındaki ilişkinin incelenmesi amaçlanmıştır. Bu amaçla, Ankara'da bulunan üç devlet ve üç vakıf üniversitesinde, 2016-2017 eğitim-öğretim yılında görev yapmakta olan 283 öğretim elemanından veri toplanmıştır. Araştırmadan elde edilen veriler nicel teknikler ile analiz edilmiş ve ulaşılan bulgularda, öğretim elemanlarının kurumlarında algıladıkları örgütsel demokrasi düzeyinin ve genel olarak politik davranışlarla karşılaşma sıklıklarının orta düzeyde olduğu; vakıf üniversitesinde çalışan öğretim elemanlarının devlet üniversitesinde çalışan öğretim elemanlarına göre örgütsel demokrasi algılarının daha yüksek, politik davranışlarla karşılaşma sıklıklarının ise daha düşük olduğu tespit edilmiştir. Ayrıca öğretim elemanlarının kurumlarında algıladıkları örgütsel demokrasi düzeyinin ve politik davranışlarla karşılaşma sıklığının kurumdaki hizmet süresi açısından farklılık gösterdiği saptanmıştır. Son olarak, örgütsel demokrasi ile politik davranışlar arasında orta düzeyde negatif yönlü bir ilişki olduğu ve örgütsel demokrasinin, politik davranışlarla karşılaşma sıklığını yordadığı tespit edilmiştir.
Küreselleşme kavramı, yaşamların giderek çok uzaklarda alınan kararlar ve gerçekleşen olaylar tarafından biçimlendirildiği karmaşık karşılıklı ilişkilerin ortaya çıkışını ifade eder. Küreselleşme sürecinde en dikkat çekici değişim ve dönüşüme maruz kalan unsurların başında ulus-devletler gelmektedir. Bu süreçte devletler arasında karşılıklı bağımlılığın artması ile ulus-devletlerin sınırları farklı güç, amaç, kimlik ve ağlara sahip ulus-ötesi aktörler tarafından sürekli olarak geçilmektedir. Sınırların adeta ortadan kalkması ile ulus-devletler ekonomik krizler, insan güvenlik, terörizm, çevre ve iklim sorunları gibi uluslararası güvenlik sorunlarından daha fazla etkilenir hale gelmişlerdir. Bu çalışmanın amacı küreselleşme sürecinde ulus-devletlerin egemenliklerinin erozyona uğramasının nedenlerini analiz etmek yanında ortaya çıkan yeni güvenlik sorunları karşısında ulus-devletlerin yalnız başlarına çözüm üretmede yetersiz kalmaları sebebiyle işbirliğinin önemine vurgu yapmaktır. ; Globalization refers to the emergence of complex interrelationships in which lives are shaped by decisions and events taking place far beyond. In the process of globalization, the nation-state is one of the most important elements exposed to the most significant change and transformation. In this process, with the increasing interdependence between states, the boundaries of nation-states are constantly being crossed by transnational actors with different powers, goals, identities and networks. With the disappearance of borders, nation-states have become more affected by international security problems such as economic crises, human security, terrorism, environmental and climate problems. The aim of this study is to analyze the reasons for the erosion of sovereignty of nation-states in the process of globalization, and to emphasize the importance of cooperation due to insufficient state-alone solutions to new security problems.
Yüksek Lisans Tezi ; Bu araştırmanın amacı, Türkiye Futbol Federasyonu'na bağlı faal olarak görev yapan futbol hakemlerinin VAR Sistemi ve eğitimi hakkında görüşlerinin incelenmesidir. Araştırmada nitel araştırma desenlerinden görüşme yöntemi kullanılmıştır. Araştırma grubunu olasılıksız örnekleme stratejilerinden biri olan amaçlı örnekleme yöntemlerinden maksimum çeşitlilik örneklemesi ile belirlenen farklı klasmanlarda faal olarak görev yapan 20 futbol hakemi oluşturmaktadır. Araştırma verileri, araştırmacı tarafından geliştirilen yarı yapılandırılmış görüşme formu yoluyla toplanmıştır. Araştırmada veriler içerik analizi yöntemi ile değerlendirilmiştir. Araştırmanın sonuçlarına göre hakemlerin dünyanın önemli liglerinde ve ülkemizde uygulanan VAR Sistemi'nin futbol oyununun ruhuna ve seyir zevkine nasıl bir etkisi olduğu hususundaki düşüncelerinde olumlu ve olumsuz kategorileri adı altında sırasıyla; adil karar, güven oluşması, oyun hızında düşme ve seyir zevkinde azalma, futbolun ruhuna aykırı ve adaptasyon sorunu görüşlerini ifade ettikleri, VAR Sistemi her bir durumu / kararı otomatik olarak 'kontrol' ettiği için hakemlerin müsabaka yönetimlerindeki stres yönetimine nasıl bir katkı sunduğuna ilişkin düşüncelerinde olumlu ve olumsuz etki kategorileri adı altında sırasıyla; özgüvenli karar verme, zihinsel rahatlık, stres oluşması ve karar vermede çelişki görüşlerini ifade ettikleri, hakemlerin futbola daha sistematik ve tavsiyeye açık bir ortam sunan, genel felsefesi 'minimum müdahale, maksimum yarar' olan VAR uygulaması ile birlikte daha kesin kararlar alındığı hususundaki düşüncelerinde karar çeşitliliği ve kararların oyuna katkısı kategorileri adı altında sırasıyla; kesin ve net kararlar, yorum ve kararlarda değişkenlik, hata sayısında azalma ve doğruyu bulma oranında artış, sonucu etkileyen kararların düzeltilmesi, objektiflik ve maksimum yarar görüşlerini ifade ettikleri, hakemlerin dünyada ve ülkemizde yeni uygulanan VAR Sistemi'nin gelecekte oyunun gelişimine nasıl katkılar sunacağı hususundaki ...
