WOS: 000461078400001 ; Citizenship education was influenced by fundamental changes that happened following the end of the Cold War in 1989. Traditional citizenship education aiming to build a monolithic national identity, disseminate an image of homogeneous society and transmit the knowledge of political system has evolved towards modern citizenship education characterised by an emphasis on human rights, democracy, the rule of law, respect for diversity and a concern to develop students' political participation skills. The transition to modern citizenship education in Turkey started with the pushing of international educational projects and is still underway. Drawing on critical discourse analysis, this study explores what kind of citizenship education the 2018 Social Studies Courses Programme of Study envisages. The study found that the new programme intensely reflects the characteristics of traditional citizenship education. Taking into account this study's findings might lead to more effective implementation of the programme and increase the success of future curriculum reforms.

Forestry higher education has been offered since 1857. This study investigates the alterations made in the tertiary forestry institution names in Turkey under three periods: (1) between the years 1857 and 1934, (2) between the years 1945 and 1948, and (3) between the years 2006 and 2018. The Faculty of Forestry was under the Ministry of Mining during the first period, which later became a unit under the Ministry of Agriculture. In 1934, during the Republican period, it became a subdivision of Ankara Yuksek Ziraat Enstitusu (Ankara Institute of Advanced Agriculture, YZE). All those changes in this period improved the reputation of the institution and the occupation. In the second period, tertiary-level forestry education was separated from YZE and incorporated into Istanbul University. The faculty members and the councils of the Faculty of Forestry were directly involved in the decision-making processes required by this change. However, the third period is marked by regulations that were made without involving any forestry education institutions and professionals. Due to the lack of a clear higher education policy, the names of institutions have not been preserved and the formation of an academic tradition in the forestry institutions has been delayed.

ÖZETAVRUPA EĞİTİM ALANI'NIN OLUŞTURULMASI: TÜRK YÜKSEKÖĞRETİMİ ÖRNEĞİBu tezin temel sorunsalı, AB'nin doğrudan bir baskısı bulunmadığı politik alanlarda, ulusal düzeyde politika yayılımının nasıl gerçekleştiğidir. Bu çalışma Avrupa Eğitim Politikası alanına yoğunlaşmakta ve politikanın gelişimi özellikle, 1999 yılından beri yürürlükte olan Bologna Süreci'ne odaklanılarak incelenmektedir. Çalışmanın hedefi Avrupa Eğitim Alanı'nın nasıl oluştuğunu göstermek ve bu alanın ilkelerini tespit etmektir. Çalışma, politika yayılım sürecinin bir kaynağı olarak Avrupa Eğitim Alanı üzerinde durduktan sonra bir vaka çalışması olarak Türkiye'yi ele almakta ve eğitim alanı ilkelerinin bu ülkede nasıl yayıldığını tahlil etmektedir. Bu nedenlerle, çalışmada şu sorulara cevap aranmıştır: Avrupa Eğitim Alanı nasıl inşa edilmektedir? Hangi yollar ve sebeplerle alanın ilkeleri ulusal seviyeye nüfuz etmektedir? Teorik çerçevesi 'sosyal yapısalcılık' üzerine kurulmuş olan bu çalışmanın kavramsal çerçevesi Avrupalılaşma literatüründen yararlanmaktadır. The study focuses on European educational policy and traces the evolution thereof, specifically focusing on the Bologna Process that was launched in 1999. After focusing on the source of the diffusion process, which is the European educational space, the dissertation takes Turkey as a case study, analysing how the norms of the educational space have diffused in this country. Thus, the study aims at answering the following questions: How is the European educational space constructed? How and why the norms of the space diffuse to the national level? In terms of the theoretical framework, the study bases itself on social constructivism. The conceptual framework is drawn upon the literature on Europeanization. Europeanization in educational policy is argued to be a horizontal process, where pressure for change is less direct. İçinde bulunduğumuz yüzyılda, eğitim ve onun yükselen değerleriyle yeni bir inşa dönemi başlamıştır. Avrupa Birliği, bu sürece kayıtsız kalamamış; Birlik olmanın getirdiği öncelikler olan sanayi, ticari, politik, güvenlik ve temel haklar konularında başladığı bütünleşme çabalarına eğitimle devam etmiştir. Eğitim başlığı, Birlik için önemli bir konudur. Birliğin gelişimi incelendiğinde eğitimin özellikle ekonomi politikalarıyla ilintisi dikkat çekmektedir. AT aşamasında mevcut ekonomik koşullar Topluluğun ilgisini ekonomik gelişmeye ve kalkınmaya ve diğer bazı alanlara çekmiştir. Bu ilginin Birliğin elli yılına mal olduğu düşünülmektedir. Sosyoekonomik gelişmelerle beraber gelişen Birlik özellikle seksenli yılların başlangıcıyla beraber eğitim politikalarına oldukça önem vermeye başlamış; iki binli yıllarla beraber politikaların ve programların meyvelerini toplamaya başlamıştır. Bu sonuçlar ise ?Avrupalılaşma? ve bir ?Avrupa Kültürü? inşa etme çabalarında Birliğin aldığı yolu en açık bir biçimde göstermektedir. ; In our century, with education and its upgrade values, a new construction period has begun. European Union has not been indifferent to this process; it has kept on the integration efforts in the areas of industry, commerce, politics, security and fundamental rights, which are the priorities coming with being a union, with education. The title of ?Education? is an important issue for Union. When looked at the progress of Union, it calls attention the relation of education with especially economy politics. At the time of European Community, the present economic conditions have attracted Community?s attention to economical progress and development and some other areas. It is thought that this attention has cost fifty years for Union. Union that develops together with socio?economic progression has attached importance considerably to education politics with especially the beginning of 1980s; together with 2000s, it has begun to take the results of politics and programs. As for these results show clearly the distance that Union gains in the efforts of constructing ?European Culture? and in ?Europeanization?.

ÖZETBaşlangıçta ekonomik birliktelik üzerine kurulan Avrupa Birliği, günümüzde her alana nüfus etmekte ve pek çok alanda ortak politikalar uygulamaktadır. Avrupa Birliği'nin ekonomik, sosyal, kültürel, siyasi ve politik alandaki tüm uygulamalarının nihai hedefi ise üye ya da aday ülkeler arasında Avrupalılaşmayı sağlamaktır. Birliğin ortak eğitim politikaları ile yürütmekte olduğu değişim ya da hareketlilik programları bu amaca açık bir şekilde hizmet etmektedir. Günümüzde en yaygın olarak bilinen Avrupa Birliği eğitim programlarının başında ise Erasmus değişim programı gelmektedir. Bu çalışmanın amacı, Avrupa Birliği ortak eğitim politikalarının Avrupalılaşma süreci üzerindeki etkisini Erasmus değişim programı çerçevesinde incelemektir. Araştırma genelinde, bu alanda çalışmalar yapan bilim adamlarının son yıllarda popülerliği artan Avrupalılaşma üzerindeki düşüncelerine ve tanımlarına yer verilmiş ve Erasmus programının etkisini daha yakından inceleyebilmek için daha önceden bu programdan yararlanmış Türkiye ve AB vatandaşlarının katıldığı bir anket uygulanmıştır. Elde edilen sonuçları daha iyi analiz edebilmek için bu alanda bilgi sahibi olan Türkiye Ulusal Ajansı uzmanlarının görüşlerine başvurulmuştur. Yapılan bu araştırma, Avrupa Birliği ortak eğitim politikalarının bir parçası olan Erasmus değişim programının Avrupalılaşma üzerinde önemli bir etkiye sahip olduğunu ve ülkeler ve vatandaşlar arası entegrasyonu güçlendirdiğini ortaya koymaktadır. Diğer çalışmalardan farklı olarak bu araştırma, konusu bakımından daha özel bir alanda farklı araştırma yöntemleri kullanılarak yapılmıştır. Son olarak, bu çalışma Avrupalılaşma konusuna ışık tutmakta ve Erasmus değişim programının bu konu ile olan ilişkisine dikkat çekmektedir. The ultimate goal of economic, social, cultural, politic and political extents of the EU is to carry out Europeanization between member or candidate countries. The Union's exchange or mobility programmes, which are run under common education policies, serve this purpose explicitly. Today, Erasmus takes place on the top in the most well-known EU education programmes. The aim of this study is to investigate the influence of common European education policies on Europeanization process in the frame of Erasmus exchange programme. In this study, the thoughts and definitions of the authors who have studied on Europeanization, which has become popular recently, are presented; and a questionnaire which was filled out by Turkish and European Union citizens, who have participated in this programme before, was conducted to investigate the role of Erasmus exchange programme closely. In order to analyze the questionnaire outputs better, we asked for Turkish National Agency experts' opinions, who are familiar with this study area. This study reveals the fact that Erasmus exchange programme as a part of the EU common education policies has a crucial influence on Europeanization and it reinforces the integration between countries and their citizens. Unlike other studies, this study has been conducted in a more specific field by using different research methods. Finally, this study illuminates Europeanization issue and emphasizes its relation with Erasmus exchange programme. Bu tez çalışması ulusal yükseköğretim sistemleri, kalite güvencesi ve yumuşak güç kavramlarının etkileşimleri ile ilgilidir; söz konusu üç temel kavram uluslararası ilişkiler disiplini çerçevesinde beraberce ele alınmıştır. Dolayısıyla üç farklı literatürde tartışılan konular bu tez çalışmasında ortak bir platformda birleştirilmiştir. Pek çok farklı akademisyen ve kurum tarafından hazırlanan ikincil veriler taranmış ve saha araştırmamızda elde ettiğimiz birincil verilerle harmanlanmıştır. 2000'li yıllardan itibaren küresel siyasi sistemde doğrudan sert güç kullanmak yerine vekalet savaşları ile beraber yumuşak güç araçlarının yaygın kullanımına şahitlik ediyoruz. Bu tez çalışmasının merkezinde yükseköğretim sistemlerinde giderek yaygınlaşan uluslararasılaşma eğilimleri bulunmaktadır. Bu temel eğilim (ve kavram) ile birlikte diğer iki önemli kavramın etkileşimi de göz önünde bulundurulmaktadır: bunlardan birincisi yumuşak güç araçlarından bir tanesi olan öğrenci değişim ve burs programlarıdır; ve diğeri de yükseköğretim sistemlerinde kalite güvencesidir. Yükseköğretimin yumuşak güç bağlamında uzun vadeli etkilerinin fark edilmesi ile bu konudaki çalışmalara ağırlık verilmiştir. Elde edilen veriler ilave ikincil verilerle birleştirilerek karşılaştırmalı bir genel durum analizi yapılmıştır. ; This thesis deals with the interactions of national higher education systems, quality assurance and soft power; These three basic concepts are discussed together in the framework of the discipline of international relations. Therefore, the topics discussed in three different literature are combined in a common platform in this thesis. Secondary data prepared by many different academics and institutions were scanned and blended with the primary data obtained in our field research. From the 2000s onwards, we have witnessed the widespread usage of soft power tools; besides, we have witnessed more proxy wars instead of using hard power directly in the global political system. At the center of this master thesis one might see the increasing tendency of internationalization in higher education systems. In addition to this fundamental trend (and concept), the interaction of two other important concepts is also considered: the first is student exchange and scholarship programs, one of the soft power tools; and the other is quality assurance in higher education systems. With the recognition of the long-term effects of higher education in the context of soft power, studies on this issue have been emphasized. Especially in the field of internationalization, institutions are taking new steps, formulating long-term policies and many reports and plans are published. In this research, in light of globalization trends behaviors of higher education institutions have been examined: the way in which they understood the concept of internationalization and the way they take operational decisions to reach this prime target. Leading universities in Turkey, in the face of global competition, limited public resources, and rising expectations, have entered into quest for innovative solutions. In this context, Turkey's Council of Higher Education (YÖK), has declared that the internationalization (one of the three main strategic objectives) should become as a common target for all national universities. This thesis sheds light on executive behaviors of Turkey's leading universities: how do they perceive this goal and how they make operational decisions on sub-targets to reach the broader goal of internationalization? On the other hand there are also related sub-research questions on the interaction between internationalization target and two other processes: Turkey's soft power projection and quality assurance in higher education institutions. Primary data has been collected by interviews with top and mid-level university executives. The data obtained were combined with additional secondary data and a comparative general context analysis was performed. 12 leading universities are selected based on the ranking system conducted by Turkey's Scientific and Technological Research Council (TÜBİTAK).

Küresel anlamda yaşanan savaş, çatışma ve ayrımcılık gibi durumlar insanlığın geleceği adına kaygı verici boyutlardadır. Gelecek nesillere barışçıl bir dünya emanet edebilmenin yolu barış eğitiminin önemsenmesinden geçmektedir. Ancak barış eğitiminin okul müfredatlarında yer almasından önce dersin teorik yapısı hususunda belirsizliklerin olduğu dikkat çekmektedir. Söz konusu belirsizliğe istinaden bu çalışmada, barış eğitiminin teorik yapısının oluşumunda felsefeden hangi kazanımların sağlanabileceği tartışılmaktadır. Bu çerçevede öncelikle insani anlamda barış eğitiminin niçin önemsenmesi gerektiği ele alınmaktadır; ikinci adım da ise filozofların barışın sağlanması hususunda ileri sürdükleri bazı teorilerine yer verilmektedir. Üçüncü adımda ise bu düşüncelerden barış eğitimi adına hangi kazanımların elde edilebileceği irdelenmektedir. Özellikle akıl-barış ilişkisi, insan hakları ve barışın mutlak bir değer olarak görülmesi anlayışı söz konusu eğitimin teorik yapısının teşekkülünde başvurulacak değerler olarak karşımıza çıkmaktadır. Son tahlilde ise mevcut analizler üzerinden bazı tespit ve önerilere ulaşılmaya çalışılmaktadır. ; The problems of war, conflict, discrimination which were suffered globally are in the level of concern for the future of the humanity. The way of leaving a legacy of peaceful world to the following generations may be possible to attache importance to peace education. The ambiguities about theoretical background of peace education draw attention before it is placed on the schools' curriculums as a lesson. This work discuss how philosohpy contribute to establish the theoretical body of peace education against the said ambiguities. In this framework, firstly, it is addressed why it is necessary to give importance to peace education; Secondly, some theories which were argued by philosophers for peacebuilding are articulated. Thirthly, it is analysed what sort of acquisitions from those thoughts on behalf of peace education. Particularly the relationship of intelligence-peace, human rights and the understanding of adoption of peace as an absolute value come out as values so as to establish the theoretical body of the mentioned education. In conclusion, it is tried to provide some deductions and suggestions through the current analyses.

Yüksek Lisans Tezi ; Bu araştırmanın amacı Konya ili merkez Karatay ilçesinde ilkokul ve ortaokullarda görev alan yönetici ve öğretmenlerin yönetişim algılarını ölçerek bu algının demografik değişkenlere göre farklılaşıp farklılaşmadığını irdelemektir. Bu amaç doğrultusunda araştırmacı tarafından hazırlanan "İlköğretim Okullarının Yönetişim Özelliklerine Sahip Olma Düzeyleri" başlıklı anket formu Google Forms üzerinden yönetici ve öğretmenlerin görüşlerine başvurmak için gönderilmiştir. Nicel yöntemle gerçekleştirilen bu çalışma da anket tekniği uygulanmıştır. Araştırmanın evreni, 2020-2021 eğitim öğretim yılında Konya ili Karatay ilçesinde görev alan 238 yönetici ve 2286 öğretmenden oluşmaktadır. Araştırmanın örneklemi ise 34 yönetici ve 242 öğretmen oluşturmaktadır. Aslan (2016) aracılığıyla geliştirilen "Eğitim Örgütlerinde Yönetişim Ölçeği" ile toplanan veriler Sosyal Bilimler İstatistik Paketi Programı (IBM SPSS Statistics 24) ile analiz edilmiştir. Araştırmanın sonucunda katılımcıların yönetişim konusundaki algılarının yüksek olduğu tespit edilmiştir. İlkokulda görev yapan öğretmen ve yöneticilerin ortaokulda görev yapanlara göre; yöneticilerin ise öğretmenlere göre yönetişim algılarının görece yüksek olduğu görülmüştür. Yaş değişkeni bakımından 35 yaş altı eğitimcilerin 35 yaş üstü eğitimcilerden daha düşük düzeyde yönetişim algılarının olduğu tespit edilmiştir. Sendika üyesi olan eğitimcilerin olmayanlara göre daha yüksek yönetişim algılarının olduğu görülmüş olup mezuniyet, cinsiyet, medeni durum, mezun olunan fakülte ve mesleki kıdem değişkenleri açısından katılımcıların yönetişim algılarında anlamlı bir fark oluşmadığı sonucuna varılmıştır. ; The aim of this research is to measure the governance perceptions of administrators and teachers working in primary and secondary schools in the central Karatay district of Konya province and to examine whether this perception differs according to demographic variables. Cumhuriyet ilanından sonra devleti oluşturan bütün kurumlarda birçok yeni düzenlemelere ve bunun sonucu olarak değişmelere gidilmiştir. Modern toplumlar için bir kalkınma problemi olan eğitim kurumları ve bu kurumlardaki sistemde bu düzenlemeler ve değişmelerden fazlasıyla nasibini almıştır. nasibini almıştır. Ülkemize gelen yabancı eğitim uzmanları 1924-1950 döneminde ABD ve değişik Avrupa ülkelerinden gelirken, 1950'de başlayan Demokrat Parti döneminde ülkemize gelen yabancı uzmanların sadece ABD'li olması dikkat çekicidir. Özellikle bu durum üzerinden Demokrat Parti'ye muhalif çevrelerce ciddi eleştiriler yöneltildiği görülmektedir. Ancak yabancı uzmanlar konusunda ABD'ye yönelişin sebebi dönemin siyasi durumu, küresel güç dengeleri, Türkiye'nin uluslararası lobi ihtiyacından ötürü NATO ya girmesi ve ABD ile doğal müttefik olması olarak gösterilmektedir. Araştırmamızın amacı yabancı uzmanların eğitim sistemimiz hakkında tuttuğu raporların nitel olarak yeterliliklerini saptamak, olumlu ve olumsuz yönlerini ortaya koymaktır. Bunun için hazırladıkları raporlara ulaşılmış ve objektif bir açıdan değerlendirmeye tâbi tutulmuştur ; After the decleration of The Republic, there were many regularitions over the all institutions which had formed the state and, with the result of these, some changes education foundations which are a development problem for modern societies and the system in these foundations were highly effected by these regularitions and changes. While regulations related to the education are being done, the educational system of precedent countries are taken as an example as well as national government policies,too. Consequently, foreign experts from diffrent countries had been imported either via official invitation or non official way since the beginning of 1924, and wanted them to report our educational system. Altought this period was interupted between 1924-1960 years during the İnönü management ,the impact of the foreign expert was felt higly. It is remarkable that foreign education experts came to our country during the period when Democratic Party began in 1950 were only from the United States of America while foreign education experts coming to our country during the period 1924-1950 came from the United States and various European countries. It is observed serious criticisms were directed on this situation to Democratic Party by dissident circles. However, it is shown that the reasons for turning to the U.S. on foreign experts were the political situation of the period, the global balances of power, that Turkey joined due to Turkey's international lobby needs, that Turkey was a natural ally with the U.S durin this period. The aim of our research is to determine the qualification of the foreign experts reports as qualitative, to bring out the reports' positive and negative aspects. Therefore, the reports have been detected and taken into evalution obtectively
