AN ACTION STRATEGY IS AN IMPORTANT FACTOR IN HUMAN WELL-BEING
The article highlights the opportunities and social factors created in this society for well-being. The action strategy is based on the fact that it is a practical expression of the well- being of society and positive changes in people's lives. At the same time, issues of strengthening the spiritual and mental immunity of a person based on the correct formation of the concept of happiness are highlighted. In the formation of immunity, along with the concept of happiness, the concept of national ideas, the path of democratic development, civil society and spirituality are revealed. At the same time, destructive ideas are compared with national ideology with a special emphasis on the role of spirituality in the formation of ideological immunity.

Humane Protection of Animals Against the Effects of Fireworks Displays ; Humanitarna ochrona zwierząt przed skutkami pokazów fajerwerków
This article is of a scientific and research nature. Its subject is the humane protection of animals, expressly declared by the Polish legislator in the provisions of the Animal Protection Act, as regarded in the context of wide access to individual use of fireworks by private persons. The author seeks an answer to the question whether the legislator's high-sounding declarations expressed in the Animal Protection Act, providing for humane protection of animals in Poland, are reflected in respective national or local regulations which would make it possible for the owners or guardians of animals to protect them against the effects of fireworks, especially against noise. The aim of the research is to indicate who, if it has not already been done by the national legislator, is authorised to issue regulations limiting the use of fireworks, in a manner modelled for example on Australian solutions, where displays can be organised by licensed, authorised companies, or in a manner whereby the owner or keeper of the animal is informed in advance by an announcement on the Internet or in a local newspaper of the planned place and date of the pyrotechnic show, so that he or she can provide protection for his or her animal by moving away from the venue in advance. The analysis of national solutions aims to indicate how the shortcomings in this area should be addressed by the regional legislator. ; Niniejszy artykuł ma charakter naukowo-badawczy. Jego przedmiotem jest humanitarna ochrona zwierząt, jasno deklarowana przez polskiego ustawodawcę w przepisach ustawy o ochronie zwierząt, postrzegana w kontekście szerokiego dostępu do indywidualnego korzystania z fajerwerków przez osoby prywatne. Autorka poszukuje odpowiedzi na pytanie, czy górnolotne deklaracje ustawodawcy wyrażone w treści przepisów ustawy o ochronie zwierząt przewidujących humanitarną ochronę zwierząt w Polsce mają odzwierciedlenie w stosownych unormowaniach ogólnokrajowych bądź terenowych, które właścicielom czy opiekunom zwierząt pozwoliłyby zapewnić im ochronę przed skutkami wybuchów fajerwerków, w tym zwłaszcza przed hałasem. Celem przeprowadzonych badań jest wskazanie kto, jeśli nie zrobił tego dotychczas ustawodawca krajowy, jest upoważniony do wydania przepisów ograniczających korzystanie z fajerwerków, w sposób wzorowany np. na rozwiązaniach australijskich, gdzie pokazy mogą być organizowane przez licencjonowane, upoważnione firmy, bądź w sposób, dzięki któremu właściciel czy opiekun zwierzęcia zostanie wcześniej poinformowany przez ogłoszenie w Internecie czy lokalnej gazecie o planowanym miejscu i terminie pokazu pirotechnicznego, aby mógł on zapewnić swojemu zwierzęciu ochronę, oddalając się wcześniej od miejsca pokazu. Analiza rozwiązań krajowych ma na celu wskazanie, w jaki sposób braki panujące w tym zakresie powinny być uzupełnione przez prawodawcę regionalnego.

Federico Donelli, Alessia Chiriatti, Manuel Férez), Mexico: Universidad Anahuac Mexico, 2016, pp. 299-310.The text presents the history of attempts at democratization of the political system in Turkey, where despite the nominal presence of democratic institutions, changes traditionally have come from the top. Following a brief presentation of the unsuccessful civil movements from the 1970s onwards, it focuses on the 2010s transition in approaches to building democratic culture, and in particular on the Gezi Park resistance, where a relatively minor local issue sparked a country-wide citizens' protest against the conservative democracy of the ruling AK Party. The event is shown as an entirely new type of protest, a spontaneous civil movement with horizontal structure, inspired by the Occupy movements, and an expression of the new generation's approach to politics. It also gave rise to a movement which contributed to rethinking the Turkish democratization process by breaking with the established thinking with a bottom-to-top approach.

Industry specialized journalism is essential for the creation and use of computer (video) games. They are representing one of industries from creative economy which is emerging on early XXI century. Media representatives inform about the progress in development of new titles, test them before their release date, show developers the advantages and disadvantages of their productions, impact on user feedback and describe events and trends related to the communities directly involved in the games, as well as with their surroundings. The article aims to present a case study of human resources management model in the Internet editorial absorbed in topics connected to computer games which is a part of big media company.

The main aim of this paper was the analysis of the impact of the "Family 500+" social programme in three areas: fertility, poverty in families with children, and the labour market participation of parents (mainly mothers) with young children. Statistical data available to date has been used by the author. The results show that the new benefit decreased the risk of poverty in families with children, had an impact on the higher number of births - which could be a temporary effect or a result of other family policy reforms implemented in 2013-2016 - and it decreased female labour market activity.

The Universal Declaration of Human Rights 70 years on—monument or living document? ; 70 lat Powszechnej Deklaracji Praw Człowieka – pomnik czy żywy dokument?
The article poses a question about the current meaning of the Universal Declaration of Human Rights. The starting point is the analysis of the legitimacy of the Declaration, which leads to the conclusion that the support for it has not been eroded by the passage of time, but has indeed gained strength. The Declaration's message on the universality of human rights is taken from the perspective of the controversy surrounding this principle during the drafting process and in the light of the subsequent debates related to the Second World Conference on Human Rights in Vienna in 1993. The Declaration and Programme of Action not only stressed that the universal nature of human rights is beyond question, but also pointed to the importance of national and regional specificities, and various historical, cultural and religious conditions that, however, do not relieve states, regardless of their political, economic and cultural systems, of the obligation to promote and protect all human rights. The InterAction Council's initiative to develop a Universal Declaration of Human Responsibility is presented as an attempt to reconcile different doctrinal and political positions with regard to the universality of human rights. The conclusion of these considerations is the expectation that the already visible tendency to absorb various philosophical, doctrinal and cultural traditions in order to enrich human rights justifications will prevail over attempts to question the universality of rights in the name of regional or other distinctions. The Universal Declaration was also a testimony to the holistic approach to human rights, encompassing economic, social, cultural, as well as personal and political rights. The subsequent winding road in attitudes to the two main categories of rights at the international arena ultimately led to the return of the spirit and letter of the Declaration and the recognition of equality of all rights in the legal and institutional-procedural dimensions. Humane Legal Protection of Homeless Animals ; Humanitarna ochrona prawna zwierząt bezdomnych
Animal rights at the international level have been defined in the Universal Declaration on Animal Welfare, which has become a guiding principle for many EU countries in shaping animal protection legislation. The subject of this article is the humane protection of homeless animals, which is the responsibility of the municipality in terms of maintaining cleanliness and order. The study assumes that by carrying out tasks regarding the protection of animals from homelessness, municipalities contribute to the effective protection of animals by providing them with appropriate care. The analysis found that the provisions of the Universal Declaration on Animal Welfare have been fully incorporated into Polish legislation. However, the effectiveness of the provisions on the protection of homeless animals executed by municipalities is not entirely satisfactory as evidenced by the post-inspection data and selected jurisprudence. In order to improve this state of affairs, the following de lege ferenda postulates were formulated, which in part are also guidelines of the Supreme Audit Office extending the catalog of activities in municipal homeless animal protection programs, introducing the requirement to inspect animal shelters by municipalities, changing the location requirements of animal shelters and also clarifying sanitary requirements concerning the conditions in which animals live in to improve their welfare. The above changes in legislation may contribute to more efficient humane protection of homeless animals in Poland and may serve as an example for other EU countries. ; Prawa zwierząt na forum międzynarodowym zostały określone w Światowej Deklaracji Praw Zwierząt, która stała się wytyczną dla wielu państw Unii Europejskiej (UE) w kształtowaniu przepisów w zakresie ochrony zwierząt. Przedmiotem analizy niniejszego artykułu jest humanitarna ochrona zwierząt bezdomnych, która jest obowiązkiem gminy w ramach utrzymania czystości i porządku. W pracy założono, że realizując zadania w zakresie ochrony zwierząt przed bezdomnością, gminy przyczyniają się do ich efektywnej ochrony poprzez zapewnienie im odpowiedniej opieki. W wyniku przeprowadzonej analizy stwierdzono, że w pełni wprowadzono postanowienia Światowej Deklaracji Praw Zwierząt do prawodawstwa polskiego, jednakże skuteczność przepisów w zakresie ochrony zwierząt bezdomnych przez gminy nie jest do końca skuteczna, czego potwierdzeniem są dane pokontrolne i wybrane orzecznictwo. W celu poprawy tego stanu sformułowano postulaty de lege ferenda, będące częściowo również wytycznymi Najwyższej Izby Kontroli, a mianowicie rozszerzenie katalogu działań w gminnych programach ochrony zwierząt bezdomnych, wprowadzenie wymogu kontroli schronisk dla zwierząt przez gminy, zmianę wymogów lokalizacyjnych schronisk dla zwierząt, a także doprecyzowanie wymogów sanitarnych dotyczących warunków bytowania zwierząt w schroniskach dla poprawy ich dobrostanu. Powyższe zmiany w prawodawstwie mogą przyczynić się do bardziej efektywnej humanitarnej ochrony zwierząt bezdomnych w Polsce oraz mogą być wskazówką dla innych państw UE.

Mediation: education for human rights and skills in the culture of dialogue
Mediation is proving to be an effective way to manage conflicts in aconstructive way. But mediation not only helps to solve specific problems, because its potential encompasses aspects of greater complexity. Thus, mediation helps us to know ourselves better, to better understand others, and to use what we have learned to better manage future conflict situations. In asociety where there is no culture of agreement and where there is no education in the field of emotions, mediation becomes an adequate and effective tool to resolve conflicts in apeaceful and constructive manner. On the other hand, mediation allows the parties to take responsibility for the resolution of their own conflict, to be active agents in the process. The greater the citizens' participation in the different decision making processes, the more democratic asociety will be. That is why, in the restoration of social peace, citizenship should play arole as an active agent, and mediation is asuitable instrument for this purpose because the individuals in conflict find the way to solve it without third party impositions. ; Mediation is proving to be an effective way to manage conflicts in aconstructive way.
