Executive Council Thirty-Fourth Ordinary Session 7 – 8 February 2019 Addis Ababa, Ethiopia ; The African Court on Human and Peoples' Rights (the Court) was established in terms of Article 1 of the Protocol to the African Charter on Human and Peoples' Rights on the Establishment of an African Court on Human and Peoples' Rights (hereinafter referred to as "the Protocol"), adopted on 9 June 1998, in Ouagadougou, Burkina Faso, by the then Organization of African Unity (OAU). The Protocol entered into force on 25 January 2004. The Court became operational in 2006 and is composed of eleven (11) Judges elected by the Executive Council and appointed by the Assembly of Heads of State and Government of the African Union. The Seat of the Court is in Arusha, the United Republic of Tanzania. Article 31 of the Protocol mandates the Court to "…submit to each regular session of the Assembly, a report on its work. The report shall specify, in particular, the cases in which a State has not complied with the Court's judgment.

Faced with economic crisis and stagnation, the Brazilian government, in the fiscal realm, has been characterized by the adoption of exemption tax policies. In this scenario, the present study aimed to investigate the behavior of some dimensions of industrial activity, having as its central focus the effect that the Tax on Industrialized Products exemptions has on the economic growth of Brazilian municipalities. The empirical strategy employed used statistical models in panel data and quantile regression, taking the period between 2007 and 2017. The main results indicated that, even with the positive behavior of industrial activity, especially between 2009 and 2013, the exemptions did not contribute to the economic growth of Brazilian municipalities. ; Diante de crise e estagnação econômica, o governo brasileiro, no âmbito fiscal, tem se caracterizado pela adoção de políticas tributárias desonerativas. Nesse cenário, o presente trabalho visou investigar o comportamento de algumas dimensões da atividade industrial, tendo como mote central o efeito das desonerações do Imposto Sobre Produtos Industrializados no crescimento econômico dos municípios brasileiros. A estratégia empírica consistiu no uso de modelos estatísticos em dados em painel e regressão quantílica, tomando como referência o período entre os anos de 2007 e 2017. Dentre os principais resultados destacam-se o fato de que mesmo com o comportamento positivo da atividade industrial, principalmente entre os anos de 2009 e 2013, as desonerações não contribuíram para o crescimento econômico dos municípios brasileiros.

Negacionism refers to the choice to deny a scientifically proven reality, which can reduce life expectancy and quality of life. Within this context, the uncontrolled trajectory of the COVID-19 Pandemic in Brazil has generated great concern due to the lack of consensus on how to manage the pandemic in a scenario of denial of the seriousness of the disease by the government, since on August 2nd, 2021, there are 556,437 Brazilians killed due to the disease. The denial of COVID-19 and the immunizing agent is another pandemic and turns the current scenario into a syndemic. ; O negacionismo refere-se à escolha de negar uma realidade cientificamente comprovada, o que pode reduzir a expectativa e a qualidade de vida. Dentro desse contexto, a trajetória descontrolada da Pandemia de COVID-19 no Brasil tem gerado grande preocupação pela falta de consenso sobre como administrar a pandemia em um cenário de negação da gravidade da doença por parte do governo, visto que na data de 02 de agosto de 2021 há 556.437 brasileiros mortos por conta da doença. O negacionismo da COVID-19 e do imunizante é outra pandemia e torna o cenário atual numa sindemia.

This study aimed to verify the relationship between tax governance and tax evasion. The motivation to analyze this interaction lies in the need to understand and prove that tax governance practices have an effect on the level of tax evasion. The results confirm the theoretical hypothesis that was tested: the countries in the sample with corporate tax governance practices presented lower levels of tax evasion, which is important empirical evidence of this relationship that has been postulated, but not yet verified by the literature. As for additional results, it was determined that only enforcement evokes the behavior expected from the literature, suggesting that it has a complementary relationship with tax governance. Thus, this paper supports the inclusion of another factor associated with our understanding of the tax evasion phenomenon, expanding our knowledge on the subject through the possibility of comparison with similar international studies. Furthermore, it may also generate government interest in encouraging the implementation of tax governance by companies. ; O estudo objetivou verificar a relação entre a governança tributária e a evasão fiscal. A motivação para analisar essa interação reside na necessidade de entender e comprovar que as práticas de governança tributária possuem reflexos no nível de evasão fiscal. Os resultados confirmam a hipótese teórica testada de que os países da amostra que possuem práticas empresariais de governança tributária apresentaram níveis menores de evasão fiscal, sendo importante evidência empírica dessa relação estimulada, mas ainda não verificada pela literatura. Como resultados adicionais, obteve-se que apenas o enforcement apresentou comportamento esperado pela literatura, sugerindo que existe uma relação de complementariedade com a governança tributária. Assim, o trabalho contribui na inserção de mais um fator associado ao entendimento do fenômeno da evasão, ampliando o conhecimento sobre o assunto, seja pela possibilidade de comparação com estudos internacionais ...

O orçamento é o ato jurídico em que se faz a previsão da receita, autorizando a sua arrecadação, e a fixação da despesa, autorizando, outrossim, a sua execução, relativas a determinado exercício financeiro. Embora o conteúdo do orçamento diga respeito à matéria de Direito Financeiro, pertinente à disciplina da receita e da despesa, a natureza jurídica da fiscalização da execução do orçamento se mantém no campo do Direito Administrativo, não obstante se utilize das normas de contabilidade pública e de técnica econômico-financeira para levá-la a cabo. Destarte, permanece no Direito Administrativo o estudo dos órgãos de controle do Estado quanto a atividade dos ordenadores da despesa e pagadores de contas, e os atos jurídicos de efetivação desse controle.Esse controle da execução do orçamento se faz através do Poder Executivo, por órgão do Ministério da Fazenda ou das Finanças, que acompanham a gestão financeira dos diferentes órgãos do Estado, e se denomina fiscalização interna; e, através do Poder Legislativo, valendo-se de pareceres de suas Comissões de Finanças ou Tomadas de Contas, e, especialmente, de órgão administrativo, autônomo, de cúpula colegiada ou individual, seu delegado, e auxiliar, ou melhor, colaborador, na verificação das contas dos órgãos do Estado, independente do Poder Executivo, e esse controle se denomina fiscalização externa.Ao Legislativo compete não só a aprovação do orçamento como a fiscalização última da sua fiel execução. Introduction: Human dignity, as coined by the Universal Declaration of Human Rights (UDHR / 1948), is an expression social solidarity, which should cement the relations between people. Human dignity is the foundation of all rights, such as freedom, equality, justice and peace in the world, and in Brazil, human dignity was deemed a fundamental pillar of the country's post-1988 constitutional order. Objective: This article seeks to a deeper investigation about the social nature of human dignity and its definition over time. Methods: This is an exploratory research meant to unpack the concepts of "human dignity", "bioethics", "human rights" and "constitution". After describing the conceptual evolution of human dignity and the facts relevant to its conceptual formation in world history - as a normative standard and a legal rule -, we address the Universal Declaration of Human Rights (UDHR/1948), the Declaration of Helsinki (DH/1964), the Universal Declaration on Bioethics and Human Rights (UDBHR/2005), and the definition adopted in the Constitution of the Federative Republic of Brazil (CFRB/1988). The study was carried out without temporal limitation, and included a review of referenced books, legal doctrines, as well as articles and books in the SciELO database. Results and discussion: The findings ratify that human dignity is the foundation of all rights, including those of freedom, equality, justice and peace in the world, and must also guide the rights and duties of social regulation. Human dignity has changed from a criterion of power attributed to the social position of individuals to a value of the right to freedom, which now goes beyond the right of freedom and is the basis of modern constitutional democracy, which makes possible the realization of solidarity, as well as the duty and purpose of the state and the community. The will of the subject, of society, of the science and of the state, as well as the rules of domination and regulation, must have a limit on human dignity, and human dignity is not just fundamental right, in the sense of the Constitution, and must prevail over the exclusive will of science, the State and society. Therefore, in the making of power decisions and in realization of possible innovations of science involving human beings, human dignity demands the explicit consideration of respect and promotion of it. Conclusion: Human dignity is enshrined in Brazilian constitutional law, as well as in bioethics and in human rights, and it constitutes all the fundamental rights of the human person. It is not merely a rule of autonomy and liberty, and it is an obligatory and non-derogable precept in the making of power decisions, a true main foundation of constitutional democracies. ; Introdução: A dignidade humana, cunhada pela Declaração Universal dos Direitos Humanos (DUDH/1948), é uma expressão de solidariedade social, que deve cimentar as relações entre as pessoas. A dignidade humana é a base de todos os direitos, como liberdade, igualdade, justiça e paz no mundo, e no Brasil, a dignidade humana foi considerada um pilar fundamental da ordem constitucional pós-1988 do país. Objetivo: Este artigo busca uma investigação mais profunda sobre a natureza social da dignidade humana e sua definição ao longo do tempo. Método: Trata-se de uma pesquisa exploratória que visa revelar os conceitos de "dignidade humana", "bioética", "direitos humanos" e "constituição". Após descrever a evolução conceitual da dignidade humana e os fatos relevantes para sua formação conceitual na história mundial - como padrão normativo e norma jurídica -, abordamos a Declaração Universal dos Direitos Humanos (DUDH/1948), a Declaração de Helsinque (DH/1964), a Declaração Universal sobre Bioética e Direitos Humanos (DUBDH/2005) e a definição adotada na Constituição da República Federativa do Brasil (CFRB/ 1988). O estudo foi realizado sem limitação temporal e incluiu uma revisão de livros referenciados, doutrinas jurídicas, bem como artigos e livros no banco de dados SciELO. Resultados e Discussão: As conclusões ratificam que a dignidade humana é o fundamento de todos os direitos, incluindo os de liberdade, igualdade, justiça e paz no mundo, e deve também orientar os direitos e deveres da regulação social. A dignidade humana passou de um critério de poder atribuído à posição social dos indivíduos para um valor do direito à liberdade, que agora ultrapassa o direito à liberdade e é a base da democracia constitucional moderna, que possibilita a realização da solidariedade, bem como o dever e propósito do Estado e da comunidade. A vontade do sujeito, da sociedade, da ciência e do Estado, bem como as regras de dominação e regulação, devem ter um limite na dignidade humana, e essa não é apenas um direito fundamental no sentido da Constituição, devendo prevalecer sobre a vontade exclusiva da ciência, do Estado e da sociedade. Portanto, nas decisões de poder e na realização de possíveis inovações da ciência envolvendo seres humanos exige-se a consideração explícita do respeito e da promoção da dignidade humana. Conclusão: A dignidade humana é ponto consagrado no direito constitucional brasileiro, assim como na bioética e nos direitos humanos e constitui todos os direitos fundamentais da pessoa humana. Não é apenas uma regra de autonomia e liberdade, trata-se de preceito obrigatório e inderrogável na tomada de decisões de poder, verdadeiro fundamento principal do Estado democrático de direito.

OBJETIVO: A fortificação de farinhas com ferro foi estabelecida por lei no Brasil, em 2004. O objetivo do estudo foi avaliar o impacto da fortificação sobre nível de hemoglobina em crianças menores de seis anos. MÉTODOS: O estudo foi realizado em Pelotas, RS, sendo uma série temporal com três avaliações a cada 12 meses. Em maio de 2004, antes da fortificação das farinhas, foram medidos níveis de hemoglobina em amostra probabilística de 453 crianças. Após 12 e 24 meses, foram estudadas amostras de 923 e 863 crianças, respectivamente. RESULTADOS: Os três grupos estudados foram comparáveis em relação a características demográficas e socioeconômicas. No estudo de linha de base, as médias de hemoglobina foram 11,3±2,8 g/dL. Após a fortificação esses valores foram 11,2±2,8 (12 meses) e 11,3±2,5 g/dL (24 meses), não havendo diferença estatisticamente significativa entre os três momentos estudados (p=0,16). CONCLUSÕES: Nenhum efeito da fortificação foi observado nos níveis de hemoglobina das crianças estudadas, o que pode ser parcialmente explicado pelo consumo insuficiente de farinhas e/ou pela baixa biodisponibilidade do ferro adicionado. ; OBJECTIVE: Iron fortification of flour has been sanctioned by the Brazilian government since 2004. The objective of the study was to assess the impact of flour fortification on hemoglobin level in children under six. METHODS: A time-series study was carried out in Pelotas, southern Brazil, consisting of three assessments at a 12-month interval. In May 2004, before flour fortification, hemoglobin measurements were obtained in a probabilistic sample of 453 children. Twelve and 24 months later, samples of 923 and 863 children were studied, respectively. RESULTS: The three groups studied were comparable in terms of demographic and socioeconomic characteristics. At baseline, mean hemoglobin was 11.3±2.8 g/dL. In the post-fortification period, means were 11.2±2.8 (at 12 months) and 11.3±2.5 g/dL (at 24 months), with no statistically significant difference among the three time periods studied (p=0.16). CONCLUSIONS: Fortification had no effect on hemoglobin levels of the children studied. This finding could be partially due to inadequate flour intake and/or low bioavailability of dietary iron.

In June 2008, the Brazilian Interdisciplinary AIDS Association (ABIA) and the Indian NGO SAHARA submitted a joint pre-grant opposition to the patent application of Tenofovir Disoproxil Fumarate in India. This joint action provides a pertinent case model of the potential effects of South-South cooperation between civil society groups. In this study, the aim sought to determine the practicality of the methodology and propositions developed in Resources, Knowledge and Influence: the Organizational Effects of Interorganizational Collaboration (Hardy et al., 2003) in predicting the types of collaboration effects that would result from the degree of "involvement" and "embeddedness" of a collaboration. Data collection came from archival research, participant observation research and interviews. Research tasks included an investigation on South-South Cooperation in the area of IP rights and AIDS, compiling an SLR on knowledge management and collaboration theories, creating a chronology of the collaboration and application of aforementioned methodology. Application included (1) implementation of codification methodology based on "involvement" and "embeddedness" and (2) identification of types of effects in collaboration - strategic, knowledge creation or political. During data analysis, these effects were compared with the aims of collaboration. Results were then tested against propositions (Hardy et al., 2003) of the relationship between involvement and embeddedness and the collaborative effects. Introduction: intrafamilial sexual abuse of children is a social and public health problem. The investigation of crimes of this nature shows widespread and often irreversible psychological harm to the victims. The harmful effects arise from the act itself as well as the absence of special care for children, whose development is gradual and whose condition of being subjects with rights is often ignored. Interdisciplinary coordination among the fields of Law, Psychology, and Social Work is essential to reduce the extent of the damage. The coordination of these areas of expertise when put into practice leads to the non-victimization of the child. This interdisciplinary effort has gained prominence in the discussions of children's rights, and the possibility of its implementation in the project "Testimony without harmful effects" (DSD, acronym in Portuguese). Objective: to analyze the DSD (Depoimento Sem Dano) from the perspective of the full protection of the child. Methods: a qualitative approach, with a literature review, legislation review and semi-structured interviews. Results: there was a shortage of national literature on DSD. The interviews enabled the designation of four categories based on the analysis of the different points of view of DSD according to those interviewed: the actions of the legal professionals and the care for children; the need for change in the dynamic of listening to the child victim; positivity of the "DSD" project proposal; the effectiveness of the technique. Discussion: the most characteristic aspects of intrafamilial sexual abuse of children justify the use of the DSD technique and its integrative phases. Conclusion: there is an imminent need for an extensive discussion of the guarantee of and effectiveness of the human rights of the child victim of intrafamilial sexual abuse, of the child victim's treatment and of listening to the child in a judicial proceeding. Dialogue among the different areas of expertise involved in the protection of the child is essential for the effective success of new possibilities.

Os movimentos sociais online que nos últimos anos, depois do advento da Web 2.0, das redes sociais digitais espalharam-se nas diversas latitudes desafiando governos e a cultura política ocidental, constituem um desafio teórico importante para os estudos de diversas áreas do conhecimento. Em primeiro lugar para a identificação da natureza de tais ações dada à qualidade conectiva e tecnologia de seu agir realizado em simbiose com os mais diversos dispositivos de conexão. Em segundo lugar para a criação de um novo tipo de localidade, informativa e material ao mesmo tempo, expressão de uma inédita condição habitativa que reúne humanos, circuitos informativos, territorialidades num diálogo fértil. Enfim, para a necessidade que impõem de repensar a composição dos coletivos humanos para além da perspectiva sociologia moderna, uma vez que se apresenta como a expressão de uma ecologia reticular interativa não mais política, isto é, antropomórfica e ideologicamente orientada. ; For the last few years online social movements have spread through several latitudes creating important theoretical challenges for several areas of knowledge, concerning the nature of such actions, given the connective and technological quality of its acts as well as concerning the creation of a new kind of locality, simultaneously informative and material expression of an unprecedented dwelling condition that brings humans together, informative circuits and territorialities. Finally, the necessity that imposes rethinking the composition of human collectives beyond the perspective of modern sociology, since it presents itself as expression of a reticular interactive ecology that is no longer political, that is, anthropomorphic and ideologically oriented.

Primordial figures and parenting styles are especially relevant to the way that young adults establish relationships and transitions over their emotional journeys. Satisfactory relations within the parent-child dyad play a leading role in establishing secure romantic relationships and maintaining or increasing the psychological well-being of young adults. This study aims to analyze the effect of parenting styles on the romantic relationships of young adults and to test the mediating role of psychological well-being in the parent-child association. The sample included 787 university students between 18 and 25 years of age. Data collection was performed using the following self-reporting instruments: the Parental Styles and Dimensions Questionnaire: Short Version (psdq), the Romantic Attachment Questionnaire,and the Psychological Well-being Measurement Scale. The results point to a positive predictor effect of democratic parenting styles in relation to psychological well-being and trust in romantic attachments, as well as a negative effect on ambivalence regarding romantic attachment and dependence on that attachment.Psychological well-being also functions as a variable mediating the association btween democratic parentingstyles and romantic attachment.Keywords: Attachment, parenting styles, romantic attachment, psychological well-being. ; La vinculación a las figuras primordiales y los estilos parentales asumen especial relevancia en la forma como los jóvenes adultos establecen sus relaciones y transiciones a lo largo de su recorrido afectivo. Las relaciones satisfactorias entre el par padre-hijos ejercen un papel preponderante en el establecimiento de las relaciones amorosas seguras y en el mantenimiento o aumento del bienestar psicológico del joven adulto. El presente estudio tiene como principal objetivo analizar el efecto de los estilos parentales en la vinculación amorosa dejóvenes adultos, así como el probar el papel mediador del bienestar psicológico en la asociación anterior. La muestra fue constituida por 87 jóvenes universitarios con edades comprendidas entre los 18 y los 25 años. La recolección de datos fue realizada recurriendo a instrumentos de autorelato, principalmente Parental Styles and Dimensions Questionnaire: Short Version (psdq), Cuestionario de Vinculación Amorosa y la Escala de Medida de Manifestación del Bienestar Psicológico. Los resultados apuntan para un efecto predictor positivo del estilo parental democrático relativamente al bienestar psicológico y a la confianza en la vinculación amorosa, así como un efecto negativo frente a la ambivalencia y dependencia de la vinculación amorosa. Se comprueba, además, el papel del bienestar psicológico como variable mediadora en la asociación en un estilo parental democrático y la vinculación amorosa.Palabras clave: vinculación, estilos parentales, vinculación amorosa, bienestar psicológico. ; A vinculação às figuras primordiais e os estilos parentais assumem especial relevância na forma como os jovens adultos estabelecem as suas relações e transições ao longo do seu percurso afetivo. As relações satisfatórias entre a díade pais- filhos exercem um papel preponderante no estabelecimento de relações amorosas seguras e na manutenção ou aumento do bem-estar psicológico do jovem adulto. O presente estudo tem como principal objetivo analisar o papel dos estilos parentais e da vinculação amorosa no desenvolvimento do bem-estar psicológico. A amostra foi constituída por 787 jovens universitários com idades compreendidas entre os 18 e os 25 anos. A recolha de dados foi realizada com recurso a instrumentos de autorrelato, nomeadamente, ParentalStyles and DimensionsQuestionnaire: Short Version (PSDQ), Questionário de Vinculação Amorosa e a Escala de Medida de Manifestação do Bem-estar Psicológico. Os resultados apontam para um efeito preditor positivo do estilo parental democrático relativamente ao bem-estar psicológico. Verifica-se ainda, o papel do bem-estar psicológico enquanto variável mediadora na associação entre um estilo parental democrático e a vinculação amorosa.

This research aimed to identify the influence of accounting conservatism on the level of investments by traded companies due to the Brazilian economic crisis of 2014-2017. The research was based on an empirical analysis through the collection of information on non-financial public firms, listed in Brazil, Bolsa, Balcão (B3), during the period of 2010 to 2018. Basu model was adjusted to measure the effect of the Brazilian economic crisis on the conditional conservatism of firms. Then, using that model, the influence of the companies' accounting conservatism level on investments in Property, Plant, and Equipment (PP&E) was verified. The results indicate that in periods of local economic crisis, companies anticipate future losses by increasing the level of conservatism. This behavior, however, was not able to mitigate the effects of the crisis that negatively influenced the level of investments in PP&E made by Brazilian companies. In addition, it has been observed that more conservative companies significantly reduce their investments in crisis times. These findings become relevant to investors as they may consider more conservative behavior in firms' future investments. It is also worth mentioning that the results of the research can help government policies in the sense that public managers seek actions that enable companies to invest, minimizing the negative effects of the crisis and allowing faster economic growth. ; A pesquisa teve como objetivo identificar a influência do conservadorismo sobre o nível de investimento das companhias abertas em razão da crise econômica brasileira de 2014-2017. A pesquisa foi pautada em uma análise empírica por intermédio de coleta de informações relativas às empresas não financeiras de capital aberto, listadas no Brasil, Bolsa, Balcão (B3), durante o período que compreendeu os exercícios de 2010 a 2018. Foi utilizado o modelo de Basu, ajustado para a mensuração do efeito da crise econômica brasileira no conservadorismo condicional das empresas. Em seguida, verificou-se a influência do nível de conservadorismo contábil destas, captado pelo modelo de Basu, nos investimentos em bens de capital das empresas. Os resultados indicam que, em períodos de crise econômica local, as empresas antecipam as futuras perdas aumentando o nível de conservadorismo. Esse comportamento conservador, entretanto, não foi capaz de mitigar os efeitos da crise, que influenciou negativamente o nível de investimentos de capital realizados pelas empresas brasileiras. Adicionalmente, observou-se que as empresas mais conservadoras reduzem significativamente seus investimentos em períodos de crise. Esses achados são relevantes para os investidores, pois estes podem considerar um comportamento conservador mais acentuado nos investimentos futuros das firmas. Cabe ressaltar também que os resultados da pesquisa podem auxiliar as políticas governamentais, no âmbito de que os gestores públicos busquem ações que viabilizem investimentos das empresas, minimizando os efeitos negativos da crise e permitindo um crescimento econômico mais rápido.

OBJECTIVE: To analyze the recommendations of international organizations based on the Washington Consensus on health system reforms of selected countries in Latin America and the Caribbean in the 1980s and 1990s and to investigate the effects of the competitive market logic on public action in the health system. METHODS: Comparative analysis of the characteristics of health system reforms conducted in the 1980s and 1990s, still seen in Brazil, Argentina, Chile, Colombia, Mexico and Peru. Data were collected by documental analysis and literature review. The systems were described based on the characteristics of: co-payment, privatization mechanisms, decentralization, fragmentation of the system, integration of funding sources and coverage of the population (universal or segmented). RESULTS: The reforms were implemented differently, worsening inequalities in health service delivery systems. Changes related to the neoliberal idea of transforming public action in the direction of private logic point to the predominance of competition rules and the reduction in economic costs in all countries analyzed, contrary to the logic of universal health systems. CONCLUSION: The reduction in economic costs, the fragmentation of systems and inequalities in the provision of health services, among others, may mean other future costs resulting from low protection to the population's health. A striking and multidimensional counter-reform is essential to make health a right of all again, in a solidarity system that can lead to the reduction in inequalities and a more democratic society. ; OBJETIVO: Analisar as recomendações dos organismos internacionais pautadas no Consenso de Washington para as reformas dos sistemas de saúde de países selecionados da América Latina e Caribe nas décadas de 1980 e 1990 e investigar os efeitos da lógica concorrencial de mercado sobre a ação pública nos sistema de saúde. MÉTODOS: Análise comparada de características das reformas dos sistemas de saúde realizadas nas décadas de 1980 e 1990, presentes até o momento no Brasil, Argentina, Chile, Colômbia, México e Peru. Os dados foram coletados por análise documental e revisão de literatura. Os sistemas foram descritos quanto às características de: copagamento, mecanismos de privatização, descentralização, fragmentação do sistema, integração das fontes de financiamento e cobertura da população (universal ou segmentada). RESULTADOS: As reformas foram implementadas de forma variada, aprofundando desigualdades nos sistemas de prestação de serviços de saúde. As mudanças, ao serem relacionadas à ideia neoliberal de transformar a ação pública na direção da lógica privada, apontam para o predomínio das regras da concorrência e da redução dos custos econômicos em todos os países analisados, contrariando a lógica dos sistemas universais de saúde. CONCLUSÃO: A redução dos custos econômicos, a fragmentação dos sistemas e as desigualdades na prestação de serviços de saúde, entre outros, poderão significar outros custos futuros decorrentes da baixa proteção à saúde da população. É imprescindível uma contrarreforma contundente e multidimensional, que retome a saúde como direito de todos, em um sistema solidário que possa levar à redução das desigualdades e a uma sociedade mais democrática.
