Ce mémoire traite de la profession du traducteur dans l'ex-RDA. Dans les différents chapitres, on présente les études, le travail pour l'État, le travail comme traducteur littéraire ou traducteur technique, traducteur indépendant ou le travail pour le service linguistique. L'influence de l'État sur la profession et les acteurs est aussi décrite. A la fin du mémoire, on traite quelques textes politiques et littéraires et leurs traductions. En somme, en expliquant les aspects positifs et négatifs de la profession et les difficultés des traducteurs dans l'ex-RDA, on donne un aperçu assez complet du métier.
Digitalization in Sub-Saharan Africa enhanced the accessibility of communications by the majority of the poor who had been excluded among others from social media, independent information channels, mobile banking and e-commerce. The creation of new economic opportunities, e.g. the pay-as-you-go business, and increased flow of information also boosted people's self-esteem, sense of belonging and citizenship. The smartphone became the main source of internet access which also bridged the divide between urban and rural communities. Thus, mobile telecommunications contributed positively to economic growth even in less developed regions, and there is apparently still ample space for further improvement. Yet, Africans were also confronted with new forms of the digital divide between the poor and the rich, between advanced and less advanced African countries, as well as between Africa and the rest of the world. Moreover, the digitalization of the public sphere became a double-edged sword. Autocratic governments like Sudan and Togo shut down the internet during elections to facilitate the rigging of the polls. The lack of transparency and objectivity fuelled fake news which rapidly spread in social media, notably in times of the Corona crisis. Last, but not least, not everybody surfing in the internet had the same access to quality information. For example, disinformation was supported clandestinely by foreign powers to destabilize political regimes, or spy software was provided to governments to control the opposition. Both false news in social media and spy-software impeded poverty relieve in Africa significantly.
Alors que l'impact du Brexit sur l'Afrique anglophone était un sujet majeur dans les discussions controversées britanniques sur les avantages et les inconvénients du Brexit, les répercussions possibles sur l'Afrique francophone ont rarement été mentionnées. Pourtant, la gamme d'effet possible du Brexit est impressionnante, y inclut la renaissance des réseaux sociaux progressistes en Afrique francophone. Ces derniers demandent déjà plus de souveraineté politique et économique, par exemple vis-à-vis de la monnaie de plus en plus anachronique du F CFA. Cependant, compte tenu du manque de puissance compensatrice de la Grande-Bretagne au sein de l'UE dans le cas du Brexit, le réseau trouble de la Françafrique pourrait également être revitalisé et consolidé. Enfin, le Brexit et ses effets de propagation pourraient également avoir une incidence négative sur les droits de l'homme acquis, tant en Europe qu'en Afrique. Le retrait du Royaume-Uni en général aura des implications sur l' éthique jusque-là partagée. En fait, le Brexit constitue un pas en arrière dans la promotion d'un climat politique et socioculturel humanitaire. Ce dernier pourrait ressembler dans le futur à celui de l'Afrique du Sud de l'apartheid. Cela inclut la poursuite d'objectifs ultranationalistes et la compromission des droits de l'homme établis, par exemple en ce qui concerne l'inégalité croissante et la croisade contre les infidèles et les étrangers. Plus généralement, le Brexit aura également un impact négatif sur l'éthique acquise concernant la participation populaire, tant en Europe qu'en Afrique.
"Amerikanisierung/Westernisierung", "Europäisierung" und "Globalisierung" sind seit einigen Jahren bevorzugte Interpretationsansätze zur Erforschung eines ideellen und materiellen Transfers sowie kultureller, politischer und sozioökonomischer Wandlungs- und Angleichungsprozesse im europäischen, atlantischen, ja sogar globalen Rahmen - insbesondere seit dem Zweiten Weltkrieg. Allerdings kennzeichnen diese unleugbaren transnationalen Einflüsse vielfältige Ambivalenzen, Begrenzungen und Brüche, wie dies vor allem die ungebrochene sozialintegrative Kraft von Nation und Nationalstaat eindrucksvoll belegt. Dieses Spannungsverhältnis lotet der vorliegende Sammelband aus.
The impact of occult belief on legitimacy of the state and on aid for democratization in Africa: Among politicians and development experts in Africa alike there is a growing awareness of the never decreasing importance of the belief in magic and witchcraft on political decision making since pre-colonial times. Demonstration of the control of occult forces as a means of enhancing legitimacy of traditional or charismatic rule had been considered for over a century to be the prerogative of traditional chiefs and their marabouts; now it proved to be effective for the modern political elite and the state as well. An increasing number of African states officially recognized the existence of magic and witchcraft, and they adapted the imposed colonial law accordingly. In addition magic-religious belief systems, as represented by the vodun or African independent churches (e.g. the Kimbanguists), boasting to control witchcraft, are promoted by African political leaders to enhance legitimacy both of the political class and of state governance. At the same time, development experts tried to take into account the socio cultural dimension of development; they called for an "endogenization" of development aid. This call was justified, because endogenization should be considered as a pre-requisite of sustainable aid; however, under certain conditions it may be ambiguous and dangerous as well. Sub-Saharan Africa emerged in the past years as global epicentre of Islamist terrorism. The impact of terrorism on the economy has a negative bearing on the formal and a positive effect on the informal sector. Among other things, this is due to the poorly diversified development economies of African countries and the class-specific impact of terrorism on welfare. This concerns not only a drop in sales, income and employment and rising transaction costs in the affected sectors, but also increasing poverty, hunger and hardship for the poor and needy. Transnational terrorism amplifies both the negative and the positive effects. African countries that have suffered severely from these attacks include Somalia, Kenya, Nigeria, Mali, Burkina Faso, South Sudan, Libya and Egypt. But even West African countries such as Ghana and Senegal which have been spared so far from terrorist attacks, the menace is growing, and economic effects are already tangible. Since the informal sector, i.e. the shadow economy with all its ambivalent facets, including cross-border crime, is still dominant in many African countries, especially in West Africa, this sector is of particular importance. It is still one of the largest in the world. The fight against Islamist terrorism is not just a military issue. In the economic sphere too it should be fought at its roots. Since most of the African poor live in and from the informal sector, which is also a breeding ground for criminal activities such as human trafficking of all kinds, money laundering and terrorists, they suffer the most from the negative consequences. Terrorists' sources of funding often derive from the proceeds of illegal trade. The close ties between criminal and terrorist groups can undermine the very foundations of the republican state and weaken democratic institutions.
