Im Aufsatz werden folgende Themen behandelt: die anhaltende Popularität von Labour und ihres Chefs, die Kontinuität in der Wirtschaftspolitik, die Gesetze über die Einführung des Parlaments in Schottland und Wales, die positive Entwicklung in Nordirland, die dramatische Reform des Oberhauses, die Vorbereitung einer Wahlrechtsreform, die neue Europapolitik, die Programmreform der konservativen Partei und deren schlechte Ergebnisse in den Meinungsumfragen sowie die Einstellung der Konservativen zur europäischen Integration. Das erste revolutionäre Jahr nach der Befreiung des Landes - das "Jahr der Benes-Dekrete" - hat sein Siegel nicht nur der Etappe vor der kommunistischen Machtübernahme 1948 eingeprägt. Auch in nachfolgenden Jahrzenten gab es ein breites nationales Konsensus darüber, daß die ausgedehnten Eigentumskonfiskationen rechtens seien. Der öffentlichen Meinung nach bildeten sie die Grundlage einer gerechten Gesellschaft, die von innen her vor allem gegen die Deutsche (durch deren Aussiedlung) und von außen her durch die größte slawische Macht (die UdSSR) gesichert werden müße. Dieses Einvernehmen spiegelt sich auch noch in den zur Zeit der samtenen Revolution 1989 durchgeführten Unfragen, als sich 41% der Befragten für den sozialistischen Weg, 52% für einen dritten Weg, jedoch nur 3% für den kapitalistischen Weg aussprachen. Dies waren fast die gleichen Ergebnisse wie vor der Wende. Derselbe Konservativismus machte sich in der Einstellung zu der Nachriegsbehandlung der Deutschen bemerkbar, obwohl diesbezügliche Dekrete - die der Verfasser näher analysiert - untragbar seien. Aus der offiziellen Haltung der Bundesrepublik wie auch aus dem Konsensus in der öffentlichen Diskussion ergeben sich folgende Ziele und Bestrebungen der deutschen Aussenpolitik für das 21. Jahrhundert: a) Die Aufrechterhaltung des strategischen Engagement der USA in Europa, b) die größtmögliche Zusammenarbeit mit Rußland bei gleichzeitiger Abwehr seiner Vetorecht-Versuche in Angelegenheiten des Westens, c) die Stärkung der Europäischen Union als der wichtigsten Basis für wirtschaftliche Prosperität und politische Stabilität der BRD. Im Rahmen dieses Konsensus gibt es aber im Hinblick auf die EU-Problematik unterschiedliche Meinungen. Sie betreffen u.a. die Einstellung zur Währungsunion, das Verständnis spezifisch deutscher Interessen, den Umfang und das Tempo der Verankerung postkommunistischer Länder Mittel- und Osteuropa in die EU, die optimale Balance zwischen der nationalen Identität und dem Bewußtsein des Europäertums. Die Verantwortung gebietet, die essentielle politische Dimension der EU als des europäischen Friedensstifters zu entfalten. (BIOst-Hrs)
The outbreak of the First World War in 1914 was accompanied by mass enthusiasm. This wave of enthusiasm (Kriegsbegeisterung) was particularly high in Austro-Hungary. In the regions where the German population was significantly large crowds thronged the streets singing patriotic songs such as "Wacht am Rhein", "Heil Dir im Siegeskranz", "The Radecky Marsch", "Prince Eugene Marsch". They also arranged tributes in front of monuments, state buildings and military headquarters. Despite the fact that the operation to mobilise the Czech military went smoothly the German public noticed the lack of enthusiasm amidst the Czech soldiers and consequently the Czechs were seen as indifferent and even hostile. There was an attempt to promote demonstrations in Prague as an expression of Czech-German reconciliation. However as these were organised by the German minority in Prague the Czechs continued in their lack of fervour and viewed the war as a German one rather than Czech.
Der Autor stellt Überlegungen über die Bedeutung eigener nationaler Währung für die nationale Identität und Souverenität an. Ausführlich befaßt er sich mit dem hohen Stellenwert der DM für die Deutschen. Ihr Stolz auf die DM gründe insb. darauf, daß diese zum Symbol des Aufstiegs aus den Trümmern geworden ist; zudem wurde sie seit 1948 nie devalviert, und gegenüber dem britischen Pfund weist sie derzeit einen fünffachen Wert aus. Daher der verbreitete Unmut über das Euro. Ungeachtet ambivalenter Implikationen des Abschieds von nationalen Währungen spricht sich der Verfasser dafür, die einheitliche Währung als einen weiteren Schritt zur Föderation europäischer Staaten aufzufassßen und tatkräftig zu nutzen. Purpose of the article: Current students of Czech and Slovak universities have lived most of their lives in the separate Czech/Slovak Republic, in new political, economic and technological conditions and also in a more intensive contact with members of other cultures than the previous generations. This could have affected their self-identification, national sentiments and attitudes to the EU. There is minimum empirical knowledge answering the question whether this hypothesis is right. The aim of the research was to contribute to the reduction of this deficit in knowledge and provide a starting point for further, more extensive, studies. Methodology/methods: The research used a sample of 134 Czech and 119 Slovak students of economy oriented universities. The research data were collected by means of a questionnaire, providing us with quantitative and qualitative data. The results were processed separately for the Czech sample and the Slovak sample and then compared. Scientific aim: The aim of the research was: (1) to explore the extent of national pride of young Czech and Slovak students of economy oriented universities as well as their identification with their country; (2) to explore the young Czech and Slovak students' opinions on the entry of their country in the EU and what they expect from the EU membership in the future; (3) to compare responses of Czech and Slovak respondents and identify the differences in their sentiments and attitudes to the EU. Findings: The research has revealed some differences in the extent of Czech and Slovak students' identification with the regional units where the respondents live and in the perception of the contribution the entry of their country in the EU could bring. The expectations of both groups of respondents mainly concern better standards of living and a better economic situation of inhabitants. Conclusions: Generally, the results indicate that the attitudes of the students of the selected economy oriented faculties to EU membership are related to the perception of economic benefits and contributions to personal development and success at the labour market on the one hand, and on the other hand, to the perception of personal identity formed in the context of the country's historical development. It means, these are not mere results of rational calculations - the results indicate that even the generation of young, economy educated people who grew in new conditions shares the sentiments connected with their national identity. Due to the size of the sample set, the results cannot be considered valid for the entire population of students of economy oriented Czech and Slovak universities. The purpose of the research was to provide basic empirical knowledge, mainly of qualitative character, that will form a starting point for further, more extensive studies.
Nach dem zweiten Weltkrieg kam es zu einer Massenvertreibung von etwa 15 Millionen Deutscher aus Polen und der Tschechoslowakei. In dem Aufsatz wird nach der Mitverantwortung der USA und Großbritanniens für Geschehnisse gefragt, die Chaos, Elend und Tod mit sich brachten. Aus den britischen und amerikanischen Dokumenten kommt zum Vorschein, daß die westlichen Alliierten die Aussiedlung auf das Mindestmaß einschränken wollten, und vorhatten, mit einer allmählichen Wiedereinsiedlung erst Monate nach dem Kriegsende anzufangen. Aus den Akten ergibt sich auch, daß der Westen 1945 an Polen und die CSR erfolglos appelliert hat, von weiteren Verteibungen abzulassen und Richtlinien des Alliierten Kontrollrates über die Anzahl einzelner Aktionen und deren Zeitplan abzuwarten. The article deals with the factors that affect the tax morale of the population of the Visegrad Four countries, i.e. Poland, Hungary, Slovakia and the Czech Republic. The evaluation of the answers of the respondents of the European Values Study to the question of whether they justify tax evasion serves as an indicator of tax morale. The authors work on the one hand with the frequency of answers expressing a complete rejection of fraud and on the other hand with average answers on a scale from 1 to 10. Respondents from Slovakia were found to be justifying tax fraud the most, and Polish and Hungarian residents agreed with tax evasion the least. Furthermore, the dependence of tax morale on gender, religion and satisfaction with the political system was analysed. Using contingency tables, it was found that all the monitored factors have a statistically significant effect on the tendency of people to justify tax evasion. The only exceptions were the factor of religion in the Czech Republic and the influence of satisfaction with the political system in Poland, where the relationship with tax morale was not confirmed.
