Yeni Sağ siyasal anlayış ile birlikte devlet bir anlamda asli sınırlarına çekilmiş, temel görevleri olan kamusal hizmetler dışında kalan diğer hizmetleri piyasa koşullarına bırakmıştır. Devletin bu kararı sonrası boşalan alanlara piyasa koşullarında faaliyet gösteren finans sahipleri girmeye başlamıştır. Yeni dönemde oluşan bu yeni durum devlet toplum iç içe geçmesini de bir anlamda hızlandırmıştır. Toplumun devlete sirayet aracı demokrasi iken, devletin topluma sirayet aracı ise bürokrasidir. Karşılıklı ilişki sarmalında bir birini besleyen bu iki kutbun ilişkisinden modern bir kavram olan "Siyasetin Finansmanı " doğmuştur. Siyasetin Finansmanı, seçimleri kazanarak seçmeni temsil etmek isteyen parti ve adayların kampanyalarını sürdürmek için ihtiyaç duydukları nakdi ve nakdi olmayan bütün olanakları kapsayan geniş bir kavramdır. Günümüz koşullarında siyasal faaliyetlerin sürdürülebilmesi için olmazsa olmaz bir araç haline gelen finansman desteğinin elde ediliş biçimi konumuz açısından dikkate değerdir. Demokrasi ile yönetilen hemen hemen her ülkede parti ve adaylara kamusal finansman olanağı sunulmaktadır. Ancak bu kaynağın yetersiz kalması parti ve adayları özel bağışlara başvurmaya zorlamaktadır. Özel bağışların siyasal alana girişi düzenleme ve yaptırıma tabi tutulmaz ise demokrasi kurumuna ciddi zarar verme potansiyeli bulunmaktadır. Alınacak tedbirlerin başarılı olması için bütün paydaşların ortak sorumluluk alması gerekmektedir. Köklü bir demokrasi geleneğine sahip olan ve bu geleneği halen sürdürdüğüne inanılan ABD'de siyasi parti ve adayların özel kişiler tarafından finanse edilmesi artık yerleşik bir gelenek haline gelmiştir. Türkiye'de ise bu konu hakkındaki tartışmalar halen oturmuş sayılmaz ve olgunlaşarak kabul görmesi zaman alabilir. Alan araştırmasındandan elde edilen verilerin analiz edilmesi sonucunda da Türkiye'deki seçmenin bu konu hakkında nispeten olumsuz bir görüşe sahip olduğu görülmektedir. Yani araştırmaya katılan kişilere göre siyasetin özel kişiler tarafından finanse edilmesi katılım amacıyla yapılsa da çoğunlukla bir çıkara dayanabilmektedir. ; With the New Right political understanding, the state has, in a sense, withdrawn to its fundamental borders and left other services other than public services, which are its main duties, to market conditions. After this decision of the state, financial owners operating under market conditions started to enter the vacant areas. This new situation that occurred in the new period accelerated the intertwining of the state and society in a sense. While the means of influence of society on the state is democracy, the means of influence of the state on society is bureaucracy. The modern concept of "Financing of Politics" was born from the relationship of these two poles that feed each other in the spiral of mutual relationship. Political financing is a broad concept that covers all financial and non-cash opportunities that parties and candidates who want to represent the voter by winning the elections need to continue their campaigns. The way in which financial support is obtained, which has become an indispensable tool for the continuation of political activities in today's conditions is remarkable in terms of our subject. In almost every country governed by democracy, parties and candidates are offered public funding. However, the inadequacy of this resource forces parties and candidates to apply for private donations. If the entry of private donations into the political arena is not regulated and sanctioned, it has the potential to seriously damage the institution of democracy. In order for the measures to be taken to be successful, all stakeholders must take joint responsibility. In the USA, which has a deep-rooted tradition of democracy and is believed to continue this tradition, financing of political parties and candidates by private individuals has now become an established tradition. In Turkey, on the other hand, the debates on this issue are still not settled and it may take time for it to mature and be accepted. As a result of the analysis of the data we obtained from our field research, it is seen that the voters in Turkey have a relatively negative opinion on this issue. In other words, according to the people who participated in the research, the financing of politics by private individuals can mostly be based on an interest, even if it is for the purpose of participation.
Doktora Tezi ; 2002 yılında gerçekleştirilen genel seçimler sonucu iktidara gelen Adalet ve Kalkınma Partisi, Türkiye'nin Ortadoğu bölgesinde geleneksel olarak sürdürdüğü güvenlik öncelikli dış politika anlayışını terk etmiş ve bu bölgede Komşularla Sıfır Sorun Politikası yaklaşımı adı verilen yeni bir dış politika anlayışı doğrultusunda hareket etmeye başlamıştır. Türkiye'nin Ortadoğu bölgesinde yer alan ülkelerle olan sorunlarının ekonomik, kültürel ve toplumsal araçlar vasıtasıyla çözümlenmesini ve bu ülkelerle olan ikili ilişkilerin imkanların el verdiği ölçüde geliştirilmesini amaçlayan bu yeni dış politika anlayışı, kısa vadede kendisinden beklenen sonuçları vermiş ve Türkiye'nin Ortadoğu bölgesinde yer alan birtakım ülkelerle olan ilişkilerinde dikkate değer bir ilerleme gerçekleşmiştir. Fakat bu ilerleme çok uzun soluklu olmamıştır. Özellikle söz konusu bölge içerisinde yer alan İsrail'le yaşanan Mavi Marmara Krizi ve Arap Baharı olarak nitelendirilen halk hareketlerinin Suriye'ye sıçramasının ardından bu ülkeyle yaşanan Suriye Krizi, Komşularla Sıfır Sorun Politikası yaklaşımının işlevselliğini önemli ölçüde yitirmesine ve bu bağlamda başarısız olmasına neden olmuştur. Nitekim söz konusu politikanın başarısız olmasının ardından Türkiye, yaşanan bahsi geçen krizlerin etkisiyle, Ortadoğu bölgesinde yeniden güvenlik öncelikli bir dış politika takip etmeye başlamıştır. Bu doğrultuda çalışma, Türkiye'nin 2002-2012 yılları arasında yeni dış politika anlayışı çerçevesinde şekillendirdiği Ortadoğu bölgesine yönelik dış politikasının temel esaslarını ve bu esaslarda meydana gelen değişiklikleri neorealist kuram çerçevesinde açıklamak amacıyla yapılmıştır. Çalışma, tanımlayıcı bir niteliğe sahip olarak, 2002-2012 yılları arasında Türkiye'nin Ortadoğu bölgesine olan dış politikasını ve bu politikanın temel dayanak noktalarını neorealist teori çerçevesinde analiz ederek açıklamaktadır. Çalışma üç ana bölümden oluşmaktadır. İlk bölüm genel itibariyle çalışmanın kavramsal ve kuramsal çerçevesini içermektedir. İkinci bölümde Türkiye'nin Ortadoğu bölgesine yönelik dış politikasının tarihsel arka planı analiz edilmektedir. Üçüncü bölümde ise neorealist kuram çerçevesinde 2002-2012 yılları arası dönemde Türkiye'nin Ortadoğu bölgesine yönelik dış politikası değerlendirilmektedir. ; Abstract ; Justice and Development Party which came into power as a result of the general elections held in 2002 left the security-priority sense of foreign policy which Turkey traditionally maintains in the Middle East region and started to act in line with a new sense of foreign policy called as the Policy of Zero Problems with the Neighbours approach in this region. This new sense of foreign policy aiming the settlement of Turkey's problems with the countries located in the Middle East region via economic, cultural and social means and the development of the bilateral relations with these countries within the bounds of possibility gave the results expected from it and achieved a remarkable progress in Turkey's relationships with several countries located in the Middle East region. However, this progress was not very long-term. In particular, the Syrian Crisis experienced with Syria after the civil commotions characterized as the Mavi Marmara Crisis and the Arab Spring experienced with Israel located within the said region spread to Syria caused the Policy of Zero Problems with the Neighbours approach lost its functionality to a considerable extent and failed in this regard. As a matter of fact, after the said policy failed, Turkey started to follow up a security-priority foreign policy again in the Middle East region by the effect of the mentioned crisis experienced. Accordingly, the study was carried out for the purpose of describing the basic principles of Turkey's foreign policy for the Middle East region which Turkey configured within the framework of the new sense of foreign policy between the years of 2002-2012 and the changes which occurred in these principles within the framework of the neorealist theory. The study has a descriptive characteristic and analyzes and describes Turkey's foreign policy for the Middle East region between the years of 2002-2012 and the basic reference points of this policy within the framework of the neorealist theory. The study consists of three main parts. The first part includes the conceptual and theoretical framework of the study in general terms. In the second part, the Historical background of Turkey's foreign policy for the Middle East region is analyzed. In the third part, however, Turkey's foreign policy for the Middle East region within the period between the years of 2002-2012 is evaluated within the framework of the neorealist theory.
Siyasi partilerin Meclis grupları, o partilerin Mecliste sahip oldukları asgari bir sayıda milletvekillerinden oluşan gruplardır. Gruplar, partiden ayrı bir örgüt olmayıp partinin Meclis'teki uzantısı olarak görülmektedir ve TBMM faaliyetlerinde yasama işlevinin bir parçası olmaları gerekmektedir. Ancak, günümüzde grup toplantıları bu görünümden oldukça uzaktır. Grupların işlevsizliği, yasama organının yetkisini daraltmış ve yasama yetkisinin kullanımında inisiyatifin Meclis'ten çıkıp parti Genel Başkanlarının ve merkez organlarının eline geçmesine neden olmuştur. TBMM İçtüzüğü incelendiğinde, Anayasa'nın 95/2. maddesi gereği grupçu bir anlayışın hakim olduğu ortaya çıkmaktadır. TBMM'de grup kurma hakkını elde eden partiler yasama faaliyetlerine daha etkin katılabilme hakkına sahip olmakta ve Anayasa ve İçtüzük'ten kaynaklanan birtakım ayrıcalıklar da elde etmektedirler. Ayrıca siyasi parti grupları, parlamenter sistemin etkisiyle meclislerde yasama işlevinin başrol oyuncuları haline gelmişlerdir. Parlamenter sistemlerde hükümetin parlamentodaki çoğunluğa dayanması ve parlamentoya karşı sorumlu olması kuraldır. Parlamento çoğunluğu hükümete karşı güvensizlik oyu verdiği zaman artık hükümet görevine devam edemeyecektir. Bu nedenle demokratik parlamenter rejim açısından, özellikle iktidar partileri gruplarına hakim olmak durumundadırlar. Ancak dozu iyi ayarlanmayan bir disiplin parti içi demokrasiyi de yok edebilmektedir. Günümüzde milletvekillerinin geneli yasama ve denetim çalışmalarına kendi özgür iradelerini yansıtamamakta, parti grubunun aldığı kararları onaylamaktan öte katkı sağlayamamaktadırlar. Gruplar bağlayıcı grup kararları ile milletvekillerinin iradelerine ipotek koymaktadır. Bu Kararlara aykırı davranan milletvekilleri de ya partiden ihraç edilmekte veya sonraki genel seçimlerde aday gösterilmeyerek cezalandırılmaktadır. Parlamentonun yasama ve denetim faaliyetinin daha etkin ve işlevsel olabilmesi için grupların milletvekilleri üzerindeki baskıcı ve yönlendirici denetimi azaltılmalı ve milletvekillerinin özgür iradeleri doğrultusunda rahatça hareket edebilmeleri sağlanmalıdır. ; The National Assembly groups of the political parties are not considered as a seperate organisation but they are seen as a party?s extended part and they must be a part of the legislative function which is amongst The TGNA?s activities. But in our day, group meetings are far away from this view. The functionlessness of the groups has narrowed the legislature authority and caused the initiative of the usage of the authority belonging to the legislature to get out of the hands of of the legislature to the leaders and central offices of the parties. When the interior rules and regulations of The TGNA are studied, it can be seen that a group work concept is supreme as mentioned in the article 95/2. Parties obtained the right to form a group in The TGNA, get the right to join the legislative activities more effectively and have some privileges arising from the Constitution and the internal rules and regulations of the TGNA. Separately, groups of Political parties, with the influence of the parliamentary system, has become the main actors of the legislative work in National Assemblies. In Parliamentary systems, it is a rule that the government depends on the majority in the national assembly and the government is responsible to the parliament. If the majority of the parliament pass a vote of non confidence, the government will not be able to continue its duty. Because of this fact, from the point of view of the democratic parliamentary regime, especially the parties in power must rule to their groups. But a miscalculated discipline could also destroy the internal democracy in a party. In our day, deputies generally cannot reflect their private personal wills to the legislative and inspection studies and they cannot contribute any further than approving the resolutions decided by the party group. The groups create a mortgage on the wills of the deputies with obliging group decisions. Deputies who act contrary to these decisions are either exported from the party or punished by not having candidacy in the next elections. In order to have the legislative and inspection activities of the parliament more effective and functional, the strict and orientating control of the groups on deputies should be reduced and the ability of the deputies to be able to act according to their private will should be provided.
Güney Afrika'da 1948 yılında başlayan Apartheid rejimi 27 Nisan 1994 yılında gerçekleştirilen ülkenin ilk ve çok partili demokratik seçimlerine kadar hâkim yönetim anlayışı olmuştur. Apartheid rejimi hükümetleri medyayı kendi kontrolleri altında tutmak için hem yasalardan hem de idari kontrol gücünden yararlanmıştır. Daniel François Malan ile başlayan ve 1960'larda zirveye ulaşan Apartheid rejimi basını ve tüm medyayı kontrol altına almıştır. Afrikaanca dilinde yayın yapan basın kuruluşları rejimin sözcüsü gibi hareket ederken, muhalif İngilizce basın sansüre maruz bırakılmıştır. Radyo ve televizyon sektörleri de Güney Afrika Yayın Kurumu (South African Broadcasting Corporation – SABC) tarafından kontrol edilmiş ve kurum tam anlamıyla 1980'lerin ikinci yarısından itibaren başlayacak olan liberalleşme dalgasına kadar televizyon ve radyo alanında ülkedeki tekel konumunu korumuştur. Sinemada durum bundan farklı değildir. A Şeması ve B Şeması sübvansiyonlarıyla Apartheid hükümetleri sinema sektörünü kontrol etmiş ve filmlerin otosansüre bağlı olmasını sağlamıştır. Apartheid ideolojisine aykırı filmlerin veya eleştirel filmlerin özgür bir şekilde halka gösterilmesi mümkün olmamıştır. Örneğin, eleştirel bir filmin yönetmeni olan Gibson Kente, How Long (1976) filminin içeriği yüzünden tutuklanmıştır. 1980 – 1990 döneminde üçüncü sinema ve eleştirel filmlerin yükselişe geçmesi ülkenin içinde bulunduğu siyasal ortamla direkt olarak bağlantılıdır. Apartheid rejiminin zayıflaması üzerine üçüncü kuşak sinema ve eleştirel filmler mevcut rejime karşı çok önemli bir sanat aracı olarak karşı durmuştur. Sistem ve hükümet eleştirisi yapmışlardır. Eleştirel filmler ve üçüncü sinema Apartheid rejiminin çözülme yıllarında demokrasi mücadelesini destekler nitelikte Apartheid eleştirisi yapmışlardır. Bu kuşağın en önemli özelliği rejim ve sistem eleştirisi yapmasıdır. Sinema alanına özgürlüğü getiren iki husus vardır. Birincisi, Güney Afrika'nın 1980'lerden itibaren büyük bir yıkıma sebep olabilecek bir iç savaşa doğru sürüklenmesidir. Bundan çekinen Apartheid hükümetleri sadece sinemayı değil, basın ve televizyon olmak üzere birçok medya alanını kısmen de olsa özgürleştirmiştir. Baskıları hafifletmiş ve muhalif gazetelerin yayınlarına izin verilmiştir. Bu ortamdan faydalanan yönetmen ve yapımcılar 1980 – 1990 döneminde üçüncü sinema kuşağını ve eleştirel filmleri beyaz perdeye aktarmışlardır. Sinema alanına özgürlüğü getiren ikinci ve en önemli husus siyasal dönüşümdür. Siyasal dönüşümün neticesinde demokrasiye geçilmesinin temel sebepleri uluslararası baskı, Güney Afrika'ya uygulanan ambargolar, siyahların silahlı mücadelesi ve ülkenin uluslararası toplumdan izole edilmesidir. Sinema Apartheid döneminde hükümetlerin baskısı altındayken siyasal dönüşümden sonra özgürlük ortamına kavuşmuştur. Siyasal dönüşümün en önemliayağı olan anayasa çalışmaları neticesinde 1996 Anayasası yapılmıştır. Bu anayasada medya ve ifade özgürlüğü garanti altına alınmıştır. İfade özgürlüğünün anayasal garanti altına alınması ırksal çeşitliliği ve demokrasisi sayesinde 2000'lerin başında gökkuşağı ulusu olarak nitelenen Güney Afrika'da sinemacıların özgür bir şekilde sanatını icra etmesine olanak tanımıştır. Siyahlar sinemada ayrıma ve ırksal kategorizasyona bağlı olmadan özgür bir şekilde sanatçı ve yapımcı olarak faaliyet göstermeye başlamışlar ve eleştirel yönü kuvvetli filmler çekebilmişlerdir. Makalenin amacı Güney Afrika'da sinemanın Apartheid döneminde ve sonrasındaki değişimini, bu değişimde üçüncü sinema dalgasının etkisini ortaya koymaktır. Bunu anlatabilmek aynı zamanda Apartheid rejiminin siyasal tarihine de değinmeyi gerekli kılar. Güney Afrika'da sinema siyasetten ayrı düşünülemez. Apartheid rejimi sinemayı sansür ve başka araçlarla kontrol altında tutmuştur. Apartheid hükümetlerinin baskısı yumuşadıkça sinemada özgür sesler duyulabilmiştir. Apartheid rejiminin çökmesiyle sinema aktörleri ve yapımcılarının özgürleştiğini görüyoruz. Makalede bu amaca uygun olarak yöntem seçiminde hassasiyetle davranılmış ve gelenekselci – tarihselci yöntem seçilmiştir. Sinemanın gelişimini ve değişimini sosyal ve siyasal bağlamından kopartamayız. Bu sebeple sosyal vakaları bir laboratuvar ortamında çalışmayı öneren davranışsalcı yöntemin yerine tarihsel ve sosyal bağlamında değerlendiren gelenekselci – tarihselci yaklaşım benimsenmiştir. Raymond Aron sosyal bilimlerde ve uluslararası ilişkiler çalışmalarında gelenekselciliği benimseyen bilim insanlarından biridir. Aron'a göre, sosyal vakalar yaşanan sosyal ve siyasal bağlamından kopartılamazlar. Bu sebeple makalede sinemanın gelişimi tarihsel ve sosyal olaylar bağlamında ele alınmış ve gelenekselci yöntem benimsenmiştir. ; In 1948, National Party won the elections under the leadership of Daniel François Malan. François Malan was the founder of Apartheid regime in South Africa. He wanted to divide the country into different races. In this system, black people were isolated from all segments of society and also government of the country. Afrikaans government exploited natural resources of the country and made black people slave and ordinary workers. African National Congress and blacks were organized by Nelson Mandela and his revolutionary friends to topple the regime. In 1980s and 1990s, Apartheid regime was weakened by international isolation, embargoes, economic recession, and armed attacks of African National Congress because of its racist stance. Upon this desperate situation, President of South Africa of that time Frederik Willem de Klerk started the era of political transformation by releasing Nelson Mandela and political prisoners from jail and opening the doors for negotiations. After hard negotiations between governing National Party and African National Congress, on 27 April 1994, African National Congress won the elections and Nelson Mandela was elected as the President of South Africa. In 1996, a new constitution was written. With this constitution, freedom of expression and media was taken under the guarantee of the constitution. This environment freed cinema and other types of media from Apartheid regime's fences. Since that time, South Africa has been called the rainbow nation for its various races, languages, and religions. During Apartheid regime, cinema and other types of media were controlled by Apartheid governments and Afrikaans people. Afrikaans press was the mouthpiece of the governing National Party. English press was censored by Apartheid governments and bureaucrats. Critical press and films were censored. South African Broadcasting Corporation (SABC), which was established in 1936 with an official act, has been the state monopoly of radio and television until the mid-1980s. Also, SABC was the mouthpiece of Apartheid governments. Cinema also has been censored until the mid-1980s. Apartheid governments created and used A Scheme and B Scheme Subsidies to control cinema sector. While A Scheme Subsidy was for English and Afrikaans films, B Scheme Subsidy was created for black films including black actors and languages. Films, which benefited from these subsidies, couldn't become critical of Apartheid governments. Critical films were censored and maybe banned according to their degrees. For instance, Gibson Kente, an important director of Apartheid era, was arrested because of his film called How Long (1976) and its critical context. However, political transformation, which was born because of economic recession, international isolation and armed struggle of African National Congress, changed this desperate situation. In 1980s and 1990s, third cinema and critical films developed in South African cinema. These films and third cinema criticized the system of Apartheid and governments. Also, father figure of state was criticized because of its brutal killings. These films were My Country My Hat (1983), Mathata (1984), Mapantsula (1988), the Chicken Man (1990), and Midnite Rush (1990). These cinema milestones criticized Apartheid regime and the system. Thanks to political transformation, which commenced in the late-1980s by National Party and African National Congress, South African cinema has seen an important freedom environment to produce films until today. While Apartheid regime was preventing black people from being actors and directors of films, in new rainbow nation black people can reach these positions while not being isolated by the whites of society. Ramadan Suleman, Khalo Matabane, Teddy Mattera, Zola Maseko, Ntshavheni Wa Luruli, John Kani, and Madoda Ncayiyana are important actors and directors of the new period. Moreover, in this new period black people can reach the presidency of South Africa. After Apartheid, the National Film and Video Foundation was founded to equally support film directors and actors whatever their races or religions. Today, South African cinema provides equal opportunities for blacks and whites. Blacks can take reasonable share from cinema sector today. The purpose of this article is to show changing nature of cinema during and after Apartheid, and impacts of the wave of third cinema on this changing nature. Being able to explain this also makes it necessary to touch upon political history of the Apartheid regime. Cinema in South Africa can't be separated from politics. The Apartheid regime controlled cinema through censorship and other means. As the pressure of the Apartheid governments decreased, free voices could be heard in the cinema. With the collapse of the Apartheid regime, we see the liberation of cinema actors and producers. In the article, the selection of the method in accordance with this purpose has been carefully treated and the traditionalist – historicist method has been chosen. We cannot isolate the development and change of cinema from its social and political context. Because of this reason, the traditionalist - historicist approach, which evaluates social cases in historical and social context, has been adopted instead of the behavioralist method that suggests working social cases in a laboratory environment. Raymond Aron is one of the scientists who embraced traditionalism in social sciences and international relations studies. According to Aron, social cases cannot be detached from their social and political context. For this reason, the development of cinema is discussed in the context of historical and social events in the article and traditionalist method has been adopted.
Bu çalışmada, Türkiye'de merkez siyasetin sağında ve solunda yer alan iki büyük partinin (Adalet ve Kalkınma Partisi ve Cumhuriyet Halk Partisi) çatısı altında bulunan, değişik siyasi görevler üstlenen parti üyelerinin siyasi katılım düzeyleri incelenmiştir. Robert Dahl'ın katılımla ilgili geliştirdiği dörtlü kıstas olan ilgilenme, bilgilenme, önemseme ve eyleme geçme süreçleri esas alınarak parti üyelerinin performansı araştırılmıştır. Üyelerin, siyasete karşı hangi düzeyde ilgili oldukları ve partilerinin karar mekanizmasına hangi ölçüde etki ettikleri üyelerden alınan bilgiler üzerinden analiz edilmiştir. Parti kararları üzerindeki etkilerinin parti içi demokrasiyi yansıttığı varsayımından hareketle, üyelerin eyleme geçme düzeyi ile siyasi partilerin karar mekanizmalarına etkileri arasındaki ilişki, araştırmada elde edilen istatistiksel veriler üzerinden tahlil edilmiştir. Tez çalışması, İstanbul'un üç ilçesinde gerçekleştirilmiştir. Bu ilçeler İstanbul'daki üç seçim çevresi dikkate alınarak seçilmiş ve her birinin bir seçim çevresini temsil ettiği varsayılmıştır. Bu ilçeler Avcılar, Fatih ve Kartal ilçeleridir. Tez çalışmasında araştırma yöntemleri olarak, anket ve derinlemesine mülakat yöntemleri kullanılmıştır. Araştırmanın anket formuna, ilgili üç ilçeden 537 geçerli cevap alınmıştır. Ayrıca, ilgili partilerde, değişik kademelerde görev yapan 21 kişi ile derinlemesine mülakatlar yapılmıştır. Anket çalışması ve mülakatlar partilerin üyelerine, il ve ilçe teşkilatlarında üst düzey görevlerde bulunanlara, aktif olarak temsil mekanizmalarının herhangi birinde yer alanlara ve daha önce buralarda görev yapan kişilere uygulanmıştır. Araştırmanın bulguları ışığında ulaşılan sonuca göre, parti üyeleri, siyasete karşı oldukça yüksek ilgi düzeyinde ve siyasette aktif yer alma konusunda heveslidirler; ancak birtakım engellerden dolayı üyeler, partilerinin felsefe ve karar mekanizmalarını yeterli düzeyde etkileme hususunda zayıftırlar. Partilerin, karar süreçlerini etkileyen mekanizmaların; parti tüzüğünün partilerde yol açtığı oligarşik yapı, parti yöneticilerinin merkeziyetçi tutumları, partilerdeki hemşericilik ve kimlik politikaları, genç ve dinamik üyelerin fazla önemsenmeyişi gibi faktörler olduğu tespit edilmiştir. Siyasetin farklı cephelerinde yer almalarına rağmen Ak Parti ile CHP arasında bu konularda anlamlı bir farklılığın bulunmadığı tez çalışmasının bir bulgusudur. ; In this study, political participation level of party members served in different levels of political positions within the two main parties (JDP, Justice and Development Party and RPP, Republican People Party) one from the center right and the other from the center left in Turkey is examined. The performance of the members was investigated according to the processes of interest, concern, information and activity, the four criteria developed by Robert Dahl about participation. To what extent members are interested in politics and to what extent they influence their parties decision-making mechanism are analyzed based on the information received from the members. Based on the assumption that the effects on party decisions reflect intra-party democracy, the relationship between the members' level of activity and their effects on decision-making mechanisms of political parties was analyzed with the help of the statistical data obtained in the research. This study was carried out in three districts of Istanbul. These districts were selected from the three electoral districts in Istanbul and each one of them was assumed to represent one election district. These districts are Avcılar, Fatih and Kartal. In our study, a mixed research method based on questionnaire and interview was used. 537 individuals were surveyed in total and in-depth interviews were carried out with 21 individuals working at different levels in the parties in these three districts. Both the survey and the interviews were applied in a wide range of party members including ordinary members, members who have senior positions in the party's provincial and township organization, members who actively taking part in any of the representative positions and members who previously worked in those positions. In conclusion, although party members have a high level of interest in politics and are eager to take part in politics, they lack the opportunity to sufficiently affect their party's decision mechanism and philosophy due to some obstacles. It has been determined that there are factors such as mechanisms affecting the decision-making process, the oligarchic structure caused by the party rules, the centralist attitudes of the party elites, the clientelism and identity politics in the parties, and the underestimation of the young and dynamic members. It is concluded that although both parties are located on different sides of politics, there is no significant difference between Ak Party (JDP, Justice and Development Party) and CHP (RPP, Republican People Party) on these issues.

Çünkü iktidar hedef alınan kişi, grup ya da topluluğa bir eylemi yaptırma gücü ve etkisini anlatmaktadır. Siyaset ve ilim adamı Müslüman düşünür İbn Haldun'un Umran İlmi teorisinden oluşturulan asabiye,sosyokültürel yapı ve jeopolitik konum sac ayakları üzerine kurulan meşruiyet modeli riyasetten günümüz modern devletine kadar tüm toplumsallaşma ve siyasal birlik türlerinin devamlılığı noktasında bir temel oluşturmaktadır.İbn Haldun'un meşruiyet modeli sadece yönetim biçimlerinin değil, insana dair tüm ilişki biçimlerinin tesisinde önem kazanmakta ve bu noktada halkla ilişkilerin de bir kurumsal meşruiyet aracı olarak temelini oluşturmaktadır. Çünkü meşruiyet simgesel olarak zihinlerde oluşturulmaktadır. Bu bağlamda linguistik ve semiotik önem kazanmakta, hedef kitlede iktidarın, kurumun vb. meşru olduğuna dair bir tür algı yönetimi yapılarak, zihinsel mekanizmalar işletilmekte ve meşruiyet tesis edilerek devamlılık ve toplumsal onay sağlanmaktadır. Bu model çerçevesinde yönetim sistemlerinin meşruiyeti incelenerek, hangisinin Türkiye için daha uygun olduğunun analiz edilmesi amaçlanmıştır. The fact that he is one of the few soldierswith the title of Marshal is enough to show his success in the Military profession.He was also noted as; the Minister of Defence in the First cabinet of the executiveministers of Turkey in 1921,the Chairman of the second cabinet of the executiveministers of Turkey, and the Chief of General Staff from 1924 and 1944 without interruption.However it is little known, Fevzi Pasha has an important role in the politicallife in the multi-party period as well. In 1944, Fevzi Çakmak, who did notintend to retire from the Chief of General Staff except for his request, found himselfin the middle of Politics after loneliness he had lived for a short time.The studydiscusses Fevzi Çakmak's activities and role in the political lifebetween1946-1950. The process of rapprochement with the Democratic Party (DP)and becoming an independent member of parliament and even the desire for him tolead the DP will be examined in the paper. Then, the activities of the Marshal thatheinitiated with some circles of left-wing and abandoned in a short time in thecontext of human rights will be evaluated. In the meantime, the debates on how theleftist circles wanted himto launch a public movement in the country getting ridofthe oppressiveness will be included. Later, the process of becoming the honorarychairman of the Nation Party (MP) formed by the people most of whom left the DPfollowing the Marshal's separation from the DP afte the July 12 Declaration asa result of his worsening Relations with the party will be mentioned. However,the Velayet-i Fakih system in Iran has remained as the legitimizing base for the governmentof body of mullahs, always made its existence felt by the government, non-governmentalorganizations and judgment and disrupted the radicals to realizes their reforms. Butnevermore it is not in the proper sense, this change occurred in the government crudelyincreased the improvements in Turkiye-Iran relations. In 1944, Fevzi Çakmak, who did not intend to retire from the Chief of General Staff except for his request, found himself in the middle of Politics after loneliness he had lived for a short time.The study discusses Fevzi Çakmak's activities and role in the political life between1946-1950. The process of rapprochement with the Democratic Party (DP) and becoming an independent member of parliament and even the desire for him to lead the DP will be examined in the paper. Then, the activities of the Marshal that heinitiated with some circles of left-wing and abandoned in a short time in the context of human rights will be evaluated. In the meantime, the debates on how the leftist circles wanted himto launch a public movement in the country getting ridof the oppressiveness will be included. Later, the process of becoming the honorary chairman of the Nation Party (MP) formed by the people most of whom left the DP following the Marshal's separation from the DP afte the July 12 Declaration as a result of his worsening Relations with the party will be mentioned. Fevzi Çakmak ,like the other ones who setup the MP, thought that the DP did not have enough strong opposition against the Republican People's Party(CHP). In the last part of the paper, the political activities of Marshal Çakmak who spent the last two years of his life in the MP will be examined within the framework of character analysis and leadership features. The paper not only discusses the four-year wavy political life of Fevzi Çakmak who was seized by great ambitions and entered politics in 1946 as a result of self- confidence based on Military Reputation and the love given by the people, but it also examines the case of his being manipulated by some political currents and parties because of his personality which is unfamiliar witht he functioning of political life. How and with which motives Fevzi Çakmak, an obedient person to the legitimate and existing authority pushed himself into a strong opponent against the political staff that he had been to gether with for nearly 25 years will be examined. In that, during the election in 1946 and his presence in the Assembly, the Marshal had strong opposition against the CHP and İnönü, which did not arise from policy differences.
Yüksek lisans tezi ; "12 Eylül 1980 Darbe Dönemi Türkiye'nin Dış Politikası Üzerine Bir İnceleme" adlı bu tezin amacı dönemin dış politika anlayışını ve atılan adımların analizi üzerine yoğunlaşmakla beraber öncesi ve sonrası ile darbeyi gerektiren koşulları, darbenin getirdiği sonuçlarlarla birlikte açıklamaktır. Bu konular ele alınırken oluşturulan tarih ve olay sıralaması bir bütünlük içinde yürütülerek birbirine bağlanmıştır. Türkiye'nin içinde bulunduğu durumun ve aranan çıkar yollarının ne derecede ülkenin refah ve istikrarı üzerinde olumlu etki yaptığı, bunun yanında daha çok tırmanan anarşi karşısında ne kadar önlem alınarak ülkenin siyasi yapısının korunduğu konularına değinilmiştir. Ayrıca askeri liderlerin Türkiye siyaseti hakkında hemen her konuda söz sahibi olduğu bu dönemde, daha önce yaşanan 1961 darbesi, 1971 müdahalesi gibi demokrasinin kesintiye uğraması gibi durumların yaşanmasıyla tırmanan terör ve bozulan siyasi yapının tek çözümünün darbe olduğu kanısı hakimdir. Ancak askeri yönetimin, yer yer çıkan haberlerde veya siyasilerin demeçlerinde dile getirilen konu gittikçe ülke istikrarını bozucu bir hal alan terör ve şiddet eylemlerine sıkıyönetim olmasına karşın engel olunamaması ve ülke gidişatının darbeye maruz kalmasının kaçınılmaz kılınmasıdır. Ülke içi istikrarsızlığın ve artan şiddet eylemlerinin günlük hayatı olumsuz etkilediği ve bunun yanında askeri veya siyasi, hiçbir şekilde önüne geçilemediği gerçeği darbe öncesi dönem konu başlıklarında ayrıntılı olarak incelenmiştir. Geçen sürenin ve olgunlaşan olumsuz şartların darbeyi getirdiği kanısının yaygınlığı görülecektir. Demokratik düzene karşı yapılmış bu darbenin oluşumu ardından, darbe dönemi Türkiye iç ve dış politika işleyişi araştırılarak ülkede terörün birden durduğu izlenimi oluşmuş askeri yönetim iktidarı eline alarak demokratik olmayan bir yolda ilerlemiştir. Bunun sonucunda Türkiye geleceğine etki edebilecek iç ve dış politik kararlar alınmış olmakla beraber bu tezin ana fikrini oluşturan asıl konu olan askeri yönetimin politika hayatı sentezlenmiştir. Sonuç olarak demokratik düzene geçilen yılla dek yaşanan süre zarfında Türkiye'nin dış politika süreci açıklanarak darbenin getirileri ortaya konmaya çalışılmıştır. Ülke içi istikrarın sağlanması ve terörün azalması ile günlük hayatın normale dönmesi askeri yönetimin başarısı olarak nitelendirilmekle birlikte siyasilerin seçim, güvenlik, caydırıcılık ve hükmetme gibi hayati görevlerini kullanamayacak duruma gelişi sebebiyle darbenin kaçınılmaz olduğu konusu hakkındaki soru işaretleri bir nebze aydınlatılmaya çalışılmıştır. ; Abstract ; The aim of this thesis, named "A Study on Turkey's Foreign Policy in the Coup Period on September 12, 1980", is to focus on the foreign policy of the period as well as on the analysis of the steps taken and to explain the earlier and after circumstances justifying the coup together with the consequences caused by the coup. When discussing these issues, the sequences of dates and events are bound together in a unity. The issuses such as to what extent the situation in which Turkey is and the ways sought out have a positive impact on the prosperity and stability of the country as well as what measures have been taken against the increasingly escalating anarchy to maintain the political structure of the country have been dealt. In addtion, in this period when the military leaders have a say in just about every political matter of Turkey, because of the 1961 coup and 1972 intervention which led to the escalation of anarchy and the deterioration of political structure caused by the interruption of democracy, it has been widely assumed that military coup is the only solution. However, the issue that has been mentioned from time to time by the military government, in the news and in the politicians' speeches is that in spite of the martial law, terrorism and acts of violence that have deteriorated the stability of the country can not be prevented and that this has made the military coup unavoidable. It has been discussed in detail in the topics of pre-coup period that domestic instability and increasing acts of violence have affected everyday life adversely and that this can not be prevented either politically or militarily. It will be observed the prevelance of the belief that elapsed time and maturing negative conditions will bring the coup. After the process that has led to the coup which is made against the democratic order, by analyzing the functioning of Turkey's domestic and foreign policy, it has been given the impression that terror has stopped suddenly and the military government has taken over the rule and followed a non democratic course. As a result of this, domestic and foreign political decisions that could affect the future of Turkey have been taken and the military rule's policy life has been synthesized that also makes up the main idea of my thesis. As a result, by explaining the forign policy process of Turkey until the year when there has been a transition to the democratic order, it has been tried to indicate the gains of the coup. Returning to normal life by ensuring stability and reducing terror has been regarded as the success of the military government and the queations regarding the fact that the military coup has become inevitable because the politicians have been unable to perform their vital tasks such as election, deterrence, security and ruling has been tried to be clarified a little bit.
ÖZET10 Kasım 1938 tarihinde Mustafa Kemal Atatürk'ün hayatını kaybetmesi ile bir-likte Cumhurbaşkanı olan İsmet İnönü ülke yönetiminde en yetkili kişi haline gelmiştir. İnönü'nün CHP ve ülke yönetimindeki adete tek kişilik hakimiyeti ( Milli Şef ) Celal Bayar başta olmak üzere dönemin CHP'li milletvekili ve yöneticilerinde tepkiye neden olmuştur. Bir şahsın parti ve ülke yönetimindeki hakimiyetine İkinci Dünya Savaşı'nın da etkisiyle halkın büyük çoğunluğunda oluşan ekonomik sıkıntının ve iktidarın halkın muhafazakarlığı ile çelişen eğitim ve sosyal alanlardaki uygulamaları CHP ve dışındaki siyasi çevrelerde ve halkın büyük bir bölümünde muhalif bir tutumun oluşmasına neden olmuştur. Bu süreç hükümetin birtakım radikal uygulamaları ile birlikte örgütlü bir mu-halif hareketin doğmasına neden olmuştur. Yukarıda belirtilen nedenlerden kaynaklanan ve açıktan açığa bir söylem ve ey-leme dönüşmeyen CHP milletvekillileri içindeki bireysel tavırlar ilk defa Çiftçiyi Top-raklandırma Kanunu teklifi sırasında ortaya çıkmıştır. CHP milletvekilleri Celal Bayar, Adnan Menderes, Fuat Köprülü ve Refik Koraltan, 14 Mayıs 1945 tarihinde bu kanun teklifinin TBMM'de görüşülmeye başlaması ile birlikte hükümetin bu uygulamasına karşı tavırlarını yaptıkları konuşmalar ile ortaya koymuşlardır. Fakat esasen bu kanun tasarısının TBMM'ye sunulmasından önce CHP içinde muhalif bir grubun oluşması Tevfik Rüştü Aras'ın evinde yapılan perşembe toplantılarıyla başlamıştır. 1945 yılının Nisan ayından itibaren Tevfik Rüştü Aras'ın evinde bir araya gelen Emin Sazak, Adnan Menderes ve Fuat köprülü CHP'nin, İsmet İnönü'nün otoritesi altında olduğunu ifade etmişler ve bu durumu değiştirmek gerektiği üzerinde durmuşlardır. İkinci defa bir ara-ya gelen Adnan Menderes ve Fuat Köprülü demokratik bir merkez oluşturma konusun-da görüş birliğine varmışlardır. Daha sonraki toplantılara Refik Koraltan da katılmıştır. Adnan Menderes, partide ve toplum içinde etkili olan Celal Bayar'ı bu gruba katmak gerektiğini açıklamıştır. Celal Bayar ile yapılan toplantı sonunda o da gruba dahil ol-muştur. Grup üyeleri 18 Mayıs 1945 tarihinde yapılan toplantıda CHP Meclis Grubuna vermeyi düşündükleri Dörtlü Takriri hazırlamışlardır.Takrir verilmeden önce TBMM'de 1945 yılı devlet bütçesinin oylamasına katı-lan üç yüz yetmiş üç milletvekilinden İzmir Milletvekili Celal Bayar, Aydın Milletve-kili Adnan Menderes, İçel Milletvekili Refik Koraltan, Kars Milletvekili Fuat Köprülü ve Eskişehir Milletvekili Emin Sazak bütçeye karşı aleyhte oy kullanmışlardır. Cumhu-riyet Dönemi'nde ilk defa bir bütçeye karşı aleyhte oy kullanılmıştır. Böylece muhalif tavırlarını ikinci defa ortaya koymuşlardır. Grup üyeleri 7 Haziran 1945 tarihinde Celal Bayar, Adnan Menderes, Fuat Köprülü ve Refik Koraltan'ın imzası ile Dörtlü Takrir'i CHP Meclis Grubu Başkanlığı-na vererek muhalif tutumlarını somutlaştırmışlardır. Takrirde CHP'nin işleyişinin de-mokratik ilkelere uygun hale getirilmesini ve TC. Anayasası'nda var olan vatandaş hak ve hürriyetlerinin tanınması talep etmişlerdir. Bu takrir 12 Haziran 1945 tarihinde CHP Meclis Grubu'nda görüşülmüş ve red-dedilmiştir. Takririn reddedilmesi ile birlikte devam eden süreçte bu kadronun CHP içinde siyaset yapma imkanı kalmadığı gibi takrirde talep edilen bir düzenin kurulma-sının CHP içinde mücadele edilerek olamayacağı ortaya çıkmıştır. Takririn, CHP Meclisi Grubuna verildiği günlerde Cumhurbaşkanı İsmet İnönü, Rauf Orbay ile görüşmüş yeni parti kurulması fikrini ona açmıştır. Bu görüşmeden, İnönü'nün yaptığı diğer konuşmalardan cesaret alan grup üyelerine karşı CHP'li yöne-tici ve milletvekillerinin olumsuz tavrı, partinin yayın organı Ulus gazetesindeki ağır sözlerle dolu yazılar grup üyelerinin CHP'den ayrılmalarına neden olmuştur. Zaten Adnan Menderes ve Fuat Köprülü Vatan gazetesinde yayınlanan yazıları nedeniyle CHP Divanı tarafından 25 Eylül 1945 tarihinde CHP'den ihraç edilmişlerdir. Diğer isimlerde istifa etmişlerdir. Partisiz kalan grup üyeleri parti kurma çalışmalarına başla-mışlar ve Demokrat Parti 7 Ocak 1946 tarihinde resmen kurulmuştur. Demokrat Parti, Dörtlü Takrir'in imzacıları: Celal Bayar, Adnan Menderes, Fuat Köprülü ve Refik Koraltan tarafından kurulmuştur. Demokrat Parti'nin simgesi "DP", genel merkezi ise Antalya Milletvekili Cemal Tunca'nın Ankara Sümer Sokaktaki sekiz numaralı binası olmuştur. Demokrat Parti'nin kuruluş gerekçesinde ve programında Türkiye'de demok-ratik bir rejimin kurulacağı, TC Anayasası'nda demokrasiye aykırı kanunların kaldırı-lacağı, vatandaşların hak ve hürriyetlerinin anayasal teminat altına alınacağı dile geti-rilmiştir. Muhalefet yıllarında ise CHP ve iktidar demokratik olmayan tutum ve davra-nışlar sergilemekle itham edilmiştir. Muhalefet yıllılarında iki parti arasında demokra-siye aykırı birçok olay yaşanmıştır. Hatta 7 Ocak 1947 tarihinde gerçekleşen Demokrat Parti Birinci Genel Kongresi'nde kabul edilen Hürriyet Misakı'nda TC Anayasası'na aykırı olan kanunların kaldırılması ve demokrasiye uygun kanunların yapılması talep edilmiştir. Bu istekler yerine getirilmez ise Demokrat Parti Genel Yönetim Kurulu'na sine-i millet kararı ( TBMM'den çekilme ) hakkı verilmiştir. Demokrat Parti yönetici-leri iktidara gelmeleri halinde vatandaşlara hak ve hürriyetlerinin tanınacağı, demokra-siye aykırı kanunların kaldırılacağı ve TC Anayasası'nın demokrasiye uyumlu hale ge-tirileceği sözlerini vermişlerdir. 14 Mayıs 1950 seçim faaliyetlerinde aynı vaatler tekrarlanmıştır. Hatta 2 Nisan 1950 tarihinde Kasımpaşa'da konuşan Demokrat Parti Genel Başkanı Celal Bayar, grev hakkının demokratik hak olduğunu ve demokrasinin olduğu ülkelerdeki gibi toplumsal düzene ve ekonomiye zarar vermeyecek biçimde işçilere grev hakkının verileceğini ifa-de etmiştir. Seçimleri kazanan Demokrat Parti adına Adnan Menderes 22 Mayıs 1950 tarihinde hükümeti kurmuş ve 29 Mayıs 1950 tarihinde hükümet programı TBMM'de onaylanmıştır.Hükümet programında partinin seçim beyannamesinde olduğu gibi iktidar deği-şikliğinin ülkede maddi ve manevi hiçbir sarsıntıya yol açmasına imkan tanınmayacağı ve özellikle devri sabık yaratılmayacağı vurgulanmıştır. Programda, TC Anayasası'nda vatandaş hak ve hürriyetlerine ve millet iradesine dayanan kararlı bir devlet düzeninin gerçekleşmesini sağlayacak düzenlemelerin yapılacağı ifade edilmiştir. Ayrıca CHP hükümetlerinden ( tek parti dönemi ) kalan, demokratik olmayan kanunların, alışkan-lıkların ve anlayışların değiştirileceği vurgulanmıştır. Programda, işçilere grev hakkının sosyal ve ekonomik düzeni bozmayacak şekilde tanınacağı açıklanmıştır. Demokrat Parti İktidarı Programı'nda sadece vatandaşlara tanınacak haklar yer almamıştır. Ayrıca o tarihlerde azınlıkta olsa da bazıları tarafından hak olarak görülen faaliyetlerin yasaklanacağı da yer almıştır. Cumhuriyet'in ve inkılapların korunması için aşırı sol akımlara ( komünizm ) izin verilmeyeceği ve bunlarla etkin bir biçimde müca-dele edileceği ifade edilmiştir. Bunlara karşı kanuni tedbirlerin alınacağı çünkü bu tür düşüncelerin günün şartlarında fikir ve vicdan hürriyeti olarak görülmediği vurgulan-mıştır. Bu fikir akımların hürriyet maskesi altında yayın yapmalarına izin verilmeyeceği çünkü bu düşünce akımlarının amacının özgürlükleri ortadan kaldırmak olduğu iddia edilmiştir. Komünizm fikir akımının yanı sıra irticai hareketlere de asla müsaade edil-meyeceği vurgulanmıştır. Demokrat Parti Dönemi'nde iktidarın sivil toplum kuruluşları ile ilişkilerine özetlemeden önce sivil toplumun örgütü tanımını yapmak yerinde olacaktır. Sivil top-lum kavramı farklı biçimlerde tanımlanan bir kavramdır. Özellikle devlet ile sivil top-lum arasındaki ilişki farklı tanımlamalara neden olmaktadır. Bu tanımlardan bazılarında sivil toplum, devletten tamamen bağımsız, devleti kontrol eden ve hatta devletin alter-natifi olan örgütlü bir güç olarak tarif edilmiştir. Diğer tanımlarda ise devlet ile sivil toplum arasında bu kadar keskin bir ayrılığın olmadığı, sivil toplumun devlete top-lumsal katılımı sağlama amacının var olduğu ileri sürülmüştür. Modern anlamda sivil toplum kavramı "Non Govern Mental Organizations" ( devletten bağımsız örgütlen-meler ) olarak tanımlamasının yanı sıra "gönüllü kuruluşlar", "kar amacı gütmeyen ku-ruluşlar" gibi ifadelerle de tanımlanmaktadır. Sivil toplum tanımını yaptıktan sonra Demokrat Parti iktidarları öncesi sivil toplum örgütlenmesine devletin müdahalesinin ne zaman kaldırıldığına kısaca yer verelim. Türkiye'de 28 Haziran 1938 tarihinde yürürlüğe giren 3512 sayılı Cemiyetler Kanunu ile Osmanlı Devleti döneminden kalma 1909 tarih ve 121 sayılı Cemiyetler Kanun'u ve bu kanunda yapılan 353 ve 387 sayılı kanunlar yürürlükten kalkmıştır. Bu kanunun dokuzuncu maddesinin h bendiyle "aile, sınıf, ırk, cins" esasına dayalı der-neklerin kurulması yasaklanmıştır. Bu madde ile sendika ve birçok derneğin kurulması yasaklanmıştır. Bu kanunun kabul gerekçesinde, o dönem de bazı ülkelerde var olan ko-münist ve faşist rejimlerin ülkenin yönetimin ele geçirmesini önlemek olduğu ileri sü-rülmüştür. İsmet İnönü'nün 10-11 Mayıs 1946 tarihinde CHP Kurultayı'nda yaptığı konuşmadan sonra 5 Haziran 1946 tarihinde 4919 sayılı Kanun ile dernek kurma işle-mindeki izin alma formalitesi kaldırılmıştır. Sınıf esasına dayalı dernek kurma yasağı da kalkmıştır. Bu kanunun kabulü sırasında Demokrat Parti adına bir konuşma yapan Adnan Menderes, kanunda yapılan değişikliği demokrasiye giden yolda önemli bir aşa-ma olarak adlandırmıştır. Sivil toplum örgütlenmesinin önündeki engeller Demokrat Parti İktidarı öncesinde kaldırılmıştır. Demokrat Parti İktidarı döneminde sivil toplum kuruluşları ile ilişkiler iki bölü-mde ele alınabilir. Birinci bölüm hükümetin sivil toplum alanında yaptığı düzenleme-lerden oluşur. İkinci bölüm ise iktidarın sivil toplum kuruluşlarına yaklaşımı yani onların faaliyetlerine karşı tutumu, ülke yönetimi ile ilgili alınan kararlara ilgili sivil toplum kuruluşlarının tepkileri ve sivil toplum kuruluşlarının kendi alanları ile ilgili alınan kararlarda bu kuruluşların isteklerinin ve itirazlarının dikkate alıp almamasından oluşur.Demokrat Parti İktidarı döneminde sivil toplum alanında birçok düzenleme yapılmıştır. Hükümetin yaptığı bu düzenlemelere günümüzün demokrasi düzeyi ile yaklaşmak zamanın koşullarını ve demokrasi kültürünün oluşum sürecini dikkate almamak anlamına gelir. Hükümetin sivil toplum alanında yaptığı ilk düzenleme 5680 sayılı Basın Kanunu'dur. Kanunun kabulü demokrasi ilkeleri ile bağdaşan bir uygulama olmuştur. Bu nedenle basın ve basın-yayın örgütleri bu yasayı doğru bir adım olarak görmüşlerdir. Hükümetin sivil toplum alanında yaptığı ikinci kanuni düzenleme 5844 sayılı Komünizm İle Mücadele Kanununu çıkarmasıdır. İktidarın programında komü-nizm fikir akımına ve komünist yayınlara karşı mücadele edileceği, bu fikir akımlarının faaliyetlerinin demokratik bir fikir ve vicdan hürriyeti olarak görülmediği aksine de-mokratik rejimi ortadan kaldırmaya yönelik bir tutum ve tavır olduğu vurgulanmıştır. Muhalefetin de bu konuda iktidarla aynı düşünceye sahip olması bu kanunun çıkarıl-masını kolaylaştırmıştır. Demokrat Parti İktidarı'nın bu tür düşünce akımlarına ve onların faaliyetlerine izin vermemesini değerlendirirken zamanın koşullarını ve demok-rasi kültürünün oluşum sürecini göz önünde tutmak yerinde olacaktır. İktidarın sivil toplum alanı ile ilgili yaptığı bir başka uygulama ise 5816 sayılı Atatürk Kanunu'nun çıkarılmasıdır. Atatürk'ün kişiliğine, ilke ve inkılaplarına saldırıların sonucunda kabul edilmiş olan bu kanun günümüzde de geçerlidir. Bu kanunun çıkarılmasına Atatürk'ün kurduğu parti olan CHP'li milletvekillerinin karşı çıkmış olmaları ise üzerinde durul-ması gereken önemli bir husustur. Hükümetin sivil toplum alanında gerçekleştirdiği bir başka düzenleme ise 6761 sayılı Vicdan ve Toplanma Hürriyetini Koruma Kanunu'nun kabul edilmesidir. Kanun, irticai hareketlerin artarak rejimi tehdit eder hale gelmesinin sonucu çıkarılmıştır. İrticai hareketlere izin verilmeyeceğini, demokratik rejimi koruya-cağını programında ilan eden hükümet bunun gereğini yerine getirmiştir. Dinin siyasi veya diğer çıkarlar için kullanılması ve bu tür örgütlenmelerin kurulmasını demokratik ilkelerle bağdaştırmak mümkün değildir. Hükümetin sivil toplum alanına bir başka müdahalesi Neşir Yolu ile veya Radyo ile İşlenecek Bazı Cürümler Hakkındaki Kanun'u çıkarması ile 6732 ve 6733 sayılı basın kanunlarının bazı maddelerini değiş-tirmesi ile olmuştur. Bu kanunlarda yer alan kişilerin şikayeti olmadan savcıların ya-yınlar ile ilgili kendiliğinden harekete geçebilmesi unsuru haber alma ve verme hür-riyetini engelleyen bir koşul oluşturmuştur. Yine gazetecilerin yaptıkları haberler ve köşe yazarlarının yazdıkları yazılar nedeniyle şikayet edilmeleri halinde kendilerini müdafaa edebilmeleri için ispat hakkının onlara verilmeyişi bazı konularda ( iktidar ve mülki amirler ile ilgili yolsuzluk vb) haber yapmalarına, yazı yazmalarına engel olacak ortamı oluşturmuştur. Ayrıca, halkın haber alma özgürlüğüne, gazetecilerin özgür ve bağımsız çalışmasına engel olmuştur. İspat hakkı verilmediği gibi bu tür yazı ve haberler için cezaların arttırılması basın hürriyetini ortadan kaldırmıştır. Bu nedenle bazı basın mensupları hareket içerikli haber ve yazıları nedeniyle ceza almış olsalar da hükümetin politikalarını eleştiren onlarca basın çalışanına hapis cezalarının verilmesi vatandaşlara hak ve hürriyetlerini vereceğini ve devri sabık yaratmayacağını söyleyen Demokrat Parti İktidarı'nın bu uygulamaları onun söylemleri ve adıyla çelişmesine ne-den olmuştur. Hükümetin sivil toplum alanında yaptığı bir başka kanuni düzenleme 6771 Sayılı Toplantılar ve Gösteri Yürüyüşleri Kanunu'nu çıkarmasıdır. Yerel demokrasi kavramı ile bağlantılı kavramlardan biri olan ve literatürde kimi zaman yerel demokrasi ile eşdeğer anlamda kullanılan "yerel özerklik" kavramı, en genel anlamıyla; bir yerel topluluğun, yerel nitelikteki işleri, kendi başına, kendi organları eliyle görebilmesi ve buna olanak verecek kaynaklara sahip olabilmesidir (Keleş, 2000: 49). Avrupa Yerel Yönetimler Özerklik Şartı'nın üçüncü maddesi, "özerk yerel yönetim" kavramını, "yasalar çerçevesinde kamu hizmetlerinin önemli bir bölümünü yurttaşlarının yararı doğrultusunda ve kendi sorumluluğunda yerine getiren, hukuki ve yönetsel yeteneklere sahip yerel tüzel kişilik" olarak tanımlamaktadır. Aynı maddenin ikinci fıkrasında ise bu hakkın, üyeleri serbest, gizli, eşit, doğrudan ve genel seçimle oluşturulan konseyler ya da meclisler tarafından kullanılacağı ifade edilmektedir (Mengi, 1998: 70).halkın karar alma süreçlerine katılımını çok büyük oranda sınırlayan katı merkeziyetçi yapılardan uzaklaşarak yerel yönetimlerin yetkilerinin artırılması ve katı, hantal, bürokratik bir anlayış yerine üretken, gerçek anlamda eşitlikçi halk katılımına dayanan bir anlayışın hâkim kılınması, küreselleşmenin ve neo-liberalizmin yıkıcı etkilerine karşı bir alternatif oluşturabilecektir. Öte yandan, yerel yönetimlerin yetkilerinin artırılması ve güçlendirilmesi özellikle Türkiye'nin en önemli sorunlarından biri olan Kürt sorununun çözümüne de önemli ölçüde katkı sunabilecek bir potansiyel taşımaktadır. Cumhuriyet tarihi boyunca yerel yönetimler, özellikle de belediyeler, yerel demokrasinin sağlanmasından ziyade, yerel hizmetlerin etkin, verimli ve daha az maliyetle sağlanmasının aracı olarak görülmüştür. Ancak bu yaklaşım yerine, Fransa'nın 1951'den itibaren yaptığı gibi, ulus-devletin katı merkeziyetçi sistemini gevşeterek yerel yönetimlere anlamlı oranda yetki devri yapmak yoluyla hem ülke içinde eşitlikçi bir bütünleşme sağlanabilecek, hem bölgeler arası sosyo-ekonomik dengesizlikler aşılabilecek, hem de farklı yerelliklerin kendi farklılıklarını korumalarına olanak tanıyacak çoğulculuk sağlanabilecektir. Bu yolla halkın yönetimde yer alma olanaklarının geliştirilmesini sağlayacak mekanizmaların kurulması, yerel yönetimlerin toplumun bütün sorunları ile ilişkilendirilmesi, sosyal, ekonomik, tarihsel ve kültürel varlığın korunması ve geliştirilmesinde yerel yönetimlerin bir özne olarak değerlendirilmesi mümkün hale getirilebilecektir. Bu anlayışa ek olarak ise, söz konusu yerelliklerin hem gelişmişlik oranlarına göre denge sağlayıcı bir biçimde merkezi bütçe tarafından desteklenmesi, hem de kendi ekonomik kalkınmalarını sağlayabilmelerine imkân tanıyan olanakların (kooperatifleşme gibi) verilmesi, yani bir nevi ortaklaşma ve ürettiğini tüketebilme, kendine yetebilme imkânı tanınması, neo-liberal sistemin halk için değil sermaye için esas aldığı "küreselleşmeci yerelleşme" anlayışının alternatifi olabilecektir. Bu esaslara dayanan bir "yerel özerklik" anlayışı ile liberal yaklaşım tarafından savunulan yerel yönetimlerin merkezi yönetimin müdahalesinden uzak olması ile sınırlandırılmış olan "yerel özerklik" anlayışı arasındaki fark ise ortadadır. ; The concept of -local autonomy-, frequently used synonymously with local democracy, is broadly defined as `the possibility of a local community to independently handle its local tasks using its own means` (Keles, 2000: 49). The third entry in the European Charter of Self-Government defines the concept of self-government as `a local legal entity that owns legislative and governing capability to perform a significant quantity of public services within legal boundaries and under its own responsibilities in line with its public's interests`. The second article of the same entry, on the other hand, states that this capability is used by councils or assemblies whose members are elected via independent, confidential and direct general elections (Mengi, 1998: 70) As one of the frequently debated issues, the demand for more autonomous local governments is restricted to being repressed and independent of the central government by liberal approaches which aim to privatize local services, to increase the power of global capital flows by distributing public services, and to provide suitable conditions for the implementation of neo-liberal policies. In addition to ignoring general public participation, such an autonomy demand of localism seeks to adapt democracy to fit the needs of sovereign powers and to create a local governing platform where everything is subcontracted, transferred to the global capital via neo-liberal policies, and then left to the conscious of capitalism which, referring to Marx; -. cuts down the tree if its shadow cannot be sold-. Particularly today, an increasing promotion of global localization is witnessed while being moved away from the central government often equals to giving in to the wheels of the global capitalism and entering into a competitive localism with its global companies. However, this should threaten neither the existence of a local government as a self-governing unit nor the local public's right to participate in decision-making processes. The firm centralist approach, more or less like the neo-liberal approach, is an obstacle against local governments to become participatory autonomous units. Throughout the human history, all communities have been organized according to their own needs. Today, it is clear that self-governments are vital for the top-down expansion of democracy and the coordination of social development. In this respect, moving away from firm centralist bodies that cause obstructions and restrict the possibility of public participation in decision-making processes seems crucial to create an alternative against the destructive effects of globalization and neo-liberalism. This can be achieved by empowering the authority of local governments and by adapting a true egalitarian participatory approach rather than a firm, clumsy, bureaucratic method. However, increasing and empowering the authorization of local governments has the potential of contributing greatly to the solution of Kurdish issue as one of the important knots in Turkey. Throughout the history of the Republic, local governments and municipalities have been considered as effective tools in providing cost-efficient and prevalent public service rather than maintaining local democracy. Nevertheless, instead of adapting this approach, transferring significant amount of authority to local governments and loosening the firm centralist system of nation-state, as France has been doing since 1951, will not only create an integration in the country and reduce the unbalanced socio-economic conditions among the regions but it will also sustain the plurality by maintaining the differences of each local community. It will then be possible to establish mechanisms to enable public participation, to relate local governments with the problems of the whole society, and to include local governments in the protection and the development of social, economic, cultural, and historical assets. In addition, supporting local governments by the central budget in line with their growth rate, providing them with the autonomous possibilities of improving economically (e.g. becoming a cooperative); that is, giving them the opportunity to cooperate, consume what they produce, and be self-sufficient, could be an alternative for neo-liberal system's -global localization- approach adapted not for public but for the capital. The difference between such a -local government- and the one advocated by liberal approach repressed from central government is self-evident.
ÖZETDünya siyasi tarihinin en önemli dönüm noktalarından biri olan 1980'li yıllarda, SSCB çözülmeye başlamış, 9 Kasım 1989 tarihinde adeta soğuk savaşın sembolü olan Berlin Duvarı'nın yıkılmasıyla küresel dengeler Batı ve ABD lehine değişmiştir. Batı ve ABD, liberal demokratik sistemi artık dünyanın genel geçer tek egemen siyasal modeli olarak diğer ülkelere yayma ve egemen kılma stratejik hedefiyle "Yeni Dünya Düzeni" taktik projesini uygulamaya koymuşlardır.Osmanlı idaresi sonrasında Ortadoğu, uzun bir süre huzur bulamamış, bu yüzden ABD ve Batı için Yeni Dünya Düzeni projesinin en önemli uygulama alanı olmuştur. Diğer taraftan Irak, uzun yıllar istikrar yüzü görmemiş, kuzeyde Kürt grupların ayrılıkçı talepleriyle uğraşırken siyasi otoritesi ise sürekli bir darbeler zincirine muhatap olmuştur. En son Saddam rejiminin 2 Ağustos 1990 tarihinde Kuveyt'i işgaliyle başlayan fiili durum Mart 1991 tarihinde Irak'ın, askeri, siyasi ve ekonomik olarak çevrelenmesine sebep olmuştur. 11 Eylül 2001 tarihinde, New York'ta Dünya Ticaret Merkezi'ne yapılan terörist saldırılar; başta ABD olmak üzere, ülkelerin güvenlik stratejilerini değiştirmiş, "savunma" temelli stratejilerden "tehdit algılandığı anda ortadan kaldırma" eksenli bir stratejiye kaymıştır. ABD, yeni Ulusal Güvenlik Doktrini gereği Irak'ın terörizmi desteklediği ve kitle imha silahları ürettiği ve bulundurduğu gerekçeleriyle 20 Mart 2003 tarihinde İngiltere ile birlikte Iraklı muhalif grupları da yanına alarak Irak'ı işgal etmiştir. Hemen yanı başında gerçekleşen bu savaş, Türkiye'yi stratejik konumu gereği çok yakından ilgilendirmiştir. ABD'nin Kuzey cephesinin açılması konusundaki talepleri 1 Mart tezkeresi ile reddedilmiş ancak, ABD ve müttefiklerine hava sahasını açarak savaş sırasında destek olmuştur. Türkiye, bu savaşta hep "Uluslararası Meşruiyet" arayarak, barışçıl bir politika izleme konusunda azami çaba sarf etmiş, ayrıca savaş sonrası Irak'ın yeniden yapılandırılması ve imarı konusunda da lojistik destek vermiştir.İşgal sonrası, 28 Nisan 2003 tarihinde başlayan Irak yönetiminin yeniden yapılandırılması çalışmaları neticesinde, Temmuz 2003 tarihinde Irak Geçici Yönetimi oluşturulmuş, 8 Mart 2004 tarihinde daha sonraki sürece yön verecek olan Irak Geçici İdari Yasası kabul edilmiştir. Yeni devletin rejimi demokratik cumhuriyet olarak tanımlanırken, Kerkük ve Bağdat'ın ayrı tutulduğu coğrafi esaslara göre 18 eyaletli federal bir yapı oluşturulmuştur. 30 Ocak 2005 yılında yapılan seçimlerinin ardından demokrasiye geçme çabası devam eden Irak'ta, 15 Ekim 2005 tarihinde Irak Yeni Anayasası referandumla kabul edilmiştir.Yeniden yapılandırılma sürecinde etnik temelde yapılan tartışmaların en önemlisi Kuzey Irak Bölgesel Kürt Yönetimi olmuştur. Özerkliklerine anayasal temelde meşruiyet sağlayan Kuzey Irak Kürt Yönetimi, Türkiye ve başta ABD olmak üzere diğer ülkelerin baskısı sonucunda demokratik sürece adapte olma ve Irak'ın bütünlüğünün korunması konusunda mesafe alarak bağımsızlık hedeflerini ötelemişlerdir. Ayrıca, Türkiye bu süreçte "Kırmızı Çizgileri"ni koruma konusunda ABD ve Irak Merkezi Hükümeti ile diyalog içinde olmuştur. Türkiye'nin, özellikle PKK, Kerkük ve Türkmenler ile ilgili yaptığı çalışmalar kısmen başarılı olmuş, son dönemde de Kuzey Irak Bölgesel Kürt Yönetimi ile iyi ilişkiler kurmaya başlamıştır. SUMMARYOne of the most important turning point in the History of World Politics was during 1980s: the USSR was begining to disintegrate; the fall of the Berlin Wall on 9 November 1989, which symbolised the (end of) cold war, shifted the global balance in favor of the United States and the Western Europe. From then on, the West and the U.S. put the New World Order (NWO) policy into effect, which is known to be a strategy aimed at spreading the liberal democratic system to other countries as the world's only and dominant political system.For a long time after the Ottoman ruling, the Middle East failed to achieve stability and became the main focus of the west. Moreover Iraq was struggling to stabilize her political system with the demands of Kurdish separatist groups and ongoing coups d'etat in the country. The Invasion of Kuwait on the 2nd of August 1990 by Saddam's Baathist regime led to the surrounding of Iraq's millitary, politics and sanctions on its economy by the west in March 1991. The 9/11 terrorist attack on America in 2001 at the World Trade Center Towers made the U.S. and other countries around the world to reconsider their security strategies from defensive to "elimating the threat at the instant of its detection". Under the new National Security Doctrine, the U.S. and Britain, with the coalition forces invaded Iraq on March 20, 2003 on the grounds of Saddam's government supporting terrorism, and holding in its possesions weapons of mass destruction (WMD). Having a war right across its borders caused a major concern for Turkey. The U.S. officially requested from Turkey to open the northern Iraqi front line and give passage to the U.S, personnel. However, on March the first, by the majority of Turkish Parliament, the bill was blocked. Nevertheless, Turkey gave indirect support to the coalition forces by opening her airspace to their military use. During the war, Turkish government had put maximum effort seeking peaceful policy on the grounds of "international legitimacy", and in the aftermath of the war, the Turkish government have been giving full logistic support during the reconstruction of Iraq.Folowing the invasion on the 28 of April 2003, restoring of the Iraqi goverment began and as the result, in July 2003 Iraqi Interim Administration was constituted. In order to direct the course of reconstruction of the country, in 8 March 2004 the Iraqi Transitional Administrative Law was approved: the new state government was defined as a democratic republic, where Kirkuk and Baghdad kept separate from the 18 states with a federal structure based on geographical basis. The effort of transition to democracy continued following the January 2005 elections, and as a result on October 15, 2005 the new constitution was approved by a referandum.In the process of restructuring Iraq, the most disputed ethnic issue was Kurdish Northern Iraq Regional Administration. The Northern Iraqi Kurdish Administration obtained a legitimate autonomy under the constitutional basis, however the administration deferred its declaration of independence due to political pressure from Turkey, the U.S and other countries. The Northern Administration was encouraged to adapt to the new Iraqi deomcratic process and to preserve the country's unity. Furthermore, during this process Turkey have been in dialogue with the United States and Iraqi Central Government to advocate for maintaining the regions safety, and the issues which the Turkish government is sensitive. Turkey's effort especially on the matters like the PKK, Kirkuk and Turkmen has been partly successful, the Turkish government has recently began establishing good relations with Northern Iraq Kurdish Regional Administration.
ÖZETBu çalışma, 1980 sonrası Mısır'ında sivil toplum kavramının yeşerdiği ortamın temel dinamiklerinin neler olduğunu, bireysel özgürlüklere dayanan sivil toplum anlayışının demokratikleşmeyi nasıl etkilediğini araştırma amacıyla seçilmiştir. Bu inceleme, sivil toplum kavramının tarihsel ve terminolojik gelişiminden yola çıkarak, Ortadoğu toplumlarının sivil toplumu ve kurumlarını oluşturmadaki kriterlerini tartışmayı amaçlar. Genelde Ortadoğu, özelde ise Mısır toplumu ve kültürü tartışmanın eksenine oturtularak, bu kültürün meydana gelen gelişmeler karşısındaki temel özellikleri gözler önüne serilmeye çalışılmıştır. Sivil toplum anlayışı salt bireyin öyküsünden filizlenen bir kavramdır. Mısır olgusu mercek altına alındığı zaman ise, burada sivil toplum anlayışının fertlerin tek tek kendilerini mensup hissettikleri yapılardan kaynaklandığı görülür. Mensubiyetlerden de birey değil, grup, aşiret, cemaat, kitle ve taraftar olguları vurgulanır. Bu itibarla kendini bir yere ve/veya yerlere ait kabul etme üzerine kurulu sivil toplum kavramının ortaya çıkmasındaki güçlükler son derece açıktır. Bu ülkede sivil toplum daha çok gruplar, kitleler ve cemaatler tarafından savunulmuştur. Bu sebeple de ortaya çıkma aşamasında bazı güçlüklerle karşılaşılmıştır. Özellikle de Mısır'daki İslami cemaatler ve gruplar bunun öncülüğünü yapmıştır.Seksenli yıllarda Doğu Avrupa'da gerçekleşen değişimler, Ortadoğu'nun otoriter devletlerinde demokratik bir değişime yönelik umutları canlandırdı. Ancak liberalleşme bölgenin birkaç devletinde, o da basın sansürünün gevşetilmesi, yarım yamalak serbest seçimler yapılmasının ötesine geçemedi. Bununla birlikte sivil toplum örgütleri iyiden iyiye kıpırdanmaya başladı.Bu araştırmada, Mısır devletinin sosyo - kültürel yapısı ve geçirdiği siyasi süreçler incelendi. Sivil toplum örgütlenmesinin tezahür biçimleri analiz edilerek sivil toplumun demokratikleşme sürecindeki rolünün ne olduğu ortaya çıkarılmaya çalışıldı. Aynı zamanda bir sivil toplumun ortaya çıkışını hangi faktörlerin engellediği araştırıldı. "İslamcılık" ve "Kökten Dincilik" in sivil toplumun gelişimine etkisi anlatılmaya çalışıldı ve bu eksende İslami cemaatler yoğun olarak ele alındı.İki bölümden meydana gelen bu incelemenin birinci bölümünde, ana konuya destek niteliğindeki diğer alt konular da yer almaktadır. Burada sivil toplumun terminolojik ve tarihsel geçmişinden bahsedilmekte, sivil toplumun dünyada, Avrupa'da, Ortadoğu ve Türkiye'deki gelişimlerine kısaca değinildikten sonra araştırmanın temel konusunu teşkil eden, Mısır'da Sivil Toplum bölümüne geçilmiştir.İkinci bölümde ise Mısır toplumunun tarihsel ve sosyo - kültürel açıdan tanıtılması amacıyla, Mısır tarihine yer verilmiş ve bu bölümde kısaca bugünkü Mısır'ın tarihine değinilmiştir. Daha sonra araştırmamızın temelini teşkil eden Mısır'da sivil toplum konusuna girilmiştir. Mısır'daki sivil toplum gelişmelerini daha iyi anlayabilmek için öncelikle Arap Körfezindeki ya da Ortadoğu'daki sivil toplumu irdelemeye çalıştık. Buradaki ekonomik, politik ve sosyal organizasyonların hangi boyutlarda gerçekleştiğine değindikten sonra, Ortadoğu'da sivil toplum tartışmaları adı altında Laik Tartışma, Liberal Sivil Toplum Modeli Tartışmaları, Arap Sol Milliyetçilerinin Sivil Toplum Tartışmaları, İslamcılar ve Sivil Toplum konuları ele alınmıştır. Mısır'da Sivil Toplum, Devlet ve Ekonomi başlığıyla sivil toplum örgütlerinin devlet yönetimi ile ilişkisi, Sivil Toplum - Ordu İkilemi başlığıyla da asker sivil ilişkilerinin hangi boyutlarda olduğu, sivil gücün artırılması için neler yapılabileceği araştırılmaya çalışıldı. Üçüncü bölümün sonunda ise Mısır'da Demokrasi, Sivil Toplum ve İslam başlığı adı altında ise, Mısır'daki demokrasi anlayışı ve liberal demokratikleşme, sivil toplum ve İslam, İslami cemaatler ve bunlar içinde özellikle Müslüman Kardeşler örgütü incelenmeye, araştırılmaya çalışılmıştır.ABSTRACTTHE SOCİAL CHANGİNG AND CİVİL SOCİETY İN EGYPT AFTER 1980This study has been chosen in order to understand the basic dynamics of the environment in which the concept of civil society emerged, and to examine how the mentality of civil society, which is based on individual freedom, influenced the process of the democratization of the Egyptian people after the year of 1980. Depending on the historical and terminological evolution of the concept of civil society, this study is aimed to discuss the criterions of the Middle Eastern societies in their establishment of civil societies and their institutions. The discussion is concentrated on the societies and cultures of Middle East in general, and of Egypt in particular. This investigation is directed to evaluate how these societies and cultures reacted to new social and cultural developments that are originated in other parts of the world.The concept of civil society stems from the idea of individualism. As far as the case of Egypt is concerned, it is understood that the idea of civil society relies on the social structures that individuals feel themselves as members of these groups. The nature of membership is not based on individuals but on various tribal, religious, and political groups. Thus it is quite understandable that the emergence of the concept of civil society is fraught with many difficulties, for in its real sense the idea of civil society relies on individuals themselves rather than various oriented groups. In this country, the idea of civil society is defended by certain social and religious groups. For this reason, in its emergence and development, the concept faced with many difficulties. Especially Muslim religious groups in Egypt represented themselves as pioneer activists in favoring civil society.In the eighties, social and political changes emerged in the Eastern European countries inspired Middle Eastern society in order to make similar social and political changes in their autocratic governments in the direction of democratic developments. The strives of democratization, however, were limited to some improvements in the field of press to a certain extend, and some premature free political elections in a couple of Middle Eastern countries. Nevertheless, the civil society supporters of these communities began to play more significant roles in their countries.In this study, the socio-cultural structure and its historical developments in Egyptian state is examined. The organizations of civil society and their social consequences are analyzed, and the role of civil society in the course of democratization is investigated. At the same time, the factors that hindered the emergence of civil society are evaluated. The influence of the concepts "Islamism" and "fundamentalism" on the development of civil society is questioned and in this case Egyptian Muslim religious groups are investigated.The study consists of two main chapters. The first chapter includes subdivided complimentary arguments that support the main topic. In this part, terminological and historical background of the idea of civil society is mentioned. Then various civil society cases in the Europe, Middle East, Turkey and other countries are briefly introduced, and Egyptian civil society case, which is primary subject of this study is elaborated.In the second chapter, in order to understand the historical and socio-cultural background of the Egyptian society a general Egyptian history is summarized, and modern history of Egypt is briefly presented.Again in the second chapter, the primary topic of this study, Egyptian civil society experience is investigated. In order to present a more comprehensive analysis of civil society developments, other cases from other Arab and Middle Eastern countries are examined. Economic, political, and social organizations are explored. Next, in the Middle Eastern societies, the discussions on the concept of civil society are analyzed surrounding Secular Discussions, the discussions on Liberal Civil Society Model, civil society discussions of Arab Left Nationalists, and Islamists. Under the title of Civil Society; State and Economy in Egypt, the economic relationship between the civil society organizations and government is examined. Under the title of Civil Society Military Dilemma, the relationship between civil citizens and military is questioned and some suggestions to improve the influence of civil power are analyzed.At the end of the third chapter, under the title of Democracy, Civil Society, and Islam in Egypt, the Egyptian way of understanding democracy, liberal democratization, civil society and Islam, Muslim religious groups, and among them Muslim Brothers organization are examined.
Avrupa Birliği (AB) 2004 yılından bu yana Orta ve Doğu Avrupa ülkelerinin büyük çoğunluğunu resmi olarak birliğe kabul etti ve Batı Balkanlarda geriye kalan üye olmayan ülkeler AB'nin yeni hedefi haline geldi. Ancak, Birlik AB politik üyelik koşulları yoluyla kurallarını Orta ve Doğu Avrupa ülkelerine kıyasla Batı Balkanlardaki diğer üye olmayan ülkelere aktarırken birtakım zorluklarla karşılaşmıştır. Burada akla iki soru gelmektedir: Birinci soru, "Hangi şartlar altında bu koşullar etkili olabilir?" iken; ikinci soru, "AB üyelik koşulları neden Batı Balkanlarda bulunan ülkelerin iç politikasında kısmen sınırlı bir rol oynar?" şeklindedir. Bu meseleyi açığa kavuşturmak için Schimmelfennig ve Sedelmeier (2004) tarafından "dış teşvik modeli" benimsenmiştir. Bu çalışma "dış teşvik modelinin" bu soruları tam anlamıyla cevaplandıramadığını ve ulusal kimliğin Batı Balkan devletleri olan Hırvatistan ve Sırbistan'da AB üyelik koşullarının etkililiğini belirleme noktasında önemli bir role sahip olduğunu ileri sürmektedir. Çalışmanın Hırvatistan ve Sırbistan'ı durum çalışmaları olarak ele almasının sebepleri; bu iki ülkenin eski Yugoslav Sosyalist Federal Cumhuriyeti olmaları ve 1990'lı yıllarda ortak bir savaş tarihi paylaşmalarıdır. Belirtilen bu ortak özelliklere rağmen bu iki ülkenin Birliğe olan üyelik sürecine ilişkin tutumlarının birbirinden farklılık arz ettiği dikkat çekmiştir (Massari, 2010). Hırvatistan AB üyeliğini hâlihazırda 2013 yılında elde etmiş olmasına rağmen, Sırbistan'ın bu üyeliği gerçekleştirme noktasında kat etmesi gereken daha çok yol vardır ; The European Union (EU) has formally initiated the vast majority of the Central and Eastern European Countries (CEECS) into the Union and Western Balkans' remaining non-EU countries have became the new target of EU enlargement since 2004. The Union, however, has faced some difficulties in transferring its rules to non-member countries in Western Balkans by means of the EU political accession conditionality in comparison to Central and Eastern European Countries. Here are two questions to mind: 'Under what circumstances could the conditionality be effective?' and 'why does the EU conditionality play relatively limited role in the domestic politics of the Western Balkan states?' An "external incentive model" is adopted by Schimmelfennig and Sedelmeier (2004) to articulate the issue. This study addresses this contestation, arguing that the "external incentive model" is incapable of fully answering these questions and that national identity has a huge impact on the determination of the effectiveness of EU accession conditionality by focusing on the problems limiting this effectiveness in two Balkan states, namely Croatia and Serbia. The reasons why the paper has chosen Croatia and Serbia as case studies are that they are republics of former Yugoslavia and that they have shared war history in the 1990s, however act differently on the way to the European Union (Massari, 2010). Although Croatia has become a member of the Union, Serbia still has got a long way to go The European Union has utilised political conditionality as one of the most significant strategies to export its governance and to encourage non-member countries to obey the rules of the EU (Schimmelfennig and Sedelmeier, 2004). Political conditions, which are necessitated by the Union from the very beginning, can be described as a competitive party system, and free and fair elections. As for the essential political conditions of EU accession that the EU confirmed in 1993, which are also defined as the Copenhagen Criteria, they are the stability of democratic institutions, rule of law, liberal market economy, human rights and lastly the protection of minority rights (Bieber, 2013:2). The required political conditions are flexible. By which it means that some specific requirements could be added to the conditions. For instance, the UE required cooperation with the International Criminal Tribunal for the former Yugoslavia (ICTY) in the context of Western Balkans (Frerburh and Richter, 2010:269-71). Predominant studies select "external incentive model" to articulate the logic of EU conditionality and political conditions. This model is based on a rationalist cost-benefit calculation that assumes that states are regarded as rational actors, seeking to boost their interests (Schimmelfennig and Sedelmeier, 2004). The tool of conditionality is perhaps the most significant instrument that the EU external governance applies to force would-be member states to obey the rules of the EU. That is, the Union decides its instructions as conditions and would-be member states are expected or required to accept these conditions to receive rewards. Consequently, the target government would face three various pressures namely from the Union, domestic and international politics in return for EU external incentives (Trauner, 2011:8). It is therefore the credibility of the EU conditionality plays a key role in evaluating the pros and cons of EU rewards as opposed to domestic compliance (Schimmelfennig and Sedelmeier, 2004:663-7). This model is, however, unsuccessful in fully articulating why the EU political conditionality could perform better in states like Croatia than in states like Serbia in the context of Western Balkan despite the fact that the Union has provided these countries with rewards. At this point, national identity, as a constructivist variable, has a huge impact on the determination of the effectiveness of EU accession conditionality by focusing on the problems limiting this effectiveness in two Balkan states, namely Croatia and Serbia. National identity is the main theme that determines whether conditionality can be effective or not. Constructivists argue that wouldbe member states would acknowledge the influence of the Union by means of socialisation and persuasion processes. It is these processes internalizing identities with the help of domestic actors (Trauner, 2011). Considering the rules of the EU appropriate and compatible with political conditionality helps domestic actors to stick to given EU rules (Schimmelfennig et al., 2006:27-52). In this sense, national identity, as a filter actor, influences EU conditionality. It is, therefore, crucial to note that states, as social actors, often shape and reshape national identity when they face or interact with different social structures. The EU political conditionality has raised doubts about its effectiveness in the countries in question. This is because they had ethnic conflicts in 1990s that shaped their national identities. It is this historic background affecting the effectiveness of EU political conditionality in Croatia and Serbia in different lights. Although Croatia has become a member of the Union, Serbia still has got a long way to go.Cooperation with the ICTY has been very sensitive issue in both Croatia and Serbia where these countries had to comply with it as a result of being tied to EU accession. The way in which the transformation of the EU rules, however, quite varied from one another. Croatian elites saw the cooperation with ICTY as indispensable part of EU accession and in line with Croatian respect of European organizations. Croatia met EU requirements. This is simply because the country was one of the European countries in which the rule of law is respected and obeyed. As far as Serbia is concerned, the cooperation with the ICTY was ensured by Serbian elites who felt forced and oppressed to do so. But they rejected the Hague tribunal. Even though they rejected it, a sense of obligation arising from the fear of being punished by the international community through the cancellation or postpone of EU talks took place regarding detaining suspects. This problematic issue resulted in different images of the EU in the eyes of these two countries. Serbia regards the European Union as a punisher and a superior force that inclined to in Serbia. This could be one of the reasons why there is distance between Belgrade and Brussels. As for Croatia, the image of Europe in the eyes of Croatian people is related to high democratic standards, liberty and civilization (Subotic, 2011:326-7). This could be one of the reasons why there is close cooperation between Croatia and the European Union. The rational incentive model is important for explaining the choice of would-be member states. It is crucial to clarify that this model is valid once the rules of the European Union are compatible with national identity of the would-be member states. Once the national identity of the target state is incompatible with the rules of the EU, it is fair to say that any material condition does not serve a very useful purpose.
