(Ne)ucinkovitost izborne kampanje za izbore u Europski parlament 2004. u Sloveniji
In: Politicka misao, Band 44, Heft 3, S. 67-84
In the article we analyze the election campaign processes for the European Parliament election in Slovenia in 2004. We emphasize different theoretical explanations of election campaigns, among which we synthesize three important sets of contents, defined as process-organizational, media & system elements of the campaign. In the article we analyze the existence of all mentioned contents, where we predict that we can talk about some sort of connection between the efficiency of the election campaign or the decision about the selection of the campaign elements & final election effects of final party success at the elections. On the basis of the exposed efficiency indicators & implemented analysis in the case of Slovenian election campaign for the European ejection we can not confirm the connectedness between different campaign activities & final election result between the competitive political parties. Izborne reforme i konsolidacija stranackog sustava u Ukrajini
In: Politicka misao, Band 51, Heft 2
What are the reasons for change of electoral system in a country in transition? Who are the actors involved and how they do that? What consequences it has for parliament and the party system? This paper attempts to provide answers to these questions in the case of Ukraine. In that country, in less than two decades three types of electoral systems have been implemented: majority system in 1994, mixed system in 1998, 2002 and 2012, and proportional system in 2006 and 2007. Such frequent changes occurred due to elite-manipulation which aimed at satisfying self-interests of political elites. Both parliamentary and non-parliamentary elites have been involved in that process, and the most important actors among them have been oligarchs and the President. When the Ukrainian oligarchs as veto-players began to intensively participate in parties' activities, parties began to play a more important role than they did before. We conclude that the type of electoral system and oligarchic influence on parties and elections impacted the way how the party system has been shaped. We show that this system has been instrumentalised to achieve particular objectives of the dominant segments of political and business elites in Ukraine. Adapted from the source document.
Drustveni rascjepi i stranacke preferencije na izborima za Hrvatski sabor 2003. godine
In: Politicka misao, Band 44, Heft 4, S. 93-115
By applying the analytical model derived by Deegan-Krause, the paper analyzes social cleavages underpinning the party preferences in the elections for the Croatian Parliament in 2003. The results of the research carried out on a sample of 2,000 adult Croatian citizens by phone interviews two days before the elections indicate that this model has identified relatively shallow social cleavages underlying the voting behavior in the analyzed elections. Namely, out of thirteen analyzed attitudes only three significantly explain a part of the variance in party preferences, the most significant being the attitude concerning the cooperation with the International Criminal Tribunal for the Former Yugoslavia in the Hague & the attitude concerning abortion. The results also show there is a significant link among certain socio-demographic characteristics, the attitudes about the political issues in question & the party preferences. This means that there might be a social cleavage at work here. Tables, Figures, References. Adapted from the source document.
Financiranje predsjednickih izbora 2005: uloga regulativnih institucija
In: Politicka misao, Band 42, Heft 1, S. 37-48
The paper looks into the institutional features of regulating the 2005 campaign for the election of the president of the Republic of Croatia. The role of the regulative institutions is analyzed within a broader context of the regulation of political funding in Croatia. The paper offers the arguments concerning the non-transparency of the system of party & election funding in Croatia based on a comparison of the principles of good practice in political financing. Nassmacher's approach to the regulation of political finances is used as the analytical framework for the analysis of financing the 2005 presidential campaign in Croatia. It is based on four options: the autonomy option, the transparency option, the advocacy option & the diversified regulation option. & finally, the paper includes a brief overview of the funding budgets of the election campaigns of the 2005 presidential candidates. Predsjednicki izbori, ucinci selekcije i promicanje kulture ustavnodemokratske republike
In: Politicka misao, Band 42, Heft 1, S. 9-36
Having in mind the long evolution of constitutions & constitutional politics & the universal appeal of the process of the interplay between virtue & demagogy that occurs during presidential elections, the author touches on several topics. The first are the standard "dogmatic" comparative provisions regarding the election of the head of state which the author looks into through the constitutional-legal prism of the so called selection effect. As the institution of the president of the republic exists in many constitutions & is thus among the most significant institutionalized aspects of political & social life of every country, the author focuses on the extent in which that institution in the electoral context contributes to the affirmation of republicanism, democracy & public sphere. The author concludes that the election of presidents & the effects of electoral selection, among other things, affect the process of political integration that ought -- to not only in Croatia but everywhere & due to a plethora of reasons -- promote the universally accepted ontological principles of contemporary constitutional-democratic state. Internet - novo poglavlje predizbornih kampanja
In: Politicka misao, Band 36, Heft 4, S. 179-191
With the emergence of TV, pre-election campaigns in US shifted its focus from the content & the platform to the image of candidates who became well-packaged products. The biggest election turnout in US occurred exactly at the time of the emergence of this media; however, the percentages of voters' turnout plummeted in the 1990s. Enhanced by the attributes of TV as a media, the focus on "how" rather than on "what" did not achieve absolute results, & voters responded to the invasion of political image producers with voting abstinence. The latest chapter in pre-election campaigning is the Internet. With its properties & the rapid expansion of the users' net, the new media offers different conditions of communication with voters & is becoming a powerful -- & so far, insufficiently utilized -- weapon in the hands of pre-election strategists. 8 Tables, 1 Graph, 23 References. Promotivni prioriteti izbora 1992
In: Politicka misao, Band 30, Heft 3, S. 84-98
In studying the ways in which parties presented their programs prior to the 1992 elections for the House of Representatives in the Croatian parliament, one must start with a study of the parties' definitions of the social reality. The prominent political problems seen as priorities in the definition of the social reality can be divided into four large groups of problems: economy, internal policy, foreign policy, & war. An analysis of these will reveal differences in the parties' priorities of interests. The parties' definitions of the political reality make it possible to distinguish one party from the others & at the same time indicate various types of cooperation that would enable them to establish some "thematic alliances," which are deceptive because they are determined by party interests, values, & starting points. 6 Tables, 1 Figure, 9 References.
