This article treats Manitoba as a case study in the community-level factors influencing the rate of voter turnout. Combining data from Elections Manitoba and the Manitoba Bureau of Statistics, it consists of an ecological analysis of electoral participation among the province's fifty-seven constituencies from 1999 to 2007. The study reveals that, while conventional variables like age and affluence play a role, the competitiveness of the constituency is by far the most important factor in determining a district's rate of voter turnout. This finding required analysts to shift their focus to "competitiveness" as the dependent variable, which, in turn, revealed that the best predictor of a district's competitiveness was how close the race was in the previous election. The centrality of competitiveness to voter turnout in Manitoba raises important challenges for election officials and reform advocates, as it adds a dynamic, contextual variable that is difficult to manipulate.

This thesis examines the federal election of 1896 in Manitoba. It is prompted by the question of why, during a brief period of six months, Manitoba voters retracted their support from the anti-Remedial and anti-coercionist Liberals in the Provincial election of January 1896 to elect the pro-Remedial and coercionist federal Conservatives in the federal election of 1896. The thesis investigates the ways Manitoba candidates and parties developed their positions and priorities on campaign issues and public policy during the federal campaign. It examines candidates' reliance upon both political management and their stance on controversial election issues. The thesis will show that the Manitoba campaign was not the referendum on education that almost all historians have assumed or concluded.

The 1945 Manitoba provincial general election took place at an important time in world history, the end of the second Great War. The Coalition government, then led by Premier Stuart Garson, was returned to power with a substantial majority. This thesis will demonstrate that the Co-perative Commonwealth Federation, (C.C.F.) , which was formed from farmer, labour, and socialist parties in August 1932, and which soared to nationwide popularity exceeding that of the other political parties by September 1943, could have replaced the long-enduring Coalition government of Manitoba. lt will be seen that, in spite of an unrepresentative electoral system, and various damaging events and their ramifications, the C.C.F. almost became the party holding the most seats in the Manitoba provincial election of October 15, 1945. At the very least, had there been a "level playing field", in terms, for instance of a fairer system of representation, the C.C.F. might well have gained a significantly higher number of seats. Even so, the fact that it obtained almost a third of the popular vote inspired a confidential memo to Premier Stuart Garson, warning that the Liberal Progressives urgently needed to recruit younger and more energetic candidates to meet the next C.C.F. challenge.

Understanding the Manitoba Election 2019 offers an early analysis of the campaign and insights into the decision that Manitoba voters made on September 10, 2019. This open-access publication features contributions from a team of experts who followed the campaign and contribute not just to a post-election review, but also to the major discussions that will permeate provincial life over the next four years. The thirteen chapters included here examine critical pieces of the election and how Manitobans understand and experience democracy in 2019-the activities and performance of the three main political parties; analysis of participants outside political parties in the 2019 election, including pollsters, unions, and the disability community; representation and diversity; the campaign itself, including turnout, campaigning, and voting; and key public policy issues, including health, poverty, and the impact of balanced budget legislation and rhetoric. The key note of the Thesis will be a study of Provincial Elections in Manitoba during the period 1870 to 1899. The major political forces will be traced in an attempt to establish correlations between these forces and election results. Race and religion were at first the predominating political forces and the basis for representation in the Legislature. The influx of immigration modified representation by "classes and interests" and necessitated a readjustment in the political philosophy of the population. This readjustment was facilitated by the introduction of Dominion party lines, which also gave impetus to the political and economic growth of the Province and reflected itself in Provincial elections.

When Manitoba joined the Canadian Confederation in 1870, it did not have clearly defined political parties, and in the legislature many members had only a vague or obscure party affiliation if indeed they had any at all. Twenty years later, however, the province had changed dramatically as new settlers arrived, mostly from Europe or Ontario, which it increasingly resembled. As it developed, the province adopted the political parties that were present in Ontario and at the national level in Ottawa. Although party politics was still not as clearly defined as in the rest of the nation, it was beginning to take shape. The Liberal party in Manitoba first took office in 1888, and by the end of the First World War it appeared to dominate provincial politics. Well after the Second World War it continued to dominate Manitoba potitics in one form or another. The Liberals had established themselves as a political force that appeared unbeatable. By 1970, one hundred years after the birth of Manitoba, the fortunes of the once powerful Liberal party were in serious decline. The party that once had enjoyed such glorious success now seemed on the verge of extinction. Within a decade of Manitoba's centennial, the party that at one time could't "do no wrong" could now "do no right", and was practically eliminated from provincial politics by the mid-1980's. In the context of this decline, the 1988 provincial election results were astounding, as the resurgent Liberals won so many seats that they came close to forming the provincial government. In considering the major factors that evidently contributed to the slow decline and sudden recovery of Manitoba's Liberal party, this study identifies the federal Liberal party's influence, the capacity of local leadership, and the increased competition from the NDP. This Master of Arts Thesis analyzes the contours of the Manitoba political party system. By surveying Progressive Conservative, New Democratic and Liberal Party candidates in the 2003 Provincial Election, the study uncovers a distinct left-right pattern among their attitudes. In particular, each party contains its own unique 'alloy' of attitudinal elements. New Democratic candidates hold social democratic, reform liberal, 'New Left', and neoliberal attitudes, for instance. Meanwhile the Tories are divided between their 'progressive' and 'conservative' wings, and the Liberals between their reform and neoliberal factions. These internal cleavages help bridge the gaps along the party spectrum, as certain left-wing and right-wing values permeate the attitudes of each party. Specifically, the survey reveals widespread leftist support for welfare, civil liberties and the environment, as well as cross-party adherence to neo-liberal concepts like affordable government. Nonetheless, despite intra-party divisions and inter-party convergence, the study concludes that there is considerable attitudinal distance between the New Democrats, Liberals and Conservatives, thereby confirming the existence of the 'traditional party spectrum' in Manitoba - with the NDP on the left, the PC's on the right and the Liberals in the centre.
