There has been a misconception that there was no political party in Hong Kong before the 1980s, and that the Hong Kong people cared less about political reforms before the 1990s. This misconception is reinforced by various discourses such as the "lifeboat" theory, the "administrative absorption" theory, and the national characteristic of the Chinese people. Through a historical study of the Reform Club of Hong Kong and the Hong Kong Civic Association in the early postwar period, we come to a clear picture of the history of political development in Hong Kong. First, Hong Kong people were not indifferent to politics, although constitutional reforms made little progress before the 1980s. Second, early form of political party did exist before the 1980s. ; The Reform Club of Hong Kong and the Hong Kong Civic Association were more than pressure groups but could be defined as political parties to pursue political, economic and social reforms in Hong Kong. Serving as the bridge between the Government and the people, they were particularly interested in such social issues as the urban development, housing, medicare, economy, education, crime, and hawking. Although the two parties often took a critical stance towards the Government, the Government used them to communicate with the people and to balance of interest of different political forces. The historical role of the Reform Club of Hong Kong and the Hong Kong Civic Association is largely forgotten and little-studied. This is the first academic treatment of these two earliest political parties in postwar Hong Kong. It aims to give a better understanding of the intricate relationship between the Colonial Government and the staff in London, the nature of colonial politics in early postwar Hong Kong, and the legacy of the Reform Club of Hong Kong and the Hong Kong Civic Association in today's Hong Kong. ...

However, as the number of nurses working in this field was small in comparison with hospital nurses, their practice and contribution is largely unknown. Aim: This study aims to reveal the developments in public health nursing practice in Maternal and Child Health Centres (MCHC) from 1954 to 2010. Objectives of this study include examining the characteristics of public health nursing practice and analysing the changes in public health nursing practice in MCHC, as well as identifying the significant events and factors that influenced its development. Methods: The historical research method was adopted to examine the public health nurses' experiences. The primary data source was derived from the collected oral histories of retired public health nurses and medical and nursing administrators. The secondary data source was obtained from a review of government documents, personal notes, photographs and newspaper cuttings. 先秦時期,隨著列國戰事的劇烈,各國君主對國內山林藪澤資源需求亦愈加增強。為加強對這些自然資源的掌控,便導致了本文的研究對象--「地方都官」的出現。所謂「都官」,即中央機構的總稱,同時包括了真正處於中央的機構,及它們設於地方的分支單位。這些位於地方的都官,與它們的中央主幹機構一樣,屬於非治民官,與郡、縣等直接面對人民的治民官有所不同。 ; 本文首先嘗試對秦漢「地方都官」實際包括的各種機構作出考釋,並嘗試歸納地方都官的命名方式,以及對地方的縣級都官在漢代官僚系統中的地位進行探討。其次,本文又嘗試以鹽、鐵、田、工四種地方都官為例子,復原地方都官的行政架構,結果顯示,雖然這四種地方都官各自經歷了行政組織上的變革,但整體來說,四種地方都官組織的基本結構大致相同,擁有一套共用的五層組織結構。而在地方都官的裁判權方面,地方都官雖然擁有治獄、訊獄、覆獄的權力,但這種權力無疑只在處理屬吏瀆職罪行的行政程序時方可體現。事實上,地方都官在制度上雖屬中央官,但本身在行政上的各方面皆從屬於所在的郡、縣;這種二重的特質,在田官的個案身上便得到徹底的展現。 ; 最後,這些掌控帝國山林藪澤資源、為皇家服務的地方都官,因維持其生產的成本極其巨大,故在西漢末時便漸漸被廢置。至東漢時,那些還未廢置的地方都官,亦正式劃歸地方,成為隸屬於郡的機構,不復以往中央官的性格。 ; During the Warring States period, there was an increasing demand over natural resources. To have better control over these strategic resources, the central government departments established certain regional branch-offices. Unlike commanderies 郡 and counties 縣, these branch-offices, which similar to their central counterparts, were not responsible for civil affairs and were regarded as Dū-guān 都官. For the sake of convenience, these branch-offices are entitled in a somewhat contradictory way through the article --"regional Dū-guān 地方都官. ; Chapter 3 details the macro-organization of regional Dū-guān established during Qin and Han, summarizing a total of 23 different types of regional Dū-guān. 本文回顧香港政府治理戲劇活動的歷史,分析三個歷史時期的治理策略,從而探討調節戲劇活動與殖民管治兩者的關條。香港政府在三個時期以不同方式介入戲劇領域,從戰後至六十年代的戲劇審查,後至六十年代後期至七十年代的文化服務,直到八十年代至九七年提倡戲劇的私營部門增長,三者並不連貫。三個時期的治理特色共同之處在於,政府僅僅為了排除危害社會穩定的麻煩,特別是制衡現代中國政權對香港(戲劇)的影響,並不志在正面地建立成果;因此,本文提出香港政府的文化治理是一種否定式治理策略。 ; I examine the history of Hong Kong government governing theatrical activities and then analyze the governing strategy in three historical periods; thus, I investigate the relation between regulations of theatrical activities and colonial governance. Hong Kong government employed different ways of intervention in three periods, including censorship from 1945 to 1960s, providing cultural service from late 1960s to 1970s and advocating growth of private sector of theatre from 1980s to 1997. These three strategies are not consistent in terms of achieving goals. 在全球基金總部要求擴大公民社會參與度的背景下,2006年4月,非政府組織聯合發起運動,反對中國全球基金國家協調委員會秘書處組織的兩名民間社會代表的選舉,要求增加參與權和改善選舉程式。本研究採用質性研究方法,對這場由非政府組織發起的政策倡導運動的發生原因、運動發起方的構成與真實力量、運動參與方在期間的互動過程與策略運用以及運動所能達成的成果展開分析,為社會運動理論在中國的適用與變化提供實證研究基礎上的探索,對非政府組織在中國環境下謀求組織發展及拓寬政治參與空間提出建議。 ; 本研究回顧了中國愛滋病問題的背景與現狀、西方社會運動研究理論體系與相關研究成果以及中國抗爭政治研究,採用動員結構與政治機會結構為核心的分析框架,發現: ; (1)在西方社會運動理論研究中沒有重要地位的傘狀組織關係在在CCM選舉運動動員結構中扮演了關鍵角色,增加了運動發起方的整體力量與合法性來源,並呈現出多層級傘狀組織結構。 ; (2)CCM選舉運動聯盟距離臨時性、適當制度化和去中心化的目標尚有距離,正在向理想的外部動員結構轉化,目前呈現出非政府組織聯盟與多層級傘狀組織相結合的動員結構。 ; (3)中國目前宏觀政治環境中存在倡導型運動的生存空間。通過一系列的策略選擇與運用,運動發起方可以發掘、詮釋、擴大政治機會,不斷營造運動發展空間,尤其是對國際因素的敏銳把握與利用,成功將運動不斷推進。 ; (4)政治機會結構四要素並不是平行發揮作用。在國家鎮壓能力基本穩定維持不變的情況下,政治體制內同盟者的存在對政治管道和政治精英體制穩定性發揮主導作用,進而對運動進程和結果帶來深遠影響。 ; 本研究提出了目前CCM選舉運動的動員結構特徵,以及運動發起方在對政治機會把握、利用過程中的優點與缺陷,並提議加入跨界拓展作為考察外部動員結構的分析視角,在政治機會結構四要素的分析中整合國際因素的影響,最後提出對非政府組織發展,國際項目管理和相關政策的建議。 ; Since Global Fund claimed for expanding public participation in civil society, in the April of 2006 NGOs made allies to launch a movement against the election organized by CCM Secretariat, requiring adding the right of participation and improving election procedures. With qualitative research method, this paper analyzes the reason, process and result including interactions and strategies among participants of this advocacy movement organized by NGOs, providing evidence-based study for employment and adaptation of the social movement theory in China; and makes suggestions for NGOs to expand organization development and political participation in the context of China. ; This study adopts mobilization structure and political opportunity structure in the theory of social movement as core theoretical framework based on reviewing the background and status quo of AIDS issue in China, the theory and relevant studies of social movement as well as studies on China contentious politics. 杜甫詩是中國古典文學的經典,其經典地位奠定於有宋一代。本文以宋代詩話為考察對象,分析文學批評和杜詩經典化的關係,主要內容如下: ; 首先,本文將討論文壇領袖對杜詩的讚賞,如何演化為整個文壇的普遍觀念。文中指出蘇軾和黃庭堅是杜詩的發明者,二人對杜詩的評價,得到宋詩話的熱烈回應,意義不斷得到擴展和深化,由個人詮釋演化為宋人的集體認知,從而確立了杜詩的典範性。蘇軾「一飯未嘗忘君」的評語,經由詩話的討論和闡釋,最終令杜詩得「詩中六經」的評價。黃庭堅「無一字無來處」的評語,也促使詩話研究杜詩出處和用事手法蔚為風氣,不僅確立了杜甫好用事的特徵,也使杜詩成為宋詩風格的模範。 ; 其次,本文探討宋代政治和文化背景對宋人接受杜甫的影響。在「李杜優劣」此一議題上,杜詩得到凌駕李白的地位,批評家看重詩歌內容的社會意義多於藝術性,反映唐宋人期待視野的轉移。宋人對杜甫「詩史」的讚譽,也與宋型文化和南宋戰禍連年有密切關係。宋詩話特別重視杜甫和安史之亂有關的詩作,因為安史之亂與宋代歷史背景有不少相似之處,宋人藉著詮釋杜詩的義理,投射了對胡人的痛恨、戰亂中的自傷之情和淑世理想。宋人憑藉認同杜甫,達至自我認同;通過詮釋杜詩,而完成自我呈現。杜甫在安史之亂中的遭遇,使他成了盛唐詩人中最能引發宋人共鳴者,也為宋人的詮釋提供了前提。宋詩話慣以比興和用事手法解釋杜詩,也使杜詩的詮釋空間擴大,更能貼合宋人的情感寄託。 ; 此外,本文就宋詩話的本質和批評形式,如何在一定程度上掌握文學經典化的權力進行探討。詩話是新興於宋的詩歌批評形式,「摘句批評」和「論詩辨體」是其慣用的表達方式。在詩話的批評形式下,宋詩話出現了以杜詩為中心的價值取向:評估杜詩的價值,展示杜詩的多元性,樹立杜詩的正統意義,確立杜詩較他人優勝的觀念,凸顯學杜之必要。詩話的批評形式確立了杜詩經典化的重要價值,又憑藉詩話的詩法指導功能,規範了時人的價值判斷和創作。 ; 最後,本文考察杜甫在宋代唐宋詩之爭的詩統建構中所處的位置。「宋詩」詩統藉著「一祖三宗」的論述,加強和杜甫的連繫,鞏固自身的正統地位。「唐詩」詩統同樣以杜甫為正統,其論述反而著重否定「宋詩」和杜甫的關係。唐、宋詩同樣以杜甫為正統,使杜詩超然於後世受唐宋詩之爭,對杜詩經典價值的延續有深刻意義。 ; Since its inception in the Song Dynasty, Du Fu 杜甫 's poetry has been firmly regarded as a canon in the field of classical Chinese Literature. The process of which, however, has not been clearly examined. Based on Song Dynasty's Remarks on Poetry 詩話, this thesis is devoted to analyzing the relationship between literary criticism and canonization of Du's poems. ; First, this thesis discusses how literary leaders' commendation on Du's poetry has become the general view of the Song literati. It particularly highlighted the evaluations of Du's poems from Su Shi 蘇軾 and Huang Ting-jian 黃庭堅. Their comments were widely quoted and re-interpreted by subsequent authors of Remarks on Poetry, which confirmed and reinforced the importance of Su and Huan's thoughts. The transition from Su and Huang's personal interpretation to becoming a widely-held view amongst the literati, affirmed the canonical status of Du's poetry.
