Introduction. Legislative acts of Ukraine stipulate that the monetary unit of Ukraine is the hryvnia, while cash (money) exists in the form of cash (banknotes and coins bearing the nominal value indicated thereon) and in the non-cash form (records on accounts with banks: funds On accounts in and deposits on demand). With the advent of electronic money to scientists, the question arose about the theoretical foundations of the functioning of this payment instrument, since it has signs of both cash and cashless funds and needs theoretical substantiation of its place in the theory of modern money.Purpose. The purpose and objectives of the study are to determine the place of electronic money in the theory of modern money, refine their functions and evaluate their value in the monetary circulation of the country.Methods. Methods used in the article: theoretical analysis and synthesis of the test material, social and qualitative research methods, analytical- statistical method.Results. The legal conflict, which is ambiguous, whether the state is currently guaranteed to provide electronic money in banks or not. Therefore, this inaccuracy in the legislation should be resolved within the legal framework and economic basis. In our turn, we believe it is expedient to introduce a norm on the unequivocal guarantee of the provision of electronic money, as they are cash in national currency of the country where they are in circulation and have the corresponding status of the total equivalent in both cash and non-cash forms money.Originality. In this article, for the first time, the place of electronic money was determined in the theory of modern money and outlined the basic features of electronic money that have properties for both cash and non-cash forms of money.Conclusion. Like other forms of modern money, electronic money is by its nature credit – the obligations of the bank that issued them, to settle at maturity with their user (owner) of traditional forms of money. They perform the same functions as other forms, and the question of the quantity, origin and content of their functions is also controversial and depends on the views of scholars or the views of various scientific schools.

The study deals with the methodology of the audit the effectiveness of e-environment for public procurement. The purpose of this paper is deepening theoretical and methodological framework for auditing electronic systems for public (government) procurement. Research methods included analysis of legislation in the area of procurement, monitoring of individual transactions of public (state) procurement, interview with the responsible persons of budgetary funds on the assessment of the effectiveness of the electronic system Prozorro. The paper generalizes the experience of foreign bodies of the state audit and analyzes audit features of procurement for public funds in the context of electronic systems, methodology for auditing the effectiveness of information systems based on international standards ISSAI and foreign experience of government audits of selected areas of public administration was proposed. The article deals with the necessity of introduction of electronic criminal proceedings in Ukraine. It is noted that today Ukrainian criminal procedural legislation has introduced mixed or partially electronic criminal process, that is, paper proceedings with elements of electronic fixation. In the process of formation of electronic criminal proceedings, which has recently started in Ukraine, it is important to properly use the benefits of electronic document management. Another advantage of the use of electronic criminal proceedings, to which the EED is integrated, is the instant exchange of documents between law enforcement and judicial authorities. The time of drafting the electronic document should reflect the time of the decision in criminal proceedings or the completion of the investigative (investigative) action. The legislation stipulates that the electronic document must contain temporal differences in the conduct of investigative (investigative) action or making procedural decision with the moment of their documentary fixation. In view of the criminal proceedings, any procedural document in electronic form can be considered as documented data (information), which is being signed, and the investigator (detective, prosecutor, investigating judge) and other participants in the criminal proceedings - the signatories, ie persons who sign this document using a personal digital signature. The electronic digital signature of the investigator (prosecutor, investigating judge) and the other participant in the criminal proceedings can be verified with a public key, which will allow the author and / or signatory of the procedural and / or other document to be identified. The aim of the study is to define conceptual approaches to the concept of "electronic elections" and to identify obstacles to their implementation in Ukraine. The relevance of the topic is due to the discrepancy between the rapid introduction of digital technologies in all spheres of society and the obstacles that have arisen on the way to the introduction of electronic voting in the process of expressing the will of citizens. The local elections in Ukraine in 2020 became a definite marker of this situation. Common research methods have used, such as induction and deduction, synthesis and analysis, dialectical and comparative methods. The existing classifications of electronic voting have been analyzed and the forms and mechanisms of electronic voting abroad have been considered. Legal barriers to the introduction of electronic voting in elections have been identified. The examples of arguments of a negative attitude to the use of digital technologies in the expression of the will of citizens have been given. The role and importance of the electronic voting in the development of electronic democracy and the functioning of electronic government have been shown. It has been concluded that the ambiguity of the concept itself gives rise to a lack of understanding of electronic voting's ways of practical implementation, creates certain barriers to further progress in this direction. In the article analyzed the current state and prospects of development of legislative regulation of venture capital funds in Ukraine. Considered the main normative legal acts and laws that support the venture funding and submitted a proposal for their changes.

The article reveals the need to introduce information and telecommunication technologies (ICT) in public administration, the development of which causes radical changes in the lives of society and ordinary citizens. It is substantiated that one of the functions of public administration and a necessary prerequisite for sustainable democratic development is to ensure transparency and openness of government at all levels. This is the key to the implementation of an effective policy that can create real civilian control, ensure human and civil rights, strengthen citizens' trust in government. It is studied that the highest form of e-government is e-democracy, which allows ordinary citizens - members of society to participate in the development of management decisions. This happens at all stages of the process - from initiation and development to the adoption and monitoring of performance. E-democracy provides new forms of communication, unhindered access to public information, and promotes citizen participation in the formulation and implementation of public policy. Citizens use e-government tools to interact with public authorities, as well as to interact with each other on policy and self-government issues. It has been proven that the events of recent years demonstrate the community's desire to participate in decisions. The society is set up to more actively use the tools of involvement. We can see this in the example of the introduction of electronic petitions at the level of public authorities and local councils. This tool for the introduction of e-democracy acts as an initiative for participatory democracy and increases the motivation of the community to use e-government in cooperation with the government. Обґрунтовано, що однією з функцій державного управління та необхідною передумовою сталого демократичного розвитку є забезпечення прозорості та відкритості влади на всіх її рівнях. Саме це є запорукою здійснення ефективної політики, яка спроможна створити реальний громадянський контроль, забезпечити права людини та громадянина, зміцнити довіру громадян до влади. Досліджено, що найвищою формою електронного урядування є електронна демократія, яка дає можливість пересічним громадянам – членам суспільства брати участь у виробленні управлінських рішень. Це відбувається на всіх етапах процесу – від ініціації та розробки до прийняття та відслідковування результативності. Електронна демократія забезпечує нові форми комунікації, безперешкодний доступ до публічної інформації та сприяє участі громадян в виробленні і впровадженні державної політики. Громадяни використовують інструменти електронного урядування для взаємодії з органами публічної влади, а також для взаємодії між собою у питаннях політики та самоврядування. Доведено, що події останніх років демонструють прагнення громади до участі в ухвалені рішень. Спільнота налаштована на активніше застосування інструментарію залучення. Це ми можемо бачити на прикладі запровадження електронних петицій на рівні органів державної влади та місцевих рад. Цей інструмент запровадження е-демократії виступає як ініціатива демократії участі з боку громадян та підвищує мотивацію спільноти до застосування електронного урядування у взаємодії зі владою. Scientific recommendations on electronic documents circulation's introduction in the system of the taxation are developed. The model of the initial tax calculation is offered which in contrast to available one takes into account the specific of enterprise's administrative business-processes and also the algorithm of tax-payer's electronic authentication in global system of electronic government. This allows without additional costs to boost information streams' quality on electronic documentation of tax calculations. This also allows avoiding documents' doubling and their separate requisites in state database. ; Міжнародні економічні стандарти обумовлюють необхідність впровадження системи електронного документообігу та поступове наближення української моделі оподаткування до структури сучасного оподаткування ЄС, посилення і зміцнення співробітництва, спрямованого на удосконалення і розвиток податкової системи та податкових органів України. Доведено, що застосовування системи електронного оподаткування можливе лише після вирішення низки проблемних питань, зокрема, відсутність спільних форматів ЕЦП, наявність різних сертифікаційних центрів, інтерфейсну недосконалість діючих програмних продуктів, необхідність захищеності архівування електронних документів контролюючими органами. Досліджено місце податкового обліку в інформаційній системі управління підприємством; розкрито методологічні засади організації документообігу операцій з оподаткування результатів діяльності підприємства та розроблено рекомендації з гармонізації податкового та фінансового обліку в Україні в системі електронного документообігу. Поступовий перехід системи адміністрування податків на технології електронного врядування дозволяє стверджувати, що питання запровадження системи електронного документообігу вже не є справою окремих суб'єктів господарювання, а відноситься до низки пріоритетів держави, що актуалізує необхідність розробки методологічних та організаційних засад електронного документообігу в сфері оподаткування. В роботі запропоновано модель електронного документування, яка враховує процедуру автентифікації платника податку в глобальній системі електронного уряду, вдосконалює форми облікових регістрів та податкової звітності, дозволяє забезпечити складання повної і правдивої звітності без додаткових витрат на утримання персоналу, підвищує якість інформаційних потоків з електронного документування податкових розрахунків.

Досліджено сучасні тенденції щодо вивчення світовим науковим співтовариством проблематики електронного врядування на основі аналізу публікацій у міжнародному науковому журналі Electronic Government. Зазначено, що особливістю досліджень у сфері електронного урядування є те, що ця сфера невпинно та динамічно змінюється під впливом багатьох факторів глобального масштабу, модернізується разом з розвитком інформаційно-комунікаційних технологій та суспільних відносин. Це вимагає більшого ступеня інтеграції українських досліджень у галузі публічного управління та адміністрування до загальносвітового наукового контексту. Установлено, що в статтях журналу Electronic Government провідна увага приділяється тематиці, пов'язаній з проблемами техніко-технологічної та соціально-гуманітарної складових функціонування та розвитку електронного урядування, питаннями методології та методики впровадження електронного уряду, безпеки в системах електронного урядування. Introduction. Nowadays, the pension system in Ukraine is being transformed, which necessitates analytical research on the activities of private pension funds, namely, open-ended, identifying problems of their activities and finding ways for further effective development.Methods. In the article author uses methods of analysis and synthesis, graphic research methods, economic and statistical methods for information collection and processing, in particular, sample surveys, groupings, statistical comparisons, trend analysis - in the process of evaluating the activities of private pension funds in Ukraine, and the method of logical generalization in formulating conclusions.Results. Author did an analytical assessment of indicators that characterize both the quantitative side of the activities of private pension funds in Ukraine and the qualitative side of their effectiveness in the domestic financial market. Attention is focused on the peculiarities of the structure of the portfolio of open non-state pension funds and it is concluded that the biggest quote (about 95%) in it belongs to cash on bank deposits and government securities. Author analyzed the indicators of profitability of the five most profitable open pension funds of Ukraine (according to the results of 2020) and their comparative characteristics, both in terms of the level of profitability and with the inflation rate. The tendency to decrease the profitability of investment portfolios during the analyzed period is noted. It was found that the structure of the portfolio of the most profitable open private pension funds is practically the same as the general structure of all pension funds of Ukraine. Discussion. Author proposed to form the portfolio structure of a private pension fund based on the characteristics of its depositors, and for the part of the portfolio with the largest investment horizon include risky instruments: direct investment funds, venture funds and real estate funds. This will allow using part of the pension savings as a long-term investment resource for the modernization of the domestic economy.Prospects for further research necessitate consideration of the main methods used in the process of selecting an asset management company, the administrator of a private pension fund, and assess the effectiveness of its asset management of private pension funds.

The article considers the concepts of elections, electronic elections and electronic voting technologies, analyzes the main shortcomings of the existing electronic voting system, identifies the advantages and disadvantages of electronic elections, analyzes the current state of elections in COVID-19. The article pays attention to topical issues of the need for research at the legislative level of electronic voting as the implementation of democratic principles of the state. Prospects for the development and implementation of e-systems in Ukraine are formulated. Prospects for the introduction of electronic voting in Ukraine and the possibility of adopting the experience of other European countries are considered. The issues of the procedure of introduction of electronic elections in Ukraine and work with the population on its expediency are considered.

In the article the main approaches to definition of a concept and legal nature of electronic money are investigated. The question of legal regulation features of electronic money release and use in the European Union is considered. Arguments about expediency of fixing in the Ukrainian legislation of electronic money as type of financial services are adduced. The conclusion is drawn that the understanding of electronic money as a type of financial services demands coordination of the basic legislative provisions governing the corresponding public relations with instructions of the domestic legislation concerning rendering financial services in Ukraine. ; Статтю присвячено дослідженню поняття електронних грошей як фінансової послуги.
