The life path, scientific-pedagogical and public activity of Volodymyr Sokurenko – a prominent Ukrainian jurist, doctor of law, professor, talented teacher of the Lviv Law School of Franko University are analyzed.It is found out that after graduating from a seven-year school in Zaporizhia, V. Sokurenko entered the Zaporizhia Aviation Technical School, where he studied two courses until 1937. 1/10/1937 he was enrolled as a cadet of the 2nd school of aircraft technicians named after All-Union Lenin Komsomol. In 1938, this school was renamed the Volga Military Aviation School, which he graduated on September 4, 1939 with the military rank of military technician of the 2nd category. As a junior aircraft technician, V. Sokurenko was sent to the military unit no. 8690 in Baku, and later to Maradnyany for further military service in the USSR Air Force. From September 4, 1939 to March 16, 1940, he was a junior aircraft technician of the 50th Fighter Regiment, 60th Air Brigade of the ZAK VO in Baku. The certificate issued by the Railway District Commissariat of Lviv on January 4, 1954 no. 3132 states that V. Sokurenko actually served in the staff of the Soviet Army from October 1937 to May 1946. The same certificate states that from 10/12/1941 to 20/09/1942 and from 12/07/1943 to 08/03/1945, he took part in the Soviet-German war, in particular in the second fighter aviation corps of the Reserve of the Supreme Command of the Soviet Army. In 1943 he joined the CPSU. He was awarded the Order of the Patriotic War of the 1st degree and the Order of the Red Star (1943) as well as 9 medals «For Merit in Battle» during the Soviet-German war.With the start of the Soviet-German war, the Sokurenko family, like many other families, was evacuated to the town of Kamensk-Uralsky in the Sverdlovsk region, where their father worked at a metallurgical plant. After the war, the Sokurenko family moved to Lviv. In 1946, V. Sokurenko entered the Faculty of Law of the Ivan Franko Lviv State University, graduating with honors in 1950, and entered the graduate school of the Lviv State University at the Department of Theory and History of State and Law. V. Sokurenko successfully passed the candidate examinations and on December 25, 1953 in Moscow at the Institute of Law of the USSR he defended his thesis on the topic: «Socialist legal consciousness and its relationship with Soviet law». The supervisor of V. Sokurenko's candidate's thesis was N. Karieva. The Higher Attestation Commission of the Ministry of Culture of the USSR, by its decision of March 31, 1954, awarded V. Sokurenko the degree of Candidate of Law. In addition, it is necessary to explain the place of defense of the candidate's thesis by V. Sokurenko. As it is known, the Institute of State and Law of the USSR has its history since 1925, when, in accordance with the resolution of the Presidium of the Central Executive Committee of March 25, 1925, the Institute of Soviet Construction was established at the Communist Academy. In 1936, the Institute became part of the USSR Academy of Sciences, and in 1938 it was reorganized into the Institute of Law of the USSR Academy of Sciences. In 1941–1943 it was evacuated to Tashkent. In 1960-1991 it was called the Institute of State and Law of the USSR Academy of Sciences. In Ukraine, there is the Institute of State and Law named after V. Koretsky of the NAS of Ukraine – a leading research institution in Ukraine of legal profile, founded in 1949.It is noted that, as a graduate student, V. Sokurenko read a course on the history of political doctrines, conducted special seminars on the theory of state and law. After graduating from graduate school and defending his thesis, from October 1, 1953 he was enrolled as a senior lecturer and then associate professor at the Department of Theory and History of State and Law at the Faculty of Law of the Lviv State University named after Ivan Franko.By the decision of the Higher Attestation Commission of the Ministry of Higher Education of the USSR of December 18, 1957, V. Sokurenko was awarded the academic title of associate professor of the «Department of Theory and History of State and Law».V. Sokurenko took an active part in public life. During 1947-1951 he was a member of the party bureau of the party organization of LSU, worked as a chairman of the trade union committee of the university, from 1955 to 1957 he was a secretary of the party committee of the university. He delivered lectures for the population of Lviv region. Particularly, he lectured in Turka, Chervonohrad, and Yavoriv. He made reports to the party leaders, Soviet workers as well as business leaders. He led a philosophical seminar at the Faculty of Law. He was a deputy of the Lviv City Council of People's Deputies in 1955-1957 and 1975-1978.In December 1967, he defended his doctoral thesis on the topic: «Development of progressive political thought in Ukraine (until the early twentieth century)». The defense of the doctoral thesis was approved by the Higher Attestation Commission on June 14, 1968.During 1960-1990 he headed the Department of Theory and History of State and Law; in 1962-68 and 1972-77 he was the dean of the Law Faculty of the Ivan Franko Lviv State University. In connection with the criticism of the published literature, on September 10, 1977, V. Sokurenko wrote a statement requesting his dismissal from the post of Dean of the Faculty of Law due to deteriorating health. During 1955-1965 he was on research trips to Poland, Czechoslovakia, Romania, Austria, and Bulgaria. From August 1966 to March 1967, in particular, he spent seven months in the United States, England and Canada as a UN Fellow in the Department of Human Rights. From April to May 1968, he was a member of the government delegation to the International Conference on Human Rights in Iran for one month. He spoke, in addition to Ukrainian, English, Polish and Russian. V. Sokurenko played an important role in initiating the study of an important discipline at the Faculty of Law of the Lviv University – History of Political and Legal Studies, which has been studying the history of the emergence and development of theoretical knowledge about politics, state, law, ie the process of cognition by people of the phenomena of politics, state and law at different stages of history in different nations, from early statehood and modernity.Professor V. Sokurenko actively researched the problems of the theory of state and law, the history of Ukrainian legal and political thought. He was one of the first legal scholars in the USSR to begin research on the basics of legal deontology. V. Sokurenko conducted extensive research on the development of basic requirements for the professional and legal responsibilities of a lawyer, similar to the requirements for a doctor. In further research, the scholar analyzed the legal responsibilities, prospects for the development of the basics of professional deontology. In addition, he considered medical deontology from the standpoint of a lawyer, law and morality, focusing on internal (spiritual) processes, calling them «the spirit of law.» The main direction of V. Sokurenko's research was the problems of the theory of state and law, the history of legal and political studies. The main scientific works of professor V. Sokurenko include: «The main directions in the development of progressive state and legal thought in Ukraine: 16th – 19th centuries» (1958) (Russian), «Democratic doctrines about the state and law in Ukraine in the second half of the 19th century (M. Drahomanov, S. Podolynskyi, A. Terletskyi)» (1966), «Law. Freedom. Equality» (1981, co-authored) (in Russian), «State and legal views of Ivan Franko» (1966), «Socio-political views of Taras Shevchenko (to the 170th anniversary of his birth)» (1984); «Political and legal views of Ivan Franko (to the 130th anniversary of his birth)» (1986) (in Russian) and others.V. Sokurenko died on November 22, 1994 and was buried in Holoskivskyi Cemetery in Lviv.Volodymyr Sokurenko left a bright memory in the hearts of a wide range of scholars, colleagues and grateful students. The 100th anniversary of the Scholar is a splendid opportunity to once again draw attention to the rich scientific heritage of the lawyer, which is an integral part of the golden fund of Ukrainian legal science and education. Після закінчення у 1950 р. юридичного факультету Львівського університету пройшов шлях від аспіранта до професора, завідувача кафедри, декана юридичного факультету. Упродовж 1960‒1990 рр. завідував кафедрою теорії та історії держави і права; в 1962‒1968 та 1972‒1977 рр. був деканом юридичного факультету Львівського державного університету імені Івана Франка. Протягом 1955‒1965 рр. перебував у наукових відрядженнях у Польщі, Чехословаччині, Румунії, Австрії, Болгарії. Зі серпня 1966 до березня 1967 рр., зокрема сім місяців перебував у США, Англії та Канаді як стипендіат ООН по департаменту прав людини. У квітні-травні 1968 р. був членом у складі урядової делегації на міжнародній конференції по правах людини в Ірані упродовж одного місяця. Володів, окрім української, англійською, польською та російською мовами. В. Г. Сокуренко відіграв важливу роль у започаткуванні на юридичному факультеті Львівсь-кого університету вивчення важливої навчальної дисципліни – Історії політичних і правових учень, яка висвітлювала і до сьогодні продовжує висвітлювати історію виникнення та розвитку теоретичних знань про політику, державу, право, тобто вивчає процес пізнання людьми явищ політики, держави і права на різних етапах історії у різних народів, почи-наючи з ранньої державності і сучасності.Професор В. Г. Сокуренко активно досліджував проблеми теорії держави і права, історії української правової та політичної думки. Він був одним із перших учених-правників у СРСР, хто почав наукові студії основ юридичної деонтології. Велику наукову дослід-ницьку діяльність проводив В. Г. Сокуренко щодо розробки основних вимог до професійно-правових обов'язків юриста, аналогічно до вимог, що стосуються лікаря. У подальших наукових дослідженнях учений аналізував юридичні обов'язки, перспективи розвитку основ професійної деонтології. Крім того, правознавець розглядав медичну деонтологію з позиції юриста, права і моралі, приділивши основну увагу внутрішнім (духовним) процесам, назвавши їх «духом права». Основним напрямом наукових досліджень В. Г. Сокуренка були проблеми теорії держави і права, історії правових та політичних учень.Володимир Гаврилович Сокуренко залишив по собі світлу пам'ять у серцях широкого загалу науковців, колег та вдячних учнів. 100-річний ювілей Вченого – добра нагода для того, щоб ще раз привернути увагу до багатої наукової спадщини правознавця, яка є невід'ємною складовою золотого фонду української юридичної науки і освіти. Вона потребує вивчення, врахування та подальшого розвитку.
Now before Ukraine on the way to the formation of a stable civil society, along with the problem of national consolidation, is also a problem of adjustment of the normal interethnic relations, protection rights of ethnic and national minorities. In the conditions of the political system's development in Ukrainian society ethnic and national minorities began to engage in the sphere of political activity, seeking to take a rightful place in the process of public and cultural construction.In the multinational composition of Ukraine from time to time the problems of settlement the relations with separate ethnic or national groups, including Russian, Tatar, Romanian and others, are updated and exacerbated. The Polish minority is one of the most numerous national minorities living on the territory of our state. It is marked out by movement strengthening to the self-organization and national identification, and also formation as a subject of policy. There is so important, from our point of view, to research, on the one hand, a role and place of Ukraine in the realization of rights and satisfaction of needs of Poles in Ukraine, and with another – the participations of this minority in social and political processes of the state.Considering the relevance and insufficient studying of this problem, the author set to himself the purpose: 1) to analyze the main features and trends of development of the Polish minority in Ukraine; 2) to identify the key aspects of the participation of the Polish community in the Ukrainian social and political processes.The object of study is the Polish minority in Ukraine as an important part of the civil society and its political system, and the subject is the process of formation, functioning and development of the Polish minority as a subject of modern social and political life of Ukraine.There are 144 130 Poles in Ukraine today, according to the last population census in 2001. It makes 0,3 % from the total number of the population of the state. The Polish take the eighth place in terms of population among the ethnic minorities in Ukraine (after Russians, Belarusians, Moldovans, Crimean Tatars, Bulgarians, Hungarians and Romanians).The resettlement of Poles in Ukraine historically was connected primarily with the Right Bank and Eastern Galicia. The most numerous Polish ethnographic communities formed here. The most part of Polish lived in 2001 in Zhytomyr (49 046 persons; 3,5 % of the population), Khmelnytsky (23 005 persons; 1,6 % of the population) and Lvov (18 948 persons; 0,7 % of the population) regions.In general, the present social, political and religious situation in the environment of the Polish minority is stable and loyal to the Ukrainian government. Social and political moods of Ukrainian Poles naturally determine by both positive and negative sentiments.In January 1992, in Lvov at the Congress of Ukrainian Poles the Federation of the Polish Organizations in Ukraine (FPOU) was founded. It is led now by E. Khmelyova. This organization and the Union of Poles in Ukraine are today the most influential organizational structures of the Polish minority in Ukraine.In November 1994, in Kyiv the societies «Consent», «Solidarity», Cultural and Educational Association of Adam Mickiewicz, Kyiv branch of «The Union of Poles» decided to create «The Coordinating Council of Polish Organizations in Kyiv». Before all Polish non-governmental organizations in this country is to not only revive the local Polish national identity, but also comprehensively facilitate to the productive cultural relations between the two countries.In January 2000, the Polish Institute in Kyiv was established with the support of the Polish Ministry of Foreign Affairs. It was led by P. Kozakiewicz. Its tasks include: development and promotion of the image of Poland as a modern and democratic state, supporting the exchange of views, the elimination of negative stereotypes in the Ukrainian-Polish relations.The Polish NGOs practiced such forms of activity: teaching the Polish language; establishment and functioning of libraries and publishing activities; research activities; organizing places and cultural sites associated with the history of Poland; organization of cultural and educational activities; assistance in the process of developing national performances etc.There are five schools with education in Polish in Ukraine. These schools, which have about two thousand pupils, function with the support of Polish NGOs. There are four Polish schools in the Lvov region. Two of these schools are located in Lvov, and another two are in the area of Mostynsk. Another school with education in Polish functions in Ivano-Frankivsk. The curriculum at schools with education in Polish introduced the subjects of «History of Poland» and «Geography of Poland».As a subject Polish is studied in Ukraine by more than 4 thousand students, and more than 3 thousand students study Polish facultatively or in circles. Polish is also studied in numerous Ukrainian universities. At the end of 2012 the Polish organizations in Ukraine initiated to provide Polish the status of regional language in the area of Mostynsk. There are about four villages, which population is made by Poles.The western regions, where the most part of the Poles is living, are characterized by vigorous activity of the Polish community in the media sector. Thus, «The Polish word» (25 min.) in the broadcasting of TV «Zhytomyr» is weekly published. And «TRK Union TV» broadcasts daily for the Polish community on the proposal TV «Polonia».Lvov is the capital of the Polish Radio in Ukraine: «Radio Lwow» tells at a frequency of the radio station «The Independence» in different days. There is a program «Program katolicki». The Lvov city NGO «Polskie Towarzystwo Radiowe» works here. An important role in cross-cultural communication is played by Polish Radio for the abroad. There are news, press reviews, comments and reports of correspondents all over the world, interviews and debates, literary and music plots in the broadcasting.Periodicals of the Polish national minority are represented by the following groups of editions:- informational: «Głos Podola» (Kamenetz-Podolsk), «The Monitor of Volyn» (Lutsk), «Kurier Stanisławowski» and «Kurier Galicyjski» (Ivano-Frankivsk), «The Polish Newspaper» (Zhytomyr), «Dzyennik Kiyovski» (Kyiv);- public: «Lwowskie Spotkania» (Lvov), «Harcerz Kresow» (Lvov), «Wspolne Dzedzictwo» (Ternopol), «KOTWICA» (Mykolaiv);- cultural and educational: «The Mosaic of Berdichev» (Berdichev), «The Voice of Teacher» (Drogobych), «Krynica» (Kyiv);- religious: «The Shouts from Volyn» (Ostrog), «The Joy of Belief» (Lvov).Recently the joint Ukrainian-Polish projects in the media sphere, for example, the international interdisciplinary magazine «Ucrainica Polonica» and «The Ukrainian Polonistic» gain the increasing popularity.The status of the Polish national minority in Ukraine is qualitatively different from the status of other minorities, such as Roma or Crimean Tatars. After all, the Poles have their historical homeland, the neighboring of Ukrainian state – the Republic of Poland, from which a financial and institutional support comes. Therefore the self-determination process in Polish minority is quite successful and quick.The negative phenomenon for the image of Ukraine is the fact that it works and develops mainly by financing from the government of Poland. At the current time, for example, all meetings of the Polish community in Lvov Church and departures of children on rehabilitation and training to the Republic of Poland are financed also by Poland.Thus, according to the Association of Polish culture in Lvov, the local administration level of care to ensure the interests of the Polish community in Lvov region, compared with a sponsorship of the Republic of Poland, is zero. Over the last few years the Association of Polish culture received for its needs from Lvov regional state administration only about 2 thousand UAN. It forces the Ukrainian Poles to address on the constant help to the bureaucracy of Poland. In this aspect the chairman of the society E. Legovich opposed a situation with ensuring of requirements of the Ukrainian diaspora in the territory of the Republic of Poland. There are considerable budgetary funds for the satisfaction of its interests, which in accordance with the established procedure are transmitted through the Sejm to the communities of national minorities. So, 2 million zloty (about 5 million UAN) are annually allocated for the needs of the Ukrainian diaspora in Poland. Thus, E. Lehovych notes that the Polish community would be sufficient amount of 100 thousand UAN.However, speaking about the presence of members of the Polish community in the Ukrainian elected authorities and government agencies, we have to note a negative trend associated with the low levels of its representation. Thus, Ukraine has not any political party of the Polish national minority (for example, Hungarian and Russian communities have its own political parties, such as «The Democratic Party of Hungarians of Ukraine», «KMKS» Party of Hungarians of Ukraine, «The Russian block» and others. And these parties of the national minorities stood on elections to the Verkhovna Rada of Ukraine). The Polish community is not represented in the Ukrainian parliament. There are two Poles among the 66 members of the regional council of Mostynsk (Lvov region). Poles make 20 % of the number of the residents of Mostynsk and 8 % of Poles are living in the area).Thus, we can conclude, that the Polish minority is one of the largest minorities in Ukraine, and it is on its way of the identification and a political subjektivation. Poles in Ukraine experienced the process of assimilation due to an extended stay in limited contacts with their historical homeland, as indicated the data from recent Ukrainian population census. However, a positive is the fact that today the Polish community in Ukraine will intensify its activities, key points of which are:1) preservation of cultural originality and development of cultural creativity;2) functioning of national and cultural, public organizations;3) contacts with the historical homeland and participation in interstate processes.The negative sides of the position of Polish national minority in Ukraine are:1) absence of political communities (political parties) for the representation the minority at official level;2) low level of participation in formation of power structures and representation at all levels of the power (from local to governmental and parliamentary).Also, despite the existence of numerous guarantees of the rights and protection of the freedoms of national minorities in Ukraine, approved at legislative level, the real practice shows an insufficient attention from the Ukrainian government to these questions. The existence and development of the Polish national minority in Ukraine is provided by the contacts with the historical homeland. It practically finances the diaspora. Therefore Ukraine have to accept a number of scientifically reasonable measures in order to the reforming, carried out in education, sciences, public administration and local government, don't entail to the restriction of the right of the minorities, including Polish, to get an education in a state language, to develop and protect own cultural and a creative heritage, to participate in formation of authorities and to have own representation in electoral bodies. ; Статья посвящена выявлению основных черт и тенденций развития польского национального меньшинства в Украине, а также определению ключевых аспектов участия поляков в украинских общественно-политических процессах. Зроблено спробу показати рівень громадянської зрілості, політичної культури польської громади в Україні на сучасному етапі. Окрему увагу приділено ролі національної політики Української держави в процесі політичної суб'єктивації польської національної меншини.
Aim of investigation. This article describes the origins and key principles for Canada's healthcare system effectiveness. The focus revolves around the general principles of the sphere of medical care; namely, the orderly process of defining health problems, identifying unmet needs and surveying the resources to meet them, establishing priority goals that are realistic and feasible, and projecting administrative action, concerned with the adequacy, efficacy and efficiency of health services in Canada. The author outlines the dominant principle of the Canadian healthcare system; while complying with the international standards, it provides a highlyqualified medical care, furthermore, both high life expectancy and low infant mortality rates testify to this reality. Noteworthy, the bases of social organization and healthcare system in Canada were grounded in late twentieth century. The fact that the Second World War hardly ever devastated both country's economy and the nation testifies to the public health system, being established in quite favorable conditions. In addition, the demography of Canadian population, being quite stable and favorable, prompted the economy to rapidly develop as well as the government political decisionmaking to push to review its existing healthcare law principles and start reforming it, so that the country can respond better to its health and health system challenges. It should be emphasized that the Medical Care Act (1966), which, along with the Hospital and Diagnostic Services Act (1957), established the basis for Canada's universal, publicly financed health insurance system, known as Medicare, effectively enshrined private fee-for-service practice as the dominant mode of practice organization and physician payment in Canada. Canadian Healthcare system establishment fell into several stages: the first stage (in early 40's of the 20th century), the provision of targeted subsidies for special programs of health care and for the construction of hospitals were legally approved, since a growing number of Canadian citizens were able to obtain a level of decent health care through Canadian hospitals. The second step was taken in 1957, the Hospital Insurance and Diagnostic Services Act (HIDS) were passed with all-party approval; it paid approximately half the cost of provincial insurance plans for hospitalbased care, as long as the plans complied with specified national conditions. Medical Care Act of 1966 extended health insurance to cover doctors' services. While the basic principles of Medicare are determined by federal legislation, responsibility for health under the Constitution falls under provincial jurisdiction. Therefore, there are certain variations in the plan from province to province. It is not surprising that the first breakthrough of the legal framework contributed to the development of hospitals network in the country; at the same time, medical care qualitative indicators were complied with the national requirements. The third stage (1968-1979) covered the adoption of the legislative documents that formed the Canadian system of medical insurance for Medicare and established the allocation of funds for hospital and community-based medical care. In 1984, a Health Care Act was adopted in Canada, which consolidated the basic principles of Medicare. Medical care had always been a centerpiece of Canada's welfare state program, since it expected the provincial and territorial governments to be responsible for the management, organization and delivery of health care services for their residents. The specifics of the theme predisposed application of comprehensive approach to the research methodologies, among which there should be mentioned such as: structural-functional analysis, which includes the study of functional dependencies of all elements of the social state. Adhering to the problematic principle of presentation of the material, the author used the institutional method, focused on the study of institutes through which the activities of the health protection system are implemented. At the same time a number of such special methods were used as statistical retrospective and prognostic. Scientific novelty: the mutual precondition of socio-economic, demographic, socio- political factors on the process of formation of the Canadian system of medical services was substantiated , the reasons and the4 main stages of the formation of free medicine in Canada were determined, as well as advantages and disadvantages of the modern Canadian health system. Conclusions An important conclusion of this review is that the Canadian healthcare system also has a spectrum of drawbacks that require bridging the gaps. Currently Canada's healthcare system faces challenges of staff shortage and access to health care. Nonetheless, it should be emphasized that Canada's Medicare is a source of pride, funded by the state and provides universal health care coverage care to all residents of Canada. ; Le but de l'étude. Cet article présente les caractéristiques de la formation et du développement du système de santé canadien et se concentre également sur les caractéristiques et les principes généraux du développement de l'industrie des soins médicaux. Les principes d'organisation sociale de la société et du système de soins de santé au Canada ont été créés au cours de la seconde moitié du vingtième siècle. Sa formation s'est déroulée en plusieurs étapes: dès la première étape (début des années 40 du XXe siècle), l'octroi de subventions ciblées à des programmes spéciaux de santé et à la construction d'hôpitaux était légalement fixé. Un tel cadre réglementaire a contribué au développement d'un réseau d'hôpitaux dans le pays; lors de la deuxième étape (en 1957), la loi sur l'assurance maladie a été adoptée, qui garantit la répartition fédérale-provinciale des ressources financières pour les soins médicaux. En 1984, le Canada a adopté la Loi sur les soins de santé, qui consacre les principes de base de l'assurance-maladie. Ce système fournit des soins médicaux et des services médicaux gratuits ou presque gratuits à tous les citoyens canadiens. Une telle structure a été mise au point car les soins médicaux relèvent de la compétence des autorités locales et provinciales et non du gouvernement fédéral. La spécificité du sujet prédéfinit une approche intégrée de l'application des méthodes de recherche, notamment: l'analyse structurelle-fonctionnelle, qui comprend l'étude des dépendances fonctionnelles de tous les éléments de l'état social. Aim of investigation. This article describes the origins and key principles for Canada's healthcare system effectiveness. The focus revolves around the general principles of the sphere of medical care; namely, the orderly process of defining health problems, identifying unmet needs and surveying the resources to meet them, establishing priority goals that are realistic and feasible, and projecting administrative action, concerned with the adequacy, efficacy and efficiency of health services in Canada. The author outlines the dominant principle of the Canadian healthcare system; while complying with the international standards, it provides a highlyqualified medical care, furthermore, both high life expectancy and low infant mortality rates testify to this reality. Noteworthy, the bases of social organization and healthcare system in Canada were grounded in late twentieth century. The fact that the Second World War hardly ever devastated both country's economy and the nation testifies to the public health system, being established in quite favorable conditions. In addition, the demography of Canadian population, being quite stable and favorable, prompted the economy to rapidly develop as well as the government political decisionmaking to push to review its existing healthcare law principles and start reforming it, so that the country can respond better to its health and health system challenges. It should be emphasized that the Medical Care Act (1966), which, along with the Hospital and Diagnostic Services Act (1957), established the basis for Canada's universal, publicly financed health insurance system, known as Medicare, effectively enshrined private fee-for-service practice as the dominant mode of practice organization and physician payment in Canada. Canadian Healthcare system establishment fell into several stages: the first stage (in early 40's of the 20th century), the provision of targeted subsidies for special programs of health care and for the construction of hospitals were legally approved, since a growing number of Canadian citizens were able to obtain a level of decent health care through Canadian hospitals. The second step was taken in 1957, the Hospital Insurance and Diagnostic Services Act (HIDS) were passed with all-party approval; it paid approximately half the cost of provincial insurance plans for hospitalbased care, as long as the plans complied with specified national conditions. Medical Care Act of 1966 extended health insurance to cover doctors' services. While the basic principles of Medicare are determined by federal legislation, responsibility for health under the Constitution falls under provincial jurisdiction. Therefore, there are certain variations in the plan from province to province. It is not surprising that the first breakthrough of the legal framework contributed to the development of hospitals network in the country; at the same time, medical care qualitative indicators were complied with the national requirements. The third stage (1968-1979) covered the adoption of the legislative documents that formed the Canadian system of medical insurance for Medicare and established the allocation of funds for hospital and community-based medical care. In 1984, a Health Care Act was adopted in Canada, which consolidated the basic principles of Medicare. Medical care had always been a centerpiece of Canada's welfare state program, since it expected the provincial and territorial governments to be responsible for the management, organization and delivery of health care services for their residents. The specifics of the theme predisposed application of comprehensive approach to the research methodologies, among which there should be mentioned such as: structural-functional analysis, which includes the study of functional dependencies of all elements of the social state. Adhering to the problematic principle of presentation of the material, the author used the institutional method, focused on the study of institutes through which the activities of the health protection system are implemented. At the same time a number of such special methods were used as statistical retrospective and prognostic. Scientific novelty: the mutual precondition of socio-economic, demographic, socio- political factors on the process of formation of the Canadian system of medical services was substantiated , the reasons and the4 main stages of the formation of free medicine in Canada were determined, as well as advantages and disadvantages of the modern Canadian health system. Conclusions An important conclusion of this review is that the Canadian healthcare system also has a spectrum of drawbacks that require bridging the gaps. Currently Canada's healthcare system faces challenges of staff shortage and access to health care. Nonetheless, it should be emphasized that Canada's Medicare is a source of pride, funded by the state and provides universal health care coverage care to all residents of Canada. ; Le but de l'étude. The article analyses the state of the most popular and least popular professions and specialties in Ukraine. It's found that there are no specialties in the field of land management among them. It is also noted that at the legislative level the specialties "Land Management and Cadastre" and "Evaluation of land and real estate" were replaced by the specialty "Geodesy and land management", which belongs to the field of knowledge "Architecture and construction" (technical sciences). It is substantiated that the profession of land manager should relate to the field of knowledge of "Social and behavioural sciences". It's based on the provisions of the Law "On Land Management" and the study of world experience of the essence of the concepts of land management and land management planning (both have technical, socio-economic, legal and environmental focus).It is proved that the profession of land manager needs to be reprofiled. In this regard, there is a need to identify new specialties and specializations and add them into the state classifier DK 003: 2010. It's important to expand the training of specialists within: 1) specialty 193 "Geodesy and land management" specializations "Land Management and Land Use Administration" and "Cadastral Registrar"; 2) specialty 101 "Ecology" specialization "Land management and ecologization of landuse", 3) specialty 051 "Economics" specialization "Economics of land management and land use". It is proposed to add them to the classifier.Keywords. Profession "land manager", labour market, perspective specialties and specializations in land management, new qualifications. Formulation of the problem. The development of society at all times was associated with the arrangement of lands, which today remains the main means for the existence of mankind and a source of social wealth. The need to establish the limits disturb landowners from ancient times. This function is performed by land surveyors. When the first representatives of this profession appeared, it is certainly not known. But the land surveyor is now a profession demanded both in the village and in the city. In our country, the profession of land surveyor always respects honour because it is devoted to the invaluable treasures of Ukraine - land, which has always attached special significance.According to the research conducted in Ukraine, soon, the 10 most demanded professions include: programmers (C++, Java), food industry technologists, construction engineers, architects, designers of offices and interiors, personnel managers, recruiters, energy engineers, journalists, technologists of light industry products, financiers (specialization "banking") [1]. In addition, prospective include: hotel business managers, accountants, auditors, lawyers, marketers.According to the Ministry of Education and Science of Ukraine, according to the results of the 2017 admission, the most popular specialties among the entrants for the Bachelor in Ukraine were Philology, Law, and Management. 85 thousand, 74 thousand and 59 thousand applications have been filed for the stated above specialties respectively. In addition, among the leaders are "Medicine", "Computer Science", "Tourism", "Secondary Education", "Psychology", "Economics". These specialties were desirable to enter by 40 to 46 thousand of entrants. The last step in the TOP-10 was "Software Engineering" with the result of 33 thousand applications (Fig. 1) [9]. Despite the stated above facts, it has been revealed that such specialties as "Law", "Management", "Tourism" and "Economics" remain among the most popular among entrants even though they are not in demand in the labour market. At the same time, the high levels in the ranking are occupied by important for the economy specialties, such as "Computer Science" and "Software Engineering". The least popular specialties are (fig. 2) "Theology" (185 applications excluding spiritual higher educational institutions) and "Hydropower" (193 applications for entry).However, specialties for the preparation of a specialist in land management are absent among the most and least popular. Therefore, with a caution we have to perceive the situation.The list of required occupations in the labour market is changing. Focus magazine has ranked the professions that will be promising in 5-10 years [10]. Before allocating the most promising specialties, the publication together with experts identified the areas of the economy that will actively develop in the near future. So, at first there was a list of 40 spheres of the economy, which, according to Focus, will successfully develop in the next 5-10 years. Experts evaluated the prospects for the development of these industries on a 10-point scale, giving each sector a mark from 1 to 10 points. At the same time, each expert could add to the list the industry that was not among the 40 listed, but whose potential he considers rather large.According to the obtained data, the rating of 15 most promising industries has been designed, and include: information technologies, telecommunications and communications, agriculture, pharmaceutical production and pharmacy business, banking, frying and processing industry, transport services, financial services, legal services, household services, metallurgy, alcohol production, energy, livestock, utilities.So, the 20 most promising professions of the next decade will be the following: the seller, the IT specialist, the automation engineer, the marketer, the municipal services engineer, the aeroengineer, the technologist in the production and processing of food products, the technologist of consumer services, logistics, the lawyer (economic and land law), power engineer veterinarian, pharmacologist, financier, communication engineer, practical psychologist, geneticist, biochemist, robotic technician, nanoengineer.In addition, agrarian countries are actively developing organic and farm farming. This will require the involvement of a large number of employees who are able to work on the ground - and thus, forms a serious niche. In general, the labour market trends in the coming years can be reduced to nine main directions [5]: engineers, IT specialists, nanotechnology specialists, marketers, service providers, logistics, environmentalists, chemists, and physicians.The Resolution of the Cabinet of Ministers of Ukraine dated December 30, 2015, No. 1187, approved new Licensing conditions for the conduct of educational activities [7] concerning the further conduct of educational and scientific work in educational institutions. By the order of the Ministry of Education and Science dated November 6, 2015, No. 1151 "On the peculiarities of the introduction of the list of branches of knowledge and specialties [6], which are the training of applicants for higher education, approved by the Cabinet of Ministers of Ukraine from April 29, 2015, No. 266" [8] approved Table of correspondence List of directions for training of specialists in higher educational establishments for the educational-qualifying level of bachelor (List 1), List of specialties, which was carried out training of specialists in higher education institutions for educational and qualification levels of a specialist and a master's degree (List 2).In the stated above Resolution, it is defined that instead of the specialties "Land Management and Cadastre" and "Land and Real Estate Valuation" – the specialty "Geodesy and Land Management" is established. The latter belongs to the field of knowledge "Architecture and Construction", which belongs to the technical sciences.At the same time, the Law of Ukraine "On Land Management" stipulates that land management is a set of socio-economic and environmental measures aimed at regulating land relations and rational organization of the territory of administrative-territorial units, economic entities carried out under the influence of social and productive relations and development of productive forces [2]. The same law (Article 1) stipulates that activities in the field of land management are the scientific, technical, production and management activities of state authorities, local governments, legal entities and individuals, which is carried out under land management. For a profession it is necessary to have mathematical abilities, engineering approach, spatial imagination, ability to understand the legislation. To become a successful specialist in this field, you need to be persistent, self-confident, active, have a well-developed intuition and logical thinking.According to the classification of professions, the professional activity of the land manager relates to professions such as "human-nature". To date, the land manager must have a higher education in the field of "Architecture and Construction" from the specialty "Geodesy and Land Management", according to the educational qualification level: a junior specialist, a bachelor's or a master's degree.Currently, land managers use modern equipment in their work: electronic instruments; new technologies of geographic information systems. Significant problems arise when making managerial decisions due to the imperfection of the regulatory framework - when three different land managers can have three different views on the same issue. At the same time, for professionals it is extremely important to come to a joint decision. But how can the problems of legislation be explained to an ordinary peasant? It's a shame when you can not help a person in solving his question, and even more - when you do not know how to explain the impossibility of solving a particular problem. The disadvantage of the profession is also that there is little free time for personal life, family and wage mismatch in modern times. The advantages include: work is interesting, lots of communication, new knowledge in land law, and more.At the same time, we consider it necessary to stay on the proposals of A. Martyn outlined in the scientific paper "Directions of adaptation of the content of land management education to the needs of the national and world economy" [3], where he publishes "bad news" for land management education – whether we are ready for them? He states: "Most of our graduates will not develop landuse documentation at all; the number of jobs in the industry is quite limited; the overwhelming part of the "modern" Ukrainian land management is a terrible mix of fairly archaic rules, a crazy bureaucracy and meaningless rituals, in order to master the development of primitive land management documentation, it takes 2-3 weeks of practical training, but not 5 years at the university, and a significant part of cadastral registrar are lawyers.Some of these reservations agreeable. Therefore, his thoughts emphasize once again the need for serious changes in the training of land management specialists.Thus, all of the above stipulates the need for changes in the classification of occupations DK 003: 2010 and the definition of new specialties and specialization training of land management specialists.In our opinion, it is expedient to extend the training of specialists in land surveying in the following areas: 1) specialty 193 "Geodesy and land management" of the specializations "Land Management and Land Use Administration" and "Cadastral Registrar"; 2) specialty 101 "Ecology" specialization "Land management and ecologization of land use"; 3) specialty 051 "Economics" specialization "Economics of land management and land use".At the same time, we consider it expedient to add the following qualifications to the classifier of professions DK 003: 2010: in section 8 "Main specialists – heads of scientific research units and subdivisions on scientific and technical preparation of production and other managers" – Chief land surveyor; in section 14 "Managers of enterprises, institutions, organizations and their subdivisions" – Manager of land management, Manager in the field of operations with land, Manager in the field of research in the land market; in section 25 "Agronomists, hydraulic engineering, forest managers and professionals of related professions" – Land manager; in section 33 "Assistant veterinarians, junior specialists in agronomy, forestry, water management and nature conservation" – Land Resources Inspector; in section 34 "Other technical specialists in the field of management" – State Inspector for the use and protection of land; in section 249 "Professionals not included in other classification groups". Land manager-ecologist, Land manager-designer.Conclusions.Summing up, we note that the assignment of the specialty "Geodesy and land management" to the field of knowledge "Architecture and Construction" (engineering science) does not comply with the provisions of the Law "On Land Management", the study of world experience of the essence of the concepts of land management, which determined that they are inherent in technical, as well as socio-economic, legal and environmental trends. In this connection it is proved that the profession of land manager belongs to the field of knowledge of "Social and behavioral sciences".In view of this, the need for re-engineering the directions of land management training is urgent. Therefore, we must work ahead and make changes to the classification of professions DK 003: 2010 regarding the definition of new specialties and specialization training of specialists in land management. We consider it expedient to expand the training of specialists within: 1) specialty 193 "Geodesy and land management" of the specialties "Land Management and Land Use Administration" and "Cadastral Registrar"; 2) specialty 101 "Ecology" specialization "Land management and ecologization of land use"; 3) specialty 051 "Economics" specialization "Economics of land management and land use" (qualification "Land Management Manager"). It is proposed to make changes to the list of qualifications. ; У пропонованій статті проаналізовано стан найзатребуваніших і найменш популярних професій, спеціальностей в Україні та виявлено, що спеціальності для підготовки фахівців землевпорядного профілю серед них відсутні. Також відзначено, що на законодавчому рівні спеціальності «Землеустрій та кадастр», «Оцінка землі та нерухомого майна» з підготовки зазначених фахівців замінено на спеціальність «Геодезія та землеустрій», яку віднесено до галузі знань «Архітектура та будівництво» (технічні науки). Обґрунтовано, що професія землевпорядника має відноситись до галузі знань «Соціальних та поведінкових наук», підставою чого слугували положення ЗУ «Про землеустрій» та дослідження світового досвіду сутності понять землеустрою і землевпорядкування (мають як технічне, так і соціально-економічне, правове й екологічне спрямування). Доведено, що професія землевпорядника потребує перепрофілювання. У цьому зв'язку існує необхідність у визначенні нових спеціальностей і спеціалізацій та внесенні їх до класифікатора професій ДК 003:2010. Вказано на доцільність розширення підготовки фахівців в межах: 1) спеціальності 193 «Геодезія та землеустрій» спеціалізацій «Землеустрій та адміністрування землекористування» і «Кадастровий реєстратор»; 2) спеціальності 101 «Екологія» спеціалізації «Землевпорядкування та екологізація землекористування», 3) спеціальності 051 «Економіка» спеціалізації «Економіка землевпорядкування та землекористування». Запропоновано внести до класифікатора й перелік нових кваліфікацій.Ключові слова. The thesis is focused on solving an important theoretical and applied problem of substantiating theoretical and methodological grounds for the international economic policy through identifying the patterns and novel forms of protectionism, and substantiating the integral scientific concept of neo-protectionism. The objective of the thesis is to develop theoretical and methodological grounds of protectionism, and to create, on this basis, an integral scientific concept of neo-protectionism in the international economic policy in the context of liberalizing global economic relations, to formulate an integrative conceptual approach to the application of neoprotectionism in the economic development policy of Ukraine.The interdisciplinary multi-criteria approach to defining protectionism from the perspective of ideology, idea, policy and practice is proposed, which allowed for investigating the transformation of its manifestation forms in the process of evolutionary development of the international economic relations. The international economic policy was studied as an unbroken continuum of the economic and political practice of the states by methodological tools of the international political economy. It is found that from the international political economy perspective a choice between protectionism and free trade as the principles for implementation of the economic policy of the state is conditional on the pattern of global economic processes with their immanent contradictions, the specifics of regionalization and integration processes, and the global economy tendencies. The choice between the government's commitment to the policy of minimizing costs and maximizing benefits, and the character of its participation in the international economic cooperation is determined by the pattern of international trade and international movement of production factors, on the one hand, and determine it, on the other hand. It is demonstrated that the choice of protectionist policy, as follows from the international political economy discourse, is conditional on: operation of public and non-public economic entities; effects from the implementation of national economic policies; the coordinating equilibrium between national, regional, interstate and global level of decision making; the existing mechanisms for global control of international economic interests.Interpretation of the international economic policy by the methodological tools of the international political economy allowed to identify the endogenous character of the external economic policy (recognizing thereby the protectionism as a policy that can be potentially demanded by the public (represented by voters), business people (represented by lobbying groups), government (which implements economic interests of the nation), and to reveal the variety of entities involved in the international economic relations, which have exogenous impact on the policy implemented by national governments (by signing trade agreements), limiting thereby the conditions for the protectionist policy implementation.Theoretical modeling of protectionist intentions in the international economic cooperation on the basis of the interdisciplinary economic-political approach laid grounds for rethinking the conclusions made by the classical and neo-classical theories of trade and the theory of correlation of production factors about the unconditional impact of the free trade principle on the population's welfare as a derivative from the function of consumption. The analysis of two groups of protectionism theories – the ones based on studies of the structure of protectionism within the countries, and the ones investigating the level of protectionism between countries in time – demonstrated that the voters' welfare or the so called "win of the majority" are the determinants of protectionist initiatives. The factors underlying the voters' demand for protectionism are highlighted: welfare measured by economic as well as social and ecological effects; social solidarity; social protection; commitment to social values; commitment to national identity; adherence to ideological principles of the policy of economic nationalism; mitigation of effects from the information asymmetry of rational voters. The pressure by lobbying groups on the choice of the principle underlying government's implementation of the external trade policy is explained by: phase of business cycle; hysteresis effects in the economy; the level of competitiveness in export-oriented sectors; the extent of import dependence in the economy; distributive and allocation effects of the economic activities.The author's concept of neo-protectionism in the international economic policy is substantiated, which is defined as a complex hierarchical set of principles, rules and instruments of protective, stimulating, discriminative and restrictive nature, implemented at mega-, meta-, macro- and mesolevel of the international economic policy. A multilevel typology of neo-protectionism is proposed, based on specific features: the level of international economic policy, generating entities, manifestation environment, instruments for the international economic policy with indirect impact. It was used to identify its essential characteristics in all the forms of manifestation of the international economic relations; to define the functions of neo-protectionism by its type (ideological, institutional, integrative, conjuncture-formative, factor-based, infrastructural, monetary, currency-based, financial, debt-based, fiscal) and sub-types (ecological, migrational, sectoral, based on primary commodities, resource-based, energy-based, technological, innovative, informational, digital, investment-based). This allowed to identify the purpose for applications of neo-protectionism at mega-, meta-, macro- and mesolevel of the international economic policy, and to visualize the degree of its functional and structural complexity and dimensionality as a phenomenon and a process, which realization varies depending on the entities applying it, the objects for which it is applying, its coverage and objectives.A theoretical and methodological approach for macro- and meta-level assessment of the international economic policy based on neo-protectionist instruments is developed. Its application enabled for outlining and describing the policy of economic nationalism (which motivation basis is formed by domination, expansion, domestic extended reproduction by creating new comparative advantages), and the policy of economic patriotism (which motivation basis is formed by rehabilitation of economic growth, curbing of the expansionary potentials of partner countries, creating new comparative advantages and achieving sustainable development), with distinguishing its sub-types: supranational, local, liberal, and conservative. The distinctive features of neo-mercantilist policy are defined, and the ways of its implementation are revealed. It is shown that the neo-mercantilist policy generates anti-competitive market distortions affecting not only foreign producers, but domestic ones as well, considering the scales of the latter involvement in global value added chains, and causes market imbalances resulting from the unfair competition. Theoretical and methodological grounds for studies of the international economic policy are improved, which is based on the principles of stability, hierarchy, adaptability, complementarity, subsidiarity, and balance, by including legitimation as a novel principle of the international economic policy implementation, which involves a combination of regulatory, de-regulatory and re-regulatory mechanisms of impact on the international economic relations, and results in the implementation of the institutional norms and rules that directly or indirectly ignore/deny/distort the agreements that exist at international/regional level, lead to anti-competitive market distortions, trade and investment imbalances, and open up opportunities for gaining new comparative advantages. Self-legitimation is defined as an attributive characteristic of the entities involved in the international economic policy at mega-, meta- and macrolevel, which enables for implementation of the neoprotectionist policy.The thesis substantiates multiple combinations in implementation of neoprotectionism through multidirectional manifestations of deregulation-regulation, integration-disintegration, coordination-de-coordination, expansion-fragmentation, balancing-unbalancing, stimulation-restriction, protection-discrimination, and the reasonability of neo-protectionist measures in the economic development policy of Ukraine.The structural components of the global economy as an environment for neoprotectionist manifestations are revealed: production and investment activities, research and development, international monetary relations. The functions of neoprotectionism within the international economic system are revealed: allocative (sectoral neo-protectionism; infrastructural neo-protectionism; factor-based neoprotectionism; integrative neo-protectionism; financial neo-protectionism; investment-based neo-protectionism); distributive (institutional neo-protectionism; fiscal neoprotectionism; financial neo-protectionism; investment-based neo-protectionism); stabilizing (monetary neo-protectionism; currency-based neo-protectionism; debtbased neo-protectionism; financial neo-protectionism; investment-based neoprotectionism). The instruments for the international economic policy with indirect impact, enabling for the implementation of neo-protectionism, are outlined as follows: fiscal, monetary and currency policies.Modeling of clustering processes in the Ukrainian economy by use of Boston matrix and Leontiev model enabled to identify four productive clusters: innovation (manufacturing of computers, electronic and optical devices; telecommunications; computer software design, consulting and information services; professional, R&D activities; information and telecommunications; printing and publishing activities; production of movies and video-films); auxiliary (supply of electricity, gas, steam and conditioned air; wholesale and retail trade; repair of automobiles and motorcycles; hotels and restaurants; financial and insurance activities); traditional (agriculture, forestry and fishing; mining and quarrying; manufacturing industries; construction; transport; storage; postal and courier services; production chemical substances and chemical products; car making and mechanical engineering; light industry), and to define the industries driving the economic growth, generating net income and having direct impact on the rates of GDP growth.A methodological approach to the assessment of the effectiveness of tax preferences and other preferences provided for residents of industrial parks is proposed, which, contrary to the existing approaches, uses applied models of the overall equilibrium for identifying the industries that have to be priority recipients of government assistance through the network of industrial parks, in the context of the intensified and leading development of the country by key macroeconomic indicators, and for quantitative optimization of the preferences considering the stable revenues of the public budget, which enabled to substantiate the nomenclature of efficient stimuli for residents of industrial parks, to achieve the objectives: to make the national industry move up in the value added chains and create a closed-loop innovation cycle in Ukraine.The system of tax and other preferences for residents of industrial parks, intended to recover and further the innovation-driven development of the production and export capacities of the Ukrainian economy, is assessed, which enabled to adapt international experiences of using the mechanism of free economic zones to the domestic practice, to create a favorable investment environment for high tech productions in the national economy for the period required by them to form competitive advantages. ; У дисертації розроблено цілісну наукову концепцію неопротекціонізму у міжнародній економічній політиці в умовах лібералізації світогосподарських зв'язків і на цій основі сформульовано інтегративний концептуальний підхід застосування неопротекціонізму в політиці економічного розвитку України.В роботі запропоновано міждисциплінарний багатокатегоріальний підхід до визначення протекціонізму з позицій ідеології, ідеї, політики і практики, що дозволило дослідити трансформацію форм його прояву в процесі еволюційного розвитку міжнародних економічних відносин. Міжнародна економічна політика досліджувалась в нерозривній єдності економічної й політичної практики держав методологічним інструментарієм міжнародної політичної економії. Встановлено, що з позиції міжнародної політичної економії, на вибір між протекціонізмом чи вільною торгівлею як принципами реалізації економічної політики держави впливають стан світогосподарських процесів з іманентними їм суперечностями, особливості протікання процесів регіоналізації та інтеграції і тенденції розвитку світової економіки. Вибір між сповідуванням державою політики мінімізації втрат чи максимізації вигод, а також характер її участі в міжнародному економічному співробітництві, з одного боку, детермінується станом міжнародної торгівлі і міжнародного переміщення факторів виробництва, а, з іншого боку, визначає його. Виявлено, що на вибір протекціоністської політики, згідно теоретичного дискурсу міжнародної політичної економії, впливають: діяльність державних і недержавних суб'єктів господарювання; ефекти від реалізації національних економічних політик; стан координаційної рівноваги між національним, регіональним, міждержавним і глобальним рівнями прийняття рішень; формування механізмів глобального управління міжнародними економічними процесами.Інтерпретація міжнародної економічної політики методологічним інструментарієм міжнародної політичної економії дозволила виявити ендогенний характер зовнішньоекономічної політики (тим самим визнаючи протекціонізм як політику, на яку потенційно може формувати запит суспільство (в особі виборців), підприємці (в особі лобістських груп), уряд (що реалізує економічні інтереси держави)) й водночас ідентифікувати різноманіття суб'єктів міжнародних економічних відносин, що чинять екзогенний вплив на реалізацію політики національних держав (шляхом підписання торговельних угод), тим самим обмежуючи умови для реалізації протекціоністської політики.Теоретичне моделювання протекціоністських інтенцій в міжнародному економічному співробітництві на основі міждисциплінарного економікополітичного підходу дало підстави до переосмислення висновків класичної, неокласичної теорій торгівлі і теорії співвідношення факторів виробництва про беззастережний вплив принципу вільної торгівлі на «добробут» населення як похідну від функції споживання. Аналіз двох груп теорій протекціонізму – як тих, що базуються на дослідженні структури протекціонізму в межах країн, так і тих, що досліджують рівень протекціонізму між країнами в часі – дозволив встановити, що добробут виборців або т.зв. виграш більшості лежить в основі ініціювання вжиття протекціоністських заходів. Встановлено, що з боку населення затребуваність на протекціонізм може бути продиктована запитом на: добробут, що вимірюється, окрім економічних, ще й соціальними і екологічними ефектами; соціальну солідарність; соціальне забезпечення; відстоювання соціальних цінностей; відстоювання національної ідентичності; сповідування ідеологічних принципів політики економічного націоналізму; нівелювання ефектів інформаційної асиметрії раціональних виборців. З боку лобістських груп тиск на вибір принципу реалізації зовнішньоторговельної політики урядом пояснюється: стадією бізнес-циклу; ефектами гістерезису в економіці; рівнем конкурентоспроможності експортоорієнтованих секторів; ступенем імпортозалежності економіки; дистрибутивними й алокаційними ефектами економічної діяльності.В дисертації обґрунтовано авторську концепцію неопротекціонізму в міжнародній економічній політиці, під яким розуміється складноієрархічна сукупність принципів, правил та інструментів захисного, стимулюючого, дискримінаційного та рестрикційного характеру, що реалізується на мега-, мета-, макро- і мезорівнях міжнародної економічної політики. В дослідженні запропоновано багаторівневу типологізацію неопротекціонізму за конкретними ознаками, до яких віднесено: рівень міжнародної економічної політики, суб'єкти генерування, середовище прояву, інструменти міжнародної економічної політики непрямого впливу, що дало змогу виявити його сутнісні характеристики у всіх формах прояву міжнародних економічних відносин; встановити функції, що виконує неопротекціонізм залежно від його типів (ідеологічний, інституційний, інтеграційний, кон'юнктуро-формуючий/ галузевий, факторний, інфраструктурний, монетарний, валютний, фінансовий, борговий, фіскальний) та підтипів (екологічний, міграційний, сировинний, ресурсний, енергетичний, технологічний, інноваційний, інформаційний, цифровий, інвестиційний). Це дозволило ідентифікувати мету застосування неопротекціонізму на мега-, мета-, макро- і мезорівні міжнародної економічної політики, та візуалізувати ступінь його функціонально-структурної складності та розмірності як явища та процесу, реалізація якого видозмінюється залежно від суб'єктів, які його застосовують, об'єктів, на які розповсюджується його дія, простору застосування, цілей здійснення.В роботі розроблено науково-методичний підхід оцінювання міжнародної економічної політики на макро- і мета- рівнях, зумовленої використанням інструментарію неопротекціонізму, застосування якого дозволило виокремити і охарактеризувати політику економічного націоналізму (мотиваційною основою якого виступають домінування, експансія, забезпечення національного розширеного відтворення шляхом створення нових порівняльних переваг) і політику економічного патріотизму (мотиваційною основою якого виступають відновлення економічного зростання, стримування експансійного потенціалу країн-партнерів, створення нових порівняльних переваг й досягнення сталого розвитку) з виокремленням таких його підтипів, як наднаціональний, локальний, ліберальний, консервативний. Визначено характерні риси політики неомеркантилізму і встановлено способи, в які вона може реалізовуватись. Встановлено, що політика неомеркантилізму продукує антиконкурентні ринкові викривлення, які зачіпають не лише іноземних виробників, але й національних, беручи до уваги ступінь залучення останніх до глобальних ланцюгів створення доданої вартості, і призводить до ринкових дисбалансів внаслідок несправедливої конкуренції.Удосконалено теоретико-методологічні засади дослідження міжнародної економічної політики, що визначається принципами стійкості, ієрархічності, адаптивності, комплементарності, субсидіарності та збалансованості, шляхом включення легітимації як новітнього принципу здійснення міжнародної економічної політики, що передбачає комбінування регуляторних, дерегуляторних та ререгуляторних механізмів впливу на міжнародні економічні відносини, результується в імплементації таких інституційних норм і правил, які прямо чи опосередковано нехтують/спростовують/викривлюють домовленості, що існують на міжнародному/регіональному рівні, призводять до антиконкурентних ринкових деформацій, торговельних й інвестиційних дисбалансів та уможливлюють отримання нових порівняльних переваг. Самолегітимація визначена як атрибутивна характеристика суб'єктів міжнародної економічної політики на мега-, мета- і макрорівнях, що уможливлює реалізацію політики неопротекціонізму.В дисертаційному дослідженні обґрунтовано множинні комбінації реалізації неопротекціонізму через різноспрямовані прояви дерегуляціїрегуляції, інтеграції-дезінтеграції, координації-декоординації, розширенняфрагментації, врівноваження-розбалансування, стимулювання-обмеження, захисту-дискримінації та доцільність застосування неопротекціонізму в політиці економічного розвитку України.Встановлено, що структурними елементами світового господарства як середовища прояву неопротекціонізму виступають: виробничо-інвестиційна сфера діяльності, науково-технічна сфера, сфера міжнародної торгівлі, міжнародні валютно-фінансові та кредитні відносини. Виявлено, що неопротекціонізм в межах міжнародної економічної системи виконує наступні функції: регуляторну (ідеологіний неопротекціонізм; інтеграційний неопротекціонізм; факторний неопротекціонізм; монетарний неопротекціонізм; валютний неопротекціонізм; борговий неопротекціонізм; фінансовий неопротекціонізм; інвестиційний неопротекціонізм); алокаційну (кон'юнктурноформуючий/галузевий неопротекціонізм; інфраструктурний неопротекціонізм; факторний неопротекціонізм; інтеграційний неопротекціонізм; фінансовий неопротекціонізм; інвестиційний неопротекціонізм); дистрибутивну (інституційний неопротекціонізм; фіскальний неопротекціонізм; фінансовий неопротекціонізм; інвестиційний неопротекціонізм); стабілізаційну (монетарний неопротекціонізм; валютний неопротекціонізм; борговий неопротекціонізм; фінансовий неопротекціонізм; інвестиційний неопротекціонізм).Моделювання процесів кластерізації української економіки із використанням бостонської матриці та моделі Леонтьєва дозволило виділити чотири продуктивні кластери: інноваційний (виробництво комп'ютерів, електронної та оптичної продукції; телекомунікації (електрозв'язок); комп'ютерне програмування, консультування та надання інформаційних послуг; професійна, наукова та технічна діяльність; інформація та телекомунікації; видавнича діяльність; виробництво кіно- та відеофільмів; допоміжний (постачання електроенергії, газу, пари та кондиційованого повітря; оптова та роздрібна торгівля; ремонт автотранспортних засобів і мотоциклів; тимчасове розміщування й організація харчування; фінансова та страхова діяльність), традиційний (сільське, лісове та рибне господарство; добувна промисловість і розроблення кар'єрів; переробна промисловість; будівництво; транспорт, складське господарство, поштова та кур'єрська діяльність; виробництво хімічних речовин і хімічної продукції), стратегічний (транспорт, складське господарство, поштова та кур'єрська діяльність; виробництво хімічних речовин і хімічної продукції; автомобіле- та машинобудування; легка промисловість) та визначити галузі-драйвери економічного зростання, в яких можливе отримання високого чистого валового доходу та які безпосередньо впливають на темпи зростання ВВП.Запропоновано методологічний підхід до оцінювання ефективності надання податкових пільг й інших преференцій резидентам індустріальних парків, який, на відміну від існуючих підходів, передбачає використання прикладних моделей загальної рівноваги для ідентифікації пріоритетних галузей-реципієнтів державної допомоги через мережу індустріальних парків у контексті активізації випереджаючого розвитку країни за ключовими макроекономічними показниками, а також визначення оптимального обсягу відповідних преференцій з міркувань сталих надходжень державного бюджету, що дозволило обґрунтувати перелік перспективних стимулів резидентам індустріальних парків для досягнення цілей висхідного руху вітчизняної промисловості ланцюгами доданої вартості й створення замкнутого циклу інновацій в Україні.В роботі проведено оцінку використання системи податкових й інших преференцій для резидентів індустріальних парків з метою відновлення та забезпечення подальшого інноваційного розвитку виробничо-експортного потенціалу України, що дало змогу адаптувати міжнародний досвід використання механізму вільних економічних зон до вітчизняної практики задля створення сприятливого інвестиційного середовища для нових високотехнологічних виробництв у національній економіці на період формування ними конкурентних переваг.
