AbstractThis article describes the Pollution Prevention (P2) Framework Automated Information System. The framework is a matrix of pollution prevention resources developed by the Department of Defense Environmental Security Corporate Information Management (DESCIM) Program Management Office in support of the Office of the Deputy Under Secretary of Defense (Environmental Security). The P2 framework resides on the Defense Environmental Network Information eXchange (DENIX), DOD's environmental information electronic bulletin board and website. An outline of the framework's information categories and electronic resources is provided. In addition, the article provides an overview of the information resources that the P2 framework currently makes available and describes the process by which the framework was developed. Recommendations for future enhancements to the P2 framework are also discussed.

The study has been conducted with an objective to assess the impact of e-resources on seven aspects of research. Seven agricultural universities of North India were surveyed while using questionnaire as a data collection tool. The majority of respondents are of the opinion that due to advent of e-resources and in view of the ICT developments, they 'feel much comfortable and competent to search information' and the changed scenario has enabled them to 'generate new research ideas'. The quantity as well as quality of research has improved. A majority of the respondents are also of the opinion that their 'research output finds more citations'. A majority of users are of the opinion that the problem of 'duplication of research' has diminished while in contrast the menace of 'plagiarism has increased'. A majority of the users agree that advent of e-resources has laid a positive impact except for the fact that 'plagiarism' has enhanced.

В статье рассмотрена проблема использования электронных информационных ресурсов в педагогическом вузе в контексте развития открытого образовательного пространства. Актуальность проблемы исследования обусловлена тем, что в условиях функционирования современной системы образования остро заявляют о себе проблемы создания высокотехнологичной информационно-образовательной среды, способствующей наиболее эффективному формированию необходимых компетенций обучающихся. Обостряют проблемы и возникающие вызовы, связанные с организацией образовательного процесса в условиях пандемии. В связи с этим пристальное внимание вызывают вопросы использования электронных информационных образовательных ресурсов. В исследовании обобщается и конкретизируется терминология, связанная с данной проблемой. Обзор литературы показал, что в современных отечественных исследованиях рассматриваются различные аспекты проблемы применения электронных информационных ресурсов в образовании. Наряду с этим изучение, обобщение, выявление перспектив использования электронных образовательных ресурсов в педагогическом вузе в рамках дисциплин, связанных с музыкальным искусством, впервые стало объектом специального рассмотрения в контексте развития открытого образовательного пространства. В статье проанализирован положительный опыт Чувашского государственного педагогического университета им. И. Я. Яковлева в применении электронных образовательных ресурсов в учебном процессе, в том числе электронных учебных изданий и образовательных интернет-технологий. Апробация результатов исследования позволила автору выявить необходимые условия, проблемы и перспективные направления применения электронных информационных ресурсов в педагогическом вузе. The article considers the problem of the use of electronic information resources in a pedagogical university in terms of the development of an open educational space. The relevance of the research problem is due to the fact that in the context of the modern education system the problems of creating a high-tech information and educational environment that contribute to the most effective formation of the necessary competences of students are becoming rather acute. There also emerge challenges associated with the organization of the educational process in the current pandemic. In this regard, close attention is paid to the use of electronic informational educational resources. The study summarizes and clarifies the terminology associated with this problem. The review of the works devoted to the considered issue showed that modern Russian studies examine various aspects of the problem of using electronic information resources in education. Along with this, the study, generalization, and identification of prospects for the use of electronic educational resources in a pedagogical university in the framework of disciplines related to musical art, in the context of the development of an open educational space, has become the object of special consideration for the first time. The article analyzes the positive experience of I. Yakovlev Chuvash State Pedagogical University in terms of the use of electronic educational resources in the educational process, including electronic educational publications and educational Internet technologies. Testing the results of the study allowed the author to identify the conditions, problems and promising areas for the use of electronic information resources in a pedagogical university.

The relevance of the article lies in conducting a comparative analysis of electronic information resources provided during quarantine restrictions and martial law by the libraries of higher education institutions of Ukraine, which were determined by the leaders, based on the results of previous stages of the research.
The purpose of the study is to determine the library of the university of Ukraine, which is leader in the provision of electronic information resources in the conditions of quarantine and martial law.
The methodology. The research includes synthesis, the method of complexity, comparative analysis, information diagnostics, generalization, abstraction and systematization, survey-analytical and benchmarking methods.
The results of the previous stages of the research proved that the library of Sumy State University occupies the first place among the scientific libraries of classical universities of Ukraine. Among the scientific libraries of technical institutions of higher education are the Scientific Library of Zaporizhzhia Polytechnic National University and Chernihiv Polytechnic National University. The leader among scientific libraries conventionally called special institutions of higher education of Ukraine is the library of Borys Hrinchenko Kyiv University. The library of Kryvyi Rih State Pedagogical University ranks first among the libraries of pedagogical institutions of higher education in Ukraine.
The practical significance. The identification of a leading library will allow other libraries of higher education institutions to adopt the experience of implementing various electronic information resources.
The scientific novelty. The previous stages of the study of electronic information resources of libraries of higher education institutions of Ukraine allowed us to determine the leading libraries in providing users with access to a wide range of electronic information resources during quarantine restrictions and martial law.
The conclusions. The research made it possible to identify the library of Sumy State University as a leading library that provides users with access to the largest set of electronic information resources, which includes: electronic catalogue, electronic archive of scientific works of university employees, full-text databases and resources available on open platforms, the own full-text collections, Facebook page, Instagram page, Telegram channel, Youtube channel, new arrivals, digests, audiobooks.
The article deals with the issues of the directions for improvement of the current legislation of Ukraine with the purpose of the state electronic information resources protection. It is proposed to amend the criminal procedural legislation of Ukraine and the Law of Ukraine "On Telecommunications" in order to implement the provisions of the Convention on Cybercrime, to introduce criminal liability for unauthorized interference with the work of information and telecommunication systems in which state electronic information resources are processed. A number of proposals have been formulated to improve the administrative and legal procedures related to the protection of state electronic information resources, in particular, it is proposed to introduce licensing of activities of Internet service providers for public authorities in which state electronic information resources are processed and review technical and cryptographic information security regulations. ; У статті здійснено аналіз напрямів удосконалення чинного законодавства України з метою захисту державних електронних інформаційних ресурсів. Запропоновано внести зміни у кримінальне процесуальне законодавство України та Закон України "Про телекомунікації" задля імплементації положень Конвенції про кіберзлочинність, ввести кримінальну відповідальність за несанкціоноване втручання у роботу інформаційно-телекомунікаційних систем, в яких обробляються державні електронні інформаційні ресурси. Scientific libraries are intermediaries between science and society; they concentrate scientific and popular scientific information for a wide range of users. The information block: science – library – society works. Libraries solve the issues of book preservation, documentary, archival heritage of scientists through various forms of preservation and popularization of the achievements of regional science: work with the rare collection of scientific publications (study of marks, book plates, autographs, etc. on books), publication of articles about scientists, creation of bibliographic and biographic databases (DB) and other electronic information publications of own generation.Communicative interaction between libraries, science and society is constantly expanding, including various new components of the popularization of science among young people than attract young people to science and cause interest in the profession of a scientist. The article describes the work of the Central Scientific Library of the Irkutsk Scientific Center of the Siberian Branch of RAS in this direction on the example of the organization of electronic memorial library of Baikal scientist, Professor Mikhail Mikhailovich Kozhov.

The electronic information resources have the effect of democratizing the research community (RC). Researchers in the developing and developed countries can interact with each other on the same footing. The result is that the RC seems to moving towards a greater international homogeneity. However, in developing countries like India the engineering research community (ERC) is not fully utilizing the benefit of the situation because they consider online electronic information resources as a disorganized, unmanaged monster, without a toay to verify on-line information, and without more than elementary search tools. In an electronic environment the studies which focus on how the researchers search information, on the type and sources of information needed, on the nature of information sought, and the services they use are highly relevant, because they provide a basis for reorganizing libraries and information centers and reshaping their information support activities. The present study attempts to assess the information search pattern of ERC in the electronic environment in the Engineering Colleges of Karnataka.

The purpose of the study is to know the state of availability of electronic information resources in government owned secondary school libraries in Ijumu Local Government Area of Kogi State, Nigeria. Descriptive survey design was adopted for the study. Questionnaire, observation and interview are instruments of data collection. Sixteen (16) secondary schools were randomly selected from 22 and their libraries were studied. Simple percentage was used for data analysis where below 50% was considered disagreed and above 50% was considered agreed. Hence, out of nine (9) itemized electronic information resources in the questionnaire 3(33.3%) are available; while 6(66.7%) are not available (Table 1). Identify challenges associated with availability of electronic information resources is 10(90.9%), (Table 2). More to these, data gathered through observation and interview were used to buttress the discussion of the study. Recommendations are provided to know the precise types of electronic information resources to acquire into secondary school libraries and services those resources can rendered (Table 3). Also, how to curb the identify challenges are proffered in Table 4.
