Society certainly crave a more prosperous life, safe, peaceful, able to feed their family properly and wants other ideal. In today's the countries in the world of hopes and ideals via a mechanism known system and democracy. New mechanisms are emerging as the insistence of the Reformation is the insistence of Indonesia's regions to secede from the parent that we often refer to as autonomy. Insistence that gave birth to hundreds of new areas, both at the provincial and district / city emerged in Indonesia today. On one hand if we look at it positively, it is possible as the manifesto of a high sense of community ownership of their respective regions as well as the willingness to self-determination. On the other hand new problems arise as well as political risk, which appears sectarianism "sons of the soil" who gave birth to tribalism and excessive primordialism, resource conflict, conflict of interest, rampant corruption among local officials and that no harm is less conflict among local political elites in a fight over power and the existence of self and group interests in the name of the people. Risks in above which we discuss in this research study, with a focus study on the tug between the interests of local political elites in the division of the district of Pangandaran. With purposive sampling method of data collection and methods of interactive analysis, the study seeks to illustrate how the actual role, political intrigues and interests the desired political elites in the expansion of Pangandaran. How well conflict of interest occurs in the process of expansion of this district of Pangandaran. Hopefully this research is useful for those who want to further examine the processes and dynamics that occur, and how political elites play political roles.

This research focuses on the relation of elite H. Andiwarto with sub-elite and village community in maintaining Masra family dynasty for village head position. Masra family dynasty has run for a long time. For 150 years, Masra family descendants occupy the village head position. The survival of Masra family dynasty in the Gapurana Village Government is studied in the relation of H. Andiwarto, who is Masra descendant with sub-elite and village community to maintain Masra family descendant dynasty as a village head. This research used a qualitative method with descriptive research type. The elite theory proposed by Suzanne Keller was used to analyze the relation of elite, sub-elite, and the community. This theory has 4 (four) indicators: the governing elite, the ruling elite, the not ruling elite, and the community. Based on these indicators and the results of this research, the relation built by H. Andiwarto in maintaining Masra family dynasti consists of three relations: relation with the political elite, relation with economic elite, and relation with the social elite. The political elite's relationship is vital in maintaining the Masra family descendant dynasty. In contrast, the relation between the economic elite and the social elite supports relations for keeping the legitimacy of the village community towards Masra descendants. ; Penelitian ini berfokus pada relasi elite H. Andiwarto dengan sub-elite dan masyarakat desa dalam mempertahankan dinasti keluarga Masra untuk jabatan kepala desa. Dinasti keluarga Masra sudah berjalan sejak lama. Selama 150 tahun, keturunan keluarga Masra menduduki posisi kepala desa. Kelangsungan hidup dinasti keluarga Masra dalam Pemerintahan Desa Gapurana dikaji dalam relasi H. Andiwarto yang merupakan keturunan Masra dengan sub-elite dan masyarakat desa untuk mempertahankan dinasti keturunan keluarga Masra sebagai kepala desa. Penelitian ini menggunakan metode kualitatif dengan jenis penelitian deskriptif. Teori elite yang dikemukakan oleh Suzanne Keller digunakan untuk menganalisis relasi elite, sub-elite, dan masyarakat. Teori ini memiliki 4 (empat) indikator yaitu elite yang memerintah, elite yang berkuasa, elite yang tidak berkuasa, dan masyarakat. Berdasarkan indikator tersebut dan hasil penelitian, maka relasi yang dibangun oleh H. Andiwarto dalam mempertahankan dinasti keluarga Masra terdiri dari tiga relasi yaitu relasi dengan elite politik, relasi dengan elite ekonomi, dan relasi dengan elite sosial. Relasi elite politik merupakan relasi yang paling vital dalam mempertahankan dinasti keturunan keluarga Masra. Sebaliknya, relasi elite ekonomi dan elite sosial mendukung relasi untuk menjaga legitimasi masyarakat desa terhadap keturunan Masra.

This research is to find out the basis of the power possessed so that the actors in sand mining are called elites. Besides that, it is also to find out the capacity of the elites and the relationship patterns that are run by these elites. The method used is an approach to collect data and analyze data, in the form of data collection through observation and interviews. While the data analysis uses the Miles and Huberman model, using phases, data reduction, data display, and conclusion drawing/verification. The results showed the elite stratification in sand mining in Jambu Hamlet, namely The Big Bourgeoisie/Upper Class consisting of land owners and equipment owners and local government at the highest level (provincial), The Petty Bourgeoise/ Middle Class consisting of Operators, Helpers, Managers, The foreman, the land owner community, the head of the coker group, the local government, the working class/lower class consisting of the coker and the community. However, judging from the capacity of the ruling elite, the existence of elite rulers is in the classification of the petty bourgeois ruling class or the middle class because managers as elite determinants and management decision making are extensions of entrepreneurs who have business interests. So that the pattern relationship shows the regularity of sand mining management which develops intensive communication between entrepreneurs and managers so that there is no visible conflict about results.

This article aims to understand and identify that Cirebon Province has not yet been formed, even though there has already been a discourse on the formation of Cirebon Province, marked by the establishment of the Cirebon Province Expansion Committee (P4C) since 2009. In order to approach this problem, the theory of political elite from Geatano Mosca is used, the theory explains that elite action is a form of the will of the community, so that it is understood that there is a link between community views and actions taken by political elites. Data is collected through the observation of the actions of political elites in the regions of Cirebon Regency, Cirebon City, Indramayu Regency, Kuningan Regency and Majalengka Regency, and conducting interviews with the community in the Cirebon Regency, Cirebon City, Indramayu Regency, Kuningan Regency and Majalengka Regency. Data analysis was carried out qualitatively using data reduction, data presentation and drawing conclusions. This study concludes that until 2019 the local political elite of Kab. Majalengka and Kab, Kuningan still did not agree to join the Cirebon Province, while the political elite of Kab. Cirebon, Cirebon City and Regency, Indramayu agreed to form the province of Cirebon, the decision of the political elite turned out to be in accordance with the perception of the people who refused or supported joining to form the Cirebon Province.
