The article concentrates on the most essential elements of a social science as research, whereby research is strictly interpreted as the verification of a theory in a particular field but neither as "theorie sans terrain" nor "terrain sans theorie". Yet even if this particular employment in the field of social science is explicitly conceived of as privileging the logic of discovery and the strictures of proof in opposite to all preconstructed themes, theories and traditions of different disciplines, it cannot simply be reduced to the standpoint of pure logic. Die schlagartige Einführung der Marktwirtschaft in den neuen Bundesländern erweist sich rückblickend als Ursache der permanenten Krisenanfälligkeit der ostdeutschen Wirtschaft. Im Modernisierungswettlauf war zwar die Ziellinie der ökonomischen Angleichung politisch vorgegeben, aber der Weg, diese zu erreichen, wurde nicht - wie in anderen Schwellenökonomien - vor einer Strukturunterschiede verschärfenden globalen Wirtschaft politisch geschützt. Diese Modernisierungskonstellation, so zeigt der vorliegende Beitrag, entfaltete aber erst ihre - den Entwicklungspfad der ostdeutschen Wirtschaft prägende - Wirkkraft durch die mit der Elitenzirkulation zur Geltung kommenden Trägerschichten und deren Handlungsrationalitäten. Die Ausführungen zeigen Folgendes: Der Untergang der "ideologischen Elite" (Kader) geschah in Ostdeutschland von heute auf morgen. Die nationale Elite wurde schnell ausgetauscht, ihre Positionen entfielen mit der Entflechtung der Kombinate. Eine nachfolgende Konvertierung von politischer in wirtschaftliche Macht - wie sie viele Autoren für Osteuropa beschreiben - fand nicht statt. Auch der Slogan "from plan to clan" lässt sich auf die ostdeutsche Industrie nicht anwenden: Soziale Netzwerke, Familienbindungen spielten im Transformationsprozess (zunächst) kaum eine Rolle. So war die "Schattenwirtschaft" oder second economy auch nicht - wie in Ungarn, Russland und Polen - der Übungsplatz für die neue ökonomische Elite in der ostdeutschen Industrie. Vor diesem Hintergrund erscheint der Transformationsprozess in Ostdeutschland hinsichtlich der wirtschaftlichen Positionseliten als ein "Sonderweg", der sich weder einfach als "Kolonialisierung" noch als "Elitenreproduktion" fassen lässt.
Der Beitrag geht von der modernisierungstheoretischen Annahme aus, dass die Konzepte der funktionalen Differenzierung und der sozialen Ungleichheit die beiden grundlegenden Perspektiven darstellen, unter denen die Strukturen moderner Gesellschaften analysiert werden können. Ein Systemvergleich zeigt für die Umbruchsphase 1989-1992, dass im Falle der Gesellschaften sowjetischen Typs für beide Strukturdimensionen keine eindeutige Diskussionslage zu registrieren ist. Die vorliegende Analyse der herrschenden Eliten zeigt weiterhin, dass die Zusammenbruchsdynamik staatssozialistischer Gesellschaften herrschaftssoziologisch zwei grundlegende Wandlungsprozesse beinhaltet: Den wachsenden Verlust der Fähigkeit des Parteistaates, bei den eigenen Funktionären Legitimitätsglauben, Gehorsam und Disziplin durchsetzen zu können. Und den Niedergang der Fähigkeit der Funktionäre des Parteistaates, von den machtunterworfenen Bevölkerungen in allen Bereichen des gesellschaftlichen Lebens Motivation und Disziplin beim lange zur Phrase degenerierten 'sozialistischen Aufbau' zu verlangen. Weiterhin wird deutlich, warum die Ereignisse 1989-91 nicht das Schicksal der Ereignisse von 1953 (DDR), 1956 (Ungarn, Polen), 1968 (Tschechoslowakei) oder 1980 (Polen) teilten. Erst wenn sich die herrschenden Strukturen einer Gesellschaft in einem klaren Stadium des Niedergangs oder Zerfalls befinden, können politische Mobilisierungsprozesse wie die von 1989 in den Zusammenbruch ganzer gesellschaftlicher Systeme einmünden. ; This article draws on some central theoretical aspects of contemporary historical and sociological research on the elite structures of Sowjet type societies. Firstly, specific features of the constitution and the recruitment of political and functionary elites in the political and civil system of the collapsed state socialist societies are investigated. In this context the concept of organisations elites will be emphasized. Secondly, the problem of the relationship between differentiation processes in society and social inequality is discussed by means of focussing on the 'elite problem'. Finally, this article reconstructs in broad contours the debates concerning processes of informalization and hybridization in state socialist societies in the light of the elite aspect.
Since Luxembourg became independent in 1839, practically the entire political, economic and intellectual elite of the country has been socialised abroad. It was only in 2003 that the Grand Duchy set up its own university; before then, young Luxembourgers had to study in foreign countries. Over the past 150 years, Lux- embourg has thus experienced exceptionally lively student migration. This migration is almost unique in Europe; however, academic research has paid little attention to the consequences of the migration experience of whole student gen- erations on Luxembourgish society. The data presented in this paper demonstrate that migration has opened up chances for participation and access to positions of social power, while at the same time the networks of students became an instrument of social exclusion. Thus, the migration experience over the past 150 years not only led to a strong degree of social–cultural cohesion within the national elite; paradoxically, international student mobility has also had deep effects on the preservation of national identity.
Research into the connection, the correlation and the process of development of cultural and mental components of past societies offers an important contribution to a better understanding of the historical process. lt shows that nothing in history talks by itself. Even something apparently evident like culture is determined by a mental horizon which has to be analysed, if we intend to grasp the cultural process. On the other hand, mentality is only perceptible by the mediation of cultural categories, which, themselves, are again tied to a social, economic and political reality. Every analysis must be aware of such networks. Each reification of a singular of those dimensions can only lead to an illusion of knowledge. And often it seems to be the illusion of elites determining such reifications. The author lays particular emphasis on the discussion of ,popular culture', being more or less a product of the culture of elites. Auch wenn die Begriffe 'Elite' und 'Exzellenz' die gegenwärtigen Bildungs- und Wissenschaftsdiskurse häufig als Doppel bestimmen, werden jedoch die sich vollziehenden Verschiebungen im Bildungs- und Wissenschaftssystem überwiegend unter dem Stichwort der 'Elite' diskutiert. Analysen zu 'Exzellenz' sind eher selten und werden zudem oft mit 'Elite' verknüpft. Der Beitrag unternimmt daher eine machttheoretisch justierte Auseinandersetzung mit dem Begriff und dem Diskurs der Exzellenz in der neueren Wissenschafts- und Forschungspolitik. Im Ausgang von einer Skizze des gegenwärtig sich vollziehenden Strukturwandels im Wissenschaftssystem sowie einer Erläuterung der Semantik der 'Exzellenz' werden zunächst ausgewählte Linien des Diskurses der Exzellenz rekonstruiert; vor diesem Hintergrund lassen sich dann insbesondere zwei Machteffekte beschreiben: die Macht der 'Exzellenz' kann, so wird deutlich, nicht allein in institutionellen und strukturellen Folgen gesehen, sondern muss auch in ihren spezifischen Subjektivationseffekten und Wahrheitseffekten analysiert werden. (DIPF/Orig.) ; Although the two terms "elite" and "excellence" frequently appear as a double terminology in the present discourse on education and science, the ongoing shiftings in the educational and scientific system are mainly being discussed under the heading "elite". Analyses of "excellence" are rather rare and are furthermore often linked with discussions of the term "elite". Thus, the author looks at the term of and the discourse on "excellence" in recent policy of science and research from a power-theoretical perspective. He starts by sketching the ongoing structural changes in the system of science and by explaining the semantics of "excellence" and then goes on to reconstruct selected lines of reasoning in the discourse on excellence. Against this background, two effects of power, in particular, may be described: the power of "excellence" cannot be considered solely with regard to its institutional and structural consequences, rather, it has also to be analyzed as to its specific effects of subjectivization and its effects of truth-speaking. "Uns wurde immer gesagt, der Grund, warum unsere Demokratie nicht funktionieren und unser Land nicht vorankommen würde, sei darin zu suchen, dass die Armen nicht die richtigen Kandidaten wählen würden."Dauernd gibt es Beschwerden über die unteren Schichten in unserer Gesellschaft, die Filmstars, Prominente aus Radio und Fernsehen sowie traditionelle Politiker/innen wählen anstatt ehrliche und hochqualifizierte Kandidaten. Wenn wir diese Aussagen einmal genauer betrachten, stellen wir fest, dass sie alle aus den Reihen der Besserverdienenden kommen. Es sind entweder die Reichen selbst oder ihre Stellvertreter in den Medien, der Wirtschaft, den Schulen oder der Kirche.

Datenvisualisierungen und Infografiken sind spätestens seit Ausbruch der Corona-Pandemie in aller Munde oder besser gesagt "in aller Augen". Kaum ein News-Portal, kaum eine Online-Ausgabe renommierter Zeitungen kommt ohne die fast schon obligatorische interaktive Datenvisualisierung über den Verlauf der Pandemie, die Entwicklung der Infektionszahlen oder einen Ländervergleich aus. Der vorliegende erste Sammelband zum Thema möchte (interaktive) Datenvisualisierung praxisorientiert aufgreifen, um sowohl die grundlagen-orientierte wie auch die angewandte Forschung zu inspirieren, näher zusammenzuführen, zukünftige Forschung zu unterstützen sowie für offene Fragen in diesem dynamischen Prozess zu sensibilisieren.:O. Auf der Basis der Entwicklungskrisentheorie wird in dem Beitrag mit einer Analyse des Sozialprofils, der Karrierewege und des Abstimmungsverhaltens der Abgeordneten der Nationalversammlung überprüft, ob sich nach der Zäsur der Februarrevolution die Neuformierung der politischen Klasse Frankreichs tatsächlich als Krisenrekrutierung unter fundamental gewandelten Bedingungen der Auswahl des Führungspersonals vollzog. Im Mittelpunkt steht die Frage, ob und inwieweit die Konflikte zwischen politischen Lagern im Parlament als Auseinandersetzungen zwischen Exponenten einer traditionellen Elite, die überkommene Werte und materielle Privilegien repräsentierte, und einer 'Gegenelite', die als Vertreterin bislang benachteiligter Sozialkategorien funktionierte, ausgetragen wurde. Zunächst wird überprüft, ob sich die politischen Lager in der Nationalversammlung aus unterschiedlichen Gesellschaftsformationen rekrutieren. Dabei werden zwei Dimensionen der Soziallage von Abgeordneten unterschieden: ihr Situs und ihr Status. Dann werden die politischen Erfahrungen der Abgeordneten vor der Februarrevolution über die politischen Lager hinweg verglichen, um dann zu untersuchen, inwieweit regionale Bezüge auf das Verhalten der Abgeordneten einwirkten. Die regionale Verteilung der Abgeordneten unterschiedlicher Couleur und die Intensität ihrer Bindungen an die Wahldepartements werden analysiert. Außerdem wird untersucht, wie die ökonomischen und sozialen Strukturen der Wahldepartements mit den politischen Orientierungen der Abgeordneten zusammenhingen, d.h. welche Typen von Departements tendenziell linke und rechte Repräsentanten entsandten. Die Analyse kommt zu dem Ergebnis, daß das Konzept der 'Gegenelite' für die Erklärung von Prozessen der Elitentransformation und der Formierung von Fronten des Elitenkonflikts in Frankreich um 1948/49 nur eine begrenzte Gültigkeit hat. ; What was the impact of revolutionary change on the distribution of political power and the access to political power? In which ways and to what extend social, cultural, and regional cleavages structured the process of party formation in the French National Assembly? Can the conflict between right-wing and left-wing representatives be described as a conflict between an established power-elite and a revolutionary counter-elite? These questions are to be settled by an analysis of biographical and roll-call data of the 910 representatives of the French National Assembly in 1848/49.
