A partir da observação de que os fluxos emigratórios portugueses não chegaram ao fim com o encerramento, no rescaldo da crise de 1973/74, das fronteiras dos países industrializados da Europa à migração de trabalhadores, o presente artigo procura analisar os fluxos emigratórios que se desenvolveram após o anunciado "fim da emigração portuguesa". Será argumentado que apesar de um discurso político e de uma prática de investigação que, por diferentes motivos, tendem a menosprezar ou a negligenciar a saída de nacionais, ela continua a ser uma opção importante para milhares de portugueses que olham para a emigração como uma opção importante e atractiva para ultrapassar os constrangimentos que enfrentam no mercado de trabalho nacional. No prosseguimento deste objectivo central da comunicaçãoa emigração portuguesa para a Suíça – um dos principais fluxos emigratórios que se desenvolveu, sobretudo, a partir de meados dos anos 80 – será utilizada para ilustrar o continuar da emigração e a falácia do final da emigração portuguesa.Departing from the observation that Portuguese emigration flows didn't come to an end after the economic crisis of 1973/74, the present article tries to analyse the flows that developed after the announced 'end of the Portuguese emigration'. It will be shown that in spite of a political discourse and a research practice that, for different motives, tried to despise or neglect the exit of nationals, emigration continues to be an important and attractive option for thousands of Portuguese nationals to surpass the constraints they face on the national labour market.In the prosecution of this central objective, Portuguese emigration to Switzerland – one of the main migratory flows that developed mainly after the mid 80's – will be used to illustrate de continuation of emigration and the fallacy of the argument on the end of Portuguese emigration.

Este trabajo analiza algunas de las principales aristas del fenómeno migratorio México-Estados Unidos, con el objeto de entender mejor sus orígenes y consecuencias. En sus siete secciones: 1) analiza la posición histórica del gobierno mexicano en materia migratoria, 2) describe la percepción de los mexicanos respecto a este fenómeno, 3) delinea las principales iniciativas migratorias propuestas por ambos países durante los últimos años, 4) analiza la construcción de un muro en la frontera y sus consecuencias; 5) usando el caso de Arizona, discute los principales costos y beneficios económicos del fenómeno migratorio para Estados Unidos, 6) estudia las remesas —describiendo su comportamiento en el tiempo y sus principales efectos— y 7) describe uno de los programas de política pública en México para fortalecer los vínculos entre las comunidades de origen en el país y las asociaciones de migrantes. Finalmente, las conclusiones resumen los principales hallazgos del trabajo y, con base en éstos, esboza una propuesta de política pública para regularizar el flujo migratorio entre México y Estados Unidos. ; This working paper analyzes some of the most relevant issues of the migration of Mexicans to the United States, with the objective of understanding better their origins and consequences. In its seven sections, it: 1) analyzes the historical position of the Mexican government regarding migration, 2) describes the perception of Mexicans about the issue, 3) mentions the most important migratory initiatives proposed by both governments in the course of the last years, 4) analyzes the construction of a wall at the border and its consequences; 5) using the case of Arizona, discusses the most relevant economic costs and benefits of migration for the United States, 6) studies remittances —describing their flow through time and their effects— and 7) describes one of the most important public policy programs in Mexico designed to strenghten the ties between migrant associations and their communites of origin. Finally, the conclusions summarize the central findings of the paper and, based on them, presents a public policy proposal to regularize the flow of migrants between Mexico and the United States.

Spanish governments managed this phenomenon by implementing a number of control measures, largely aimed at walling external and internal borders. However, the persistence of the economic crisis has led to the readjustment of the whole system of migration control. This article intends to grasp the underlying rationales of the current transformation of the Spanish policies of bordered penality. It scrutinizes the implications of the managerial turn of the Spanish apparatus of deportation and concludes by outlining a range of legal reforms grounded on a human rights perspective.
El artículo aborda el tratamiento que en Europa se está dando al retorno de los trabajadores extranjeros extracomunitarios a sus países de origen, tomando como ejemplo el caso de España, uno de los países que han recibido más inmigrantes en este joven sigloXXI, el primero dentro de la región europea. Se presenta una breve síntesis de las principales teorías sobre el retorno migratorio, una tipología ideal de "migrantes retornados" y la situación actual del conocimiento que tenemos sobre las corrientes de retorno tanto en Europa como en el resto de las principales áreas de recepción migratoria. Se describe la situación del "retorno" en España dos años después de empezar la crisis financiera mundial de 2007, afectada por un grave paro laboral. Se analizan los datos estadísticos oficiales por regiones de origen-destino y las políticas y programas específicos que se han desarrollado en España en torno al retorno de inmigrantes extranjeros, tanto las ayudas a personas en situación de vulnerabilidad como las ayudas a los inmigrantes que tienen reconocido pago por prestación de desempleo, dentro del marco de la política europea sobre retorno.The article discusses the treatment in Europe is taking the return of foreign workers from outside their countries of origin, taking the example of Spain, one of the countries that more immigrants have received in this young 21st century, the first in European region.One presents a brief synthesis of the main theories of return migration, an ideal typology of "returning migrants" and the current state of knowledge we have about the currents of return, both in Europe and in the rest of the principal areas of receipt of migrantes.It describes the situation of "return" in Spain two years after beginning the global financial crisis of 2007, affected by a serious labor unemployment. There is analyzed the official statistical data by regions of origin-destination and the policies and specific programs that have developed in Spain concerning the return of foreign immigrants, both the aid to persons in vulnerable situation such as the aid to immigrants who have recognized unemployment benefit, inside the frame of the European politics on return.
Migration is a fundamental aspect of international political economy (IPE). It encompasses every aspect of the field of study but has been distanced from IPE mainstream. Nonetheless, it is an international phenomenon that requires joint participation and negotiation between the sending and receiving countries to determine their policies. Migration generates interdependence from below, where micro-structures are initiated by the people. States, politic, economic and social aspects are inherently touched by people's mobility. In this article we will highlight the impact that remittances have on the home country, and how dependent Guatemala is on fluctuations of the host country. It will explore how remittances shape Guatemala's economy.This article will follow three main questions: Why do people migrate from Guatemala to the United States? How does emigration impact Guatemala economically and socially? What are the challenges the Guatemalan government faces and needs to overcome to move forward from an ever growing dependency on emigration? It will be argued that remittances generate a greater dependency to the US. Remittances represent one of the main incomes in Guatemala. Not only are they bound to the receiving country's volatility (e.g. economic crisis and immigration law), they are not sustainable in the long term. But underdeveloped countries have yet to realise this in their policies, as remittances feature as a cushion to the balance of payment and emigration a relief to unemployment rates. Nevertheless, it is an issue that has to be targeted immediately. Furthermore, it is argued that social networks are the cornerstone of migration. The social impact on determinants of out-migration, diaspora and return are all intertwined within security issues, where American originated gangs return to their home countries, exporting criminal behaviour (known as the cost of social remittances). (1) Maras in conjunction with organised crime are new actors in determinants of emigration. This vicious circle revolves not only around IPE but becomes an international security issue. The state must act now for it to avoid its own erosion and cataclysm in the long term, taking down its credibility, economy and security.Heated debates come afloat between international migration and economic development. On one hand, there is the assumption that economic development will enhance emigration and others who argue the opposite. This article will favour the latter argument that development will improve conditions for potential migrants to stay home. Since Guatemala's emigration came basically from political instability and insecurity, an important variable is the current economic and security situation. Internal migration and refugee movements initiated during the civil war and terror repression, were it is estimated that over 200,000 people were killed or disappeared. A politically generated migration mobilised and displaced 1.5 million people between 1981 and 1983. (2) Most people fled to neighbouring countries as refugees and asylum seekers. This migration tendency was eased once democracy returned and peace accords signed in 1996. There are currently 1.4 million Guatemalan migrants in the US, of which more than half are undocumented. Violence in Guatemala has not ceased and therefore maras or gangs, corruption and insecurity are current out-migration push factors. Development should include not only economic development (higher GDP), but should be complemented with social development that pursues poverty alleviation, education, and security.Remittances have captured most of the attention concerning migration. Worker remittances are defined as 'the quantity of currency that migrants earn abroad and then send home to their families and communities'. (3) They are a source of foreign (hard) currency and can be used towards consumption, savings, investment, affecting both the household's and the country's economy. Globally, remittances to middle and low income countries in 1990 amounted to US$ 31 billion; in 2006 the amount increased to US$ 200 billion. (4) One fourth was sent to Latin America of which US$ 52 billion were sent back and can be compared to foreign direct investment (FDI) and official development assistance (ODA) flows.A growing concern in Latin America refers to remittances vis-à-vis GDP. Mexico is the first recipient of remittances in Latin America (net billion and in 2005 represented 45% of recipient of remittances). In Guatemala, remittances constitute one of the highest sources of household income and represent a large percentage of the country's GDP (11,3%) compared to the less than 5% in Mexico. Given the importance of economic migrants sending money home, any fluctuation or variation in the receiving country will make the sending countries even more vulnerable and dependant than what they already are. Latin American countries face a big challenge: create more employment possibilities at home and persuade potential migrants to stay, or ignore and continue, in their best interest, encouraging emigration to ease unemployment rates and gain from remittances. Until now, remittances have been a consistent income for developing countries. They constitute a positive aspect of emigration. However, in the long run, a country cannot rely on 'comfortable' income from emigrants dissatisfied by their government's instability and incapacity to create jobs, and wage differential. The free ride is bound to end, and attention has to be paid before it is too late. (5) Guatemala has become excessively reliant on remittances. The main setback is that they are not sustainable in a long term. If the trend continues, further emigration will stimulate depopulation of the home country. Consequently, economic development through GDP is not the long term answer to fight off dependence on remittances. On the other hand, social and human development needs to be fostered and invest in education, healthcare, poverty reduction and security.The latter issue has given migration a new twist. It represents another major issue to governments to tackle urgently, and a determinant of further emigration due to the growing violence in the territory, just as civil war times in Guatemala. International organised crime and migration has to seek state intervention and international cooperation. If migration and security are not managed wisely, Guatemala can expect a downward spiral and meltdown in the long term. [spa] La tesis de doctorado explora analíticamente el vínculo entre migración, desarrollo y remesas mediante el estudio etnográfico del programa de contratación en origen y codesarrollo del sindicato agrario Unió de Pagesos (Catalunya, Estado Español). Éste se analiza como un sistema de trabajo migratorio (Burawoy, 1976) y como una experiencia de institucionalización de la migración (Goss y Linquist, 1997) en forma de empresa migratoria, que se articula en un campo social transnacional donde se conectan distintos actores con intereses lucrativos y políticos que fomentan la migración, instituciones estatales, ONGD y grupos domésticos. Este programa de migración circular se erige como un instrumento de control y regulación de flujos, y alberga la misión de intervenir sobre poblaciones mediante el formato de estimular el retorno y la orientación en la inversión productiva y empresarial de la remesa, para generar desarrollo local y atacar la pobreza causante de las migraciones. Describir su discurso y su misión de codesarrollo, así como analizar sus prácticas locales en un país de reclutamiento como Colombia, permite entrever un juego de lógicas e intereses entre distintos actores sociales, que se ubican en una estructura asimétrica y jerárquica, fundamentada en la desigualdad en la movilización global de mano obra. Y en esta misma estructura, la implementación del codesarrollo se asimila con las estructuras y los proyectos de cooperación internacional, ONGD y asociaciones campesinas que actúan en el país latinoamericano y que perciben el programa en términos de oportunidad de financiamiento. La investigación muestra que existe un enfoque economicista e institucional que guía la experiencia, y revela como el reclutamiento de mano de obra en origen en Colombia y sus suministro hacia la agricultura catalana su fusiona con procesos informales de contratación y otros factores extraeconómicos, como el clientelismo, el patronazgo andino y el asociacionismo campesino, que devienen claves en el negocio del reclutamiento de mano de obra a nivel global, e implementación de codesarrollo a nivel local. En la tesis se analiza el programa de reclutamiento y codesarrollo como una empresa de la migración, y focaliza en dos estudios de caso en el suroccidente del país andino (Norte del Cauca y Nariño), donde se implementaron proyectos colectivos de codesarrollo entre los años 2001 y 2013. Además, se observa el problema desde las poblaciones en origen y desde la posición de las personas –gran parte de ellas mujeres-, grupos domésticos y agentes sociales radicados en origen. Las obligaciones morales, el retorno de favores, la reciprocidad y las economías del cuidado impregnan sus estrategias migratorias familiares y colectivas, y los usos y significados de mandar y recibir remesas. Mediante la antropología económica y la economía feminista se analiza el fomento de comportamientos centrados en el homo oeconomicus para empresarizar a las poblaciones migrantes y hacerlas agentes de codesarrollo en sus localidades de origen. Este planteamiento invisibiliza una parte oculta de los procesos migratorios y la redistribución de los beneficios de la migración: el rol clave de los agentes locales, sus estrategias migratorias comunitarias, y el vínculo entre remesas sociales, diferenciación social y poder local. También, el hecho de que la mayoría de hogares involucrados en la experiencia transnacional se rigen por lógicas de la reproducción ampliada de la vida (Coraggio, 2004). Mirar desde la posición más oculta de este proceso glocal, revela la importancia de las lógicas basadas en la sostenibilidad de la vida (Carrasco, 2001). El papel de las mujeres y los grupos de parientes conectan el trabajo doméstico y las economías del cuidado con el trabajo asalariado en los países de destino. En un contexto de políticas neoliberales y control represivo de los flujos migratorios, las emprendimientos que fomenta esta experiencia de migración y codesarrollo se sustenta sobra las esferas más ocultas, pero más dinámicas, que forman parte de los procesos migratorios globales. ; [eng] The doctoral thesis explores analytically the link between migration, development and remittances through the ethnographic study of the recruitment in origin program and co-development program of agrarian trade Unió de Pagesos (Catalunya, Spain). This is analyzed as a migratory labor system (Burawoy, 1976) and as an institutionalization of migration experience (Goss and Linquist, 1997) that takes form of a migration company. This is articulated in a transnational social field where different actors are connected with profit and political interests that stimulate the migration, state institutions, NGO and domestic groups. This program of circular migration is built as an instrument of control and regulation of flows. Beside harbors the mission to intervene about population using the format to simulate the return and guide to the productive and entrepreneur investment of remittances. The main objective that pursuit is to generate local development and attack the poverty that cause migrations. Describe their discourse and their co-development mission, as well as analyze their local practices in a recruitment country as Colombia, allows us to glimpse a game of logic and interests among different social actors, which are located in a hierarchical and asymmetric structure. An structure founded in inequality in the global mobilization of the labor force. In this same structure, co-development implementation is integrated with the structures and projects of international cooperation, NGOD and peasant associations which acts in Colombia and perceive the program in terms of opportunity for financing. Research shows that an economicist and institutional approach that guide the experience exist. This reveals how the recruitment of labor force in Colombia and its supply to catalan agroindustry are merged with hire informal processes and another extra economic factors, such as patronage, clientelism and peasant asociationism. All of these become key in the labor recruitment business in a global level. Also, in the implementation of the co-development in a local level. The thesis analyzes the program as a migration Company and focuses on two case studies in the southwest Andean country (Northern Cauca and Nariño), where various collective projects have been implemented between 2001 and 2013. In addition, the problem is observed from local population and from positions people –mainly women-, domestic groups and social agents based in origin. The moral obligations, the return of favors, reciprocity and care economies permeate their family and collective migratory strategies, and the uses and meanings of sending and receiving remittances. Using anthropology economic and feminist economy it analyzes the promotion of behaviors focused in homo oeconomicus in migrant populations (for example to create business), and converse them to co-development agents in theirs origin localities. This approach hides a part of migration processes and the redistribution of the benefits of migration: the key role of local actors, the community migration strategies, and the link between social remittances, social differentiation and local power. Also, the fact that in the majority of households involved in transnational experiences is governed by the logic of extended reproduction of life (Coraggio, 2004). Observer from the part more hidden in this glocal process reveals the importance of the logics based on the sustainability of the life (Carrasco, 2001). The role of the women and the kin groups connect domestic work and care economies with wage labor in the countries of destination. In a context of neoliberal politics and repressive controls of migratory flows, the endeavors fomented by this experience of migration and co-development are defended in areas more hidden, but more dynamic, that are part of the process of global migration.

En la actualidad resulta contundente en la sociedad española la presencia de los colectivos ecuatoriano, colombiano, argentino y peruano, entre otras nacionalidades. En dicho contexto, el análisis que aquí se presenta ubica a la política migratoria española adoptada hacia el colectivo latinoamericano durante el período 1998-2008 como un determinante fundamental del boom migratorio de América Latina hacia España de principio de siglo XXI. Por lo tanto, el presente análisis propone estudiar la última ola de inmigración latinoamericana en España teniendo en cuenta en forma simultánea dos tipos de factores en el país de acogida: políticos y económicos. De esta manera, se intentan evitar los sesgos que presentan muchos estudios al centrarse en uno u otro aspecto. Asimismo, se hace especial hincapié en los denominados "factores de entrada" por sobre los factores de salida, estos últimos asociados generalmente a las crisis económicas acaecidas en los países de origen de los migrantes. Con tal fin se desarrollan dos tipos de estudios: un análisis cualitativo de la evolución de la política migratoria española durante el mencionado período, y un estudio cuantitativo de la inserción del flujo migratorio latinoamericano en el mercado de trabajo formal español. El análisis cualitativo de la política y el tratamiento migratorio español hacia Latinoamérica permiten identificar los aspectos políticos, ya sean de política pública o legislativos, que otorgan a la nacionalidad latinoamericana durante el período 1998- 2008 el status de "elegidos"; Asimismo, este análisis da cuenta del traspaso que implicó la aplicación de la política migratoria española -regulada desde la esfera del Estado Nación-, a una política común -aplicada desde la esfera de la Unión Europea-. Por su parte, el análisis cuantitativo permite percibir el impacto de la inmigración latinoamericana en el mercado laboral de origen a partir de la concesión de permisos de trabajo y la adaptación de este colectivo a la fuerza laboral formal española. En conjunto, ambos análisis nos brindan la posibilidad de pensar en la idea de un "proceso de selección del tipo de inmigrante" por parte del Estado español, teniendo en cuenta las conexiones entre las necesidades del mercado laboral receptor y el tratamiento migratorio español a las comunidades latinoamericanas en la última década, en un contexto de regulación migratoria común a la Unión Europea, que supera y desafía los límites planteados por la regulación tradicional del Estado-Nación." ; Bondia García, David
Elena immigrated to the United States in 2002 from Guatemala. Guatemala suffered many injustices. May people lived in extreme poverty and the government was very corrupt. It was difficult to have a good life there. I first met Elena at an organization in Cincinnati where I helped her learn English. After I met Elena, I learned that she is thirty seven years old and has lived in the United States for fifteen years. She currently works cleaning houses at night and attends classes during the day. She attended the university in Guatemala and studied business, and eventually wants to pursue her career here. Elena lives alone and most of her friends are also Latino. She dedicates most of her time to working, leaning English, and working on her health. When meeting her, I quickly learned how kind and humble she is as a person. She cares profoundly for other people and is committed to justice. It was an honor to meet her and to see her life and her past.
Ya desde el inicio del despunte de la inmigración en los países del Sur de la Unión Europea, particularmente en España e Italia, se han dado diferentes razones para explicar primero la conversión de países tradicionalmente emigratorios en migratorios, y más tarde la singular intensidad con la que se daba el crecimiento inmigratorio desde finales de la década de los noventa. Podemos agrupar esas explicaciones segú ̇n la preeminencia de diversos factores, siendo los principales los geográficos, los económicos, los demográficos, y los legislativos.
