These systems were selected based on common distance criteria. About 90 per cent of the total sample has proper motions available and 73 per cent of the systems also satisfy a common proper motion criterion. The sample of ultracool candidates was taken from the Dark Energy Survey (DES) and the candidate stellar primaries are from Gaia DR2 and DES data. We compute chance alignment probabilities in order to assess the physical nature of each pair. We find that 174 candidate pairs with Gaia DR2 primaries and 81 pairs with a DES star as a primary have chance alignment probabilities < 5. Only nine candidate systems composed of two UCDs were identified. The sample of candidate multiple systems is made up of five triple systems and one quadruple system. The majority of the UCDs found in binaries and multiples are of early L type and the typical wide binary fraction over the L spectral types is 2-4. The present thesis analyses the evolution and accumulation of national wealth, from a cross-country perspective. It is composed of three different chapters. In chapter one, together with Miguel Artola Blanco and Clara Martínez-Toledano, we reconstruct Spain's national wealth from 1900 to 2017. Combining new sources with existing accounts, we estimate the wealth of both private and government sectors and use a new asset-specific decomposition of the long-run accumulation of wealth. We find that the national wealth to income ratio stood during the 20th century in a relatively close range -between 400 and 600%- until the housing boom of the early 2000s led to an unprecedented rise to 800% in 2007. Our results highlight the importance of land, housing capital gains and international capital flows as key elements in the accumulation of wealth. The second chapter investigates the connection between the striking rise of national housing-to-national income ratios experienced by rich countries over the last decades with the transformation of the productive system: from manufacturing to services. It explores two factors: the increase in countries' spatial concentration of economic activity and the negative shocks to manufacturing-specialized regions. To explore the first factor, I present new series of housing wealth and of spatial concentration of economic activity in seven developed economies: France, Germany, Italy, Japan, Spain, UK and USA. Results show that rising housing wealth is the consequence of higher urban land values, with this increase being tightly connected with larger concentration of market-oriented services. The second factor is investigated using urban-level data in England and Wales, thus analyzing how macro trends in house-income ratios emerge from the local level. I find that rising national values are largely the result of higher dispersion of local house prices, but not of incomes per capita. The best predictor of how house prices changed is the city-level specialization of the productive system. I estimate that one quarter of the dispersion in local house prices is explained by manufacturing output declining at the national level. A simple theoretical model is used to rationalize these two factors. The third chapter, presents updated series of national wealth and capital shares of income for the eight countries covered by Piketty and Zucman (2014a): Australia, Canada, France, Germany, Italy, Japan, the UK and the USA. It discusses the adaptation of the series from the SNA93 to the SNA2008, the inclusion of natural capital (i.e. forestry land, mineral and energy resources) within the concept of national wealth and the division of national housing across households and other sectors. I find that adopting the SNA2008 has no relevant consequences for aggregate macro wealth or for the net-of-depreciation capital share. However, gross-of-depreciation capital shares are higher, likely due to the inclusion of R&D as investment in the new system of accounts. Overall, new series reveal that average private wealth to national income ratios have been steadily increasing in recent years with capital-labor shares remaining relatively constant at their 2010 values. ; La présente thèse analyse l'évolution et l'accumulation de la richesse nationale dans une perspective transnationale. Je conclus que l'adoption du SCN de 2008 n'a pas de conséquence significative sur la richesse macroéconomique globale ni sur la part du capital après amortissement. Toutefois, les parts de capital en brut d'amortissement sont plus élevées, probablement en raison de l'inclusion de la RD en tant qu'investissement dans le nouveau système de comptes. Dans l'ensemble, de nouvelles séries révèlent que les ratios moyens de la richesse privée par rapport au revenu national ont régulièrement augmenté au cours des dernières années, la part capital-travail restant relativement constante à leurs valeurs de 2010.

In recent years, in the Lithuanian science (Sakalauskas, 2007–2017; Uscila, 2012, 2015; Vaičiūnienė, 2017, etc.) and in the policy of custodial sentences, in terms of convicts' social integration into society, in addition to the concept social rehabilitation, a wider term resocialization is used, as well as the differences between these concepts are perceived. Resocialization covers a wider context, and a number of assumptions determine the success of the resocialization of a convict in the imprisonment institutions. The implementation of resocialization requires not only the material and human resources of statutory institutions. In order to succeed in integrating a person into the society, a personalized access, the motivation of a convicted person himself/herself to change his/her behaviour have become important, the forces of enforcement authorities, the society (NGOs, volunteers, etc.), the continuing assistance to the person upon his/her release have been concentrated.Lithuania is taking the first steps in systematically managing the resocialization of imprisoned persons. Institutions of imprisonment face major challenges, because the successful rehabilitation of convicts requires the creation of appropriate conditions (close to life under release), to have the competent staff capable to identify the most serious motives of an offender and to individualize their needs to change, to have well-thought out programs of social adaptation, employment, etc., for whose implementation it is necessary to attract more people. Large public funds imply the need to assess whether the process of resocialization is effective.Summarizing the indicators which are currently used in imprisonment institutions and discussed by scholars as inadequate for assessing the effectiveness of resocialization (reduction of crime recidivism, the number of social rehabilitation programs and the number of convicts involved in them, the number of employees who acquired the competences necessary for the implementation of social rehabilitation process, etc.), the question is raised how to objectively evaluate the effectiveness of resocialization. Having found that the researchers (Schapland, Bottoms, Farrall, McNeill, Priede, Robinson, 2012) of the countries (Germany, England, the USA), which have best practices in the resocialization of convicts, advocate the use of subjective research in assessing the effectiveness of the resocialization process in imprisonment institutions, the survey was carried out in Šiauliai Interrogation Isolator to assess the effectiveness of the process of the social integration of convicts into society (the purpose of resocialization).For the survey carried out at the beginning of 2017, 397 men and women, who were imprisoned in Šiauliai Interrogation Isolator (hereinafter ŠII, the Isolator), were selected as the respondents. Answers to questions were provided by 279 respondents. The content of the quantitative research was expressed in five main thematic groups of questions: demographic, the evaluation of the activities of the Isolator social rehabilitation specialists, the change of services provided by an organization and their management, the efficiency of resocialization and social rehabilitation, and the influence of the environment on the convict's resocialization.The structural composition of the 279 respondents according to gender is as follows: 95% of them indicated "a man", 5% – "a woman". According to the age, the persons of 18–40 years old (76%) prevailed in the research. Other age groups: 22% (41–55 years old) and more than 1% (56 years old and over). According to the education, a significant part of persons (47.7%) have the basic education, others have vocational (22.9%) and primary (21.5%) education. Out of them, 22 persons (7.9%) claimed that they have higher education (most of them were the arrested). Furthermore, 49.8 % of persons are imprisoned for the first time, 48.7% of respondents indicated, that they had served the custodial sentence before, the rest of the convicts did not mark this point in the questionnaire. In the research, the convicts were divided into: arrested persons, sentenced persons and sentenced persons to imprisonment.The results of the research showed that in this research we once again have actualized the strategic tasks of the last years of Lithuanian imprisonment institutions in the implementation of resocialization; we have indicated the strengths and weaknesses of an individual institution (in this case, in ŠII) in implementing the resocialization of the convicts; we have received the feedback from convicts about the quality and needs of the social rehabilitation measures implemented by Šiauliai Interrogation Isolator.Obviously, convicts see the benefits of resocialization for convicts in general and for themselves. In assessing critically the inadequate preparation of staff for the effective implementation of the planned social rehabilitation measures, the domestic and physical infrastructure of the interrogation isolator, the convicts are in favour of various employment opportunities (mostly work activity, physical education) and primarily organized in the open air. They appreciate the efforts of the heads of the social rehabilitation units devoted for their resocialization, however, they would like to get more of psychological help.Summing up the ideas provided by convicts, it is clear that in Šiauliai Interrogation Isolator, which until 2026, will be moved from the city centre of Šiauliai to the modern complex in Šiauliai district, the changes are necessary. The officials' attitude towards the convicts has to change as well: the respondents who participated in the survey noted the unacceptable behaviour of the officials with the convicts. Household and physical conditions that respect human dignity are necessary. More help from psychologists and the examples of best practices are needed. The effectiveness of resocialization would be increased by meeting the demand for employment, and more employment measures in the open air. Developing democratic processes in the society should make it easier for convicts to take part in decision-making on their household conditions, employment programs, etc., to carry out a wider campaign of information on the possibility of convicts to learn, because currently only a small percentage of convicts use the adult learning centre established in the Isolator. ; Įkalinimo įstaigoms tenka iššūkis parengti kalinamąjį socialiai integruotis į visuomenę. Kalinamųjų apklausa parodė per paskutinius metus čia vykdomos kalinčiųjų resocializacijos pažangą. Taip pat išryškinti ir proceso veiksmingumą mažinantys veiksniai: netenkinančios buitinės sąlygos, psichologinės pagalbos trūkumas, nuteistąjį žeminantis personalo elgesys, resocializacijai reikalingų išteklių (paslaugas organizuojančių ir teikiančių darbuotojų kompetencijų, infrastruktūros) nepakankamumas ir kt.

I estimate that one quarter of the dispersion in local house prices is explained by manufacturing output declining at the national level. A simple theoretical model is used to rationalize these two factors. The third chapter, presents updated series of national wealth and capital shares of income for the eight countries covered by Piketty and Zucman (2014a): Australia, Canada, France, Germany, Italy, Japan, the UK and the USA. It discusses the adaptation of the series from the SNA93 to the SNA2008, the inclusion of natural capital (i.e. forestry land, mineral and energy resources) within the concept of national wealth and the division of national housing across households and other sectors. I find that adopting the SNA2008 has no relevant consequences for aggregate macro wealth or for the net-of-depreciation capital share. However, gross-of-depreciation capital shares are higher, likely due to the inclusion of R&D as investment in the new system of accounts. Overall, new series reveal that average private wealth to national income ratios have been steadily increasing in recent years with capital-labor shares remaining relatively constant at their 2010 values. ; La présente thèse analyse l'évolution et l'accumulation de la richesse nationale dans une perspective transnationale. Il est composé de trois chapitres différents. Dans le premier chapitre, avec Miguel Artola Blanco et Clara Martínez-Toledano, nous reconstruisons la richesse nationale de l'Espagne de 1900 à 2017. En combinant de nouvelles sources avec des comptes existants, nous estimons la richesse des secteurs privé et gouvernemental et utilisons une nouvelle décomposition spécifique à un actif. l'accumulation à long terme de la richesse. Nous trouvons que le ratio de la richesse nationale sur le revenu était relativement étroit au cours du 20ème siècle - entre 400 et 600% - jusqu'à ce que le boom immobilier du début des années 2000 conduise à une augmentation sans précédent de 800% en 2007. Il explore deux facteurs: l'accroissement de la concentration spatiale de l'activité économique dans les pays et les chocs négatifs sur les régions manufacturières. Pour explorer le premier facteur, je présente de nouvelles séries de richesse immobilière et de concentration spatiale de l'activité économique dans sept économies développées: la France, l'Allemagne, l'Italie, le Japon, l'Espagne, le Royaume-Uni et les États-Unis. Les résultats montrent que la richesse croissante du logement est la conséquence de la hausse de la valeur des terrains urbains, cette augmentation étant étroitement liée à la concentration accrue de services orientés vers le marché. Le deuxième facteur est étudié à l'aide de données urbaines en Angleterre et au Pays de Galles, analysant ainsi la manière dont les tendances macro-économiques des ratios de revenus des maisons émergent du niveau local. Je trouve que la hausse des valeurs nationales est en grande partie le résultat d'une plus grande dispersion des prix de l'immobilier local, mais pas du revenu par habitant. Le meilleur prédicteur de l'évolution des prix de l'immobilier est la spécialisation du système de production au niveau de la ville. J'estime qu'un quart de la dispersion des prix locaux de l'habitation s'explique par le déclin de la production manufacturière au niveau national. Un modèle théorique simple est utilisé pour rationaliser ces deux facteurs. Le troisième chapitre présente les séries actualisées de parts de revenus de la richesse nationale et du capital des huit pays couverts par Piketty et Zucman (2014a): Australie, Canada, France, Allemagne, Italie, Japon, Royaume-Uni et États-Unis. Il aborde l'adaptation des séries du SCN93 au SCN 2008, l'inclusion du capital naturel (terres forestières, ressources minérales et énergétiques) dans le concept de la richesse nationale et la répartition des logements nationaux entre les ménages et d'autres secteurs. Je conclus que l'adoption du SCN de 2008 n'a pas de conséquence significative sur la richesse macroéconomique globale ni sur la part du capital après amortissement. Toutefois, les parts de capital en brut d'amortissement sont plus élevées, probablement en raison de l'inclusion de la RD en tant qu'investissement dans le nouveau système de comptes. Dans l'ensemble, de nouvelles séries révèlent que les ratios moyens de la richesse privée par rapport au revenu national ont régulièrement augmenté au cours des dernières années, la part capital-travail restant relativement constante à leurs valeurs de 2010.

Das vorliegende Datenhandbuch soll der Forschung zu den Aspekten internationaler Migration das adäquate Datenmaterial an die Hand geben. Anregung für diese Datensammlung wurde 1924 durch das Komitee zu den wissenschaftlichen Aspekten menschlicher Wanderung des Social Science Research Council gegeben. Die Durchführung der statistischen Studie wurde dem National Bureau of Economic Research (NBER) in New York (Prof. Dr. Willcox) anvertraut, welches unterstützt wurde von der Abteilung Migration des International Labour Office (ILO bzw. Internationale Arbeitsorganisation (IAO), Prof. Dr. Ferenczi) in Genf (Schweiz). Das vorliegende Datenhandbuch geht über die Zusammenstellung bekannter, vorliegender Statistiken der einzelnen Länder hinaus. Viele Materialien wurden neben den schon publizierten öffentlichen Statistiken in den Archiven zusätzlich gesichtet und aufbereitet.

Die Forscher sammelten nationale Statistiken und stellten sie in internationalen Tabellen zusammen, soweit es die Datenlage erlaubte. Die besondere Herausforderung dieser Arbeit lag in der Tatsache, dass die Unvollständigkeit der nationalen Migrationsstatistiken steigt, je weiter die Daten in die Vergangenheit zurückreichen. Für jedes Land wurde die Anzahl der Auswanderer nach dem von ihnen angegebenen Zielland bzw. Einwanderungsland erhoben. Weiterhin wurden im Gegenzug für jedes Land die Einwanderer nach dem Land ihrer Abfahrt erfasst. Damit sollte für jedes Land ein Überblick der dieses Land betreffenden Migrationsflüsse erstellt werden.
Interkontinentale Wanderungsbewegungen stellen den Schwerpunkt dieser Studie dar. Die kontinentale Wanderung innerhalb Europas und anderen Teilen der Welt wurde jedoch ebenfalls erfasst.

Das Material für die Statistiken wurde beschafft durch die Korrespondenz mit dem ILO und seinen Mitglieds-Staaten (Vereinte Nationen), durch die Zusammenarbeit mit den statistischen Ämtern der jeweiligen Länder und durch Sichtung der Archive.

In den nationalen Datentabellen werden die Migranten zum Zeitpunkt ihrer Abreise aus dem Land ihres gegenwärtigen Aufenthalts bzw. zum Zeitpunkt ihrer Ankunft in dem Land ihres zukünftigen Aufenthaltes erfasst. Bevölkerungsstatistiken oder Arbeitsmarktstatistiken, in denen auch die ausländische Bevölkerung erfasst wird und die daher eine indirekte Schlussfolgerung auf Wanderungsbewegungen zulassen, sind von den Autoren nicht berücksichtigt worden. (Ferenczi und Willcox, 1969, S. 67) Dort, wo Migrationsstatistiken auf der Basis von unterschiedlichen Methoden erhoben wurden, wie z.B. Hafen-Statistiken, Reisepass-Statistiken, oder Grenz-Statistiken, sind die entsprechenden Werte berücksichtigt worden und in den Tabellen wurde auf die Quelle hingewiesen. Dort, wo in den nationalen Migrationsstatistiken Auswanderer nach dem Zielland oder Einwanderer nach ihrem Herkunftsland klassifiziert wurden, wird sich in der Statistik indirekt auf ein anderes Land bezogen. Für die jeweiligen anderen Länder, welche in diesen nationalen Datentabellen erwähnt werden, stellen diese Statistiken eine Art 'indirekte Wanderungsstatistik' dar. Indirekte Statistiken beziehen sich normalerweise auf die Nennung von Ländern (z.B. Herkunftsland). Dort, wo diese Nennungen fehlen, wurde die Nationalität oder die Volkszugehörigkeit der Migranten herangezogen. Weiterhin wird in den Daten zwischen Bürgern des Landes (Dänen, d.h. in Dänemark geborene Bürger) und Ausländern unterschieden. Hierbei wurde immer die Definition des jeweiligen Landes für Staatsbürger und für Ausländer bei der Datenerhebung herangezogen. (Ferenczi und Willcox, 1969, S. 67) Ebenfalls wurde zwischen kontinentalen und interkontinentalen Migrationsbewegungen unterschieden. Eine Migration wird als kontinental bezeichnet, wenn sie zwischen den Territorien verschiedener Länder des gleichen Kontinents stattfindet. Sie wird als interkontinental bezeichnet, wenn Länder unterschiedlicher Kontinente betroffen sind. (Ferenczi und Willcox, 1969, S. 68) Als Regel geben die Autoren folgende persönliche Charakteristiken der Migranten an: Geschlecht, Alter, Nationalität, Beruf, Land des letzten ständigen Aufenthaltsortes und das Land des zukünftigen ständigen Aufenthaltsortes. Diese Eigenschaften wurden auf der Basis der 'International Labour Conference' von 1922, Empfehlung Nr. 19, gewählt.
Für Migrations-Statistiken sind die staatlichen Territorien von besonderer Bedeutung. Historische Grenzverläufe und ihre Veränderungen über die Zeit sind von besonderer Bedeutung. So ist es z.B. irreführend, den heutigen Begriff des 'Vereinten Königreichs von England' (United Kingdom) zu verwenden, da seine heutige Bedeutung durch die Etablierung des Freien Irischen Staates sich verändert hat. Daher wird der Begriff 'Britische Inseln' von den Autoren verwendet. Dort, wo sich historische Territorien über die Zeit verändert haben, wurde das neue Territorium in der Hauptüberschrift und das ältere Territorium unterhalb der Hauptüberschrift genannt (z.B.: Ungarn – vor dem Krieg und nach dem Krieg; Irish Free State – Ireland, etc.) (Ferenczi und Willcox, 1969, S. 68) Wo frühere Territorien aufgehört haben, ein selbständiges politisches oder administratives Gebiet zu sein, wurde es unter dem früheren vorherrschenden Gebiet klassifiziert (z.B. wurden Bosnien und Herzegovina unter Österreich platziert).
In allen Tabellen werden die Migranten in 12-Monats-Perioden dargestellt, soweit es möglich war. Rechnungsjahre wurden meistens von Kalenderjahren getrennt dargestellt, wobei eine Information über die exakte Periode des Rechnungsjahres in den Anmerkungen gegeben wurde. Wo Statistiken nur für Fünfjahres- oder Zehnjahres-Zeiträume vorlagen, wurde in den Originalquellen nach den jeweiligen Jahresdaten recherchiert.
Es kamen für die Studie nur Statistiken offizieller Quellen zur Anwendung. Nur in seltenen Fällen wurde auf sekundäre Quellen zurückgegriffen (Briefe, offizielle Korrespondenzen). Der Vorzug wurde den offiziellen Statistiken mit dem spätesten Datum gegeben.
Die Nationalen Statistiken des vorliegenden Datenhandbuches berichten die Berufe in der Klassifikation, die in den Quellen verwendet wurde. Wo möglich, wurde die Untergliederung mit den sechs Klassen 'Landwirtschaft', 'Industrie und Bergbau', 'Transport und Handel bzw. Kommunikation', 'Hausdienstleistungen und Handwerk', 'freie Berufe und öffentliche Dienstleistungen', sowie 'andere Berufe, keinen Beruf, Beruf unbekannt' gewählt. Familienmitglieder, die nicht berufstätig waren, wurden in Kategorie 6 (andere Berufe, keinen Beruf, Beruf unbekannt) eingeordnet. (Ferenczi und Willcox, 1969, S. 70)
In den nationalen Datentabellen, in denen die Einwanderer nach dem Land des letzten ständigen Aufenthaltsortes oder nach ihrer Nationalität aufgeführt werden, wurde meistens die Klassifikation der genutzten offiziellen Quelle des jeweiligen Landes beibehalten, wobei die genutzte Klassifikation der USA als Arbeitsgrundlage für eine Vereinheitlichung der Kategorien diente. Wenn die jeweiligen nationalen Untergliederungen sehr viel mehr Klassifikationen hatten als jene der USA, wurden diese Untergliederungen den größeren Gruppen der US-Klassifikation angepasst.
Wo es schwierig war, ein Territorium einem Land zuzuordnen, wurde die Klassifikation des 'International Statistical Institute' (ISI) herangezogen. In anderen Fällen wurde die Nationalität oder die Volkszugehörigkeit nach geographischen oder politischen Gesichtspunkten gewählt (z.B.: Juden (nicht spezifiziert) wurden unter den Gruppen 'andere Europäer' aufgeführt. Juden (polnisch) wurden unter 'Polen' aufgeführt. Türken (nicht spezifiziert) wurden unter 'Türken in Asien' aufgeführt, etc.). (Ferenczi und Willcox, 1969, S. 70)


Polen (Kongress-Polen und Republik Polen)

1. Statistik für die Zeit Kongress-Polens
Das Statistische Komitee von Warschau (Vorkriegs-Russland) sammelte von Zeit zu Zeit Statistiken für den Zeitraum von zehn Regierungen des damaligen Kongress Polens. Diese Datenerhebungen wurden jedoch nicht kontinuierlich oder systematisch durchgeführt. Daher liegen auch keine regelmäßig erschienenen statistischen Veröffentlichungen vor. Einige der Erhebungen wurden in verschiedene Ausgaben der statistischen "Berichte (Proceedings)" des oben genannten Ausschusses publiziert, andere wurden überhaupt nicht veröffentlicht. Der Direktor des Statistischen Amtes der Republik Polen hat die Berichte für die Zeit Kongress-Polens zusammengestellt und bei der Übermittlung folgende Aussage hinzugefügt:

- Gebietsabgrenzung: Diese Statistiken beziehen sich auf das Gebiet des ehemaligen Königreichs Polen oder Kongress-Polens, das durch den Wiener Vertrag von 1815 gegründet wurde. Dieses Gebiet entspricht ungefähr dem Umfang der fünf der zentralen Provinzen (voiévodies) der polnischen Republik, nämlich Warschau, Lodz, Kielce, Lublin und Bialystok. Ausgenommen von der damaligen Fläche sind der nördliche Teil der alten Regierung von Suwalki, der jetzt zu Litauen gehört, sowie der östliche Teil der Provinz Bialystok, der während der russischen Herrschaft nicht zum Kongress Polen gehörte.
- Die Auswanderungszahlen wurden vom ehemaligen Statistischen Komitee von Warschau mit Hilfe der kommunalen Verwaltungen erhoben. Sie sind etwas ungenau und unvollständig, vor allem im Hinblick auf die frühere Periode, sind aber nicht ohne Wert. Tatsächlich spiegeln diese Zahlen die allgemeinen Tendenzen der Migrationen, sowohl in Bezug auf die Schwankungen der Gesamtsumme als auch die Richtung, die der Strom der Auswanderer genommen hat. Allerdings ist die Einstufung von Emigranten nach Amerika in vorübergehende und dauerhafte Auswanderer nicht ganz richtig.
- Die Angaben enthalten keine Auswanderung nach Russland. Daten zu diesem Thema existieren für bestimmte Jahre, sind aber sehr unvollständig.
- Es liegen keine Daten über
(a) vorübergehende Auswanderung für andere Länder als Deutschland in den Jahren
1890 und 1900-03 vor und
(b) die Aufteilung der ständigen Emigranten nach dem Bestimmungsland für den Zeitraum 1890-1903.
- Für die letzten Jahre vor dem Krieg (1909-13 und teilweise 1904-08) sind detaillierte Informationen verfügbar
(a) zu den Auswanderern, untergliedert nach den Berufsgruppen in Bauern mit Landeigentum, landlose Bauern (ländliches Proletariat), qualifizierte und ungelernte Arbeiter, sowie
(b) zu den Auswanderern nach ihrer Religion.


2. Statistik für die Zeit der Republik Polen
Während des Zeitraums 1920-23 stellten Beamte der Auswanderungsbehörden Berichte zur interkontinentale Auswanderung polnischer Bürger zusammen. In den darauffolgenden Jahren wurden diese Statistiken vom Nationalen Auswanderungsamt auf der Grundlage von Daten der autorisierten Reedereien und Schifffahrtsgesellschaften erstellt.
Zahl der Auswanderer in kontinentale Länder wurden dagegen aus den bewilligten Visa ermittelt. Die Zahlen über Auswanderung nach und Einwanderung aus Frankreich wurden dem Auswanderungsamt durch die französische Mission in Poznan zur Verfügung gestellt.


Statistiken über die Anzahl der Auswanderer aus Polen in die Vereinigten Staaten nach Geschlecht (1869-98 und 1899-1924), nach Südafrika (1922-24), Argentinien (1921-24), Australien (1902- 24), Brasilien (1920-24), Kanada (1900-24), Kuba (1911-24) und Palästina (1922-24) finden sich in den nationalen Tabellen der jeweiligen Länder.

Statistiken über die Anzahl der Migranten, die aus Argentinien (1911-24) und den Vereinigten Staaten (1908-24) nach Polen zurückkehren, werden in den nationalen Tabellen von Argentinien bzw. der Vereinigten Staaten zur Verfügung gestellt.

Abstract: The paper presents the field of history of education in Hungary, analysing the central periods in the development of historical educational research in Hungary since the 19th century. In the first period since the end of the 19th century the history of education has been adopted in Hungary too as a subject of instruction in teachers' education. This subject of history of education, with its bibliography and literarature has built an acadmeic model which is operative still today. However, since the 1970s and 1980s the educational sciences have a research method, whic is more oriented towards social science. The historiography of educational research and writing in Hungary has been responsive to this international trends from the early 1990s. Einführung Das Forschungsfeld der historischen Pädagogik entwickelte sich weltweit im Rahmen eines akademischen Institutionalisierungsprozesses wie die Einrichtung selbständiger Lehrstühle für die Geschichte der Pädagogik, die Gründung von Fachzeitschriften und die Organisation von Fachkongressen – vor allem seit den 1960er Jahren. Diese Prozesse verstärkten sich dann in den letzten Jahrzehnten des 20. Jahrhunderts, und führten zu einer «erstaunliche(n) Karriere» (Tenorth 1996, S. 343). Das Forschungsfeld der neuen wissenschaftlich anerkannten Teildisziplin wurde erweitert, und es entstanden überaus produktive interdisziplinare Verbindungen. Seit dieser Zeit wurden neue bzw. erneuerte Zeitschriften gegründet (z.B. seit 1961 History of Education Quarterly, seit 1972 History of Education in England, seit 1978, Histoire de l'éducation, seit 1990 in neuer Serie Paedagogica Historica in Belgien, in Deutschland seit 1993 Das Jahrbuch für historische Bildungsforschung, seit 1994 in der Schweiz die Zeitschrift für Pädagogische Historiographie), und ein reiches internationales Konferenzleben entstand (am wichtigsten seit 1978 die International Standing Conference for the History of Education). Das Forschungsfeld wurde methodisch wie konzeptionell fest etabliert, die Forschungen der historischen Pädagogik in den einzelnen Länder (insbesondere in Belgien, Deutschland, der Schweiz, Österreich, Frankreich, Italien, Spanien, Portugal) wurden von den nationalen Forschungsfonds gefördert, und die Erträge der Forschungen wurden in zahlreichen Monographien, Hand- und Lehrbüchern und in Zeitschriftsbeiträgen dokumentiert (Vgl. Heinemann, 1979; Wolff, 1986; Fuchs, 2010, S. 703.; Tenorth, 1996, S. 344; Tenorth, 2010, S. 135-136). Wenn man die Verbreitung dieser Tendenzen nach Osten hin überblickt, kann man leicht erkennen, dass die osteuropäische Lage vor 1989 als ein Spezialfall zu betrachten ist. Bis zu dieser Zeit herrschte im gesamten Ostblock, und so auch in Ungarn, eine monolitische marxistisch-leninistische Interpretation auch in der Erziehungswissenschaft bzw. in ihrer Teildisziplin, in der sogenannten sozialistischen Erziehungsgeschichte, die theoretisch wie auch metodologisch an diesen Rahmen gebunden und so von den westlichen Entwicklungslinien fast völlig abgeschottet war. In Ungarn gelang eine nennenswerte Ausweitung der neuen wissenschaftlichen Gesichtspunkte erst in den 1980er Jahren, und zwar nach der Milderung des politischen Drucks des Kadar-Regimes. Erst nach der Wende begann eine wirklich neue Epoche, in der die historische Pädagogik auch in Ungarn einen wichtigen Platz in der akademischen Lehre einzunehmen begann, insbesondere in der Lehrerbildung. ISSN: 2340-7263 Kontext und die Rezeptionstendenzen zu geben, andererseits einen Einblick in die unterschiedlichen aktuellen Perspektiven dieser Teildisziplin zu vermitteln. Daraus ergibt sich folgender Aufbau: in einem historischen Kapitel werden die zentralen Etappen mit ihren jeweiligen Hauptakteuren und deren grundlegende Werke vorgestellt. So kann aufgezeigt werden, dass die ungarische Geschichte der pädagogischen Historiographie eine Rezeptionsgeschichte vor allem deutscher Entwicklungen beinhaltet, die aber zugleich als eine kreative Adaptationsleistung anzusehen ist. Die Entwicklung nach der Wende 1989 und der heutige Stand wird dann detailliert im darauf folgenden Abschnitt dargestellt. Darin werden die aktuellen Tendenzen mit ihren institutionellen Kontexten und ihren Richtungen in Verbindung mit den grundlegenden theoretisch-methodischen Debatten aufgezeigt, durch die sich die historische Pädagogik in den letzten 20 Jahren und in der Gegenwart als ein anerkannter Bereich der ungarischen Erziehungswissenschaft etablieren konnte. Ihre nun auch internationale Bedeutung zeigt sich darin, dass sie mit zahlreichen Werken und Forschern thematisch vielfältig und erfolgreich in die internationale Forschungslandschaft integriert ist. 2. Kurze Historiographie der Erziehungsgeschichte in Ungarn – von der Mitte des 19. Jahrhunderts bis zur Wende 1989 Der historische Gesichtspunkt hat in der wissenschaftlichen Pädagogik vor allem in Deutschland eine seit dem 18. Jahrhundert andauernde Tradition. Nach diesen Vorbildern wurde die Erziehungsgeschichte in ganz Mitteleuropa rezipiert, so auch in Ungarn. Erziehungsgeschichte wurde schon im 19. Jahrhundert zum grundlegenden Lehrfach in der Lehrerbildung und parallel dazu zu einem Teilgebiet der in dieser Zeit schon selbständigen theoretischen Pädagogik. Der Ausbau des Schulwesens und mit diesem der Ausbau der Lehrerbildung sowie die Anfänge der Etablierung der Pädagogik als Universitätsdisziplin – diese beiden Faktoren können als die wichtigsten Faktoren der in Frage stehenden Entwickung angesehen werden. Dieser Prozess vollzieht sich seit etwa dem Ende des 18. Jahrhunderts bis zur Wende zum 20. Jahrhundert in den verschiedenen Regionen Europas mit einer gewissen zeitlichen Verschiebung parallel zur Entstehung der modernen Nationalstaaten. Die neuen Wissenschaften haben den Schulkanon der höheren und dann auch der elementaren Bildung mitgeformt. Allmählich und bis zum Ende des 19. Jahrhunderts setzte sich die Form eines sekularen Schulwesens durch. Das grundlegende länderspezifische Merkmal der ungarischen Entwicklung bestand darin, dass die Entfaltung des modernen nationalen Schulwesens seit dem 18. Jahrhundert parallel mit der Entwicklung des österreichischen Bildungswesen stattfand. An die historische Erfahrung der Gleichursprünglichkeit von Theater und Politik in der attischen Polis schließt die Grundintuition der Arbeit an: Auch das Stadttheater in der Bundesrepublik Deutschland sei nicht nur eine Kulturkonsumnische oder ein Bildungsbürgerritual, sondern es bilde einen öffentlichen Raum, in dem politisch kommuniziert wird. Der empirischen Validierung dieser Intuition widmet sich eine Fallstudie, der Begriffsklärungen bezüglich politischer Öffentlichkeit vorausgehen. Diese orientieren sich am Stand der Forschung und Theorie an Hannah Arendts Begriff des Politischen, mit entsprechenden Gegenbegriffen des Konsumismus und Ritualismus. Das grundsätzliche Maß, welches die Realität des Theaters als politische Öffentlichkeit angeben kann, ist dabei die Struktur und Reichweite seiner Kommunikationen. Bezüglich des Begriffes "Öffentlichkeit" schließt die Arbeit an Jürgen Habermas und andere den Bereich normativ konzipierende Autoren an. Öffentlichkeit ist ein diskursives (reflexives) und darstellendes (präsentierendes) Netzwerk verschiedener "Arenen" und "Galerien" (Jürgen Gerhards) mit individuellen "Backstages" (Produktionsstrukturen; Bernhard Peters). Ein Bereich ist "öffentlich" insofern Sprecher ihre Beiträge auf ein Publikum ausrichten (Arena) und dieses Publikum diese Ausrichtung auch versteht (Galerie). Die politische Öffentlichkeit rahmt ihre Themen als Probleme des Gemeinwesens. "Kulturelle Öffentlichkeiten", in denen Form der Darstellung und "Kathexis" (Parsons), also affektive Besetzung der Handlungen zum Thema gemacht werden, dienen potenziell als Produktionsstruktur einer solchen politischen Öffentlichkeit, indem sie lebensweltliche Erfahrungen mit Strategien zugänglich und 'diskursfähig' machen, die der politischen Öffentlichkeit im engeren Sinne fremd sind. Die Rekonstruktion eines Begriffs des Politischen hält aus der aristotelischen Tradition einerseits fest, dass es um eine kollektive Selbstbestimmung, um einen "Raum gemeinsamer Angelegenheiten" geht. Insofern hängt der Begriff mit dem der Öffentlichkeit zusammen. Zweitens stellt politische Kommunikation den unhintergehbaren (wenngleich manipulierbaren) Bezug auf ein ethisch Richtiges her. Die Einsicht in die Pluralität der Perspektiven und Meinungen steht als drittes Definiens in einer Spannung zu dem vierten eines "agonistischen", in Entscheidungsalternativen polarisierten Raums (C. Schmitt u. a.). Im Gegensatz zu diesen Merkmalen stellt der "Konsumismus" Bezüge ausschließlich zu individuellen Präferenzen her und formuliert diese normativ neutral sowie (tendenziell) nicht-argumentativ und nicht-exklusiv. Im Gegenbegriff des "Ritualistischen" hingegen verschwindet die reflexive und pluralistische Dimension; das Gesellschaftliche wird hier auf das Gemeinschaftliche zurückgeführt. Bevor dieseBegriffe in der Fallstudie empirisch angewandt werden, verdeutlichen exemplarische historische Exkurse ins Theater Athens, des Elisabethanischen England und das Deutschland des 19. Jahrhunderts die Relevanz der Fragen nach der Kommunikationsstruktur der theatralen 'Sprecher' und ihrer Publika, wobei über die letzteren systematisch weniger bekannt ist. Am griechischen Theater wird der Bezug auf gemeinsame Angelegenheiten, am elisabethanischen die Pluralität der Sichtweisen, am deutschen die Ambivalenz zwischen aufs Private zielendem Bildungsauftrag und ritueller Gemeinschaftsbildung hervorgehoben. Das Theater der Bundesrepublik wird als Erbe des bürgerlichen Theaters, dessen Normativität in der mediatisierten Erlebnisgesellschaft unter Druck gerät, vorgestellt. Das "Stadttheater" wird als Typus von anderen Öffentlichkeiten abgegrenzt (wie der Freien Szene oder den Metropolentheatern), um klar zu machen, womit die Fallstudie sich beschäftigt. Die Fallstudie im westdeutschen "Mittelstadt" untersucht Kommunikationen des Theaterbetriebs (Interviews mit Produzenten; teilnehmende Beobachtungen), der Rezipienten (Zuschauerinterviews) und der Arena selbst (Inhaltsanalyse von Texten der Öffentlichkeitsarbeit). Von Interesse sind dabei sowohl Wissen wie Einstellungen der Befragten, also Informationen über Realia wie Desiderate. Die Analyse mit MAXQDA ist dabei qualitativ mit quantitativen Elementen, deren Gesamtbild eine Gewichtung der verschiedenen Kommunikationstypen möglich macht. Politische Attributionen finden sich, außer in Teilen der PR, deutlich stärker ausgeprägt als konsumistische. Ritualistische Vorstellungen und Vorgänge sind randständig. Diskurse haben einen wichtigen Stellenwert sowohl für Macher wie Publikum; reflexive Anschlussfähigkeit des von ihnen Vorgeführten und Wahrgenommenen wird von ihnen geschätzt, aber wegen verschiedener Hemmnisse in der Produktionsstruktur nicht durchweg genutzt. Am Ende der Arbeit werden die überwiegend positiven Befunde bezüglich politischer Kommunikation am Stadttheater der Bundesrepublik noch einmal kritisch auf ihre Reichweite hin befragt. Dabei wird der offenkundige Verlust ritueller Gemeinschaftsbildung im theatralen Feld als möglicherweise doch bedenklich für die Erneuerung politischer Öffentlichkeit gewertet. Eine neue Zentralität der in der Fallstudie oft randständigen Aufführungen und ihres kathektisch-repräsentativen Potenzials wird ins Visier genommen. Die Schwierigkeiten kultureller und politischer Öffentlichkeit, sowohl in die Breite der Gesellschaft wie in die Tiefe des individuellen Verständnisses hinein "bildend" zu wirken, werden angesprochen. ; In this dissertation, I explore how the link between politics and theatre - which share a common origin in the Attic democracy - is preserved in contemporary Germany, i.e., whether theatre still serves as a "political public sphere" (the overall title of the thesis). In order to do so, the notions of "public sphere" and "the political" are thoroughly defined by revising useful elements provided by sociological and political theory. Following Habermas and other German authors, I understand "public sphere" as a network consisting of "arenas" (speakers) and "galleries" (audiences) who produce discourses and presentations and react to them, with part of the production occuring non-publicly "backstage". While political publics frame their dis-courses as related to contentious issues of the polity, cultural publics concentrate on the for-mal aspects of presentation and on the emotive interface between the individual and society ("cathexis" in Parsonian terms). Political communication, more specifically, is understood here as discourse which relates (1) to the polity and (2) to what is good or bad for it, presenting arguments in a (3) pluralistic way, and with (4) potential polarization regarding the different alternatives. Hannah Arendt's view on the political sphere is a central inspiration for criterion [3], noting that there is a tension between this plural exchange of perspectives and the polarization criterion, which leads to diffcult trade-offs. As an antonym, "consumerist" communication is only related to indi-vidual preferences and indifferent to arguments and normative alternatives. "Ritualism", on the other hand, is akin to the political, but lacks the decisive feature of pluralism. The terrain for the empirical study is then paved by looking at exemplary stations of occi-dental theatre, namely the Athenian, the Elizabethan, and finally the German national theatre of the 19th century. The increasing ritualism of the latter is seen as the normative ancestor of contemporary state-subsidized staging in the Federal Republic of Germany. Among the different types of theatres to be found here, the typical "Municipal Theatre" is singled out as a public of local reach and importance (distinguished, e.g., from the "Metropolitan Theatre" with nation-wide frames and impacts). The discussions in that section make clear that the case study carried out in "Mittelstadt" is a typical one in many respects. The case study, operationalizing "the public" and "political communication" through a semi-quantitative content analysis of interviews (with producers and audience members) as well as of PR-related texts, finds clear evidence for both actual pluralistic discourse and reference to society, and - even stronger - for normative striving toward such kind of discourse. The "productive structure" of the Municipal Theatre imposes certain constraints on the reali-zation of said normativity, though, which result in shortcomings of dialogue and lacking of necessary knowledge about the communication partner (mostly about the audience in the case of producers). A missing centrality of the actual theatrical piece, the presentation, within the audience's discourse is a particularly critical finding. In the very last section, however, I put the overall positive findings of the case study into perspective. Firstly, I question whether the virtual 'withdrawal' of ritualistic elements can be assessed as entirely beneficial for the effectiveness of theatre as a cultural and political sphere (which re-opens the debate on the possibility and conditions for a "linguification of the Sacred" found in Durkheim and Habermas). Secondly, I make the point that the act of demonstration, of "showing" something - located at the heart of theatrical representation - harbours a specific political potential, but only if it is understood and received as a speech act in need of public interpretation. Thirdly, I reconsider the often noted tension between an in-depth elaboration of issues, on the one hand, and the inclusion of ever more topics and voices, on the other. While this tension is inherent to every public and not really dissolvable, in contemporary German theatre it might be advisable to emphasize the "Bildungsauftrag", the mandate for aesthetic in-depth education, instead of striving for an overproduction of discursive offer-ings and activities.

Firearm trafficking as defined in the UN Protocol against the Illicit Manufacturing of and Trafficking in Firearms, Their Parts and Components and Ammunition, refers to the unauthorized "…import, export, acquisition, sale, delivery, movement or transfer of firearms, their parts and components and ammunition…" across internal or state borders (UNGA 2001: 4). The term trafficking is also used to designate the intentional diversion of firearms from legal to illegal commerce, without involving the movement of items across physical borders. Illicit manufacture is closely tied to the act of firearm trafficking and it incorporates the "manufacture or assembly of firearms, firearm parts and components or ammunition" from illicitly produced parts (UNGA 2001: 3).

There are at least 875 million combined civilian, law enforcement and military firearms in the world (Small Arms Survey 2012). The value of the documented global authorized trade in firearms has been estimated at approximately US$1.58 billion in 2006, with unrecorded but licit transactions making up another US$100 million. The most commonly cited estimate for the size of the illicit market is 10–20 percent of the licit market, which would be about US$170 million to US$320 million per annum (Small Arms Survey 2012). While there are various types of arms that are trafficked, small arms and light weapons (SALW)1 trafficking has been instrumental in many of the world's conflicts since 1990, with 90 percent of all war casualties since World War II being attributed to small arms weaponry (Bassiouni 2010; Stohl 1999; Shah 2006).

The majority of SALW producers are located in the West. According to the Small Arms Survey, in 2010, the top exporters of SALW (those with annual exports of at least USD 100 million), according to available customs data, were (in descending order) the United States, Germany, Italy, Brazil, Switzerland, Israel, Austria, the Russian Federation, South Korea, and Sweden. In 2010 the top importers of SALW (those with annual imports of at least USD 100 million), according to available customs data, were (in descending order) the United States, the United Kingdom, Canada, Germany, Australia, South Korea, France, and Thailand (Small Arms Survey 2013).2 When it comes to international trafficking of major weapons, the flow of arms to Africa, the Americas, and Asia and Oceania increased significantly between 2004–2013. European imports however decreased by 25 per cent between 2004–2013. The UK was the largest importer of major weapons in Europe, followed by Azerbaijan and Greece. Many European states are choosing second-hand weapons as cheaper alternatives. The level of arms transfers to the Middle East remained more or less unchanged (Wezemen & Wezemen 2014).3

SALW trafficking involves a host of actors ranging from the individual rogue seller and buyer to intermediaries, transnational networks, transport companies, states, and corporate organizations (Rothe and Collins 2011). Some trafficking operations appear to be more sophisticated and to involve organized crime groups, licensed dealers, and/or corrupt state officials, while others are a result of theft, for example. In the literature (see, Rothe and Collins 2011; Cragin and Hoffman 2003), four types of markets for small arms sales are mentioned; white, black, gray, and covert military transactions. The white market refers to the legal sale of weapons by governments or private manufacturers to other countries or governments. While the white market is considered a legal market, a large proportion of trafficked arms are said to originate from government weapons surplus that make their way into the illicit market (Greene 2000).

Black market deals are illegal by the covert nature of the transaction as well as through the illegal status of the buyer, seller, or transaction. Transactions can be hidden through the concealment of the weapons through mislabeling, forging of documents, and the laundering of the criminal proceeds. This also includes covert government (military) transfers of arms to another country, specifically to insurgent forces due to their lack of transparency (Mouzos 2002; Rothe and Collins 2011).

The gray market makes reference to those transactions that are not considered illegal, but do not fall within the category of white market dealings. For example, while there are direct violations of arms embargoes (black market deals), there are also sales of arms to a non-embargo country (B) with the knowledge that such arms will then be sold to the intended state (A) to bypass the embargo, through the use of proxy individual brokers or insurgency groups (see, Rothe and Collins 2011).

In the US most firearms appear to be trafficked via a corrupt licensed dealer (see Fig. 1). A similar situation is reported in Australia (Bricknell 2012). Licensed firearm dealers are well placed to divert firearms—they have access to large firearm collections, and their familiarity with legislation and processes around the importation, sale and distribution of firearms will have revealed where vulnerabilities exist and can be best exploited. Theft is also cited as an important source of illegal firearms in countries such as the US (Kleck and Wang 2009; Wright and Rossi 1994) and inferred in other jurisdictions such as England and Wales (Hales et al. 2006) and within the European Union (Spapens 2007).

The trafficking of firearms is unlike many of the other forms of trafficking. Unlike drugs, cigarettes, or counterfeit pharmaceuticals, AK-47 will last indefinitely. As a result, a logical argument follows: arms trafficking is episodic, often from an established stockpile to a region descending into crisis (UNODC 2010). However, the "rationality" of the illicit firearms market is one of the topics further discussed in this special issue, since this market deals with a product that is significantly different from other illicit products or services offered by criminal networks. For example, it is essential to understand that the inherent nature of firearms and other weapons is their ability to take and/or protect human life. Their ability is to intimidate, threaten or defend the survival of "imagined communities" including, groups, gangs, and nation states. Arms do not only help rebel groups and governments to maintain control over territories, but they are also a very "useful tool" for expanding the influence of organized crime groups and for projecting "masculinity" (Davis et al. 2001; Arsovska and Kostakos 2008).

Dottorato di ricerca in Memoria e materia delle opere d'arte attraverso i processi di produzione, storicizzazione, conservazione, musealizzazione ; Il lavoro di ricerca, condotto in un intreccio serrato tra teoria e prassi che si è voluto evidenziare fin dalla scelta del titolo, si rivolge al complesso ed ampio fenomeno della Public art nell'intento di precisarne i contorni all'interno del più ampio orizzonte dell'arte contemporanea degli ultimi due decenni, di cui costituisce uno dei fenomeni maggiormente vitali. Le contemporanee forme artistiche, con l'inclusione di interventi che vedono in essere pratiche che esulano dai tradizionali spazi deputati, si sono fatte contaminazione, abbandonando quel solipsismo che per troppo tempo l'arte si è tenuta addosso. I confini tra spazio pubblico, vita quotidiana e fare artistico sono divenuti sempre più labili, infranti dal superamento dell'idea di arte come 'separazione', con conseguenti cambiamenti in atto che hanno portato l'arte a legarsi sempre di più al concetto di riqualificazione urbana. Essa ha così cercato di riciclare quel "terzo paesaggio"1 fatto di vuoti urbani privi di identità, costituendo supporto e corollario per investitori pubblici e privati o per semplici cittadini, che si sono ritrovati ad operare in periferie e luoghi dismessi, di colpo divenuti occasione storica di trasformazione concreta2. In questa sede è stata quindi lasciata da parte l'arte pubblica nella sua accezione più glamour, di arte da collocare in spazi sviluppati e già profondamente connotati (arte pubblica come dispositivo di carattere estetico) considerandola nella sua valenza sociale, etica, di arte relazionale che viaggia nel sommerso, pratica i territori della residualità, gli interstizi, si muove lungo i limiti, allontanandola da quella dimensione estetica che la riporterebbe nell'ambito dell'urban forniture e del monumento. Partendo da una riflessione su come sia cambiata la città (indefinibile e impraticabile metafora del tempo presente), si constata che la diffusione dell'arte pubblica, con le sue pratiche site specific, sia andata di pari passo con la perdita di senso e di segno del territorio e del palinsesto città. In questo contesto l'arte non solo è processo, ma innesca processi in luoghi altri, irrituali, dai centri storici alla periferia fino agli spazi interstiziali (quelli abbandonati, dimenticati, desolati) e l'artista produce oper-azioni tra estetica ed etica, mentre il pubblico non solo è partecipe, ma perfino coautore di tali processi. Contemporaneamente, con uno sguardo storico, viene ripercorsa l'evoluzione del significato di Public Art dagli anni '70 ad oggi, restituendone tutta la complessità attraverso un'analisi del pensiero critico espresso da autori internazionali di tante e diverse discipline (dalla sociologia, alla geografia, all'urbanistica, all'architettura, alla legislazione) interconnesse a questo particolare fenomeno artistico. Dopo aver colto le dimensioni in cui l'arte pubblica si manifesta, l'indagine si concentra sulla dimensione etico-sociale di rigenerazione urbana della Public Art, sia attraverso una riflessione sul ruolo dell'arte in questo 1 G. Dopo aver dato conto di quella legislazione che regola la commissione di un'opera d'arte pubblica a livello italiano ed europeo, messa a confronto con disposizioni e regolamenti statunitensi, il lavoro si conclude con significative interviste ad artisti e ad addetti ai lavori. ; Public art. Theories and practice, between critical analysis and urban regeneration. European case studies. The research, that mingles both theory and practice, as the title itself underlines, deals with the wide and complex phenomenon of Public art in order to define its boundaries within the wider horizon of contemporary art (of which it is one of the most vital phenomena), during the last two decades. The contemporary forms of art, with actions that go beyond the traditional delegated spaces, have abandoned the solipsism that has characterized art for a long time. The boundaries between public space, daily life and art have become increasingly fragile, overtaking the concept of art as "separation", and creating new stronger connections between art and urban re-qualification. The idea of "third landscape"1, made of empty urban spaces with no identity, has been recycled and became the support for public and private investors to operate in suburbs and dismissed areas that offered a chance for a tangible transformation2. Thus the glamorous connotation of public art (art as an aesthetic device) has been put aside to enhance its social value, its ethic and its capability to move along the boarders and the interstices, far from the concepts of urban furniture and monument. Starting with considerations about the changes in the city (seen as a metaphor of the present), it is observed that the diffusion of public art, with its site-specific practices, has followed the loss of meaning of the territory and the city scene. In this context art is not just process itself, but it activates different processes in diverse and non-ritual places, from the inner city to the suburbs and desolated, abandoned and forgotten areas; the artist produces actions between aesthetics and ethics and the public is not only participating, but even the coauthor of such processes. At the same time, the evolution of Public art meaning is investigated through an historical overview from the Seventies until nowadays, through an analysis of the critical thought expressed by international authors involved in several disciplines (from sociology to geography, architecture, city planning, legislation) connected to this particular art phenomenon. After describing the dimensions in which public art reveals itself, the research focuses on the ethical-social aspects of urban regeneration of public art, both reflecting on the art's role in this context, and through a dense debate between different European case studies (in Italy, Germany, Holland, Sweden, France, England, Spain, Denmark). Analyses about the legislation that governs the commission of public artworks in Italy and Europe have been also carried out, comparing them with American regulations and dispositions; the project ends with significant interviews to artists and experts of the field. 1 G. According to the Treaty on the Functioning of the European Union (TFEU)1, Companies of the Union do not actually have to be in a certain Member State in order to be associated with it. However, the question of companies' nationality has remained for a long time a subject of controversy in European company law. Although the question of transfer of the seat has been mentioned in the Treaty, experts and national representatives have not been able to issue an adequate solution. Some members like France, Germany and Italy are not always ready to accept the movement of the company headquarters without re-incorporation into the new legislative system, while some states as the United Kingdom (UK) or Denmark opt for company cross-border relocations without losing the legal identity. The difference in the application of national principles gives constantly rise to conflicts between national laws and are only resolved by the interference of the European Union's (EU) legal bodies.2 For example, the Centros case describes very well the Danish reaction towards the creation of a branch of the English Centros Ltd in Denmark and considered that the founder of the company had the intention to circumvent the Danish minimum capital requirement, especially that the company was not engaged in any real activity in England.3 The common rule in the transfer of the seat of an Societas Europaena (SE) is that the transfer does not change the identity of the European Company; it only changes the applicable law.4 The SE Statute provides that the company can transfer the seat to another State without affecting the legal person.5 Until now, at least 60 SEs out of the overall number of registered SEs have transferred their seat from one State to another without any difficulty.6 However, if we take in consideration the Cartesio case's decision7, where a Hungarian limited partnership applied for transferring its seat to Italy but intended to continue its business activities under Hungarian law, the Hungarian Company Register refused to transfer the head office and the case was referred to the European Union Court of Justice (ECJ). However, the ECJ decision was surprising as it continued to support its previous Daily Mail case which gives a Member State the possibility to restrict the transfer of a company's central administration intoAccording to the Treaty on the Functioning of the European Union (TFEU)1, Companies of the Uanother Member State.8 This opinion has also been confirmed by the Vale case (C-378-10). Therefore, freedom of establishment afforded in art. 49 and 54 of the TFEU, (previously 43 and 48 EC), accords the right to cross-border conversion for companies, however this right is not absolute, as the sovereignty of the Member State and its national laws may have important weight on the rights of the company to freedom of establishment. The decision would suggest that whether or not a Member State accepts the conversion of a foreign company into a national company depends on that Member State only.9 The mobility of the SE is probably the most important advantage of the company form. Besides its national founding and its similarity to a PLC of the state where it is registered, the SE enjoys a European legal personality, which allows it to benefit from an unequalled freedom of movement. The jurisprudence of the ECJ afforded this freedom for legal entities, but it has been until now more theoretical than real. Since the famous case of Centros10 in 1999 until the Sevic11 case in 2005, the Court has recognized the right for a company to register in any state it wants and then not to exercise its activities in this state but to carry out the entirety of its activities through a subsidiary based in another state (Centros). In Überseering12 the Court stated that a Member State shall admit to a company of another state the possibility to be a party to legal proceedings in order to represent and defend their rights, although there is no European Convention on mutual recognition of legal entities . In Inspire Art13, the Court provided that a Member State shall not introduce specific rules or impose obligations on foreign companies even if those rules are simple formalities. Then in the Sevic case, the Court decided against a Member State that refused a company resulting from a cross-border merger to be registered. Since that, it is required that all Member States should recognize the validity of cross-border mergers. This jurisprudence represents an important progress in the freedom of movement of companies. However the court recognized the validity of cross-border mergers only on the basis that the TFEU allows companies to establish 'agencies, branches and subsidiaries' in the internal market, companies were, in reality, unable to move freely in the EU.14 So mobility is one of the substantive particularities that the SE company has compared to other companies. SE Regulation is beneficial for the banking and insurance sector, financial and insurance companies under the form of SEs are dominant, and this is due to the facility of managing their capital with total flexibility through their branches, as they can report only to the authoritywhich is at the level of the holding SE and reduce thereby the external capital control requirements.15 This article discusses these relevant tax issues of the SE . On the tax level, the SE is to be subject to the fiscal law of the country of residence, however, when the company will exercise its taxable activities by the intermediary of entities situated in another country, the losses suffered by these entities will be deducted from the profits of the SE.16 As the legal characteristics of an SE will vary depending on the state where the company is registered, this concludes to the fact that different interpretations concerning tax treatment of an SE apply, since it will be mainly governed by the domestic tax laws as the SE Regulation contains no rules concerning tax law.17 So, the question is, is there a role for the national regimes in preparing a harmonized treatment in order to prevent obstacles that can face the establishment of an SE in another Member State?18 What kind of tax treatment does the SE get when it is created? And what are the problems faced during the running of an SE?

Cezaria Baudouin de Courtenay-Jędrzejewiczowa (1885-1967) belonged to the narrow circle of women researchers active in the interwar period. Her success was was attained not only through her inborn skills, perseverance and talent for organization, but also through many favorable coincidences. Daughter of the prominent linguist Jan Baudouin de Courtenay, she left her home with a substantial intellectual Capital, but also with her family's support for her scientific ambitions. Thanks to this support - and the unique circumstances of the improved political situation in Russia after 1905 - she managed to complete her studies at the University of Saint Petersburg. Her interest remained highly influenced by the personality of her father and focused around the issue of linguistics - although beyond the phenomena of language she quickly started to recognize the cultural ones, directing her attention to the anthropology issues. She started her professional activity as a teacher of Latin in female secondary schools in Warsaw, however her moving to Vilnius opened possibilities for her working as an academic lecturer - what could be achieved by habilitation at the University of Warsaw in 1922. In the following years, first as Deputy Professor, and from 1929 as Assistant Professor of Ethnology and Ethnography at the University of Stefan Batory in Vilnius, she organized an ethnographic center in Vilnius, established numerous relationships with local associations supporting the folk industry, created a Museum of Ethnography and began systematic field studies of the local folklor. In 1934 she moved to Warsaw, where she received a nomination for Professor of Polish ethnography at the University of Warsaw. Warsaw also owes her the organization and the revitalization of the ethnography department, the extracting from the collections of the State Museum of Ethnography, the education of a group of dedicated and talented students. After the outbreak of the second world war, Cezaria Baudouin de Courtenay flew through Romania to the Middle East, where she conducted research and participated actively in the creation of Polish scientific institutions: the Iranistic Studies Society in Tehran, the Office of Middle and the Middle East Studies, the Polish Humanist Institute of Science in Jerusalem. After the war, she settled in England, where she acted, among others, in the Polish Scientific Organization Abroad and the Polish Abroad University, where as from 1958 she was the Rector. Her private life raised many comments: married three times at a time when divorce was barely acceptable socially, every time she chose distinguished men: her first husband was Maximilian Vasmer, a classmate from her studies in St Petersburg, and in the futurę, Professor in Berlin and the star of world Slavonics, the second - Stefan Ehrenkreutz, activist of the Polish Socialist Party, and afterward Professor of the Old Lithuanian Law at the University of Stefan Batory in Vilnius and the last Rector of this University, the third - Janusz Jędrzejewicz, activist of the Polish Socialist Party and The Polish Army Organization, a co-worker of Józef Piłsudski, the Minister of Religions and Public Education and Prime Minister. The unfriendly ones claimed that the position of the last spouse did not remain without influence on the scientific career of Cezaria Baudouin de Courtenay. In such situations, we normally appeal to the judgment of passing time: in the case of our heroine it is probably favorable for her: her work are still reissued, and her ideas and concepts are still alive and appreciated. Pracę zawodową rozpoczęła jako nauczycielka łaciny w gimnazjach żeńskich w Warszawie, jednak przeprowadzka do Wilna otworzyła przed nią możliwości pracy jako wykładowca akademicki - co udało się osiągnąć dzięki habilitacji na Uniwersytecie Warszawskim w 1922 roku. W latach następnych, najpierw jako zastępca profesora, a od 1929 roku profesor nadzwyczajny etnologii i etnografii Uniwersytetu Stefana Batorego w Wilnie, zorganizowała wileński ośrodek etnograficzny, nawiązała liczne więzi z lokalnymi stowarzyszeniami wspierającymi przemysł ludowy, stworzyła Muzeum Etnograficzne i rozpoczęła systematyczne badania terenowe miejscowego folkloru. W 1934 roku przeniosła się do Warszawy, gdzie uzyskała nominację na profesora zwyczajnego etnografii Polski Uniwersytetu Warszawskiego. In the spring of 2001, the National Service for Archaeological Heritage in the Netherlands and the Netherlands School of Archaeological Research (ARCHON) organised a three-day international symposium on early prehistoric archaeology and archaeological heritage management (AHM), entitled 'Preserving the Early Past. Investigation, selection and preservation of Palaeolithic and Mesolithic sites and landscapes'. The symposium was held from 20 to 22 November 2002 at the headquarters of the National Service for Archaeological Heritage in the Medieval town of Amersfoort. During the first two days, 18 invited speakers – all archaeologists working in different countries in northwestern Europe and actively involved in Palaeolithic and/or Mesolithic archaeology and AHM – presented a variety of topics related to the central theme of the symposium: the investigation and management of the Palaeolithic and Mesolithic cultural heritage. In addition to the invited speakers, approximately 60 professional archaeologists and students attended the symposium. A field excursion was held on 22 November. Participants travelled to the province of Flevoland for a demonstration of mechanical borings and visited nature conservancy group Stichting Gooisch Natuurreservaat in Hilversum to discuss a large collection of quartzite artefacts from the surface of an ice-pushed ridge in the vicinity of Hilversum. There were a number of reasons for organising this international symposium. In the Netherlands, Palaeolithic and Mesolithic sites have long been a rather neglected part of the archaeological record in AHM.The number of legally protected prehistoric hunter-gatherer sites is low compared to archaeological sites dating from late prehistory or the Roman period, for example. The number of sites protected by law is also manifestly in inverse proportion to the large number of Palaeolithic and Mesolithic sites presently known in the Netherlands. The fact that Palaeolithic and Mesolithic sites are not visible in the Dutch landscape (in contrast to later prehistoric phenomena like terpen, hunebedden and burial mounds) and thus have no aesthetic value, may well be one of the reasons for this discrepancy. Furthermore, until recently virtually all the known Palaeolithic and Mesolithic sites were in the higher, well-drained Pleistocene sandy and loess soils of the Netherlands. Almost all of them are surface sites in a poor state of preservation, and have consequently not been considered serious candidates for in situ preservation. Last but not least, in recent decades only a few Dutch archaeologists have focused their attention on issues associated with the in situ preservation of Palaeolithic and Mesolithic remains. Since the reasons mentioned above, or at least some of them, are also likely to apply to other countries in northwestern Europe, an international symposium on the subject seemed like a useful idea. In many European countries the early prehistoric record now deserves full attention, taking into account the new demands set by the 'European Convention on the Protection of the Archaeological Heritage (Revised)' which was signed at Valletta on the island of Malta in 1992. The incorporation of the Malta Convention into Dutch legislation (which is expected in 2006), for instance, requires a strong and comprehensive national policy, a major part of which should deal with Palaeolithic and Mesolithic sites and landscapes.Without such a policy, the loss of archaeological evidence – ranging from very small sites represented by a few stone artefacts to entire buried palaeolandscapes containing archaeological and palaeoenvironmental data – will continue and perhaps even increase as a result of planning processes. The primary objective of the symposium was to learn about the role of Palaeolithic and Mesolithic sites and landscapes in AHM from archaeologists working in various countries in northwestern Europe and to exchange ideas about how to investigate, assess, select and preserve this fragile archaeological resource in various environmental settings.What strategies are appropriate for the detection of Palaeolithic and Mesolithic sites and landscapes, and how do we assess their information value? What scientific criteria should we use as a basis for deciding whether to go ahead with preservation in situ or excavation, or take no action at all? And what potential and constraints do we face in terms of the conservation and sustainable development of these Palaeolithic and Mesolithic remains? The symposium offered an opportunity to discuss these important questions with an international forum of archaeologists, making use of examples from daily practice in the Netherlands, Belgium, France, England and Germany. This volume includes the papers presented and the main conclusions of the discussions as summarized by the chairmen (Barton, Roebroeks and Zvelebil) of three sessions of the symposium. In retrospect, we can conclude that the symposium provided a sound basis for the further development and improvement of management strategies for early prehistoric remains. As an integral part of the archaeological record, and threatened by all kind of interventions in the soil, it is evident that these remains should be treated according to the principles of the Malta Convention and with the same attention given to archaeological remains from later periods. In other words, Palaeolithic and Mesolithic sites and landscapes deserve full consideration in planning processes, with the aim of preservation in situ or – if preservation is not possible – conservation ex situ through excavation. Symposia such as the one held in Amersfoort in 2002 allow us to continue the international debate on issues associated with the management of the Palaeolithic and Mesolithic cultural heritage. However, appropriate management strategies are not the only prerequisite. Problem-oriented research and public awareness will be essential in the battle to protect valuable Palaeolithic and Mesolithic sites and landscapes from further destruction in the near future. And one final point worthy of our attention: not all Palaeolithic and Mesolithic landscapes are equally suited to long-term preservation, even if they have the same intrinsic or physical quality. The potential offered by specific regulations, the attitude and intentions of landowners and land users, and considerations of a practical and financial nature also play an important role in determining whether preservation in situ is possible. It is equally important that we have a thorough understanding of the present qualities of an archaeological site or landscape and whether these qualities can be maintained in the long term. It does not make much sense to preserve an archaeological site on scientific grounds if one is unable to prevent it from further disturbance due to slope erosion or ploughing, for instance. If the quality of a site is likely to significantly decline over the years, excavation in advance of further destruction should be given preference over preservation.
