British citizens take part in public life not only with the hope of influencing the gov, whether as intermediaries in the representative system or as members of a lobby, but also as a means of expressing a feeling of responsibility to others, whether in official service or in independent org's which complement gov activities. Within this framework, the actual pol'al activities of the British citizen are relatively limited. However, this behavior should not be called pol'al apathy: if controversy is infrequent, it is the result of the English character (the British follow the party of their choice with a calm conviction & an instinctive fidelity) as much as an essential quality of British society, which is its cohesiveness & its homogeneity.
