Das Erkenntnisinteresse der Autorin gilt der Frage der Beeinflussung des regionalen Entwicklungsgefälles, speziell der regionalen Einkommensgleichheit (auch: Lohn-, Produktivitätsungleichheit) in Jugoslawien durch Wirschaftsreformmaßnahmen (Dezentralisierung, Marktorientierung). Zu diesem Zweck erarbeitet sie eine vergleichende Übersicht über die Tendenzen zentraler Entwicklungsindikatoren in den einzelnen Republiken im Zeitraum 1952-1979 und entwickelt ein ökonometrisches Modell zur Berechnung der rergionalen Einkommenshöhe unter Berücksichtigung markt- und planwirtschaftlicher Variablen. Sustainability and well-being indicators
This paper provides a review and critical discussion of indicators, which attempt to combine the measurement of sustainability with that of well-being. It starts with some commonly agreed definitions of sustainability, showing how most well-being indicators tell us little if anything at all about this issue. Sustainability is most commonly defined in economics as non-declining utility or well-being over time. Yet, due to its future orientation, most indicators of sustainability such as Genuine Savings (GS) have merely focused on the capacity to provide utility in the future, but have not included the measurement of current well-being. Indicators of well-being such as the Human Development Index (HDI), on the other hand, have typically failed to account for sustainability in their measurement of current well-being. The paper then critically reviews the Index of Sustainable Economic Welfare (ISEW) and the Genuine Progress Indicator (GPI), which are the most prominent examples of an indicator, which attempts to fully integrate the measurement of welfare with that of sustainability into one single indicator. Such an integration, whilst seemingly attractive, is rendered difficult by the fact that what contributes to current well-being need not contribute at all or in the same way to sustainability and vice versa. We also review various proposals of extending a welfare indicator, namely the HDI, with sustainability considerations without full integration of both concepts. All of these proposals suffer from a range of fundamental conceptual problems. As one possible alternative, we propose a combination of the HDI and GS, which holds great promise for an assessment of wellbeing and its sustainability, particularly in developing countries. – environment ; sustainable ; measurement

Vom 14. bis zum 20. Mai 2001 tagte in Brüssel auf Einladung der Europäischen Union die Dritte Konferenz der Vereinten Nationen über die Gruppe der Least Developed Countries, der zur Zeit 49 Staaten angehören. In Lateinamerika steht lediglich Haiti auf der LDC-Liste der Vereinten Nationen. Hingegen finden sich unter den hoch verschuldeten armen Ländern mit Bolivien, Guyana, Honduras und Nikaragua vier lateinamerikanische Staaten. Schätzungen der Weltbank zufolge lebten Ende der neunziger Jahre etwa 12 Prozent der lateinamerikanischen Bevölkerung in extremer Armut. Dies bedeutet, dass mehr als 60 Millionen Menschen in Lateinamerika weniger als einen US-Dollar pro Tag zur Verfügung hatten. (Brennpkt Lat.am/DÜI)

Cuando ya la guerra no protagoniza, aparece en escena, sin discusion, la pobreza inmerecida de demasiada gente. Segun el Informe sobre Desarrollo Humano que el Programa de Naciones Unidas para el Desarrollo (PNUD) publica anualmente, Guatemala ha descendido 17 puestos desde 1990, primer ano en que el informe vio la luz, hasta 1997. El pais ocupa hoy el puesto 117 de un total de 175 naciones clasificadas. En America Latina y el Caribe, tiene por debajo solamente a Nicaragua (127) y a Haiti (156). (Envio/DÜI)

Die ostasiatischen Schwellenländer. Testfälle für die entwicklungstheoretische Diskussion

Die entwicklungstheoretische Diskussion ist in den letzten Jahren um den Begriff »Schwellenländer« bzw. im angelsächsischen Bereich »Newly Industrializing Countries« bereichert worden. Gemeint sind damit solche Länder, die aufgrund ihres zunehmenden Pro-Kopf Einkommens, ihrer industriellen Wachstumsraten, ihres Anteils an Fertigwaren im Export oder sozialer Entwicklungsindikatoren wie durchschnittliche Lebenserwartung, Alphabetisierungsgrad, Einkommensverteilung, Anteil nichtlandwirtschaftlich Beschäftigter u.ä. ein Profil aufzuweisen haben, das sich dem der Industriegesellschaften tendenziell annähert. Auch wenn bislang noch keine allgemein akzeptierte Definition des Begriffs vorliegt und die jeweils vorgeschlagenen Merkmalskataloge und daraus resultierenden Länderlisten stark vom Erkenntnisinteresse des jeweiligen Autors geprägt sind, so finden sich doch auf allen Listen Hongkong, Singapur, Taiwan und Südkorea. Wenn auch die angebotenen Erklärungen unterschiedlich sind, so herrscht doch wenigstens insoweit Einigkeit, daß es sich hierbei um Länder handelt, die in den letzten 20 Jahren spektakuläre Industrialisierungsprozesse aufzuweisen haben (vgl. Chen 1979; Hofheinz/Calder 1982). Das gleiche gilt, wenn auch in der Diskussion weniger beachtet, für Nordkorea und die drei nordöstlichen Provinzen der VR China, die ehemalige Mandschurei, beides Gebiete, die durchaus den meisten Definitionsmerkmalen von Schwellenländern genügen würden.
The socioeconomic development levels of the people of Amazonian Brazil, 1970 and 1980

This paper presents the measurement of the socioeconomic development of the populations of the municipios of Brazil's Amazonia Legal for 1970 and 1980, the only years for which appropriate data yet exist, and applies it to the widely held, but previously untested, hypothesis that claims that large-scale investment in the frontier land called "Amazonia", an extreme extractive periphery, reduces the socioeconomic levels of the people.
