Food justice denotes both a social movement and an academic discourse of theorizing what constitutes a fair food system where the benefits and harms of food production and consumption are distributed equally and where every human being has a right to food. In the general discourse of food justice, a just food system is also assumed to promote the sustainability of food systems. In this article, I point out the problems of this assumption by revealing the tensions between the social and environmental aspects of justice in food systems. They relate largely to the fact that local food is not synonymous for environmentally sustainable and low-carbon food, yet the food justice discourse has assumed that re-localization of food systems guarantees its environmental soundness. Another, related tension concerns the democratization of the food system that may aggravate the environmental burdens of the food system in certain conditions when not paired with education and scientific knowledge. I illustrate how the conflicts between various claims for justice emerge, how they could be avoided, and I also discuss how the society could foster the emergence of food citizenship that would promote justice and sustainability in food systems. Ruokaoikeudenmukaisuuden diskurssissa on vallinnut oletus, että ruokajärjestelmän oikeudenmukaisuus kulkee käsi kädessä järjestelmän kestävyyden kanssa. Tässä artikkelissa tarkastelen ruokaoikeudenmukaisuuden suhdetta ruokajärjestelmän ekologiseen kestävyyteen ja osoitan suhteen olevan jännitteinen tavoilla, jotka ovat toistaiseksi jääneet lähes huomiotta. Erityisesti tarkastelen lähiruoan ekologista kestävyyttä, joka on otettu usein annettuna oikeudenmukaisuuden diskursseissa: artikkelissa osoitan tämän oletuksen ongelmallisuuden. Toinen samankaltainen jännite liittyy ruokademokratian lisäämiseen, joka ei välttämättä paranna ruokajärjestelmän kestävyyttä vaan saattaa joissain tapauksissa jopa hidastaa ruokajärjestelmän kestävyystransitiota. Lopussa pohdin, miten artikkelissa tunnistettujen jännitteiden kanssa voidaan tulla toimeen ja miten ruokademokratiaa voitaisiin lisätä tavalla, joka tukee sekä oikeudenmukaisuutta että ekologisesti kestävän ruokajärjestelmän rakentamista. U radu se razmatra ekološko obrazovanje u Srbiji, kroz analizu trenutnog stanja, ukazivanje na ključne probleme u ovoj oblasti i moguće pravce daljeg razvoja. U prvom delu rada dat je prikaz razvoja ekološkog obrazovanja u našoj zemlji sa naglaskom na ključne faze u ovom procesu. Put razvoja ekološkog obrazovanja u Srbiji kretao se od izrazitog antropocentrizma i antagonizma između čoveka i prirode, preko umerenog antropocentrizma sa primesama ekoncentrizma, do dominantnog ekocentrizma. Primetno je da razvoj ekološkog obrazovanja u našoj zemlji kasni bar jednu deceniju u odnosu na društvene okolnosti, što otvara brojne implikacije za obrazovni sistem i društvo u celini. Kada je u pitanju nastavni proces, analiza stanja pokazuje pomake koji su učinjeni implementiranjem novih sadržaja iz oblasti ekologije i održivog razvoja u postojeće predmete, kao i uvođenjem izbornih predmeta koji se odnose na ekološko obrazovanje. Pomaci su učinjeni i u domenu vannastavnih aktivnosti koje su obogaćene sadržajima iz oblasti ekologije, kao i u okviru obrazovnih politika škola, uvođenjem posebnih rubrika u školske programe kojima se definišu planirane aktivnosti iz ove oblasti. U drugom delu rada napravljen je osvrt na ključne probleme do kojih se došlo analizom postojećeg stanja u oblasti ekološkog obrazovanja. Kao največi problem izdvaja se primetni jaz između usvojenog znanja iz oblasti ekologije i individualnog delovanja pojedinca u svakodnevnom životu u pravcu očuvanja životne sredine. Pored toga, u nastavi se još uvek u nedovoljnoj meri primenjuju interdisciplinarni pristup i projektna nastava zasnovana na istraživanju čiji je doprinos u učenju ekoloških sadržaja potvrđen u nalazima brojnih istraživanja. U trećem delu rada date su preporuke za dalji razvoj ekološkog obrazovanja u našoj zemlji koje se prevashodno odnose na način učenja ekoloških sadržaja u okviru škole i koje imaju važne implikacije za kreatore obrazovnih politika, lidere u školama i praktičare. Na prvom mestu, škole bi trebalo da budu usmerene na stvaranje mogućnosti za istinski, receptivni i refleksivni odnos učenika sa prirodom. To bi značilo da se u procesu učenja ekoloških sadržaja primene pristupi čiji je uspeh već potvrđen, poput interdisciplinarnog pristupa i projektne nastave. Ostvarivanju ovog cilja pomoglo bi i intenziviranje vannastavnih aktivnosti kroz unapređivanje već postojećih (ekskurzije, nastava u prirodi) kao i uvođenjem novih, na primer ekoloških kampova i drugih organizovanih aktivnosti u prirodi koje podrazumevaju veću angažovanost učenika. Na taj način bi bilo omogućeno da se znanja stečena u nastavi povežu sa neposrednim iskustvom u prirodi. Time bi se podigao kvalitet dobijenih znanja iz ove oblasti, a ostvario bi se i pozitivan uticaj na voljni i emocionalni aspekt ličnosti učenika, što bi vodilo ka njihovoj većoj svesti o potrebi zaštite životne sredine, kao i njihovoj većoj participaciji u konkretnim aktivnostima koje se tiču očuvanja prirode i njenih resursa. Na kraju, ukazano je na važnost finansijskog aspekta, pa se kao preporuka za obrazovnu politiku ističe da su potrebna veća ulaganja kako bi škole mogle dobijena sredstva da iskoriste za podizanje svojih kapaciteta u oblasti ekološkog obrazovanja, obogaćivanje nastavnih resursa, kao i za obučavanje nastavnog kadra. ; The paper deliberates environmental education in Serbia by analysing the current situation, pointing to key problems in this area and potential trends of further development. The first part of the paper is an overview of environmental education development in our country with an emphasis on key stages in this process. The developmental path of environmental education in Serbia has unfolded from strong anthropocentrism and antagonism between the man and nature, through moderate anthropocentrism with hints of ecocentrism, to dominant ecocentrism. It is obvious that development of environmental education in our country is at least a decade late vis-à-vis social circumstances, which opens a number of implications for education system and overall society. With regard to teaching process, the current situation analysis reveals the progress made by implementing new contents from the fields of ecology and sustainable development in the existing subjects, as well as by introducing elective courses related to environmental education. The progress has also been made in terms of extracurricular activities that have been enriched with ecology contents, as well as within educational policies of schools by introducing special sections in the school curricula that define planned activities in this field. The second part of the paper focuses on the key issues arising from the analysis of current situation in environmental education. The greatest problem is an apparent gap between acquired ecology knowledge and the individual's actions in everyday life regarding environmental protection. In addition, the interdisciplinary approach and research-based project teaching whose contribution to learning the environmental contents has been acknowledged by results of numerous studies are still not adequately applied in teaching. The third part of the paper provides recommendations for further development of environmental education in our country. They primarily refer to the way environmental education is taught in school and have important implications for education policy makers, school leaders and practitioners. Primarily, the schools should aim at creating opportunities for genuine, receptive and reflective relationship of students with nature. This would mean using already validated approaches to learning of environmental contents, such as interdisciplinary approach and project-based teaching. Intensifying the extracurricular activities through improvement of already existing activities (excursions, outdoor classes) and introduction of new ones, for example eco-camps and other organized outdoor activities involving a greater student engagement, would also help in achieving this goal. In this way the correlation between the classroom-obtained knowledge and immediate experience in nature would be enabled. This would improve the quality of knowledge from this field, and have a positive effect on wilful and emotional aspect of students' personality. This would also lead to their greater awareness of the need for environmental protection, as well as their greater participation in particular activities related to conservation of nature and its resources. Finally, the importance of financial aspect is underlined and the recommendation for education policy refers to requirement for greater investments. In this way, the schools could use the received funds for increasing their environmental education capacities, improving the teaching resources and training the teaching staff. ; Zbornik rezimea / 24. Ympäristökysymys ja aseveliakseli on tutkimus suomalaisen kaupunkiympäristön politisoitumisesta. Väitöskirja vastaa kysymykseen miten ympäristöstä tuli politiikkaa? piirtämällä tarkan kuvan neljästä ympäristön politisoitumisen vuosikymmenestä 1960-luvulta lähtien, kasvukonsensuksesta ympäristökiistoihin. Tamperelaisia ympäristökiistoja ja paikallista politiikkaa käytetään teoksessa laboratoriona, jossa tiivistyy laajempia suomalaisen lähihistorian muutostrendejä. Paikallisten ympäristöongelmien synty kietoutuu muuttuvan yhteiskunnan arvostuksiin ja puhetapoihin sekä sukupolvien välisiin jännitteisiin. Erityisesti teos analysoi jännitteitä, joita voimistuva ympäristöliikehdintä synnytti haastaessaan Tampereella pitkään vaikuttaneen valtakoalition, ns. aseveliakselin, paikallisen hallintatavan. Tampellan alueen kaavoituskiista (1989 - 1995) Tapaukset kertovat ympäristöongelmien yhteiskunnallisesta muotoutumisesta ja oman aikansa toiveista, tavoitteista ja ristiriidoista. Ympäristön pilaantumisen ja -suojelun nousu yhteiskunnalliseksi kysymykseksi liittyy kiinteästi Suomen ja Tampereen sodanjälkeiseen kehitykseen ja vaurastumiseen, jonka kääntöpuolena ympäristöhaittoja voidaan pitää. Useamman paikallisen tapaustutkimuksen yhdistäminen paikallisen hallintatavan analyysiin tuo uuden näkökulman ympäristöongelmien ja paikallisen poliittisen kulttuurin historiallisen rakentumiseen. Ympäristöongelmia käsitellään yhteiskunnallisina ongelmina, joille toimijoiden väliset jännitteet ja määrittelykamppailut sekä erilaisten vaatimusten esittäminen ovat ominaisia. Politisoitumisen analyysissä tukeudutaan sosiologi Pierre Bourdieun ja politiikantutkija Kari Palosen käsitteisiin. Politisoitumisen käsitteellä ei viitata puoluepolitiikkaan, vaan pikemminkin vakiintuneiden ajatus- ja toimintamallien kyseenalaistumiseen. Tutkimus etenee teoreettisten ja metodologisten lähtökohtien kautta tapaustutkimuksiin, joiden lomassa taustoitetaan ympäristöliikehdinnän historiaa paikallisella tasolla. Tapausten jälkeen käsitellään paikallisen hallintatavan teoreettista näkökulmaa ja paikallisen hallinnan historiallisia muotoja Tampereella. Ympäristön politisoituminen tapahtui Tampereella vaiheittain. Ensimmäiset ympäristöliikehdinnän merkit näkyivät Tampereella ns. ympäristöherätyksen myötä 1960- ja 70-luvun taitteessa. Ympäristöliikkeen jakautuminen oikeisto-vasemmisto -ulottuvuudella kuitenkin jarrutti ympäristöjärjestöjen kasvua 1970-luvun puolivälissä. Vuosikymmenen lopulta lähtien alkoi uusi ympäristöprotestien vaihe. Jännite suoraviivaisen johtajakeskeisen hallintavan ja uusien, rauhan aikana kasvaneiden sukupolvien edustajien kuten vihreän liikkeen välillä kävi ilmeiseksi paikallisissa ympäristökiistoissa 1980-luvun alusta alkaen. Tämä jännite huipentui tutkimuksen viimeisessä tapauksessa, Tampellan kiistassa 1980- ja 90-lukujen taitteessa. Sosiaalidemokraattien ja Kokoomuksen muodostaman kunnallispolitiikan valtakoalition, aseveliakselin, näkökulmasta ympäristöprotestit näyttäytyivät vastustuksena, ei uutena yhteiskunnallisena kysymyksenä. Väitämme, että tämä johtui sekä aseveliakselin historiallisesti muodostuneista arvostuksista ja suhtautumistavoista että tamperelaisen politiikan kentän jakautumisesta aseveliakselikoalition ja sen vastustajien välillä. Nämä tekijät vaikeuttivat ympäristökysymysten nostamista paikallisen päätöksenteon piiriin ja supistivat ympäristöliikehdinnän toimintatilaa. Ympäristön politisoituminen ilmeni Tampereella useammalla ulottuvuudella, joista ensimmäisenä voi pitää ympäristöherätyksen synnyttämää uutta tulkintakehystä. Se antoi kaikupohjaa paikallisille ympäristön muuttamista politisoiville vaatimuksille. Luonto politisoitui ympäristöksi ja ympäristö politisoitui yhteiskunnalliseksi protestiksi ja kritiikiksi, joka ilmeni vaatimuksina paikallisissa ympäristökiistoissa. Toiseksi politisoiminen liittyi yksittäisten ympäristön muutoksia koskevien suunnitelmien kyseenalaistamiseen. Tätä tapahtui Tampereella 1970-luvulta alkaen ja selvemmin 1980-luvun ympäristökiistoissa. Määrittelykamppailut koskivat esim. Kauppahallin virastotalon tapauksessa paitsi talon purkusuunnitelmia, myös talon esteettistä arvoa kaupunkimaisemassa. Tampereen kasvoja voimakkaasti muuttanut modernisaatiokehitys ei enää näyttänytkään väistämättömältä. Samalla voidaan puhua myös laajemmasta kaupunkimaiseman muutosten kyseenalaistumisesta. Ympäristöherätys ja yksittäiset tapahtumat kuten Verkatehtaan purkaminen 1970-luvun lopulla muuttivat tamperelaisten tapaa katsoa kaupunkiaan. Kolmanneksi kiistoissa nousi esiin tiedon ja asiantuntemuksen politiikka. Tiedon politiikka ilmeni selvästi 1980-luvun kiistoissa, joissa (tieteellisen) tiedon ja asiantuntijuuden rooli kyseenalaistui. Kauppahallin virastotalon kiistassa kyseenalaistettiin rakennusten huonokuntoisuuden kriteerit. Epilän voimalakiistassa politisoitui asiantuntijoiden tuottama tieto voimalavaihtoehtojen edullisuudesta. Tampellan kiistassa kriisiytyi kaupunkisuunnittelijoiden asiantuntemus ja rooli yleisen edun vaalijoina. Neljäs politisoitumisen ulottuvuus koskee yksittäisten kysymysten toimintavaihtoehtojen kyseenalaistamisen laajenemista koskemaan koko paikallista hallintatapaa ja paikallista poliittista kulttuuria. Selvimmin yksittäiseksi hallintatavan kyseenalaistumisen tapaukseksi muodostui tutkimuksessamme Tampellan tapaus, jossa suuret rakentamissuunnitelmat ja paikallisten poliittisten eliittien toimintamallit joutuivat ennen näkemättömän kritiikin kohteeksi. Paikallinen hallintatapa ei kyseenalaistunut vain ympäristökysymysten vaikutuksesta, mutta ympäristökonfliktit näyttäytyvät kiinnostavina teollisuuskaupungin perinteiden rapautumista ilmentävinä tapahtumina. Viidenneksi ympäristön politisoituminen kosketti laajemmin kaupungin habitusta kaupunkimaiseman, paikallisen perinteen ja itseymmärryksen tasoilla. Kyse ei ole vain ympäristökohteista vaan laajemmin paikallisesta kulttuurista ja identiteetistä. Paikalliset ympäristöliikkeet toimivat kuten yhteiskunnallisilta kaupunkiliikkeiltä voidaan odottaa: ne synnyttivät konflikteja ja muuttivat osaltaan kaupungin merkityksiä. Kaupungin habituksen muutokseen liittyy selvästi perinteisen tamperelaisen ns. savupiipputeollisuuden hiipuminen. Jälkiteollistuvan kaupungin ympäristökonfliktit olivat sekä tämän yhteiskunnallisen murroksen indikaattoreita että sen katalysaattoreita. Teollisuuskaupungin traditioiden kyseenalaistuminen voidaan nähdä osana laajempaa yksinkertaisen modernin projektin kritiikkiä. Tutkimus perustuu laajaan asiakirja- ja lehtiaineistoon sekä ympäristökiistojen ytimessä vaikuttaneiden kansalaisaktivistien ja paikallisten päättäjien haastatteluihin. Paikallisen historian kuvauksessa on käytetty sekundaarilähteitä ja haastatteluja, tapaustutkimukset perustuvat pääasiassa lehti -ja asiakirja-aineistoihin ja haastatteluihin. Tapausten käännekohtia on lisäksi analysoitu määrällisellä sisällönerittelyllä sekä diskurssi -ja argumentaatioanalyysin keinoin. ; ENVIRONMENTAL ISSUES AND THE "BROTHERS IN ARMS AXIS" POLITICISATION OF THE ENVIRONMENT IN TAMPERE FROM 1959 TO 1995 This study examines the politicisation of the environment in the context of one Finnish locality, Tampere. It is a study on the politics of the environment, i.e. the historical developments and contestations that preceded the institutionalisation of environmental policy. The politics of the environment is examined at the local level in the context of the tension between the rise of environmentalism and the traditions of local politics and governance. The locality of Tampere, thus provides a laboratory for understanding how environmentalism took place and what kind of tensions it caused. Theoretically the study draws on both sociology and political science. The theoretical frame is set by combining Kari Palonen s terminology of politics and Pierre Bourdieu s theory of action. Politicisation is a central notion in the study. It is understood as a process of questioning the rules of the game, i.e. claiming something to be playable and contingent. In Bourdieu s terms this implies a process of questioning the givenness of the doxa and provoking orthodox arguments from the political elite. Politicisation may take place at different scales, from the local disputes to broader patterns of governance and political culture. The central research question was the following: ·How has the environment become politicised at the local level? This question was divided into the following questions: ·What events have contributed to the politicisation of the environment? ·What kinds of disputes and actor coalitions emerged in these events? ·How did the patterns of local governance influence the definition of environmental problems? And, vice versa, how did the environmental problems effect local governance? ·What was the role of environmental movements in the politicisation of the environment? The research was carried out in the form of five case studies, all in the same locality, touching on different aspects of environmental issues, and covering the temporal scope of the study, from the 1960s to the 1990s. The cases studied were the following: 1. The Pyynikki highway construction plan (1959-1974) 2. The pollution of lake Näsijärvi by a local pulp plant and the moving the municipal water intake to lake Roine (1960-1972) 3. The dispute over the planned demolition of the old Jugendstil Office block in the city center (1972-1983) 4. The dispute over the plan to build a coal power plant in Epilä (1981-1984) 5. The conflict over the planning of the Tampella industrial area in the city center (1989-1995) The cases cover the time from the pre-history of environmentalism, i.e. when the environment was still a non-issue, through the rise of environmentalism (the so called environmental awakening ) to the institutionalisation of environmental issues in the 1990s. The research data comprised sources on local history including archives and official documents, newspaper materials and 35 interviews of local actors. Methodologically, the study was structured in relation to different levels: 1) in the context of local history (secondary sources on local history and interviews), 2) the case studies using thick description out of which, 3) detailed instances of discourse analysis, especially argumentation (or claims-making ) were extracted. Environmental problems were studied in a contextual constructivist frame as social problems constructed in processes of claims-making, involving argumentation and discursive struggle. Local environmental movements were studied as urban social movements whose activities affect the collective production of the city while being aimed at contesting and challenging the prevailing social order. The local movements in Tampere were key actors in politicising the environment, contributing to a change whereby previously undisputed environmental change and related social practices were no longer seen as inevitable or normal. Movements created new meanings not only for their participants, but for the larger community, also extending beyond the time frame of their most active presence. Since the late 1960s, the rise of environmentalism became manifest through locally based movements and organizations. The purely scientific orientations of local conservationist associations were challenged by more socially and politically oriented civic activities and associations. An important milestone was the founding of Pirkanmaa nature conservation association in 1969. Since 1970, environmentalism gathered momentum with rapidly growing membership figures and local initiatives. It soon suffered, however, from ideological divisions in the mid-1970s, as the radical left-wing students took over the nature conservation association. The divisions started to recede when the Koijärvi bird lake conflict (in Forssa) marked the rise of the Finnish green movement. This had its effect in Tampere as well: the ideological divisions between right- and leftwing environmentalists were reconciled in the early 1980s, which marked the beginning of an active period of environmental contestation. The emergence of the Finnish Green movement in the 1980s made such contestation increasingly visible at the local level. In Tampere, the first greens were elected in the local council in 1984. During the different disputes beginning from the 1970s, but especially in the 1980s, environmental protest challenged local political traditions and political culture, especially the traditions of the local governance. In Tampere, the scene of local politics in Tampere had virtually ever since the Second World War been dominated by a particular, unofficial institutional arrangement, which was commonly known as the brothers-in-arms axis. Adopted in the mid-1950s, the notion referred to the co-operation between the conservative National Coalition party and the Social Democrats in local politics and municipal government. This coalition was held together through a shared habitus based on wartime experiences and held a promise of welfare. The brothers-in-arms axis became an important player in local politics in the 1960s when the central figures of the coalition gained important position in city government. The study examines both the processes that enabled the stabilization of this co-operation into a local growth regime and those that have, especially since the 1980s, contributed to its weakening. The politicisation of the environment was a novelty in the modernist political landscape of Tampere. In the eyes of the governing coalition, however, environmental protest was perceived as mere opposition, not as a new issue on the agenda. We argue that this was due to the local traditions of an industrial city, divided between left and right and a political sphere divided between the brothers-in-arms coalition and the communists, which allowed little space for new social movements. Environmental protest, however, was not the only factor to challenge the regime. The regime was also weakened through the loosening of ideological division s between the left and the right, as the communists had gradually lost political ground. The politicisation of the environment gathered momentum in the late 1970s when the growth of Tampere had slowed down and when there was a growing discrepancy between the mode of governance and its increasingly postindustrial social environment. This tension, and the inertia of the closed style of governance, became visible in the Tampella dispute in 1989, the biggest local environmental conflict to date. The politicization of the environment took place at different levels. It happened both at the level of individual disputes as alternatives were demanded to the straightforward mode of local planning, but it also expanded into a broader critique of local governance. Furthermore, we argue that the politicisation of the environment was not only an agent-driven phenomenon, since it depended on the cultural resonance of claims presented in local disputes. The study allows us to indicate critical events in the politicization of the environment. These were events sine qua non, i.e. events that set the stage and sensitized local actors for future contestations. The demolition of the old broadcloth factory (Verkatehdas) in 1976 and the dispute over Tampella were critical events in this sense. The former was retained in the memory of then activists-to-be and the latter both signaled the crisis of the closed-style decision-making and served to stabilize the local greens as a credible political alternative. Finally, the contestations, together with the restructuration of the locality, resulted in altering the modern industrial habitus of the city.

Важан аспект управних реформи представља широко распрострањено коришћење јавних агенција као облика организације управе, у циљу обављања растућег броја послова који захтевају висок ниво специјализованих знања. ; Public administration organisation and the performance of public tasks have significantly altered over the past 30 years through global political, legal and economic change. An important aspect of the administrative reforms is the widespread use of public agencies as a model of administrative organisation to perform an increasing number of specific tasks requiring high levels of expertise. This PhD thesis analyses the agencification of public administration and the specificities of the process in the field of environmental protection at the European level and in Serbia. The main focus of the research is on the legal aspects of the phenomenon, namely the regulatory functions of agencies at the European level: their interaction with other relevant bodies and actors in the regulatory process; their performance of different administrative tasks (including inspections); and their decision-making roles. The thesis examines specific aspects of the agencification process, the transformation of Serbian public administration in the context of European integration, and the influence this transformation has had on environmental governance. The goal of the research is to examine the evolution and current position of environmental agencies in the European Union's and Serbia's legal orders, to analyse the agencies' interaction with complex administrative arrangements developed at the supranational level, and to argue for enhancing their independence and (regulatory) competencies. The further goal is to contribute to legal scholarship on agencification at national and supranational levels, and especially in the field of environmental protection. The thesis consists of the introduction, three parts and the conclusion. The introduction frames and contextualises the research topic, goals and scientific relevance, and it provides a methodological framework. Part one examines the agencification process primarily at the European level but also nationally. The thesis draws attention to EU-level agency position, typology and administrative decision-making, which are highlighted as challenging issues for legal analysis.
After the economic crisis of 2008, the degree of economic and environmental impact has increased. Challenges encountered by enterprises ranges from fulfilling the legal obligations of integral prevention and pollution control to the adaptation of the environmental management system in order to successfully apply the ISO 14001 standard. Companies face problems arising from soil pollution, climate change and legislation. Companies must take into account the successful management of sustainable development and social responsibility. To date, the basic responsibility of the company is to create profits for the owners of the company. However, including "social aspects", it emphasizes the participation of other stakeholders. The subject of research in this paper focuses on realizing the situation in terms of company's readiness to fulfill legal obligations for integrated pollution prevention and the application of appropriate environmental management standards. The main objective of this paper is to indicate the opportunities that companies have in favor of effective environmental management through cost reduction and cost savings achieved through efficient waste and energy recycling initiatives. Considering the fact that waste management is inappropriate, it can cause numerous consequences for the population and the environment, work for the welfare of the public, management and employees in enterprises, academic researchers and the general public is expected. The contribution of this paper is to expand the literature in this field and to the need to implement an appropriate management concept for integrated environmental management and prevention in order to successfully manage sustainable development. ; Posle ekonomske krize 2008. godine, stepen ekonomskih i ekoloških uticaja je povećan. Izazovi sa kojima se susreću poduzeća kreću se od ispunjavanja zakonskih obaveza integralnog sprečavanja i kontrole zagađenja do prilagođavanja sistema upravlјanja zaštitom životne sredine kako bi se uspješno primijenio standard ISO 14001. Preduzeća se suočavaju sa problemima koji proizlaze iz zagađenja zemlјišta, klimatskih promena i zakonodavstva. Preduzeća moraju voditi računa o uspešnom upravlјanju sa održivim razvojem i društvenom odgovornošću. Do danas je osnovna odgovornost preduzeća stvaranje profita za vlasnike preduzeća. Međutim, uklјučujući i "socijalne aspekte" naglašava učešće drugih zainteresovanih strana (Hopkins, M. 2004). Predmet istraživanja u ovom radu fokusira se na sagledavanje stvarne situacije u smislu spremnosti preduzeća da ispune zakonske obaveze za integriranu prevenciju zagađenja i primenu odgovarajućih standarda za upravlјanje životnom sredinom. Glavni cilј ovog rada je ukazati na mogućnosti koje preduzeća imaju u korist efektivnog upravlјanja životnom sredinom kroz mogućnosti smanjenja troškova i uštede troškova postignutih kroz efikasne inicijative za reciklažu otpada i energije. S obzirom na činjenicu da je upravlјanje otpadomne prikladno, može izazvati brojne posledice na stanovništvo i životnu sredinu, očekuje se rad za dobrobit javnosti, menadžmenta i zaposlenih u preduzećima, akademskih istraživača i šire javnosti. Doprinos ovog rada sastoji se u proširenju literature u ovoj oblasti i na neophodnost primene odgovarajućeg koncepta upravlјanja za integrisano upravlјanje i sprečavanje zagađenja životne sredine kako bi se uspešno upravlјalo održivim razvojem.

One of the major challenges at the global level is the security of energy supply in conditions of reducing the stock of non-renewable energy sources, given the political instability in the countries which produce energy and uncertain natural disasters. What is relevant is a challenge that relates to the protection of the environment, reducing pollution and managing climate change. There is need for energy transition, which is only possible in the long term. Orientation towards renewable energy sources, reducing dependence on a single energy source, increasing the number of suppliers is a way to meet these challenges and ensure a higher level of not only energy, but also the economic, environmental, technological, political security. Energy security is a multidimensional concept that includes not only the elements of the concept of sustainable development, but also security of supply, the technical characteristics of the energy system, the political and security aspects. It is necessary to distinguish the energy security from energy dependence, because energy security problem is not related only to the imported energy dependence. Thus, energy security is an integral concept that combines different aspects in order to ensure long-term sustainability of energy supply. Any form of threat to the balance of the energy system can jeopardize GDP, political stability, and prosperity of the citizens. In order to monitor progress towards a sustainable way of using energy sources and achieving security of supply, energy indicators which can monitor and measure the change are needed. There are a number of indicators that show the level of energy security. They can be simple, but very complicated or complex. Complex indicators take into account the entire energy system from production to final consumption. In order to ensure objectivity in evaluating the level of energy security, the issue of this dissertation is the calculation of the composite index. On the basis of calculated general indicators of the level of energy security, in the form of a composite index of energy security, it is perceived position of Serbia in relation to the countries of the Western Balkans and the European Union and placed the basis for future research and prerequisites for the further development of the concept of energy security.
Post-cold war concept of security is based on realistic postulates and emphasises a concept of state, forces,power and national interests. Military and political concept of security was dominant while the relations between the superpowers was based on the so called bipolar balance of power. Identity of states was realised by membership in military, political and economic organisations. The strategy of returning to the era of nuclear weapons reaches its full flowering. The crucial point of security after the end of Cold war consists of searching for giving answers to the threats coming from the outside and abilities of states to maintain their independent integrity against changed relations among the powers, which potentially may become enemies. Under such circumstances powers should not be ignored in any interpretation of any aspect of security, for realistic theories of international relations are still of great influence in the field of security. They will be modified in different conditions and will act in the sense of enlarged concept of security - instead of dominant concepts of political and military security typical for the Cold War era, economic, social and environmental factors will appear. Basic weakness of the realistic theories of security is in the lack of recognising the importance of cooperation between main factors in international community. This failure will be replaced neo realistic and liberal and institutional theories of security which emphasises the concept of cooperation in the first place. Concepts of power, forces and integral processes will be observed within the context of changes in the international relations.
The issue of security in the new social and political context has not stopped attracting the attention of strategic security studies, this time with the emphasis on contemporary concepts in response to non-military security issues, such as demographic changes or environmental degradation. It is obvious that we live in a world of fundamental political and economic changes in relations between states and non-state actors. Instability, military threats and conflicts are back in the focus of security policy, although in a completely new way that requires new understanding and a new attitude towards these categories, as well as a new response from the state and especially from the international community towards these kinds of threats or the use of force in a post-Cold-War order. In order to create a system in which all countries can function under the same rules, act in accordance with them and react in certain situations in compliance with those rules, it was necessary to create a single system of collective security. This system is a good basis for all countries to react according to the same rules and standards in certain situations when their safety is compromised. Integration processes and collective security are constants of a modern society and every country seeks to become a part of a specific system, whether it be a security-based, political or economic framework of integration. The main factor that was very important for the member states of NATO was the disappearance of the key danger coming from the East in the form of the Soviet Union and the Warsaw Pact. On the other hand, the issue of NATO's existence and future arose, as did the issue of justifying its existence, bearing in mind the absence of threats and enemies that might jeopardize the Western world. Academia and a number of scholars believed that NATO would cease to exist. For them the existence of such an alliance no longer made any sense, and they thought that it would be best for all the member states to stop being a part of such an Alliance. vi By the Declaration of Independence adopted by Parliament on June 3, 2006, Montenegro clearly committed itself to Euro-Atlantic Integration. Montenegro's membership of NATO and the EU is one of the foreign policy priorities of the Government of Montenegro. At a time when all South-East European countries are included in the Euro-Atlantic integration process, Montenegro's commitment to becoming a part of the regional and international security system (UN, NATO, EU, and OSCE) is a realistic and the best solution for achieving long-lasting stability and prosperity in the region. Montenegro's strategic goal is to build a modern and functional security system that has the ability to respond in the most efficient manner to the challenges, risks and threats to the state. For every country, the Constitution is the basis of its future path towards the democratization of the society and membership of international organizations. As the supreme law of the country, it is necessary to include all the standards that will clearly indicate the commitment of the state to the direction it wants to go, how it will develop, and which principles related to human rights and freedoms it must have. The Constitution of Montenegro does not question in any of its parts Montenegro's commitment towards membership of NATO and the EU. This is very important not only from a constitutional point of view, but also from the point of view of the international standards and norms that apply in other countries and represent the democratic standards of developed countries. Also, in this way Montenegro as a country demonstrates that despite any possible change of government it will remain committed to the European and Euro-Atlantic integration processes. At this moment, this determination is very important, bearing in mind all other aspects that could potentially affect Montenegro's path towards the Euro-Atlantic family.
