This study deals with the phenomenon of paradiplomacy, or parallel diplomacy. Paradiplomacy refers to international activities of cities and regions and includes marketing and public diplomacy, cross-border cooperation, functional trans-border cooperation, cultural and educational cooperation, and other activities. Paradiplomacy developed in the last third of the 20th century as a result of economic globalization, state decentralization, nationalism and the strengthening of regional identity, European integration, and the internationalization of cultural, educational, environmental, transport and other topics labelled as "low politics". Thus, we can identify both economic and political foundations of paradiplomacy. The first part of the study presents a review of literature on paradiplomacy; the second part is a case study of foreign policy instituted by the City of Prague in the electoral term 2006-2010. This case study confirmed initial hypotheses: first, that paradiplomacy is influenced by three supra-national factors: economic globalization (a), regional and global political and economic regimes (b), and transnational networks, mainly based in the EU (c); second, that paradiplomacy is influenced by institutional and constitutional relations between the centre and regions; third, that paradiplomacy is influenced by the antagonistic nature of these relations. Arctic environmental protection and the protection of species living in the Arctic are subject to a number of multilateral international treaties, bilateral agreements, and instruments of soft law, and they are touched upon by the national laws of the Arctic coastal countries as well. Based on the theoretical approaches of Oran Young, the paper construes the current environmental protection in the Arctic as an international regime. The paper defines the basic features of the Arctic and Antarctic environmental regimes, such as duration, resilience, an institutional structure, internationalization and the agreed procedures and processes of the regime's development. The paper discusses whether their differences (e.g. ocean versus continent, inhabitants, military use) have been reflected in their environmental regimes. By comparing these features and regimes, the paper concludes that the procedure used in the Antarctic might not be fully transferrable to the case of the Arctic. Adapted from the source document.

This publication represents an account of the evolution of Europe's role in international economic and political relations. We have employed a historical approach throughout the book so that we could reflect on various challenging issues. Among the most important is the rise in Europe's influence during the late Middle Ages and the early Industrial Era, the dramatic weakening of Europe in the first half of the 20th century, and its recent search for a new role in the globalized world. To make an informed contribution, we discuss a vast array of works of many prominent authors. Combining the most recent findings, this publication analyses a fascinating story of the rise and decline of Europe's important political units. To give a more comprehensive perspective on the key events and factors, a similar account of Europe's most important rivals and partners is also added. We hold that only honest and dedicated attempt at combining an institutional analysis with historically specific revelations of actors' motivations based on available historical data can enable us to understand not only the historical origins of recent developments, but also the motivations, interests, and ambitions of the most important actors, both in Europe and in the world. This article deals with the relationship between Norway & the European Union. Norway is now the only Scandinavian country that is not a member of the EU. Nevertheless, it cooperates with the EU very closely in an increasing number of areas. Norway's membership in the European Economic Area has positive, as well as negative, consequences for the country. In addition, Norway is facing many challenges related to the enlargement of the EU. The divergence between the foreign policies of the US & the EU puts Norway in an uncomfortable position. On the basis of assessment of these factors, the authors conclude that it is possible that Norway would apply for membership in the EU after the forthcoming elections in September 2005. The study examines results of the accession negotiations of the Czech Republic to the European Union (1998-2000). The main research questions are: how to measure success or failure in the accession negotiations? Are the conditions of the Czech Republic's entry well negotiated? Why are the results of the negotiations the way they are? The study demonstrates that the abilities of negotiators influence the results of the accession negotiations. This confirms the hypothesis that negotiators' abilities, their strategy, & tactics matters in this specific & highly asymmetric negotiations, although the character of the accession negotiations would presume that those should have only minor role in the accession talks. The analysis studies the influence of the negotiators' abilities in the good results in the area of the transitional periods as well as in the relatively less successful outcomes in the financial deal. Although a direct correlation between the effective strategy/tactics & successful results as well as between the incompetent or missing strategy/tactics & unsuccessful outcomes was not found, the study proves the impact of the individual as well as collective strategy/tactics of the candidates. The Czech Republic individually, as well as in the cooperation with other candidates, achieved not only expected minor concessions but was also able to change the original position of the EU & even the EU methodology. The strategy of the Czech foreign policy towards the bilateral disputes with the member states (nuclear power Temein, Benes decrees) could influence the low sum of the future Czech income for the years 2004-2006 from the EU budget, although the resultant amount was mainly determined by the objective reasons in the distribution of the finances among the candidates. The Central Asian region is often interpreted in European discourse as an arena of clashes between the "West" & Russia, particularly over energy resources. The significance of China in the region remains an underrated subject of research. At the same time China is expanding its influence in the region through "soft diplomacy" at the expense of Russia & (above all) other powers interested in local resources. The article analyses the Chinese presence in the region since 1991, emphasizing the first decade he Central of the 2111 century. The relations between Central Asia & China are researched from the Asian point of view & with a focus on the political, economical (stressing energy factors) & institutional (Shanghai Cooperation Organization) level. In sum, it seems that the growing Chinese influence over the region has its limits as well & that the "Chinese expansion" is overestimated to a large extent. Adapted from the source document.

The aim of this study is to analyze the current use of public diplomacy in foreign relations. It attempts to show how necessary public diplomacy strategy is for the formation of diplomatic relations. The first part of the study focuses on the analysis of changes in political communication in international relations. Presented are factors such as the transnationalisation or medialisation of foreign policy and the role of soft power in international relations. Then it presents a three dimensional model of public diplomacy that takes into account short-term and long-term goals. The main part of the text presents a change in the operation of today's foreign policy actors. This mainly concerns classical diplomacy, which has transformed its role, primarily by heavily engaging professional public affairs agencies and non-state actors in foreign policy. The first question that we ask ourselves in our article is whether the accounting of the central bank is supposed to respect the principles of internationally accepted standards (especially the International Financial Reporting Standards). We are looking for the basic differences in understanding of terms such as (il)liquidity & (in)solvency on the level of central & commercial banking. We analyze the economic reasons for origination of the long foreign exchange position of the CNB which, under the circumstances of trend appreciation of the exchange rate of the Czech crown, is leading to a cumulative loss. We are discussing whether the current level of foreign exchange reserves of the CNB is excessive or adequate. Special attention is paid to the monetary & financial impact of the loss of the central bank. We are pointing out that losing the central bank means profit for market subjects at the same time. It is not just a "fictitious" accounting problem & it can have its factual impact on the national economy. This article deals with contemporary trends within research on extremism research in Germany. Institutionalization of this research in structures of political science is described, including the international impact of this research, with specific attention paid to the situation in East Central Europe. Next, the article analyzes development within the so-called 'theory of extremism,' including new concepts elaborated by scholars (soft and hard extremism, etc.) and developments dealing with the interconnection with terrorism research. Use of results of extremism research by governmental and international institutions is identified.
