È quindi utile predisporre preventivamente un quadro sinottico per una visione di insieme delle possibili ricadute dei cambiamenti climatici a livello locale, considerando sia gli impatti diretti dovuti alle forzanti climatiche (aumento dei gas serra, variazione della temperatura e del regime delle precipitazioni), sia gli impatti indiretti. Il quadro sinottico è organizzato in modo tale da rappresentare la rete degli impatti secondo una logica di causa ed effetto, evidenziando le interazioni tra gli elementi coinvolti, per i seguenti macro-settori: variabili meteo-climatiche, risorse idriche, eventi estremi, ecosistemi terrestri, suolo, ecosistemi acquatici, salute umana, agricoltura, infrastrutture. Ogni macrosettore è a sua volta suddiviso in comparti che descrivono dettagliatamente gli impatti diretti o indiretti specificando il tempo di risposta, le evidenze di cambiamenti già in atto, le aree o i settori vulnerabili della Lombardia e, infine, i commenti per i decision maker. Scopo principale è rendere fruibile il quadro sinottico soprattutto ai decisori, evidenziando in modo sintetico, ma esaustivo, le vulnerabilità della regione e le eventuali lacune informative, fornendo spunti di discussione e approfondimento e punti di partenza per l'identificazione di politiche adattative e mitigative.

Predmet istraživanja ovog rada su modernizacijski razvojni procesi u gradu Splitu i uloga ekoloških stavova i percepcija urbanog okoliša u tim procesima. Rad je utemeljen na kombiniranom pristupu proizašlom iz sociologije okoliša i modernizacijskih teorija. Osnovni je postulat suvremene ekološke sociologije, proizašao iz tradicije "nove ekološke paradigme", da se društvo i okoliš ispituju u interakciji, s povratnim vezama između obje razine. Istraživanje se djelomično temeljilo na ovom pristupu, s obzirom da mu je cilj ispitati na koji se način odnose sociokulturne determinante ekoloških stavova i kvaliteta urbanog okoliša. Ovako orijentirano istraživanje ne zadovoljava strogi Durkheimov postulat o tumačenju društvenih činjenica (isključivo) drugim društvenim činjenicama, ali je usklađen s proširenom istraživačkom paradigmom sociologije okoliša koja teži eksplikaciji međusobnih odnosa društvene i okolišne razine. Drugi dio konceptualnog utemeljenja rada odnosi se na teorijske pristupe koji ekološke orijentacije smještaju u širu sociokulturnu matricu društvenih odnosa. U ovoj su tradiciji posebno prominentna tri pristupa: teorija društva rizika, teorija refleksivne modernizacije i Inglehartova teorija modernizacije. Iz ovih su pristupa proizašle brojne studije o odnosu bogatstva, postmaterijalističkih vrijednosnih orijentacija i okolišnih stavova, koje su se odvijale ili na makro razini nacionalnih država ili na mikro razini individualnih stavova. U posljednjih desetak godina istraživanja proizašla iz ove tradicije bilježe veliki napredak zbog konceptualnih poboljšanja, uz koje slijede i važne metodološke inovacije. U skladu s odgovarajućim nacrtima, istraživanja se provode na individualnoj razini, ali se analiziraju i na individualnoj i na agregiranoj razini, što je urodilo sadržajno bogatijim zaključcima nego studije koje su se zadržale na (odvojenoj) mikro ili makro jedinici analize. U radu opisano istraživanje potaknuto je idejom da se istraživanja odnosa okoliša i stavova moraju baviti i entitetima koji se nalaze između ovih dviju razina. Kao odgovarajuća prostorna mezo-razina nametnuo se prostor opsega srednje velikog grada, a kao reprezentativni primjer ovakvog područja izabran je grad Split. Kvaliteta urbanog okoliša je identificirana kao čimbenik koji je od neposrednog značaja za svakodnevni život stanovnika Splita te se očekuje da će imati moderirajući utjecaj na ekološke stavove, uz prije spomenute sociokulturne čimbenike koji proizlaze iz teorija modernizacije. Cilj je istraživanja bio na odgovarajući način izmjeriti kvalitetu urbanog okoliša i potom utvrditi postoji li interakcija između ekoloških stavova, postmaterijalizma i kvalitete okoliša na individualnoj razini, razini gradske četvrti i razini grada Splita. Istraživanjem provedenim na uzorku građanki i građana Splita utvrđeno je da nema empirijske podrške za tezu o prevlasti sociokulturnih determinanti ekoloških stavova u razvijenim društvima. Raširenost ekoloških orijentacija može se bolje objasniti tezom o njihovom općem prihvaćanju među stanovnicima Splita, u skladu s hipotezom o globalizaciji brige za okoliš. Empirijski uočene varijacije u ekološkim stavovima su više povezane sa sociodemografskim karakteristikama i partikularnim elementima modernizacijskog procesa poput političkog sudjelovanja nego sa širokim konceptom postmaterijalizma. Vezu između ekoloških stavova i modernizacijskih tendencija u gradu Splitu moderira kvaliteta okoliša, čiji je utjecaj na navedenu povezanost analiziran na razini gradskih zona. Istraživanje je pokazalo da u različitim zonama grada postoje bitno različiti obrasci povezanosti percepcije okoliša i ekoloških stavova. U pojedinim je dijelovima grada ova povezanost negativna, a u nekim pozitivna, što implicira da se s razlikama u kvaliteti okoliša pojedinih dijelova grada fundamentalno mijenja i struktura ekoloških stavova. Znanstveni je doprinos provedenog istraživanja detaljni opis strukture ekoloških stavova te utvrđivanje obrazaca veza između ekoloških stavova i (post)modernizacijskih vrijednosti, sociodemografskih varijabli i dodatnih čimbenika poput političke participacije na razini grada Splita. Nalaz da u pojedinim dijelovima grada na ekološke stavove djeluju percepcije okoliša u različitim smjerovima i intenzitetima ne bi bilo moguće utvrditi korištenjem samo uobičajenih - mikro ili makro - analitičkih razina i bez ciljanog prikupljanja podataka na razini urbane cjeline. ; Subject of this thesis are the modernization processes in the city of Split, in the context of environmental attitudes and the perception of urban environment in those processes. The thesis is based on the hybrid approach stemming from the environmental sociology and the modernization theories. Furthermore, it is based on the basic assumption of the modern environmental sociology, that society and the environment should be researched interactively, taking into account the links among both levels. The research was partly based on such approach, as its goal was to describe the links between sociocultural determinants of the environmental attitudes and the urban environmental quality. Such research does not fulfill the strict Durkheim's proposal on the explanations of the social facts using (exclusively) other social facts. It is in line, however, with the extended research paradigm of the environmental sociology which aims to make explicit the interrelations between the social and the environmental aspects. The second part of the conceptualization deals with the theoretical approaches which place the ecological orientations into the wider matrix of the social relations. In this tradition, we find three especially prominent approaches: risk society theory, reflexive modernization theory and Ronald Inglehart's version of modernization theory. Many studies analyzing the interrelations between wealth, postmaterialist values and environmental attitudes were based upon these approaches; they were however based either on the macro level of nation states or the micro level of individuals. In the last ten years, conceptual and methodological advances have been made in the environmental attitudes research. In accordance with the appropriate research designs, data has been collected at the individual level, but they are analyzed simultaneously both on the individual and the aggregated level. This has led to the richer conclusions than have been possible in the studies which dealt with the data analyzed separately on the micro and the macro level. The research design described in the following thesis has been motivated by the need to study entities beyond micro and macro levels. Thus, meso level unit in the form of a middle-sized city of Split was chosen. Urban environmental quality was identified as an important factor in the day-to-day lives of the citizens of Split. It is expected that the environmental quality will have a moderating effect in the link between the sociocultural factors and environmental attitudes. Research goal was thus to measure appropriately urban environmental quality and then determine the extent of the interaction between the environmental attitudes, postmaterialism and environmental quality on the 3 levels: individual-, neighborhood- and city-level. Research results, based on the sample of citizens of Split, indicate that there is no empirical support for the hypothesis of sociocultural factors being the most important predictor of environmental attitudes in the developed societies. Variations in environmental orientations are better explained using the globalization hypothesis. In other words, those variations are more closely linked with sociodemographic variables and some particular modernization elements such as political participation, than with a broad postmaterialism concept. The association between the environmental attitudes and the modernization tendencies in Split is moderated by the environmental quality, which was analyzed at the city-zones level. Study results show that there are markedly different patterns of association among the environmental quality perception and the environmental attitudes. The association is negative in some parts of the city, while it is positive in others, implying that differences in environmental quality fundamentally change the structure of environmental attitudes. Scientific contribution of the study is twofold. First, the structure of environmental attitudes is described in detail. Second, the associations in the city of Split among the environmental attitudes, (post)modernization values, sociodemographic variables and additional factors like political participation are disentangled. The main finding - that the perception of environmental quality affects environmental attitudes differently in various city zones - could not be established using only traditional (micro and macro) levels of analysis and without data gathered at the level of the urban settlement.

Difficulties in considering multiple agro-environmental functions (AEF) and farming activities, along with lack of databases, hinder the implementation of such policies at regional scale. Hence we propose a method to qualify AEF fulfilment at landscape and regional scales. Starting from the relationships among farming systems, agro-environmental processes and land use patterns, we suppose a link between land use patterns and AEF fulfilment obtained from bio-physical conditions influencing such processes. The method was multiple functions oriented, because of the current agro-environmental policies; at multiple levels, because of the complex relationships between our research subjects; spatially-explicit, to be reproducible for different time spans; empirical, because partially based on assumed relationships between descriptors of AEF fulfilment. We have tested the method in two European NUTS3: Puy-de-Dome (France) and Grosseto Province (Italy), presenting similar agro-environmental heterogeneity (e.g. varying from arable crops plains to extensive livestock mountains) and different conditions (e.g. soil quality, land use, climate). Even though facing some different AEF, both areas presented a good correspondence between the AEF fulfilment at the farming region and landscape scales. In the French case, we found a higher composition variability of AEF fulfilment but a small spatial variability resulting in a quite homogeneous contribution of farms to AEF and in a poor added value of land use patterns. In the Italian case, we found a correspondence between land use patterns and AEF fulfilment resulting in an high predictive value of land use patterns, overcoming farm technical data. We conclude that land use patterns may be a promising tool to assess AEF only when there is a high AEF spatial variability, which is typical of Mediterranean areas. ; Plusieurs enjeux concernant les ressources environnementales mobilisées par l'agriculture sont l'objet de politiques européennes. Leur implémentation régionale est difficile du fait d'un manque d'outils et de données pour évaluer en même temps des fonctions agro-environnementales (FAE) et différentes activités agricoles. En analysant les relations entre systèmes de production, processus agro-environnementaux et configurations spatiales de l'usage du sol, nous faisons l'hypothèse qu'il existe un lien entre ces configurations spatiales et la réalisation des FAE, résultant de conditions influençant ces processus. Notre méthode se caractérise par la prise en compte de multiples fonctions, l'articulation de plusieurs niveaux spatiaux, l'utilisation d'analyses spatiales, une confrontation au terrain par des approches empiriques sur deux régions. Nous l'avons testée dans deux NUTS 3, le département du Puy-de-Dôme (France) et la province de Grosseto (Italie) ayant en commun une hétérogénéité de conditions agro-environnementales (plaines céréalières / élevage extensif en montagne) et d'importantes différences (climat, occupation du sol). Ces régions montrent une réalisation semblable des FAE aux niveaux de la petite région et d'entités paysagères. Il lavoro si propone di affrontare un problema urgente e non rimandabile: la condizione di emergenza ambientale del pianeta terra. Il fenomeno viene ricostruito storicamente, focalizzando l'attenzione sugli aspetti filosoficamente rilevanti – come, per esempio, il rapporto tra scienza e tecnica – e dimostrando la necessità di un cambiamento di rotta, soprattutto in riferimento al fenomeno del surriscaldamento climatico. A questo riguardo viene passata in rassegna una tassonomia delle etiche ambientali, dividendole tra antropocentriche e anti-antropocentriche e considerando la rilevante eccezione a questo schema rappresentata da Hans Jonas. Vengono sottolineati i problemi che incontra l'etica nell'affrontare un compito complesso, globale, a responsabilità diffusa e per il quale è difficile individuare basi motivazionali come quello della difesa dell'ambiente. Per compensare queste mancanze viene preso in analisi il concetto di beni comuni, sulla scia della sua diffusione avvenuta negli ultimi anni. Questo è analizzato nel suo sviluppo a livello di storia delle idee. Sono presi in considerazione in modo critico i contributi di Garret Hardin, di Elinor Ostrom e dei diversi rappresentati dei fronti italiani, divisi in tre approcci: quello dei benecomunisti, quello giuridico e quello dell'etica della cura. Inoltre tale concetto viene posto in relazione dialogica con quelli di bene comune, democrazia e diritti e viene proposta una tassonomia dei suoi usi che si divide in quattro modalità: economica, giuridica, etica e sociale. Infine, viene valutato in modo critico l'effettivo contributo dei diversi fronti dei beni comuni e di un loro possibile approccio integrato possono fornire a livello etico e normativo per contribuire ala difesa dell'ambiente. L'attenzione viene posta anche sul rapporto tra crisi e opportunità e sull'etica animale. In conclusione, l'approccio dei beni comuni sembra essere insufficiente perché manca di una prospettiva globale per affrontare un problema che invece la richiede come quello ambientale. Vengono, quindi, proposte alcune possibili integrazioni. ; This work wants to face an urgent and not postponable issue: the environmental emergency on Planet Earth. The topic is explored from an historical point of view, focusing on some philosophically considerable issues – as, for example, the connection between science and technology – and showing how a change of human behaviour is needed, especially regarding global warming. A taxonomy of the environmental ethics is described, dividing them in anthropocentric and anti-anthropocentric and considering the exception of Hans Jonas. Ethic has problems to face such a complex, global, and with widespread responsibility task which does not offer a sound ground for motivation as environmental protection. In order to exceed these limits, the attention is focused on the notion of common goods, which has encountered a large use over the last few years. This topic is firstly described under the perspective of the history of ideas. Then some proposals are critically examined as the one of Garret Hardin, Elinor Ostrom and some among the different line-ups of the Italian debate as the "benecomunisti", the juridical and the ethic of care approach. Moreover the notion of commons is related in a dialogic way to other concepts such as common good, democracy and rights and a taxonomy of its uses is proposed diving them into: economical, juridical, ethical and social uses. Finally the different proposals of the commons and the one of their integrated approach are critically analysed regarding the help they can offer from an ethical and normative point of view to the task of environmental protection. Also the crisis/opportunity dialectic and topics from animal ethics are described. In conclusion, the common goods approach is considered not sufficient to face a global issue as environmental emergency because of its lack of a global perspective. Therefore some possible integrations are offered.

U ovom se radu istražuju determinante životnog zadovoljstva na uzorku od 135 zemalja. Osnovni se doprinos rada sastoji u ispitivanju osjetljivosti životnog zadovoljstva na okolišne i društvene eksternalije. Rezultati analize, pritom, imaju implikacije i za nosioce javnih politika. Naime, oni pokazuju da neki faktori konzistentno utječu na razinu životnog zadovoljstva građana, bez obzira jesu li okolišne ili društvene eksternalije uključene u analizu. Postoji, međutim, i skup faktora čiji utjecaj na razinu životnog zadovoljstva oscilira ako se spomenute eksternalije uključe u analizu. Rezultati analize također pokazuju da je razina životnog zadovoljstva u tranzicijskim zemljama, uz ostale nepromijenjene uvjete, niža u odnosu na druge zemlje iz uzorka, upućujući na zaključak da u ovim zemljama nisu ostvarena ranija očekivanja građana. ; Using recent cross-country data for 135 nations, this paper examines the determinants of life satisfaction. The main contribution lies in examining the sensitivity of satisfaction to externalities, both social and environmental. Besides contributing to the literature, the findings also have some implications for public policy. The results show that some factors consistently affect life satisfaction whether or not externalities are considered, while others are sensitive to such considerations. Even under each category of spillovers, the influence in satisfaction varies. Further, other things being the same, satisfaction was lower in transition nations, perhaps signifying that these countries were somehow failing to meet the expectations of their citizens.

Značenje pojma sigurnosti kroz povijest se mijenjalo i širilo. Izazovi 21. stoljeća ne mogu se savladati ako se sigurnost ne prilagodi prijetnjama koje nemaju granicu. To je u prvom redu ekološka sigurnost koja je dugo bila zanemarivana. Ona je globalna pojava koja ne podliježe nacionalnim granicama. Države moraju uvrstiti pojam i pojavu ekološke sigurnosti u svoje sigurnosne sustave. Ukoliko to ne naprave, potrošiti će se resursi na prijetnje koje su samo fiktivne, a trajno se narušiti čovjekov okoliš. Zato se u radu istražuje transformacija sigurnosti do danas, te se onda gleda primjena i inkorporiranost ekološke sigurnosti u zakonima, sporazumima i drugim dokumentima. Za primjer analize uzeta je Republike Hrvatske i sve njene susjedne zemlje (Bosna i Hercegovina, Crna Gora, Italija, Mađarska, Slovenija i Srbija). Od svake zemlje analiziralo se zakonodavstvo i institucije koje su usko vezane uz sigurnost (npr. ministarstvo obrane, strategija nacionalne sigurnosti) i koje su vezane uz zaštitu okoliša (npr. ministarstvo okoliša, zakon o zaštiti okoliša). Rezultati su pokazali da ekološka sigurnost još uvijek nije dovoljno priznata. Za kraj, donosi se pregled suradnje Republike Hrvatske i susjednih zemalja u bilateralnom i multilateralnom obliku. Ekološka sigurnost je na nivou zajedničkih sporazuma slabo zastupljena. S druge strane, ima dosta regionalnih instrumenata koji se bave sigurnosti i ekološkom sigurnosti, ali upravo to zamagljuje odgovornosti i vrši mnoga dupliciranja i preklapanja. Ekološka sigurnost je još uvijek nepoznanica za većinu sigurnosnih sustava na području jugoistične Europe. Često se miješa sa zaštitom okoliša, pa je to postalo zamjena za nju. Ovaj rad je jedan od prvih prikaza Republike Hrvatske i svih susjednih zemalja, te njihove povezanosti na području ekološke sigurnosti, a ne isključivo "tradicionalne" sigurnosti.
