GENETIC AND POLITICAL CONSERVATISM

The question of the relative importance of heredity & environ ment in moulding soc & psychol'al characteristics is one of the most fundamental in all pol'al theory. The attitude which one takes toward this problem should influence considerably one's opinion as to the value & effectiveness of programs of soc reform. Historically liberalism has been linked to environmentalism while those who emphasize heredity have usually been conservative. This is due not only to the fact that the genetical standpoint fosters the conservative position on soc reform, but also because of the aristocratic soc philosophy implicit in such a viewpoint. Hence, where environmentalist liberals have emphasized soc planning, genetically oriented conservatives have been more interested in developing superior leadership. In agreement with their essential att's, the latter have also advocated the reform of democratic institutions in an aristocratic direction, selective educ, & have opposed paternalistic welfare legislation.
