"In den letzten Jahren ist die Integration von Frauen in den bundesdeutschen Arbeitsmarkt vorangekommen. Gleichwohl gibt es zwischen Männern und Frauen
nach wie vor Unterschiede in den Beschäftigungsmustern. Aus diesem Grund werden
in dem vorliegenden Forschungsbericht mit Daten des IAB-Betriebspanels 2008
die Beschäftigungsmuster von Männern und Frauen aus betrieblicher Perspektive
betrachtet: In welchen Betrieben sind Frauen beschäftigt? Unterscheiden sich Betriebe
mit einem hohen Frauenanteil von Betrieben mit einem niedrigen Frauenanteil?
Auch in konjunkturell schwachen Phasen muss vor dem Hintergrund der zukünftigen
Entwicklung des Arbeitsmarktes die Frage aufgeworfen werden, wie der Fachkräftebedarf
der Wirtschaft mittel- bis langfristig gedeckt werden kann und welche Potenziale erschlossen werden können? Angesichts der stark gestiegenen Bildungsbeteiligung
von Frauen mit der Folge einer Vielzahl von gut ausgebildeten weiblichen Fachkräften sollten Frauen bei der Rekrutierung von Fachkräften immer mehr an Bedeutung gewinnen.
Die Daten des IAB-Betriebspanels 2008 zeigen: Zwischen Betrieben mit einem hohen
Frauenanteil und Betrieben mit einem niedrigen Frauenanteil zeigen sich kaum
Unterschiede in den Beschäftigungsmustern von Frauen und Männern. Unabhängig
vom Frauenanteil sind Teilzeitbeschäftigung eine Frauendomäne und die Übernahme
von Führungspositionen eine Männerdomäne. Es kann vor allem ein Brancheneffekt nachgewiesen werden, weniger ein Größeneffekt. Betriebe mit einem hohen Frauenanteil gehören häufiger zu Branchen, in denen vor allem typisch weibliche Berufe nachgefragt werden; Betriebe mit einem niedrigen Frauenanteil gehören häufiger zu Branchen, in denen vor allem typisch männlich dominierte Berufe nachgefragt werden. Diese branchenspezifische Segregation auf Betriebsebene ist damit Resultat einer beruflichen Segregation auf Personenebene. Die bis 2008 gestiegene Nachfrage nach Fachkräften hat zu zunehmenden Problemen bei der Besetzung von Stellen für Fachkräfte geführt. Dieses Problem bestand vor allem im Bereich der Stellen, die einen Hochschul- oder Fachhochschulabschluss erfordern. Das gestiegene Angebot an gut ausgebildeten Frauen auf dem Arbeitsmarkt hat zu einer Zunahme von Einstellungen von weiblichen Fachkräften geführt. Vor allem hochqualifizierte Frauen hatten gute Chance auf dem Arbeitsmarkt. Das geschlechtsspezifische Einstellungsverhalten der Betriebe bei Fachkräften führt zu einer Verfestigung der vorherrschenden Geschlechterstruktur in den Betrieben." (Autorenreferat)

In The Social Significance of the Neighbourhood the negative image of the social quality of poor urban districts is critically examined based on research in two districts of The Hague. This investigation focuses on the extent to which living in a certain quarter could constitute as an obstacle to social mobility and what role social relations play between local residents therein. Based on interviews with residents in a poor and a mixed neighborhood this study outlines the role that the neighborhood and local residents play in the social and working lives of residents.

"Die Bedingungen für den Sozialhilfebezug Alleinerziehender und die Wege aus der Sozialhilfe sind bis heute in der sozialwissenschaftlichen Forschung der Bundesrepublik wenig untersucht. Im Rahmen der Armuts- und Reichtumsberichterstattung wurden Alleinerziehende im Sozialhilfebezug und ihre Lebenssituation deshalb ein eigenständiges Untersuchungsthema. Ziel des Projektes war es, soziodemografische Strukturen und Merkmale der Lebenslagen Alleinerziehender in Deutschland aufzuzeigen, vor diesem Hintergrund die Bedingungsfaktoren des Sozialhilfebezugs von Alleinerziehenden zu identifizieren und Wirkungen von Hilfen zum Ausstieg aus der Sozialhilfe abschätzen zu helfen. Der vorliegende Endbericht behandelt dabei folgende Fragen: Wie lassen sich die Struktur und die Lebenssituation Alleinerziehender in Deutschland heute beschreiben und wie hat sich diese Lebensform in den letzten Jahrzehnten gewandelt? Inwiefern unterscheiden sich Alleinerziehende mit Sozialhilfebezug von Alleinerziehenden insgesamt? Welche Faktoren haben Einfluss auf die Dauer des Sozialhilfebezugs? Welche Lebensumstände und -ereignisse führen Alleinerziehende in den Sozialhilfebezug, d.h. welche Faktoren bedingen die Abhängigkeit vom Sozialhilfebezug? Inwiefern unterscheiden sich die Faktoren für das Risiko von Alleinerziehenden, überhaupt sozialhilfebedürftig zu sein, von den Faktoren für die Dauer des Sozialhilfebezugs? Welche Faktoren beeinflussen die Chance Alleinerziehender, die Sozialhilfe erfolgreich zu verlassen? Wie bewältigen Eltern Phasen des Alleinerziehens und welche Einstellungen und Handlungsorientierungen lassen sich erkennen? Being a pensioner in Croatia carries certain risks of poverty and inequality compared to the rest of the population. Low level of average pension compared to the minimal wage is just one case in point. On the other hand, the labour market shortage is not negligible and there is also a poor track record when it comes to pension system reforms in the last two decades. This paper investigates a possible path of the future pension system reform aimed at increasing household income levels - focused on the labour market participation of people aged 65+ who are willing and able to solve labour shortages present in the market. The general aim of the paper is to analyze the effects that the establishment of the Pensioners Service Center might have on market income, mean household income by decile groups, poverty and inequality indices. It fills the research gap by conducting the first microsimulation of the pension system reform in Croatia focusing on market income. The hypothetical reform is simulated using the tax-benefit microsimulation model EUROMOD based on EU-SILC 2019 data for Croatia. Results confirm market income as the main cause of income inequality as well as that the second decile is the target group of the proposed intervention. Pensioners have a clear monetary incentive to increase their labour supply, which in return decreases all poverty and inequality indices.

Objective: We investigate the relation between having online and offline personal networks and employment for male and female migrants in the Netherlands. Background: Previous research diagnoses an alarming gender gap for migrants in their employment patterns. Although social networks are identified as being crucial for migrants' labor market participation, we know very little about how migrant men and women differ in their social networks and how these differences translate into varying employment opportunities. Method: Drawing on the Dutch Immigrant Panel of LISS (Longitudinal Internet Studies for the Social Sciences) dataset, we examined migrants' employment patters who have arrived to the Netherlands under different migration streams by conducting logistic regression models. Results: We identify two major findings. While contrary to our expectations, migrant women tend to be connected with those who are employed and with a Dutch background, less connected to men and have a rather dense network structure. Nonetheless, women's personal networks do not significantly account for their unemployment, but rather their less use of LinkedIn than migrant men. Conclusion: Our findings have implications in understanding network inequalities for female migrants in their labor market participation.

Countries' institutional configurations and structural characteristics play an important role in shaping transitions from school to work. Recent empirical evidence shows significant regional and territorial differences in youth unemployment and labor market participation. Along this research strand, we argue in favor of a place-sensitive approach to youth labor market integration in order to address the regional disparities of young people's opportunities. In order to investigate the synergic effect of different contextual configurations, we construct a composite measure, namely, the youth labor market integration (YLMI) index. This considers a wide range of indicators of the access, exclusion, and duration of the transition into employment at the regional level. The YLMI index allows cross-regional and longitudinal comparisons of the European Union (EU) local labor markets and youth employment opportunities.

The expansion of public childcare and increases in female labor force participation (FLP) are major developments in European societies. Though studies, in general, suggest the existence of effects of childcare on FLP, the results are very heterogeneous across different studies. This heterogeneity may well be driven by the lack of accounting for heterogeneous time trends and regional differences. Based on a fully balanced panel of German counties from 2007 to 2017, the effects of an increase in overall and full-time childcare places for children aged 0-2 and 3-5 on FLP are estimated. We add novel empirical insights by using fixed effect (FE) and fixed effect individual slope models (FEIS) to control for selection on trends, and by differentiating across different regional types. In most cases, we find conventional FE models to be biased due to heterogeneous time trends. In West Germany, increases in overall and full-time childcare places for children aged 3-5 years foster FLP. For toddlers (0-2), we find no effect on FLP in West Germany once selection on trends is taken into account. When further differentiating by region type, we identify a strong impact of full-time care for the age group 0-2 on FLP in urban, agglomeration and rural counties, but not in metropolitan areas. Our results highlight how the returns in FLP to public childcare differ between regional contexts and provide evidence for catch-up processes in childcare enrollment and FLP for rural areas.

Using a mixed-method design, this study explores the heterogeneity in employment trajectories before and after the transition to lone parenthood in Switzerland. First, we perform sequence and cluster analysis on data from the Swiss Household panel to identify typical employment trajectories around the transition to lone parenthood, and then estimate their association with individual and household characteristics (N=462). Finally, we contrast these results with findings from a content analysis of narrative interviews with lone mothers residing in Switzerland (N=38), focusing on values and norms concerning work and care. We identify five employment patterns characterized by either an increase in labor supply (especially for those with more/older children) or by stability in or outside the labor market (for highly educated or younger mothers respectively). The analyses of the interviews provide insights on how employment opportunities and decisions differ by entry mode into lone parenthood, the post-separation relationship with the children's father, and the ability to mobilize individual, social and institutional resources. The heterogeneity of employment trajectories calls for more attention to within-group differences rather than focusing exclusively on the divide between lone and coupled mothers. By identifying the multiplicity of factors shaping lone mothers' decisions on their labor market participation, this work feeds into the literature suggesting that effective policies encouraging lone mothers' labor-market participation should consider: (i) their normative priorities when facing work and care trade-offs, and (ii) the availability of informal and formal support.

Over the past few decades, women's educational attainment and subsequent labor market participation have increased substantially in Germany. In comparison with these well-studied trends, little is known about changes in women's contributions to couples' joint income that may be associated with them. To address this question, the author provides a visualization of changes in the distribution of women's income contributions in Germany from 1973 to 2011.

Over the last 10 years at-risk-of-poverty rates across Europe have been rather stable or rising only slightly. However, certain demographic groups face comparatively high poverty risks. Lone mothers belong usually to the most affected groups by income poverty - but variations are striking. Though, still little research has been done for explaining this vast variation across Europe. It is argued that institutional arrangements in the labor market and the welfare state shaped by existing gender inequalities have an impact on lone mothers' poverty risks. For instance, in countries where women's access to (full time) paid work is low and/or the gender pay gap is high, lone mothers are particularly disadvantaged due to the absent (male) partner. Furthermore, the lack of public childcare and a gendered eligibility to social benefits aggravate lone mothers' poverty risk. I also hypothesize that gendered institutional arrangements mediate the effect of individual characteristics on lone mothers' poverty risks - namely the poverty-reducing effect of employment and the poverty-enhancing effect of children. To prove these hypotheses empirically, I compare 25 European countries running several multi-level models based on pooled EU-SILC data (2009-2012). Results show that existing gender inequalities - particularly the access to full time employment for women and gender-specific welfare eligibility - indeed account for country differences in the level of lone mothers' poverty risk. Furthermore, there is empirical evidence that gender inequalities in the labor market shape the poverty-reducing effect of full time employment. Other specific mechanisms modeled in form of cross-level interactions cannot be supported by the data.

Der vorliegende Beitrag fokussiert das Engagement von Vätern in Paarhaushalten mit unter zehnjährigen Kindern in zwei zentralen Aktivitätsbereichen: (1) der Routinebetreuung der Kinder und (2) interaktiven Aktivitäten, die vielfach als "quality time" und damit als stärker entwicklungsförderlich für die Kinder herausgestellt wurden. Anhand der aktuellen Zeitverwendungserhebung 2012/2013 werden neben dem zeitlichen Umfang für jeden Aktivitätsbereich auch hierfür relevante Einflussfaktoren anhand von Regressionsanalysen untersucht. Die Befunde für 665 Väter zeigen, dass ein höherer Erwerbsumfang der Väter in beiden Bereichen sowohl wochentags als auch an Wochenenden mit weniger Zeitaufwand für die Kinder einhergeht. Demgegenüber sind die Anzahl der Kinder und das Alter des jüngsten Kindes lediglich für die Routinebetreuung an einem Wochentag relevant. Darüber hinaus scheint ein höherer Erwerbsumfang der Mütter in begrenztem Umfang durch höheres zeitliches Engagement der Väter für ihre Kinder kompensiert zu werden. Der deutliche positive Zusammenhang der Zeitaufwendung beider Eltern im jeweiligen Bereich, insbesondere in interaktiven Aktivitäten, spricht für eine hohe Synchronisierung der zeitlichen Investitionen beider Eltern für ihre Kinder. Demnach reflektieren die Betreuungszeiten der Väter in hohem Maße gemeinsam verbrachte Familienzeit.

Der Beitrag untersucht, welche Rolle öffentliche Kinderbetreuung bei der Erwerbsentscheidung und dem Erwerbsumfang von Müttern aus Paarhaushalten nach der Elternzeit spielt. Betrachtet werden Einstellungen der Mütter zur Kinderbetreuung und die tatsächliche Nutzung verschiedener Betreuungsmöglichkeiten während der Elternzeit sowie die Betreuungsquote auf Kreisebene. Datengrundlage sind die Paneldaten der DJI-Länderstudie der Jahre 2012 bis 2014. Für die Entscheidung wieder in den Beruf einzusteigen sind insbesondere der geplante Zeitpunkt der Rückkehr und der gewünschte Stundenumfang von Bedeutung. Eine positive Einstellung zur öffentlichen Betreuung von Kindern im Alter von ein bis zwei Jahren und die Betreuung in einer Kita oder in Tagespflege während der Elternzeit, sowie eine höhere Kinderbetreuungsquote auf Kreisebene, führen dazu, dass Mütter in höherem Umfang wieder erwerbstätig werden.

The most widely cited European data on work hours mismatches at the couple level date back to the 1990s. The general gist of analyses of these data was that 'overworked' dual-earner couples frequently preferred work hours reductions, especially those with childcare responsibilities. This study uses more recent data from the European Social Survey (2010-12) to update the available evidence on actual and preferred breadwinner models and on the occurrence and determinants of work hours mismatches among couples in Europe. The focus is on differences between demographic groups and countries in the degree to which cohabiting couples are either underemployed (working fewer hours than desired) or overemployed (working more hours than desired). Our analyses show that about one third of couples are underemployed, while only one in ten report being overemployed. We identify low education and the presence of children below school age as risk factors for underemployment, whereas highly educated women and fathers of teenagers tend to be overemployed. In a comparison of 16 European countries, we find couples in Greece, Ireland, Slovenia, and Spain to be most at risk of experiencing underemployment - in the countries that were most strongly affected by the recession. The effects of children on the experience of hours mismatches are found to vary across Europe - a particularly strong association of children below school age with parental underemployment is observed in Central and Eastern Europe, Finland, and Germany and a particularly weak one in Great Britain, Greece, Ireland, and Sweden.

Despite extensive research on the effect of family policies on the labour supply of mothers, little is known about how these policies affect fathers' labour market outcomes. Using European panel data (EU-SILC) from 2003 to 2009 and multi-level models, this study analyses the effect of family policies on fathers' working hours. The results indicate that fathers work less than childless men if they live in countries that offer well paid, non-transferable parental leave for fathers, short parental leave for mothers and generous family allowances. The effects, however, are strongly contingent on fathers' educational levels. Whereas short maternal leaves are associated with shorter working hours among highly educated fathers, generous family allowances and father friendly parental leave schemes reduce the working hours of less educated fathers.
