PROBLEMS OF DETERMINATION OF POSSIBLE OIL AND GAS-BEARING AREAS AND HORIZONS IN THE POLISH LOWLANDS Summary The investigations carried out by the Geological Institute and the Oil Industry made possible discovery of gas- and oil-fields in the areas of the Fore-Sudetic monocline, in the western part of the Pomerania, and in the Polish Lowlands; gas fields were found in the Lublin region. The results hitherto obtained show possibilities of finding gas- and oil-fields in depressions of the Polish part of the East-European Precambrian Platform, Mid-Poland (Wielkopolsko-Kujawskie) depression, the Lublin region, as well as in the eastern part of the western Pomerania. The problems of delineation of possible gas- and oil-fields in the area of the Polish Lowlands appear to be highly complex. In order to solve these problems it is necessary to carry out complex geological and geophysical studies, and particularly lithofacial, sedimentary, stratygraphical, tectonic, geochemical and hydrogeological. This task requires intensification of studies of the analytic type. Importance of studies on the origin, migration routes and accumulation of bitumens, and on geological regularities in distribution of gas- and oil-fields is stressed. Further efforts are needed in order to establish optimal methods of evaluation of oil and gas resources and to define principles and criteria of evaluation of the perspectives of oil and gas occurrence in particular geostructural elements of the Polish Lowlands. Studies on geological setting of oil- and gas-fields in the Polish Lowlands which would take into account the place of this region in the North-European gas and oil province, are of basic importance.

Federal structure of American governmental system, shaped by the 1787 Constitution, has survived till now, although governmental institutions have undergone transformations together with the change of socio-economic conditions. The model of dual federalism has given way to the model of cooperative federalism. In spite of the centralist trends started by the New Deal reforms, the (initiatives undertaken by presidents L. B. Johnson (Creative federalism), R. M. Nixon and G. R. Ford (new federalism) mean an attempt at preserving the equilibrium between the federal government and states. Intensification of forms of subsidies used till now (grants-in-aid) and introducing uconditional subsidies (revenue sharing) show that the lack of financial balance did not became for the federal government a signal for taking over the "endangered" state functions, a solution is sought in the way of strenghtening all the levels by subsidies so that can effectively manage their responsibilities as assigned to them by the federal division of tasks. To meet the growing responsibilities a modernization of state governments have been started in mid-sixties. The modernization increased the technocratic potential of state governments and broadened their possibilities in modern management. As alternatives to federal system the following solutions are most frequently quoted: regionalisation, basing local authorities on the institution of ethnic communes, increased importance of towns, the role of local authorities as ombudsman. These radical suggestions have however very little chance to be realized in immediate future, they might be caused only by a great crizis. American system reacts to smaller irregulations by releasing tensions. The immediate perspective goes in the direction of particular transformations aiming at: rationalization and consolidation of local units, revision of constitution and modernization of state level, broadening federal subsidies for states and local governments, increasing federal government's responsibility for securing social services, growth in direct contacts between the federal government and local authorities. No radical centralist or decentralist alternative does constitute a panaceum in American conditions. Attachment to traditional solutions taking in consideration adaptational possibilities of federalism seems to determinate its further functioning. PROBLEMS OF QUANTITATIVE EVALUATION OF PERSPECTIVE OIL AND GAS-BEARING Summary At present oil and earth gas deposits make about 60 per cent of the World requirements for fuels. They are also the basic raw materials of chemical industry. Their exploitation is constantly increasing, e.g., 7 to 9 per cent per year. Evaluation of the perspective development in oil and gas exploitation in different countries and in the World up to the year 2000 and even after that time is the subject of constant interest. It is predicted that in the years 1970-2000 it will be necessary to find a few times greater resources of these mineral resources than in the previous over one hundred years period. In connection with this the methods of quantitative and qualitative evaluation of World oil and gas, as well as bituminous rocks prognostic resources are the subject of constant considerations and studies. The present methods of prognostic quantitative evaluations are inadequate. The methods of comparative geological analysis, based on complex studies of geological structure and of geological setting of oil and gas fields are of primary importance so far; additionally, various modifications of volume-statistical, volume-genetic, and balance methods, as well as statistical methods utilizing various mathematical functions are applied. Research works into optimalization of comparative geological analysis and of volume-genetic methods are considered to be of primary importance.
