Książka stanowi tom studiów autorstwa polskich i zagranicznych językoznawców poświęcony zmianom we współczesnych językach słowiańskich, szczególnie widocznym w słownictwie i słowotwórstwie. Uwzględnienie aspektu stylowo-funkcjonalnego w rozwoju leksyki pozwala lepiej zrozumieć dynamikę zmian językowych i skuteczność działań komunikacyjnych. Celowościowy i pragmatyczny charakter zachowań komunikacyjnych ujawnia się szeroko w uwzględnionych przez Autorów kontekstach społecznych, politycznych i kulturowych. Prace zostały pogrupowane w trzy działy tematyczne: - Zjawiska, procesy i tendencje rozwojowe w słownictwie specjalistycznym (terminologii); - Dynamika mechanizmów słowotwórczych i leksykalnych; - Zmiany leksykalne we współczesnej komunikacji językowej i dyskursie. Wyodrębnione działy pomagają uporządkować przedstawioną w tomie problematykę, wskazując na dominantę tematyczną w poszczególnych tekstach. Zakresy tych grup nie są jednak ostre, złożona i wielowarstwowa problematyka tendencji i zmian we współczesnym słownictwie słowiańskim jest omawiana w różnym stopniu w każdym z wydzielonych działów. W większości prac zastosowano podejście konfrontatywne, pozostałe stanowią podstawę do takiego ujęcia. Do badań wykorzystany został bogaty materiał języków słowiańskich: polskiego, czeskiego, słowackiego, białoruskiego, rosyjskiego, ukraińskiego, bułgarskiego, słoweńskiego, a także innych języków, jak np. nowogreckiego. ; This volume of studies by Polish and international linguists is devoted to changes in modern Slavic languages, which are especially noticeable in the spheres of vocabulary and word formation. Taking into consideration the stylistic and functional aspect of lexis development allows for a better understanding of the dynamics of language change and the efficacy of communicational acts. The purposeful and pragmatic character of communicational behaviour manifests itself widely in the social, political and cultural contexts considered by the Authors. The works comprising the volume are divided into three thematic sections: - Phenomena, processes and tendencies in the development of specialist lexis (terminology); - Word formation and lexical mechanisms dynamics; - Lexical change in modern language communication and discourse. The sections help organize the volume by highlighting the dominant theme in particular texts. The scopes of the sections are, nevertheless, not sharply delineated – each section is to an equal extent devoted to the complex and multifaceted subject-matter of the tendencies and changes in modern Slavic vocabulary. Most of the works comprised in the volume adopt a contrastive approach, the remaining ones can serve as bases for contrastive studies. Doktorska disertacija preučuje specifično usmeritev mednarodne ekonomije, in sicer področje politik razvojne pomoči. Znotraj tega vsebinskega okvirja smo se osredotočili na njeno učinkovitost predvsem zaradi aktualnosti problematike kot številnih s tem povezanih globalnih izzivov. Razvojna pomoč, kot osrednja tematika disertacije, predstavlja temeljni koncept, s katerim države poskušajo razreševati razvojne razlike v svetu. Preučevanje učinkovitosti razvojne pomoči je v okviru ekonomskih znanosti zelo perspektiven koncept, predvsem zaradi dejstva, da je prepad med razvitimi državami globalnega severa in globalnega juga večji kot kadarkoli, dosedanje študije, kot tudi modeli razreševanja pa niso ponudili učinkovitih rešitev za spremembe oz. izboljšanje trenutnega stanja. Vse omenjeno smo preučevali na skupini držav Afrike, Karibov in Pacifika (AKP) iz dveh glavnih razlogov. Prvič, ker je velika večina držav v skupini dolgoletnih prejemnic razvojne pomoči, in drugič, ker omogoča dobro podlago za preučevanje, saj v njo spadajo tako najrevnejše podsaharske države, kot tudi otoške države, ki so v zadnjih letih doživele hiter gospodarski napredek. Struktura disertacije temelji tako na teoretičnem kot tudi aplikativnem delu. V prvem delu, tako predstavimo temeljne teoretične pojme iz razvojne ekonomije odnosov sever-jug, zgodovino sodelovanja držav AKP-ja z različnimi mednarodnimi akterji in teoretične opredelitve razvojne pomoči in njene učinkovitosti. Drugi del je namenjen aplikativni raziskavi učinkovitosti politik razvojne pomoči. Države skupine AKP smo tako razdelili v dve skupini. V skupino A, kjer so tiste, ki so prejele več razvojne pomoči, in skupino B, kjer so tiste, ki so prejele manj. Predpostavljali smo, da so države, ki so prejele več razvojne pomoči, naredile večji razvojni napredek. Njihov napredek smo preučevali na petih ekonomskih in socialnih razvojnih indikatorjih: BDP na prebivalca, obseg izvoza blaga in storitev, smrtnosti otrok do petega leta starosti, rast pričakovane življenjske dobe in število migracij. Na podlagi pridobljenih rezultatov za posamezno področje smo nato generalno sklepali ali so politike razvojne pomoči dosegle svoj namen, torej ali so bile učinkovite. Iz vsebinskega vidika je disertacija izvirni doprinos k ekonomski znanosti pri preučevanju problematike sedanjega sistema podeljevanja razvojne pomoči in posledično njene učinkovitosti, raziskovanja razvojne problematike v državah skupine AKP ter predlogom razreševanja sodobnih izzivov mednarodnega razvoja. Prav tako zapolnjuje vrzel pri preučevanju koncepta mednarodnega razvoja s kvalitativnimi metodami raziskovanja, saj so obstoječe raziskave izrazito kvantificirane. Ker je disertacija napisana v slovenskem jeziku je tudi prispevek k maloštevilni literaturi na tem področju in k nadaljnjem raziskovanju mednarodne razvojne problematike in s tem povezanih globalnih izzivov. ; This PhD dissertation studies a specific direction of international economics — the field of development aid policies, and focuses on its efficiency, mainly due to the relevance of the issue, since it is associated with numerous global challenges. Development aid, as the central theme of this dissertation presents the underlying concept, with which countries attempt to resolve developmental differences around the world. Studying the efficiency of development aid in terms of economic sciences is a very promising concept, mainly due to the fact that the gap between the developed countries of the global South and the global North is larger than ever, and current studies, nor resolution models, offered any effective solutions for changing or improving the current state. All of the above was studied on the African, Caribbean and Pacific Group of States (ACP) for two main reasons: Firstly, because the vast majority of these countries is a long-term beneficiary of development aid and secondly, because this provides us with a sound foundation for studying, including both the poorest Sub-Saharan countries and island states, which experienced rapid economic development in recent years. Thus the structure of this dissertation relies on both theory and application. The first part presents the fundamental theoretical terms from developmental economics, North-South relations, the history of cooperation among ACP countries with various international players and theoretical determination of development aid and its efficiency. The second part is intended for applied research of the efficiency of development aid policies. ACP countries were divided into two groups, group A with those receiving the most development aid and groups B with those receiving the least. We presumed that countries that received the most development aid made the most progress. Their progress was studied according top five economic and social indicators of development: GDP per capita, exports of goods and services, mortality of children under five years of age, growth in life expectancy and the number of migrations. Based on data retrieved for specific fields, we generally presumed whether development aid policies had achieved its purpose – if they were efficient. From the substantive aspect, this dissertation is an original contribution to the science of economics in its study of the problems in the existing system for distributing development aid and consequently its efficiency, to research of development problems in ACP countries and to proposals for meeting the modern challenges of international development. It also fills the gap in the study of the concept of international development through qualitative research methods, since existing research is extensively quantified. Since this dissertation is originally in Slovenian, it also adds to the scarce literature in this field and to future research of international developmental issues and the global challenges they bring.
Tale Zbornik prispevkov je večinoma nasledek vsakoletne prireditve v režiji Sinagoge Maribor, ki poteka že več let na dan spomina na holokavst pod naslovom Šoa - spominjajmo se. Vsako leto ta dogodek, enodnevni znanstveni posvet, prinese toliko novega gradiva, spoznanj in sintez, da lahko brez pretiravanja rečemo: čeprav so slovenske judovske študije in študije holokavsta močno finančno podhranjene in v nacionalni shemi financiranja temeljnega raziskovanja komajda tu pa tam pridobijo kak skromen projekt, so prav te študije v Sloveniji med najbolj propulzivnimi. ; Ovaj zbornik radova je najvećim delom rezultat godišnje manifestacije u organizaciji mariborske sinagoge, koja se već nekoliko godina održava na Dan sećanja na Holokaust pod nazivom Šoa - da se setimo. Svake godine, ovaj događaj, jednodnevna naučna konferencija, donosi toliko novog materijala, znanja i sinteze da možemo reći bez preterivanja: iako su slovenačke studije Jevreja i Holokausta ozbiljno finansijski nedovoljno finansirane, a nacionalna šema finansiranja osnovnih istraživanja jedva da postoji, ovaj, iako skroman projekat, jedan je od najzahtevnijih studija u Sloveniji. ; Although the Slovenian Jewish and Holocaust studies which have successfully consolidated during the past decade and a half does not enjoy any systematic support and financing from the part of the Slovenian state, they are nevertheless one of the most propulsive fields of scientific inquiry, with a proliferation of seminal publications. The yearly "Shoah - Let Us Remember" symposium organised by Synagogue Maribor as a central part of the commemorations of the Holocaust Remembrance Day regularly brings to light a wealth of new data, insights and syntheses. The reasons for such flourishing of the Slovenian Jewish and Holocaust studies are perhaps twofold: one, there exists a growing understanding especially among the engaged intellectuals in the social sciences and historiography that Slovenia has yet to embark on, and conclude the process of de-Fascistisation, the process that was nowhere in the western world a particularly swift or immediate one. Two, there exists a growing public awareness that history tends to repeat itself in a cyclic fashion and that the collapse of social and economic structures and the sharp decline of democratic principles such as we have witnessed especially since the 2008 world financial crisis bear striking resemblances to the circumstances that existed in the pre-WWII world, and that caused an unheard of genocide and global war. This volume is yet another in the series of very poignant publications on the Holocaust in Slovenia. It is especially commendable that the authors have taken a decisive step into studying the genocide perpetrated on the Romany who was, next to the Jews, principal victims of systematic Nazi extermination policies. Most appropriately, the volume also examines the more exceptional fates of the Jews who were veteran officers of WWII in the Austro-Hungarian armada, and a portrait of Slovenian resistance fighter Ali Kardoš. Two portraits of Slovenian "Righteous Among the Nations", customs officer Uroš Žun and Catholic priest Andrej Tumpej, complement these historical portraits. All these histories are cast against the backdrop of a huge, tragic canvas of Jewish refugees who have, following the Anschluss of Austria in 1938, flooded Europe, ex-Yugoslavia as well, in their frantic search of an exit from "mousetrap Europe". ; Zbornik je pripremljen u okviru projekta Šoa - da se setimo 2012/2013, koji je finansijski podržala Međunarodna alijansa za sećanje na holokaust (IHRA). Magistrsko delo proučuje diskurzivni vidik varnosti izražen skozi parlamentarni diskurz poslancev, ki so delovali v slovenskem parlamentu v obdobju t. i. begunske krize, od septembra 2015 do marca 2016. Skozi mikrodiskurzivno in jezikovnostilno analizo poskuša prikazati, ali so poslanci begunce obravnavali skozi prizmo varnosti, torej vprašanje beguncev sekuritizirali. Z analizo parlamentarnih sej je prikazan proces sekuritizacije kopenhagenske šole, ki sekuritizacijo opisuje kot govorno dejanje, ki referenčnemu objektu predstavi vprašanje kot eksistenčno grožnjo in s tem zahteva izredne ukrepe, ki odstopajo od 'običajne' politike. Če občinstvo to sprejme je sekuritizacija uspešna. V parlamentarnem diskurzu so analizirana jezikovna sredstva, kot so vršilci dejanj, metafore in druge stilno zaznamovane besede, pomembna pa je tudi ustrezna raba terminov beguncev in migrant. V ozadju je predstavljena t. i. begunska kriza na ravni EU, zahodnobalkanski poti in v Sloveniji. Opisan je tudi slovenski parlament ter politični oziroma parlamentarni diskurz, ključne pa so varnostne študije, znotraj katerih je kopenhagenska šola predstavila teorijo sekuritizacije, ki jo proučuje magistrsko delo ; The master's thesis examines the discursive aspect of security, expressed through the parliamentary debates, which took place in the Slovenian parliament during the 'refugee crisis' in Slovenia, September 2015 – March 2016. Through micro-discursive and linguistic analysis, this work seeks to show whether refugees were securitized, treated by the members of Parliament as a security issue. The analysis of parliamentary debates tries to show the process of securitization initially outlined by the Copenhagen School, which focuses on the speech act, that presents an issue to the referent object as an existential threat and demands extraordinary measures outside of normal politics. If the audience accepts this, securitization is successful. The use of linguistic means is analysed in the parliamentary discourse, such as agents, metaphors and other expressive words, and the correct usage of terms refugee or migrant. The master's thesis background is presented by the 'refugee crisis' in the European Union, on the Western Balkan Route and in Slovenia. The emphasis is also on the Slovenian parliament and parliamentary discourse, but the most important are security studies, within which the securitization theory is presented by the Copenhagen School, which is analysed in the master's thesis.
The civil mediation programme, which is a court-connected programme, established as a form of alternative dispute resolution, is increasingly gaining ground as a field with its own theoretical and practical knowledge, principles and basic rules. Mediation has already set up its own body of knowledge, based on studies, classification of cases and the analyses of the results. In this article, we examine whether in the context of the development of mediation in Slovenia we might already talk about the profession of the mediator, defined as a provider of the mediation process. We examine the court-connected civil mediation and mediators who mediate at the court-connected civil mediation, and define them theoretically. By interviewing the mediation experts and mediators we examine their opinions about mediators and the court mediation. We examine the legal basis for the court-connected mediation programmes in Slovenia as well as in the European Union. Proceeding from our findings we conclude that the legal regulation of the court mediation in Slovenia is well established, and that the mediators of the court-connected civil mediation programmes can be accepted as the professional providers of the mediation process. ; Sodišču pridružena mediacija se kot alternativna metoda reševanja sporov vse bolj uveljavlja kot področje dela z lastnim teoretičnim in praktičnim znanjem, lastnimi načeli in osnovnimi pravili. Mediacija je vzpostavila lastno znanje, ki temelji na študijah, razvrstitvi primerov in analizi rezultatov. V prispevku bomo preverili, ali lahko glede na razvoj mediacije v Sloveniji govorimo o poklicu mediatorja in ga opredelimo kot strokovnega nosilca postopka mediacije. Najprej bomo sodišču pridruženo mediacijo in mediatorje, ki mediirajo v sodišču pridruženi mediaciji, teoretsko opredeliti ter s pomočjo intervjujev s strokovnjaki za mediacijo in mediatorji v nadaljevanju preverili, kakšno je njihovo mnenje o mediatorjih in sodišču pridruženi mediaciji. Proučili bomo tudi pravno podlago sodišču pridružene mediacije tako v Sloveniji kot Evropski uniji. Glede na ugotovitve bomo sklenili, da je pravna ureditev sodišču pridružene mediacije v Sloveniji dobra in da lahko o mediatorjih sodišču pridružene mediacije govorimo kot o strokovnih nosilcih mediacijskega postopka.
Temporary or permanent, local or international, voluntary or forced, legal or illegal, registered or unregistered migrations of individuals, whole communities or individual groups are an important factor in constructing and modifying (modern) societies. The extent of international migrations is truly immense. At the time of the preparation of this publication more than 200 million people have been involved in migrations in a single year according to the United Nations. Furthermore, three times more wish to migrate, mostly from sub-Saharan Africa towards some of the most economically developed areas of the world according to the estimates by the Gallup Institute (Esipova, 2011). Some authors, although aware that it is not a new phenomenon, talk about the era of migration (Castles, Miller, 2009) or the globalization of migration (Friedman, 2004). The global dimensions of migration are definitely influenced also by the increasingly visible features of modern societies like constantly changing conditions, instability, fluidity, uncertainty etc. (Beck, 2009; Bauman, 2002).The extent, direction, type of migrations and their consequences are affected by many social and natural factors in the areas of emigration and immigration. In addition, researchers from many scientific disciplines who study migrations have raised a wide range of research questions (Boyle, 2009, 96), use a variety of methodological approaches and look for different interpretations in various spatial, temporal and contextual frameworks. The migrations are a complex, multi-layered, variable, contextual process that takes place at several levels. Because of this, research on migrations has become an increasingly interdisciplinary field, since the topics and problems are so complex that they cannot be grasped solely and exclusively from the perspective of a single discipline or theory. Therefore, we are witnessing a profusion of different "faces of migration", which is reflected and at the same time also contributed to by this thematic issue of the journal Ars & Humanitas.While mobility or migration are not new phenomena, as people have moved and migrated throughout the history of mankind, only recently, in the last few decades, has theoretical and research focus on them intensified considerably. In the last two decades a number of research projects, university programs and courses, research institutes, scientific conferences, seminars, magazines, books and other publications, involving research, academia as well as politics and various civil society organizations have emerged. This shows the recent exceptional interest in the issue of migration, both in terms of knowledge of the processes involved, their mapping in the history of mankind, as well as the theoretical development of migration studies and daily management of this politically sensitive issue.Migration affects many entities on many different levels: the individuals, their families and entire communities at the local level in the emigrant societies as well as in the receiving societies. The migration is changing not only the lives of individuals but whole communities and societies, as well as social relations; it is also shifting the cultural patterns and bringing important social transformations (Castles 2010). This of course raises a number of questions, problems and issues ranging from human rights violations to literary achievements. Some of these are addressed by the authors in this thematic issue.The title "Many faces of migration", connecting contributions in this special issue, is borrowed from the already mentioned Gallup Institute's report on global migration (Esipova, 2011). The guiding principle in the selection of the contributions has been their diversity, reflected also in the list of disciplines represented by the authors: sociology, geography, ethnology and cultural anthropology, history, art history, modern Mediterranean studies, gender studies and media studies. Such an approach necessarily leads not only to a diverse, but at least seemingly also incompatible, perhaps even opposing views "on a given topic. However, we did not want to silence the voices of "other" disciplines, but within the reviewing procedures actually invited scientists from the fields represented by the contributors to this volume. The wealth of the selected contributions lies therefore not only in their coherence and complementarity, but also in the diversity of views, stories and interpretations.The paper of Zora Žbontar deals with the attitudes towards foreigners in ancient Greece, where the hospitality to strangers was considered so worthy a virtue that everyone was expected to "demonstrate hospitality and protection to any foreigner who has knocked on their door". The contrast between the hospitality of ancient Greece and the modern emergence of xenophobia and ways of dealing with migration issues in economically developed countries is especially challenging. "In an open gesture of hospitality to strangers the ancient Greeks showed their civilization".Although the aforementioned research by the United Nations and Gallup Institute support some traditional stereotypes of the main global flows of migrants, and the areas about which the potential migrants "dream", Bojan Baskar stresses the coexistence of different migratory desires, migration flows and their interpretations. In his paper he specifically focuses on overcoming and relativising stereotypes as well as theories of immobile and non-enterprising (Alpine) mountain populations and migrations.The different strategies of the crossing borders adopted by migrant women are studied by Mirjana Morokvasic. She marks them as true social innovators, inventing different ways of transnational life resulting in a bottom-up contribution to the integrative processes across Europe. Some of their innovations go as far as to shift diverse real and symbolic boundaries of belonging to a nation, gender, profession.Elaine Burroughs and Zoë O'Reilly highlight the close relations between the otherwise well-established terminology used in statistics and science to label immigrants in Ireland and elsewhere in EU, and the negative representations of certain types of migrants in politics and the public. The discussion focusses particularly on asylum seekers and illegal immigrants who come from outside the EU. The use of language can quickly become a political means of exclusion, therefore the authors propose the development and use of more considerate and balanced migration terminology.Damir Josipovič proposes a change of the focal point for identifying and interpreting the well-studied migrations in the former Yugoslavia. The author suggests changing the dualistic view of these migrations to an integrated, holistic view. Instead of a simplified understanding of these migrations as either international or domestic, voluntary or forced, he proposes a concept of pseudo-voluntary migrations.Maja Korać-Sanderson's contribution highlights an interesting phenomenon in the shift in the traditional patterns of gender roles. The conclusions are derived from the study of the family life of Chinese traders in transitional Serbia. While many studies suggest that child care in recent decades in immigrant societies is generally performed by immigrants, her study reveals that in Serbia, the Chinese merchants entrust the care of their children mostly to local middle class women. The author finds this switch of roles in the "division of labour" in the child care favourable for both parties involved.Francesco Della Puppa focuses on a specific part of the mosaic of contemporary migrations in the Mediterranean: the Bangladeshi immigrant community in the highly industrialized North East of Italy. The results of his in-depth qualitative study reveal the factors that shape this segment of the Bangladeshi diaspora, the experiences of migrants and the effects of migration on their social and biographical trajectories.John A. Schembri and Maria Attard present a snippet of a more typical Mediterranean migration process - immigration to Malta. The authors highlight the reduction in migration between Malta and the United Kingdom, while there is an increase in immigration to Malta from the rest of Europe and sub-Saharan Africa. Amongst the various impacts of immigration to Malta the extraordinary concentration of immigrant populations is emphasized, since the population density of Malta far exceeds that of nearly all other European countries.Miha Kozorog studies the link between migration and constructing their places of their origin. On the basis of Ardener's theory the author expresses "remoteness" of the emigratory Slavia Friulana in terms of topology, in relation to other places, rather than in topography. "Remoteness" is formed in relation to the "outside world", to those who speak of "remote areas" from the privileged centres. The example of an artistic event, which organizers aim "to open a place like this to the outside world", "to encourage the production of more cosmopolitan place", shows only the temporary effect of such event on the reduction of the "remoteness".Jani Kozina presents a study of the basic temporal and spatial characteristics of migration "of people in creative occupations" in Slovenia. The definition of this specific segment of the population and approach to study its migrations are principally based on the work of Richard Florida. The author observes that people with creative occupations in Slovenia are very immobile and in this respect quite similar to other professional groups in Slovenia, but also to the people in creative professions in the Southern and Eastern Europe, which are considered to be among the least mobile in Europe. Detailed analyses show that the people in creative occupations from the more developed regions generally migrate more intensely and are also more willing to relocate.Mojca Pajnik and Veronika Bajt study the experiences of migrant women with the access to the labour market in Slovenia. Existing laws and policies push the migrants into a position where, if they want to get to work, have to accept less demanding work. In doing so, the migrant women are targets of stereotyped reactions and practices of discrimination on the basis of sex, age, attributed ethnic and religious affiliation, or some other circumstances, particularly the fact of being migrants. At the same time the latter results in the absence of any protection from the state.Migration studies often assume that the target countries are "modern" and countries of origin "traditional". Anıl Al- Rebholz argues that such a dichotomous conceptualization of modern and traditional further promotes stereotypical, essentialist and homogenizing images of Muslim women in the "western world". On the basis of biographical narratives of young Kurdish and Moroccan women as well as the relationships between mothers and daughters, the author illustrates a variety of strategies of empowerment of young women in the context of transnational migration.A specific face of migration is highlighted in the text of Svenka Savić, namely the face of artistic migration between Slovenia and Serbia after the Second World War. The author explains how more than thirty artists from Slovenia, with their pioneering work in three ensembles (opera, ballet and theatre), significantly contributed to the development of the performing arts in the Serbian National Theatre in Novi Sad.We believe that in the present thematic issue we have succeeded in capturing an important part of the modern European research dynamic in the field of migration. In addition to well-known scholars in this field several young authors at the beginning their research careers have been shortlisted for the publication. We are glad of their success as it bodes a vibrancy of this research area in the future. At the same time, we were pleased to receive responses to the invitation from representatives of so many disciplines, and that the number of papers received significantly exceeded the maximum volume of the journal. Recognising and understanding of the many faces of migration are important steps towards the comprehensive knowledge needed to successfully meet the challenges of migration issues today and even more so in the future. It is therefore of utmost importance that researchers find ways of transferring their academic knowledge into practice – to all levels of education, the media, the wider public and, of course, the decision makers in local, national and international institutions. The call also applies to all authors in this issue of the journal. ; Začasne ali stalne, lokalne ali mednarodne, prostovoljne ali prisilne, legalne ali ilegalne, registrirane ali neregistrirane migracije posameznic in posameznikov, celih družbenih skupnosti ali posameznih skupin predstavljajo pomemben dejavnik v konstruiranju in spreminjanju (sodobnih) družb. Razsežnosti mednarodnih migracij so resnično ogromne, saj je bilo vanje v času nastajanja te publikacije po ocenah Združenih narodov v enem letu vključenih več kot 200 milijonov ljudi. Po ocenah Gallupovega inštituta pa se jih še trikrat toliko želi preseliti, največ iz podsaharske Afrike ter proti nekaterim gospodarsko najbolj razvitim območjem sveta (Esipova, 2011). Nekateri avtorji zato, čeprav ob zavedanju, da ne gre za nov fenomen, govorijo o dobi migracij (Castles, Miller, 2009) ali o globalizaciji migracij (Friedman, 2004). Zagotovo je na globalne razsežnosti migracij vplivalo tudi to, da so vse bolj vidne značilnosti sodobnih družb nenehno spreminjanje razmer, nestabilnost, fluidnost, negotovost ipd. (Beck, 2009; Bauman, 2002).Na obseg, smeri in vrste migracij ter na njihove posledice vplivajo številni družbeni in naravni dejavniki, tako na območjih odseljevanja kot tudi na območjih priselitev. Poleg tega si raziskovalke in raziskovalci iz številnih znanstvenih disciplin, ki proučujejo migracije, v raziskavah zastavljajo »neverjetno raznovrstna« vprašanja (Boyle, 2009, 96), uporabljajo različne metodološke pristope in iščejo različne interpretacije, in sicer v različnih prostorskih, časovnih in vsebinskih okvirih. Vse bolj prihaja do izraza, da so migracije kompleksen, večplasten, spremenljiv in kontekstualen proces, ki poteka na več ravneh. Prav zaradi tega spoznanja je raziskovanje migracij postajalo vse bolj interdisciplinarno polje, saj so teme in problemi tako kompleksni, da jih ni mogoče zagrabiti zgolj in izključno iz perspektive ene same znanosti ali teorije. Zato smo priča pravemu bogastvu »obrazov migracij«, ki ga odraža ter obenem k njemu tudi prispeva pričujoča tematska številka revije Ars & Humanitas.Čeprav mobilnost oziroma migracije niso nov pojav, saj so se ljudje selili in preseljevali skozi celotno zgodovino človeštva, pa se šele v zadnjem času, v zadnjih nekaj desetletjih, z njimi resno teoretsko in raziskovalno ukvarjamo. V zadnjih dveh desetletjih so se pojavili številni raziskovalni projekti, univerzitetni programi in predmeti, raziskovalni inštituti, znanstvene konference, posveti, revije, knjige in druge publikacije, pri katerih sodelujejo tako raziskovalna in akademska sfera kot tudi politika in različne civilnodružbene organizacije. To priča o v zadnjem času izjemnem zanimanju za vprašanje migracij, tako kar zadeva poznavanje samih procesov in njihovo mapiranje v zgodovini človeštva kot tudi teoretski razvoj migracijskih študij in vsakodnevno urejanje tega politično občutljivega vprašanja.Migracije zadevajo številne subjekte na številnih ravneh: posameznice in posameznike, njihove družine ter celotne skupnosti tako na lokalni ravni v družbi emigracije kakor tudi na vseh teh ravneh v imigrantski družbi. Z migracijami se spreminjajo ne samo življenja posameznikov in posameznic, ampak se spreminjajo celotne skupnosti oziroma družbe in družbeni odnosi, zamikajo se kulturni vzorci, prihaja do pomembnih družbenih transformacij (Castles, 2010). Ob tem se seveda odpirajo številne teme, problemi in vprašanja, ki se gibljejo v širokem razponu od kršenja človekovih pravic do literarnih presežkov. Nekaterih od njih se dotikajo tudi prispevki v pričujoči tematski številki.Povezovalni naslov prispevkov v tej tematski številki revije, »Številni obrazi migracij«, smo si sposodili iz že omenjenega poročila Gallupovega inštituta o globalnih selitvah (Esipova, 2011). Temeljno vsebinsko vodilo pri izbiri prispevkov je bila raznovrstnost, kar nakazuje tudi pregled znanstvenih disciplin, iz katerih prihajajo avtorji: sociologija, geografija, etnologija in kulturna antropologija, zgodovina, umetnostna zgodovina, sodobne sredozemske študije, študiji spola in medijski študiji. Tak pristop nujno pripelje ne le do raznolikih, ampak tudi do vsaj navidezno neskladnih, morda celo nasprotnih pogledov na obravnavane tematike. Vendar nismo želeli utišati glasov iz »drugih« znanstvenih disciplin, temveč smo raje v recenzentske postopke povabili znanstvenike s področij, s katerih so tudi avtorji. Bogastvo zbranih prispevkov torej ni v njihovi medsebojni skladnosti in potrjevanju, temveč prav v mnogoterosti pogledov, zgodb in interpretacij.Prispevek Zore Žbontar obravnava odnos do tujcev v antični Grčiji, kjer je bilo gostoljubje do tujcev tako častivredna vrlina, da je vsak moral »izkazati gostoljubje in zaščititi kateregakoli tujca, ki je potrkal na vrata«. Zlasti je izzivalen kontrast med gostoljubjem v antični Grčiji in sodobnim pojavljanjem ksenofobije ter načini soočanja z migracijsko problematiko v gospodarsko razvitih državah. »Antični Grki so v odprti gesti gostoljubja do tujcev prepoznali svojo civiliziranost.«Čeprav omenjene raziskave Združenih narodov in Gallupovega inštituta podpirajo nekatere uveljavljene stereotipe o glavnih globalnih tokovih migrantov ter o območjih, o katerih »sanjajo« potencialni migranti, Bojan Baskar opozarja na sočasen obstoj tudi drugačnih migracijskih želja, tokov migracij in njihovih interpretacij. Posebej se osredotoči na preseganje in relativizacijo stereotipov in teorij o nemobilnem in nepodjetnem (alpskem) hribovskem prebivalstvu in migracijah.O tem, kako različne strategije pri prehajanju, prestopanju in prečkanju meja razvijejo migrantke, piše Mirjana Morokvasic. Označi jih kot prave socialne inovatorke, ki izumijo različne načine transnacionalnega življenja in tako od spodaj navzgor prispevajo k integrativnim procesom po vsej Evropi. V svoji inovativnosti gredo nekatere tako daleč, da premikajo različne, tako realne kot simbolne meje pripadanja naciji, spolu in poklicu.Elaine Burroughs in Zoë O'Reilly izpostavita tesno povezanost med sicer uveljavljeno terminologijo, s katero v statistiki in tudi znanosti označujejo imigrante na Irskem in širše v EU, ter negativnimi reprezentacijami nekaterih tipov migrantov v politiki in javnosti. Razpravo navežeta zlasti na iskalce azila in nezakonite priseljence, ki pridejo iz držav zunaj EU. Raba jezika lahko hitro postane politični način izključevanja, zato predlagata razvoj in uporabo obzirnejše in pravičnejše migracijske terminologije.Za spremembo izhodišča opredeljevanja in interpretacije sicer dobro proučenih selitev v nekdanji Jugoslaviji se zavzame Damir Josipovič. Predlaga zamenjavo dualističnega pogleda na te migracije s celostnim. Namesto njihovega poenostavljenega razumevanja kot mednarodnih in notranjih ali prostovoljnih in prisilnih migracij pa se zavzema za koncept psevdoprostovoljnih migracij.Na zanimiv fenomen zamikanja ustaljenih vzorcev spolnih vlog opozori tekst Maje Korać-Sanderson, katere zaključki izhajajo iz študije družinskega življenja kitajskih trgovcev v tranzicijski Srbiji. Medtem ko številne študije ugotavljajo, da skrbstveno delo v zadnjih desetletjih v imigrantskih družbah v glavnem opravljajo migrantke, njena študija ugotavlja, da v Srbiji kitajske trgovke skrb za svoje otroke večinoma zaupajo lokalnim ženskam srednjega razreda. Ta obrat vlog pri »delitvi dela« v skrbstveni sferi, ugotavlja avtorica, je v prid obema vpletenima stranema.Specifičen del mozaika sodobnih migracij v Sredozemlju, bangladeške skupnosti imigrantov na visoko industrializiranem severovzhodu Italije, razkriva Francesco Della Puppa. Izsledki poglobljenega kvalitativnega proučevanja odstirajo dejavnike, ki oblikujejo ta segment bangladeške diaspore, izkušnje migrantov ter učinke selitve na njihove družbene in biografske trajektorije.Izsek iz bolj tipičnih sredozemskih migracijskih procesov na primeru priseljevanja na Malto predstavita John A. Schembri in Maria Attard. Ugotavljata zmanjševanje števila selitev med Malto in Veliko Britanijo ob hkratnem povečevanju priseljevanja iz ostalih držav Evrope in podsaharske Afrike. Med učinki priseljevanja na Malto izpostavita izredno zgoščenost priseljenega prebivalstva, ki presega gostote celotnih prebivalstev v nekaterih evropskih državah.Miha Kozorog obravnava povezavo med migracijami in konstruiranjem krajev, iz katerih te migracije izvirajo. S pomočjo Ardenerjeve teorije »odročnost« izrazito emigracijske Benečije izrazi ne toliko v topografskem kot v topološkem smislu, v razmerju do drugih krajev. »Odročnost« nastaja v razmerju z »zunanjim svetom«, s tistimi, ki govorijo o »odročnih krajih« iz privilegiranih središč. Na primeru umetniškega dogodka, s katerim želijo organizatorji »odpreti tak kraj zunanjemu svetu« in »spodbuditi produkcijo bolj svetovljanskega kraja«, pokaže zgolj začasnost učinka tega dogodka na zmanjšanje »odročnosti«.O temeljnih časovnih in prostorskih značilnostih selitev »prebivalcev z ustvarjalnim poklicem« v Sloveniji piše Jani Kozina. Pri opredeljevanju tega specifičnega dela prebivalstva in pristopa k proučevanju njegovega migriranja se opre zlasti na dela Richarda Floride. Ugotavlja, da so prebivalci z ustvarjalnim poklicem v Sloveniji prostorsko zelo nemobilni in po tem kriteriju precej podobni ostalim poklicnim skupinam v Sloveniji, obenem pa tudi prebivalcem z ustvarjalnimi poklici v južni in vzhodni Evropi, za katere velja, da so med najmanj mobilnimi v Evropi. Podrobnejše analize pokažejo, da se ustvarjalci bolj razvitih regij načeloma intenzivneje selijo in so tudi v večji meri pripravljeni na selitev.O izkušnjah migrantk pri dostopu do trga delovne sile v Sloveniji govori članek Mojce Pajnik in Veronike Bajt. Obstoječa zakonodaja in posamezne politike namreč migrantke potiskajo v položaj, ko, če hočejo priti do zaposlitve, pristajajo na manj zahtevna dela. Pri tem so tarče stereotipnih reakcij in praks diskriminiranja tako na podlagi spola kot tudi starosti, pripisane etnične in religiozne pripadnosti ali kakšne druge okoliščine, še posebej dejstva, da so migrantke. Obenem pa prav zadnje vpliva na to, da s strani države niso deležne nikakršne zaščite.Migracijske študije pogosto domnevajo, da so ciljne države »moderne«, države izvora pa »tradicionalne«. Razprava Anıl Al-Rebholz ugotavlja, da takšna dihotomija pojmovanja modernega in tradicionalnega dodatno spodbuja stereotipne, esencialistične in homogenizirajoče predstave o muslimanskih ženskah v »zahodnem svetu«. Na podlagi biografskih pripovedi mlade Maročanke in Kurdinje ter razmerij med materami in hčerami prikaže raznolike strategije opolnomočenja mladih žensk v transnacionalnem migracijskem kontekstu.Specifični obraz migracij prinaša tekst Svenke Savić, namreč obraz umetniških migracij med Slovenijo in Srbijo po drugi svetovni vojni. Avtorica v njem ugotavlja, da je v treh ansamblih (opernem, gledališkem in baletnem) več kot trideset umetnic in umetnikov iz Slovenije s svojim pionirskim delom pomembno zaznamovalo razvoj gledališke umetnosti v Srbskem narodnem gledališču v Novem Sadu.Verjamemo, da nam je uspelo v pričujočo tematsko številko ujeti pomemben del sodobnega evropskega raziskovalskega utripa s področja migracij. Poleg uveljavljenih znanstvenikov s tega področja se je v ožji izbor prispevkov uvrstilo tudi več mladih avtoric in avtorjev, ki začenjajo raziskovalne kariere. Njihov uspeh nas veseli, saj obeta živahnost tega raziskovalnega področja tudi v bodoče. Obenem nas veseli, da so se vabilu odzvali predstavniki tako številnih znanstvenih disciplin ter da je število prispevkov, ki smo jih prejeli, znatno presegalo največji možni obseg revije. Spoznavanje in razumevanje številnih obrazov migracij sta pomembna koraka proti celovitemu znanju, potrebnemu za uspešno soočanje z izzivi migracijske problematike danes in, kot kaže, še posebej v prihodnosti. Zato je izjemnega pomena, da raziskovalci najdemo načine prenosa svojih znanstvenih spoznanj v prakso – na vse ravni izobraževanja, v medije, širše strokovne javnosti ter seveda tudi odločevalcem v lokalnih, državnih in mednarodnih ustanovah. Poziv velja tudi vsem avtorjem prispevkov v tej številke revije.
Termin samoodločbe je zapisan v ustanovitvenih dokumentih večine državnih ustav ter mednarodnega prava, prav tako pa predstavlja sredstvo za legitimizacijo države ter nadnacionalnega reda. Točna definicija in njeni parametri pa so v resnici stvar debate, ne glede na to ali izhajajo iz logike notranjosti državniškega sistema ali iz logike njegove zunanjosti. Magistrsko delo najprej sledi "klasičnemu" pojmu samoodločbe v njegovi zgodovinski partikularnosti znotraj mednarodnega sistema, pri čemer poudari veliko napetost med samoodločbo in državno suverenostjo. Nakar se obrne h kritični politični teoriji, da bi izkopalo definicijo samoodločbe, pri kateri popusti poseben odnos samoodločbe z državnim sistemom in pojmom suverenosti. Takšno pojmovanje samoodločbe je za potrebe naloge poimenovano "rizomatično" in se nato uporabi pri analizi štirih primerov z namenom, da se pokaže, kako lahko tak pojem samoodločbe uporabimo za razumevanje možnosti, ki jih vzpostavljajo najnovejša politična gibanja. Temeljni argument magistrskega dela je, da ko jih razumemo v okvirju državnega sistema kot sedanjo ali prihodnjo "aktivno" pravico, se dejanja samoodločbe zreducirajo na normativni determinizem zgodovinsko kontingentnih odnosov sil, saj se bodisi ujamejo v pogoje obstoječih dejavnikov znotraj konstituiranega sistema bodisi njihovo uresničitev pogojuje učinkovitost sile, ki jo lahko izvršujejo, da bi izničili funkcije sistema, ki slonijo na obstoječih pravilih. Ko pa jo razumemo onkraj zaprte logike državnega sistema, lahko samoodločba pomeni izražanje neomejene konstituirajoče oblasti in kolektivne imaginacije, ki sprosti nove vektorje možnosti človeških političnih odnosov. ; The notion of 'self-determination' is enshrined in the founding documents of international law and most state constitutions as a means of legitimating the current state and supranational order. However, its precise definition and parameters are the subject of debate—both when understood from within the logic of the state system and from outside it. This thesis situates the "classic" notion of self-determination within its particular historical position inside the international system, highlighting its deep tension with the norm of state sovereignty, before turning to critical political theory to unearth a definition of self-determination wherein its particular relationship to the state system and the total notion of sovereignty is relaxed. This conception of self-determination is, for the purposes of this thesis, termed 'rhizomatic,' and applied to four case studies to demonstrate how it might be used to understand the possibilities created by recent political movements. The primary argument of this thesis is that, when understood inside the state system as a present or future 'active' right, acts of determination reduce to the normative determinism of historically contingent relations of force because they are either resolved on the terms of existing actors within the constituted system or by the effectiveness of force they can exert to deny the system's function based on its previous rules. However, when understood beyond the closed logic of the state system, self-determination can be taken to mean manifestations of boundless constitutive power and collective imagination that unleash new vectors of possibility for human political relations.
"Ich habe keine Ahnung." (Kermani, 2009, 86) Das behauptet Navid Kermani in seinem Essay Die Terroristen sind unter uns, der 2009 im Band Wer ist Wir? Deutschland und seine Muslime erschienen ist. Es ist ein sehr wichtiger, ja zentraler Satz, der oft gedacht, aber selten öffentlich ausgesprochen wird. Niemand, der eine leitende Position in der Politik, der Wirtschaft oder beim Militär bekleidet, darf es sich leisten, diesen Satz in den Medien zu äußern, aber auch im Wissenschaftsdiskurs darf er nicht verwendet werden, es sei denn als Zitat. Es gibt mindestens drei Eigenschaften dieser Aussage, die sie für die erwähnten Diskurse ungeeignet machen. Erstens das Sprachniveau: durch den etwas saloppen Beiklang lässt sich die Aussage dem umgangssprachlichen Niveau zuordnen und nicht dem Niveau offizieller oder wissenschaftlicher Reden. Zweitens ihre Struktur: durch die Ich-Form wird der Satz zur Aussage des sprechenden Subjekts über sich selbst, nicht über einen Sachverhalt. Und drittens die Semantik: Das verneinte Substantiv spricht dem Subjekt nicht nur jedes rationale Wissen ab, das sich argumentieren und belegen ließe, sondern auch jede andere Grundlage, auf der sich eine Aussage zu einem Sachverhalt formulieren ließe, also auch Vermutungen, Vorurteile, Spekulationen, Gefühle oder die Intuition. Das Problem dabei ist nicht, dass auch diese alternativen Grundlagen fehlen, sondern dass sie, durch die Wahl des Substantivs "Ahnung", überhaupt als Möglichkeit eingeräumt werden. Wenn durch diese Merkmale die zitierte Aussage aus dem Rahmen fachbezogener Diskurse fällt und sogar für journalistische Textformen unpassend ist, so ist sie im literarischen Diskurs durchaus zulässig. ; The essays of the German writer and professor of Middle East Studies, Navid Kermani, focus on current political and social issues, such as migration, terrorism and the problems of multicultural societies. The article offers an analysis of selected essays and gives a brief overview of their context, including a discussion about the relation between literature and politics as it evolved after World War II in Germany. The analysis makes it possible to see Kermani's essays in the tradition of open dialogical essays that goes back to the writings of Michel de Montaigne, as shown in the theories of Peter V. Zima. The processes of fictionalization that are used by Kermani in his political essays are compared with those used in so called "post-truth" political discourse. Although these processes are comparable and their effects unpredictable, it is possible to locate some basic differences in their narrative structures that can either suggest that the narrator is all-knowing, which reinforces his position of power, or can stress the narrator's tentativeness, which opens the possibility for the reader to enter into a dialogue with him, thus leading to the kind of constructive dialogue that is of fundamental importance for democratic societies. It is the raising of questions and articulation of doubt that Kermani sees as his main task when writing his essays. ; Navid Kermani, nemški pisatelj in profesor orientalistike, se v svojih esejih posveča aktualnim političnim in socialnim vprašanjem, kot so migracije, terorizem in večkulturne družbe. Članek podaja podrobnejšo analizo izbranih Kermanijevih esejev ter jih umesti v tradicijo dialoško odprte esejistike (kakor jo po teoriji Petra V. Zime zastopa na primer Michel de Montaigne) in v kontekst nemških povojnih razprav o razmerju med literaturo in politiko. Nato postopke fikcionalizacije, kakor se kažejo v Kermanijevih političnih esejih, primerja s postopki v tako imenovanih postfaktičnih političnih diskurzih. Čeprav so postopki primerljivi in njihovi učinki načelno nepredvidljivi, je mogoče locirati temeljne razlike v njihovi narativni strukturi, ki lahko sugerira vsevednost pripovedovalca in s tem krepi njegovo pozicijo moči ali poudarja njegovo negotovost ter tako bralcu odpira možnost, da z njim stopi v konstruktiven dialog, ki je temeljnega pomena za demokratične družbe. Prav v odpiranju vprašanj in artikuliranju dvomov Kermani kot avtor esejev vidi svoje pisateljsko poslanstvo.
Obstaja veliko študij, ki se ukvarjajo s primerjalnim vrednotenjem e-uprave. Razlog za tako popularnost primerjalnega vrednotenja je interes različnih držav za boljši vpogled v trenutno specifično fazo razvoja e-uprave na nacionalni ravni. Ta vpogled hkrati razkriva pozitivne in negativne plati razvoja v primerjavi z drugimi državami ter tiste vidike, ki jih je treba izboljšati. Namen naše študije, ki vsebuje analizo razvitosti e-uprave v Sloveniji, Avstriji, Hrvaški, Danski in Estoniji v letih 2014, 2015 in 2016, je ugotoviti, ali v izbranih državah obstaja povezanost med stopnjo razvitosti e-uprave in drugimi izbranimi dejavniki razvitosti države (višina bruto domačega proizvoda, stopnja izobrazbe in stopnja interakcije z javnimi organi). Za opisovanje ključnih pojmov e-uprave in kazalnikov razvitosti smo uporabili metodo deskripcije, s komparativno in statistično metodo pa smo primerjali izmerjene vrednosti izbranih kazalnikov. Ugotovitve analize ne nakazujejo povezanosti med višino BDP in stopnjo razvitosti euprave. Pri nižji in srednji stopnji izobrazbe obstaja negativna povezanost, kar pomeni, da manjši kot so deleži prebivalstva z nižjo oziroma srednjo izobrazbo, bolj se povečuje stopnja razvitosti e-uprave. Delež prebivalstva z visoko izobrazbo pa je pozitivno povezan s stopnjo razvitosti e-uprave. Močna pozitivna povezanost je prav tako prisotna med stopnjo interakcije z javno upravo in stopnjo razvoja e-uprave. Izjema je le Slovenija, kjer se stopnja interakcije z javnimi organi znižuje s povečevanjem stopnje razvitosti e-uprave. S primerjalno analizo smo pridobili boljši vpogled v stanje e-uprave v izbranih državah ter s tem prispevali k boljšemu razumevanju obravnavanega področja in k identifikaciji povezanosti razvitosti e-uprave z drugimi kazalniki razvoja države. ; There are many studies dealing with comparative evaluation of e-government. The reason for such popularity of comparative evaluation is the interest of different countries for a better insight into the current, specific phase of e-government development at the national level. At the same time, this insight reveals positive and negative aspects of development in comparison with other countries and emphasizes those aspects that need to be improved. The purpose of our study, which includes the analysis of the development of e-government in Slovenia, Austria, Croatia, Denmark and Estonia in 2014, 2015 and 2016, is to determine whether a correlation between the level of development of egovernment and other selected factors of the country's development (amount of gross domestic product, level of education, level of interaction with public authorities) exists in selected countries. In order to describe the key concepts of e-government and development indicators, a descriptive method was used, and with the comparative and statistical method we compared the measured value of the selected indicators. The findings of the analysis do not indicate the correlation between the level of GDP and the level of development of e-government. At the lower and middle level of education, there is a negative correlation, which means that smaller the proportions of the population with lower and secondary education are, higher is the level of development of e-government. The proportion of the population with higher education positively correlates with the level of e-government development. A strong positive correlation is also present between the level of interaction with public authorities and the level of egovernment development. The only exception is Slovenia, where the level of interaction with public authorities is decreasing by increasing the level of e-government development. With our comparative analysis we gained a better insight into the condition of egovernment in selected countries and thus contributed to a better understanding of the area as well as identified the connection between the development of e-government and other indicators of the country's development.
V članku, ki temelji na analizi posebne študije, ki jo je leta 1916 pripravilo avstro-ogrsko poveljstvo jugozahodne fronte, so predstavljeni pogledi visokega vojaškega poveljstva na politično dogajanje na Hrvaškem v času prve svetovne vojne. Skladno z vsebino omenjene študije bo tudi v pričujočem članku posebna pozornost posvečena italijanskemu iredentizmu in južnoslovanskim težnjam na otokih Kvarnerja, kot tudi delovanju Jugoslovanskega odbora. V sklopu avstro-ogrskega vojnega absolutizma je poveljstvo, ki je nastalo ob vstopu Kraljevine Italije v vojno, ob vodenju vojne proti novemu nasprotniku pridobilo tudi obsežna politična pooblastila. Slednja so vojaškim organom omogočila nadzor nad v očeh oblasti nevernimi in cesarju ter državi nezvestimi skupinami in posamezniki. ; The outbreak of the First World War Apart presented Austria-Hungary not only with military questions but also with major political issues. The very existence of the state now crucially rested on the attitude of civilian population, with any possible unrest in the rear threatening the stability of the entire country. In this regard, the onset of the war ushered in the period of the so-called "war absolutism", with which the state boosted its surveillance of what it considered "dangerous" individuals and groups. The state surveillance apparatus incorporated numerous state and provincial bodies, including military structures. This article aims to analyze a special study that the Austro-Hungarian Command of the Southwestern Front issued in 1916, with a particular focus on analyzing the political attitude among the Italian and Croatian population of Istria, and the activities of the Southern Slav Committee. The said command also prepared similar studies evaluating the disposition of the Slovenian and Italian inhabitants of Southern Tyrol. The study of the developments in Istria is titled Staatsfeindliche Bewegungen in Fiume und Kroatien sowie auf den Inseln im Quarnero (Anti-State Movements in Rijeka, Croatia, and the Kvarner Islands). In the first part, the Austro-Hungarian Command of the Southwestern Front analyzed local irredentism and provided a detailed description of organizations and individuals at the heart of the movement. Surveillance of irredentist cells grew in its importance especially after the Kingdom of Italy declared war on Austria-Hungary in May 1915. The empire and its army began to perceive irredentism as a serious threat, deeming that organized resistance, diversion operations, and political disobedience in the rear might aggravate the military situation on the front. The second part of the study, more interesting from the Croatian point of view, centers on activities of the Southern Slav Committee and the Southern Slav movement on Krk Island. Regarding the latter, it is especially noteworthy that the Austro-Hungarian Command of the Southwestern Front declared Anton Mahnič, Bishop of Krk, as its central figure. Although most views presented are based on the analysis of various newspaper articles and individual reports, the booklet offers an interesting insight into the dimensions of state surveillance both at home and abroad. More specifically, an association of the Southern Slav emigration, the Southern Slav Committee was regarded by the Austro-Hungarian Command of the Southwestern Front and the state leadership as a dangerous organization embodying, through its desire to unify the Austro-Hungarian Southern Slavs with the Kingdom of Serbia, a destabilizing force undermining the Habsburg unity. Accordingly, the study focused more closely on the prominent members of the Southern Slav Committee, such as its president Ante Trumbić, as well as Franjo Supilo, and Bogumil Vošnjak. Although the study clearly established that many data contained therein were of questionable credibility, its authors nevertheless maintained that this did not diminish its significance or the significance of the views regarding all "dangerous" individuals and associations within and beyond the state borders. The study presented in the article offers an extremely interesting insight into the dimensions of the Austro-Hungarian state and military surveillance during the First World War. Such examples not only further substantiate the existing knowledge about "war absolutism" but above all testify to the diligence with which the state addressed the threat of war by exerting surveillance of all "dangerous" structures. In the event of an unrest, the state and the army could use detailed inventories, many also listing names, to persecute and imprison individuals and associations. Moreover, in light of the events that unfolded towards the end of the First World War, both in relation to the Southern Slav integrations and Italian territorial aspirations in Istria and the Bay of Kvarner, it is safe to conclude that the study conducted by the Austro-Hungarian Command of the Southwestern Front accurately evaluated individual "dangerous" cells, which in late October and early November 1918 played a notable role in the destruction of the Habsburg state and the creation of new political entities.
Predmet doktorske disertacije je upravljanje zunanjetrgovinske politike države ob upoštevanju delovanja nadnacionalnih entitet, pri čemer je naš osrednji cilj identificirati optimalen način realizacije nacionalnih interesov v okviru nadnacionalne entitete (tj. Evropske unije). Zunanjetrgovinska politika je eno izmed najstarejših ekonomskih področij, o katerem so tekle resne akademske razprave že v Antični Grčiji pred več kot 2000 leti. Vendar o razvoju svetovne trgovine kot sistematičnem globalnem načinu trgovanja govorimo šele od 15. stoletja dalje. Za boljše razumevanje področja v doktorski disertaciji najprej opredelimo teoretska izhodišča, v okviru katerih predstavimo teorije mednarodne menjave ter analiziramo vlogo države in ekonomske diplomacije skozi različna zgodovinska obdobja (merkantilizem, liberalizem, protekcionizem, intervencionizem ter obdobje liberalizacije in globalizacije). Kot najpomembnejše teoretično izhodišče od Davida Ricarda dalje identificiramo ugotovitev, da svet ni ničelna vsota – vse države z zunanjo trgovino pridobivajo. Kljub temu da so države skozi različna zgodovinska obdobja (glede na gospodarske razmere) vodile različne zunanjetrgovinske politike (protekcionistične ali liberalne), teorija in praksa potrjujeta, da liberalna zunanjetrgovinska politika povečuje konkurenčnost gospodarstva. Študije ekonomistov (Sachs in Warner 1995, 35 ; Frey v Pruslecki 2008, 5 ; Krueger 1980, 289) namreč kažejo, da države z liberalno zunanjetrgovinsko politiko dosegajo višjo gospodarsko rast od tistih s protekcionistično. Kot potrditev teze navajamo izsledke analiz, ki kažejo na višje stopnje gospodarske rasti v t. i. hitro rastočih gospodarstvih (državah BRIICS ‒ Braziliji, Rusiji, Indiji, Indoneziji, Kitajski in Južni Afriki). Slednje so na podlagi liberalizacije trgov v zadnjih dvajsetih letih dosegale višje stopnje gospodarske rasti od razvitih gospodarstev. Glede na to da je predmet disertacije zunanjetrgovinska politika v okviru Evropske unije (EU), ki jo Slovenija sooblikuje, se v okviru analize ukrepov osredotočimo na ukrepe zunanjetrgovinske politike EU, vlogo nacionalnih in nadnacionalnih (vladnih in nevladnih) akterjev ter povezavo vsebin z drugimi politikami. Ključni akterji v procesu formalnega delovanja na področju zunanjetrgovinske politike EU so: Evropska komisija (Direktorat za trgovino), Svet EU (Odbor za zunanjetrgovinsko politiko, Coreper in Svet za zunanje zadeve), Evropski parlament ter nevladni akterji (združenja, nevladne organizacije) kot nadnacionalni akterji in (vladni in nevladni) akterji na nacionalni ravni držav članic EU. Prioriteta zunanjetrgovinske politike EU je multilateralna zunanja trgovina, vzporedno pa potekajo pogajanja s številnimi državami oz. regijami za sklenitev preferencialnih trgovinskih sporazumov. Med ukrepi zunanjetrgovinske politike EU je pomembna še Strategija dostopa na trg, v okviru katere se dosegajo sinergije na podlagi okrepljenega partnerstva med Evropsko komisijo, državami članicami in gospodarstvom. Ugotavljamo, da postaja v obdobju globalizacije zunanjetrgovinska politika izrazito večplastna ter da izginjajo meje med zunanjimi in notranjimi politikami. Na primeru pogajanj t. i. Razvojne agende iz Dohe, ki potekajo v okviru Svetovne trgovinske organizacije, potrdimo tezo o prepletanju pogajanj na različnih ravneh (bilateralni, regionalni in multilateralni) in vsebinski povezanosti zunanjetrgovinske politike z drugimi politikami (z razvojno, s kmetijsko ipd.). Slednje potrjujejo tudi strateški dokumenti EU (Strategija Evropa 2020 ; Trgovina, rast in svetovne zadeve ter Globalna Evropa: konkurenčna v svetu), v katere je zunanjetrgovinska politika vključena kot pomemben sestavni del politike konkurenčnosti. ; The doctoral thesis focuses on a country's external trade policy management in relation to the processes witin subnational entities. Our main goal is to identify an optimal approach to realizing national interests in the context of a subnational entity (i.e., the European Union). External trade policy is one of the oldest economic policies. The first discussions on trade issues started among philosophers in Greece 2000 years ago, but global trade as a systematic process emerged in the 15th century. At the beginning of the doctoral thesis, the focus is on the theoretical background ‒ theories of external economic co-operation. We analyse the role of the state and economic diplomacy in different historical periods (mercantilism, liberalism, protectionism, interventionism, liberalisation and globalisation). The most important theoretical finding is (discovered by David Ricardo and confirmed in subsequent theories) that all states, engaged in external trade, gain (we talk about the so called positive sum). Although countries led different external trade policies during various historical periods (liberal or protectionist), theory and experience show that the liberal external trade policy increases competitiveness of an economy. Studies of several economists (Sachs and Warner 1995, 35 ; Frey 1984 ; Pruslecki 2008, 5 ; Krueger 1980, 289) also confirm, that countries with a liberal external trade policy record higher growth rates than those in favour of protectionism. Emerging economies (the so called BRIICS countries ‒ Brasil, Russia, India, Indonesia, China, and South Africa) record higher growth rates in the last twenty years – after liberalising their markets. We analyse the European Union (EU) external trade policy measures, the role of national and subnational (state and non-state) actors, and the interconnectedness of the external trade policy and other national policies. The key actors in the formal process of creating EU external trade policy are: European Commission (Directorate General for Trade), Council of the EU (Trade Policy Committee – formerly 133 Committee ; Coreper, Foreign Affairs Council), European Parliament, non-state actors (associations, non-governmental organisations (NGOs)) as well as actors in the member states (state and non state actors: ministries, diplomatic network, business associations, chambers of commerce, NGOs, etc.). The priority of the EU external trade policy is multilateral trade – successful conclusion of the WTO Doha Development Agenda. In parallel, EU is negotiating preferential trade agreements with several countries and regions. One of the most important trade policy measures is also Market Access Partnership, where active involvement of member states and the business sector is expected. Globalisation has changed the patterns of global economic co-operation and global trade. External trade has become more complex (linked to the competition, energy, environment and sustainable development policies) and the number of actors (state and non-state) involved in the policy has increased significantly. The boundaries between external and internal policies disappear as well. We show the interactions between different actors, negotiating levels, and policies on the World Trade Organisation Doha Development Agenda case, where the positions of the negotiations have to be agreed on at different levels: national, bilateral, regional, and multilateral. External trade policy is an important part of the EU strategic documents (Global Europe: competing in the world, EU 2020), and therefore an important element of the competitiveness policy. The thesis also confirms that the role of economic diplomacy in trade issues has gained importance during the last twenty years. Saner and Yiu (2003) argue that the main function of the post-modern economic diplomacy is representation in the international organisations and influence on other countries' policies.
V uvodnem delu doktorske disertacije smo opredelili raziskovalni problem doktorske disertacije, in sicer proučevanje vpliva davčne kompleksnosti na davčno skladnost. Zapisali smo cilj, to je proučitev področja davčne skladnosti s posebnim poudarkom na stroških davčne skladnosti ter empirična preveritev lastnega modela merjenja makroekonomskih učinkov stroškov davčne skladnosti. Zastavili smo osnovno tezo doktorske disertacije, in sicer, ali zmanjšanje stroškov davčne skladnosti povzroča makroekonomske učinke ; v povezavi s tem smo zastavili deset hipotez. Uvodoma so predstavljeni še pričakovani izvirni znanstveni prispevki, uporabljene predpostavke in omejitve ter metode raziskovanja, uporabljene tako v teoretičnem kot empiričnem delu doktorske disertacije. V drugem poglavju smo zapisali teoretična izhodišča s področja davčne kompleksnosti v povezavi z davčno agresivnostjo in podali lastno opredelitev davčne kompleksnosti in davčne agresivnosti, pri čemer smo se oprli na znanstveno literaturo s tega področja. Predstavili smo vzroke in kazalnike davčne kompleksnosti ter podali izčrpen kvalitativni pregled dosedanjih raziskav o davčni kompleksnosti in davčni agresivnosti. V drugo poglavje doktorske disertacije smo vključili dve lastni empirični raziskavi, in sicer: raziskavo o spreminjanju davčnih predpisov primerjalno za Slovenijo, Avstrijo, Veliko Britanijo, Hrvaško, Bolgarijo, Madžarsko, Češko, Romunijo in Poljsko ; raziskavo cen revizijskih storitev za Slovenijo. Pomembna nova znanstvenoraziskovalna dognanja predstavljajo tudi nove spremenljivke davčne kompleksnosti, ki smo jih prepoznali za subjekte javnega interesa, katerih delnice kotirajo na organiziranem trgu. Tretje poglavje predstavljajo teoretična izhodišča s področja davčne skladnosti, kjer smo z uporabo znanstvene literature predstavili dosedanje teorije davčne skladnosti in vrste stroškov davčne skladnosti. Dodali smo lastno opredelitev davčne skladnosti. Podali smo izčrpen kvalitativen pregled raziskav davčne skladnosti ter raziskav o merjenju stroškov davčne skladnosti, ki so osnova za izvedbo naše glavne empirične raziskave. Pregled dosedanjih znanstvenih raziskav smo razdelili v tri skupine: raziskave o merjenju stroškov davčne skladnosti ; raziskave psiholoških stroškov, ki so posledica stresa in drugih dejavnikov pri doseganju davčne skladnosti ; raziskave stresa v računovodstvu. V tretje poglavje doktorske disertacije smo vključili lastno empirično raziskavo o organizacijskih in osebnostnih dejavnikih stresa ter zdravstvenih težavah v povezavi s stresom, ki jih imajo davčni zavezanci pri doseganju davčne skladnosti. V okviru istega poglavja smo predstavili makroekonomske učinke davčne (ne)skladnosti. V četrtem poglavju smo predstavili obstoječe modele merjenja stroškov davčne skladnosti in njihovo uporabno vrednost ter predstavili lasten predlog merjenja makroekonomskih učinkov stroškov davčne skladnosti. Peto poglavje predstavlja predstavitev inštrumentov za povečanje davčne skladnosti, kjer navajamo: predpise in orodja Evropske komisije za povečanje davčne skladnosti ; druge mednarodne predpise in orodja za povečanje davčne skladnosti ; sistem ocenjevanja davčnega sistema, kaznovanje davčnih prekrškov kot inštrument za povečanje davčne skladnosti, upravljanje s tveganji davčne skladnosti in ostale inštrumente za povečanje davčne skladnosti. V peto poglavje doktorske disertacije smo vključili lastno empirično raziskavo o vrednotenju zakonodaje. V okviru istega poglavja smo predstavili še značilnosti Indeksa spoštovanja pravne države, ki se v Svetu že uporablja, ter lasten koeficient spreminjanja davčnih predpisov kot novo znanstvenoraziskovalno dognanje. Teoretičnemu delu sledi v šestem poglavju empirični del, v katerem smo predstavili raziskovalno delo. Uvodoma smo v šestem poglavju predstavili cilje raziskave, hipoteze doktorske disertacije, potek raziskave in uporabljene raziskovalne metode ter opredelili temeljne konstrukte znanstvene raziskave. ; In the introductory part we defined the research problem of the doctoral dissertation, namely, the study of the impact of Tax Complexity on Tax Compliance. We have recorded the objective, namely, the study of the field of Tax Compliance, with a special emphasis on the Costs of Tax Compliance and empirical verification of our own Model For Measuring The Macroeconomic Effects Of Tax Compliance Costs. We have established the basic thesis of the doctoral dissertation, namely, whether the reduction of the Costs of Tax Compliance causes macroeconomic effects ; In this connection, we have raised ten hypotheses. The introduction of the original scientific contributions, the assumptions and limitations were used, and the methods of research are presented used in both the theoretical and the empirical parts of the doctoral dissertation. In the second Chapter, we wrote the theoretical background in the field of Tax Complexity in relation to Tax Aggression, and presented our own definition of Tax Complexity and Tax Aggressiveness, based on scientific literature in this field. We presented the causes and indicators of Tax Complexity, and provided an exhaustive qualitative overview of the previous studies on Tax Complexity and Tax Aggression. In the second chapter of the doctoral dissertation, we included two of our own empirical researches, namely: A study on changing tax regulations, comparable for Slovenia, Austria, Great Britain, Croatia, Bulgaria, Hungary, the Czech Republic, Romania and Poland ; a survey of the prices of audit services for Slovenia. Significant new scientific research findings also present new variables of Tax Complexity, which we have identified for Public Interest Entities whose shares are listed on the organized market. The third Chapter presents the theoretical background in the area of Tax Compliance, where, using scientific literature, we presented the current Tax Compliance Theory and the types of Tax Compliance Costs. We have added our own definition of Tax Compliance. We have provided a comprehensive qualitative overview of research on Tax Compliance and research on the measurement of Tax Compliance Costs, which are the basis for conducting our main empirical research. An overview of the current scientific research has been divided into three groups: Surveys on measuring the Costs of Tax Compliance ; investigation of Psychological Costs arising from Stress and other factors in achieving Tax Compliance ; stress research in accounting. In the third chapter of the doctoral dissertation, we included our own empirical research on organizational and personality factors of stress, and health problems related to the stress that taxpayers have in achieving Tax Compliance. Within the same chapter, we presented the macroeconomic effects of Tax (non)compliance. In the fourth Chapter, we presented the existing models for measuring the Costs of Tax Compliance and their useful value, and presented our own proposal for measuring the Macroeconomic Effects of Tax Compliance Costs. Chapter 5 presents a presentation of Instruments to increase Tax Compliance, stating: European Commission Regulations and Tools to increase Tax Compliance ; other international rules and tools to increase Tax Compliance ; the system of assessing the tax system, penalizing tax offenses as an instrument for increasing Tax Compliance, managing the risks of Tax Compliance and other instruments for increasing Tax Compliance. In the fifth chapter of the doctoral dissertation, we included our own empirical research on the evaluation of legislation. In the same chapter, we also presented the characteristics of the Rule of Law Index already in use in the Council, as well as our own coefficient of changing tax regulations as a new scientific and research knowledge. The theoretical part of the trace in the sixth Chapter is the empirical part, in which we presented the research work.
