From a conceptual-theoretical as well as political perspective, this essay examines the interrelationships between the identity and foreign policy dimensions of Turkey's Kurdish question and makes policy recommendations. Recent domestic and regional developments present both opportunities and great risks for Turkey's social, political and territorial cohesion, peace and stability. In order to utilize the opportunities, Turkey needs to simultaneously achieve two goals. Domestically, it needs to successfully continue its present peace process and achieve genuine democratization. This process should culminate in a state of affairs whereby the complex social and political questions underlying the Kurdish question can be processed through the mechanisms of normal democratic politics and with the participation of legitimate Kurdish political actors. One crucial and insufficiently understood challenge the Turkish state and society have to manage during the peace process is the challenge of how to addressing the identity question, which is the formative basis of Turkey's Kurdish question. This question consists of two separate but interrelated needs. The first is to address the Kurdish need and demands for 'cultural-national' recognition. The second is to address the need for a common national identity encompassing all ethnic-cultural groups, and to acknowledge that many Turks identify with Turkishness as such a common identity, which, they feel, should shape the state's identity. These two challenges can only be met by introducing new and flexible categorizations to which people can feel belonging under different names. In foreign policy, Turkey should consolidate its improved relations with regional Kurds based on interdependence and its redline should be the emergence of a hostile Kurdish statehood in the region, not Kurdish self-rule per se. This, however, should be done without alienating Arabs by defending any particular status for Iraqi or Syrian Kurds. If Turkey fails in these endeavors, however, major destabilizing developments can occur whereby the identity and belonging perceptions of many Kurds as well as Turks can experience significant shifts.

Sovyet Sosyalist Cumhuriyetler Birliği'nin 1989 yılında Afganistan'dan çekilmesinin ardından farklı etnik grupların iktidar mücadelesi başlamıştır. Bu mücadeleden sonuç alınamaması üzerine patlak veren iç savaş ve Taliban'ın 1996 yılında Afganistan'ın yaklaşık yüzde 90'ı üzerinde hakimiyet kurmasına kadar devam etmiştir. Ancak bu durum kurumsallaşmış devlet yapısının tam anlamıyla yok olmasına sebebiyet vermiştir. Taliban'ın iktidarda olduğu süreçte ise ülkede modern devlet yapısının varlığından bahsetmek mümkün değildir. Amerika Birleşik Devletleri'nin 2001 yılında Afganistan'a yaptığı askeri müdahalesiyle birlikte, ülkede Sovyet Sosyalist Cumhuriyetler Birliği'nin işgalinden beri süren istikrarsızlığı daha da derinleştirmiştir. Bu çalışmada; Afganistan'da devam eden istikrarsızlık, güven açığı, Amerika Birleşik Devletleri'nin bölgeye müdahalesi ve etkilerinin analizi yapılmıştır. Afganistan'da yıllardan beri süren istikrarsızlığın derinleşmesine sebebiyet veren faktörlerin neler olduğu sorusunun cevabı aranmaktadır. Afganistan'daki etnik çatışmalar ülkede var olan istikrarsızlığın temelini oluşturuyor. Ülkede Sovyetler'in işgali sonrası başlayan etnik çatışmalar büyük kutuplaşmalara yol açmıştır. Kutuplaşmalar egemen güçlerin müdahale edebilmeleri için bir fırsat olarak değerlendiriliyor. Ayrıca etnik çatışmalar ülkede güçlü bir merkezi devletin egemenolması yönünde ciddi engellere yol açmıştır. Bu nedenle Afganistan'da yolsuzluk veuyuşturucu ticareti yapan örgütlerin güçlenmesi de istikrarı olumsuz etkilemektedir. Afganistan ile Pakistan arasındaki var olan sınır sorunu da Afganistan'daki merkezi etnik grubun, sınır ötesindeki kabileleri kendi soydaşları olarak gördüklerinden dolayı sınır hattında anlaşmazlıklar yaşanıyor. Bu anlaşmazlıklar ülkedeki mevcut sorunu daha da derinleştirmektedir. Geliştirilen argümanlara göre Afganistan'da Federal devlet sisteminin uygulanması, Çokkültürcülük izlenimine giden yolların serbest olması, Pakistan ile sınır sorunun BM ve/veya İslam İşbirliği Teşkilatı gözetiminde çözülmesi ve yabancı aktörlerin ülkeyi terk etmeleri, istikrarsızlığı aşmanın yollarıdır ; A period of power struggles started among various ethnic groups following the withdrawal of the Soviet Union from Afghanistan in 1989. With no gains these power struggles, an internal conflict erupted in the country and continued until the Taliban took control over almost 90 percent of Afghanistan in 1996. However, it led to the total destruction of the institutionalized state structure, and it is impossible to talk about any modern state structure under Taliban control. The instability in the country since the Soviet invasion went even deeper after the United States invaded Afghanistan in 2001, which occurred after the September 11 attacks. This paper analyzes the ongoing instability in Afghanistan, the issue of "credibility gap," as well as the US invasion, its causes and consequences. It searches for an answer to what factors are behind the deepening of the instability in Afghanistan for many years. The ethnic conflicts in the country underlie the ongoing instability. The conflicts thatstarted after the Soviet invasion have led to polarization, which is regarded as an opportunity for the world powers to intervene in a country. Moreover, such ethnic conflicts have been great obstacles to a central government. Other reasons behind the instability include the growing strength of illegal and corrupt organizations that are involved in drug trafficking. The border dispute between Afghanistan and Pakistan also creates problems as the main ethnic groups in Afghanistan accept the tribes living on the other side of the border as belonging to the same kin. All such disputes make the already-existing problems even deeper. Arguments in the field suggest that instability in the country should be overcome with a practice of a federal state system in Afghanistan and by opening the way to multiculturalism, the withdrawal of foreign actors from the country, and finding a solution to the border dispute with Pakistanunder the supervision of the UN or the Organization of Islamic Cooperation.

Bu çalışmada Dayton Barış Anlaşması sonrası, AB'nin bölgede Avrupalılaşma sürecini gerçekleştirerek, sürdürülebilir bir barış inşa etme çalışmalarını, Sosyal İnşacılık perspektifinden incelenmek suretiyle, AB'nin bu süreçteki çabalarının bir değerlendirmesini sunacağız. --- Following the end of the Cold War, the ethnic conflicts in Yugoslavia became one of the most bloody civil wars in the history, causing a serious 'identity problem' in Bosnia and Herzegovina. Dayton Peace Accord which was signed in 1995 with the aim of ensuring peace in Bosnia and Herzegovina, established a new system in the region by identifying three main enthnic groups (Serbs, Croats and Bosnian Muslims) as the constituent element of the state. With the perspective of social constructivism, an evaluation of the EU's efforts in this process, will be presented by examining the EU's Europeanization process in the region during the peacebuilding period in Bosnia and Herzegovina.

Güney Kafkasya (Transkafkasya) bölgesi Sovyetler Birliği'nin dağılmasıyla birlikte sürekli sorunların yaşandığı bir bölge olmuştur. Kafkasya bölgesinde yer alan Gürcistan'ın coğrafi konumu, Azerbaycan'ın ekonomik potansiyeli, doğal zenginlikleri sebebiyle önem arz etmektedir. 1991'de Güney Osetya bölgesinde başlayan etnik çatışmalar 1993 yılında Rusya'nın arabulucuğuyla taraflar arasında bir ateşkese dönüşmüştür. Fakat ateşkes ile istenilen barış ortamı sağlanamamış ve çatışmalar son bulmamıştır. Gürcistan'ın anayasal düzeni sağlamak için 2008 yılında Güney Osetya'ya başlattığı operasyon Gürcistan ile Rusya arasında savaşa neden olmuştur. Bu savaş ile birlikte bir anlamda jeopolitik bir mücadele meydana gelmiştir. Sovyetler Birliği'nin dağılmasından sonra bu ülkeden ayrılan Türk Cumhuriyetleri'ne ilgisini arttıran Türkiye, Transkafkasya'yı ve Orta Asya'yı kapsayan geniş bir coğrafyaya açılım kapısı olarak değerlendirmiştir. Bu kapsamda Azerbaycan ile ilişkilerine önem vermiştir. Azerbaycan'dan gelen petrol ve doğalgaz rezervleri hem Türkiye'nin hem de AB'nin enerji ihtiyaçlarını karşılamada önemli rol oynamıştır. Rusya Federasyonu bölgede azalan etkinliğini yeniden elde etmeye çalışırken, Türkiye, Türk Cumhuriyetleri ve tarihsel bağları olan bölge devletleri ile ilişkilerini her alanda geliştirmeyi ve bu devletlerin RF'ye olan bağımlılıklarını ortadan kaldırmak istemektedir. Ayrıca Transkafkasya'ya bölgesel güçler dışında NATO, AB, ABD gibi küresel güçler de ilgi göstermiştir. ; The South Caucasus (Transcaucasia) region has become a region of constant problems with the dissolution of the Soviet Union. Geographical location of Georgia located in the Caucasus region is important due to Azerbaijan's economic potential and natural wealth. Ethnic conflicts in the South Ossetia region in 1991 turned into a ceasefire between the parties in 1993 with the mediation of Russia. However, the peace environment desired by the ceasefire could not be achieved and the conflicts did not end. The operation Georgia carried out in South Ossetia in 2008 to maintain constitutional order caused a war between Georgia and Russia. In a sense, a geopolitical struggle occurred with this war. After the Soviet Union collapsed leaving this country that increases the interest in the Turkish Republics and Turkey, Transcaucasia and Central Asia were evaluated as door openings, covering a wide geography. In this context, it attached importance to its relations with Azerbaijan. oil and natural gas reserves from Azerbaijan to Turkey have both played an important role in meeting the energy needs of the EU.Decreasing effectiveness of the Russian Federation recovering, Turkey, Turkish Republics and develop its own field of history of their relations with the state, which wants to remove their ties and dependence on RF these states. Moreover, besides regional powers, global powers such as NATO, EU, USA showed interest in Transcaucasia.

İçinde bulunulan yüzyılda dünya mercek altına alındığı takdirde, karşı karşıya kalınılan manzara pek de iç açıcı görünmemektedir. İç savaşlar, insan hakları ihlalleri, ulusal ve uluslararası güvenlik sorunları, etnik çatışmalar, doğal felaketler, küresel iklim değişiklikleri sonucu yaşanan problemler, açlık ve yoksulluk, terör, şiddet ve daha niceleriyle çevrelenen bir dünya kompozisyonu bulunmaktadır. Her birinin altında farklı nedenlerler veya birbiriyle iç ilişkili sorunlar kümesi olsa da küreselleşmenin sunduğu olumlu etkilerden biri olan bilgi teknolojilerinin gelişmesiyle, dünyanın herhangi bir yerinde meydana gelen olumsuz bir durum karşısında uluslararası toplum bu sorundan kısa sürede haberdar olmakta ve soruna karşı gerekli tepkiyi ortaya koyabilmektedir. Bu bağlamda da pek çok sorun uluslararası platformda ortak bir payda ekseninde ele alınmaktadır. Karşı karşıya kalınan sorunlar ekseninde altı çizilmesi gereken en önemli sorunlardan birisi de iç savaş olarak karşımıza çıkmaktadır. Bu noktada da niceliksel olarak artış gösteren iç savaşların mevcudiyeti, insani diplomasi kavramına alan açmaktadır. İnsani diplomasi denildiğinde de bu alanda çeşitli bölgelerde faaliyet gösteren fakat literatürde bu kavramla bağdaştırılarak analiz edilmeyen aynı zamanda da özellikle Türkiye'deki faaliyet alanının sınırlı olması ekseninde yeterli düzeyde bilinmeyen Uluslararası Kızılhaç Komitesi, insani diplomasi alanındaki baş aktörlerden biri konumunda bulunmaktadır. Bu bağlamda çalışma çerçevesinde insani diplomasi kavramı, Uluslararası Kızılhaç Komitesi'nin deneyimleri ekseninde sorunsallaştırılacaktır. Nihai amaç ise insani diplomasi kavramı ve bu alanda önemli bir rol oynayan Uluslararası Kızılhaç Komitesi'nin görev ve misyonuna dair farkındalık ve bilinçlilik düzeyinin artmasını sağlamaktır. Nitekim dünyanın geniş bir kısmında devam etmekte olan çatışmalar ve her daim yeniden ortaya çıkabilecek çatışma tehdidi, karşı karşıya kalınılan temel realiteyi yansıtmaktadır. ; If the world put under the scope in the current century, there is the underwhelming scene. There is a world composition that is surrounded by civil wars, human rights abuses, national and international security problems, ethnic conflicts, natural disasters, problems regard to global climate cahanges, starvation and poverty, terror, violence and many more. Although there are different reasons or interrelated problem clusters under the each of them, international community is aware of these problems that occur anywhere in the world and gives reaction to them in a short time with the progress of information technologies that are one of the positive impacts of globalization. In this context, many problems are addressed by international platform with in the scope of common ground. In the axis of living problems one of the most important problems that must be underlined is civil war. In this point, the presence of civil wars that is showing an increase quantitatively open space to the concept of humanitarian diplomacy. When it called humanitarian diplomacy, International Committee of Red Cross is one of the main actors in this field. Although it is active in regard to humanitarian diplomacy, in literature its humanitarian diplomacy isn't analyzed. Also, it is well known because of being limited its area of activity especially in Turkey. In this context, the concept of humanitarian diplomacy will be problematized with in the axis of the experiences of the Committee by this study. Also, ultimate purpose is to bring to light for the level of awareness and conciousness with regard to the concept of humanitarian diplomacy and the task and the mission of Committee, which plays an important role in this field. Hence, continued conflicts in the large of the world and conflict threat that can occur again at any time reflect main reality.

Sovyetler Birliği'nin çöküşünden sonra Avrupa Birliği (AB)'nin Doğu Avrupa politikasında köklü bir değişim yaşandı. Aslında bu ülkeler ne demokrasi ne de ekonomi yönünden tam üyeliğe uygun değildir. AB, Doğu ve Batı olarak ikiye ayırmaktadır. "Avrupa coğrafyasının bütününü kapsayan siyasi birlik oluşturulabilmesi için Batı Balkanların süratle AB standartlarına ulaştırılması ve tam üyeliğe alınmaları gerekmektedir. AB'nin bölgeye yönelik temel hedefleri arasında, etnik çatışmaların tekrar başlamaması için tedbir alınması, demokrasinin geliştirilmesi, insan hakları ve demokrasinin korunması, bölge ülkeleri ile Batı Avrupa arasındaki refah farkının kapatılması için pazar ekonomisinin kurulması ve istikrarlı ekonomik politikaların geliştirilmesi gibi hedefler yer almaktadır". Avrupa Birliği Batı Balkan ülkelerinde yaşanan gelişmeler karşısında Orta ve Doğu Avrupa ülkelerine uyguladığı etkin politikaların benzerini ilgili ülkeler için geliştirme konusunda yeterince tutarlı davranmamıştır. Avrupa Birliği gerek mali gerek teknik yardımlarla bölgesel işbirliği, demokratikleşme, sivil toplumun gelişimi ve devlet kurumlarının oluşmasında destek vermiştir. Batı Balkan ülkeleri ile 1999 yılında başlatılan İstikrar ve Ortaklık Süreci AB'nin Batı Balkan ülkelerine ilişkin politikalarının temelini oluşturmaktadır. Bu çalışma kapsamında Yugoslavya sonrasında ortaya çıkan Balkan ülkelerinin AB ile ilişkileri ve AB'nin Batı Balkan politikaları incelenmeye çalışılmıştır. ; The Breakup of Yugoslavia, end of the Cold War and deep changes which happened in the structure and functions of the International Relations influenced the main actors of the system. After the collapse of the USSR, fundamental changes took place in the policy of the European Union's Eastern European policy. In reality, these states are not eligible to the membership in the terms of not only democracy but also economy. European Union divides Balkans in two parts as East and West. In order to formulate political unity which would include whole European Geography, Western Balkans should meet the key EU membership criteria for accession and get full membership. The crucial objectives of European Union for the Region are to prevent breaking out of ethnic conflicts, development of democracy, protection of human rights and democracy, the establishment of Market Economy for eliminating diversity in welfare among western and regional countries. EU, response to the developments in the Western Balkans countries did not act consistently enough in order to implement such effective policies toward related countries which implemented in Central and Eastern countries. EU supports by the means of financial and technical assistance the regional cooperation, democracy, development of civil society and the formation of government institutions. Actualization of Stability and Association process in 1999 was the basis of the EU's policy for the Western Balkan Countries. In the scope of this work, it is tried to analyze the relationships among the EU and Balkan states which emerged after Yugoslavia and the EU's policies in the Western Balkans.

1980'li yılların sonuna doğru yaşanan gelişmeler, Sovyet Sosyalist Cumhuriyetler Birliği'nin dağılmasına ve birçok yeni devletin bağımsızlıklarını kazanmasını yol açmıştır. Bu devletlerden Azerbaycan, Kazakistan, Özbekistan, Türkmenistan ve Kırgızistan, Türkiye ile tarih, köken, dil ve din bakımından ortak noktalara sahiptir. Bağımsızlık sonrasında bölgede bir entegrasyona dair fikirler telaffuz edilmeye başlanmıştır. Birçok teorisyen, bölgede oluşan boşluk sonrasında dünya siyasetinde Avrasya'nın gelecekte üstleneceği role dair çıkarımlarda bulunmuşlardır. Tüm bu gelişmeler, Avrasya ve Orta Asya'da birçok uluslararası oluşumu da beraberinde getirmiştir. Bu, Avrupa Birliği'ne entegrasyon sürecinden geçen Türkiye için de bir fırsat olarak algılanarak, bağımsızlığını yeni kazanmış Türk Cumhuriyetleri ile ekonomik, siyasi ve kültürel ilişkilerini geliştirmesi beklenmiştir. Türkiye, rasyonel ilişkiler kurabilecek ve gerekli girişimleri yaparak bütünleşme senaryolarını lehine kullanabilecek midir? Diğer taraftan Rusya Federasyonu için, Avrasya bölgesinin ve Orta Asya devletlerinin doğal zenginliklerinden faydalanmak ve bu avantajı diğer küresel güçlere kaptırmamak önemli hedeflerden biridir. Kimilerine göre tek süper güç olarak nitelenen Amerika Birleşik Devletlerinin bölgedeki doğalgaz, petrol ve diğer enerji kaynaklarının kontrolüne yönelik politikalar izlemesi, olası Avrasya Birliği senaryolarını daha da zayıflatmaktadır. Bölge, zamanla küresel güçlerin üzerinde stratejik oyunlar oynadığı bir 'satranç tahtası'na dönüşmüştür. Avrasya ve özellikle Orta Asya'daki devletler arasındaki güvenlik sorunları ve etnik anlaşmazlıklar da göz önünde bulundurulduğunda, olası bir bütünleşmenin gerçekleşmesi giderek daha da zorlaşmaktadır. Bütün bu olgular çerçevesinde bölgenin gelecekte nasıl şekilleneceği ile ilgili analizler önem arz etmektedir. ; The developments in international politics towards the end of 1980's, finally lead to the dissolution of the Union of Soviet Socialist Republics (USSR) in 1991 and as a consequence, new independent states have emerged in Eurasia. Among these states, Azerbaijan, Kazakhstan, Uzbekistan, Turkmenistan and Kyrgyzstan had common historical, ethnic, religious and linguistic ties with Turkey. After gaining independence, ideas on regional integration has been started to be discussed. Many doctrinaires developed arguments on the more effective role of Eurasia countries on regional and world politics and concluded that the authority gap would be filled by these states. These new political movements and existence of new states also lead to the foundation of new International Organizations in Eurasia and Central Asia. On the other hand, for Turkey who is on the way through the integration process to European Union, these developments have been considered as new opportunities. Based on the historical and geographical ties of Turkey with the region, the country was expected to develop economical, political and cultural relations with new independent Turkic republics. Could Turkey benefit from this new status, set up rational relations and take political actions for the realization of integration scenarios with these new states? On the other hand, it is crucial for Russian Federation to take advantage of the entire natural resources of Eurasian and Central Asian countries, and not to lose this favourable position against the other global powers. USA, who is considered as the only super power according to some perspectives, also adopts a policy for controlling all natural gas reserves, petroleum and energy sources in the region, and this policy is implicitly weakening the possible Eurasia Union scenarios. In the course of time, the region has become like a "chess board", on which the global powers play strategy games. Considering the security problems and the ethnic conflicts between the Eurasia states and especially the Central Asian states, it can be said that any possible integration in the region is becoming more difficult day by day. Therefore, the analyses regarding how the region will be reshaped have a great importance.

South Sudan's recently ended civil war began shortly after gaining independence in 2013. The conflict grew out of proportion and became disastrous for the world's youngest nation. In 2014 pressure amid sanctions from the international community forced rival parties into a productive process of a peace deal. However, there was little success as both the rebel militia and the government anticipated the downfall of each other. January 2015 indicated a positive move: the parties agreed to a cease-fire and peace talks were outlined. Mediators and other neutral parties, on the other hand, must take advantage of the situation to ensure stability. Another year of war will undoubtedly lead to a division, which will ultimately endanger South Sudan's sovereignty. This article describes the causes of ethnic struggles, military operations, the consequences of war, the role of external forces, and how to reach peaceful solutions.

"Savr Devrimi" olarak adlandırılan 1978 hükümet darbesinin Sovyet yanlısı yönetimine karşı başlayan münferit ve örgütsüz ayaklanmalar Sovyet Ordusu'nun Afganistan'a girmesiyle üçüncü tarafların desteklediği geniş kapsamlı bir direniş mücadelesine dönüşmüştür. Krizin asıl aktörleri Sovyetler Birliği ve Marksist Afgan Hükümeti ile bunların karşısındaki direnişçilerdir. Afganistan topraklarındaki direniş grupları, Pakistan ya da İran'da yerleşik dinî nitelikli siyasi partilerin şemsiyesi altında faaliyet gösterirlerken aynı zamanda ABD, Pakistan ve Suudi Arabistan gibi ülkelerden finansal yardım ve silah desteği alıyorlardı. Bu siyasi partiler söylemlerinde yoğun olarak İslami temaları kullanmalarına rağmen aslında etnik temel ve arka planda oluşmuşlardı. Genel olarak Afganistan'daki halkın bir kısmı etnik yakınlık duydukları siyasi partilerin himayesindeki direnişçi gruplara katılmışlar, bazıları ise Sovyet yanlısı hükümet tarafında olmayı tercih etmişlerdir. Çoğunlukla Kuzey Afganistan'da yerleşik Türkler de diğer etnik gruplarda olduğu gibi aynı yolu izlemişler, Kâbil hükümetini desteklemeyi ya da Sovyet askerî güçlerine karşı koymayı seçmişlerdir. Afganistan harekâtına katılan Türk kökenli Sovyet vatandaşları da göz önüne alındığında bu coğrafyadaki Türklerin silahlı çatışmanın farklı taraflarında savaşmak zorunda kaldığı olgusu ile karşılaşılır. Bu çalışmada, Sovyet işgali ve sonrasındaki yakın dönemde Afganistan'daki ve Sovyet ordusunda görev alan Türklerin durumu ve faaliyetleri öne çıkan Türk kökenli şahsiyetler çerçevesinde incelenmiştir. ; Soviet invasion of Afghanistan which lasted between the years 1979 and 1989 sparked off the last principal armed conflict of the Cold War. The seperate and unorganized uprisings against the pro-Soviet government of the 1978 coup d'etat, namely "Saur Revolution", had transformed to be far-reaching resistance with the help of third parties wherafter the Soviet invasion took place. The primary actors of the crisis were the Soviet Union, Marxist Afghan government and the per contra insurgents. While the resistance groups in Afghan territory were operating under the umbrella of religious political parties, stationed in Pakistan or Iran, they were also enjoying financial aid and arms supply, procured by the countries like the US, Pakistan and Saudi Arabia. Although these political parties were extremely making use of the islamic themes in their discourses they had actually been shaped on ethnic basis and background. In the general sense, part of Afghan people partook in the resistance groups under the auspices of a political party with affiliation motives and some other preferred to be on the side of pro-soviet government. The Turks, mostly resident in Northern Afghanistan followed the same course as is the case with the other ethnic groups and they either chose the option to support Kabul government or to resist the Soviet military forces. Taking into account the Soviet citizens of Turkic origin who participated in the military expedition in Afghanistan, it is deducible to say that Turks in this geography had to fight on different sides of the armed conflict. In this paper, the situation and activities of Turks in Afghanistan and the ones who partook in the armed conflict as soviet soldiers are examined during the Soviet invasion and soon after within the scope of prominent personalities of Turkic origin.
