Even today, before its effective European integration, Romania still witnesses strong diversity refusal at the general public level. This research paper deals with the Romanian majority representations of two of the most visible ethnic minorities in Romania -Hungarians and Gypsies- and pays attention to significant attitudes of discrimination and intolerance. Moreover, it examines some of the most important factors for ethnic tolerance. The social capital theory sets that participation in secondary organizations is a certain source for civic values, social trust and positive norms of reciprocity, commitment, honesty, tolerance and mutual respect. But in Romania the effects of participation are weaker than expected in this respect. The most important factors for tolerance are ethnic contact and -especially for the Gypsies- the spread of ethnic prejudices. Even education appears less important, a possible solution for the future development of ethnic tolerance is multicultural education, which offers the chance of a contact between still separated ethnic cultures in Romania.

In the early 1990s, Cameroon - like other sub-Saharan African countries - opened up to democratisation. In addition to the formation of some one hundred political parties, associations based on ethnic or regional identity mushroomed. Generally speaking, the elite & politicians peacefully mobilise parochial solidarities with the aim of maintaining their positions in the state, or of entering the state apparatus through ethnic votes - this is why the size of ethnic groups are an important factor in the rivalries between politicians. However, in Logone & Chari districts, situated in the border area between Cameroon, Nigeria, & Chad, the rivalry opposing the Kotoko to Shoa Arabs manifested itself in the form of interethnic violence. Demography played an important role in these conflicts, as it permitted Shoa Arabs to reverse the political majority. The Kotoko were the first inhabitants of the region, & had hitherto controlled traditional as well as modern power structures. In respect of the controversy over the population sizes of the two communities, this paper goes back in history to examine the role of epidemics & immigration in the numerical relationship between the two peoples. The manipulation of censuses, the relativity of ethnic differences, & new dimensions in the politics of ethnicity in North Cameroon are also considered.

Anatoly Khazanov, The ethnic situation in the Soviet Union as reflected in Soviet anthropology.
The main aim of this paper is to demoastrate that despite the fact that in the Soviet Union anthropology is claimed to be the science of ethnicity, and that Soviet anthropologists have paid particular attention to ethnic studies, they have failed to describe and to adequately estimate modem ethnic developments in the USSR. Instead, they preferred, or simply had to provide "scientific" arguments in support of the Party line. Only on rare occasions and in a semi-Aesopian language few of them pointed out the facts that in specific cases might be considered as contradicting official claims.
Even now, in the period of glasnosť, the ethnic situation in the Soviet Union is much more boldly discussed by the public and by representatives of other disciplines than by a majority of Soviet anthropologists. A question may be asked, whether this fact is connected with the circumstances within Soviet anthropology itself which have led to a reluctance or resistance by some members of its establishment to admit old sins and new realities.

The education and housing of ethnic minorities in the United States.

Busing was proposed as a solution to the existence of segregated schools in the United States. The goal was to eliminate the difference between black and white schools by having children attend public-schools nearest to where they lived in order to overcorne the demeaning distinction of race in law and assist the segregating schools to improve their program.
The solution was apparently simple, but it did not happen because of political resistance.
The problem of school integration by way of residential integration seems as difficult to realize as busing.

Nora Dudwick, Le cas des Albaniens du Caucase : ethnohisioire et politique ethnique.
L'ethnogénèse des peuples soviétiques est un sujet qui est loin de revêtir en Union Soviétique un intérêt purement académique. Depuis vingt ans, les chercheurs azerbaïdjanais ont publié une série d'études ethnohistoriques sur la région du Nagorno-Karabagh, objet du litige actuel. Elles concluent que les Arméniens du Karabagh sont les descendants arméniés et christianisés des Albaniens du Caucase, et que par conséquent ils constituent essentiellement le même peuple que les Azéris, revendiqués comme les descendants turcisés et islamisés des Albaniens du Caucase. Les chercheurs arméniens ont contesté ce qu'ils considèrent comme l'appropriation de l'histoire et de la culture arméniennes. Les chercheurs arméniens et azerbaïdjanais utilisent donc ces études pour tenter de légitimer les prétentions de leurs républiques au Karabagh. Le présent article examine le débat académique qui tourne autour des relations ethnohistoriques entre les Arméniens du Karabagh et les Albaniens du Caucase, ce qui illustre le rôle important qu'occupent l'anthropologie et l'histoire dans la présentation et dans la défense des aspirations et des intérêts locaux en Union Soviétique.

Om swasty-Alaikum… Interpréter l'humour religio-ethnique sur la scène balinaise.
Cet article examine l'humour religio-ethnique sur l'île indonésienne de Bali, avec un accent particulier sur la transformation du théâtre improvisé en arène de commentaire social et politique. L'analyse est centrée sur le personnage d'un ' bouffon' musulman à bec-de-lièvre (bondrés), dont les bouffonneries se font l'écho et amplifient une gamme de susceptibilités comiques et chauvines très répandues dans la société balinaise actuelle. À première vue, le préjugé incarné dans ce personnage semble refléter les frustrations balinaises face aux difficultés économiques persistantes faisant suite aux attentats perpétrés dans des boîtes de nuit en 2002 et 2005. Comme l'a dit le religieux le plus célèbre de l'île, les Balinais ont été contraints de vendre leur terre pour acheter des brochettes, alors que les musulmans «de l'extérieur » vendent des brochettes pour acheter des terres balinaises. Si l'on ajoute à cela la place croissante de la piété islamique dans la vie publique indonésienne et les récentes attaques sur ce qui est perçu comme hétérodoxe (cf. Ahmadiyah), on pourrait penser que les Balinais hindous ont des raisons de s'inquiéter. Mais les musulmans «de l'extérieur » sont-ils réellement la cause des difficultés des Balinais ? Ou bien, est-ce qu'en prenant pour cibles «les nouveaux venus » dans l'île, les acteurs et leurs publics ne contribuent-ils pas à passer sous silence un certain nombre d'injustices plus difficiles à traiter ?

Restaurants als Spiegel ethnischer Identität : die türkischen Restaurants in London
Dieser Artikel geht davon aus, daß der öffentliche Raum ein Ort des Austausches von Ideen ist, und stellt das ethnische Restaurant als eine für jedermann offene Einrichtung vor, in der sich unterschiedliche Kulturen begegnen und Kulturgemeinschaften ihre Identitäten, ihre Allianzen und ihre eigenen Wertsysteme vorstellen. Hier wird eine Fallstudie der türkischen Kolonie von London vorgenommen : türkische Restaurants in den "Türkenvierteln" und in den nicht-türkischen Wohngebieten Londons werden miteinander verglichen, was die gegenwartige Verfaßtheit und die künftigen Entwicklungslinien der türkischen Identität begreifbar macht. Das kollektive Gedächtnis der türkischen Diaspora wird dem unter den Nicht-Türken verbreiteten Bild des "Türkentums" gegenübergestellt. Hierbei wird die Entscheidungsmöglichkeit der türkischen Gemeinschaft deutlich, in der Anpassung an ihr gesellschaftliches Umfeld ihre kulturelle Identität entweder zu verdrängen oder aber groß herauszustellen. eingehend untersucht, auf welche Weise sie von dem Streben des Einzelnen nach gesellschaftlicher Anerkennung zeugen und, in allgemeinerem Maßstab, von den Vorstellungen, die eine Immigrantengruppe von ihrer Eingliederung in eine Aufnahmegesellschaft hat.

Résumé L'histoire du fédéralisme en Afrique est une histoire d'ambivalence. Dans la course à l'indépendance, le fédéralisme fut une idée qui galvanisa de nombreux mouvements politiques qui, après le retrait des autorités coloniales, étaient apparus pour représenter les intérêts des groupes ethniques inquiets de leur statut politique dans l'Afrique postcoloniale. Cependant, ce fut également une idée ensuite rejetée par tous ceux qui exercèrent le pouvoir étatique, qui la jetèrent dans les poubelles de l'histoire. Les évolutions récentes indiquent l'idée fédérale, à qui l'on n'avait jamais laissé une chance de se développer et qui fut étranglée dès la naissance, revient aujourd'hui sur la scène constitutionnelle de plusieurs pays africains. Cet article étudie comment les fédérations africaines ont répondu à la diversité ethnique qui caractérise leurs sociétés. Il s'intéresse tout particulièrement à savoir comment la solution d'une autonomie territoriale, implicite dans ces fédérations, a aidé à gérer les défis de la diversité ethnique.
