Mit der politischen Ethnographie bezeichnen wir ein ethnographisches Forschungsprogramm, das wir im folgenden Beitrag konturieren.

Hausbesetzungen. Zur Ethnographie urbaner LebensformenSteiner WolfgangHausbesetzungen mit politischem Anspruch gibt es seit Beginn der 70er in vielen Staaten Europas. Die Motive beinhalten die Kritik an spekulativem Leerstand von Wohnraum und die Ökonomisierung immer mehr Lebensbereiche des Menschen. Ich konzentriere mich auf eine bestimmte Form der Besetzung, auf die innerstädtische Besetzung von leerstehenden Gebäuden zur Nutzung für kulturelle und soziale Projekte, verbunden mit der Schaffung von Wohnraum. Graz, Wien und Barcelona stellen dafür spannende urbane Forschungsfelder in Transformation dar.Hausbesetzungen sind ein größtenteils urbanes Phänomen. Immobilienspekulationen lassen benötigten Wohnraum lange Zeit leer stehen, obwohl viele Menschen obdachlos sind und es kulturellen und sozialen Einrichtungen an Raum und Geld fehlt. Die meisten HausbesetzerInnen haben aufgrund ihrer Erfahrungen eine grundlegende Kritik an Kapitalismus, Konsum, Parlamentarismus und Herrschaft entwickelt und suchen nach Wegen sich dem kapitalistischen System zu entziehen und Einfluss auf die Gesellschaft zu nehmen. Dahinter steht das Wissen um den sozialen Wert des Raumes. Die Lebenswelten der HausbesetzerInnen zeichnen sich durch eine Vielzahl an Freiheiten, Regeln, Verhaltensweisen und Kriterien aus, die von denen der normativen, öffentlichen Durchschnitts-Gesellschaft abweichen. Die Arbeit beinhaltet Überlegungen zum Immobilienmarkt, Subkulturtheorien und wissenschaftliche Theorien über Raum, Macht und Kapital, sowie ?Integration?, ?neue soziale Bewegungen? und ?Gegenkulturen?. Die Eigentumsgesetze von Österreich und Spanien und eine kurze Geschichte der HausbesetzerInnenbewegung in Europa liefern den Hintergrund für den empirischen Teil der Arbeit. Gespräche mit ehemaligen und jetzigen HausbesetzerInnen und eine Schilderung einer konkreten Hausbesetzung sollen den Lesern eine Möglichkeit geben, Einblick zu nehmen in den Alltag von AktivistInnen und besetzten Häusern. ; House occupations. The motives are a criticism of the speculative business with houses and flats and the capitalization of more and more areas of human life. I concentrate upon the urban occupation of empty buildings to the use for cultural and social projects, linked with the creation of living space. Graz, Vienna and Barcelona are exciting urbane research fields in transformation for my focus.House occupations are a mainly urbane phenomenon. Real estate speculations leave required living space long time blank, although many people are homeless and cultural and social facilities lack space and money. Most squatters have developed on account of her experiences a basic criticism of capitalism, consumption and the parliamentary system. They try to avoid the capitalistic system and seek to have influence on the society. Behind it there stands the knowledge about the social value of space. The social environments of the squatters distinguish themselves by a huge number of freedoms, rules, behaviour patterns and criterias which are different from those of the normative, public average society. The work contain considerations to the property market, subculture theories and scientific theories on space, power and capital, as well as ?integration?, ?new social movements? and "counter-cultures". The proprietary laws of Austria and Spain and a short history of the squatter's movement in Europe deliver the background for the empiric part of the work. There has traditionally been a special relationship between the state, its citizens and the territory it controls, often thought of as a form of contract binding the three together. Huge shifts have occurred in recent years, however. Increased international mobility means non-citizens are showing up, legitimately or illegitimately, in unprecedented numbers. Consequently, "the immigrant" has become a new political and administrative object for (Western) states. The states, in turn, are developing new systems for the greeting, evaluation, classification and ultimately either integration or deportation of the outsiders at the border. Criminological scholarship has in recent years brought renewed attention to the transformative impact of migration on issues of crime and justice. Generally speaking, the focus has been on the impact of migration on crime practices and crime rates. Researchers have particularly focused on immigrant gangs, various forms of migration-related crime and the deepening of urban marginality. While acknowledging the importance of these contributions, we want to argue that there is also a need to describe systematically the specific impact that migratory flows have had on the everyday life of people on "both sides" in the migration control system. Migration control is, as migration itself, an intrinsically transnational phenomenon and thus challenges traditionally national footing of state policies and state laws. It involves measures within and beyond national and European territories. These practices create novel spaces and notions of territoriality: 'in between spaces', borderlands or what Saskia Sassen has called 'third spaces'. Our objective is to examine the spaces where national systems of justice meet their limits. Diese Diplomarbeit untersucht ein Spannungsfeld der Urbananthropologie anhand des Grazer Stadtviertelfestes Lendwirbel. Die Beantwortung der Forschungsfrage Auf welche Weise wird die Krux zwischen Selbstbestimmung und Vereinnahmung gelöst? bringt unterschiedliche Strategien der AkteurInnen des Stadtfestivals ans Licht. Mit Hilfe jener Handlungs- und Denkweisen, die sie sich für eine gemeinsame und lustvolle Nutzung des öffentlichen Raumes angeeignet haben, wehren sie sich gegen eine Vereinnahmung durch die Stadtpolitik, die an marktwirtschaftlichen Kalkülen orientiert ist. Um den Zusammenhang von Machtverhältnissen und Subjektivität zu untersuchen, wird die Theorie der Gouvernementalität von Michel FOUCAULT als Analysewerkzeug verwendet. Diese kann ebenso auf den Stadtraum und dessen Kontroll- und Steuerungsmechanismen angewendet werden, um soziale Zusammenhänge erkennen zu können.Eine Vielzahl der LendwirblerInnen ist in Berufen der Kreativwirtschaft tätig. Sie werden als creative class bezeichnet. Sie sind darauf bedacht die hohen (sozialen, ökonomischen und kulturellen) Kapitalien, welche für ihre Tätigkeit in kreativen Bereichen unumgänglich sind, mit anderen StadtbewohnerInnen zu teilen. Its topic is the analysis of the urban festival Lendwirbel. The research question is ?How can the problem between self-determination and incorporation be solved?? It brings different strategies of the actors of the city festival to light. With that special way of thinking and acting, they found a common and pleasurable use of the public space. They defend it against an incorporation by the market-orientierted city policy. To investigate the relation between power and subjectivity, the theory of gouvernementality by Michel FOUCAULT is used as an analysis tool. This theory can also be used to study control mechanisms in public space and their affect on social relationships.A lot of actors from the Lendwirbel work in parts of the creative industries. Therefore they are called creative class. Their intention is to share their high (social, economic and cultural) ca-pital, which is essential in their fields of work, with other city dwellers. Thus the neoliberal requirements of adaptability, flexibility, mobility, self-improvement and mobilisation of capabilities can be faced more easily. They try to find solutions to social and political issues, which are then made public annually in early May at the Lendwirbel. Die Stärke eines ethnographischen Forschungsdesigns liegt darin, mit größtmöglicher Offenheit an das Feld heranzutreten und die Möglichkeit von diesem irritiert zu werden zuzulassen. Auf diese Weise können neue Impulse für die Theoriebildung entstehen, anstatt ,nur' bereits bestehende Theorien zu widerlegen oder zu bestätigen. Um den Herausforderungen der Erforschung eines normativ aufgeladenen Feldes zu begegnen, schlage ich vor, explizit sozialtheoretisch angeleitete ethnographische Forschung zu betreiben, wobei die Theorie selbst möglichst normativ enthaltsam gehalten wird. Damit wird ermöglicht, auch in Feldern, wie der neuen rechten Bewegung, empirisch deskriptiv zu arbeiten und das Risiko der impliziten Normativität zu minimieren. Dadurch kann die für die interpretative Sozialforschung notwendige Offenheit beibehalten werden und sowohl zu starke Vereinnahmung als auch zu große Distanzierung von der Sinnwelt des Feldes verhindert werden.

The later results from the 2010 meeting of the WG on Cultural Heritage and Property of the Société Internationale d'Ethnologie et Folklore. In particular, we have recourse to Lefebvre's (1991 [1974]) theorisation of space as a social product; to the understanding of heritage as a cultural practice (e.g. L. Smith, 2006) and as 'governmentality' (e.g. L. Smith, 2004 L. Silva, 2011); to Wolf's (1999) description of the modes through which power works on social relations; and to Hall's (2010) four key-questions in power structure research in the domains of tourism. Die Außengrenzen sind zu einem umkämpften Raum der EU-Politik zwischen Grenzkontrollen und Flüchtlingsrechten geworden. Silja Klepp stellt diese Aushandlungskämpfe in einer Ethnographie der Seegrenze dar. Forschungsreisen entlang der Küsten von Libyen, Italien und Malta verbinden sich zu einem einzigartig dichten Blick auf die Zwänge und Handlungslogiken der Akteure im Grenzraum. Auf der Spur der Flüchtlinge von Süden nach Norden werden die Lage der Migrantinnen in Libyen, die Grenzschutzagentur Frontex und die Verhältnisse auf See sowie schließlich Haftzentren und andere Grenzeinrichtungen in den Ankunftsorten Malta und Süditalien illustriert und auf die europäische Politik rückbezogen. Eine intensive Perspektive auf einen umstrittenen Teil der europäischen Außenpolitik.
Die Masterarbeit mit dem Titel "An den Grenzen der Hoffnung" basiert auf der Ethnographie eines Arbeitsmarktintegrationsprojektes für in der Steiermark lebende Roma und Romnija aus Rumänien, Bulgarien und der Slowakei. Im Rahmen einer sechsmonatigen Feldforschung wurde das Arbeitsmarktintegrationsprojekt begleitet und dessen Bedeutungsgewebe, im Sinne von Clifford Geertz, mithilfe verschiedener qualitativer Methoden, wie der teilnehmenden Beobachtung und dem Führen von Interviews erfasst und interpretiert. Ziel der Feldforschung war es, einen kulturanthropologischen Blick auf die Rolle dieses Projektes vor dem Hintergrund gegenwärtiger Transformationsprozesse zu richten, die Innensicht der verschiedenen handelnden AkteurInnen zu erhalten und mithilfe ethnographischer Methoden zu erfassen und auszuwerten. ^Das beforschte Projekt, das von einer NGO über einen Zeitraum von drei Jahren durchgeführt wird, baut auf drei zentralen Säulen auf: Arbeitsmarktintegration, Empowerment und Öffentlichkeits- und Bildungsarbeit. Das Ziel des Projektes ist es, über Beratungen, Deutsch- und Qualifizierungskurse sowie durch Vermittlung, die Chancen der ProjektteilnehmerInnen auf dem Österreichischen Arbeitsmarkt signifikant zu erhöhen. In der vorliegenden Masterarbeit werden die Möglichkeiten, aber auch Grenzen des Projektes aufgezeigt, die auf seine Einbindung in bestimmte staatliche, ideologische und institutionelle Strukturen zurückzuführen sind. Letztendlich führen diese Strukturen zu einer Institutionalisierung von Prekarität, der das Projekt entgegen zu wirken versucht, während es gleichzeitig innerhalb dieser Strukturen gefangen ist. ^Darüber hinaus wird das Projekt auch in Hinblick auf die Projektförmigkeit gegenwärtiger Sozialarbeit als Kennzeichen neoliberaler Arbeitsweisen analysiert. In der Gegenüberstellung der Perspektiven von MitarbeiterInnen und TeilnehmerInnen wurden die institutionellen, ideologischen und auch kulturellen Grenzen des im Projekt Erreichbaren ersichtlich. ; This Master Thesis, titled "At the borders of Hope", is an ethnography of a project aiming at the integration of Roma/Ronmnija of Romanian, Bulgarian and Slovakian nationalities, living in Styria, into the Austrian labor market. The project was researched through qualitative field methods such as participant observation and interviews, opening up various interwoven meanings, in terms of Clifford Geertz, for documentation and interpretation. The objective was to cast a cultural anthropologist glance at the project against the backdrop of processes of cultural transformation through field research, to grasp the internal view point of the actors involved and to analyze these using ethnographical methods. The researched project is carried out by a NGO in cooperation with other NGOs as well as Roma-self advocate organizations. It is planned for a runtime of three years and is built on three main pillars: Integration into the labor market, empowerment, public outreach and educational work. The main goal is to increase the job prospects of Roma/Romnija in the Austrian labor market through consultancy, language- and qualification courses and procurement. In this master thesis the possibilities and limits of the project, due to certain ideological, governmental and intuitional structures, are pointed out. The analysis shows how these structures finally lead to an institutionalization of precariousness which the project tries to counter while being caught within the limits of these very same structures. Furthermore the project is analyzed in regard to its function within neoliberal societal transformation. Les approches ethnographiques sont utiles pour la collecte d'un matériau qualitatif offrant une vision nuancée et réaliste des politiques publiques. Leur ambition ne doit cependant pas se limiter à compléter par des informations détaillées les approches macro-sociales ou institutionnelles. À partir d'une enquête sur le contrôle des assistés sociaux en France, on verra ainsi que le travail ethnographique de terrain, et en particulier l'observation directe, peuvent s'avérer propices au dévoilement de caractéristiques structurelles de l'intervention publique. En l'occurrence, la désobjectivation des catégories collectives construites à la faveur du développement de l'Etat social conduit notamment à des contrôles sans cesse plus étroits des assistés. Ces contrôles sont fondés sur des critères flous définis en pratique et en situation. La restitution de ces pratiques et situations grâce à l'enquête ethnographique est ainsi appelée par des évolutions d'ensemble. L'enquête ethnographique permet en retour l'examen critique de ces évolutions. Nos enquêtes sur les transformations du traitement des assistés sociaux illustrent ainsi ce qu'on se propose d'appeler une ethnographie critique de l'action publique.
Amputation of a limb and beginning to use a prosthetic (artificial) limb presents major physical, psychological and social challenges. Rehabilitation following limb loss involves a multidisciplinary team of health professionals and the challenges involved encompass regaining functional abilities and reintegration to work, family and social contexts and relationships. Qualitative research has played an important role in developing an appreciation of these processes and in recommending how health professionals can improve service provision. Although a range of qualitative approaches have been used in relation to limb loss and prosthesis use, ethnography has a unique methodological contribution to make in furthering an understanding of such issues and informing service provision. While ethnography may take different forms, it usually involves collecting data in natural settings (or, the field) using a combination of data collection strategies, such as observation and interviews, and embedding and interpreting results in the local and wider socio-political and cultural systems in which participants live and the research takes place. In this chapter, I review exemplar ethnographic studies of limb loss to highlight the value that such work offers for understanding rehabilitation, and how it can be improved, following amputation. This includes a study of limb loss following war, a military rehabilitation programme for wounded soldiers, and a civilian rehabilitation ward. The meanings and experience of limb loss and artificial limb use in particular social, cultural and rehabilitative contexts are therefore highlighted, as is the importance of gender, ethnicity, religion, economics and societal beliefs.
Das europäische Asyl- und Grenzregime steckt in einer tiefen systemischen Krise. Diese ist nicht nur im europapolitischen Sinne zu verstehen, sondern auch steuerungspolitisch: Die Instrumente der Migrationskontrolle und -regulation im Mittelmeer und im europäischen Binnenraum scheinen tatsächlich beinahe zum Erliegen gekommen sein. Die im Mai 2015 von der Kommission verabschiedete Europäische Migrationsagenda versucht umfassend auf die flüchtlingspolitische Krise zu antworten und ist eine Zusammenstellung von Maßnahmen, die zu einer kohärenteren europäischen Migrationspolitik beitragen sollen. Ausgehend von einer kritischen Evaluation der ›Europäischen Migrationsagenda‹ und der damit verbundenen Migrations- und Grenzforschung fokussiere ich in meiner Feldforschung zur griechischen Hotspots die Lokalisierung des neuen Dublin- Systems, da seine Effekte sich unmittelbar in aktuellen Grenzkonflikten und Grenzzonen niederschlagen. Grenznahe Hotspots folgen einem Konzept, demgemäß die Agenturen FRONTEX, EASO, EUROPOL und EUROJUST vor Ort an Brennpunkten der Außengrenze untereinander und als ›Migrationsmanagement-Unterstützerteams‹ mit lokalen und nationalen Behörden kollaborieren sollen in Italien und Griechenland. Während die externalisierte Grenzsicherung sowie die Kooperation mit Drittstaaten zu einer Entschleunigung und Verschlankung der Ströme der grenzüberschreitenden Mobilität führen sollen, folgt die Strategie der Hotspots der genau entgegengesetzten Bewegung: Die Konzentration unterschiedlicher Kräfte auf einen Punkt soll zu einer Beschleunigung der Verfahren bzw. zu einer schnelleren Sortierung der Ankommenden führen; damit soll erreicht werden, dass die Brennpunkte zu Drehscheiben werden, wo Asylanträge geprüft, Flüchtlinge auf andere EU-Länder verteilt, und Menschen ohne Asylgrund bzw. Flüchtende und MigrantInnen mit wenig bis keiner so genannten Bleibeperspektive zügig, konsequent und nahe an der territorialen Grenze abgewiesen und rückgeführt oder abgeschoben werden können. In meinem Vortrag werde ich mittels der Methode der ›ethnographischen Grenzregimeanalyse‹ die ersten Ergebnisse aus meiner Feldforschung zur Implementierung des Hotspots-Ansatzes auf Lesbos und Chios präsentieren.
