RESEARCH OBJECTIVE: The aim of this article is to explain why the European Union perceives globalisation as the challenge for its regional development and how this assumption influences on regional development management. THE RESEARCH PROBLEM AND METHODS: The research problem concerns the issue of globalisation as the process which is estimated by the EU as the opportunity and challenge for its regional development at the same time. As a result the EU develops multi-level political system in which, along sovereign states, there are transnational and subnational political actors which have been engaged in regional development management. The research methods used in the study consist of an institutional and legal analysis of the major policy documents, actors and regional development management instruments that they use. THE PROCESS OF ARGUMENTATION: The introduction presents the principal methodological assumptions concerning the analysed research area, the applied conceptual approach and the research methods. The main body of the article discusses why the European Union perceives globalisation as the challenge and opportunity for regions' competitiveness. RESEARCH RESULTS: The analysis shows that the scope of competences of the EU with regard to regional development management was laid out in the Treaty on the Functioning of the European Union; however, the globalisation affects the formulation of strategic directions of EU actions in this area and implementation of relevant interventions of the European Regional Development Fund and European Social Fund. CONCLUSIONS, INNOVATIONS AND RECOMMENDATIONS: In accordance to the European Commission globalisation creates conditions and challenges in the scope of regions' economic development. In order to prepare the regions for global competitiveness in the EU, authority is spread among different decision making and implementing levels which have the sources and knowledge required in the process of increasing regions' competitiveness. ; Celem artykułu jest ananliza wpływu procesów globalizacji na zarządzanie rozwojem regionalnym w Unii Europejskiej, w kontekście wzrostu konkurencyjności unijnych regionów w gospodarce globalnej. Problem badawczy odnosi się do określenia zakresu kompetencji odnoszących się do zarządzania rozwojem regionalnym implementowanych na rzecz poprawy ich pozycji konkurencyjnej w gospodarce globalnej. W tym kontekście omówiony został proces umacniania się wielopoziomowego charakteru systemu politycznego UE, w którym obok suwerennych państw, funkcjonują ponadnarodowi i subnarodowi aktorzy polityczni. Wykorzystane metody badawcze obejmują analizę instytucjonalno-prawną, odnoszącą się do głównych aktorów polityki oraz instrumentów zarządzania rozwojem regionalnym przez nich stosowanych, a także ustalenia zawarte w najnowszej literaturze przedmiotu. We wstępie przedstawione zostały jego główne założenia metodologiczne obejmujące analizowany obszar badawczy, wykorzystane podejście koncepcyjne i metody badawcze. W dalszej, zasadniczej części tekstu omówione zostały uwarunkowania kształtowania konkurencyjności regionów w gospodarce globalnej oraz wskazany zakres kompetencji i instrumenty stosowane przez UE na rzecz wzrostu konkurencyjności regionów, z odniesieniem do roli samych regionów w powyższym procesie. Wyniki analizy wskazują, że zakres kompetencji UE w obszarze zarządzania rozwojem regionalnym został określony w Traktacie o Funkcjonowaniu UE, natomiast presja globalnej konkurencyjności ma wpływ na formułowanie strategicznych kierunków działań UE w tym zakresie i podporządkowanie im interwencji Europejski Fundusz Rozowju Regionalnego i Europejski Fundusz Społeczny. Globalizacja kreuje uwarunkowania i wyzwania w zakresie rozwoju gospodarczego regionów. Efektem jej oddziaływania jest redefinicja roli poszczególnych aktorów politycznych w procesach zarządzania rozwojem.

Ich znaczenie dla dalszego rozwoju kontynentu europejskiego jest ogromne, szczególnie w aspekcie założeń Strategii Lizbońskiej, której głównym przesłaniem jest stworzenie w Europie najbardziej konkurencyjnej gospodarki na świecie. Stąd też zainteresowanie problematyką europejską w kontekście oddziaływania tego rynku na rozwój przedsiębiorczości i promowania jej wpływu na gospodarkę poszczególnych państw UE staje się przedmiotem rozważań i to zarówno w sferach akademickich, jak i biznesowych. Waga tego problemu pozwala sądzić, że stanowić on będzie inspirację do dyskursu naukowego w tej materii na wiele kolejnych lat. Zasadniczymi podmiotami Europejskiego Rynku, oprócz znaczącego potencjału konsumenckiego, są małe i średnie firmy, których rozwój w ostatnim okresie jest tak dynamiczny, że można mówić o ich dominującym wpływie na rozwój gospodarczy całej Unii Europejskiej. Stanowią one obecnie ponad 98% wszystkich przedsiębiorstw tego obszaru, w tym Polski, tworząc nowe miejsca pracy oraz generując znaczącą część Produktu Krajowego Brutto. Przewaga tego sektora nad firmami dużymi wynika z faktu ich niezwykłej elastyczności na rynku podmiotów gospodarczych. Stanowią one jednocześnie zalążek nowych projektów gospodarczych oraz źródło innowacyjności i przedsiębiorczości. Próbę dyskusji nad zarysowanymi powyżej zagadnieniami podjęto w niniejszej monografii, która jest owocem konferencji naukowej zorganizowanej przez Katedrę Integracji Europejskiej i Marketingu Międzynarodowego w maju 2006 roku na temat: ,,Polski sektor MŚP na Jednolitym Runku Europejskim". W niniejszym opracowaniu naukowym wykorzystano znaczącą część referatów, które były przedmiotem analizy dociekań naukowych w trakcie powyższej konferencji. Całość monografii stanowią dwa tomy, opublikowane pod wspólnym tytułem ,,Szanse rozwoju polskiego sektora MŚP na Jednolitym Rynku Europejskim". W pierwszej części tego opracowania zatytułowanej "Funkcjonowanie MŚP w warunkach Jednolitego Rynku Europejskiego" znalazły się zagadnienia dotyczące rozwoju sektora MŚP w Polsce w kontekście dwuletniego okresu członkostwa w warunkach Jednolitego Rynku Europejskiego. W tomie drugim zatytułowanym "Wspieranie rozwoju MŚP na Jednolitym Rynku Europejskim" przedstawiono wpływ integracji europejskiej na rozwój MŚP poprzez dostęp tego sektora do unijnych środków pomocowych, wpływu sektora publicznego i instytucji otoczenia biznesu oraz nowoczesnych systemów i strategii zarządzania na funkcjonowanie małych i średnich przedsiębiorstw na Jednolitym Rynku Europejskim. Układ dwutomowy tego opracowania stanowi zwartą merytorycznie całość. Pierwszy tom składa się z czterech rozdziałów. W rozdziale pierwszym analizowane są problemy rozwoju przedsiębiorczości w Polsce, jak również przeprowadzono porównanie warunków funkcjonowania MŚP w wybranych krajach Unii Europejskiej. Ponadto scharakteryzowane zostały czynniki warunkujące prowadzenie działalności na rynkach międzynarodowych. W rozdziale drugim określono wpływ zjawisk integracyjnych na podnoszenie konkurencyjności i innowacyjności sektora MŚP w warunkach Jednolitego Rynku Europejskiego. Rozdział trzeci obejmuje logistyczne aspekty zarządzania przedsiębiorstwem MŚP z uwzględnieniem kosztów logistycznych, usług transportowych oraz pozycji konkurencyjnej firmy w łańcuchu dostaw. Ostatni rozdział poświęcono zagadnieniom dotyczącym marketingu i jego roli w procesie kreowania relacji z klientem na Jednolitym Rynku Europejskim. Wyrażam nadzieję, że monografia ta, będąca efektem pracy wielu Autorów, przyczyni się do pogłębienia wiedzy z zakresu zasad funkcjonowania MŚP na Jednolitym Rynku Europejskim oraz stanie się przyczynkiem do dalszej analizy w tym zakresie i to zarówno wśród badaczy, jak i praktyków. Chciałbym również podkreślić, iż na wiele dylematów wyłaniających się w niniejszej pracy nie ma jednoznacznych odpowiedzi. Należy je traktować jako kwestie do dalszych rozważań i pogłębionych studiów wymagających bacznej obserwacji zjawisk i procesów rynkowych oraz sposobów ich rozwiązywania przez funkcjonujące na Jednolitym Rynku Europejskim małe i średnie przedsiębiorstwa. Oddając w Państwa ręce niniejszą publikację, mam nadzieję, iż spotka się ona z przychylnym odbiorem oraz konstruktywną krytyką zawartej w niej treści. ; European Union (EU) is the most important political and economic formation in Europe. The membership of Poland in it' s structures creates for our country the significant chances of development. They result with liberalization of international exchange as well as using by Poland in more and more wider range of four liberties functioning in the European Single Internal Market. Their role for the development of European continent is fundamental, particularly in the aspect of foundations the Lizbon Strategy which the main aspect is creating European economy the most competitive in the world. That' s why the European problems in the context of its influence (of this market) on development and promoting of enterprises (in the individual states of EU) become the subject of considerations academical and business spheres. Role of this problem permits to judge that this questions will be inspiring to scientific discussion for many next years. Small and medium enterprises are principle elements of the European Market. In the last period their development is so dynamie, that they have the predominant influence on economic development of the whole European Union. At present they make up over 98% all enterprises of this area creating the new places of work as well as generating significant part of GDP. Superiority of this sector comparing to large firms is their (SME) the unusual elasticity in the market. They make up simultaneously the ovule of new economic projects as well as source of innovation and enterprise. W orked out the present publication is the first volume of monograph. It is based on the materials sent by the scientists from Poland on the national conference organized by the Department of European lntegration and International Marketing of Technical University of Lodz in May of 2006. The main purpose of this conference (and the monograph) was: "Polish SME in the Single European Market". The whole monograph was published under common title: " The chances of development of Polish SME in the Single European Market". The first part of this book entitled "Functioning of the SME in conditions of Single European Market" is concentrated on the questions of the development of SME in Poland in context of our two-year period of membership in new econornic realities. The second part ("Supporting the development of SME in the Single European Market") presents the role of business institution in the development SME sector in Poland and describes the influence of local factors as well as sector public on functioning the SME in the Single European Market. There are given the financial aspects of development of enterprises and possibilities resulting from extemal sources (the structural funds) and the modem systems and strategies of management used in SME are presented, as well as the different technological innovations (electronic environment). Present, first volume consists of four chapters. In first chapter the problems of development of enterprise in Poland are analysed and there is the comparison of conditions of functioning SME in the chosen countries of European Union. In second chapter the influence of integration phenomena is qualified on increasing the competitiveness and innovation of the sector SME in conditions of Single European Market. Third Chapter concems the logistic aspects of management of SME enterprise concentrating on the chain of deliveries, the logistic costs, transport services as well as the position of competitive firm. The last chapter is relating to the marketing process and its role of creating relation between customer and firm in the Single European Market.
Iceland, despite being a relatively small geographic country, is trying to pursue an active and ambitious foreign policy in the Arctic region. This implies the need to develop a strategy that would realize Iceland's vital interests and at the same time ensure that the anticipated exploitation of the various Arctic resources does not adversely affect the security of the state. This paper presents an analysis of the concept of Iceland's Arctic policy and the ways in which it is implemented, with particular emphasis on the main challenges and problems that the state can play in building a stable position in the region. ; Islandia, pomimo, iż jest w wymiarze geograficznym stosunkowo mały państwem, to w regionie Arktyki stara się prowadzić aktywną i ambitną politykę zagraniczną. This means that the traditional communication areas which have so far lived in some functional monolingualism will find themselves located in a unique interrelation process. One of the goals mentioned in the European Council documents is to promote the unity among the European societies and, at the same time, to preserve the current cultural and linguistical diversity. In the present paper we analyse the reasons for which it is necessary to protect the linguistical diversity and outlight the need to protect the European regional languages. Trying to restrict the rights of Polish landowners to administer their landed properties after the fall of the January Uprising (1863), the tsarist authorities had to define "a person of Polish origin" and determine the features characteristic of such persons and distinguishing them from other landowners. Artykuł koncentruje się w ujęciu syntetycznym oraz problemowym na ukazaniu implikacji wzrostu międzynarodowej roli Niemiec dla współpracy z Rosją i Polską w dobie globalizacji oraz kryzysów UE. W pierwszej części przedstawia teoretyczne i praktyczne aspekty kształtowania koncepcji nowej roli międzynarodowej Niemiec, tzw. koncepcji współkształtowania (Gestaltungskonzept) polityki zagranicznej i bezpieczeństwa. Druga część podejmuje ogólną ocenę roli Niemiec w próbach rozwiązywania wybranych kryzysów UE – zadłużenia strefy euro od 2010 r., konfliktu rosyjsko-ukraińskioego od 2014 r. oraz masowego napływu nielegalnych migrantów do UE od przełomu sierpnia/września 2015 r. The first part of the paper showcases the theoretical and practical aspects of the concept formation of Germany's new international role, the so-called design concept (Gestaltungskonzept) of the foreign and security policies. The second part provides an overall assessment of Germany's role in the attempts to resolve chosen EU's crises – the European debt crisis of 2010, the Russian-Ukrainian conflict of 2014 as well as the large influx of illegal immigrants to the EU ever since the turn of August and September 2015. The third part concentrates on the analysis of the implications of the new role in the international arena assumed by Germany for the Polish and Russian cooperation. The conclusion of the paper is following: the growing international role of Germany in the second decade of the 21st century has had both positive and negative impact on the cooperation between Poland and Russia.
ill., 24 cm ; A cemetery of more than 100 barrows is located at Świelubie, near the 9th c. stronghold of Bardy lying south of Kołobrzeg in Western Pomerania. In six of the 36 graves that were explored, containing both male and female burials, the grave goods consisted of typically Scandinavian objects. For a long time the discovery posed a problem that was also political in its nature. Author revisits the Scandinavian finds from Świelubie and discusses their cultural attribution and chronology. A close study of the artifacts identified the burials as of Swedes with ties to the trade emporium of Birka on Mälaren lake in central Sweden; the dating of the finds points to the 2nd half of the 9th c. ; il., 24 cm ; W pobliżu dziewiątowiecznego grodu w Bardach, na południe od Kołobrzegu, na Pomorzu Zachodnim, w miejscowości Świelubie, znajduje się cmentarzysko składające się z ponad stu kurhanów, spośród których zbadano trzydzieści sześć. The presented text focuses on identifying the topics of the political dispute at the global level, the European Union and Poland, which relate to the mitigation of climate change. The background of the analysis is a synthetic presentation of the state of knowledge on climate change and examples of different views on this issue that reach the public in the open debate. We confronted arguments put forward by climate activists with views questioning the climate action. The analysis of arguments in the global debate shows that the differences mainly reflect the economic status of states, their energy mix, and technological advancement. The main lines of dispute in global negotiations are: which states should make more effort for greenhouse gas emission reductions, the responsibility of developed countries for historical emissions, and the principles of supporting developing countries, which are particularly vulnerable to climate change. The European Union wants to be a leader in reducing greenhouse gas emissions and achieving climate neutrality. However, there are differences in approach between the Member States, which reflect the importance of coal in the energy mix, the differences in the share of renewable energy, and the importance of nuclear energy. The main controversy is how to consider the different initial situations of countries when defining their reduction targets and how to support the energy transition. The dominant issue in the Polish debate is the necessary pace of the energy transformation, the possibility of bearing its costs, and their distribution among various social groups. This paper presents the social, economic, and political arguments at the global and local level that refer to the dilemmas of climate policy leading to the adjustment of the development policy towards energy-saving and low-emission, regardless of the importance assigned to emissions in combating climate change. ; Przedstawiony tekst koncentruje się na identyfikacji przedmiotów sporów politycznych na poziomie globalnym, Unii ...
ill., 24 cm ; The first stage of excavations at the Chotyniec hillfort in southeastern Poland (8 km from today's Polish-Ukrainian border), carried out in 2016–2019, has produced an assemblage of finds that link it to the forest-steppe variant of the Scythian Cultural Circle. A cult area (zolnik) was investigated, discovering fragments of Greek wine amphorae, an abundance of weapons and personal metal accessories of Scythian provenance. Settlements with similar assemblages of finds located around the hillfort have been identified as a micro-region of key importance for the interpretation of the cultural situation in the early Iron Age of a territory covering the regions of Volhynia and western Podolia – today in southeastern Poland and the adjoining areas of Ukraine. The article discusses the "eastern" groups: Lezhnica, Cherepin-Lagodiv and Western Podolian, in the context of the Chotyniec discoveries ; il., 24 cm ; W latach 2016–2019 przeprowadzono pierwszy etap wykopalisk na grodzisku w Chotyńcu (południowo-wschodnia Polska, 8 km od obecnej granicy polsko-ukraińskiej). Odkryte materiały pozwalają łączyć je z leśnostepowym wariantem scytyjskiego kręgu kulturowego. Na grodzisku zbadano zolnik, w warstwach którego znaleziono pokaźny zespół przedmiotów. Na plan pierwszy wysuwają się fragmenty greckich amfor na wino, liczne militaria i ozdoby metalowe o scytyjskiej proweniencji. W okolicy grodziska zidentyfikowano także osady z podobnymi przedmiotami. Można już mówić o całym mikroregionie – aglomeracji, której identyfikacja ma kluczowe znaczenie dla interpretacji sytuacji kulturowej we wczesnej epoce żelaza na obszarze południowo-wschodniej Polski oraz przyległych terenów Ukrainy – Wołynia i zachodniego Podola. They were prepared by the Polish Worker's Party organization in the Polish Geological Institute in Kraków, in 1948. There are: "Memorandum on the Polish Geological Institute" and letter to Central Committee of the Polish Worker's Party sent through the Urban Committee of the Polish Worker's Party in Kraków. These documents were found during organizing of the Stanisław Tyski materials and delivered to PGI-NRI Central Geological Archive by Professor Krzysztof Jaworowski. They constitute example of the harmful action on realization of the Institute's tasks and personal policy using brutal political pressure. The party members generally criticized situation in Institute. They also demanded removal of director and other persons from management and replaced them by the party members. Let's hope that such practices will never happen again.
The successes and failures of raw material policy.A b s t r a c t. The work on "National raw materials policy" as a separate Government document is carried out in order to achieve the economic effects of the exploitation of domestic mineral resources. Other countries adapt such policies to the general national policy. Its creators in those countries are independent scientific and business communities of national and global importance. An example of the creation of such a policy is Robert Friedland's geological exploration school in Canada. It is successful on both a national and global scale. Its essence is not a rigid document, but the mobilization of the most talented people in this sector, which are focused around a political scientist, who is familiar not only with the geology, but also has knowledge about people of this profession. Only this kind of policy could be comparably successful to the post-war "Polish geological school" that was organized on a basis of similar principles as that in Canada.
Od początków rządów D. Camerona w Wielkiej Brytanii (2010) pogłębił się eurosceptycyzm, który doprowadził do polaryzacji społeczeństwa, referendum i Brexitu. Niemcy opowiadały się za pozostaniem Zjednoczonego Królestwa w UE, ale po wynikach referendum zapowiedziały twarde negocjacje na warunkach UE. Jednocześnie uznały, że stwarza to dobre perspektywy do pogłębienia współpracy w gronie 27 pozostałych państw. Największe problemy w negocjacjach koncentrują się wokół rozliczeń finansowych Londynu z Brukselą (ok. 60 mld euro), statusu obywateli Unii Europejskiej, zatrudnionych i przebywających na terenie Zjednoczonego Królestwa oraz granicy pomiędzy Irlandią Północną i Republiką Irlandii. Trudne rokowania dotyczą również kształtu nowej umowy handlowej pomiędzy Unią Europejską i Wielką Brytanią. ; Since the beginning of David Cameron's rule in the United Kingdom (2010) Eurosceptic sentiments have intensified, leading to a split in society, a referendum and, finally, Brexit. Germany was for the UK remaining in the EU, but after the referendum Germany announced the EU would negotiate hard to have its conditions met. Germany decided that Brexit provided favorable prospects for enhancing cooperation among the remaining 27 states. The most difficult negotiating items concern financial settlements between London and Brussels (ca. EUR 60 billion), the status of EU citizens employed and residing in the territory of the UK, and the North Ireland-Irish Republic border. The negotiations of a new trade agreement between the EU and the UK are also difficult.
Audiatur et altera pars – on the issue of the execution of geological survey tasks.A b s t r a c t. The paper is part of a debate on the correctness and validity of the concept of creating the Polish Geological Agency.With a purpose to draw attention to the supranational perspective, it indicates the international and EU requirements set for the Polish geological survey. Next, it presents the functioning of the German geological survey as the respective body that in the Opinion of the Legislative Council of 26 January 2018 on the draft act on the Polish Geological Agency can be considered as an example of a modern and well-functioning geological survey. The research problem, which is the issue of the necessity to conduct institutional amendments in the subject area, is based on the following assumptions: 1) the role of geological surveys changes in response to current challenges faced by the national, organizational and global community; 2) legal and organizational tasks and forms of state geological surveys undergoing changes, which is a consequence of changes in the role of these surveys in the national, organizational and world communities.
