The report presents the results of macro-simulations of the consequences of different excise policy scenarios for 2018–2021 in two EAEU countries, Russia and Kazakhstan. Three scenarios are considered: (a) the low-taxation harmonization level and rate of growth proposed by the Eurasian Economic Commission; (b) the somewhat higher taxation harmonization option proposed by the Eurasian Economic Commission – here referred to as the "compromise" scenario; and (c) the high ("optimal") scenario of rapid excise growth, which is a scenario closest to the recommendations of the World Health Organization's Framework Convention on Tobacco Control (WHO FCTC) and the EU harmonization experience.

The paper appraises current progress in establishing the Customs Union and the Eurasian Economic Union (EAEU). Although the progress has slowed down after the initial rapid advancement, the Union is better viewed not as an exception from the general rules of regional economic integration but rather as one of the functioning customs unions with its successes and stumbling blocs. The paper reviews the state of Eurasian institutions, the establishment of the single market of goods and services, the situation with mutual trade and investment flows among the member states, the ongoing work on the liquidation/unification of non-tariff barriers, the problems of the efficient coordination of macroeconomic policies, progress towards establishing an EAEU network of free trade areas with partners around the world, the state of the common labor market, and the dynamics of public opinion on Eurasian integration in the five member states.

Currently, the member states of the Eurasian Economic Union are faced with the task of reaching sustainable development of agricultural production in order to provide the population with food in full. To solve this problem, priority areas and mechanisms for ensuring food security have been determined in each of the member countries of theUnion, assessment and monitoring systems based on a set of criteria and indicators are functioning. However, due to its complex nature, the problem of ensuring food security needs to be addressed not only in the national context through implementation of country programs, but also within the EAEU. The paper contains description of the major regulatory documents of the member states of the Eurasian Economic Union, determining strategic goals, criteria and mechanisms for ensuring food security, as well as regulating the issues of monitoring it at the national level. Analysis of ensuring food security in the member states of the Eurasian Economic Union for 2016-2018 is provided according to the criteria of sufficiency of production and average per capita consumption of food products, based on the standards established at the national level. Proposals are formulated for the development of interstate cooperation between the countries of the Eurasian Economic Union in the framework of Eurasian Economic Union's coordinated agricultural policy with the purpose of sustainable food supply. The results presented in the paper can be used for research and practical support of the activities of state administration bodies of the agro-industrial complex of the EAEU member countries, for development of the latest national program documents in the field of food security, as well as for preparation of other strategic documents in the field of social and economic development and AIC.

It can be assumed that international relations terminology has not mentioned enough about the significance of the Eurasian Economic Union in territorial as well as in economic terms during a period of growing geopolitical risks and high interdependence between the member countries and the rest. According to Kazakhstan's President Nursultan Nazarbayev, it is truly difficult for states to overcome economic, political and security issues and therefore, states need to act together against the problems in a globalizing world by establishing regional and international organisations. This article thus examines the Eurasian Economic Union integration proces, which is driven by political and economic factors that consolidate regional security and create an effective economic system, whether it in the long term will become successful or not. The author also analyses the Kazakh economic and strategic interests in the region as well as the motivation, power and influence of other members in deepening the cooperation with international arena and the limits in the economic-security integration.

Since its early days, the Republic of Kazakhstan has been participating in all forms of Eurasian integration, yet in the last decade its integration policy has undergone significant changes. This article examines the evolution of Kazakhstan's foreign policy with regard to Eurasian integration. To disclose the reasons for it, the present study uses the foreign policy model of a rising power within the framework of an international institution. The results of the analysis make it possible to say that since 2009 Kazakhstan has made a transition from the strategy of investing into the development of Eurasian integration institutions to a strategy of extorting (hold-up) political and economic concessions. This transition was driven by the change in the balance of external opportunities for Kazakhstan—from unfavorable at the beginning of the integration process to favorable after 2014.

The necessity to establish a consistent and sensibly planned industrial policy at the level of regional integration associations (RIAs) is justified in terms of the modern global structural changes as well as due to the growing number of protectionist measures applied by particular states and regional integration associations regarding the field of imported industrial goods (e.g., the EU carbon tax, trade wars, and restrictions due to economic sanctions). Despite the fact that both Russian and foreign literature pay full attention to the State industrial policy shaping and implementation issues, although, the conceptual theoretical grounds of the industrial policy shaping and implementation within RIAs are missing and are poorly researched. Based on the review of theoretical knowledges article proposes a conceptual approach to the RIAs industrial policy implementation in the context of the State industrial policy shaping. The article identifies features and restrictions hampering implementation process as well as determines proper conceptual definition of specific terms. For instance, the RIAs industrial policy consists of the complex of regulatory instruments at supranational level which have both stimulating and coordinating nature as well as national regulatory system with the aim of harmonizing the development of member countries' industrial capacities, with the involvement of supranational institutions. Also, it is to be noted that the main feature of the RIAs industrial policy is its coordinating and stimulating nature. Using the example of Eurasian Economic Union (hereinafter, the EAEU) the approach to its industrial policy development has been developed. Based on the analysis of particular macroeconomic indicators of the EAEU Member States, their industrial development priorities, comparison of those priorities with the global trends, the following EAEU industrial strategic priorities have been identified: assisting in promotion of commodities to foreign markets, encouraging innovation activities, increasing investment attractiveness, developing small- and medium-sized businesses, environment protection, and digital transformation. The general development trajectories of industrial development which has been highlighted in the article as well as the proposed coordinating and stimulating supranational regulation measures can be a solid fundament for achieving development objectives of the EAEU Member States and play a catalyst role in transforming their economies.

The phenomenon of contemporary migration is seen as a socio-economic and political phenomenon, with multinational and global in nature, contributing to the process of international division of labour complex structural changes and global transformation. Risks of migration processes in the framework of the Eurasian economic Union (EEU) are studied from the point of view of three of the participants: migrants, countries of disposal and countries of arrival. Exploring the process of a single labour market in the conditions of the Eurasian space within the EEU guaranteed by the EEU Treaty and representing the form and manner of integration of the Russian Federation, Belarus, Kazakhstan and Armenia. The question is raised about adequate migration policy, is necessary not only to minimize due to migration risks, but also to use the positive potential of migration for development of the Russian state. Analyzed the risk factors associated with the movement of the labour market. The question about the necessity of in-depth scientific analysis of the socio-cultural risks the formation of a single market labor EAEC, the development of rapid and long-term measures to prevent and neutralize internal and external threats.
