This article surveys and discusses the latest wave of mass protests in Ukraine, the Euromaydan. This study situates the Euromaydan within the history of the other protests in post-communist Ukraine and makes a comparison to the Orange Revolution (the Orange Revolution). The authors recognize the importance of international factors, but argue that Ukrainian domestic political factors contributed significantly not only to the emergence, but also to escalation of the latest conflict in Ukraine. This study tests a theory about the role of institutional factors versus the role of cultural-historic legacies in the process of mass protest formation and conflict development. We argue that institutional factors, such as: governmental policies; the composition of governmental, opposition, and civil society groups; corruption; and timing of legislative activity on most divisive issues in Ukraine have contributed to the conflict escalation in Ukraine.

Revolution of Dignity has caused ascension of civil society in Ukraine. During first years of post-revolutionary period civil organizations executed functions of the state which was extremely weakened under economic crisis and military intervention. But after the restoration of state institutions functioning, decline of civil activity has been revealed. Officials and politicians resort to pressure and discrimination against civic activists. Despite persecution of anti-corruption civic activists and increasing role of marginal organizations which are supported by the state, civil society develops and becomes more influential actor.After the Revolution of Dignity civic activity is aimed first of all at supporting the momentum of political reforms and the fight against corruption. This objective provokes lively interest from international partners of Ukraine, who consider success in the noted sphere as vital for the stability, democratization and economic development of the country. It is civic activity which plays a crucial role in overcoming corruption in Ukraine.Despite the formal support of the National Civil Society Development Strategy, the government has introduced new legislative measures that require anti-corruption organizations to provide additional information in their tax reporting. This may be seen as a mechanism for further pressure on civil society. Representatives of civil society are under pressure not only at the national, but regional level, and this creates additional risks. Despite the fact that the process of decentralization continues and decision-making powers are delegated to the local level, the capacity of local civil society remains rather small. There is a big gap between the potential of non-governmental organizations at the national and local levels. The small number of active civil society groups in the countryside and limited mechanisms for involving citizens into local governance leave open the question of the ability of civil society to be actively engaged in community development and control of power. ; Революція гідності спричинила піднесення громадянського суспільства в Україні. Перші роки постреволюційного періоду громадські організації виконували функції держави, яка була дуже послаблена через економічну кризу та військову інтервенцію Росії. Після того, як державні інститути змогли налагодити своє функціонування, простежується спад громадської активності. Чиновники та політики вдаються до тиску та дискримінації громадських активістів. Попри переслідування антикорупційних громадських активістів, зростаючу роль маргінальних організацій, підтримуваних державою, громадянське суспільство розвивається та стає все більш впливовішим гравцем.Громадянська активність після Революції гідності спрямована насамперед на підтримку імпульсу політичних реформ і боротьбу з корупцією, що викликає жвавий інтерес з боку міжнародних партнерів України, які вважають успіх у цій сфері життєво важливим для стабільності, демократизації та економічного розвитку країни. Саме громадянській активності відводиться на сьогодні вирішальна роль у подоланні корупції в Україні.Незважаючи на формальну підтримку Національної стратегії розвитку громадянського суспільства, уряд запровадив нові законодавчі заходи, які вимагають від антикорупційних організацій забезпечити додаткову інформацію у своїй податковій звітності. Це може розглядатися як механізм подальшого тиску на громадянське суспільство. Представники громадських організацій зазнають тиску не лише на національному, а й регіональному рівні, що створює додаткові ризики. Попри те, що процес децентралізації триває, а повноваження щодо прийняття рішень делегуються на місцевий рівень, потенціал місцевого громадянського суспільства залишається незначним. Простежується також великий розрив між потенціалом неурядових організацій на національному та місцевому рівнях. Мала кількість активних груп громадянського суспільства у сільській місцевості та обмежені механізми залучення громадян до місцевого врядування залишають відкритим питання щодо спроможності громадянського суспільства активно долучатися до розвитку громад та контролювати владу.

In Politology a revolution is defined as a radical change of socio-economic and and socio-political system, that takes place due to the radical methods during a certain period of time.
Just in our consciousness the experience of revolutions in the early XX century was replaced by the Ukrainian experience of shocks of XIX century, which on its scale also should be considered as a revolution. The events, which were happening to our society in 2004 and 2013 are still going on and they are of great importance for Ukraine and the Ukrainians.

As usual during reforms, first of all the reformers are trying to develop a reform strategy and to find the right financial and human resources. However, the social support for reforms and public confidence in reforms and reformers are equally important resources in carrying out reforms. Therefore, public trust is an equally important resource for reform, such as finance or staffing. Instead a lack of public confidence in reform processes can be an invisible barrier, an indicator of their effectiveness or inefficiency. Public trust is not an abstract concept. Public trust is a condition for the integration of society around a number of socially significant problems, the successful reformation of the country.The article analyzes public trust in Ukraine and outlines the consequences of its shortage in the processes of reforming society. For this purpose, the theoretical foundations of the phenomenon of public trust were defined, the notion of «institutionalized trust», «political alienation», «externalization of trust», «social capital» were distinguished; analyzed the state of institutionalized trust in Ukraine; the consequences of a deficit of institutionalized trust for the reform processes in Ukrainian society are analyzed. Such research makes it possible to understand the problems of the development of social capital in Ukraine and, in the light of this knowledge, to adjust the development of social development strategies, that is, the actual processes of reformation.Summing up, the author stated a significant deficit of institutional trust in Ukrainian society. It concerns both the basic organs of state power and the instruments of democracy. The deficit of institutionalized trust in Ukraine is converted into three phenomena: 1) political exclusion (citizens try to distance themselves from the state as much as possible); 2) in the radicalization of society; 3) externalization of trust (hence the popular opinion in the society about the expediency of «external management», faith in the «collective action», in the «collective Saakashvili»). Also, a lack of trust in society exacerbates radical sentiment and radical actions in society.It should be understood that Ukrainian society after EuroMaydan and Ukrainian society during the presidency of L. Kuchma, are qualitatively different societies. This confirms the dynamics of institutionalized trust. That is, EuroMaydan 2014 and Russian military aggression became a kind of «moment of great upheaval», which confirmed the demand for the revitalization of democratic institutions and elementary social justice. This means that in the near future one should expect the growth of civic activity and a surge in the demand for a radical change in the rules of the game - political institutions. The article is devoted to the definition of the format and scope of the "Ukrainian conflict". The paper emphasizes that the most accurate notion in relation to Ukrainian events 2014-2015 is the "conflict" and, therefore, it' possible participants are examined. The author concludes that the events of the "Maydan" were largely provoked from outside and their main goal was to create a precedent of the violation of the Constitution of Ukraine as a pretext for the beginning of the dissolution of the country. The failure of these plans transforms the conflict into an open one, making the Russian Federation and Ukraine its real subjects. The inability of Russia to hide its involvement in the conflict is due to factors such as: over-valuation of cultural conflict between East and West Ukraine, unreasonable reliance on the loyalty of the West European countries and underestimating of the degree of the development of Ukrainian society. The paper raises the question whether the "Ukrainian conflict" is the planned takeover attempt by Russia of the Ukrainian territory or is it only a precedent for global political transformations in the world. ; Статья посвящена определению формата и рамок "украинского конфликта". У статті здійснено аналіз подій, які відбулися в Україні в 2004 і 2013-2014 рр., у наступні роки, їх вплив на європейський і світовий порядок. Простежуються наслідки цих подій (анексія Росією Криму, організація конфліктів, відкрита війна Росії на Сході України, військовий конфлікт в Азовському морі) для світового інтеграційного процесу, а в зв'язку з цим актуальність дослідження кризи об'єднавчої ідеї Європи Жана Моне, необхідність її модернізації в нових умовах. Дії РФ грубо порушили міжнародне право і зруйнували світовий порядок, тим самим визначили іншу формулу взаємозв'язків і правил двосторонніх відносин між Україною і РФ, Україною і Заходом, в тому числі і з Республікою Казахстан, вплинули на світову інтеграцію. На прикладі створення незалежної Православної церкви України демонструється прихована агресивна сутність т.зв. «русского мира» і офіційної політики Кремля щодо захисту інтересів «істинних православних» на території України і ряду інших держав.Автор науково аргументує процес трансформації існуючих, прояву нових цінностей і стандартів у міждержавних відносинах, що складаються під впливом цих подій в Україні, на формування нового світового політичного та інтеграційного порядку. Геополітичний вибір народу України, що засвідчує зрілість громадянського суспільства і міцність держави, - в європейськості, однак Україна зіткнулася з новими величезними проблемами, перетворилася на вузол світових геополітичних протиріч, стала «яблуком розбрату», точкою злиття глобальних інтересів і, на жаль, саме в цій якості перемістилася в центр геополітики. Сьогодні немає готових рецептів і тим більше програми виходу з гібридної війни, в яку втягнуто Україну, а разом з нею і багато країн світу. Автор не претендує на повну відповідь на всі питання, однак робить спробу зазирнути у внутрішній світ українського суспільства і держави в останні два неповні десятиліття, розібратися в хронології і сутнісних проблемах їх розвитку, продемонструвати небезпеку переростання конфлікту в осередок світового дезінтеграційного процесу, початок нової масштабної війни і переформатування світового політичного порядку. The theme and the fact that 5 years ago the Ukrainian Crimea was occupied by Russia is marking 5 years since the beginning of hostilities in the Donbass, when Russia violated the territorial integrity and sovereignty of Ukraine, despising all international legal acts and rules of peaceful coexistence. ; У статті здійснено аналіз подій, які відбулися в Україні в 2004 і 2013-2014 рр., у наступні роки, їх вплив на європейський і світовий порядок. Простежуються наслідки цих подій (анексія Росією Криму, організація конфліктів, відкрита війна Росії на Сході України, військовий конфлікт в Азовському морі) для світового інтеграційного процесу, а в зв'язку з цим актуальність дослідження кризи об'єднавчої ідеї Європи Жана Моне, необхідність її модернізації в нових умовах. Дії РФ грубо порушили міжнародне право і зруйнували світовий порядок, тим самим визначили іншу формулу взаємозв'язків і правил двосторонніх відносин між Україною і РФ, Україною і Заходом, в тому числі і з Республікою Казахстан, вплинули на світову інтеграцію. На прикладі створення незалежної Православної церкви України демонструється прихована агресивна сутність т.зв. «русского мира» і офіційної політики Кремля щодо захисту інтересів «істинних православних» на території України і ряду інших держав.Автор науково аргументує процес трансформації існуючих, прояву нових цінностей і стандартів у міждержавних відносинах, що складаються під впливом цих подій в Україні, на формування нового світового політичного та інтеграційного порядку. Геополітичний вибір народу України, що засвідчує зрілість громадянського суспільства і міцність держави, - в європейськості, однак Україна зіткнулася з новими величезними проблемами, перетворилася на вузол світових геополітичних протиріч, стала «яблуком розбрату», точкою злиття глобальних інтересів і, на жаль, саме в цій якості перемістилася в центр геополітики. Сьогодні немає готових рецептів і тим більше програми виходу з гібридної війни, в яку втягнуто Україну, а разом з нею і багато країн світу. Автор не претендує на повну відповідь на всі питання, однак робить спробу зазирнути у внутрішній світ українського суспільства і держави в останні два неповні десятиліття, розібратися в хронології і сутнісних проблемах їх розвитку, продемонструвати небезпеку переростання конфлікту в осередок світового дезінтеграційного процесу, початок нової масштабної війни і переформатування світового політичного порядку. Актуалізується тема і тим, що 5 років тому Український Крим був окупований Росією, виповнюється 5 років з початку військових дій на Донбасі, коли РФ порушила територіальну цілісність і суверенітет України, зневаживши всі міжнародні правові акти та правила мирного співіснування.
