Cette année nous assistons à des nombreuses célébrations, dans le monde entier, à l'occasion du 30ème anniversaire de la Charte d'Ottawa. Nous avons connu des manifestations similaires respectivement cinq ans (par exemple [ , ]) et dix ans auparavant (par exemple [ , ]). La Charte demeure un texte visionnaire et une source d'inspiration, à l'héritage durable. Toutefois, elle n'a pas accompli toutes les promesses que sa vision globale laissait miroiter. En particulier, deux de ses domaines d'action se distinguent comme ayant échoué à apporter une preuve réelle de leur efficacité : l'appel à construire des politiques publiques saines et la nécessité de réorienter les services de santé pour la promotion de la santé. Le terme même d'« Etablir une Politique Publique Saine » a maintenant été remplacé par celui de la « Santé dans Toutes les Politiques » [ ]. En ce qui concerne la réorientation des services de santé, nous sommes encore bien loin de la réussite. Dans notre évaluation [ ], les deux domaines d'action souffrent de la relative marginalisation du plaidoyer de promotion de santé, cantonné dans la périphérie lointaine du complexe médico-industriel. Les secteurs des soins cliniques, de la technologie biomédicale et pharmaceutique continuent de croître, alors que celui de la santé publique et de la promotion de la santé demeure en marge des ressources et des politiques publiques. Une solution partielle à ce défi consiste à ce que la communauté mondiale de promotion de la santé s'approprie une science politique de la santé [ , ]. Dotée de ce bagage méthodologique, elle serait alors apte à mieux comprendre les processus politiques visant à faire des choix dans le domaine public et à reconnaître explicitement les questions de pouvoir, de perception et de compromis ou de compensations mutuelles. Le monde de 2016 est très différent de celui de 1986. Les Etats socialistes et le marxisme-léninisme ont presque disparu de la surface de la terre. La mondialisation sous sa forme néolibérale est maintenant l'idéologie dominante et pratiquement incontestée. Des progrès ont été accomplis, mais ils n'ont pas été partagés par tous. L'humanité dans son ensemble se porte mieux, mais les différences entre les populations et les divers groupes, en termes de santé, de bien-être, de richesse et de la vie économique, persistent et empirent. Les connaissances, l'information et les divertissements sont disponibles partout et à tout moment, à des vitesses ahurissantes, en qualité étonnante et en quantités énormes. Le trou dans la couche d'ozone peut avoir été comblé et les pluies acides disparues, mais ils ont été remplacés par l'avènement apparemment inexorable de la catastrophe lente du changement climatique. La croissance démographique galopante et les mouvements de population (dont des catastrophes sont souvent à l'origine) ont conduit à une planète urbaine avec des centaines de millions des gens qui vivent dans des camps, des bidonvilles et dans l'habitat informel. Les services éco-systémiques qui sont à même de réduire les privations pour ces personnes en leur fournissant une bonne qualité de l'air, de l'eau propre, de la nourriture, des matières combustibles, des matériaux de construction, la protection contre les inondations, etc., sont en train de s'effondrer. Dans ce contexte, le gouvernement de la République Populaire de Chine et l'Organisation Mondiale de la Santé (OMS) ont organisé la Neuvième Conférence Mondiale sur la Promotion de la Santé à Shanghai en novembre 2016. Dans un tel monde, la Charte d'Ottawa est-elle toujours pertinente ? La Déclaration de Shanghai sur la Promotion de la santé va-t-elle avoir le même impact visionnaire et durable qu'a connu la Charte ?

L'analyse des pratiques protestataires des mouvements étudiants révèle que les militants syndicaux développent des stratégies de luttes en vue de construire des espaces autonomes, des territoires à eux, en vue d'exprimer une parole de protestation qui leur appartienne. Le concept d'autonomisation politique est invoqué pour décrire la capacité des militants syndicaux à définir et à adopter des structures et des solutions indépendamment des structures sociales et politiques dominantes. Des pratiques protestataires permettent aux syndicats étudiants d'affirmer leur légitimité à protester dans un environnement qu'ils créent. Les luttes étudiantes situent les mouvements étudiants dans un rapport de force avec l'État.

The Snowden revelations, in 2013, followed by the adoption in 2016 of the General Data Protection Regulation (GDPR), have moved these discussions under the spotlight of the publicsphere.The research presented in this dissertation was born out of three questions: can we define what"privacy" is? Is there any consensus on its definition? And does this consensus change with theevolution of the technical milieu transforming our ways of communicating, and by doing so, theway in which our privacy can be intruded upon? By defining "privacy" as the object which is protected by normative texts – laws, court decisions,techno-political standards of the Internet – protecting the right to privacy, it becomes possible toconduct an empirical study of how it evolved and how it has been a topic of contention. Data protection law emerged in Europe during the 1970's. Its aim was to protect a "privacy" that was perceived as under threat by the advent of computers. Currently, the GDPR, or somedocuments adopted by standards-settings organisations like the Internet Engineering Task Force(IETF) or the World Wide Web Consortium (W3C), are written with the intention that they protect this privacy through a set of rules and principles referred to as "data protection", that apply to "personal data". The legal definitions of this notion produced by political institutions and those crafted instandards-settings bodies are identical. Furthermore, the study of the genealogy of data protection reveals that computer scientists have played a pivotal role in the invention of the principles that "data protection" still relies on, for instance in the GDPR. The analysis of the controversies that took place in the shaping of these rules shows that the notion of "personal data" written down in the normative texts we analysed essentially reflects the beliefs ...

Retrospective study of transverse type from January to June 2009 in the Tinbuktu area for specific supervision of activities to combat tuberculosis, whose main objective was to make the analysis of the epidemiological situation of tuberculosis in the Tinbuktu area. The ratio was of two men for one woman, this male is observed in all circles except Niafunké where he had parity. The new cases of smear-positive cases represent 85% and the circle of Tinbuktu outwits the greatest number of TB patients in the region either 29.6% unlike Gourma RHAROUS 4.8 percent of the cases. By making the same crossing for therapeutic failure rate, we see that the single Goundam circle holds 50% of cases of failure of the region. Lost to rate is higher in the circle of Tinbuktu 46.7% Unlike Niafounké where this is 5.6%. Cases of tuberculosis in negative microscopy and pulmonary extra represent, respectively, 3.2 and 6.4 percent of cases of tuberculosis in the region of Tinbuktu. We have found a statistically significant relationship (P = 0. 004) between failed and death in the region. The fight against tuberculosis remains a struggle that deserves to require the attention of political power and vigilance of social health. ; Etude rétrospective de type transversal de janvier à juin 2009 dans la région de Tombouctou dans le cadre de la supervision spécifique des activités de lutte contre la tuberculose, dont l'objectif principal était de faire l'analyse de la situation épidémiologique de la tuberculose dans la région de Tombouctou. Le ratio était de 2 hommes pour une femme, cette prédominance masculine s'observait dans tous les cercles sauf à Niafounké où il avait une parité. Les nouveaux cas frottis positifs représentent 85% et le cercle de Tombouctou dépiste le plus grand nombre de tuberculeux de la région soit 29.6 % des cas contrairement à Gourma RHAROUS 4.8% des cas. En faisant le même croisement pour le taux d'échec thérapeutique, nous constatons que le cercle de Goundam seul détient 50% des cas d'échec de la région. Le taux de perdus de vue est plus élevé dans le cercle de Tombouctou soit 46,7% contrairement à Niafounké où ce taux est de 5,6 %. Les cas de Tuberculose à microscopie négative et les extra pulmonaires représentent respectivement 3,2 et 6,4% des cas de tuberculose de la région de Tombouctou. Nous avons retrouvé, une relation statistiquement significative (P=0 ,004) entre Echec et Décès dans toute la région. La lutte contre la tuberculose reste un combat qui mérite de requérir l'attention des pouvoirs politiques et la vigilance du personnel socio sanitaire.
