ABSTRACT Human life is increasingly developing, making demands for fulfilment of needs are also growing. Likewise with the clothing needs used. Nowadays the use of one's clothing shifts into a lifestyle that cannot be separated from it. This condition can benefit the market to make it an opportunity. This happens in Indonesia, where the country whose population is the largest Moslem religion up to 85% of the total population has a fashion style that is influenced by the beliefs adopted by Islam. This fashion industry has an important role as a contributor to improving the economy. The development of the domestic Muslim fashion industry will be able to answer domestic to international market demand if it can formulate strategies in answering the challenges that exist. In this case the actors who play a role in the Muslim Fashion Industry must have a reliable strategy that can improve the development of the Muslim Fashion Industry. This development has also become the main focus of the Indonesian government where it has a target that makes Indonesia the World Muslim Fashion Qibla in 2020. By utilizing the wealth of Indonesian Human Resources, Nature and Culture, Indonesia will be able to reach its dreams. The impact that will be felt in achieving this target is very large, such as increasing economic productivity, increasing employment opportunities, national income and the role of Indonesia in the development of world Muslim fashion.
This book looks at the interplay between criminal law and other branches of public law pursuing similar objectives (referred to as 'quasi-criminal law'). The need for clarifying the concepts and the interlink between criminal and quasi-criminal enforcement is a topic attracting a lot of discussion and debate in both academia and practice across Europe (and beyond). This volume adds to this debate by bringing to light the substantive and procedural problems stemming from the current parallel or dual use of the different enforcement systems. The collection draws on expertise from academia, practice and policy; its high-quality analysis will appeal to scholars, practitioners and policymakers alike.
This article considers an implementation of a constructive scheme of collective decision-making, which is based on the Bayesian strategy, for the selection of investment projects to solve the socio-economic problem of Kyiv city. The relevance of this study is that in the absence of an objective and transparent system for selecting investment projects and with a limited regional budget, the government should accept only those investment projects that bring the greatest socio-economic benefits. The main ways of state investment in projects aimed at improving socio-economic problems are considered. Among them are the State Fund for Regional Development and the public-private partnership program. It is determined that a significant advantage of public-private partnership over the State Fund for Regional Development is the ability to attract both public funds and private investment. Three projects aimed at solving the problem were selected from the website of the Kyiv Investment Agency, which operates within the framework of a public-private partnership. The financial indicators of their profitability were calculated – NPV (net present value), IRR (internal rate of return) and PI (profitability index). They are based on the concept of incoming and outgoing payments during the period of project execution. It is determined that these indicators do not always give a consistent result, as well as their main drawback – the inability to assess the social component. According to the methodology of collective decision-making by a group of independent experts in terms of the minimum average probability of error, calculations were made to determine the most attractive project. It is noted that all experts make decisions separately and independently of each other. Recommendations were provided for the selection of a specific project. The study identifies the advantages of this method of project acceptance for investment: objectivity, consistency and transparency. In the future, it is planned to incorporate risks into the decision-making model.The main areas that need improvement were considered, and key ones were selected. The present research aims to analyse the phenomenon of unaccompanied minors arriving from Morocco to the European Union from 2010 to 2021. This recent migratory phenomenon supposes an emerging challenge for governments, international organisations, and societies, in order to guarantee the protection of children according the UN Convention on the Rights of the Child (UN, 1989). The research focuses on the children «on the move», travelling alone from Morocco and arriving in Spain through the Strait of Gibraltar. The so-called Western Mediterranean Migratory Route has become one of the gateways to Europe. Spain hosts nowadays a big community of Moroccan unaccompanied minors and Catalonia has become the second Spanish Autonomous Community with a major number of unaccompanied minors, only surpassed by the enclave of Melilla located on the very border of Morocco. The present research gives special attention to the study of the Amazigh Nationalism question, as something to look at among the reasons why Moroccan unaccompanied minors migrate to Europe, choosing, particularly, Catalonia as a model to pursuit an Amazigh nation. ; A presente pesquisa tem como objetivo analisar o fenómeno da chegada de menores não acompanhados provenientes de Marrocos à União Europeia entre 2010 a 2021. Strategic spatial planning (SSP) has been a key planning practice supporting spatial transformation globally. However, designing and implementing strategic spatial plans is a complex task. The process involves prioritizing planning intentions, establishing funding mechanisms and structuring governance settings, which take shape within power configurations. It is within this complexity that a participatory and integrative planning approach assume increasingly importance when addressing, strategically, societal challenges such as spatial injustice. Furthermore, a consolidated planning practice – that is the experiences in dealing with SSP are thought to influence how strategic plans are prepared and executed. Bearing in mind the influential role of preceding experiences in SSP processes as well as of participation, project promotion and policy integration, this paper synthesises the results of a literature review reflecting three decades of SSP (1990-2020) in England. England has a well-defined history of engagements with SSP. The purpose is to discuss lessons learned from looking back thirty years and debate suggestions for how to design future SSP that account for public and private interests and align cross-sectoral policies. To overcome democratic accountability constraints and steering resource management effectively, this review pleas for more cooperative central–local relationships in shaping future SSP processes in England and beyond.

À rebours de la littérature dominante sur la citoyenneté en droit qui privilégie généralement sa dimension inclusive, cette thèse entreprend un renversement de perspective : elle se propose de théoriser la citoyenneté en creux, à partir de ses exclus, de définir autrement dit le citoyen par le non-citoyen. L'exclu étudié en droit français n'est pas la figure paradigmatique de l'étranger, mais celle du criminel déchu de ses droits politiques à la suite d'une condamnation pénale. Nous faisons l'hypothèse de la valeur heuristique d'une étude proprement juridique et non normative de la notion constitutionnelle de citoyenneté à partir du droit pénal en général, et des sanctions privant le condamné de ses droits de citoyen en particulier. L'apport de cette recherche est double : il concerne à titre premier la citoyenneté dont on entend examiner les bénéficiaires, la nature (les valeurs) et le contenu matériel (les droits et les devoirs). Nous démontrons (1) que par différence avec la nationalité, la citoyenneté a historiquement une dimension axiologique et qu'elle protège la moralité publique. Cette affirmation semble de prime abord remise en cause aujourd'hui en raison de l'influence du droit des droits de l'homme sur la matière. Plus qu'à la substitution d'un modèle de citoyenneté à un autre, nous établissons (2) que l'on a affaire à une tension au cœur du régime actuel de la citoyenneté. À titre second, nous contribuons en filigrane à une lecture de la démocratie en soutenant (1) que la lutte pour les droits politiques des derniers exclus de la nation (les condamnés et les « aliénés ») correspond moins à une revendication de participation politique qu'à une demande d'inclusion sociale ; (2) que le citoyen, dans cette lutte, tend à disparaître derrière le sujet de droit doté de droits opposables.
A policy change in the European Union's Emissions Trading Scheme (EU ETS) provides us with a unique opportunity to measure the impact of carbon pricing on aviation, the most climate-intensive mode of transport. We implement a difference-in-differences strategy on a sample based on all flights within Europe from 2010 to 2016 to examine the causal impact of the EU ETS on emissions and supply. We find that the EU ETS reduced emissions by 4.7% in the regulated routes relative to the counterfactual. When we restrict the sample to short-haul flights, routes on which competition from other means of transport may exist (less than 1,000 km), the reduction in emissions is 10.7%. Finally, the reduction in emissions is also high for low-cost airlines (−11%) but it is not statistically significant for network airlines. In sum, the EU ETS has helped to mitigate emission growth by 3 Mt CO2 per year during the period analyzed, but not to reduce absolute emissions in the sector, as needed.

In this paper we present a simple technique to derive certificates of non-realizability for a combinatorial polytope. Our approach uses a variant of the classical algebraic certificates introduced by Bokowski and Sturmfels (1989), the final polynomials. More specifically we reduce the problem of finding a realization to that of finding a positive point in a variety and try to find a polynomial with positive coefficients in the generating ideal (a positive polynomial), showing that such point does not exist. Many, if not most, of the techniques for proving non-realizability developed in the last three decades can be seen as following this framework, using more or less elaborate ways of constructing such positive polynomials. Our proposal is more straightforward as we simply use linear programming to exhaustively search for such positive polynomials in the ideal restricted to some linear subspace.
