Well defined and futuristic education policy is essential for a country at school and college levels due to the reason that education leads to economic and social progress. Different countries adopt different education systems by considering the tradition and culture and adopt different stages during their life cycle at school and college education levels to make it effective. Recently Government of India announced its new Education policy which is based on the recommendations by an expert committee headed by Dr. Kasturirangan, Former chairman of the Indian Space Research Organization (ISRO). This paper highlights on various policies announced in the higher education system and compare them with the currently adopted system. Various innovations and predicted implications of NEP 2020 on the Indian higher education system along with its merits are discussed. Finally, some suggestions are proposed for its effective implementation towards achieving its objectives.

: Employing a qualitative approach, the present study outlooks the political participation of people in Denpasar, Bali, with regard to the 2020 regional head election in the city during COVID-19 pandemic. Data were garnered through observation and documentation. The findings of this study informed that societies participated in the election with the belief that their interest are accommodated by political parties. Although the election was done during pandemic, the stakeholders carried out strict health protocol of COVID-19 in order to prevent the virus dissemination among societies. Based on the findings, this study suggest that the regional head election has an impact on the relationship between political parties at the regional level and the central level, in which, the central executive board always exercises hegemony towards regional party administrators in providing support recommendations for regional head candidates. Global developments that are full of dynamics are marked by the emergence of interdependence between countries. Global developments are in line with the development of science and technology which causes countries to seem borderless. The blurring of boundaries between countries and the development of an increasingly dynamic environment are also accompanied by the development of increasingly broad and multidimensional threats. This global development is also marked by the emergence of new actors in international relations. The development of threats and increasing global issues that cannot be handled by the state alone have created a new phenomenon in the international relations order, namely global governance. Previously, the state was the sole actor in the order of international relations. However, with global governance, there is a new arrangement in the international relations system that accommodates all actors who play a role. This research will use a qualitative phenomenological method. The theory used in this research are global governance, defense diplomacy and international organization as a basis theory and concept, and also a security theory as supporting theory. In the end, we can see that the change of international order can bring the positive effect for countries in achieving their national goals and accomplish their national interests.

: Based on Presidential Instruction Number 7 of 2015, the Indonesian Prosecutor's Office deems it necessary to provide assistance to relevant government officials in terms of development acceleration and strategic national development programs. In addition, the Indonesian Attorney General's Office as a law enforcement agency has a role in supporting the success of national government and regional governance and development through escort and security, both in planning, implementing and utilizing development outcomes, including efforts to prevent state irregularities and losses. The establishment of TP4D in Semarang Regency, as an effort to be able to prevent the occurrence of Corruption Crime (Tipikor), mainly related to Village Fund Financial Management (APB Desa). In the effort to prevent Tipikor in managing APBDesa often faced with internal problems of the Village Government, among others: low levels of devotion, low ethics and integrity, egoistic behavior, low professionalism. While those related to external problems, among others: the first factor of the government administration system, in the form of: regulations that are still overlapping, sectoral and institutional selfishness, limited internal supervision, development of HR management is still limited. The second is related to cultural factors, among others: the existence of a culture of "tired money / facilitation money" as an additional income for the apparatus, an attitude of reluctance, and a shift in social and economic values. The strategy that has been carried out by the Semarang District Government and the Village Government in suppressing the occurrence of corruption in APBDesa management, namely, among others: strengthening the Government Internal Supervisory Apparatus (APIP) institutions, monitoring planning, implementation and accountability, conducting APBDesa information disclosure, and increasing HR Village Apparatus

State defense threats that arise as a result of the development of the global, regional and national strategic environment also include social conflicts that are still widely found in various parts of Indonesia. The preparation of a national defense strategy from an early age is very much needed to face the worst possibility and the government must hold a total war. The involvement of all national resources is needed including human resources, social conflict is a serious problem in the development of the defense force, so a solution must be found. This paper uses a phenomenological qualitative descriptive method and the theory of defense policy implementation by Lukman Yudho Prakoso to analyze the current problems. The research results show that there is still a need to carry out good handling in handling social conflicts that are integrated, can communicate interactively between entities, and implement transparent, controlled and accountable activities. So that the conclusion can be formulated that it is necessary to instill the value of State defense in handling social conflicts, so that it is hoped that awareness will arise in the community for responsibility in defending the State. Another conclusion is that a strategy is needed to build the best network and the involvement of an entity that functions as a Driver Force for handling social conflicts in supporting military campaign strategies.

The Military Campaign is a series of several joint operations carried out sequentially, to achieve strategic and operational goals in a space and time (TNI 2019). This study aims to a). To analyze the implementation of Kogabwilhan I military operations in support of the military campaign in the Natuna region. b) To analyze the Riau Islands Provincial Government in support of the military campaign. c) To analyze the integration strategy of Kogabwilhan I and the Riau Islands Provincial Government in carrying out the military campaign. This study uses a qualitative method. Data collection techniques are interviews, observations and documentation studies. Research Results 1) Kogabwilhan I served as initial action, restorer, and deterrent according to the policy of the Commander-in-Chief. 2) the functions of the Riau Islands Government include security, economic development and infrastructure. 3). The implementation of territorial development activities through the Komsos method with community components. Discussion of the concept of the Kogabwilhan I military campaign in the implementation of the state's Strategic framework to determine goals in national defense and security efforts and develop national resources including the military, but to achieve this the context is also determined by community relations that support and intertwine activities between civilians and the military so that soldiers can love and respect loved by the people and awakened awareness of defending the country. Cooperation is defined as a form of social process to achieve common goals by helping each other and understanding each other's activities. So the implementation of the Defense Area Empowerment policy with the support of the Riau Islands community built a close and positive emotional relationship between soldiers and the community

Political propaganda is one of the most significant tools in psychological warfare since it influences and manages public opinion. Political propaganda of all kinds and its shady forms manifested itself in the speeches of American administrations and electoral campaigns following the events of September 11, 2001, particularly in the speeches of President George W. Bush, the son thirsty for war, and the speeches of others who followed him, through which Afghanistan, Iraq, and Iran were targeted with false information. By the American institutions and government agencies themselves, the main goal of all of this is to maintain geostrategic control over the oil of Iran and other oil countries, and the ability to control global oil prices and available quantities and to ensure that oil reaches the allies of the United States of America, and to prevent it from competitors with the aim of weakening their geostrategic influence.

: Indonesia has potential in cooperation on the intermission of UN peacekeeping tasks, although the need for UN intermission does not occur frequently (incidentally), but it needs to be prepared in order to anticipate opportunities and challenges in the development of the situation in UN PKOs, as has happened to the Indonesian Armed Forces Engineer Company Taskforce/Garuda Contingent. XXXII-C, through a decision-making mechanism based on the UN Resolution in UN PKOs to carry out the intermission of peacekeeping tasks from Haiti to Central Africa (2014-2015). The Kizi Taskforce TNI/Konga XXXIIC/MINUSTAH or Konga XXXVII-A/MINUSCA, can complete their duties as UN peacekeepers on duty at the UN Mission in MINUSTAH - Haiti and carry out UN Peace Task Intermissions in MINUSCA, in order to prepare missions in the African Republic Center (CAR). On this "rare" opportunity, the UN intermission process can be carried out properly through effective diplomacy and negotiations, so that the TNI/Konga XXXII-C Kizi Taskforce can carry out tasks in two different missions at once. And on this occasion, the researcher tries to explore the data in the form of a research entitled "Implementation of the United Nations Peacekeeping Taskforce; Case Study of Intermission of Satga IEC/Konga XXXII-C from Haiti to Central Africa (2014-2015)", In this study, I tried to explain the mechanism and implementation of the UN peacekeeping mission, accompanied by various challenges and obstacles faced in the area of operation. as well as the steps and efforts taken to overcome them, so that the task of ending the mission of the IEC/Garuda contingent in Haiti and the reopening of the UN mission in the Central African Republic can take place safely and smoothly. The researcher explored this research, considering that this form of intermission assignment rarely occurs, not only in the IEC Taskforce/Garuda Contingent, but also in UN peacekeeping operations.

This essay presents a case study (the 2020 Presidential Election in the United States) in order to analyzing ongoing changes at domestic politics and foreign relations of a world superpower. It portrays a qualitative analysis informed by a bibliographic revision of the aforementioned topics. 2020 began with President Donald Trump dully avoiding an impeachment trial and trumpeting his divisive economic achievements (at the expenses of World Trade Organization and US partners). His mastery of a self-professed "art of the deal" at least seemed plausible as a set of political stunts. On the other hand, the Democratic Party remained splintered. The impeachment attempt put the party on the back foot, propelling POTUS' premature campaigning. With populism on the rise on the world stage, for a while – it seemed – Trump could stand a chance at reelection. At the shadow of a global epidemic, Trump's walls and fiery unilateralism fell down pretty quickly.

Oil and gas as the non-renewable resources are considered very valuable for the countries with petroleum economics. These resources are not only diffused equally around the world, but also they are common in some places which their neighbors often come into conflicts. Consequently, it is vital for those countries to manage their resource utilization. Lately, game theory was applied in conflict resolution of common resources, such as water, which is a proof of its efficacy and capability. This paper models the conflicts between Iran and its neighbors namely Qatar and Iraq between their oil and gas common resources using game theory approach. In other words, the future of these countries will be introduced and analyzed by some well-known 2 × 2 games to achieve a better perspective of their conflicts. Because of information inadequacy of the players, in addition to Nash Stability, various solution concepts are used based on the foresight, disimprovements, and knowledge of preferences. Purpose: An analysis of Higher education in India gives insight into its present system, the transformation it has undergone and its future outlook. In this paper, we have made an honest attempt to understand the system, constitution, transformation, opportunities and challenges, and to offer necessary suggestions. Design/Methodology/Approach: It is a qualitative conceptual study, based on secondary data. Secondary data is collected from websites, research papers, journals, articles, various surveys & Government reports. This study includes discussion with experts from the field of Higher education. Findings/Result: Based on detail analysis of the constitution, transformation, NEP 2020 for a futuristic outlook in Indian Higher Education, SWOT analysis and challenges. There is a crucial need to relook at the financial funds, access and equity. To boost higher education in India, it is necessary to adopt strategic approach for tackling the various challenges. Originality/Value: This paper analyses and interprets the transformation of Indian Higher Education system with reference to its constitutions, SWOT analysis and challenges. Coronavirus pandemic has affected many lives, and several rigid rules and policies had to be implemented across the globe to curb the spread of the disease. A nation-wide lockdown was announced on March 22, 2020, in India to curb the spread of the Coronavirus (COVID – 19) pandemic. The entire nation was brought to a standstill with only the essential services running. The pandemic had put many of the organizations on the moratorium, especially the travel industry. Indian Railways were no exception to it. But they have risen to the occasion to stand strong with the nation. The efficient disaster management planning of the Indian railways has helped them to fight the battle bravely. Though the passenger trains were brought to a halt in the initial lockdown period, the freight services were functional, carrying out essential duties during the lockdown. From manufacturing and distribution of PPE kits, transportation of essential commodities, service from medical warriors, Indian Railways has taken all the possible steps in the nation's fight against the pandemic. This article focuses on the COVID-19 guidelines followed by the Indian Railways and their noble work during the COVID-19 national crisis for the wellbeing of employees, passengers, and the general public by using secondary data such as journals, newspapers, magazines, and memorandums.

Dear colleagues, Welcome to the "Journal of Policy & Governance"! In my opinion, an editorial may reflect the general direction of the journal, values, strategy, priorities, goals and objectives, and so on. This is the first edition of the Journal of Policy & Governance where I act as the Editor-in-Chief. The title of the journal includes two key concepts, the "Policy" and the "Governance", and they are crucial for the target audience of the journal. That is, the field of "Policy Science": policy cycle, problem identification for analysis, policy environment, resources, stakeholders' analysis, communications (strategic, multilevel, etc.), policy tools and evaluation, etc. Also, these are values, objectives and methodology of the research and policy analysis, policy as the process and reasons for state intervention, evidence-based policy, quantitative and qualitative methods of data processing and the formation of evidence in the policy process and so on. The field of governance is also valuable for research: democratic, good, sensitive, multilevel, digital, and so on: Service State, public consultation, and interaction between government, business and civil society in the policy-making process. Common decisions, power and out of power policy makers, leadership, analysts and policy actors also require semantic and empirical content in the articles of the journal.

The sharp increase in the number of new COVID-19 cases in late 2021 and early 2022, which is associated with the spread of a new strain of coronavirus - omicron - is of great concern and makes it necessary to make at least approximate forecasts for the pandemic dynamics of the epidemic. As this rapid growth occurs even in countries with high levels of vaccinations, the question arises as to their effectiveness. The smoothed daily number of new cases and deaths per capita and the ratio of these characteristics were used to reveal the appearance of new coronavirus strains and to estimate the effectiveness of quarantine, testing and vaccination. The third year of the pandemic allowed us to compare the pandemic dynamics in the period from September 2020 to January 2021 with the same period one year later for Ukraine, EU, the UK, USA, India, Brazil, South Africa, Argentina, Australia, and in the whole world. Record numbers of new cases registered in late 2021 and early 2022 once again proved that existing vaccines cannot prevent new infections, and vaccinated people can spread the infection as intensively as non-vaccinated ones. Fortunately, the daily number of new cases already diminishes in EU, the UK, USA, South Africa, and Australia. In late January - early February 2022, the maximum averaged numbers of new cases are expected in Brazil, India, EU, and worldwide. Omicron waves can increase the numbers of deaths per capita, but in highly vaccinated countries, the deaths per case ratio significantly decreases. Highlights: Vaccinated persons can get and pass the new coronavirus variants. The probability of death is much lower for vaccinated persons.
