Local educational stakeholders have a central role in organizing districtlevel curriculum development in Finland. Earlier research has shown that the implementation strategy affects the effectiveness of the reform. In Finland, an interactive topdownbottomup strategy requires local implementers to organize and manage districtlevel curriculum work. The aim of this study is to gain a better understanding of the local curriculum process as experienced by the districtlevel stakeholders. Survey data (N = 550) were analyzed using mixed methods. The results showed that the topdownbottomup implementation strategy, including change management and knowledge sharing, was related to the perceived success of the reform. In addition, perceptions about the implementation strategy were related to the various ways of organizing the local curriculum process. Teachers' professional development and engagement in the process, facilitation of participation, management of the process and coherence making were identified as the key factors in the curriculum process by the stakeholders. ; Peer reviewed
Abstract The present study concerns the recruitment of foreign workforce in municipalities and private enterprises which provide local services. We scrutinize in which professions the workforce is required in the future. This research also focuses on ways how the employer can hire the best suitable foreign employees in the organization. As the final step the aim is to develop a model for recruitment of foreign workforce. This topic is currently interesting because of the increase of the share of older population and the decrease of available workforce in Finland in the near future. It is estimated that for example there will be 185 000-210 000 new jobs available in social and health care sectors during 2005-2020. The purpose of this dissertation is to increase the knowledge regarding the recruitment of foreign workforce in the municipality sector. The research was carried out using questionnaires for ten different organizations in Northern Ostrobothnia. These are Pudasjärvi, Kempele, Liminka, Muhos, Hailuoto, Sievi, Lumijoki and Tyrnävä municipalities, Mäntykoti ry in Oulu and the Family home Ojantakanen in Pulkkila. The main research question of this dissertation is: How the recruitment of foreign workforce can be carried out in the municipality sector? The theoretical background of the analysis is based on international human resource management and multicultural literature, knowledge about the quantities of foreigners, and demographic prognosis of population statistics. Methodologically the study is a qualitative study. The research method is content analysis based on research data. The data were collected during 2011-2013 using three questionnaires to municipality and business managers. According to the results of this research the organizations need further information on how to organize the recruitment of foreign workforce the best way. There is need for the recruitment of foreign workforce in the Northern Ostrobotnia, but there are no strategies of how to carry out work-based immigration, or the strategies are inadequate. The personnel and the managers need further education to learn how to meet and orientate foreign employees. ; Tiivistelmä Tutkimus käsittelee ulkomaisen työvoiman rekrytointia kuntiin ja kunnallisia palveluja tuottaviin yksityisiin yrityksiin. Työssä selvitetään, mille aloille työvoimaa tulevaisuudessa tarvitaan ja millä keinoilla työnantaja voi palkata sopivimmat ulkomaiset työntekijät organisaatioonsa. Lisäksi tutkimuksessa on tavoitteena kehittää ulkomaisen työvoiman rekrytointimalli. Aihe on ajankohtainen, sillä väestön ikääntyminen ja työvoiman tarjonnan väheneminen vaikuttavat lähivuosina Suomen työvoiman määrään. On arvioitu, että muun muassa sosiaali- ja terveyssektorilla avautuu 185 000–210 000 työpaikkaa vuosina 2005–2020. Väitöskirjatyön tarkoituksena on lisätä tietoa ulkomaisen työvoiman rekrytoinnista kuntasektorilla. Tutkimusaineisto kerättiin Pohjois-Pohjanmaalta kymmenestä eri organisaatiosta. Nämä ovat Pudasjärven, Kempeleen, Lumijoen, Limingan, Muhoksen, Hailuodon, Tyrnävän ja Sievin kunnat, Oulun Seudun Mäntykoti ry ja Ojantakasen perhekoti Pulkkilassa. Väitöskirjan keskeinen tutkimuskysymys on: Miten ulkomaisen työvoiman rekrytointi voidaan toteuttaa kuntasektorilla? Tutkimuksen teoreettinen tausta perustuu kansainvälisen henkilöstöjohtamisen sekä monikulttuurisuuden kirjallisuuteen ja väestötilastoihin liittyviin demografisiin ennusteisiin. Tutkimusote on laadullinen. Tutkimusmenetelmänä käytettiin aineistolähtöistä sisällönanalyysiä. Tutkimusaineisto kerättiin vuosina 2011–2013 kolmella kunta- ja yritysjohtajille suunnatulla kyselyllä. Tutkimustulosten mukaan organisaatiot tarvitsevat lisätietoa siitä, mikä on paras tapa toteuttaa ulkomaisen työvoiman rekrytointi. Pohjois-Pohjanmaalla on tarvetta ulkomaisen työvoiman rekrytoinnille, mutta suunnitelmia työperäisen maahanmuuton toteuttamiseksi ei ole tai ne ovat puutteellisia. During the past two decades, the United Nations Women, Peace and Security Agenda has expanded considerably to cover a wide range of themes and actors. Despite its global diffusion, it has been criticised for its slow implementation and is claimed by some to be mere rhetoric. In line with results-based management, indicators have become key tools in securing monitoring and evaluation of the agenda. This article provides new insights about the concrete use of indicators and responds to the following research questions: How does the use of indicators correspond to the goal of providing monitoring and evaluation data? How can we explain the occurrence of means-ends decoupling? The article examines the country-level use of indicators in Nigeria. The data is collected as part of an indicator ethnography conducted in Nigeria during the spring of 2020. Indicator culture has spread widely, creating an illusion of rationality and effectiveness. Resources, time and money are allocated to operationalization, without questioning the indicator logic itself. The Nigerian case reflects symbolic implementation, where actors maintain well-developed indicator frameworks and monitoring committees without evidence about its actual utility. Over the past four years, not a single monitoring report has been produced. The absence of reporting can be explained through capacity and resource challenges, but also as local actors counteract externally set norms and forms of numerical rationality. e Finnish concept for Comprehensive Security (kokonaisturvallisuus) is based on the ideal of participation of all relevant stakeholders, with an aim to ensure preparedness for di erent threats at national level. In this article, we look at what such an approach entails and how the concept of co-creation could be used as a means to enhance its implementation with multiple actors, sectors and scales. Making use of the ideas from systems thinking and cultural-historical activity theory, our research builds on literature review as well as on the analysis of the scenario workshops' material from the on-going, Strategic Research Council funded Winland project (http://winlandtutkimus. ). We conclude that there are three elements that should be better addressed in the implementation of Comprehensive Security: the impact that global connectedness has for (national) security; the role of di erent actors and their di ering interests – and hence, politics; and the need to look at also actual security practices parallel with the strategy documents and their de nitions. e concept of co-creation – where actors engage in a continuous process to de ne and develop the implementation of Comprehensive Security – can support inclusion of all these elements into the multi-actor implementation of Comprehensive Security. ; Non peer reviewed
In this thesis, I critically interrogate power relations that underlie practices, techniques and rationalities of contemporary forms of governance represented by the governing strategy of structural adjustment framework devised by the Bretton Woods institutions— especially the IMF and the World Bank. Far from being a technique of coercion and domination, the thesis demonstrates that structural adjustment framework represents a differing modality of global power that attempts to discursively legitimise external interventions through the imposition of neoliberal economic agenda. I show that structural adjustment policies are carefully constructed neoliberal rationalities of governing through which donors seek to transform the government of Ghana into a self-disciplined neoliberal subject that must behave in an appropriately competitive fashion that is congruent with the ethos of market rationality. I draw on Michel Foucault's nuanced conceptualisation of governmentality, a form of productive and relational power working through individuals' subjectivities particularly as it coexists with the disciplinary rationale of power, and extend it to the relation between the IMF and the World Bank and the government of Ghana. I analyse how these interactions are embedded within a discursive formation and concrete practices which establish certain views of 'a problem' and mobilise particular authoritative actors, techniques and forms of truth as solutions. I also explore how over the decades the IMF and the World Bank through the modalities of conditionality associated with structural adjustment have sought to govern, remake and regulate the economic, political and social institutions of recipient States. In closing, and by way of illustration, I also examine 'non-compliance' as one possibility into what Foucault has termed 'counter-conduct' through which subjects undermine and challenge governmental forms of power. This being said, within the structural adjustment discourse, there remains, I would be inclined to argue, repressive and dominant forms of power. This thesis, contributes to the contemporary scholarship on governmentality to deepen and re-evaluate the distinctiveness of power relations in the example of the IMF and the World Bank adjustment programmes in Ghana.
Tutkimuksen kohteena on kokonaisturvallisuus julkisena toimintapolitiikkana, ja sitä tarkastellaan sekä monimutkaisena ja yhteenkietoutuneena ilmiönä että turvallisuuspoliittisena strategiana. Kokonaisturvallisuus on laajaan turvallisuuskäsitteeseen perustuva, aiemmasta kokonaismaanpuolustuksen käsitteistöstä ja strategiasta kehitetty toimintapolitiikka, jolla tavoitellaan kokonaisvaltaista yhteiskunnallisen turvallisuuden hallinnan mallia. Tutkimuksen päämääränä on analysoida kokonaisturvallisuutta systeeminä, arvioida sen kelpoisuutta, toteutettavuutta ja edellytyksiä vastata turvallisuusympäristön muutoksiin. Tutkimus on metodologisesti laadullinen. Aineistona ovat suomalaiset kokonaisturvallisuuden alaan liittyvät erilaiset ja eritasoiset strategiat, ohjelmat ja muut dokumentit, ja toimintaympäristöön ja sen muutokseen liittyvät Euroopan unionin strategiat ja ohjelmat. Teoriaviitekehys perustuu Niklas Luhmannin systeemiajatteluun, jossa systeemin perusrakenteita ovat kommunikaatio, tieto ja merkitykset, ja joka korostaa valintoja kompleksisuuden hallinnan välineinä. Ajattelussa korostuu myös huiputon ja keskukseton yhteiskunta. Prosessimaisen otteensa vuoksi tutkimus kiinnittää huomiota yksittäisten osatekijöiden tai toimijoiden sijaan prosessiin ja kokonaisuuden systeemisyyteen, mikä korreloi sekä kokonaisturvallisuuden tavoitteiden että kompleksisuuden vaatimusten suhteen. Yhteistyön ja koordinoinnin korostamisella uskotaan olevan kokonaisuuden hallintaa kehittävä vaikutus. Turvallisuuden kokonaisuuden koordinointitarve onkin jo pelkästään uhkien keskinäisriippuvuuden vuoksi ilmeinen. Poliittista kelpoisuutta haittaavat kokonaisuuden strategisen ohjauksen ohuus ja hajanaisuus, mikä näkyy erityisesti yhteensovittavan tehtävän vaikeutena. Tutkimus tarjoaa eväitä myös uusien kokonaisturvallisuutta koskevien poliittisten linjausten ja politiikkatoimien muotoilulle. ; The main objectives of this study are to clarify and deepen the understanding of the phenomena of comprehensive security and to analyze and evaluate the political viability and administrative operability. Furthermore, the study aims to analyze comprehensive security as a political process and a complex system. In addition, the research deals with changing security environment, emerging security threats. Originally, the concept of comprehensive security derived from the previous concept of comprehensive defense and preparedness in Finland, but it also has roots in the Nordic states' cooperation processes of civil security since 2009. At policy and doctrinal levels, the 2000s saw a converging trend in Nordic states to-wards the definition of societal or comprehensive security concepts that might co-exist with military-led planning for war-time, but within which the softer aspects of security were paramount. The "societal" approach defines the protection of society as a whole – with its own complex mechanisms, values and culture – as its goal, rather than physical boundaries or the isolated and abstract individual. It also rec-ognizes the capacity of non-state actors within society, from businesses to social organizations and individuals, to play a large role themselves in warding against, coping with, and recovering from disasters. The research questions are: 1. What is comprehensive security like as a policy or meta-strategy, political process and complex system? 2. Is the comprehensive security policy or meta-strategy politically viable and administratively feasible? What kind of conditions the strategies (policies) provide for the administrative operability and the development of capabilities? The theory framework is based on Niklas Luhmann's systems and complexity thinking. Luhmann perceives society as centerless and topless system in which communication, information and meanings are considered as the basic elements. The aim of communication is to cause action in systems and formulate new system levels by creating new chains of communication. The empirical part of the research is established on the methodology of concept analysis, content analysis and policy-analysis. The policy-analysis was conducted by the method of political reading. Political reading can be characterized as 'de-mapping', which refers to opening up new aspects of contingency and thus ex-panding of the presence of the political therein (Palonen 1993: 13-15). Through the analysis of the political process the struggle of meanings was iden-tified. As a concept, comprehensive security is ambiguous, unanalytical and unclear. There is a lack of shared meanings, which reflects on how difficult it is to steer the comprehensive security. By emphasizing its cooperative and coordinative nature, is believed to promote better governance of security. However, the lack of steering hampers the political viability which the difficulties of the coordination clearly indi-cate. Many of the basic elements of a system (information/knowledge, communica-tion and meanings) have been ignored in the development of comprehensive secu-rity. This hampers its administrative operability. The study emphasizes that systemic instruments, systems intelligence, identified interdependence and systemic nature of threats and security environment are essential components of comprehensive security governance. The research produced also 10 normative conclusions, by which the compre-hensive security can be developed further with. In addition, it gives the recommen-dation for the development of a model, according to the idea of intelligent adaptive complex system. It also offers information for new political aligning and policy formulations. Due to the process approach of the research, it pays attention to societal security system as a whole, not to single functions or actors. This fits to-gether with the goals set for comprehensive security and the requirements the se-curity environment and complexity imposes.
Tutkimuksessa tarkastellaan erästä Euroopan integraation vähemmän tutkittua ulottuvuutta: integraation vaikutuksia jälkikommunistisen yhteiskunnan kansalaisjärjestöihin. Liettualainen ympäristöjärjestösektori ja Ignalinan ydinvoimalan tapaus tarjoavat rajallisen, mutta samalla hyvin konkreettisen näkökulman kysymyksen tarkastelemiseksi. Tutkimus nojaa vuosina 2001-2003 kerätyn haastatteluaineiston laadulliseen analyysiin. Ignalinan ydinvoimalan tapauksen perusteella voidaan tulkita liettualaisten ympäristöjärjestöjen kohtaamia muutospaineita neuvostoajan lopulta aina Liettuan EU-jäsenyyteen saakka. Ignalinan ydinvoimalan ympärille keskittynyt liikehdintä oli yksi keskeisimmistä neuvostovallan vastaisen protestin välineistä 1980-luvun lopun Liettuassa. Ignalinan ydinvoimalasta muodostui tuolloin neuvostovallan poliittinen symboli; protestointi ydinvoimalaa vastaan oli samalla vastalause Moskovan sanelupolitiikalle ja vallitsevalle yhteiskunnalliselle järjestykselle. Ignalinan poliittinen symboliasema kuitenkin muuttui radikaalisti Liettuan itsenäisyysjulistuksen myötä: voimalasta muodostui niin taloudellisesti kuin poliittisestikin tärkeä kansallisen suvereniteetin osa. 1990-luvun lopulla ydinvoimalan poliittisen symboliaseman muutos sai yhä vahvemman ilmentymän EU:n esittäessä Ignalinan molempien reaktoreiden alasajoa ennen niiden lasketun käyttöiän umpeutumista. Eräät liettualaiset ympäristöjärjestöt toimivat aktiivisesti osana laajempia eurooppalaisia kansalaisjärjestöverkostoja vaatien itäisen Keski-Euroopan neuvostomallisten ydinvoimaloiden välitöntä sulkemista. Siten Ignalinan tapaus aiheuttaa monissa tapauksissa järjestöidentiteetin epävarmuutta: Yhtäältä ympäristöjärjestöidentiteetti vaatii kriittistä suhtautumista ydinvoimaan, erityisesti neuvostomallisiin RBMK-reaktoreihin. Toisaalta taas Ignalinan ydinvoimala koetaan Liettuan taloudellisen ja poliittisen omavaraisuuden takaajaksi. Ignalinan tapauksen ympärille rakentuva identiteettipoliittinen asetelma voidaan yksinkertaistaa tilanteeksi, jossa ympäristöjärjestöt hapuilevat kahden yhteensopimattoman toimintamallin välillä: järjestöt toivovat voivansa toteuttaa rooliaan ympäristöjärjestöinä, usein laajempien eurooppalaisten ympäristöjärjestöverkostojen mallin mukaisesti, mutta samalla kansallisen suvereniteettipolitiikan tuottamat mallit ovat vahvasti läsnä järjestöjen määrittäessä perusluonnettaan. Samalla voidaan havaita, että politiikan muodot ja tyylit eivät synny tyhjiössä tai pelkästään rationaalisten valintojen tuloksena; historia, sen tuottamat tulkinnat sekä rutiineihin perustuvat säännönmukaisuudet ovat läsnä poliittisessa elämässä, niin kansalaisjärjestötoiminnassa kuin muussakin yhteiskunnallisessa aktivismissa, samoin kuin hallinnollisissa käytännöissä. ; The colourful, sometimes even dramatic, history of Lithuanian environmental non-governmental organisations (NGOs) makes them an interesting subject of political science research. During the past fifteen years the role of the Lithuanian environmental movement has changed quite radically. The environmental movement had a central political role at the time of the Lithuanian independence activism in the late 1980s, but the movement later lost its mobilising potential and was marginalised by the beginning of the 1990s. Since then the environmental NGOs have been strongly affected by the process of European integration. Environmental NGOs have served both as agents and indicators of the institutional change taking place in Lithuania. The dynamics of this change can be analysed through the case of Ignalina in the course of the past couple of decades the nuclear power plant of Ignalina in the north-east corner of Lithuania has been a reference point for a number of political discussions and processes. During the Lithuanian independence movement the nuclear power plant became a symbol of Soviet rule. As Ignalina was strongly associated with the hegemony of Moscow over Lithuania the plant occupied a central role in the fight towards national sovereignty. Independence activism took the form of environmental protests, especially in the early stages of the Lithuanian reform movement, and a large number of environmental organisations were established all over Lithuania. The political context provided an opportunity to address sensitive political questions through environmental activism. For instance, in September 1988 thousands of protesters formed a human chain the ring of life around the two units of Ignalina as a manifestation of Lithuanian national sovereignty and identity. The symbolic position of Ignalina changed radically after Lithuania s independence declaration in March 1990. As Moscow imposed an energy embargo on Lithuania it soon became clear that the country was dependent on its own sources of energy, of which the nuclear power plant of Ignalina was the most important one. Although Ignalina had only recently served as the symbol of Soviet oppression, the plant suddenly proved indispensable in the reconstruction of the nation and its material well-being. In 1995 the Lithuanian government tabled a EU membership application. Towards the end of the decade Ignalina was brought on the political agenda of the EU it soon became evident to Lithuanians that the closure of the nuclear power plant would be considered a de facto prerequisite for EU membership. As a result, the question of Ignalina was highly politicised the setting gave Ignalina a positions as the symbol of national sovereignty. There had been a radical shift in the political symbolism surrounding the plant. Meanwhile, the environmental NGOs faced a dilemma: Some of the environmental activists were closely linked to European anti-nuclear NGO networks and were strongly in favour of the decommissioning of Ignalina. However, many of the environmental NGOs also carried with them a long tradition of ethno-cultural thinking thus connecting the organisations closely to the notion of Lithuanian national sovereignty. Against this background it proved difficult for many organisations to define their role in view with the question of Ignalina what would be appropriate political action? As a result, there remained a great deal of indecisiveness and confusion among the environmental NGOs as to the decommissioning plans of Ignalina, and more generally as to the role of the environmental organisations in the Lithuanian society. The case of Ignalina provides a framework within which it is possible to analyse certain dimensions of national sovereignty in an integrating, post-Cold War Europe. The integration of Central and Eastern Europe into the EU has produced a situation in which many of the expectations attached to national sovereignty are being challenged. The research also brings forward a topic that has received only limited attention in the past, namely the effects of European integration on non-governmental organisations in Central and Eastern Europe. By focusing on a specific sector of Lithuanian NGO activity it is possible to analyse the dynamics of europeanisation on a very concrete level. The case of Ignalina suggests that the activists of Lithuanian environmental NGOs are forced to ponder the raison d être of their organisations in the face of different, often conflicting institutional pressures. The expectations drawn from fresh national sovereignty are not always compatible with the models of action produced by the European integration process. The case evidences a conflict between post-Communist nation-building and the institutional limitations brought about by EU membership. Simply put, the idea of national sovereignty on the one hand and European integration on the other offer environmental NGOs distinctive, often conflicting, models of appropriate political action. The models of action created by the institutional framework of the EU are not easily compatible with the norms typical of a newly independent state. This identity political conflict is especially pronounced whenever national and European norms are placed in direct opposition with each other. However, it should be noted that the national and European levels of politics cannot be completely distinguished from each other. It is interesting to notice how models of action drawn from the EU system often form the very basis of national or local political action. Therefore it can be stated that the separation between European and national models of appropriate action is not always feasible. It is possible to approach most political questions, including the encounter of Lithuanian environmental NGOs and the EU, from an institutional perspective. The theoretical framework of the study is based on new institutionalism , and the notion of logic of appropriateness is central to the study political institutions are analysed as collections of norms that define the rules of appropriate political action in different situations. In essence, politics is about appropriate action. The research seeks to explain the logic of appropriateness being followed by Lithuanian environmental NGOs. The research problem is approached through a set of questions: (1) How does the colourful history of the Lithuanian environmental movement affect the political characteristics of today s environmental NGOs? (2) What does the specific case of Ignalina tell us about the institutional contexts in which the Lithuanian environmental NGOs operate? (3) How to define the relationship between Lithuanian environmental NGOs and the politics of national sovereignty? (4) What is the relevance of the institutional framework of the EU to Lithuanian environmental NGOs? The study suggests that the rules of appropriateness change depending on the political context. At the same time, the conflicts produced by differing, overlapping institutional environments are reflected in the inner dynamics of political actors, resulting to indecisiveness and confusion. Since political action is first and foremost directed by the logic of appropriateness, the interpretations of political contexts are of central relevance. Therefore it is possible that a single object, such as a nuclear power plant, can be given a variety of interpretations in the realm of identity politics. The case of Ignalina evidences that symbolism and interpretation form the core of political life.
Tutkimuksen tehtävänä oli selvittää, voivatko valtionhallinnon alueille tuomat uudet instituutiot tukea omaehtoista alueellista kehittämistä ja, jos voivat, niin miten. Instituutioilla tutkimuksessa tarkoitettiin alueellista kehittämistoimintaa ohjaavia, tietoisesti luotuja sääntöjä ja menettelyjä tai käytännön toiminnan myötä kehittyneitä toimintamalleja. Omaehtoisella kehittämisellä taas tarkoitetaan sellaista alueellista kehittämistä, joka lähtee liikkeelle tietyllä alueella asuvista ihmisistä ja siellä toimivista organisaatioista sekä perustuu ennen kaikkea alueen omiin tarpeisiin ja voimavaroihin. Esimerkkeinä valtionhallinnon luomista uusista alueellisen kehittämisen instituutioista oli toimintaryhmätyö Suomesta sekä alueellinen kehittämissuunnittelu ja aluemanagement Saksan Baijerista. Toimintaryhmätyö on paikallisten kehittäjäryhmien ja näiden yhteistyökumppaneiden tekemää alueellista kehittämistyötä. Baijerin aluemanagement tarkoittaa puolestaan erilaisten toimijoiden yhteistyöhön perustuvan alueellisen kehittämisprosessin johtamista. Tutkimuksessa analysoitiin kahden suomalaisen ja kahden baijerilaisen esimerkkialueen kehittämisprosesseja noin neljän vuoden ajanjaksolla. Tärkeimmät metodit tutkimusaineiston keruussa olivat osallistuva havainnointi ja kehittämisprosessien toimijoille tehdyt puolistrukturoidut haastattelut. Tutkimus osoitti, että valtionhallinto voi uusien instituutioiden avulla tukea omaehtoista alueellista kehittämistä. Uusiin instituutioihin tulee tällöin sisältyä osallistavia suunnittelumetodeja ja hanketoiminnan koulutusta, malleja, kannustimia ja ongelmanratkaisuvälineitä paikallisille kumppanuuksille, joustavia rahoitusvälineitä, tukijaviranomaisten kumppanuutta sekä tukea verkostoitumiselle. Uusilla instituutioilla on kuitenkin myös piirteitä, jotka haittaavat omaehtosta kehittämistä. Tällaisia ovat normatiivinen säätely, tiettyjen toimijoiden aseman korostuminen, asiantuntijavetoinen tai liian kiireinen suunnittelu sekä kiinnittyminen sektorihallintoon. Uusien instituutioiden mahdollisuudet vakiintua alueille riippuvat puolestaan siitä, miten ne tehdään tunnetuksi, olemassa olevista instituutioista, uudelta instituutiolta odotettujen julkisten hyötyjen ja paikallisten intressien yhteensopivuudesta sekä toiminnan laajenemisesta ja kehittymisestä alueella. Tutkimusasetelma on ajankohtainen eurooppalaisessa alueellisessa kehittämisessä ja maaseutupolitiikassa, joissa uusia instituutioita parhaillaan luodaan ja kokeillaan. Aiempiin tutkimuksiin verrattuna tutkimus tuo uutta erityisesti analysoimalla rinnakkain kahden, lähtökohdiltaan suuresti toisistaan poikkeavan maan hyvin erilaisia instituutioita. Tutkimuksen tuloksia voidaan hyödyntää alueellisen kehittämispolitiikan suunnista ja toimenpiteistä päätettäessä. Tuloksia voivat hyödyntää myös erilaiset paikalliset yhteisöt tai kunnat halutessaan viedä eteenpäin omaehtoista kehittämistä alueellaan. Aiheellisia jatkotutkimuksen kohteita ovat uusien instituutioiden sekä omaehtoista kehittämistä tukevat että haittaavat elmentit. ; New Institutions Supporting Endogenous Development The recent changes in regional development in Europe were the starting point of the study. The European Union and the national governments of many European countries have reacted to new challenges of regional development by creating and launching special institutions to support endogenous regional and local development. Both Finland and the German state of Bavaria have responded in this way. An example in Finland is the activity of the local action groups consistent with the model of the EU LEADER programme, which has been extended through the national rural development programme for local endogenous development (POMO programme). In Bavaria, the Ministry of State Development and Environmental Affairs has created and launched institutions of regional development planning and regional management. The objective of the study was to determine whether these new institutions launched from outside are able to support endogenous development processes in the regions, and if they are, how do they do it. Answers were sought by analysing how the various elements of the new institutions influence the process of endogenous development in its different stages. Also, the influence of the launching practice was analysed. Four qualitative case studies were carried out: two in Finland and two in Bavaria. In Finland the case studies were carried out in two regions where the POMO programme was being implemented. In Bavaria two relatively rural regions were chosen where a sub-regional plan was made and was being implemented through regional management. The conditions for establishment of the new institutions in the regions are discussed in the study. The theoretical framework of the study is built around the terms regional development, endogenous development and institutions. Institutions are here understood as formal and informal systems of rules that guide the assignment of meanings and so the action. The institutions of regional development supply the framework for the regional and local development. The conclusion that can be drawn from the recent discussion of regional development thinking and practices in Europe is that new models of thinking and acting supporting endogenous development have emerged. Such models include strategic thinking and programming, networking and partnership, and communicative planning. These models have been incorporated in the new institutions of regional development created and launched by central authorities. Finland and Bavaria have different institutional backgrounds for the new institutions and these backgrounds have influenced the aims and forms of the new institutions. The institution of the activity of the local action group in Finland supports endogenous development on the basis of local partnerships. The institutions of regional development planning and regional management in Bavaria are intended to support endogenous development based above all on a partnership of municipalities. The influence of the new institutions on regional development processes depends on the characteristics of the elements of the new institution, how the institution was launched and on pre-existing institutions in the region. The rational incentives offered by the new institutions, together with the values and the beliefs taken for granted of the pre-existing institutions, are playing a central role. There are also other factors peculiar to the region and the actors that influence the development process. The main question of the study - whether the new institutions can support endogenous development processes - can be answered in the affirmative. The supporting characteristics of the new institutions are participatory planning methods and training for project management, models, incentives and ways of problem solving for local partnerships, flexible funding instruments, partnership with supporting authorities and support to networking. However, the new institutions also have characteristics unfavourable to endogenous development. These include normative rules, emphasis on the position of certain actors, expert planning or too hasty planning and attachment to sectorial government structures. The possibilities of the new institutions to root themselves in the region depend on the mode of launching, on the pre-existing institutions, on the compatibility of expected public benefits with the interests of local actors and on the expansion of the activity and development of the practices in the region.
Tiivistelmä. Tutkin pro gradu -tutkielmassani direktiivis-komissiivisia vuorovaikutustoimintoja neljän äidinkielenään suomea puhuvan informantin keskusteluissa, joita he käyvät PlayerUnknown's Battlegrounds -nimisen selviytymisvideopelin pelaamisen aikana. Peilaan analyysiani Elizabeth Couper-Kuhlenin (2014) vuorovaikutustoimintojen jaotteluun, jossa keskiössä on tulevaisuuden toiminnan toimeenpanijan ja tulevaisuuden toiminnasta hyötyjän selvittäminen. Oleellista tutkimukseni toteutustavassa on se, että pelaajat eivät näe milloinkaan toisiaan keskusteluiden aikana, joten heidän vuorovaikutuksensa nojaa täysin mikrofonien välityksellä toteutettuun puhekommunikaatioon. Tällaista täysin vastaavalla tavalla toteutettua tutkimusta ei videopelikeskusteluista ole tehty. Aineistoni on kerätty syksyllä 2018 siten, että yksi pelaajista on tallentanut pelikuvaa, -ääntä ja pelaajien keskustelua videotiedostoiksi. Videoaineistoa on yhteensä 10 tuntia 17 minuuttia. Aineisto on säilöttynä kokonaisuudessaan Oulun yliopiston Kikosa-kokoelmaan. Olen käynyt aineistoa läpi siten, että olen keskittynyt kohtiin, joissa direktiivis-komissiivisia vuorovaikutustoimintoja on selvästi havaittavissa. Olen sitten litteroinut tutkimuksen kannalta hedelmällisiä kohtia ja analysoinut ne keskustelunanalyyttisesti. Analyysissani keskityn todistamaan Couper-Kuhlenin (2014) toimija–hyötyjä-jaottelun avulla, mikä vuorovaikutustoiminto kulloinkin on kyseessä. Samalla testaan jatkuvasti Couper-Kuhlenin (2014) teoriaa omaa aineistoani vasten. Olen toteuttanut tutkimuksen aineistovetoisesti, ja analyysini on kvalitatiivista. Tutkimuskysymykseni on "Mitä erilaisia direktiivis-komissiivisia vuorovaikutustoimintoja videopelikeskusteluissa on havaittavissa?". Couper-Kuhlenin (2014) toimija–hyötyjä-jako toimii yleisesti hyvin myös omaan aineistooni, joskin olen tutkimukseni tulosten perusteella tarkastellut sitä myös paikoin kriittisesti. Läpi aineistoni neljä keskeisintä direktiivis-komissiivista vuorovaikutustoimintoa ovat tarjous, pyyntö, ehdotus ja ohjeistus. Tutkimustulosten kannalta merkittävää on myös havainto siitä, että videopelikeskusteluissa ei välttämättä tulevaisuuden toiminnan hyötyä kyetä aukottomasti osoittamaan. Joissakin tapauksissa voidaan ajatella pelaajan ajavan koko joukkueen etua, mutta toisissa tapauksissa taas voidaan myös argumentoida sen puolesta, että pelaaja pyrkisi hyötymään tilanteesta itse. Tämän vuoksi esimerkiksi pyyntö ei toteudu välttämättä pyynnön esittäjän hyödyksi, vaikka Couper-Kuhlen (2014) näin väittääkin. Tutkimukseni avaa niin sanotusti peliä vuorovaikutuslingvistisessä tutkimuskentässä videopelikeskustelujen analyysille. Pidän äärimmäisen tärkeänä nyky-yhteiskunnassa videopeleistä tehtävää tutkimusta jo pelkästään siksi, että pelien harrastajamäärät kasvavat jatkuvasti. Humanistisia tieteitä kiinnostaa ihmisten toiminta, joten tutkimus täytyy viedä sinne, missä ihmiset viettävät aikaa 2020-luvulla — eli virtuaalisiin vuorovaikutusympäristöihin.Directive-commissive actions in video game conversations. Abstract. In this Master's thesis, I study directive-commissive actions in video game conversations. Four Finnish-speaking informants communicated with each other using microphones while they played PlayerUnknown's Battlegrounds together. I test Elizabeth Couper-Kuhlen's (2014) theory of actions, in which she asks who will commit the future action and who will benefit from it. The key point in my study is that the informants cannot see each other because they are not sharing a physical space. Instead, they play online and communicate solely with their voice. In linguistics, there are currently no other studies about directive-commissive actions conducted in the exact same way as this thesis. The data for my study was collected in Autumn 2018. One of the informants played the aforementioned game and recorded his point of view and the conversations in video files. The recorded data totals 10 hours and 17 minutes and is stored in the Kikosa Collection at the University of Oulu. I have analyzed the data with a focus on the parts containing clearly visible directive-commissive actions. I have then transcribed the most interesting parts and analyzed them more thoroughly using conversation analysis. In my analysis, I focus on proving Couper-Kuhlen's (2014) model, where the following two questions are asked: "Who will carry out the future action?" and "Who will benefit from it?" Using this method, I identify the directive-commissive actions visible in the transcripts. At the same time, I attempt to provide a critique of Couper-Kuhlen's (2014) theory by comparing it to my data. The research was conducted with a focus on the data, and my analysis is qualitative. My research question is: "What different types of directive-commissive actions are there to notice in video game conversations?" While Couper-Kuhlen's (2014) model works well for the most part, I have also pointed out a couple of inconsistencies at some points. The four most important directive-commissive actions in my study are Offer, Request, Proposal and Advice-giving. The results show that in video game conversations, it might not always be possible to pinpoint the beneficiary of the executed future action. In some cases, one could argue that a player execute their actions for the benefit of the whole team. On the other hand, a player could also only have their own benefit in mind. Thus, for example, a Request might not end up benefitting a player, despite it being so in Couper-Kuhlen's (2014) model. This study works as a first step towards further analysis of video game conversations in interactional linguistics. I believe this kind of study to be extremely important in our society, not only due to the large and increasing number of players in different types of video games, but also because the field of humanities has always involved an interest in human actions and interactions. Therefore, research needs to be where people spend much of their time in the 2020s — in virtual and interactive settings, that is.
Laadunarviointi on keskeinen osa koulutuspolitiikkaa, jonka kansallisena tavoitteena on nostaa suomalaiset Euroopan osaavimmaksi kansaksi koulutuksen mittareilla mitattuna. Sillä on paitsi tekninen, myös hallinnollinen funktionsa. Arviointikäytänteet osana koulutuksen hajautettua hallintaa ja arviointikulttuurin lanseerausta ovat leviämässä kansalliselta tasolta kuntien ja koulujen toimintakäytänteisiin. Tässä tarkoituksessa hallinto tukee yhtenäisten itsearviointimenetelmien ja laadunhallintamallien käyttöönottoa paikallisen tason laaduntarkkailussa. Tämän tutkimuksen keskiössä on kysymys koulutuksen 'laadun' konstruktiivisesta muotoutumisesta perusopetusta koskevassa koulutuspoliittisessa diskurssissa ja arviontikäytänteissä. Foucault'n hallinnan analyyttisen näkökulman kautta tutkimus jäsentää laadun muotoutumisen diskursiivisia reunaehtoja suhteessa laadunarvioinnin totuuksiin ja oikeuttamiseen (rationaliteetti), laadun tuottamisen tapoihin ja käytäntöihin (teknologia) sekä subjektin rooliin laatudiskurssissa. Tutkimuksen aineistona on Opetus- ja kulttuuriministeriön julkaisema koulutuspoliittinen teksti "Perusopetuksen laatutyö. Erilaisia tapoja ottaa laatukriteerit hallintaan", joka on kunnille ja kouluille suunnattu laadunarviointia koskeva ohjeistus ja arvioinnin käytännön apuväline. Tutkimuksen tulosten perusteella koulutuksen 'laatu' näyttäytyy ristiriitaisena koulutuspoliittisena empty signifier-terminä, jolla laadun rationaliteetti ja teknologia on sidottu yhteen, palvelemaan samoja yhteiskunnallisia päämääriä. Lähtökohtaiset oletukset 'laadun' yhteiskunnallisen oikeuttamisen ja varsinaisten arviointikäytäntöjen taustalla eroavat kuitenkin toisistaan merkittävästi. 'Laatu' on toisaalta yhteiskunnalliseen muutokseen reagoivaa loputonta liikettä ja kehittymistä laadun idean tasolla ja toisaalta arviointijärjestelmän sisällä tuotettua kuntien ja koulujen systemaattista seurantaa sekä tosiasiana todettua kyvykkyyden mittaamista suhteessa tavoitteisiin. Laadunarvioinnin diskurssi tarjoaa analyysin perusteella laadun muotoutumiselle jatkuvan kehittymisen ideologian ja metodologiset kehykset, muttei välineitä laadun parantamiseen subjektin näkökulmasta esimerkiksi pyrkimällä tukemaan oppilaan oppimisen edellytyksiä. 'Laatu' irrotetaan koulutuksen arjesta, arvoista ja pedagogisista periaatteista neutraalisti tuotetuksi arviointitiedoksi. Laadun subjektit (opettajat ja opiskelijat) esitetään laatutyöhön osallistettavina laadun tuottamisen välineinä. Governed quality? About the nature and definitioning terms of quality in the education policy discourse Abstract Quality assurance is understood as an important part of education policy in which the main goal is to raise Finnish to the most capable people in Europe measured by the indicators of education quality. It has both technical and governmental functions. Quality assurance methods as a part of diffused regime of governing are expanding from the national level into the practices of the municipal corporations and the schools. In this meaning the current regime of governance supports the commissioning of the uniform assurance technigues and models as the forms of local quality control. In the center of this research is the question of 'quality' and the way it is formed in the discourse of education policy and through the modes of quality assurance. The research analyzes the preconditions of this discoursive consept through Foucaults analytic perspective. It pays attension to the truths and legitimation of quality (rationality of government), the quality practices (technique of government) and the role of the subject in the discourse of quality. The data of the research consist of the education policy text "Perusopetuksen laatutyö. Erilaisia tapoja ottaa laatukriteerit hallintaan" (Quality work in Basic education. Ways to take over the quality criteria), published by Ministry of Education and Culture. The text is an instructioning publication for the municipal corporations and schools, amed to support their self evaluation. As a results of the research 'quality' appears as a contradictional 'empty signifier'-concept used as a tool of education policy. By using the consep it is possible to combine the rationalities and the techniques of quality, both serving the societal ambitions. Even so, the main principals behind the legislations of society level and the ideas connected to assurance practices differ from each other significally. On one hand 'quality' is seen as an idea and reaction to the endless movement of the development of society, but on another it is about verifying the 'true' capability of the local actors reaching goals and results; systematic measurement inside the regime of assurance. Thus the education discourse gives for the forming quality two attributes: the ideology of continuing development and the frames of measument, but says nothing about how the subjects/actors could reach those goals in practice by improving the conditions of learning. Governed 'quality' is separated from the ordinary reality of schooling, from the values of teaching and the principals of pedagogy and translated into neutrally produced assurance knowledge. The real subjects of quality (teachers and pupils) are performed as committed instruments of the production of it.
Sata kuntaa riittää , Puolet pois! ja Lopulta kuntia voi olla vain 30. Tutkimuksen aiheena on 1990-luvun alusta 2000-luvun puoliväliin käyty kuntarakennetta koskeva julkinen keskustelu. Keskustelua näkökohtineen, vaatimuksineen ja osapuolineen tarkastellaan totuuden politiikan kautta. Kiinnostuksen kohteena on se, miten tuotetaan ne totuudet, joilla perustellaan kuntarakenteeseen kohdistuvia vaatimuksia. Tutkimuksen aineisto muodostuu kuntaliitoksia käsittelevistä sanomalehtikirjoituksista. Tutkimuksen perusteella kuntarakennekeskustelun solmukohdassa käydään kamppailua tehtävien, voimavarojen ja kuntarakenteiden keskinäisestä suhteesta. Kunnille osoitettujen tehtävien ja voimavarojen merkitys on kansantaloudellisesti ja jakopoliittisesti keskeinen. Voimavaroissa tai tehtävissä tunnistettu muutos käynnistää tarpeen sopeuttaa kahta muuta elementtiä. Muutosvaatimukset ovat kytkeytyneet myös poliittisen vallanjaon jännitteisiin eli puolueiden valtapoliittisiin asemiin kuntakentässä. Kamppailu oikeista tulkinnoista, määritelmistä ja näkökulmista eli totuudesta ilmenee puhe- ja ajattelutavoissa eli diskursseissa. Kuntarakennekeskustelua hallitsee puhetapa, joka on nimetty valtadiskurssiksi. Sen keskeisenä päämääränä on kuntarakenteen uudistaminen suurempien kuntien muodostamiseksi. Kysymys on kuntien toimintaedellytysten ja voimavarojen vahvistamisesta. Keskeiseksi muodostuu kuntien toimintaympäristön muutos. Valtadiskurssissa kuntarakenteen uudistaminen asetetaan rahoituksen tai tehtävien uudelleenmäärittelyn edelle. Kun kuntien tehtävissä tai voimavaroissa tapahtuu muutoksia, rakenteiden tulee sopeutua näihin muutoksiin. Kuntarakenne näyttäytyy hallittavana , sen piirteitä voidaan mitata, arvioida ja muuttaa. Vastadiskurssiksi nimetty diskurssi syntyy reaktiona vaatimukselle kuntarakenteen muutoksesta. Vastadiskurssin lähtökohdista käsin pyrkimys kuntarakenteen muutokseen ei ole perusteltu. Kunnat nähdään historialtaan ja identiteetiltään ainutkertaisina itsehallinnollisina yhteisöinä, joilla on alueellinen itsemääräämisoikeus. Kunnan kehittämistä ja palveluja koskeva päätöksenteko halutaan säilyttää mahdollisimman lähellä kuntalaisia. Kuntaliitosten nähdään johtavan kehittämistoimenpiteiden ja palveluiden keskittymiseen eli hyvinvointivaltion paikalliseen alasajoon. Toimintaympäristön muutos edellyttää sopeutumista, mutta kuntaliitosten sijaan ratkaisuksi esitetään kuntien voimavarojen lisäämistä, tehtävien vähentämistä, kuntien yhteistyön lisäämistä ja muita palvelutuotannon tehostamiseen tähtääviä toimenpiteitä. Nykyiset kunnat ovat muodostuneet useiden vuosisatojen aikana monien vaiheiden kautta. Kuntia on yhdistetty ja niitä on jaettu. Muutoksia on perusteltu eri aikoina ajankohtaisilla kuntien tehtäviin ja taloudellisiin voimavaroihin kohdistuvilla haasteilla. 1990-luvun alussa kuntarakenteen muutostarve kytkettiin byrokratiaan ja lamaa seuranneeseen kunnallistalouden kriisiin. Vaatimus palvelujen tehokkuudesta ja byrokratisoituneen hallinnon virtaviivaistamisesta muodostui hyvin keskeiseksi. 1990-luvulta 2000-luvulle tultaessa alkoi korostua seutuistuminen, kuntien keskinäinen riippuvuus ja yhteistyö elinkeinojen kehittämisessä sekä palvelujen turvaamisessa. Samalla omaksuttiin kaksi erilaista sopeutumisstrategiaa eli pyrkimys edistää sekä kuntaliitoksia että seutuyhteistyötä. Kaksikärkinen strategia edusti kompromissia tilanteessa, jossa kunnat eivät olleet halukkaita liitoksiin. 2000-luvun puoliväliin tultaessa kuntarakennekeskustelussa tapahtui kuitenkin diskursiivinen muutos. Kuntarakenteen muutosta vaadittiin entistä voimakkaammin nimenomaan palvelujen turvaamiseksi. Kuntien taloudellisen aseman eriytyminen kiihtyi muuttoliikkeestä ja kuntien rahoitusperusteiden muutosten seurauksena. Uhkana olivat myös väestön ikääntymisestä ja palveluvaatimusten muutoksista johtuva palvelukustannusten kohoaminen. Kunnat näyttivät jakautuvan menestyviin ja menettäviin. Monien kuntien edellytykset palvelujen järjestämiseen olivat merkittävästi heikentyneet. Kuntien taloudellinen vastuullistaminen ja vaatimus elinvoimaisuudesta korostuivat. Julkisen talouden sopeuttamistarpeen ja kuntien palvelukustannusten kasvun myötä tehokkuuden rinnalle nousi vaatimus tuottavuuden kohottamisesta. Toimintaympäristön muutoksiin varautumisen katsottiin edellyttävän myös elinvoimaisuutta. Aiempina vuosikymmeninä valtion rahoitusta ohjattiin voimakkaasti infrastruktuurin ja palveluverkon ylläpitämiseen syrjäseudulla ja heikosti toimeentulevissa kunnissa. Tapahtuneessa muutoksessa on kysymys siitä, että yksi totuuden politiikka korvautuu toisella. Kuntien odotetaan kantavan vastuunsa elinkelpoisuudestaan ja yhdistyvän väestö- ja elinkeinopohjaltaan ja sitä kautta entistä vahvemmiksi kokonaisuuksiksi. 2000-luvun edetessä kuntaliitoshankkeita on käynnistynyt kiihtyvällä tahdilla ja yhä useammissa niistä kunnat yhdistyvät. Kuntayhteisön historia, identiteetti ja ainutkertaisuus väistävät, kun yhdistyminen muodostuu yhden tai useamman kunnan taloudellisen aseman tai toiminnallisten edellytysten kannalta välttämättömäksi. Keskusteltaessa kuntarakenteesta keskustellaan samalla kuntien itsehallinnosta. Voimakas vaatimus kuntien elinvoimaisuudesta ja elinkelpoisuudesta merkitseekin itsehallintokäsityksen muuttumista. ; The topic of this study is the public discussion on desired local authority size and the need for municipal mergers. The study is based on the French philosopher Michel Foucault´s discoursive view of knowledge and power and an analytics of governmentality, which has evolved from Foucault´s research. The discussion on local government structure concerns information on local authorities, power and competing governmental rationalities. Governmental rationalities refer to different ways of producing truths and giving causes for social and political aims. The study is based on the conception that governmental rationalities are bound up with a discoursive struggle. This struggle is integrated into public discussion. The material of the study consists of newspaper articles on local government structure and municipal mergers. The discussion on local government structure is examined in contexts from the early 1990s and early 2000s. With regard to these two periods I analyse the changing historical conditions under which the discourses unfold. During the time that passed between the two periods the local authorities faced a major change in economic fluctuations, migration, internationalisation, the European integration and the effects of extensive public administration reforms. The discussion on local government structure is analysed in relation to the recent development of the operating environment, the metamorphosis of the welfare society and the changeable role of local authorities. An important issue in my study is what kind of discourses form the framework for public discussion on local government structure? And how do they regulate the governmental rationalities concerning the relations between the duties, resources and structures of local governments? According to my study, the debate on local government structure is in fact a defining struggle over the local authorities´ mission, resources and structure and how these are related to one another. A change detected in resources or duties triggers a need to adjust either one of the two other elements in question. The interpretations of adjustment in each case result in specific governmental rationalities of reform. There is also the question of how political power is distributed and the tensions arising from it, i.e. a struggle for political power in connection to the political parties´ differentiated position in local governments. A change in local government structure signifies new strategic positions and political strongholds. The positions of the traditional ruling parties, i.e. the Centre Party and the Social Democratic Party, produce opposite dispositions of how and on whose conditions the governmental models are outlined. The study shows that the discussion on local government structure is dominated by a power discourse that strongly emphasises a demand for restructuring in order to form larger municipalities. The power discourse strengthens a rationality that gives priority to restructuring local governments instead of financing or redefining duties. Within the power discourse the conception of local government structure turns into an instrument of governmentality and a perspective which sets aside other possible ways of representing local authorities. Local authorities are perceived as a part of the total structure of administrative units, the characteristics of which may be measured, assessed and changed. A counterdiscourse arises as a reaction to the power discourse and its demand for adjustment to the change of operational environment through a change of local government structure. This counterdiscourse questions the notion of local authorities as a structure that can be steered and governed. Local authorities are seen as unique, autonomous regional institutions where decisions on their development and services must be made as close to the local residents as possible. Thus the counterdiscourse emphasises the local authorities´ territorial autonomy, which secures preserve the unique history and identity of the present municipalities. In the 1990 s the interpretation that the operating environment developed towards regionalisation was characteristic for the change management. The aim to promote regionalisation and conditions influencing regionalisation was strengthened. Regional cooperation represented a compromise between reluctance to merge and securing of industrial development needs and services. The discussion concerning local authority structures was founded upon a two-peaked strategy of adjusting, i.e. the aim was to actively further the promotion of both municipal mergers and regional cooperation. Securing services is the topic in the core of the discussions on local government structures. And this topic is enwrapped in the discourse on equality. However, equality appears to be the ambivalent precondition for the reform. In the power discourse the equal status of citizens is threatened by the differentiation of the financial situation of local authorities. A change of the local government structure arises as the solution. The counterdiscourse emphasises one aspect above all others, i.e. to secure services as close to the local residents as possible. The pursuit of scale benefits, concentration of resources and development measures and cutting down on services are considered risks in the change of local government structures. The fear for the effects of concentrated powers and for the dismantlement of the welfare society at local level will be actualised in the counterdiscourse. From the beginning of the 1990 s to the mid-2000 s there is a discoursive change in the discussion on local government structures. The discussion starts increasingly to circle around the change of operating environments of local authorities. The prerequisites of local governments to secure the services are getting questioned due to migration, changes in the population s age structure and regional differentiation. There seems to be a division into winning and losing local authorities. The financial and operating prerequisites of small and remote local authorities are considered to have weakened. Making provisions for changes in the operating environment emphasises vitality and viability. A condition is that local authorities embrace their financial responsibilities. The responsibilisation in the discoursive change is similar to the responsibilisation frequently applied in connection with the management of welfare drawing on different neoliberal practices. The mentality of liberalisation and responsibilisation can be more widely acknowledged in the development of the relations between local authorities and the state. In political rationalisation the promotion of productivity has become the counterpart of the securing of services. The rhetoric of financial necessities is more strongly than before starting to regulate the discussion. In the 1990 s the emphasis was on effectivity and claims for the streamlining of the bureaucratised governance. In the 2000 s the talk focused on productivity and the demand that more should be achieved despite decreasing resources. The concept of productivity welling from the background assumptions of economic science is problematic for the public sector. It does not measure welfare and wellbeing. Consequently the dispute is not about measures but about goals. What kind of local authorities will be given the responsibility for the services to residents and the development of their close environment? The answer to this question also implies how resources and duties are allocated to local authorities. The discoursive change is all about a reorganisation of the mutual relations between knowledge and power. One politics of truth is replaced with another politics of truth with more explanatory power and penetrating effects than the former one. The responsibilisation of local authorities and the assessment based on financial processes come in the centre of the discussion on local government structures. The definitions of local authority duties, resources and structures also contribute to the revision of local self-government. The strong claim for vital and viable local authorities actually means the articulation of a new kind of basis for the self-government.
