Efektivitas Penanganan Covid-19 dan Dampaknya pada Hasil Pemilihan Umum: Studi Kasus Pengaruh Penerapan Four-Pronged Strategy Pemerintahan Presiden Moon Jae-in dan Civic Duty Masyarakat Korea Selatan terhadap Kemenangan Democratic People's Party of Korea pada Pemilihan Umum Legislatif Korea Selatan ...
The Covid-19 pandemic has disrupted elections in various countries, decreased voter participation, and increased the potential for virus transmission that threatens public health—one of the countries holding elections during the Covid-19 pandemic in South Korea. In contrast to most other election organizing countries during the pandemic, the South Korean Legislative Election in 2020 became a legislative election with the highest turnout of voters reaching 66.2 percent. The election was won by the Democratic People's Party of Korea as the party that carries President Moon Jae-in. This study discusses the effect of the four-pronged strategy used by President Moon Jae-in in tackling Covid-19 on the victory of the Democratic People's Party of Korea. This study will also discuss the high civic duty of the South Korean community, which affects the high turnout of voters, regardless of elections held during a crisis. This study finds that despite the poor assessment of economic policies, foreign relations, and political scandals in the administration of President Moon Jae-in, crises are considered to have higher urgency and become the main indicator of a society in conducting retrospective assessments. This is supported by the public's views, who view the Covid-19 pandemic as a national crisis, and participating in elections is considered a form of nation-saving duty. The high voter turnout and the effectiveness of the four-pronged strategy affected the victory of the Democratic People's Party of Korea in the 2020 South Korean Legislative Elections. ; Pandemi Covid-19 mendisrupsi jalannya pemilu di berbagai negara dan berpengaruh pada penurunan partisipasi pemilih dan meningkatkan potensi transmisi virus yang mengancam kesehatan masyarakat. Salah satu negara yang menyelenggarakan pemilu di tengah pandemi Covid-19 adalah Korea Selatan. Berbeda dengan mayoritas negara penyelenggara pemilu lainnya di saat pandemi, Pemilu Legislatif Korea Selatan tahun 2020 menjadi pemilu legislatif dengan perolehan turnout voters tertinggi mencapai 66,2 persen. Pemilu tersebut dimenangkan oleh Democratic People's Party of Korea selaku partai pengusung Presiden Moon Jae-in. Penelitian ini membahas pengaruh dari four-pronged strategy yang digunakan oleh Presiden Moon Jae-in dalam menanggulangi Covid-19 terhadap kemenangan Democratic People's Party of Korea. Tidak hanya menggunakan penilaian retrospective, penelitian ini juga akan membahas tingginya civic duty masyarakat Korea Selatan yang mempengaruhi tingginya perolehan turnout voters, terlepas dari pemilu yang diadakan di tengah situasi krisis. Penelitian ini menemukan bahwa terlepas dari buruknya penilaian kebijakan ekonomi, hubungan luar negeri, dan skandal politik pada pemerintahan Presiden Moon Jae-in, situasi krisis dinilai memiliki urgensi yang lebih tinggi dan menjadi indikator utama masyarakat dalam melakukan penilaian retrospective. Hal tersebut didukung dengan pandangan masyarakat yang menilai Pandemi Covid-19 sebagai krisis nasional, dan berpartisipasi dalam pemilu dianggap sebagai bentuk nation-saving duty. Tingginya partisipasi pemilih dan efektivitas four-pronged strategy mempengaruhi kemenangan Democratic People's Party of Korea pada Pemilu Legislatif Korea Selatan tahun 2020.

The Implementation of The Strategy in Issuance of Birth Certificates in The Islands Region of Selayar District
This research is motivated by the people of the Selayar Islands Regency who experience limited information about birth certificate documents at this time, which is due to limited human and material resources both in quantity and quality, as well as the geographical location in the form of islands. The main problem of this research is that the issuance of birth certificates is still not optimal. The purpose of this study was to describe the issuance strategy by the Department of Population and Civil Registration of the Selayar Islands Regency in accelerating the ownership of birth certificates. This study uses qualitative research methods with the object of research being the issuance of birth certificates. Data collection techniques: observation, interviews, and documentation. Data analysis consists of three activities carried out together, namely data selection, presenting data, and drawing conclusions. The results of this study reveal that the Strategy of the Department of Population and Civil Registration has been running but still has obstacles in its implementation. This is due to various factors that occur in the field so that the implementation of the strategy has not been maximized. The researcher recommends that to reach services in the archipelago, it is better to use online. This will certainly make it easier for the community and officers to provide services in an effort to accelerate birth certificate ownership in the archipelago.

The Prosperous Justice Party of Bandung City and its Mix Strategy Marketing in the 2019 Election
General Election (Pemilihan Umum/Umum) is an arena for political parties to fight for seats in parliament through various political campaign strategies they carry out. The success of the Prosperous Justice Party (PKS) Bandung City in obtaining the majority of 13 seats in the 2019 Election is an interesting political case to study. This study aims to describe and analyze the political marketing strategies that the legislative candidates from the Prosperous Justice Party (PKS) of Bandung City carry out. Using the marketing mix theory, this study looks at 4 dimensions, namely Product, Place, Price, and Promotion. A descriptive-qualitative approach is applied. This study conducts interviews with representatives of the former PKS candidates who were the members of the parliament of Bandung City in the period of 2019-2024. This study indicates that PKS candidates for the City of Bandung Parliament have succeeded in implementing a marketing mix strategy. They employ it effectively and efficiently and reach a wider and more inclusive segment. They also apply campaign narratives that are close to voter's needs through direct marketing strategies.

Development Strategy Of Nature Tourism Object In Sanrobengi Island Boddia Village Galesong District Takalar Regency
This study aims: 1) to know the aspects that can be developed as a natural tourist attraction in Sanrobengi Island. 2) to know the public perception of the development of natural attractions in Sanrobengi Island. 3) to know the prospect of developing natural attractions in Sanrobengi Island. Objects in this study are tourists and the public. The data presented in the form of primary data taken from the questionnaire "Prospect of Sanrobengi Island Tourism Object Development in Boddia Village Galesong District Takalar District". Informant retrieval was taken using accidental sampling technique and purposive sampling technique. Data analysis used is qualitative descriptive analysis and SWOT analysis.The results show that the appropriate development strategy in the development of Sanrobengi Island as a natural tourist attraction is a strategy of Strength - Opportunities. The conclusions obtained include: physical aspect and social aspects strongly support the development of Sanrobengi Takalar Island as a natural tourist attraction. Public and tourist perceptions of natural attractions that agree to do more development. The development strategy that can be done include developing interest tourism, enhancing cooperation between central and local government, making promotion through website, banner, and billboards, local people's role in developing tourist object such as boat service utilization as well as maintaining and maintaining coral reef habitat environment.

Mangrove Tourism Movement Strategy in Realizing Ecocentrism Behavior ; Strategi Gerakan Pariwisata Mangrove dalam Mewujudkan Perilaku Ekosentrisme
The ecological damage to the coast of Bangka has forced the community to carry out environmental conservation movements to improve their marine ecology. The environmental movement carried out by the HKm Gempa 01 Group in Kurau Barat Village is an ecocentrism activity that is the antithesis of anthropocentrism behavior that has damaged the environment in the Bangka Belitung Islands. On that basis, this research was conducted to analyze and know the Ecocentrism-based Mangrove Tourism Movement Strategy. This study uses a qualitative descriptive method with data collection techniques using observation, interviews with purposive sampling techniques, and documents, while the analysis technique uses data triangulation. The results showed that the HKm Gempa 01 Group mobilized three stakeholders, namely the government, the community, and tourists, to manage the Mangrove area based on ecocentrism behavior. The success of the management of the area forms a movement strategy that can pressure three stakeholders to transform anthropocentrism behavior towards ecocentrism behavior in the management of the Munjang Kurau Mangrove area. ; Kerusakan ekologi pantai Bangka memaksa masyarakat untuk melakukan gerakan pelestarian lingkungan untuk memperbaiki ekologi lautnya. Gerakan lingkungan yang dilakukan oleh Kelompok HKm Gempa 01 di Desa Kurau Barat merupakan kegiatan ekosentrisme yang merupakan antitesis dari perilaku antroposentrisme yang telah merusak lingkungan di Kepulauan Bangka Belitung. Atas dasar itu, penelitian ini dilakukan untuk menganalisis dan mengetahui Strategi Gerakan Wisata Mangrove Berbasis Ekosentrisme. Penelitian ini menggunakan metode deskriptif kualitatif dengan teknik pengumpulan data menggunakan observasi, wawancara dengan teknik purposive sampling, dan dokumen, sedangkan teknik analisis menggunakan triangulasi data. Hasil penelitian menunjukkan bahwa Grup HKm Gempa 01 mengerahkan tiga pemangku kepentingan, yaitu pemerintah, masyarakat, dan wisatawan, untuk mengelola kawasan Mangrove berdasarkan perilaku ekosentrisme. Keberhasilan pengelolaan kawasan membentuk strategi gerakan yang dapat menekan tiga pemangku kepentingan untuk mengubah perilaku antroposentrisme menuju perilaku ekosentrisme dalam pengelolaan kawasan Mangrove Munjang Kurau.

The main problem in this thesis is how the implementation and impact of the MUI fatwa number 14 of 2020 regarding the implementation of worship in the situation of the Covid-19 outbreak in mosques, prayer rooms and the field in 2 Districts, namely Lima Kaum District and Pariangan District in Tanah Datar Regency.The research that the author is doing is field research (Field Research) and with qualitative methods. The research location is in Tanah Datar Regency, especially in 2 sub-districts, namely Lima Kaum Sub-district which is the center of Batusangkar city with a fairly high and diverse population so that it appears that the representation of Tanah Datar Regency (Batusangkar) and Pariangan District which is a sub-district with a position to the area (periphery). city) as well as the sub-district with the most beautiful country in the world so that it becomes a point of visit from various regions so as to allow for a larger crowd. The results showed that 1). The implementation of the MUI Fatwa number 14 of 2020 concerning the Implementation of Worship in Situations of the Covid-19 Outbreak in Tanah Datar Regency (District of Lima Kaum and Pariangan) has been well supported. There is a fairly high level of compliance from the Tanah Datar community in general. This compliance can be seen from the support of various parties in the government. However, this compliance was seen in the initial period of the MUI and the government's appeal, which was around April, May, June and July until the beginning of 'Idul Adha in 2020. As time goes by, today many pilgrims do not heed this MUI fatwa anymore. 2). Pertanggungjawaban Pelaku Usaha Air Minum Dalam Kemasan Terhadap Produk Yang Dipasarkan (Studi Putusan Mahkamah Agung Nomor 501 K/PDT.SUS-BPSK/2020)
AbstrakSNI merupakan bentuk nyata keinginan pemerintah dalam memberikan perlindungan kepada konsumen. UU No. 8 tahun 1999 tentang Perlindungan Konsumen tidak menyatakan secara jelas standar dan syarat yang harus dipenuhi pelaku usaha pengaturan hukum perlindungan konsumen terhadap produk SNI wajib dalam perundang-undangan di Indonesia, pertanggungjawaban pelaku usaha terhadap produk yang tidak memenuhi kewajiban SNI, dan upaya perlindungan hukum terhadap konsumen Air Minum Dalam Kemasan (AMDK) dengan menganalisis Putusan Mahkamah Agung RI Nomor 501 K/Pdt.Sus-BPSK/2020. Perlindungan hukum terhadap konsumen melalui SNI wajib megacu kepada Undang Undang No. 20 Tahun 2014 tentang Standardisasi dan Penilaian Kesesuaian. Pengaturan standardisasi wajib juga dapat ditemukan di dalam UU Nomor 3 tahun 2014 tentang Perindustrian dan UU Nomor 7 tahun 2014 tentang Perdagangan. Pada dasarnya, UU Standardisasi dan Penilaian Kesesuaian merupakan derivatif dari Pasal 9 ayat 1 huruf (a) UU No. 8 Tahun 1999 Tentang Perlindungan Konsumen. Pertanggungjawaban pelaku usaha terhadap produk yang tidak memenuhi kewajiban SNI adalah mengacu pada pertanggungjawaban produk (product liability). Pelaku usaha dapat diminta pertanggungjawabannya secara perdata dengan memberikan ganti rugi kepada konsumen dengan merujuk kepada Undang Undang Perlindungan Konsumen berkenaan dengan kerugian yang ditimbulkan. Perlindungan hukum terhadap konsumen Air Minum Dalam Kemasan (AMDK) dalam Putusan Mahkamah Agung RI Nomor 501 K/Pdt.Sus-BPSK/2020 sudah tepat sebab berdasarkan fakta yang terungkap dipersidangan dan ternyata air minum dalam kemasan Merek Sanford dapat dimanfaatkan oleh konsumen baik dikonsumsi maupun dijual kepada pihak lain dan konsumen telah mendapatkan manfaatnya serta konsumen mendapatkan keterangan informasi yang benar, jelas dan jujur mengenai kondisi barang, yang diperdagangkan tersebut. Mandatory standardization arrangements can also be found in Law number 3 of 2014 concerning Industry and Law number 7 of 2014 concerning Trade. Basically, the Law on Standardization and Conformity Assessment is a derivative of Article 9 paragraph 1 letter (a) of Law no. 8 of 1999 concerning Consumer Protection. The responsibility of business actors for products that do not meet SNI obligations refers to product liability. Business actors can be held civilly responsible by providing compensation to consumers by referring to the Consumer Protection Act regarding the losses incurred. Legal protection for bottled drinking water (AMDK) consumers in the Supreme Court of the Republic of Indonesia Number 501 K/Pdt.Sus-BPSK/2020 is correct because based on the facts revealed in court and it turns out that drinking water in the Sanford brand can be used by consumers, both consumed and consumed. sold to other parties and consumers have benefited and consumers have received correct, clear and honest information regarding the condition of the goods being traded. Strategi Pemasaran Media Digital dalam Meningkatkan Diseminasi Data di Badan Pusat Statistik ; Digital Media Marketing Strategy to Improve Data Dissemination at the Statistics Indonesia
Strategi pemasaran yang diterapkan organisasi non profit atau lembaga pemerintah tidak jauh berbeda dengan strategi pemasaran pada perusahaan swasta, karena keduanya sama-sama memiliki produk atau jasa yang perlu dipasarkan untuk kepentingan konsumen. Salah satu lembaga pemerintah yang membutuhkan strategi pemasaran adalah Badan Pusat Statistik (BPS) untuk memenuhi kebutuhan pengguna data dan meningkatkan dissemination produk BPS. Perkembangan TIK yang sejalan dengan pengguna internet di Indonesia menjadi peluang promosi. Penelitian ini bertujuan mengetahui bagaimana strategi pemasaran media digital BPS untuk meningkatkan dissemination produk data statistik. Metode menggunakan deskriptif kualitatif dengan pendekatan studi kasus. Untuk pengumpulan data dilakukan yaitu dengan studi literatur dan observasi di lingkungan BPS Pusat, Jakarta Pusat, khususnya di Direktorat Dissemination Statistik dalam kurun waktu Januari - September 2021. Hasil penelitian strategi pemasaran digital yang digunakan BPS dalam meningkatkan dissemination produk data statistik adalah (1) melalui website pelayanan statistik terpadu, (2) menerbitkan publikasi buku softcopy, (3) penggunaan QR code, (4) meluncurkan aplikasi Allstats, (5) infografis, (6) meluncurkan Pojok Statistik Virtual. Hasil penjualan buku cetak menurun karena tergantikan dengan kemudahan mendapatkan data secara online. ; The marketing strategy applied by non-profit organizations or government agencies is not much different from the marketing strategy of private companies, because both have products or services that need to be marketed for the benefit of consumers. One of the government institutions that requires a marketing strategy is the Central Statistics Agency (BPS) to meet the needs of data users and increase the dissemination of BPS products. The development of ICT in line with internet users in Indonesia is a promotional opportunity. This study aims to find out how the BPS digital media marketing strategy is to increase the dissemination of statistical data products. The method uses descriptive qualitative with a case study approach. Data collection is carried out by means of literature studies and observations in Central BPS, Central Jakarta, especially in the Directorate of Statistical Dissemination in the period January - September 2021. The results of research on digital marketing strategies used by BPS in increasing the dissemination of statistical data products are (1) through integrated statistics service website, (2) publishing softcopy books, (3) using QR codes, (4) launching the Allstats application, (5) infographics, (6) launching the Virtual Statistical Corner. The sales of printed books have decreased because they have been replaced by the ease of getting data online.

Wali Nanggroe Institution: The Role, Function, and Strategy for Resolving Conflicts in Aceh after the Peace ; Lembaga Wali Nanggroe: Peran, Fungsi dan Strategi Resolusi Konflik Aceh Pasca Perdamaian
Wali Nanggroe Institution is an institution of cultural authority as the unifier of the people that is independent, authoritative, and has the authority to develop and oversee the implementation of the life, adat (custom), language, the award of titles and honors, and adat rites. This research was conducted in Banda Aceh city using a qualitative method. The concept used was Wali Nanggroe, the theories of strategy, conflict resolution, and political communication theories to resolve local conflicts and analyze Wali Nanggroe neutrality in resolving conflicts in Aceh. The data were obtained by observation technique and interview (questionnaires and voice records). The results found that the Wali Nanggroe Institution does not implement a strategy in resolving conflicts both local conflicts and other conflicts in local institutions. Also, Wali Nanggroe does not hold political communication to resolve the conflicts. Besides, as a mediator, Wali Nanggroe is unfair to resolve the conflicts among local institutions due to some causes; emotional attachment between Wali Nanggroe and Members of Parliament at Aceh Provincial House of Representatives (DPRA) from Aceh Party Faction, tend to maintain the reign of Wali Nanggroe, and procedural problems in Wali Nanggroe election. ; Lembaga Wali Nanggroe adalah lembaga kepemimpinan adat sebagai pemersatu masyarakat yang independen, berwibawa, dan berwenang membina dan mengawasi penyelenggaraan kehidupan lembaga-lembaga adat, adat istiadat, bahasa dan pemberian gelar/derajat, dan upacara-upacara adat lainnya. Penelitian ini dilakukan di kota Banda Aceh dengan menggunakan metode kualitatif. Konsep yang digunakan adalah Wali Nanggroe, teori strategi, resolusi konflik, dan teori komunikasi politik untuk menyelesaikan konflik lokal dan menganalisis netralitas Wali Nanggroe dalam menyelesaikan konflik di Aceh. Data diperoleh dengan teknik observasi dan wawancara (kuesioner dan rekaman suara). Hasil penelitian menemukan bahwa Lembaga Wali Nanggroe tidak menerapkan strategi resolusi konflik baik konflik lokal maupun konflik lain di kelembagaan lokal. Selain itu, Wali Nanggroe tidak melakukan komunikasi politik untuk menyelesaikan konflik. Selain itu, sebagai mediator, Wali Nanggroe kurang adil dalam menyelesaikan konflik antar lembaga lokal karena beberapa sebab; keterikatan emosional antara Wali Nanggroe dengan anggota DPR Aceh dari Fraksi Partai Aceh, cenderung mempertahankan kekuasaan Wali Nanggroe, dan masalah prosedural dalam pemilihan Wali Nanggroe.

The Campaign Strategy of 2019 Presidential and Vice-Presidential Elections on Social Media ; Strategi Kampanye dalam Pemilihan Presiden dan Wakil Presiden pada Pemilu 2019 melalui Media Sosial
Social media has changed the ways of the political campaign to win their candidates. The media has been prepared for disseminating vision and mission of political candidates since social media has been a promising strategy campaign. This study aims to analyze the campaign strategy of the 2019 Presidential and Vice-Presidential elections on Social Media. The method used was descriptive qualitative. The Data sources were obtained through the winning team accounts of Jokowi and Prabowo on Twitter. Data analysis techniques used Nvivo 12 plus through the crosstab feature. The results of the study found that the two winning team accounts on Twitter @BK52bersamaJKW and @PrabowoSandi_ID were very enthusiastic during the campaign. However, in the consistency level of Twitter account @BK52bersama JKW from February to April was not stable during the campaign process. Meanwhile, the Twitter account @PrabowoSandi_ID Twitter from November to December was inactive and it increased in January. Between the two winning teams; the Prabowo team was more enthusiastic in disseminating the candidate by using the hashtag where the percentage level is higher than the winning team of Jokowi. ; Media sosial telah banyak mengubah cara dalam strategi pemenangan kandidat politik. Secara khusus, para kandidat politik telah mempersiapkan media sebagai strategi yang menjanjikan untuk menyampaikan visi dan misi mereka. Penelitian ini bertujuan untuk menganalisis strategi Pemilihan Presiden dan Wakil Presiden pada tahun 2019 melalui Media Sosial. Penelitian ini menggunakan metode kualitatif deskriptif dengan akun Twitter Tim Pemenangan Jokowi dan Prabowo sebagai sumber data. Data kemudian dianalisis dengan menggunakan Nvivo 12 plus melalui fitur crosstab. Hasil penelitian menemukan bahwa dua akun Twitter, @BK52bersamaJKW dan @PrabowoSandi_ID, sangat antusias dalam strategi pemenangan selama kampanye. Akan tetapi, selama kampanye, tingkat konsistensi akun Twitter @BK52bersamaJKW mengalami ketidakstabilan pada bulan Februari hingga April. Sementara akun Twitter @PrabowoSandi_ID tidak aktif pada bulan November dan Desember tetapi mengalami peningkatan pada bulan Januari. Antara tim pemenangan Jokowi dan Prabowo, tim Prabowo lebih antusias dalam penyebaran informasi dalam berkampanye politik melalui hashtag dan memiliki tingkat persentase yang lebih tinggi daripada pada tim pemenangan Jokowi.

The consistency between planning and budgeting is important because it is a marker for local governments in assessing the performance of all government programs and activities, whether they are running well and according to the goals set. The difference in consistency in the Pangkalpinang City Government occurs from year to year. Still, there is a commitment from the Regional Head to build consistency between planning and budgeting to realize community welfare. This research has a purpose: to find out and analyze how the consistency between planning and budgeting in the 2018 to 2020 fiscal year is through an analysis of the planning process and the budgeting process to see what factors support this consistency. The research method used uses a qualitative approach and analysis through the Interactive Model of Miles and Huberman. The results obtained from the research are planning and budgeting process in the Pangkalpinang City Government is still not consistent. The research locus is at the Regional Development Planning and Research Agency of the Pangkalpinang City, Regional Finance Agency of Pangkalpinang City, and Regional House of Representatives Budget Agency of Pangkalpinang City. Each year, the consistency that occurs is different in the Regional Government Work Plan (Rencana Kerja Pemerintah Daerah or RKPD). The highest consistency is found at the end of the Regional Medium-Term Development Plan (Rencana Pembangunan Jangka Menengah Daerah or RPJMD), which in this research falls on the 2018 Regional Government Work Plan (RKPD). ; Konsistensi yang terjadi antara perencanaan dan penganggaran menjadi hal yang penting untuk diperhatikan karena menjadi penanda bagi pemerintah daerah dalam menilai kinerja seluruh program dan kegiatan pemerintah, apakah berjalan dengan baik dan sesuai dengan tujuan yang telah ditetapkan. Perbedaan konsistensi di Pemerintah Kota Pangkalpinang terjadi dari tahun ke tahun. Namun tetap ada komitmen dari Kepala Daerah untuk membangun konsistensi antara perencanaan dan penganggaran untuk mewujudkan kesejahteraan masyarakat. Penelitian ini memiliki tujuan: untuk mengetahui dan menganalisis bagaimana konsistensi antara perencanaan dan penganggaran pada tahun anggaran 2018 hingga 2020 melalui analisis proses perencanaan dan proses penganggaran untuk melihat faktor-faktor apa saja yang mendukung konsistensi tersebut. Metode penelitian yang digunakan menggunakan pendekatan kualitatif dan analisis melalui Model Interaktif Miles dan Huberman. Hasil yang diperoleh dari penelitian adalah proses dan penganggaran di Pemerintah Kota Pangkalpinang masih belum konsisten. Lokus penelitian berada di Badan Perencanaan Pembangunan dan Penelitian Pengembangan Daerah Kota Pangkalpinang, Badan Keuangan Daerah Kota Pangkalpinang dan Badan Anggaran DPRD Kota Pangkalpinang. Konsistensi yang terjadi berbeda pada setiap tahun Rencana Kerja Pemerintah Daerah (RKPD). Konsistensi tertinggi terdapat pada bagian akhir Rencana Pembangunan Jangka Menengah Daerah (RPJMD) yang dalam penelitian ini jatuh pada Rencana Kerja Pemerintah Daerah (RKPD) tahun 2018.
