Research background: Economic crisis hit all the European Union Member States hard, with the impact of crisis varying considerably. The low growth performance in the EU has increased concerns regarding an increasing wage dispersion, income inequality at large, and social exclusion in line with poverty. Inequality should be seen as a cornerstone of both sustainable and inclusive growth under the Europe 2020 Strategy. Social inequality in the EU is a real problem, which hampers sustainable economic growth. Purpose of the article: The purpose of this study is to introduce evaluation of social development convergence and divergence trends between the EU Member States in the context of the Europe 2020 Strategy. The study gives an outline of the issues of the labour market and income disparities and poverty. Policymakers must be clear about what social objectives they are aiming to achieve, therefore special attention is paid to headline national goals of the Europe 2020 Strategy. Methods: The main task of this study is to assess social dimension and inequalities problems in the EU27 by applying Data Envelopment Analysis method, resp. time-series dynamic efficiency analysis in the form of output-oriented Malmquist Productivity Index. This study contains changes of key social equality indicators related to the Europe 2020 Strategy and compares objectives and general outlines of period 2010-2015, as well as the impact on national economics and living conditions. Findings & Vlue added: Results contain elements of typology premises of the EU28 and point to a large diversity in inequality patterns, as the Author observes both increases and decreases in inequality at the EU level. Recent changes in social inequality have been associated with the business cycle, particularly with the accessibility of the labour market and, of course, with income inequality. This article attempts to characterize the programming issues of innovation development in the European Union described in the Lisbon Strategy and Europe 2020 Strategy. It discusses the role of innovation in the long-term development of the economy of the European Union. Main messages from the Mid Sweden Conference 14 – 15 June 2011. The County Administrative Boards and County Councils of Jämtland and Västernorrland in Sweden organized the second Regional Development Conference aimed at addressing the objectives of the Europe 2020 strategy in the context of renewable energy and clean technologies. The conference was held in Östersund on the 14th and 15th of June, 2011 with participants from different levels of governmental units, public and private sector, academia and NGOs in Europe as well as Canada. Main messages from the conference emphasized synergies between the clean technologies and renewable energy sectors that will help regional development strategies promote the EU 2020 strategy 'Smart, sustainable and inclusive Europe'. To reach the ambitious objectives set in the EU 2020 strategy, it is essential to have a bottom up approach while the objectives, strategies and measures need to be deeply rooted in strong communication among the local, regional and national levels. The role of regional and local authorities in this regard, is imperative to make use of the regional and local conditions and to establish innovative methods for integrating and utilizing local strengths and possibilities.

In March, the European Commission released its Europe 2020 strategy proposal, which strives for smart, sustainable and inclusive growth and greater policy coordination between the EU and national governments. While the document was greeted with scepticism in some quarters, others believe it lays out the path to continued European prosperity and social cohesion. This Forum examines the strengths and weaknesses of the strategy.

"Europe 2020- A strategy for smart, sustainable and inclusive growth" is a long term programme of socio- economic development of European Union for 2010 – 2020. The present study is to examine the process of implementation of Europe 2020 Strategy indicators as regards social exclusion and poverty combating in Poland and other EU countries, as well as setting trends in this area and forecasting the objectives implementation period for the EU as a whole and for Poland individually. Another objective of the research is categorizing the EU countries as regards the similar level of measures describing the social exclusion phenomenon by means of TOPSIS and Ward's methods. The research period is 2005-2015. ; "Europa 2020" – pažangaus, tvaraus ir integracinio augimo strategija – tai socioekonominė Europos Sąjungos valstybių vystymosi programa 2010-2020 metams. Ši strategija pakeitė Lisabonos strategiją, kuri buvo įgyvendinama 2000-2010 metais. Strategija Europa 2020 – tai reakcija į ekonominę 2008-2009 metų krizę ir bandymas išvengti panašių krizių ateityje. Ši strategija atitinka ilgalaikius Europos uždavinius, susijusius su globalizacija, gyventojų senėjimu ar didėjančiu poreikiu racionaliai naudoti išteklius. Šiame darbe buvo nagrinėjami Strategijos Europa 2020 įgyvendinimo rodikliai, tokie kaip socialinė atskirtis ir kovojimas su skurdu Lenkijoje ir kitose ES šalyse. Tyrimo laikotarpis apėmė 2005-2015 metus. Taikant TOPSIS ir Ward metodus, ES šalys buvo suskirstytos pagal panašias priemones, apibrėžiančias skurdo ir socialinės atskirties reiškinius. Įverčiai, rodantys skurdo pasireiškimo pavojų, priskirti Čekijos, Slovakijos, Prancūzijos ir Austrijos šalims, parodė, kad šios šalys patiria mažiausią skurdo lygį visoje Europos Sąjungoje. Tačiau Bulgarija, Rumunija, Graikija, Latvija ir Vengrija yra šalys, turinčios didžiausią šio reiškinio mastą. Skurdo rodiklis Lenkijoje yra beveik lygus ES vidurkiui (Lenkija - 23,4%; ES -27 23,7%). Lenkijoje yra pastebimas skurdo ir socialinės atskirties situacijos gerėjimas. Tą patvirtina analizuojamų rodiklių vertės pagerėjimas ir vieta, kurią Lenkija užima ES struktūroje.

Cohesion Policy is one of the most important policies of the European Union and historically one of the most financially significant. Over the past four decades, the focus, strategies and goals of Cohesion Policy have experienced significant changes. With the increased importance of economic growth and job creation in the 2000's, supported by the Lisbon Strategy, cohesion started losing importance and the initial objectives of promoting regional development and reducing disparities between regions have been progressively replaced by others, such as promoting growth and employment. Based on the Portuguese experience in the design and programming of its operational programs, the study emphasizes the connections, divergences and dilemmas between Cohesion Policy and the Europe 2020 Strategy objectives and presents some contributions to the debate about the future of Cohesion Policy and Europe 2020 Strategy in order to minimize the risks of evolving from a place-based approach to a more blind territorial logic.

PURPOSE: Our study aimed to compare objective factors increasing discrimination and subjective feelings of seniors about discrimination. Additionally, we have attempted to indicate whether the elderly is discriminated against and to what extent they report such situations. ; DESIGN/METHODOLOGY/APPROACH: The linear ordering by Hellwig's method was used to construct Taxonomic Measure of Preventing Exclusion (TMPEi) and synthetic measures for finding the level of discrimination perception by seniors. Eurostat data was used to construct the TMPEi and Special Eurobarometer data to learn about senior subjective assessment of discrimination. ; FINDINGS: The construction of an additional taxonomic measure allowed for determining a negative relationship between the level of socio-economic development of a given country and the risk of discrimination. Comparing the EU countries' classification based on the obtained values with the results of the classification made based on the TMPEi allowed to check whether the lower risk of exclusion results in less discriminatory behavior and whether it influences seniors' better assessments in terms of the discrimination they observe. ; PRACTICAL IMPLICATIONS: As a result, the possibility of applying for an institutional response of the European Union countries to the problems identified by seniors reflecting discrimination against citizens was assumed. Seniors constitute a growing social group. For this reason, they will have an increasing impact not only on social policy but also on product and service markets and, by participating in elections, they will decide who will run the countries. ; ORIGINALITY/VALUE: Because implementing strategic goals is usually controlled at the level of measurable indicators, the undertaken research constitutes an innovative approach to evaluating the implementation level of the Europe 2020 strategy. The research analyzes the progress of Member States in the implementation of Europe 2020 strategy targets and goals in 2016–2018. Multiple criteria decision-making approaches applied for this task. The set of headline indicators was divided into two logically explained groups. Interval entropy is proposed as an effective tool to make prioritization of headline indicators in separate groups. The sensitivity of the interval entropy is its advantage over classical entropy. Indicator weights were calculated by applying the WEBIRA (weight-balancing indicator ranks accordance) method. The WEBIRA method allows the best harmonization of ranking results according to different criteria groups—this is its advantage over other multiple-criteria methods. Final assessing and ranking of the 28 European Union countries (EU-28) was implemented through the α-cut approach. A k-means clustering procedure was applied to the EU-28 countries by summarizing the ranking results in 2016–2018. Investigation revealed the countries–leaders and countries–outsiders of the Europe 2020 strategy implementation process. It turned out that Sweden, Finland, Denmark, and Austria during the three-year period were the countries that exhibited the greatest progress according to two headline indicator groups' interrelation. Cluster analysis results are mainly consistent with the EU-28 countries' categorizations set by other authors.
