It is generally acknowledged that Europe will not be a super power in the sense of a political-military ensemble on an equal footing with the United States or China. Europeans reject this possibility across the board. Moreover, even if they wanted to go that route, wouldn't it expose them to reproducing on a European scale what they have struggled to combat amongst themselves: the idea of becoming a great power with all the attributes of force and supremacy that such a project implies?So if Europe will not be a super power, how can it be a power at all? Probably by reinforcing what remains its major political resource: its capacity to produce and set up at the global level a system of norms as broad-sweeping as possible that can organize the world, discipline the interplay of its actors, introduce predictability in their behavior, develop among them a sense of collective responsibility, and offer those who engage on this path, particularly the weakest, at least the partial possibility to use these norms as an argument/force* against all, including the world's most powerful.The task may seem colossal, even outrageous. Erdbeben können bis heute nicht exakt vorhergesagt werden und treffen moderne Gesellschaften genauso unerwartet wie historische Zivilisationen. Sie stellen deshalb eine besondere Herausforderung für jede betroffene Gesellschaft dar. Zur Wiederherstellung der Normalität müssen die Erdstöße und ihre sozialen, wirtschaflichen und politischen Folgen mental und praktisch bewältigt werden. Die dazu ergriffenen Strategien unterschieden sich in verschiedenen Kulturkreisen und verschiedenen Epochen jedoch zum Teil erheblich voneinander. Die Dissertation untersucht mittels einer historischen Diskursanalyse die in griechischen, lateinischen und frühchinesischen Quellen aufgezeichneten Wahrnehmungen, Interpretationen und praktischen Maßnahmen zur Bewältigung von Erdbeben im antiken Mittelmeerraum und im frühen China. That is why, just like in the distant past, earthquakes present a special challenge for any society that is struck by them. In order to return to normality, it is necessary to develop mental and practical ways of coping with the events and their effects. It can be observed that these strategies differ substantially between different cultures and different historical periods. This dissertation investigates the perceptions and interpretations of, as well as the practical measures of coping with earthquakes that are recorded in Greek, Latin and early Chinese sources by using the method of historical discourse analysis. Some papers raise questions about the Chinese diaspora in broad conceptual terms, and inquire into the meaning of being Chinese outside China. Other papers examine life in local communities, analysing how historical and contemporary circumstances affect their lives and the ways they negotiate their identity in the host country. In- depth case studies further bring out the complexity of the subject by identifying the range of variables, including the social, economic, political and cultural characteristics of the places of origin and destinations, as well as emigration and immigration policies, which affect the patterns of migration and the nature of settlement in any place at any time.
