Avrupa'da bölgeselleşme, Birliğin ekonomik ve sosyal alanlarda bütünlük içinde gelişi-minin ve entegrasyonunun sağlandığı, ve bölgeler arasındaki gelir dağılımı farklılıklarının neden olduğu kalkınmayla ilgili problemlerin üstesinden gelindiği bir süreçtir. İki yıl süren ve Danıştay ve Anayasa Mahkeme-si'ni de içeren bir yargı mücadelesini kazanan BKA'lar bölgesel kalkınma farklılıklarının ortadan kaldırılması ve daha iyi entegrasyon için bir fırsat sunmaktadır; bu, AB'nin bölgesel-leşme idealleriyle de paraleldir. ; Regionalization in Europe implies a process through which coherent development and in-tegration of the Union in economic and social areas is ensured, and employment and devel-opment problems caused by income distribution differences between regions are overcome. Inter-regional socio-economic differences in Turkey are more noticeable in Turkey compared to EU member states; for this reason, greater importance has to be attached to regional policy in Turkey. Regional Development Agencies (BKAs) were introduced in 2005, and since then there has been intensive debate on their functions and the goals they serve. Having won a two-year-long juridical struggle, which involved Council of State and Constitutional Court, BKAs provide an opportunity for better integration and elimination of regional development differ-ences, which is an important element of regionalization policies of the Union.

Demokrasi, hukukun üstünlüğü, insan hakları gibi kurucu normlara sahip farklı bir siyasi kimlik ve bütünleşme modelini temsil eden ve "değerler birliği" olarak tanımlanan Avrupa Birliği, 2010'lu yıllardan itibaren bizzat kendi üye devleti Macaristan'ın birlik değerlerini ihlaline yönelik sorunlar yaşamaktadır. Nitekim Avrupa Parlamentosu, 12 Eylül 2018'de Macaristan'ın temel değerlerini ihlal ettiğine dair açık bir riskin varlığını tespit kararı almıştır. Böyle bir kararın, bu kurumda ilk kez bir üye devletine karşı alınmış olması konunun önemini göstermektedir. Kuramsal çerçevesini İnşacılık yaklaşımının oluşturduğu bu tezde; Avrupa Birliği'nin temel değerlerini, uluslararası politikada en önemli araçlar olarak kullandığı iddialarına dayanan, İnşacılık yaklaşımından beslenen ve ilk kez Ian Manners tarafından öne sürülen "normatif güç Avrupa" kavramı, Macaristan vakası bağlamında incelenecektir. Birliğin uyguladığı süreç incelendiğinde, bu sorun karşısında normatif temelli bir yaklaşım sergilediği sonucuna ulaşılmaktadır. ; The European Union, which represents a different model of political identity and integration with its fundamental norms such as democracy, the rule of law, and human rights, and is defined as a union of values, has been facing problems in violation of its values by its own member state, Hungary, since 2010. Hence on 12th September, 2018 the European Parliament decided that there was a clear risk that Hungary violated the fundamental values of the union. The fact that such a decision was taken against a member state for the first time in this institution shows the importance of the issue. In this thesis, of which the constructivism constitutes the theoretical framework approach, the concept of "normative power Europe", nurtured from the constructivist approach, and firstly proposed by Ian Manners, based on the claims that the European Union uses its fundamental values as the most significant means in the international politics, will be examined within the context of the case of Hungary. When the process implemented by the Union is examined, it is concluded that it has a normative based approach to this problem.

Bu çalışmanın amacı genel olarak Avrupa'da artan popülizmi ve özel olarak da Macaristan ve Polonya'daki popülist hükümetleri incelemektir. Birinci bölümde popülizmin kavramsal analizi yapılmıştır. Bu bağlamda literatürde yer alan farklı popülizm tanımları ve popülizme dair farklı görüşler ortaya konulmuştur. İkinci bölümde ilk olarak Avrupa'da artan popülizme değinilerek, Avrupa'daki sol popülist siyasi partiler ile sağ popülist siyasi partiler ele alınmıştır. Daha sonra Fidesz öncesi Macar siyasetinin durumu incelenmiş ve böylece Fidesz'in iktidara geliş süreci analiz edilmiştir. Fidesz dönemi gerçekleşen siyasi, iktisadi, hukuki ve sosyal gelişmeler ifade edilmiştir. Bunun akabinde PiS iktidarı ve Polonya'daki dönüşüm değerlendirilmiştir. PiS'in ilk iş olarak Polonya tarihini yeniden yorumlama ve yeniden yazmaya yeltendiği görülmektedir. PiS iktidarının takip ettiği popülist politikaların yanı sıra Katolik Kilisesi ile ilişkilerine de değinilmiştir. Berlin Duvarı'nın yıkılmasıyla Batı sistemiyle bütünleşen ve tercihini kapitalizm ve liberal demokrasiden yana kullanan Macaristan ile Polonya'nın halkın beklentilerine cevap verememesi neticesinde Fidesz ve PiS gibi popülist partilerin bunu kendi lehlerini kullandıkları saptanmıştır. Her iki ülkedeki demokratik standartlarda ve hukukun üstünlüğünde bazı aşınmalar gerçekleşmektedir. Ana akım siyasi partiler inisiyatif almadıkları takdirde bu trendin devam edeceği öngörülebilir. Anahtar Kelimeler: Popülizm, İdeolojinin Ölümü, Avrupa'da Popülizm, Macaristan, Polonya ; The aim of this study is to examine the increasing populism within Europe in general and the populist governments in Hungary and Poland in particular. In the first part, conceptual analysis of populism is realized. At that juncture, different descriptions of populism within the literature and distinct views regarding populism are revealed. In the second part, the leftist political parties and rightist political parties are evaluated by touching on the subject of the increasing populism in Europe. Afterwards the Hungarian politics before Fidesz are examined and in doing so, the process of Fidesz's coming to power are analyzed. Political, economic, legal and social developments during Fidesz era are explained. After that, the PiS government and the transformation in Poland are examined. It is observed that PiS tried to reinterpret and rewrite the Polish history. PiS's relations along with Catholic Church are examined as well as its populist policies. It is determined that populist political parties such as Fidesz and PiS utilized the fact that both Hungary and Poland could not respond expectations of their citizens despite they preferred capitalism and liberal democracy by integrating into the Western system after the collapse of the Berlin Wall. Some corrosion happened in the both countries in terms of democratic standards and the rule of law. It can be foreseen that this trend will continue unless the mainstream political parties take initiative. Keywords: Populism, Death of Ideology, Populism in Europe, Hungary, Poland

Makale son yıllarda radikal sağın Avrupa'daki hızlı yükselişini neo-liberalizmin hüküm sürdüğü aşamadaki tarihsel kapitalist sistemin büyük bir krize girdiği çağımızda bunun yansıması olarak gittikçe derinleşen Avrupa entegrasyonuna bir karşı cevap, ulusu ve ulus-devleti geri sahiplenme girişimi ve sistemi zorlama hareketi bağlamında anlamak ve açıklamak amacını taşımaktadır. Kapitalist sistem 16. yüzyıldan beri tüm yerküreye adım adım yayılırken milletlerin birer sosyal kategori olarak üretilmesinde, 19. yüzyıl ürünü olan milliyetçilik ise kapitalizmin işleyebilmesine en elverişli olacak egemen ulus-devletlerden oluşan bir dünya modeli yaratılmasında aktif rol oynamıştır. Fakat gelinen neo-liberalizm safhası bu karşılıklı çıkar ilişkisini milliyetçilik aleyhine bozmuştur. Kapitalist sistem artık ulus-devletlerin yerine ulusaşırı şirketlerin ve ulusüstü bölgesel birliklerin öne çıktığı, ulus-devletlerin egemenliklerinin olabildiğince yontularak sermayenin önündeki tüm kısıtlamaların kaldırılacağı küresel bir dünya istemekte; bu ise milliyetçiliği sistemin yeni haline karşı bir ideoloji olarak yeniden kurmaktadır. Özellikle kriz dönemlerinde milliyetçilik sermayenin kontrolünden çıkmakta ve hatta ona karşı bir tehdit haline gelmektedir. Bu nedenle modern ulus-devlete alternatif niteliğe bürünen Avrupa entegrasyonu projesi özellikle 2008 krizi sonrası etnik temelli ultra-milliyetçilik, ırkçılık, devletçilik, yabancı düşmanlığı vb. eğilimler taşıyan radikal sağı körüklemektedir. Bu bağlamda çalışma üç bölümden oluşmaktadır; öncelikli olarak tarihsel kapitalist sistem ve milliyetçiliğin ilişkisinin değişimi yaşanılan yapısal dönüşümlerin etkisiyle beraber aktarılacak, ikinci bölümde Avrupa entegrasyonunun temel hatları anlatılarak neden ulus-devlete tehdit olarak yansıtıldığı açıklanacak, son olarak radikal sağın tanımı, genel ideolojik özellikleri ve politik duruşu detaylıca ele alınarak yükseliş trendi Finlandiya örneği özelinde incelenecektir. ; The article evaluates the rising radical right phenomenon in Europe recently as a quest to protect the nation and the nation-state from and a response to the deepening European integration and the economic crisis deprived from the neoliberalism phase of the historical capitalist system. However, this collaboration has reached a dead point when the neo-liberalism has gained a hegemonic position in the last 30 years in which transnational corporations and supra-national regional organisations are favoured rather than the nation-states whose sovereignties are eroded to open free space for the capital in today's global world. As a result, today nationalism is being recreated as an anti-system ideology in order to survive, going out of the control of the bourgeoisie and even becoming a threat to it especially in crisis times. Therefore, the European integration project which poses an alternative to the modern nation-state is fuelling the radical right movement showing ethnic-based nationalist, racist, statist, xenophobic etc. tendencies. In this regard, the article consists of three parts. Firstly, the change of the relation between the capitalism and nationalism in parallel with the effects of the structural transformations in the system will be explained. Secondly, the outline of the European integration and why it is assumed as a threat to the nationstate will be indicated. Finally, the definition of the radical right, its main ideological features and political stance will be evaluated focusing on the Finland case specifically

Genelde Batı'da özelde ise Avrupa'da son yıllarda yükseliş trendinde olup neredeyse "Avrupa-Batı'nın yeni normali" haline gelen ve "aşırı (extrem) sağ", "radikal sağ", "popülist sağ" veya "yeni sağ" gibi nitelemelerle anılan "aşırı sağ"ın dinî-ideolojik ve tarihî temelleri-kökenlerini bilmek, günümüz aşırı sağcı söylem-eylem ve politikaları anlamada son derece önemlidir. Aşırı sağın popülist, göçmenfobik-islamofobik-İslâm karşıtı ve ırkçı bir yöne evirildiği özellikle 11 Eylül hadisesi sonrasında bu temelleri analiz etmek çok daha önem kazanmıştır. Bu çalışmamızda biz, öncelikle aşırı sağın temel karakteristiklerini, gelişim seyrini, özellikle Avrupa ülkelerindeki başlıca aşırı sağ grup-partileri ele alacağız. Daha sonra ise aşırı sağın dinî-tarihî-ideolojik kökenlerini "fobiler (zenofobi, göçmenfobi, İslamofobi-Türkofobi)", "nasyonal sosyalizm (Nazizm)-ırkçılık" ve Kitâb-ı Mukaddes'in radikal yorumların aşırı sağcı Yahudi-Hıristiyan-protestan-evanjelik gruplarca kullanımı başlıkları altında ele aldık. ; Given its recent rising trend in the West in general and specifically in Europe and known as the new normal of "Europe-West" under such descriptions as "extreme right", "radical right", "populist right" or "new right", being cognizant of the religious, ideological and historical bases-roots of "far-right" politics bears an utmost importance in respect of perceiving the present day far-rightist discourses, actions and policies. The analyses of such bases have gained importance particularly in the aftermath of September 11 where far-right evolved towards populism, immigrant phobia, islamophobia and racism. In this present study, we will firstly define the fundamental characteristics, evolution course of far-right and especially the far-right groups-parties in the European countries. We will then be elaborating on the religious-historicalideological roots of far- right under such titles as "phobias" (xenophobia, immigrant phobia, islamophobia, Turkophobia), "national socialism" (Nazism), "racism" and the use of radical interpretations of the Holy Scripture by the far-right Jewish, Christian-Protestant Evangelical groups.

Yüksek Lisans Tezi ; Özellikle 2000'li yılların başından itibaren sosyal bilimlerde daha fazla tartışılan Avrupa aşırı sağı öncelikle Avrupa'nın ve daha geniş çerçevede tüm dünyanın sosyal, siyasal ve kültürel bir problemi haline gelmiştir. Bu tez çalışmasının amacı Avrupa'da yükselen aşırı sağın ideolojik, sosyolojik ve siyasal boyutları ile incelenmesidir. İlk bölümde aşırı sağın ortaya çıkışı tarihsel süreci ile incelenmiştir. İkinci bölümde küreselleşme, göçmenlik gibi olgularla bağlantılı olarak yükseliş nedenleri ve aşırı sağ ideolojinin etkileri ülkelerden örneklerle tartışılmıştır. Son bölüm olan üçüncü bölümde ise aşırı sağ partilerin Avrupa parlamentosundaki varlıkları ve son yıllardaki faaliyetleri ele alınmıştır. ; Especially discussed in the social sciences since the beginning of the 2000s, the European extreme right has become a social, political and cultural problem of the whole world, primarily in Europe and in the wider frame work. The aim of this thesis is to examine the rising extreme right in Europe with ideological, sociological and political dimensions. In the first part, the emergence of far right is investigated with historical process. In the second part, the reasons of rise in connection with the phenomenon like globalization and immigration are emphasized and the effects of far right ideology are discussed with examples from countries. The third chapter, the last chapter, deals with the assets of the far right parties in the European parliament and their activities in recent years.

YÖK Tez No: 549222 ; Türkiye'nin Avrupa Birliği müzakereleri uzun süredir gündemde olan; fakat konuşulan bir türlü sonuca varılamayan tam manasıyla bir muammadır. Türkiye'nin Avrupa Birliği'ne başvurduğu ilk günlerden bu zamana kadar geçen sürede belirlenen eksiklikler giderilmeye çalışılmış, ülkemiz ekonomik, sosyal, siyasi ve hukuki anlamda oldukça ilerlemiş; fakat sonuç itibariyle Avrupa Birliği üyeliğine geçiş gerçekleşememiştir. Bu araştırmada Avrupa Birliği'nde ve Türkiye'de sporla ilgili sporun finansmanında etkili olan yasal düzenlemeler, sporun finansal yapısı ile ilgili durumlar ve sporun finansal kaynakları ile karşılaştırılmış ve aralarındaki ilişki aranmıştır. Yöntem olarak araştırmada nitel araştırma yöntemleri arasında doküman incelemesi tekniği kullanılmıştır. Alandaki doküman literatürü taranarak bilgiler toplanmıştır. Buradan hareketle bu çalışmada, Avrupa Birliği ve Türkiye'de sporunun finansmanında etkili olan olgular arasında bazı benzerlik ve farklılıkların olduğu belirlenmeye çalışılmış, bu kısım bulgular ve tartışma bölümünde detaylı olarak yer verilmişti. ; Turkey's negotiations with the European Union has long been on the agenda; but it is an enigma that cannot be concluded. Turkey admitted to the European Union from the first days of the shortcomings identified in the period up to this time have been trying to resolve our country's economic, social, political and quite advanced in a legal sense; However, the transition to EU membership has not been achieved. In this research, the European Union and the legal regulations effective financing of sports in Turkey related to sports, fitness and sports is compared with the state's financial resources were sought regarding the financial structure and the relationships between them. In the research method, document analysis technique was used among qualitative research methods. Data were collected by scanning the literature in the field. Hence, this study was aimed to determine that there are some similarities and differences between the European Union and in Turkey the facts that are effective financing of sports, this section has been included in detail in the findings and discussion.

21. yüzyılda Orta Asya coğrafyasının tekrar önem kazanmasıyla, Avrupa ve Asya kıtaları arasında köprü vazifesi gören Türkiye de stratejik ülke olarak dillendirilmeye başlamış, Avrupa-Orta Asya ticaret koridorunun alternatif güzergahlarından biri olarak yerini almıştır. Çalışmada, Avrupa-Orta Asya kaynak ve meta transferinde önemli bir yere sahip olan Türkiye'nin, son dönemde yaptığı en büyük ulaştırma yatırımı olan Marmaray Projesi incelenmiştir. Tezin ana argümanı olarak Marmaray Projesi'nin sosyo-ekonomik ve siyasal etkileri göz önüne alındığında, olası bir Üçüncü Boğaz Köprüsü'ne göre yapımına öncelik verilmesinin doğru olduğu savı ortaya konmuştur. Bunun yanı sıra Proje, ayrıntılı maliyet analizine tabi tutulmuş ve maliyet-getiri ekseninde, yapılması olası Üçüncü Boğaz Köprüsü'yle karşılaştırılmış. Ayrıca Marmaray'ın yapımının, jeopolitik konumu itibariyle ülkemizin algılanışında bir farklılık oluşturup oluşturamayacağı da incelenmiştir. Araştırmada ortaya çıkan sonuçlara birincil veriler kullanılarak ulaşılmıştır. İstanbul ili içerisinde seyahat eden ve rastlantısal olarak seçilen yüz kişiye anket uygulaması yapılmıştır. Anketten elde edilen veriler, SPSS programı ile istatistiksel testlere tabi tutulmuş, çıkan sonuçlar yorumlanarak projenin etkinliği ile ilgili çıkarsamalar yapılmıştır. Century, Turkey that is functioning as a bridge between European and Asian continents has been called as an strategic country and took its place as an alternative route of Europe-Central Asia trade passage. In this study, The Marmaray Project is taken under the loop that is the most important transportation investment made by Turkey in recent times. As given to socio-economical an political effects of the Marmaray Project, the main argumant that the Project must be given priority than possible third Bosphorous Bridge is asserted. As well as the Project is passed through a detailed cost analysis and compared to the third Bridge that possibly is going to be built in the axe of cost-return. On the other hand, building of the Marmaray is investigated in order to find that whether any difference will be brought about or not in terms of geopolitical awareness of Turkey. The results that have been brought about by the research are reached by using primary data. A survey is applied to a hundred people who are travelling within İstanbul province or selected randomly. The data obtained by the survey are exposed to SPSS program and statistical tests and the inferences are made by interpreting the results. The critera affecting the election of transportation instruments and how frequently are used have been brought about by survey. Rail system has been found to be a worthwhile as a transportation system on which investment should be made taking into account of personal priorities and Development Plan and historical tissue of İstanbul.

Irak, Suriye, Lübnan ekseninde yeniden kurgulanan Orta Doğu politikasında, Türkiye'nin kendisine biçilen rolü, yeni Orta Doğu haritasıyla birlikte kabul etmemesi oyun kurucu olamasa da oyun bozucu bir noktada konumlanması bu darbe (15 Temmuz 2016) girişiminin uluslararası sacayağını oluşturabilir. Çünkü Cumhurbaşkanı Erdoğan, Irak ve Suriye'de bu oyunu bozacağız demiştir. Batı, Türkiye'de yönetimin değişmesini istiyordu. Özerk bir dış politika yapımından da son derece rahatsızdır. And althogh not being a game maker, positioning itself as a game spoiler in the middle east created an international reason of this coup (15 July 2016) attempt being legit because President Erdogan said "We will spoil the game in Iraq and Syria". So obviously The West wanted change in Turkeys governing management. Having an autonomous (self governing) foreign policy made them very uncomfortable. For example Turkey piercing the siege of Allepo. Whilst trying to weaken Turkey with proxy wars, they realized it not working and said lets do a coup. The pawns that they used were the ones they had themselves carefully grown over 40 years, members of the Fethullah terrorist organisation. Of course we have to put into the equation that for four years they tried to rid of Putin, and that they did not want Russia-Turkey convergence to form. The incident of the plane downing (24 November 2015) can actually be seen as an effort to keep Turkey alone because after the incident, the West rather than supporting us tried to clamp down on us in the middle east. An even more bizarre side was that criticisms torwards Erdogan and Putin were the same: Authoritarianism. At the same time this is also became a part of the internal public opinion perception operation The west had fictionalised everything, whilst trying to shackle our hands and feet outside, on the inside they were in an effort to decrease the publics support.
