Czech and Slovak political parties and their vision of European integration
The paper concentrates on attitudes to the enlargement and the future of EU held by relevant political parties in the Czech Republic and in Slovakia in 2002. With respect to the Czech Republic, three basic approaches to the issue of EU enlargement are identified, thus classifying the Czech political parties as "consistently" pro-European, pro-European "with reservations" and anti-European. It will be argued that in Slovakia the relevant political parties acted as "consistently" pro-European with the exception of the anti-European Slovak National Party (SNS) and the Communist Party of Slovakia (KSS). The dividing line was however rather between the parties whose representatives could be viewed by international partners as an obstacle to Slovakia's admission to EU and the parties that were "acceptable" for foreign countries, which played an important role in rallying voters to opt for "acceptable" political subjects. ; The paper concentrates on attitudes to the enlargement and the future of EU held by relevant political parties in the Czech Republic and in Slovakia in 2002. Conceptualization and typology of European regional parties: a note on methodology
The paper comments on issues of conceptualisation and typology of regional parties in Europe. Regional parties could be defined briefly as independent formations with regional identity, region–based legitimacy and region–based electoral resources. The territorial aspect of their identity and of their modus operandi is the crucial one in this respect. It should be reminded that a number of heterogeneous party phenomena could be subsumed under the label of regional parties. The existence of a genuine regional party family, which could be, eventually, included into the classic familles spirituelles scheme, is not obvious. It seems that recent attempts to conceptualise the regional (and/or ethno–regional) party family have only small chance to success. Moreover, it should not be taken for granted that invention of such party family would enhance the capacity for comparative research into the European regional party phenomena. It could be a counter–productive move. There is an implicit danger to be avoided: that of conceiving of the differences between regional parties and non–regional parties as the differences between party families. However, these differences are not of the same kind. The paper proposes to distinguish several types of regional parties according to their origins (genuine regional autonomist parties, regionalized branches of state–wide parties etc.) which could allow for a sophisticated explanation of their heterogeneity and of various combinations of the systemic properties of regional parties. It is also suitable to pay more attention to the differing opportunity structures and to the compounded nature of territorial–political operational space of regional parties. ; The paper comments on issues of conceptualisation and typology of regional parties in Europe. The enlargement crisis of the EU has been triggered by problems related to enlargement toward the East, but its roots extend far beyond that issue. To date, European integration has developed in a structure of a wealthy core territory & concentric circles around this centre. The emergence of this pattern has been driven by the dialectics of integration & expansion. But the institutional obstacles & legitimation problems linked to EU enlargement to the East indicate that very little room to maneuver will remain for future expansion. As the expansion process reaches its limits, differentiated forms of EU integration, creating different classes of EU members, are likely to appear.

Denmark is considered to be one of the most Euroskeptical member states of the European Union (e.g. it rejected the Treaty of the European Union in 1992 & refused to adopt the euro in 2000). This article analyzes the attitudes of relevant Danish political parties towards European integration. The author of this article utilizes Nicolo Conti's typology of political parties' attitudes towards the European Union based on their spatial position on the political spectrum. Conti supposes that the Euroskeptical attitude (the so-called hard Euroskepticism) is mostly represented by the right- & left-wing parties, while a pro-European attitude is typical of the center & governing political parties. First, the author of this article categorizes the relevant Danish political parties on the basis of Conti's typology. Referendum in theory and practice: the history of the Slovak referendums and their consequences
This article deals with the theory and practice of Slovak referendum. Special aim is concentrated on referendum in 1997 (held on NATO accession and on the direct election of the president of the Slovak Republic). Generally speaking referendums brought with a lot of problems. Their outcome was polarization of society and political elite. All Slovak referendums were unsuccessful (with the exception of last referendum – euro referendum in 2003). Concerning the consolidation of Slovak democracy referendums had a negative impact. ; This article deals with the theory and practice of Slovak referendum. Problemy pravice, problemy ODS: "Catch-allism" je podminkou modernizace

The article analyzes the reasons for two key defeats of the ODS (Civic Democratic Party) in the elections to the Chamber of Deputies in 1998 & 2002. It is proved that the ODS was not a modern right-wing political party at least up to the 2002 election year. For this reason it did not efficiently cover the wide center-right segment of the political spectrum. Public opinion surveys demonstrated that there was a long-term right-wing orientation & a strong center in the Czech Republic. Nevertheless, the ODS did not respond to the demands of the center- right segment by a corresponding offer. The modernization of the 0DS presupposes an overall change of its strategy, which would include not only a conception of people's capitalism but also a whole complex of changes: a more amicable approach to the European Union, to ecological problems, & to social issues, In addition, the party should take a firm stance against non-transparent clientelism & corruption & strengthen pluralism inside the party. 34 References. Kaldor Mary, Vejvoda, Ivan: Democratisation in Central and Eastern Europe
One of few can enjoy the pleasures of living in a time of transition to democracy and have the opportunity to comment on the development and raise critical questions about the future of the Central and Eastern Europe. Editors Kaldor and Vejvoda pose several such questions right at the beginning of their book: Do political systems within CEEC represent a particular variant of democracy that is specific to this part of the world? Is it possible to talk about a post-communist model sui generis that is influenced by the legacy of communism and at the same time by both the weaknesses and strengths of western democracy? Can we talk about an emergent concept of European Democratic Space [term introduced by editors] as a way of consolidating democracy in Central and Eastern European Countries and of reinvigorating democracy in Western Europe? ; One of few can enjoy the pleasures of living in a time of transition to democracy and have the opportunity to comment on the development and raise critical questions about the future of the Central and Eastern Europe. After the 9/11 attacks & the subsequent military action in Afghanistan & Iraq, is the transatlantic community headed towards a divorce of Europe & the United States? Or, quite the opposite, are we witnessing a dawn of a new, revitalized, globally active western community? The article focuses on possible evolution of the transatlantic community, & aims at judging various future arrangements of security & defense area against the background of realist approach of international relations. The analysis proceeds in four steps. First of all, the realist theoretical background is laid down, as compared to other possible approaches, including the one of Robert Kagan. Self-interest & the crucial importance of security of an international actor are presented as basic principles. Secondly, the military capabilities of the United States of America & Europe are compared, as the gap between them justifies the concept of strong America & weak Europe. The third part presents four possible scenarios of future transatlantic relations. Since the position of the United States is to be considered constant for foreseeable future, the article closely examines the relationship between NATO & the EU. The structure on which the scenarios are based com-bines two processes: the process of European integration in security & defense, & the evolution of transatlantic cohesion. Military capabilities, effectiveness of political leadership, & a capacity for global action are considered to be the substantial aspects for the evaluation of the balance of power. Finally, the scenarios are compared with the assumptions of the realist theory. The results differ substantially from Kagan's who claims that the strengthening of Europe will result in a closer transatlantic community. The realist approach foresees either a close alliance based on subordination of Europe to the United States in case of substantial external threat, or a strong Europe opposing the power of the United States.
