Polazeći od činjenice da su brzo širenje virusa SARS-CoV-2 i provedba strategija socijalnog distanciranja dramatično utjecali na sve aspekte života ljudi na globalnoj, nacionalnoj i mikro razini, ovaj rad se fokusira na ispitivanje utjecaja pandemije COVID-19 na gospodarski učinak odabranih europskih zemalja. Kako bi se uočio i razumio ovaj utjecaj, korištena je složena metodologija istraživanja koja se temelji na kombiniranoj primjeni prikladnih univarijatnih i multivarijatnih metoda statističke analize. Klasifikacija 40 europskih zemalja u različite grupe u pogledu odabranog seta COVID-19 pokazatelja u 2020. godini izvršena je primjenom hijerarhijske aglomerativne klaster analize, dok je za statističku ocjenu kvalitete dobivenog rješenja korišten ne-hijerarhijski postupak baziran na k-means metodi. Klasifikacija koja se sastoji od četiri klastera zemalja identificirana je kao "optimalno" rješenje. Analiza i usporedba profila formiranih klastera zemalja s obzirom na njihove prosječne stope rasta BDP-a u 2020. godini provodi se statističkim metodama deskriptivne analize i testiranja hipoteza. Provedeno istraživanje otkriva da je klaster zemalja s relativno "manjom" ozbiljnošću COVID-19 zdravstvenih posljedica zabilježio višu prosječnu stopu rasta BDP-a u usporedbi s klasterima zemalja koje su pretrpjele teže posljedice, i obratno. Social entrepreneurs create value. Global problems such as poverty have been heightened by the economic crisis lately and continue to affect the lives of many people all over the world and bring a great deal of interest to the social economy. Social entrepreneurship is an important determinant of the social economy and describes a set of exceptional behaviors. This paper analyzes the notion, perception, and degree of social-economic development with an emphasis on social entrepreneurship in the selected countries of the European Union and Croatia. The analysis encompasses the concept and development of selected older members of the European Union and relies on post-socialist countries at the same time as the newest members of the European Union. By analyzing the facts it is trying to prove that the social economy and social entrepreneurship are more developed and more fragmented in the older and more developed countries of the European Union. Further evidence of this fact is the level of employment in the social economy in the European Union, where the post-socialist countries lag behind the more developed countries of the European Union. ; Društveni poduzetnici stvaraju vrijednost. The Belt and Road Initiative proclaimed by President Xi in 2013, a strategy developed by the Chinese government, is very important to China but is not confined to China. In order for the initiative to be successful it needs to be embraced by the countries on the terrestrial and maritime route indicated in the plan. In the late 1980s Deng Xiaoping proposed to integrate Socialism with Chinese Characteristics (Zhongguo Tese Shehui Zhuyi,中国特色社国主国) into global capitalism and in the 1990s the Jiang Zemin leadership initiated the Going out policy (Zouchuqu Zhanlue, 走出去国略) – the current Belt and Road Initiative is China's continuation in implementing those policies into actual deeds. China's accession to WTO in 2001 marked China's full integration into the global economy and since then the People's Republic of China (PRC) has become the largest trading partner for more than 180 countries. The Xi-Li administration has been extremely proactive since it was established in 2012; from that year on, Chinese behavior in international affairs has gained an ever-growing role as a forger of economic and diplomatic ties between countries. The primary example of this behavior is the Belt and Road Initiative (BRI). As every serious foreign policy plan, the BRI is an accumulation of various other initiatives. For example, the cooperation mechanism "16+1", with which the PRC has approached Central and Eastern European Countries (CEEC), can be integrated under the BRI. Cilj ovog istraživanja bio je empirijski istražiti utjecaj potrošnje obnovljivih i neobnovljivih izvora energije na ekonomski rast. Analiza je provedena na podacima za 16 razvijenih EU država u razdoblju od 1990. do 2018. te za 11 post-tranzicijskih EU država u razdoblju od 1995. do 2018. Dobiveni rezultati uspoređeni su s rezultatima dobivenim za razdoblje do 2014.godine. Za kvantificiranje kratkoročnog i dugoročnog utjecaja, primijenjen je združeni procjenitelj aritmetičke sredine grupe (PMG). Prema empirijskim rezultatima potrošnja oba izvora energije u dugom roku značajno utječe na ekonomski rast u obje skupine zemalja. Međutim, rezultati se razlikuju između razvijenih i post-tranzicijskih EU zemalja. U razvijenim EU zemljama potrošnja obnovljivih izvora energije ima negativan utjecaj na ekonomski rast, dok potrošnja neobnovljivih izvora energije ima pozitivan utjecaj. U post-tranzicijskim EU zemljama rezultati su suprotni, što znači da u tim zemljama postoji tendencija prelaska s manje učinkovitih i onečišćujućih izvora energije na učinkovitije energetske opcije koje mogu biti poticaj ekonomskom rastu. ; This paper aims to investigate the impact of renewable and non-renewable energy consumption on economic growth. Analysis was conducted for 16 developed EU member states over the period from 1990 to 2018 and 11 post-transition EU member states over the period from 1995 to 2018. We also compared obtained results with results for the period until 2014. The pooled mean group (PMG) model was used to capture dynamic relationship in a short and long run. The empirical results show that consumption of both energy sources has an impact on economic growth in the long run in both groups of countries. However, the results differ between the developed and post-transition EU countries. In developed EU countries renewable energy consumption has a negative impact on economic growth, while non-renewable energy consumption has a positive impact. In post-transition EU countries results are opposite, meaning that in these countries there is a tendency to shift from less efficient and more polluting energy sources to more efficient energy options which can be a stimulus to economic growth.
Povezanost i efekti između fiskalne politike i gospodarskog rasta važna su teoretska i empirijska tema istraživanja. Neoklasični modeli smatraju da će ekonomski učinci u državnoj potrošnji biti neutralizirani efektima posljedičnih promjena u privatnoj potrošnji. S druge strane, endogeni modeli rasta smatraju da promjene u razini i sastavu oporezivanja i državne potrošnje utječu na gospodarski rast. Cilj rada je istražiti povezanost i efekte fiskalne politike i gospodarskog rasta u 21 zemlji srednje i istočne Europe u razdoblju od 2000. – 2018. godine. Empirijski rezultati, nakon kontrole zajedničkih i specifičnih varijabli za pojedinu zemlju, ukazuju na to da povećanje oporezivanja, ali ne i neproduktivnih izdataka, može pozitivno utjecati na gospodarski rast. Glavni rezultati empirijske analize su: (i) da postoji značajna i pozitivna povezanost između opće razine oporezivanja i gospodarskog rasta; i (ii) da ne postoji povezanost između državne finalne potrošnje i gospodarskog rasta. Rezultati empirijske analize doprinjeli su znanstvenoj literaturi potvrđujući povezanost između državnih poreznih prihoda i ekonomskog rasta u zemljama srednje i istočne Europe. ; The relationship and effects between fiscal policy and economic growth have been an important theoretical and empirical research topic. The neoclassical models imply that the economic effects of changes in government spending will be neutralised by the impact of consequent changes in private spending. Endogenous growth models, on the other hand, imply that changes in the level and composition of taxation and government expenditure can affect economic growth. This aim of the paper is to explore the relationship and effects of fiscal policy and economic growth in 21 Central and Eastern European (CEE) countries over the period 2000-2018. The results, after controlling for various common and country-specific variables, imply that an increase in taxation, but not in non-productive expenditures, can positively affect economic growth. Our main findings are: (i) there is a significant and positive contemporaneous relationship between the general level of taxation and economic growth; and (ii) there is no relationship between the government final consumption and economic growth. Therefore, our results contributed to the scientific literature by providing empirical evidence on the contemporaneous relationship between the general government tax receipt and economic growth in CEE countries.

Vrhovne revizijske institucije svojim djelovanjem utječu na kvalitetu javne usluge te stvaraju dodanu vrijednost društvu. U ovome radu naglasak je na transparentnom radu vrhovnih revizijskih institucija. Od ukupno 26 do sada dostupnih i široko korištenih cjepiva u svijetu, njih 14 se sustavno primjenjuje i pojavljuje u gotovo svim kalendarima cijepljenja zemalja europske regije SZO. Europska regija SZO obuhvaća 53 europske zemlje koje se dijele na 25 zapadnoeuropskih, 16 centralnih i jugoistočnih zemalja te 12 nezavisnih država nastalih raspadom bivšeg Sovjetskog Saveza. Politička stabilnost u velikoj mjeri djeluje na ekonomske performanse određene zemlje. U ovom će se radu primjenom panel-modela sa slučajnim efektom pokazati da politička stabilnost ima znatan utjecaj na produktivnost rada mjerenu BDP-om po zaposlenom. Pritom će se politička stabilnost određene zemlje procjenjivati s pomoću indikatora političke stabilnosti i izostanka nasilja/terorizma, rizika državnog udara i indikatora državne legitimnosti. U uzorak je odabrano 11 postsocijalističkih zemlja Europske unije od 2000. do 2017. godine. Provedena analiza pokazuje da politička stabilnost ima bitan utjecaj na produktivnost rada u postsocijalističkim europskim zemljama te je robusnost rezultata dodatno potvrđena provođenjem analize pri alternativnim specifikacijama. S obzirom na to da se u postojećim radovima većinom nastojalo otkriti uzroke političke nestabilnosti i kako ih spriječiti, ovaj rad stavlja naglasak na posljedice političke nestabilnosti na produktivnost i gospodarstvo u cjelini. ; Economic performance of a specific country is, to a large extent, affected by political stability. The aim of this paper is to show that political stability has a significant impact on labour productivity measured by GDP per person employed. An analysis has been made using the random-effects model on three different measures for estimating political stability of a specific country: political stability and absence of violence/terrorism, risk of coup, and state legitimacy. The sample consists of 11 post-socialist EU countries for the period between 2000 and 2017. The results indicate that political stability has a significant impact on labour productivity in post-socialist European countries. The robustness of results has been further conferment by alternative model specification. Given the fact that the majority of existing literature focuses on the causes of political instability and the measures of preventing them, this paper primarily points out the consequences of political instability on labour productivity and the economy.
Suradnja EU–a i Rusije pruža europskom kontinentu i šire mnoge prilike. Istočno partnerstvo predstavlja glavnu poveznicu ali i područje prepreka Rusije i EU–a jer dijele zajedničko susjedstvo sa zemljama koje nisu članice EU–a a niti žele biti pod kontinuiranim utjecajem Rusije. Za zemlje koje nisu članice EU–a, EU je razvila Europsku politiku susjedstva putem koje surađuje sa južnim i istočnim susjedima kako bi postigla blisku i stabilnu političku zajednicu i najviši mogući stupanj ekonomske integracije. Rusija nije članica ovog instrumenta već je s EU-om razvila četiri zajednička prostora, ekonomski prostor, prostor slobode, sigurnosti i pravde, prostor vanjske sigurnosti i prostor istraživanja i obrazovanja te kulturnih aspekata. Najvažnija područja suradnje EU–a i Rusije jesu ona u energetskom sektoru pri kojem ima usuglašen Akcijski plan do 2050. godine te suradnja u području znanosti, tehnologije i inovacija što je među glavnim prioritetima Europe 2020 te je Rusiji bitno i jačanje razvoja istraživačke infrastrukture. ; Cooperation between European Union and Russia offers plenty opportunities to European continent and beyond its boundaries. U radu se obrađuju emisije optjecajnog kovinskog novca država članica Europske unije koje koriste nacionalni novac kao zakonsko sredstvo plaćanja (države članice s odstupanjem) sa aspekta utjecaja tih okolnosti na obvezu uvođenja zajedničke valute. Godine 2021. to su Bugarska, Češka, Danska, Hrvatska, Mađarska, Poljska, Rumunjska i Švedska. Prema Ugovoru o osnivanju Europske unije države članice ove asocijacije su obvezne (uz dvije iznimke) uvesti zajedničku valutu Unije - euro u trenutku kada ispune uvjete za to. Ovakvo uređenje novčanog suvereniteta u Europskoj uniji implicira da u ovoj zajednici sada postoji devet različitih valutnih područja. Jedno, ujedno i najveće novčano područje je eurozona sa zajedničkom valutom i čini ga devetnaest država članica Unije te osam novčanih područja (država) s nacionalnom valutom. Države članice s odstupanjem su dužne ispunjavati svoje obveze u odnosu na ostvarenje ekonomske i monetarne unije kao najvišeg stupnja integracije. Ove aktivnosti su predmet valorizacije najmanje svake dvije godine ili po zahtjevu države članice s odstupanjem. Novčana rješenja u segmentu optjecajnog kovinskog novca u državama Europske unije sa nacionalnim novcem su različita i drukčija od uređenja u eurozoni. Prije svega se to odnosi na gospodarenje ovim novcem, ali i numizmatičkim aspektima njihovih izdanja kao i tradicijom u pojedinim sredinama. Stoga ovakvo stanje ima i utjecaj na proces uvođenja zajedničkog novca u tim državama. Zajednički optjecajni kovinski novac u Europskoj uniji je euro i njegov stoti dio euro cent. Ovaj je novac zakonsko sredstvo plaćanja na području svih država koje su ga prihvatile i one čine eurozonu. Svaka država emitent ovoga novca samostalno uređuje njegov avers dok je revers zajednički. Optjecajni kovinski novac, unatoč činjenici da bezgotovinska plaćanja postaju sve zastupljenija, i dalje, posebno u nekim sredinama, je izuzetno prisutan i značajan novčani oblik. Kroz analizu veličine apoenskog niza emisija optjecajnog kovinskog novca u svakoj državi koja koristi nacionalnu valutu, materijala koji se koristi u njihovoj izradi, vremenu puštanja ovih apoena u optjecaj te njihovoj kupovnoj snazi zaključuje se o monetarnim politikama u segmentu optjecajnog novca ovih država i odrazu istih na prihvaćanje zajedničkog novca. U radu se daje prikaz značajnijih novčanih unija u povijesti te osnovne specifičnosti novčanih rješenja u Europskoj uniji. ; The article addresses the issue of circulating coins of the EU member states that use their national currency as legal tender (member states with a derogation), from the aspect of how these circumstances affect the obligation to introduce the common currency. In 2021, these were Bulgaria, Croatia, Czech Republic, Denmark, Hungary, Poland, Rumania and Sweden. In accordance with the Founding Treaties of the EU, the member states of this association have the obligation (with two exceptions) to introduce the common EU currency – the euro, at the moment when they meet conditions to do so. This way of regulating EU monetary sovereignty implies that this community at present has nine different currency areas. The largest currency region is the Eurozone with a common currency, and it consists of nineteen EU member states, and there are also eight currency regions (states) that use their national currencies. The member states with a derogation have the obligation to fulfil their commitments with respect to joining the economic and monetary union as the highest level of integration. These activities are evaluated at least every two years, or on demand of a member state with derogation. The monetary solutions concerning the circulating coins in the EU states with national currency are different from the regulation in the Eurozone. In the first place this refers to managing this currency, but also to numismatic aspects of their issuing and the tradition of particular countries. This state of affairs also influences the process of introducing the common currency in these countries. The common circulating coins in the EU are the euro and its hundredth part, the euro cent. This currency is legal tender in all the states that introduced it and they make up the Eurozone. Each country that issued these coins independently regulated their obverse, while the reverse is common. The circulating coins are still, although noncash payment is increasing, a very present and important form of payment, especially in some communities. Through analysing the denominations of the currency in each state that uses the national currency, the material used to produce it, the time when these denominations were issued and their market value, the author concludes about the monetary policies concerning the circulating currency in these states and how they will be reflected on accepting the common currency. The article also gives a survey of the more important monetary unions in history and the basic specifics of the monetary solutions in the EU.
