The strategy for development and modernization of the education system in Ukraine results in researching the subject of formation the effective infrastructure that is good at facilitating the work of higher education institutions. The comparative characteristics of the ratio of financial cost indices for printed and electronic resources by the leading academic libraries of the People's Republic of China have been presented. The article analyzes the institutional system of European Civil Procedure, supranational EU legislation of Civil Process, which is the basis of two recent pan-European procedures in civil and commercial matters,аnd procedures that facilitate efficient consideration and resolution of civil and commercial cross-border matters, including the service of judicial and extrajudicial documents, regulation of evidence, recognition and enforcement of judgments etc. ; В статье анализируется институциональная система European Civil Procedure, наднационального законодательства Европейского Союза в сфере гражданского процесса, основой которой явлются две современные общеевропейские процедуры по рассмотрению и решению отдельных категорий гражданских и коммерческих дел. Actuality. At the present stage of social development in the conditions of reforming the economic and political system, transformation and modernization of all spheres of modern life, special requirements for management in the field of culture are created. The specificity of the current state of development of the national cultural-artistic complex actualizes the problem of the correlation of two basic trends: on the one hand, the preservation of traditional methods of managing cultural objects created by decades, on the other hand, the search for a new innovative management system and the development of the basic network of culture, which determines the relevance of the research. Purpose and methods. The purpose of the paper is to identify the peculiarities of the formation of the management system of the cultural and artistic sphere. In the study, we used the empirical and systematic approaches according to which the processes of management in the field of culture, which are being used today, are analyzed in the interconnection and development. Methods of analysis and synthesis are also used. Results. The main results of the study are to identify the peculiarities and specifics of the formation of a management system of the domestic network of cultural institutions. The emphasis is placed on the use of strategically oriented and innovative mechanisms of management of the cultural and artistic complex. Conclusions and discussion. The scientific novelty of the findings is to highlight the specific characteristics of the domestic system of management in the cultural sector in accordance with the current conditions of a market economy, which are the main strategic vectors of the industry's development. The formed scientific and applied provisions concerning the formation of an effective system of management of the cultural field can be applied by state authorities and local self-government in the process of formation on the basic principles of cultural policy.

At present, besides confessional states, assuming the existence of one official religion, there are some secular states been characterized by the Church separation from the state and the state – from the Church. The secular states assume a Church – State relations system based on the division to be commonly identified with the principles of the Church from the state separation. The subject of the article is an analysis of the secular states system. The main methods of the research are the comparison and analysis. It has appeared as a result of totalitarianism been transformed into democracy. The secular state guarantees equality of all churches and relations within its borders. There is no single universal model of the secular state. The secular state system has two variants: a radical separation of the Church from the state or autonomy and cooperation between them. Among secular states with a moderate version, one can point Germany, Italy, Spain, Slovakia, Lithuania, Poland.

Study of standards, which are the main demands of Bologna process, their investigation, analysis and implementation on the basis of Poland are extremely actual. Reformation of higher education system considerably raises competitiveness of European education system, particularly higher education of Poland and Ukraine. Poland has made important steps in integrating the country's higher education into the process leading to the creation of the European higher education area. The author lights up the main tendencies of higher education in Poland. Following the reforming goals, Poland pays attention to European norms and standards in education, science and technology. Learning and understanding of world experience in higher education, improvement of managerial levers are of great theoretical and practical importance. Results of investigation underlie the basis for forecasting and development of the national higher education within the context of forthcoming to European standards. All innovations assume also a political character. Bologna process should promote to settlement of education imperfection and irregularity; unemployment. Suspension and pragmatism in implementation of the main directions of Bologna process indicate that Poland has chosen the right way. The difficulties that Poland had towards its way into European educational and scientific area have been overcome. Joining of Ukraine to Bologna process is a systematic integrated process of forwarding of its higher education into European and world educational and scientific area. Globalization predetermines continual pursuit of reforming and modernization of higher education system in Ukraine. Integration into the European structure for Ukraine means to obtain country's European identity and to help enhance its educational opportunities. Experience exchange will help Ukraine to become closer to the level of European counties. The implementation of a higher quality of education within Bologna process will enhance student and academic staff mobility. Recognition of qualifications and diplomas between Ukraine and European countries will promote to international competitiveness of Ukrainian higher education graduates. The author notes that Bologna process of reformation, directed at establishment of joint area of European higher education, allows in full take advantages of cultural variety, steadily improve the quality of education, facilitate students' mobility and provide the youth by everywhere recognized qualifications.

В статті досліджено особливості впливу світової валютної системи на міжнародні економічні та фінансові відносини. Наголошено, що сучасна Ямайська валютна система, яка існує вже понад сорок років потребує реформування. Збереження моновалютної системи, що заснована на стандарті долара США, значно ускладнює процес стабілізації світового грошового обігу та виходу із економічної кризи в глобальному вимірі.Метою статті є аналіз особливостей та проблем розвитку світової валютної системи у посткризовий період та обґрунтування можливих шляхів її реформування.В умовах кризи світова валюта має бути стабільною і виконувати функції захисту накопичень від знецінення та міри вартості. Однак уряд США допустив «перевиробництво» грошових знаків, що призвело до їх знецінення.Автором статті розглянуті можливі шляхи реформування та подальшого розвитку світової валютної системи. Серед них виділено такі: створення двовалютної системи, яка базується на доларі США та євро; започаткування багатовалютної системи на базі грошових одиниць, які найбільш використовуються у міжнародних розрахунках;започаткування нової єдиної наднаціональної грошової одиниці.Окрема увага приділена аналізу можливостей запровадження нової наднаціональної грошової одиниці. У якості такої одиниці розглядається стандарт СПЗ та нова валюта об'єднання країн.Як висновок, автор стверджує, що необхідно вживати конкретні заходи для реформування Ямайської валютної системи з метою запобігання глобальних фінансово-економічних криз та їх руйнівних наслідків в майбутньому. ; In the article the features of the world monetary system influence on the international economic and financial relations are investigated. It is emphasized that the modern Jamaican currency system, which has been in existence for more than forty years, needs to be reformed. The maintenance of a monocurrency system based on the standard of the US dollar greatly complicates the process of stabilizing the world monetary system and the exit from the economic crisis in the global dimension.The purpose of the article is to analyze the peculiarities and problems of the development of the world monetary system in the post-crisis period and to determine the possible ways of its reformation.In times of crisis, the world currency should be stable and perform the functions of protecting savings from depreciation and measure of value. However, the US government allowed the «overproduction» of the banknotes, which led to their depreciation.The author of the article considers possible ways of reforming and further development of the world monetary system. Among them are the following: the creation of a two-currency system based on US dollars and the euro; the launch of a multilateral system based on the most commonly used international payments; the launch of a new single supranational currency. Today it can no longer be the currency of one crane. It should be the currency of the unification of countries, which accounts for about two thirds of the world's population and whose real financial assets exceed the «empty» assets in dollars and euros. These are the financial assets of ASEAN countries and countries that have joined them such as China, South Korea, Japan, Australia, New Zealand and India.Particular attention is paid to the analysis of the possibilities of introducing a new supranational currency. As such, the SDR standard and the new currency of the countries' association are considered. At the same time, the IMF is practically unable to regulate the monetary policy of developed countries, in particular, the United States. Moreover, the size of the US-EU quotas allows them to block any IMF strategic decisions and control the fund's activities.As a conclusion, the author argues that concrete measures should be taken to reform the Jamaican currency system in order to prevent global financial and economic crises and their destructive consequences in the future.

The failure of the national team of Ukraine at the Games of the XXII Olympiad in Rio de Janeiro in 2016, the failure to meet the planned targets provided for by the Concept of Athlete Training, indicate the existence of a crisis situation in Ukrainian sport and the need for systematic action to resolve these issues. This necessitates effective measures to eliminate both purely sports and socially significant problems of ensuring sport development in Ukraine with account for national traditions and current trends. Objective. To determine the directions for reforming the organization and management of sport in Ukraine at the present stage. Methods. Analysis of scientific literature, normative acts, comparison, ana­ logy. Results. The analysis of the changes occurring in the conditions of sport globalization, in the international Olympic movement, as well as the study of trends in the development of the organization of sport management in the world and the current state of sport in Ukraine, have led to the choice of the research subject. According to the Strategy of the President of Ukraine and the Cabinet of Ministers of Ukraine aimed at implementing the Association Agreement between Ukraine and the European Union, it is necessary to reform all aspects of the state's life in accordance with European standards. It concerns sport, because it permeates all levels of modern society, widely influencing the main spheres of society's life. It should be noted that today in the field of physical education and sports of Ukraine, the issue of its reforming is acute and urgent. The main goal of sport reform in Ukraine is to create appropriate regulatory, socio-economic and organizational conditions that will promote both the improvement of its organizational and managerial system, the proper level of coverage of children by sports and provide a mechanism for selecting and training gifted individuals for elite sport. ; Спорт – це особливий світ з його суспільними цінностями і власними правилами. У цьому контексті дослідження системи академічних бібліотек економічно розвинених країн, однією з яких є Китай, сприяє розвитку і взаємозбагаченню практики функціонування книгозбірень в освітньому просторі.Стаття присвячена висвітленню особливостей формування системи бібліотек закладів вищої освіти Китайської Народної Республіки та дослідженню напрямів їхнього функціонування в цифровому просторі. Проаналізовано основні етапи модернізації університетів Китаю та створення їхньої інформаційної інфраструктури. Акцентовано на діяльності кращих академічних бібліотек відповідно до «Проекту 211» та «Проекту 985».Доведено, що система академічних бібліотек Китаю перебуває на етапі потужної модернізації техніко-технологічних та сервісних напрямів діяльності. Визначено критерії її ефективності. Розглянуто завдання та напрями модернізації діяльності бібліотек закладів вищої освіти. Представлено порівняльну характеристику співвідношення фінансових показників витрат на друковані та електронні ресурси провідними академічними бібліотеками Китайської Народної Республіки.Обґрунтовано визначальний вплив держави на формування та підтримку розвитку цифрового інформаційно-освітнього простору Китаю. Окреслено напрями інноваційного розвитку системи академічних бібліотек КНР, серед яких: формування комфортного інформаційного середовища; активне проектування та розбудова нових приміщень, оснащених новітньою технікою та спеціалізованим програмним забезпеченням; налагодження комунікацій; формування системи освітніх ресурсіву напрямі створення цифрових активів освітнього і наукового контенту; розбудова ефективного інформаційного сервісу та інформаційного забезпечення науково-дослідної діяльності.
