The article discusses the features of the constitutional process and the legal status of subjects of legislative initiative inUkraine. Constitutionally legal relationship as indeed, any other relationship which are governed by the law are extremely complex, diverse and multi-faceted, multi-dimensional and they are marked gradation. These features require theStateto establish legal mechanisms, procedures for the use of rights, duties, assuming responsibility. To this end, the state creates procedural rules designed to ensure optimal and efficient implementation of the rights and legitimate interests of the constitutional relations enshrined in the constitutional norms of substantive law.Central among all kinds of legal process without a doubt takes the constitutional process. Constitutional process (from Lat. Processus – cheats, promotion, forward) – it is an established constitutional law procedure of its stakeholders on the creation, interpretation and implementation of the constitutional law and other legal provisions aimed at implementing the substantive constitutional rights in the course of these subjects their duties and powers of implementation, some of them of their rights and legitimate interests.The essence of the constitutional process, it is manifested in such terms: due to the simultaneous occurrence and harmonization of procedural rules with substantive norms, the implementation of which these procedural rules provide; requires compliance with the procedural rules of the legislative level appropriate level of legal norms of substantive law; is inconsistent with the norms of constitutional law, implemented in full compliance with them; contains a mandatory component of establishing a procedural remedial order, which provides the desired option of the constitutional rights and responsibilities, and in which, however, in some cases, each legal entity is able to independently and at their own discretion, but within the law, to elect one of the alternative ways such implementation; based on the principles of democracy and rule of law, priority rights and freedoms of citizens; has a systemic nature, which provides an efficient and optimal organization of constitutional and procedural regulation, its sequence and timing.Consequently, the constitutional and procedural rules forming the constitutional process, should determine the latter purpose, the type of regulated relations, the persons who are directly involved in this process, the actions to be carried out by them, the timing and sequencing of implementation of these actions, as well as legal means, that ensure the functioning of the process. Revealing the content of the constitutional process, it is also advisable to determine the place of procedural rules in the legal system of society. Settlement of legal activity procedural rules, its quality depends on the degree of importance of appropriate social relations to society, their complexity and diversity, the imperative or dispositive legal norms regulating material, a number of other objective and subjective factors. As constitutional law regulates the most important for society social relations that are celebrated complicated political and legal nature and multifaceted structural construction, the imperative nature of legal regulation, it is logical to assume that the constitutional process itself is determinative for the state and society.The notion of the constitutional process in the science of constitutional and procedural law is usually regarded in the broad and narrow sense. In the narrow sense of the constitutional process is traditionally understood as the statutory procedure for the consideration and decision of the constitutional justice cases by the constitutional ideas and appeals subjects constitutional process. Also under the constitutional process is sometimes understood as separate subjects procedure attraction constitutional relationship to the constitutional and legal responsibility, and sometimes even to build the constitutional process in the design and adoption of the Constitution and constitutional laws as the legal foundations of state building, in other words, is the process of creating the foundations of the state. In a broad sense as the constitutional process consider how to resolve the constitutional and procedural rules of the activities of public authorities and their officials and other authorized entities, aimed at the implementation of substantive constitutional, as well as some other related industries right in the creation, interpretation and implementation of legal norms that constitute the legal basis for these branches of law.Based on the definition of the constitutional process as established constitutional norms about the activities of he creation, interpretation and implementation of constitutional law and other legal norms aimed at achieving certain ocial or legal result, it is appropriate to classify the constitutional process for the types of legal activity on the lawmaking, aw and explanatory implements right.Constitutional-law-making process is an established constitutional law procedures of entities constitutional relationship f legal analysis and assessment of the needs of society, and the formation of appropriate and adequate social development of egal decisions and acts. Depending on the types of law-making and the nature of its subjects can be identified legislative, lectoral process (the last two are also considering and implementing the activities of the positions right, if we consider the participation of citizens in these processes procedure realization of their political rights under the Constitution). Consequently, in the law-making process involved public authorities, as well as people as its only legitimate media.The subjects of the right process can be any legal subjects. However, the special form of the right – law enforcement, only authorized entities that public authorities may have the right to perform any act aimed at the implementation of this activity. And in order enforcement is carried out basic function of government – protection and enforcement of the right as well as the use of state coercion.Constitutional process in its broadest sense is based on several principles as defining, guiding ideas for its implementation.For the most part these principles constitute the foundation principles of the individual state bodies and their officials who represent so legal specifics procedural forms of their activity (for example, general principles of justice provided for in the Constitution or the principles of the electoral process, certain electoral law, and the like).In the development of the content of the constitutional process its most characteristic feature is the sequence that indicates a severe regulatory requirements of priority actions, which governs perfection, optimality and efficiency of the constitutional process. On the contrary, the lack of legal regulation of this sequence, and the more her absence, significantly reduces the quality of the constitutional process, its dynamics and, consequently, makes it impossible or significantly complicates the implementation subjects constitutional relationship to their legal rights and obligations. Without a doubt agriculture sector is vital part of modern Ukrainian economy. Agriculture is ranked 3rd largest contributor to the national GDP with approx. 17% in 2018 (compared to 14.4% in 2016) of total GDP, followed with industrial sector (26.3%) and services sector (59.3%). It should be noted that it is very promising field in terms of potential economic growth and both regional and international investment opportunities. Food products being a necessity in everyday life of every person. Food and processing industries are the large industries that are interconnected to agricultural cultivation. These industries have great potential to increase the value of agricultural products due to the added value, as not raw materials are sold but finished products that can be consumed in the domestic market and exported. Meanwhile the global process of urbanization and changes in national politics, have had their impact on Ukrainian economy. The number of urban populations is continuing to increase, while great number of work force is migrating to neighboring countries. Several studies state that number of Ukrainian workers living aboard is around 2.5 million people. In this context we plan to investigate and build general forecast model on how urbanization is impacting agricultural land use and certain factors of its impact on economic development of region. On the other hand, we have examples of modern issues, such as climate change caused by rapid urbanization and the irrational use of natural resources. The study showed that urban development requires substantial land rescue for its expansion. By examining closely spatial data of urban and suburban areas, for example that of Kyiv city, agricultural land in suburban areas is used for new construction sites and infrastructural development. Another indirect effect of urban development is ecological changes to the surrounding areas. The affected areas become much less suitable for agricultural uses, require large financial investment and high technologies to renew the soil fertility.Research work that have been conducted in this area focused mostly on financial resources, international politics, and large agricultural holdings of agricultural land use. A lot of work has been done to highlight importance of advocating open land market in Ukraine. While other researchers in their research analyzed specific crop or certain agricultural industry markets. In general, the focus of previous publications was either on the current agricultural export or land use data in Ukraine. The goal of this research paper is to find, establish connections between urbanization and agricultural land use, while focusing attention on possibilities for economic growth and development of effective land use policies. This paper will consider open land market as future possibility; however, it is relations and impact with urbanization falls outside of current research work scope.With this research we plan to describe the connection between rapid urbanization process and changes in agricultural land use from economical perspective. The author focuses his research work and economical modeling on case Ukraine. We plan to showcase changes of agricultural enterprise income, in case of population migration to large urban centers. Additionally, we will study the cases of effective land resource management, where we will study whether it is more profitable for companies to establish the new enterprise closer or inside urban areas as opposed to farmland regions. In this research we plan to highlight the major economical differences of company's startup and operations costs based on available transportation network, land resources and local agricultural specialization. The research work should introduce possible outcomes for small, medium companies, also separating those that are part of international corporate structure and local business. The research will cover whether local company can benefit from urbanization and what are its effects on individual famers earnings. One of the expected research outcomes is to describe how to increase added value of agricultural products with focus on city markets.For this study we used data mining and analytics approaches. During research work we placed great emphasis on determining, locating, and analyzing statistical data from multiple sources. Important art of the research work is identifying right data in context of our research, the one that has clear connection to urbanization process. Spatial data visualization was used to determine key urban centers in Ukraine, as well as locations of agricultural, food and processing companies. Other types of material used are official notional statistics data, European Union public reports, U.S. Department of Commerce datasheets, Kyiv city council, Municipal Enterprise "Kyivgenplan", private companies report, economists' publications, and Public cadastral map of Ukraine. Mathematical framework was used to build robust forecast model. The methodology of the study employed various mathematical tools, such as statistical analytics, polynomial and linear approximations, mathematical correlation, ratio analysis. Besides profit and utility curves were used for growth modeling and global forecast. Spatial data have been outlined as highly effective for predictions modeling and establishing connections with the existing urbanization growth models. Urbanization processes serve as catalyst for land use change and shift in economic activities . As more population migrate to urban centers, remote villages and towns shrink in size, lose work force and often local enterprise become bankrupt or shut down. There is a consequent indirect effect of urbanization on agriculture land use that is when local community become poor or bankrupt, the farmlands are rented by large agricultural holdings. Many researchers noted that agricultural holdings have no interest in development of local communities or investment in local business. Even though they employ local people, the average income of holdings farm employees is much lesser, then those farmers whose lands are in private use or those working in agricultural sector in neighboring European Union countries. The average salary is important factor when looking at land use by large companies since agricultural holdings business goals centered about exporting raw resources and they are registered as business entities in offshore countries.The scope of current research works is limited to the analyses of medium to large size food and processing companies, that operate in local Ukrainian market, with brief overview of food products export business. To build economical model the existing transport infrastructure in Ukraine and its neighboring European countries was studied and used in system analyses. Author analyzed available human resources, amount of investments, industry type and available transportation connections. As a part of research work, physical geographical placement (distance by road) of food and processing production companies relative to closest and regional urban center positions have been outlined. A large array of economical and spatial data has been processed. It was determined that parts of this data have low correlation levels, which makes it difficult to include for modeling purposes. Author made decision to make the necessary edits, generalization to simplify the initial economical model.To build a research model we will make the following assumptions and data sets. Let us use the city of Kyiv as the main market for food products, i.e. it is the largest city in Ukraine, with a huge number of food products consumers and significant financial resources. We shall label it as an urban center for this research work. It is important to note that new companies and international corporations choose to establish their business in the Kyiv or in the 50-kilometer zone from it. For modeling we will choose 12 enterprises, which are located both in the capital and in different regions of Ukraine - west, south, east and center. We rank the selected enterprises by the number of employees.In the context of our economic modeling, consider the land market, namely: the average cost of rent of 1 hectare per year, the location of the enterprise in an industrial region or in a separate settlement. Note that the production capacity of the investigated enterprises is concentrated in one production site (complex). However, the exception is the corporation "Milk Alliance" which has 5 separate production facilities, we will focus on the largest of them, located in the city of Yagotyn (others are located in Peratyn, Zolotonosha, Bashtanka).It is reported that the total area of land plots in Ukraine is 60.4 million hectares, of which 42.4 million hectares are agricultural land (32 million hectares are cultivated per year), the area of built-up land plots is 2550.4 thousand hectares. Land for industrial purposes, which includes the food industry is 224.1 thousand hectares. The cost of annual lease of land in Ukraine for 2019 population 3518 UAH/hectare per year.At the same time, the statistics by region are as follows: Kyiv - 2694 UAH per year; Kyiv region - 3474 UAH per year; Zhytomyr and region – 4000 UAH per year; Mykolaiv Oblast – 4103 UAH per year; Kharkiv and oblast – 3152 UAH per year; Odessa region – 4065 UAH per year; Lviv region - 4172 UAH per year; Donetsk oblast - 1832 UAH per year. It is planned that in 2020 the total revenues to local budgets from land rent will amount to 185,714,285 UAH per year.To understand the general picture of the relationship and economic performance of enterprises located in Kyiv and different regions of Ukraine, we shall consider Kyiv as a self-sufficient object, both in terms of products sales and production. The largest food retailers have opened more than 575 stores in Kyiv as of 2018, and more than 60 new stores are opened each year. The production of food, beverages and tobacco by Kyiv enterprises is 46.6% of the total industrial production, which employs 1,730,000 people (7.4% of total in Kyiv), and the average wage in industry is from 16,511 UAH/month in 2019. In total, there are 9069 industrial enterprises in the capital, which employ 278,863 people, the volume of products sold by industrial enterprises of Kyiv in 2019 amounted to 892,1765,46.2 thousand UAH. At the same time, there are 7351 natural persons-entrepreneurs operating in the capital (11,877 people are employed, the volume of sold products is 5,622,011.9 thousand UAH) in industry, including the volume of products sold by food industry enterprises – 125,140,998.9 thousand UAH according to 2019 data.It should be noted that in Kyiv the main industrial capacities of food and processing enterprises are concentrated in the following areas: Industrial zone " Degtyarivska Street" covers an area of 17.7 hectares; Podilsko-Kurenivskyi industrial district - 539.5 hectares, Pirogovo industrial zone - 121.9 hectares; Voskresensky industrial district - 107.2 hectares.For economic analysis we focused on comparison of three large enterprises of Ukraine, typical for the agricultural sector and food industry, one of which is in Kyiv – "Astrata", "Sandora" and "Kyivhlib". For calculations of transportation costs let's use the following data, 20 to 22 tons van will charge 27 UAH per km outside of Kyiv, while 10 tons van charges 20 UAH per km outside of Kyiv and 250 UAH per km within Kyiv.The "Astrata" corpopration, a large agricultural enterprise, has 5,470 employees, 230,000 hectares of land (aprox. 1514090000 UAH per yar for land rent), with Net profit of 12,631,155,000, Gross profit of 2,432,488,000 UAH, and a total salary expenditure of UAH 427,597,000 (average per employee 6514 UAH per month). For our research we are using one of the sugar processing factories that is part of Astrata holding, it is in Hlobyne, Poltavska oblast. The distance from Hlobyne to Kyiv center is 287 km, so it will cost 7749 UAH per large van to transport products to Kyiv.One of the largest food manufacturers in Ukraine is "Sandora". It consists of 3230 employees, total salary expenses - 630 128 thousand UAH (average per employee 16,257 UAH per month), have a land area of 1.3646 hectares (aprox. 5600 UAH per yar for land rent) and a unit cost of production - 22.66 UAH per liter of apple. Single 10-ton van will charge 10020 UAH to transport products to Kyiv (501km distance to the city center).For Kyiv study we picked "Kyivhlib", which has 1911 employees, total salary expenses – 168,227 thousand UAH (average per employee 14,019 UAH per month), have a land area of 8 hectares (aprox. 21552 UAH per yar for land rent) and the unit cost of production - 14.9 UAH per kg of rye-wheat bread. It will cost 7500 UAH to transport products within 30 km of Kyiv center by 10-ton van. Distance from the production location to the market is not always proportional to net profit. The research results have proved that it is worth examining the data from the same sub-industries companies in several regions, with focus on large cities as main market for those companies' products. ; The paper is devoted to studying the economic and social connections between the urbanization process and agricultural land use in Ukraine. It is worth noting that both urbanization and agriculture require new lands for their future development. The important part of this connection is ecology and effective use of the available resources, as well as land use in the context of urbanization. After all, the process of urbanization can have a significant negative impact on the state of land resources. The research work determines which economic factors of urbanization are the most relevant to the land use in city suburbs and agricultural regions. The article introduces the notion of economic feasibility of land use by purpose and studies cases of food and processing companies. Food and processing industries were chosen as the main research subjects since they are the most promising fields for the future economic development of each individual region and country as a whole. These industries are centered around both import and export, besides producing added value products. Cities without a doubt are the main consumers of food products and at the same time, they drain labor resources from the countryside. In this research work, we studied the global situation in Ukraine, how 21-century urbanization has affected the agricultural sector in the country. This sector has experienced rapid growth in past decades, as opposed to industrial and manufacturing sectors, and increased the national wide level of land use. While the national wide level of urbanization might not be the highest in modern history (20th to 21st century), it continues to have a wide impact on the national economy. The scope of this impact falls outside of this research work as it consists of multidimensional data and a wide range of interdependencies, including policies and regulations. Research models require a large amount of data and cases, that's why we focused on the food and processing sector in this paper. They proved to be a good test ground to study the urbanization impact patterns as well as make economical modeling more convenient. In this context, the peculiarities of land use models were studied, as food and processing industries use land resources, can be located both inside the city, suburban area, or in remote farmland region. It is evident that cities and businesses form large supply and demand of natural resources, labor, and financial investments.
Soviet and post-Soviet historians have not paid enough attention to the US National Archives and Records Administration (NARA) – the U.S. principal archive that preserves historical documentary sources of national importance. In the United States the history of the National Archives is presented in the works of Wayne C. Grover, Donald R. McCoy, H.G. Jones, Herman J. Viola, Anna Bruner Eales and other authors. The 1940-1950's in NARA's history is one of the most important periods, the time of "maturing and gaining self-awareness", which the author intends to explore in this article. NARA, established in 1934, tried to represent itself as a very important state agency. During World War II, NARA received a significant number of historical documents of the federal executive departments for storage, executed thousands of requests from civilian and military government agencies, popularized historical documents in order to reinforce a sense of patriotism, created thousands of security copies, let their premises to important military defense offices, made important steps to save documents of the occupied countries. Due to the services, rendered by archivists to the U.S. Army and Navy, NARA got the title of "National Defense Agency." Immediately after the war, the Second Archivist of the USA Solon J. Buck suggested creating the International Council on Archives and the UNO Archives. Prominent American archivists Waldo Gifford Leland, one of the founders of (NARA) the National Archives, Chairman of the Committee on Conservation of Cultural Resources, Collas G. Harris, the head of an Archives committee on protection against the hazards of war, Vernon D. Tate, the head of NARA photo archives department, Philip M. Hamer, the Records Control Officer NARA contributed to the development of the records' saving methods during the war. Ernst Posner, a scholar and lecturer at the American University, headed of the project on compilation of guides of archives in Germany, Italy and many occupied countries. The guides were created in order to save the repositories and documentary treasures they contained. Under the leadership of Philip M. Hamer the staff of the National Archives prepared "Guides to Records of World War II" for print. Consequently, archivists believed they were able to prove the value of archives as a strategic state informational resource that preserves nation's historical documents and provides government institutions with important retrospective information. However, in the postwar years, the government made decisions unfavorable for further development of the National Archives. Before and during the war an extraordinary number of documents in need of appraisal and disposal were accumulated in federal departments. In 1943 Congress issued the «Records Disposal Act» which demanded institutions to submit schedules of records, allocated for destruction to the U.S. Archivist. However, the devising of schedules progressed slowly. In 1945 amendments to the Act were adopted, which authorized the Archivist of the United States to compile mandatory General schedules. In 1946 President Harry S. Truman signed EO 9784 "Providing for the More Efficient Use and for the Transfer and Other Disposition of Government Records". This order required the departments of the executive branch to implement records management programs, and made NARA responsible for control and coordination in the area of the records management. It seemed that the measures taken to resolve the problem of appraisal and records management were sufficient. In 1947 the Commission on the Organization of the Executive Branch of the Government was established in the U.S. government, headed by the former U.S. President Herbert Hoover. Although Hoover declared that the reorganization was necessary for management simplification, clarity of the executive branch of power's policies, according to the Constitution of the United States, the real purpose of reorganization was the executive branch's attempt to take over all possible functions of governance, strengthening the status of major federal departments and cost savings. A special group was created as a part of the Commission. Its task was to survey the records management in federal agencies and provide recommendations for its improvement. Emmett J. Leahy led the group. He suggested the creation of a Federal Records Administration, incorporating it as a component of the National Archives and all the repositories, that stored non-current federal government documents, and passing a law to coordinate formation, storage, management and destruction of records procedures, appointing a person responsible for records management in each department, developing and implementing the relevant standards and regulations. However, the only Leahy's proposal the members of the Hoover Commission realized concerned NARA association with the General Services Administration (GSA), the office, responsible for ensuring the operation of public institutions and their buildings, transport and so on. The Third Archivist of the USA Wayne C. Grover (1948-1965) directed his own suggestions to the Hoover Commission, in which he appealed against the decision to establish a new Administration and insisted that NARA was able to successfully perform the functions of records management on its own. Opponents criticized Leahy for the narrowness of the aim he pursued: the problem of reducing the quantity of records and saving space for their storage. They made hints that he was more concerned with how to "sell" his idea to the Commission, than the communal benefit. They also pointed out the lack of alternatives and the uncertain status of the National Archives. Their fears were justified. On June 30, 1949 «Federal Property and Administrative Services Act» (PL 152) concerning federal property and administrative services was adopted, according to which all government records were declared federal property, centralized management was entrusted to GSA, which the National Archives and Records Service (NARS) was subjected to. With a few exceptions, the law passed in 1949 ensured that all the U.S. Archivist's responsibilities were passed to the head of GSA. Archives lost its authority as an independent government agency, and even changed its name from NARA to NARS. This resulted in the inability of the National Archives to conduct independent policy in the field of archival affairs and to control human resources and finances, which adversely affected the further development of the Archives. In 1953 U.S. President Dwight D. Eisenhower (1953-1961) intended to politicize the post of the Archivist, to remove W.C. Grover from the office and appoint a politician. In 1965 Grover resigned because of a conflict with GSA regarding Archives funding cuts. Before that he had written a letter to President Lyndon B. Johnson (1963-1969) with a request to reestablish the National Archives into an independent agency. For 25 years the conflict between the GSA and NARS had been developing into a state of "war" in which, fortunately for American Archivists, they achieved a victory, returning not only the name but also the independence and rights to the Archives in 1985. Changes in the archives legislation concerning U.S. Archives in the 1940s – 1950s improved the records management in federal agencies: General and specific schedules were introduced, the activities of institutions in the field of records management were regulated, the rules for records disposition were established, retention periods were determined, destruction procedures were standardized, federal records centers were founded. Institutions were freed from aggravating work with noncurrent records, receiving an opportunity to transfer them to temporary repositories, appraisal and subsequent disposal in records centers. Activities of federal agencies in the area of records were subjected to centralized management, coordination and control by NARS. In fact, NARS powers were increased with the right to the records management programs control of the life cycle of documents from the formation in an institution until the final disposition. This was a significant step forward in comparison with the situation in the first half of the XX century. It ensured systematic acquisition of records of historical value by NARS and prevented the loss of valuable documents. Assessment of the guidelines given to the government by Hoover Commission is not high. The National Archives as an independent agency of the executive branch could have implemented its tasks in the field of records management on its own without unnecessary complications. Instead, it was held "captive" for 25 years (in the words of American Archivists) by the GSA and worked under pressure of an unresolved conflict which was time and energy consuming for the archivists. The examined period in the history of the National Archives of the United States (1940-1950's) was important both in terms of archives' achievements in practicing their trade and in terms of understanding their role as archivists. American archivists managed to prove to their federal departments the importance of transferring documents to be stored in the Archives and showed department heads that the Archives are a federal agency, which guarantees and reliably ensures the safety of government records and information as well as institutions' services. Later on, the heads of federal agencies had no doubts about the wisdom of submitting records to the NARA. Archives' informational activities didn't focus solely on executing state civilian and military agencies' requests, but on actively popularizing historical documents among officials, military men and citizens too. Actions, intended to popularize historical documents, helped to form a positive image of archives in the community. For the United States it was of great importance as American citizens as taxpayers assess the necessity of an institution's existence in terms of its cost justification. Activities of American archivists had a positive impact on the safety of occupied countries' documents. Contribution to the salvage of documents of other countries positively influenced the perception of the United States as one of the founders of the International Council on Archives by the international archival community. Decisions taken by the U.S. government in the postwar years were positive as a whole. Firstly, a strict records management system was implemented in federal agencies. The problem of appraisal and temporary storage of records was solved. Second, the loss of National Archives status as an independent public entity, which negatively reflected on all of the Archives' activities until 1985, taught archivists a lesson. Archivists realized that their mission was not to be clerks, who perform routine paperwork, but as guardians of history. W.C. Grover commented on this in his farewell letter to the staff of the Archives: «These missions, as I have repeated many times, are important. They are at the center of man's effort to preserve and carry forward civilization itself. "The written word endures" - at least such portions of the word as we archivists decide are worth preserving! It is a worrisome and responsible task, but I can't think of a nobler one in this rather uncivilized era we find ourselves». It took years for archivists to overcome the resistance of politicians and government officials, return an independent status to the Archives, eliminate the threat of politicization and turn archival branch into a separate independent public system. The article described the attitude of Ukrainian leftist parties to church and religion in the late nineteenth century – the first third of the twentieth century. Ukrainian Galicia left hand – is a special phenomenon of the Ukrainian movement in this period. It is significantly different from similar political camp on the Dnieper. First, it soon took shape organizationally, thoroughly used in political practice European traditions left movement, clearly defined Ukrainian aspirations. At the same time left Galicia and Dnieper been characterized by an increase in performance of social justice, political, religious, national equality, democratization of the electoral law so on. У міжвоєнний період ХХ ст. представники лівих політичних партій Західної України надалі критично і негативно ставилися до інституту церкви і релігії, проте, зважаючи на високу релігійність місцевого населення, були змушені адаптувати програмні принципи до реалій часу. У цей період існували також суттєві відмінності між соціалістами і комуністами. Перші критикували релігійні догми виходячи з національних принципів (критика «польського костелу», угодовства окремих грекокатолицьких єпископів тощо), другі керувалися працями класиків марксизмуленінізму, які взагалі заперечували необхідність релігійності суспільства. У статті відзначено, що найнепримиреннішу позицію до церкви та релігії займали представники комуністичних сил, які, здебільшого, сповідували атеїстичні переконання, боролися за поглиблення марксистського світогляду серед населення регіону. Незважаючи на те, що декларативно комуністи проголошували релігію приватною справою, наголошували, що кожен повинен бути цілком вільний у тому, щоб сповідувати яку завгодно релігію або не визнавати ніякої релігії, на практиці члени КПСГ, КПЗУ боролися за поширення атеїстичного світогляду. Висока релігійність населення Західної України, незначні впливи комуністичних сил на суспільнополітичні процеси не дозволили КПЗУ, СельРобу реалізувати програмні положення у церковнорелігійній сфері. До того ж, церква також поборювала поширення комуністичних ідей у Галичині. Розглянуто ставлення соціалістів до церкви та релігії. Зауважено, що загалом, незважаючи на своє попівське походження, представники радикалів та соціалдемократів ставилися до духовенства доволі критично. Останні, зокрема, вважали церкву «найбільшим, натуральним ворогом всякої вільної думки, поступу». Соціалдемократи звинувачували церкву у «придушенні національних почуттів» не лише галицького люду загалом, а й молодого патріотичного духовенства. У міжвоєнний період ХХ ст. соціалдемократи підпали під вплив комуністичних ідей, що вплинуло на зміну ідеологічної платформи партії у церковнорелігійному питанні. Радикали у своїй практичній діяльності використовували теоретичні напрацювання І. Франка, який гостро критикував галицьке духовенство. Проте УРП дистанціонувалася від церковної проблематики, наголошуючи, що її електорат сам вибиратиме як ставитися до церковних інституцій та загалом релігії. Соціалістичнорадикальна партія продовжила лінію УРП, проте трансформувала національнокультурну програму до вимог часу. Перебуваючи в умовах політичної системи Другої Речі Посполитої, УСРП розглядала церкву як один із засобів національного усвідомлення населення, виступала проти ліквідації православних храмів, збільшення церковного землеволодіння, наголошувала на необхідності відокремлення церкви від держави. The infant mortality rate in Ukraine has been progressively decreasing over the past decade, but remains very high compared with the countries of the European Union. The mortality rate of infants in the first year of life in Ukraine is 2.5–3 times higher than in the EU countries, while the mortality rate of newborns during the first month of life exceeds the average European level by 6.6 times. This indicates a significant backlog of our country in the implementation of modern standards of medical care for both pregnant women and newborns using modern diagnostic and treatment methodologies.One of the most effective way that allowed to reduce significantly infant mortality and disability rates in the developed countries of the world proved to be introduction of expanded newborn screening as a tool of early detection of wide spectrum of inherited metabolic disorders (IMD) – orphan diseases caused by genetic defects of particular enzymes leading to alterations in specific metabolic pathways. As a rule, IMDs occurrence cannot be established during medical examination of newborns due to the absence of clinical symptoms. Therefore, IMDs are diagnosed in two ways: (i) with clinical manifestation in the form of "neonatal catastrophes" and/or sudden infant death syndrome, (ii) according to the results of a biochemical examination of the blood of all (asymptomatic) newborns (i.e. screening). Delays or errors in the diagnosis of these diseases often lead to irreversible damage of many organs, first of all, the brain (neurological deficits, mental retardation, oligophrenia). Newborn screening – measurement in dried blood spots, sampled in asymptomatic newborns, concentrations of a specific set of substances which characterize key processes of protein, carbohydrate and lipid metabolism as a tool of early IMDs identification and prompt treatment initiation of affected children to prevent metabolic decompensation episodes and disability development was started in the 1960s in the United States with just one disease – phenylketonuria.By now, newborn screening programs have been implemented in more than 50 countries of the world and provide diagnostics of more than 45 IMDs. A significant (8–10 times) expanding the spectrum of IMDs that can be detected upon examination of dried blood spots on filter paper has been achieved by application of a high-throughput quantitative bioanalysis method – tandem mass spectrometry (TMS) in the late 1990s. Unlike routinely applied immunofluorimetric method allowing to measure just one biochemical agent in one blood sample, TMS allowed to analyze concentrations of several dozen substances in one dried blood spot.Currently, in Ukraine newborn screening is carried out for 4 diseases: phenylketonuria, congenital hypothyroidism, congenital adrenal hyperplasia, and cystic fibrosis using the low-throughput immunofluorimetric method. In some cases, expanded newborn screening using TMS method is performed on a commercial basis in foreign laboratories. At the same time, according to the Law of Ukraine No. 2461 "On ensuring the prevention and treatment of rare diseases" dated April 15, 2014, and the Orders of the Ministry of Health of Ukraine No. 778 dated 10.27.2014, No. 919 dated December 30, 2015, and No. 731 dated June 29, 2017, "The list of rare (orphan) diseases, that lead to a reduction of patient's lifespan or their disability, and for these diseases there are well-established methods of treatment" comprises more than 60 inherited metabolic disorders.This indicates a significant backlog of our country in the issue of not only ethical and medical significance, but great social and economic importance.The key issue of the expanded newborn screening implementation using high-throughput and accurate TMS method in Ukraine is the absence of modern analytical instruments and supplementary equipment in the state medico-genetic laboratories, as well as analysts with sufficient level of training. TMS is a technically complex method based on application of expensive vacuum and chromatographic equipment, special software, isotopic labeling reagents, high-purity gases, instruments maintenance with the aid of foreign experts, as well as qualified lab staff.Such private clinical diagnostic laboratory, where TMS-measurements are performed routinely at site and biomaterials are not transferred abroad exists in Ukraine. This laboratory is capable to perform the full range of measurements at the initial stage of newborn screening (TMS-analysis) and the secondary confirmatory testing using gas-chromatography/mass-spectrometry (GC/MS) and high performance liquid chromatography (HPLC) methods, as well as enzymes activity assessment and molecular-genetic studies. On the basis of reached agreement in September 2017 it was started the development of the Program of improving the diagnostics of inherited metabolic diseases in newborns and older children in Ukraine. This Program has been initiated by the National Academy of Medical Sciences of Ukraine with the participation of "Association of Pediatricians of Ukraine" and "Association of Neonatologists of Ukraine", as well as membership of the "Institute of Pediatrics, Obstetrics and Gynecology named after academician O.M. Lukyanova of NAMS of Ukraine", medical universities and regional health-care providers.The purpose of the Program is to expand up to 29 the list of inherited metabolic disorders to be diagnosed in newborns and older children that allows early start of treatment and follow-up of affected patients. Wide implementation of the Program allows reducing the levels of neonatal, infant and child mortality and disability.The Program is based on the following principles: (i) a clear distribution of the responsibilities between participants considering newborn screening procedures and processes; (ii) implementation of electronic document management system to register transferring of biomaterial from the moment of sampling to presentation of laboratory measurement results, it's expert evaluation and medical recommendations for further actions; (iii) documented customer feedback to report the results and it's expert evaluation; (iv) creation of the database for calculating the threshold concentrations of biochemical markers and its' ratios (cut-off) for the Ukrainian population in order to reduce the number of false-negative and false-positive results.Financing of the Program have relied on funding of regional budgets, extra-budgetary funds and own funds of parents.The implementation of the preparatory phase of the Program was launched in Spring, 2018. The launch of the pilot part of the Program in 5 regions: Kiev, Kiev Region, Lugansk and Donetsk Regions, and the city Chernivtsi is scheduled for April 2019. The program is planned to be expanded throughout Ukraine at the end of 2020. ; Уровень детской смертности в Украине прогрессивно снижается в течение последнего десятилетия, но остается очень высоким по сравнению со странами Европейского Союза. Показатель смертности младенцев первого года жизни в Украине в 2,5-3 раза выше, чем в странах ЕС, при этом уровень смертности новорожденных в течение первого месяца жизни превышает среднеевропейский в 6,6 раз. Это свидетельствует о существенном отставании нашей страны во внедрении современных стандартов оказания медицинской помощи, как беременным женщинам, так и новорожденным с использованием современных методологий диагностики и лечения.Одним из наиболее эффективных направлений деятельности, которая обеспечила существенное снижение уровня детской смертности и инвалидности в развитых странах мира, стало внедрение расширенного массового скрининга новорожденных с целью выявления наследственных болезней обмена веществ (НБО) – орфанных заболеваний, которые возникают вследствие генетических дефектов ферментов. Наличие НБО, как правило, не удается установить при врачебном осмотре новорожденных из-за отсутствия клинических симптомов. Диагностируют НБО двумя способами: (i) по клиническим проявлениям в форме «катастроф неонатального периода» и синдрома внезапной смерти младенцев, (ii) по результатам биохимического обследования крови новорожденных (скрининга). Задержка или ошибки в диагностике этих заболеваний часто приводят к необратимым повреждениям многих органов и, в первую очередь, головного мозга (неврологические нарушения, психическое регресс, слабоумие).Неонатальный скрининг – измерение в крови новорожденных концентраций определенного набора веществ, характеризующих ключевые процессы белкового, углеводного и липидного обмена с целью раннего выявления и начала лечения детей с НБО и предотвращения их инвалидизации было начато в 60-х годах прошлого века в США с одной болезни – фенилкетонурии. Сегодня программы неонатального скрининга внедрены более, чем в 50 странах мира и обеспечивают диагностику более 45 НБО. Значительное (в 8-10 раз) расширение количества НБО, которые могут быть обнаружены при исследовании высушенных на фильтровальной бумаге пятен крови, стало возможным благодаря внедрению высокопроизводительного метода тандемной масс-спектрометрии (ТМС) в конце 90-х годов прошлого века. В отличие от иммунофлуориметрического метода, который позволяет определять один показатель в одной пробе крови, ТМС позволяет измерять концентрации нескольких десятков веществ в одной пробе крови.В настоящее время в Украине скрининг новорожденных ведется по 4-м заболеваниям: фенилкетонурии, врожденному гипотиреозу, адреногенитальному синдрому и муковисцидозу с использованием низкопродуктивного иммунофлуориметрического метода. В отдельных случаях расширенный скрининг новорожденных с использованием метода ТМС выполняется на коммерческой основе в зарубежных лабораториях. При этом, согласно Закону Украины № 2461 «Об обеспечении профилактики и лечения редких заболеваний» от 15.04.2014, и Приказов МОЗ Украины № 778 от 27.10.2014, № 919 от 30.12.2015 и № 731 от 29.06.2017, «Перечень редких (орфанных) заболеваний, приводящих к сокращению продолжительности жизни больных или их инвалидизации и для которых существуют признанные методы лечения» включает более 60 наследственных болезней обмена веществ. Это свидетельствует о значительном отставании нашей страны в вопросе, который, кроме этического и медицинского, имеет важное социальное и экономическое значение.Ключевым вопросом внедрения расширенного скрининга новорожденных с использованием высокопроизводительного и точного метода ТМС в Украине является отсутствие в государственных медико-генетических лабораториях современного аналитического оборудования и вспомогательной инфраструктуры, а также специалистов-аналитиков с достаточным уровнем подготовки. ТМС – технически сложный метод, требующий использования дорогостоящего вакуумного и хроматографического оборудования, специального программного обеспечения, реагентов с изотопными метками, высокочистых газов, сервисного обслуживания с привлечением иностранных специалистов, а также квалифицированного персонала.Учитывая наличие частной клинико-диагностической лаборатории, выполняющей ТМС-анализы в Украине, а не транспортирующей биоматериал в зарубежные лаборатории, способной выполнять весь комплекс исследований первого (массового) этапа скрининга, а также уточняющую диагностику НБО с использованием методов газовой хроматографии/масс-спектрометрии, высокоэффективной жидкостной хроматографии, определение активности ферментов и молекулярно-генетические исследования, в сентябре 2017 была начата разработка Программы усовершенствования диагностики наследственных болезней обмена веществ у новорожденных и детей старшего возраста в Украине. Инициаторами этой Программы являются Национальная академия медицинских наук Украины, ВОО «Ассоциация педиатров Украины», ВОО «Ассоциация неонатологов Украины», ГУ «ИПАГ имени академика О.М. Лукьяновой НАМН Украины», медицинские университеты и региональные лечебно-профилактические учреждения.Цель Программы – расширение до 29 нозологий перечня наследственных болезней обмена веществ, диагностируемых у новорожденных и детей старшего возраста, обеспечение своевременного медицинского сопровождения и лечения выявленных больных, что позволит снизить уровень неонатальной, младенческой и детской смертности и инвалидности. Программа базируется на следующих принципах: (i) четкое распределение сфер ответственности исполнителей, регламентированных рабочими процессами и процедурами скрининга; (ii) электронный документооборот с фиксацией движения биоматериала от момента отбора до выдачи результатов лабораторных измерений, документирование результатов их экспертной оценки и принятого решения относительно дальнейших действий; (iii) документированная обратная связь с заказчиком исследований с целью сообщения результатов и их экспертной оценки; (iv) создание информационной базы данных для расчета предельных уровней концентраций маркерных соединений (cut-off) для украинской популяции с целью снижения количества ложноотрицательных и ложноположительных результатов.Финансирование Программы планируется осуществлять за счет средств региональных бюджетов, внебюджетных фондов, собственных средств родителей.Выполнение подготовительного этапа Программы было начато весной 2018 года. Запуск пилотной части Программы в 5 регионах: Киев, Киевская область, Луганская и Донецкая области и г. Черновцы, - запланирован в апреле 2019. Расширение Программы по всей территории Украины планируется завершить в конце 2020 года. ; Рівень дитячої смертності в Україні прогресивно знижується протягом останнього десятиріччя, але лишається дуже високим у порівнянні з країнами Європейського Союзу. Це свідчить про суттєве відставання нашої країни у впровадженні сучасних стандартів надання медичної допомоги як вагітним жінкам, так і новонародженим з використанням сучасних методологій діагностики та лікування.Одним з найбільш ефективних напрямків діяльності, яка забезпечила суттєве зниження рівня дитячої смертності та інвалідності у розвинутих країнах світу стало впровадження розширеного масового скринінгу новонароджених з метою виявлення спадкових хвороб обміну речовин (СХОР) – орфанних захворювань, які виникають внаслідок генетичних дефектів ферментів. Наявність СХОР, зазвичай, не вдається встановити при лікарському огляді новонароджених через відсутність клінічних симптомів. Діагностують СХОР двома способами: (і) по клінічним проявам у формі «катастроф неонатального періоду» та синдрому раптової смерті немовлят, (іі) по результатам біохімічного обстеження крові новонароджених (скринінгу). Затримка або помилки в діагностиці цих захворювань часто призводять до незворотних пошкоджень багатьох органів і, в першу чергу, головного мозку (неврологічні порушення, психічний регрес, слабоумство).Неонатальний скринінг – вимірювання у крові новонароджених концентрацій певного набору речовин, які характеризують ключові процеси білкового, вуглеводного та ліпідного обміну з метою раннього виявлення і початку лікування дітей зі СХОР та запобігання їх інвалідизації було розпочато у 60-х роках минулого століття у США з однієї хвороби – фенілкетонурії. Сьогодні програми неонатального скринінгу впроваджені більш, ніж в 50 країнах світу та забезпечують діагностику понад 45 СХОР. Значне (у 8-10 разів) розширення кількості СХОР, що можуть бути виявлені при дослідженні висушених на фільтрувальному папері плям крові, стало можливим завдяки впровадженню високопродуктивного методу тандемної мас-спектрометрії (ТМС) наприкінці 90-х років минулого століття. На відміну від імунофлюорометричного методу, який дозволяє визначати один показник в одній пробі крові, ТМС дозволяє вимірювати концентрації декількох десятків речовин в одній пробі крові.На теперішній час в Україні скринінг новонароджених впроваджено лише для 4 захворювань: фенілкетонурії, вродженого гіпотиреозу, адреногенітального синдрому та муковісцидозу, який проводиться з використанням низькопродуктивного імунофлюорометричного методу. В окремих випадках розширений скринінг новонароджених з використанням методу ТМС виконується на комерційній основі в зарубіжних лабораторіях. При цьому, згідно з Законом України № 2461 «Про забезпечення профілактики та лікування рідкісних захворювань» від 15.04.2014 та Наказами МОЗУ № 778 від 27.10.2014, № 919 від 30.12.2015 та № 731 від 29.06.2017, «Перелік рідкісних (орфанних) захворювань, що призводять до скорочення тривалості життя хворих або їх інвалідизації та для яких існують визнані методи лікування» включає більше, ніж 60 спадкових хвороб обміну речовин. Це свідчить про значне відставання нашої країни в питанні, яке, крім етичного та медичного, має важливе соціальне та економічне значення.Ключовим питанням впровадження розширеного скринінгу новонароджених з використанням високопродуктивного і точного методу ТМС в Україні є відсутність у державних медико-генетичних лабораторіях сучасного аналітичного обладнання та допоміжної інфраструктури, а також фахівців-аналітиків з певним рівнем підготовки. ТМС – технічно складний метод, який вимагає використання коштовного вакуумного та хроматографічного обладнання, спеціального програмного забезпечення, реагентів з ізотопними мітками, високочистих газів, сервісного обслуговування з залученням закордонних фахівців, а також кваліфікованого персоналу.З огляду на наявність приватної клініко-діагностичної лабораторії, яка виконує ТМС-аналізи в Україні, а не транспортує біоматеріал в закордонні лабораторії та здатна виконувати весь комплекс досліджень першого (масового) етапу скринінгу, а також уточнюючу діагностику СХОР з використанням методів газової хроматографії/мас-спектрометрії, високоефективної рідинної хроматографії, визначення активності ферментів та молекулярно-генетичні дослідження, у вересні 2017 р. було розпочато розробку Програми удосконалення діагностики спадкових хвороб обміну речовин у новонароджених і дітей старшого віку в Україні. Ініціаторами цієї Програми є Національна академія медичних наук України, ВГО «Асоціація педіатрів України», ВГО «Асоціація неонатологів України», ДУ «ІПАГ імені академіка О.М. Лук'янової НАМН України», медичні університети та регіональні лікувально-профілактичні заклади.Мета Програми – розширення до 29 нозологій переліку спадкових хвороб обміну речовин, які виявляються у новонароджених та дітей старшого віку, забезпечення своєчасного медичного супроводу та лікування виявлених хворих, що дозволить знизити рівень неонатальної, малюкової й дитячої смертності та інвалідності. Програма базується на наступних принципах: (і) чіткий розподіл відповідальності виконавців, регламентований робочими процесами та процедурами скринінгу; (іі) електронний документообіг з фіксацією руху біоматеріалу від моменту відбору до видачі результатів лабораторних визначень, документування результатів їх експертної оцінки та прийнятого рішення стосовно подальших дій; (ііі) документований зворотній зв'язок з замовником досліджень з повідомленням результатів та їх експертної оцінки; (iv) створення інформаційної бази даних для розрахунку граничних рівнів концентрацій маркерних сполук (cut-off) для української популяції з метою зниження кількості хибно-негативних та хибно-позитивних визначень.Фінансування Програми планується здійснювати за рахунок коштів регіональних бюджетів, позабюджетних фондів, власних коштів батьків.Виконання підготовчого етапу Програми було розпочато на весні 2018 року. Запуск пілотної частини Програми у 5 регіонах: м. Київ, Київська область, Луганська та Донецька області та м. Чернівці, – запланований у квітні 2019 р. Розширення Програми по всій території України планується завершити наприкінці 2020 року.
The infant mortality rate in Ukraine has been progressively decreasing over the past decade, but remains very high compared with the countries of the European Union. The mortality rate of infants in the first year of life in Ukraine is 2.5–3 times higher than in the EU countries, while the mortality rate of newborns during the first month of life exceeds the average European level by 6.6 times. This indicates a significant backlog of our country in the implementation of modern standards of medical care for both pregnant women and newborns using modern diagnostic and treatment methodologies.One of the most effective way that allowed to reduce significantly infant mortality and disability rates in the developed countries of the world proved to be introduction of expanded newborn screening as a tool of early detection of wide spectrum of inherited metabolic disorders (IMD) – orphan diseases caused by genetic defects of particular enzymes leading to alterations in specific metabolic pathways. As a rule, IMDs occurrence cannot be established during medical examination of newborns due to the absence of clinical symptoms. Therefore, IMDs are diagnosed in two ways: (i) with clinical manifestation in the form of "neonatal catastrophes" and/or sudden infant death syndrome, (ii) according to the results of a biochemical examination of the blood of all (asymptomatic) newborns (i.e. screening). Delays or errors in the diagnosis of these diseases often lead to irreversible damage of many organs, first of all, the brain (neurological deficits, mental retardation, oligophrenia). Newborn screening – measurement in dried blood spots, sampled in asymptomatic newborns, concentrations of a specific set of substances which characterize key processes of protein, carbohydrate and lipid metabolism as a tool of early IMDs identification and prompt treatment initiation of affected children to prevent metabolic decompensation episodes and disability development was started in the 1960s in the United States with just one disease – phenylketonuria.By now, newborn screening programs have been implemented in more than 50 countries of the world and provide diagnostics of more than 45 IMDs. A significant (8–10 times) expanding the spectrum of IMDs that can be detected upon examination of dried blood spots on filter paper has been achieved by application of a high-throughput quantitative bioanalysis method – tandem mass spectrometry (TMS) in the late 1990s. Unlike routinely applied immunofluorimetric method allowing to measure just one biochemical agent in one blood sample, TMS allowed to analyze concentrations of several dozen substances in one dried blood spot.Currently, in Ukraine newborn screening is carried out for 4 diseases: phenylketonuria, congenital hypothyroidism, congenital adrenal hyperplasia, and cystic fibrosis using the low-throughput immunofluorimetric method. In some cases, expanded newborn screening using TMS method is performed on a commercial basis in foreign laboratories. At the same time, according to the Law of Ukraine No. 2461 "On ensuring the prevention and treatment of rare diseases" dated April 15, 2014, and the Orders of the Ministry of Health of Ukraine No. 778 dated 10.27.2014, No. 919 dated December 30, 2015, and No. 731 dated June 29, 2017, "The list of rare (orphan) diseases, that lead to a reduction of patient's lifespan or their disability, and for these diseases there are well-established methods of treatment" comprises more than 60 inherited metabolic disorders.This indicates a significant backlog of our country in the issue of not only ethical and medical significance, but great social and economic importance.The key issue of the expanded newborn screening implementation using high-throughput and accurate TMS method in Ukraine is the absence of modern analytical instruments and supplementary equipment in the state medico-genetic laboratories, as well as analysts with sufficient level of training. TMS is a technically complex method based on application of expensive vacuum and chromatographic equipment, special software, isotopic labeling reagents, high-purity gases, instruments maintenance with the aid of foreign experts, as well as qualified lab staff.Such private clinical diagnostic laboratory, where TMS-measurements are performed routinely at site and biomaterials are not transferred abroad exists in Ukraine. This laboratory is capable to perform the full range of measurements at the initial stage of newborn screening (TMS-analysis) and the secondary confirmatory testing using gas-chromatography/mass-spectrometry (GC/MS) and high performance liquid chromatography (HPLC) methods, as well as enzymes activity assessment and molecular-genetic studies. On the basis of reached agreement in September 2017 it was started the development of the Program of improving the diagnostics of inherited metabolic diseases in newborns and older children in Ukraine. This Program has been initiated by the National Academy of Medical Sciences of Ukraine with the participation of "Association of Pediatricians of Ukraine" and "Association of Neonatologists of Ukraine", as well as membership of the "Institute of Pediatrics, Obstetrics and Gynecology named after academician O.M. Lukyanova of NAMS of Ukraine", medical universities and regional health-care providers.The purpose of the Program is to expand up to 29 the list of inherited metabolic disorders to be diagnosed in newborns and older children that allows early start of treatment and follow-up of affected patients. Wide implementation of the Program allows reducing the levels of neonatal, infant and child mortality and disability.The Program is based on the following principles: (i) a clear distribution of the responsibilities between participants considering newborn screening procedures and processes; (ii) implementation of electronic document management system to register transferring of biomaterial from the moment of sampling to presentation of laboratory measurement results, it's expert evaluation and medical recommendations for further actions; (iii) documented customer feedback to report the results and it's expert evaluation; (iv) creation of the database for calculating the threshold concentrations of biochemical markers and its' ratios (cut-off) for the Ukrainian population in order to reduce the number of false-negative and false-positive results.Financing of the Program have relied on funding of regional budgets, extra-budgetary funds and own funds of parents.The implementation of the preparatory phase of the Program was launched in Spring, 2018. The launch of the pilot part of the Program in 5 regions: Kiev, Kiev Region, Lugansk and Donetsk Regions, and the city Chernivtsi is scheduled for April 2019. The program is planned to be expanded throughout Ukraine at the end of 2020. ; Уровень детской смертности в Украине прогрессивно снижается в течение последнего десятилетия, но остается очень высоким по сравнению со странами Европейского Союза. Наличие НБО, как правило, не удается установить при врачебном осмотре новорожденных из-за отсутствия клинических симптомов. Unlike routinely applied immunofluorimetric method allowing to measure just one biochemical agent in one blood sample, TMS allowed to analyze concentrations of several dozen substances in one dried blood spot.Currently, in Ukraine newborn screening is carried out for 4 diseases: phenylketonuria, congenital hypothyroidism, congenital adrenal hyperplasia, and cystic fibrosis using the low-throughput immunofluorimetric method. In some cases, expanded newborn screening using TMS method is performed on a commercial basis in foreign laboratories. At the same time, according to the Law of Ukraine No. 2461 "On ensuring the prevention and treatment of rare diseases" dated April 15, 2014, and the Orders of the Ministry of Health of Ukraine No. 778 dated 10.27.2014, No. 919 dated December 30, 2015, and No. 731 dated June 29, 2017, "The list of rare (orphan) diseases, that lead to a reduction of patient's lifespan or their disability, and for these diseases there are well-established methods of treatment" comprises more than 60 inherited metabolic disorders.This indicates a significant backlog of our country in the issue of not only ethical and medical significance, but great social and economic importance.The key issue of the expanded newborn screening implementation using high-throughput and accurate TMS method in Ukraine is the absence of modern analytical instruments and supplementary equipment in the state medico-genetic laboratories, as well as analysts with sufficient level of training. TMS is a technically complex method based on application of expensive vacuum and chromatographic equipment, special software, isotopic labeling reagents, high-purity gases, instruments maintenance with the aid of foreign experts, as well as qualified lab staff.Such private clinical diagnostic laboratory, where TMS-measurements are performed routinely at site and biomaterials are not transferred abroad exists in Ukraine. This laboratory is capable to perform the full range of measurements at the initial stage of newborn screening (TMS-analysis) and the secondary confirmatory testing using gas-chromatography/mass-spectrometry (GC/MS) and high performance liquid chromatography (HPLC) methods, as well as enzymes activity assessment and molecular-genetic studies. On the basis of reached agreement in September 2017 it was started the development of the Program of improving the diagnostics of inherited metabolic diseases in newborns and older children in Ukraine. This Program has been initiated by the National Academy of Medical Sciences of Ukraine with the participation of "Association of Pediatricians of Ukraine" and "Association of Neonatologists of Ukraine", as well as membership of the "Institute of Pediatrics, Obstetrics and Gynecology named after academician O.M. Lukyanova of NAMS of Ukraine", medical universities and regional health-care providers.The purpose of the Program is to expand up to 29 the list of inherited metabolic disorders to be diagnosed in newborns and older children that allows early start of treatment and follow-up of affected patients. Wide implementation of the Program allows reducing the levels of neonatal, infant and child mortality and disability.The Program is based on the following principles: (i) a clear distribution of the responsibilities between participants considering newborn screening procedures and processes; (ii) implementation of electronic document management system to register transferring of biomaterial from the moment of sampling to presentation of laboratory measurement results, it's expert evaluation and medical recommendations for further actions; (iii) documented customer feedback to report the results and it's expert evaluation; (iv) creation of the database for calculating the threshold concentrations of biochemical markers and its' ratios (cut-off) for the Ukrainian population in order to reduce the number of false-negative and false-positive results.Financing of the Program have relied on funding of regional budgets, extra-budgetary funds and own funds of parents.The implementation of the preparatory phase of the Program was launched in Spring, 2018. The launch of the pilot part of the Program in 5 regions: Kiev, Kiev Region, Lugansk and Donetsk Regions, and the city Chernivtsi is scheduled for April 2019. The program is planned to be expanded throughout Ukraine at the end of 2020. ; Уровень детской смертности в Украине прогрессивно снижается в течение последнего десятилетия, но остается очень высоким по сравнению со странами Европейского Союза. Показатель смертности младенцев первого года жизни в Украине в 2,5-3 раза выше, чем в странах ЕС, при этом уровень смертности новорожденных в течение первого месяца жизни превышает среднеевропейский в 6,6 раз. Это свидетельствует о существенном отставании нашей страны во внедрении современных стандартов оказания медицинской помощи, как беременным женщинам, так и новорожденным с использованием современных методологий диагностики и лечения.Одним из наиболее эффективных направлений деятельности, которая обеспечила существенное снижение уровня детской смертности и инвалидности в развитых странах мира, стало внедрение расширенного массового скрининга новорожденных с целью выявления наследственных болезней обмена веществ (НБО) – орфанных заболеваний, которые возникают вследствие генетических дефектов ферментов. Наличие НБО, как правило, не удается установить при врачебном осмотре новорожденных из-за отсутствия клинических симптомов. Диагностируют НБО двумя способами: (i) по клиническим проявлениям в форме «катастроф неонатального периода» и синдрома внезапной смерти младенцев, (ii) по результатам биохимического обследования крови новорожденных (скрининга). Задержка или ошибки в диагностике этих заболеваний часто приводят к необратимым повреждениям многих органов и, в первую очередь, головного мозга (неврологические нарушения, психическое регресс, слабоумие).Неонатальный скрининг – измерение в крови новорожденных концентраций определенного набора веществ, характеризующих ключевые процессы белкового, углеводного и липидного обмена с целью раннего выявления и начала лечения детей с НБО и предотвращения их инвалидизации было начато в 60-х годах прошлого века в США с одной болезни – фенилкетонурии. Сегодня программы неонатального скрининга внедрены более, чем в 50 странах мира и обеспечивают диагностику более 45 НБО. Значительное (в 8-10 раз) расширение количества НБО, которые могут быть обнаружены при исследовании высушенных на фильтровальной бумаге пятен крови, стало возможным благодаря внедрению высокопроизводительного метода тандемной масс-спектрометрии (ТМС) в конце 90-х годов прошлого века. В отличие от иммунофлуориметрического метода, который позволяет определять один показатель в одной пробе крови, ТМС позволяет измерять концентрации нескольких десятков веществ в одной пробе крови.В настоящее время в Украине скрининг новорожденных ведется по 4-м заболеваниям: фенилкетонурии, врожденному гипотиреозу, адреногенитальному синдрому и муковисцидозу с использованием низкопродуктивного иммунофлуориметрического метода. В отдельных случаях расширенный скрининг новорожденных с использованием метода ТМС выполняется на коммерческой основе в зарубежных лабораториях. При этом, согласно Закону Украины № 2461 «Об обеспечении профилактики и лечения редких заболеваний» от 15.04.2014, и Приказов МОЗ Украины № 778 от 27.10.2014, № 919 от 30.12.2015 и № 731 от 29.06.2017, «Перечень редких (орфанных) заболеваний, приводящих к сокращению продолжительности жизни больных или их инвалидизации и для которых существуют признанные методы лечения» включает более 60 наследственных болезней обмена веществ. Это свидетельствует о значительном отставании нашей страны в вопросе, который, кроме этического и медицинского, имеет важное социальное и экономическое значение.Ключевым вопросом внедрения расширенного скрининга новорожденных с использованием высокопроизводительного и точного метода ТМС в Украине является отсутствие в государственных медико-генетических лабораториях современного аналитического оборудования и вспомогательной инфраструктуры, а также специалистов-аналитиков с достаточным уровнем подготовки. ТМС – технически сложный метод, требующий использования дорогостоящего вакуумного и хроматографического оборудования, специального программного обеспечения, реагентов с изотопными метками, высокочистых газов, сервисного обслуживания с привлечением иностранных специалистов, а также квалифицированного персонала.Учитывая наличие частной клинико-диагностической лаборатории, выполняющей ТМС-анализы в Украине, а не транспортирующей биоматериал в зарубежные лаборатории, способной выполнять весь комплекс исследований первого (массового) этапа скрининга, а также уточняющую диагностику НБО с использованием методов газовой хроматографии/масс-спектрометрии, высокоэффективной жидкостной хроматографии, определение активности ферментов и молекулярно-генетические исследования, в сентябре 2017 была начата разработка Программы усовершенствования диагностики наследственных болезней обмена веществ у новорожденных и детей старшего возраста в Украине. Инициаторами этой Программы являются Национальная академия медицинских наук Украины, ВОО «Ассоциация педиатров Украины», ВОО «Ассоциация неонатологов Украины», ГУ «ИПАГ имени академика О.М. Лукьяновой НАМН Украины», медицинские университеты и региональные лечебно-профилактические учреждения.Цель Программы – расширение до 29 нозологий перечня наследственных болезней обмена веществ, диагностируемых у новорожденных и детей старшего возраста, обеспечение своевременного медицинского сопровождения и лечения выявленных больных, что позволит снизить уровень неонатальной, младенческой и детской смертности и инвалидности. Запуск пилотной части Программы в 5 регионах: Киев, Киевская область, Луганская и Донецкая области и г. Черновцы, - запланирован в апреле 2019. Це свідчить про суттєве відставання нашої країни у впровадженні сучасних стандартів надання медичної допомоги як вагітним жінкам, так і новонародженим з використанням сучасних методологій діагностики та лікування.Одним з найбільш ефективних напрямків діяльності, яка забезпечила суттєве зниження рівня дитячої смертності та інвалідності у розвинутих країнах світу стало впровадження розширеного масового скринінгу новонароджених з метою виявлення спадкових хвороб обміну речовин (СХОР) – орфанних захворювань, які виникають внаслідок генетичних дефектів ферментів. Наявність СХОР, зазвичай, не вдається встановити при лікарському огляді новонароджених через відсутність клінічних симптомів. Діагностують СХОР двома способами: (і) по клінічним проявам у формі «катастроф неонатального періоду» та синдрому раптової смерті немовлят, (іі) по результатам біохімічного обстеження крові новонароджених (скринінгу). Затримка або помилки в діагностиці цих захворювань часто призводять до незворотних пошкоджень багатьох органів і, в першу чергу, головного мозку (неврологічні порушення, психічний регрес, слабоумство).Неонатальний скринінг – вимірювання у крові новонароджених концентрацій певного набору речовин, які характеризують ключові процеси білкового, вуглеводного та ліпідного обміну з метою раннього виявлення і початку лікування дітей зі СХОР та запобігання їх інвалідизації було розпочато у 60-х роках минулого століття у США з однієї хвороби – фенілкетонурії. Сьогодні програми неонатального скринінгу впроваджені більш, ніж в 50 країнах світу та забезпечують діагностику понад 45 СХОР. Значне (у 8-10 разів) розширення кількості СХОР, що можуть бути виявлені при дослідженні висушених на фільтрувальному папері плям крові, стало можливим завдяки впровадженню високопродуктивного методу тандемної мас-спектрометрії (ТМС) наприкінці 90-х років минулого століття. На відміну від імунофлюорометричного методу, який дозволяє визначати один показник в одній пробі крові, ТМС дозволяє вимірювати концентрації декількох десятків речовин в одній пробі крові.На теперішній час в Україні скринінг новонароджених впроваджено лише для 4 захворювань: фенілкетонурії, вродженого гіпотиреозу, адреногенітального синдрому та муковісцидозу, який проводиться з використанням низькопродуктивного імунофлюорометричного методу. В окремих випадках розширений скринінг новонароджених з використанням методу ТМС виконується на комерційній основі в зарубіжних лабораторіях. Це свідчить про значне відставання нашої країни в питанні, яке, крім етичного та медичного, має важливе соціальне та економічне значення.Ключовим питанням впровадження розширеного скринінгу новонароджених з використанням високопродуктивного і точного методу ТМС в Україні є відсутність у державних медико-генетичних лабораторіях сучасного аналітичного обладнання та допоміжної інфраструктури, а також фахівців-аналітиків з певним рівнем підготовки. ТМС – технічно складний метод, який вимагає використання коштовного вакуумного та хроматографічного обладнання, спеціального програмного забезпечення, реагентів з ізотопними мітками, високочистих газів, сервісного обслуговування з залученням закордонних фахівців, а також кваліфікованого персоналу.З огляду на наявність приватної клініко-діагностичної лабораторії, яка виконує ТМС-аналізи в Україні, а не транспортує біоматеріал в закордонні лабораторії та здатна виконувати весь комплекс досліджень першого (масового) етапу скринінгу, а також уточнюючу діагностику СХОР з використанням методів газової хроматографії/мас-спектрометрії, високоефективної рідинної хроматографії, визначення активності ферментів та молекулярно-генетичні дослідження, у вересні 2017 р. було розпочато розробку Програми удосконалення діагностики спадкових хвороб обміну речовин у новонароджених і дітей старшого віку в Україні. Ініціаторами цієї Програми є Національна академія медичних наук України, ВГО «Асоціація педіатрів України», ВГО «Асоціація неонатологів України», ДУ «ІПАГ імені академіка О.М. Problem formulation. The problem of organizing state and non-state institutions to combat the spread of fakes in the information space is to establish a parity (balance) between: citizens right to receive reliable/legal information protection, freedom of speech protection and expression (civil liberties) and protection of national interests of Ukraine. The existing imbalance caused by the lack of effective mechanisms to counteract misinformation and its dissemination through social media. In the EU countries at the state level the fight is not against misinformation, but with illegal (harmful, dangerous) content in the media and social media, which is ineffective for Ukraine in the face of existing challenges and threats related to the military conflict and occupation of part of state territory, as well as the Covid-19 pandemic. Previously unresolved parts of the overall problem. An unresolved part of the general problem is the lack of proper scientific substantiation of state mechanisms to combat disinformation and its dissemination in the media and social media. The aim of the article is to develop strategic approaches and practical recommendations for combating misinformation and its dissemination in Ukraine by social media in the context of information and psychological attacks and the Covid-19 pandemic. Main material. Digital technologies and information flows form practically all social processes faced by modern society. Thanks to built-in microprocessors, algorithmic devices and information systems combine texts, sounds and images that are easily stored and reproduced in digital format. The transfer of mass communication to the Internet has led to the transition of target audiences from traditional media to social networks. Without diminishing the benefits, opportunities and prospects that the digital world opens to humanity, it is necessary to actualize the significance of the negative side of the digital development of mass communication. Digital realities open up new possibilities for the introduction of various manipulation tools, among which misinformation is especially dangerous. Post-truth interpretation refers to artificial circumstances in which the emotions and personal beliefs of target audiences are more important than objective facts and evidence that become irrelevant, particularly in shaping public opinion and influencing the mass consciousness. Post-truth is not just the opposite of truth, but rather a phenomenon of purposeful introduction of proactive communication, which as a set of different and interconnected actions, due to its recombined qualities and combination of different components misleads recipients of information in order to subdue them. The consequence is a decrease in the level of trust in the received information and media. People are confused, it becomes difficult for them to separate true information from false information, they do not realize what is true and what media can be trusted. The post-truth politics is realized through "soft" and gradual transformation of the system of national values and moral principles into so-called alternative "universal norms of morality" to absolutize individual freedom, discredit expert opinions and rational discussions, and most importantly to destroy information sovereignty. One of the effective tools for implementing such a policy is gaslighting - a form of organized influence of suggestors (manipulators, politicians, officials) on the processes of public self-identification in order to disorient them and further subdue by provoking uncertainty and doubts about the adequacy of their perception of reality. Victims of gaslighting no longer trust their values, ideals and beliefs, and in despair they give up and by default fall under the influence of manipulators. Such people do not even realize that they are consumers of misinformation. Global networks are becoming a suitable environment for gas writers, as the constant presence of the vast majority of users on social networks and media channels is caused by the growing level of Internet addiction and digital autism, which create a person first addiction and secondly dangerous state of inability to maintain psychological support. languages with other individuals. That is, the digital transformation of everyday life contributes to the loss of people's communication skills of real communication. The loss of the ability to think adequately, independently and analytically is also negative, because the content and meaning of what is happening around them is formed by social media and digital algorithms of artificial intelligence. Influencing citizens by external propagandists' manipulation means disseminate not only criminal and illegal content through social media, but also directly implement political scenarios of changes in national values, the overthrow of the government, provoke armed conflicts, and so on. Disinformation contributes to a geometrically progressive increase in the incidence of the population, which leads to the introduction by the authorities of some regulatory (remediation) measures that may impair freedom of speech and freedom of expression, restrict freedom of assembly and access to public information. In order to obtain the necessary parity between the appropriateness of the application of regulatory measures to combat misinformation to protect the right to reliable and lawful information and the exercise of civil liberties (rights to freedom expression), it is necessary to legally define the grounds, limits and criteria limitation. The dissemination of harmful information cannot be overcome post-factum with the help of targeted sanctions, under these conditions rapid preventive measures are needed. In this context, the media play a key role in combating fakes and are accountable to the state and society for failing to provide accurate and reliable information to the public. Social media units, multinational corporations (digital producers), administrators of social networking platforms, non-governmental organizations and international institutions, civil society and independent media are the subjects of counteraction to the spread of disinformation by social media. Conclusions and recommendations. The significance of the negative consequences of the digital development of mass communication is actualized, the virtual reality of which opens new possibilities for the introduction of various manipulation tools, among which misinformation carries a special danger. It has been proven that misinformation is successfully disseminated through aggressive information campaigns and lack of knowledge about threats and existing vulnerabilities of society, and more effectively affects target audiences by disrupting the interaction (cooperation and communication) of actors to counter its dissemination at the national and international levels. It is substantiated that modern management processes are formed under the influence of post-truth policy, one of the effective tools of which is gaslighting. The main factors that contribute to the spread of misinformation through social media are identified: the effectiveness of the impact on the mass consciousness; scale, high speed and rate of distribution; stability of online presence (causes cumulative effect); intentional promotion of content by artificially adding it to disseminated information flows through popular media and resources; high quality, multidimensionality and variety of fake products, which are perfectly combined in the form of texts, images and videos; easy availability, high-tech and convenience of software for creating fakes. The necessity of disseminating positive Ukrainian narratives by social media as a tool to counteract misinformation and information defense of the country has been proved. It is proposed to involve the best representatives of the Ukrainian elite: patriotic politicians and public figures (opinion leaders), bloggers, volunteers, scientists, cultural and artistic figures for this case. It is substantiated that state public policy subjects of counteracting disinformation and its dissemination (Center for Counteracting Disinformation of the National Security and Defense Council of Ukraine, Center for Strategic Communications and Information Security of the Ministry of Culture and Information Policy of Ukraine and National Council of Ukraine on Television and Radio Broadcasting) flows in the middle of the country, if necessary, applying the necessary remedial action, study the target audiences, identify, analyze and assess their vulnerabilities (public fears, doubts, etc.), predict possible information attacks on Ukraine. It is necessary to constantly cooperate with digital media and mass media through information and communication campaigns. Practical recommendations were given to state/non-state subjects of counteraction of misinformation on struggle in Ukraine against production of fake content by means of social media. It is necessary: to create a favorable socio-economic, institutional-legal and information-communicative environment for quality and independent journalism, as well as an independent community of fact-checkers as a form of journalistic control to verify the facts used in texts, speeches, social networks posts and identify possible inconsistencies; to disseminate accurate, reliable and objective information on the basis of responsible and independent journalism, to prevent the dissemination of fabricated and manipulative content; to produce positive Ukrainian narratives as a tool of information defense, to prevent the emergence of fakes (instead of refuting fakes - to act in advance), promptly and without explanation to remove/block malicious content in accordance with the law and "community policy"; to set requirements for the media platforms transparency (their activities, funding sources, owners), define criteria and algorithms for ranking information, as well as legally and legitimately require social media to remove illegal content and block its distributors; to monitor, moderate and control the social media content on the basis of legality, transparency and compliance with international human rights standards with the use of means to protect them; to regulate and control the distribution of advertising on news resources of the media and social media, in particular to ensure verification of the transparency and veracity of its sponsored political content, as well as limit of its targeting in order to minimize the income of disinformation disseminators; to promote digital services of voluntary users identification in the online space; to ensure easy, fast and reliable access to all official documents, regulated by the Council of Europe Convention on Access to Official Documents, ratified by Ukraine in 2020 (Council of Europe Convention on Access to Official Documents, 2009); to delegate to search platforms and social networks to determine the truth/falsity of information using artificial intelligence algorithms, remembering that these algorithms can be used to detect/remove misinformation, and vice versa - to create fake information (for example, to form the necessary public opinion misinformation is directed to a specific target audience, taking into account its features and characteristics through algorithmic analysis of messages on social networks, preferences, a selection of sources of user content); to ensure that the majority of the population masters the media literacy and cyberhygiene basics, in particular to encourage and promote the introduction of specialized media programs on information and digital literacy for most people to understand the functions and ramifications of artificial intelligence algorithms, the ability to make informed decisions minimize the impact of threats (risks) associated with the use of such systems, in cooperation with relevant stakeholders, including the private sector, the media, civil society, educational institutions and scientific and technical institutions. Key words: post-truth politics, misinformation, gaslighting, mass media, social media, social networks, fact-checking, media literacy, information campaigns, infodemia, digital technologies, digital transformations, artificial intelligence algorithms. ; У статті охарактеризовано проблеми організації боротьби із поширенням фейків в інформаційному просторі, які пов'язані з відсутністю ефективних державних механізмів протидії дезінформації та її поширенню засобами соціальних медіа. Доведено, що в країнах ЄС здійснюється боротьба не з дезінформацією, а з незаконним (шкідливим, небезпечним) контентом, що поширюється у ЗМІ та соціальних мережах, що є неефективним в умовах існуючих викликів та загроз, які пов'язані з військовим конфліктом та окупацією частини території України, а також пандемією Сovid-19, спричиненої коронавірусом SARS-CoV-2. Актуалізовано значущість негативних наслідків цифрового розвитку масової комунікації, реалії якого відкривають нові можливості запровадження різних інструментів маніпулювання, особливу небезпеку серед яких становить дезінформація. Охарактеризовано управлінські процеси, які формуються під впливом політики постправди, одним з ефективних інструментів реалізації якої є газлайтинг. Визначено основні фактори, які сприяють поширенню дезінформації засобами соціальних медіа. Problem formulation. The problem of organizing state and non-state institutions to combat the spread of fakes in the information space is to establish a parity (balance) between: citizens right to receive reliable/legal information protection, freedom of speech protection and expression (civil liberties) and protection of national interests of Ukraine. The existing imbalance caused by the lack of effective mechanisms to counteract misinformation and its dissemination through social media. In the EU countries at the state level the fight is not against misinformation, but with illegal (harmful, dangerous) content in the media and social media, which is ineffective for Ukraine in the face of existing challenges and threats related to the military conflict and occupation of part of state territory, as well as the Covid-19 pandemic. Previously unresolved parts of the overall problem. An unresolved part of the general problem is the lack of proper scientific substantiation of state mechanisms to combat disinformation and its dissemination in the media and social media. The aim of the article is to develop strategic approaches and practical recommendations for combating misinformation and its dissemination in Ukraine by social media in the context of information and psychological attacks and the Covid-19 pandemic. Main material. Digital technologies and information flows form practically all social processes faced by modern society. Thanks to built-in microprocessors, algorithmic devices and information systems combine texts, sounds and images that are easily stored and reproduced in digital format. The transfer of mass communication to the Internet has led to the transition of target audiences from traditional media to social networks. Without diminishing the benefits, opportunities and prospects that the digital world opens to humanity, it is necessary to actualize the significance of the negative side of the digital development of mass communication. Digital realities open up new possibilities for the introduction of various manipulation tools, among which misinformation is especially dangerous. Post-truth interpretation refers to artificial circumstances in which the emotions and personal beliefs of target audiences are more important than objective facts and evidence that become irrelevant, particularly in shaping public opinion and influencing the mass consciousness. Post-truth is not just the opposite of truth, but rather a phenomenon of purposeful introduction of proactive communication, which as a set of different and interconnected actions, due to its recombined qualities and combination of different components misleads recipients of information in order to subdue them. The consequence is a decrease in the level of trust in the received information and media. People are confused, it becomes difficult for them to separate true information from false information, they do not realize what is true and what media can be trusted. The post-truth politics is realized through "soft" and gradual transformation of the system of national values and moral principles into so-called alternative "universal norms of morality" to absolutize individual freedom, discredit expert opinions and rational discussions, and most importantly to destroy information sovereignty. One of the effective tools for implementing such a policy is gaslighting - a form of organized influence of suggestors (manipulators, politicians, officials) on the processes of public self-identification in order to disorient them and further subdue by provoking uncertainty and doubts about the adequacy of their perception of reality. Victims of gaslighting no longer trust their values, ideals and beliefs, and in despair they give up and by default fall under the influence of manipulators. Such people do not even realize that they are consumers of misinformation. Global networks are becoming a suitable environment for gas writers, as the constant presence of the vast majority of users on social networks and media channels is caused by the growing level of Internet addiction and digital autism, which create a person first addiction and secondly dangerous state of inability to maintain psychological support. languages with other individuals. That is, the digital transformation of everyday life contributes to the loss of people's communication skills of real communication. The loss of the ability to think adequately, independently and analytically is also negative, because the content and meaning of what is happening around them is formed by social media and digital algorithms of artificial intelligence. Influencing citizens by external propagandists' manipulation means disseminate not only criminal and illegal content through social media, but also directly implement political scenarios of changes in national values, the overthrow of the government, provoke armed conflicts, and so on. Disinformation contributes to a geometrically progressive increase in the incidence of the population, which leads to the introduction by the authorities of some regulatory (remediation) measures that may impair freedom of speech and freedom of expression, restrict freedom of assembly and access to public information. In order to obtain the necessary parity between the appropriateness of the application of regulatory measures to combat misinformation to protect the right to reliable and lawful information and the exercise of civil liberties (rights to freedom expression), it is necessary to legally define the grounds, limits and criteria limitation. The dissemination of harmful information cannot be overcome post-factum with the help of targeted sanctions, under these conditions rapid preventive measures are needed. In this context, the media play a key role in combating fakes and are accountable to the state and society for failing to provide accurate and reliable information to the public. Social media units, multinational corporations (digital producers), administrators of social networking platforms, non-governmental organizations and international institutions, civil society and independent media are the subjects of counteraction to the spread of disinformation by social media. Conclusions and recommendations. The significance of the negative consequences of the digital development of mass communication is actualized, the virtual reality of which opens new possibilities for the introduction of various manipulation tools, among which misinformation carries a special danger. It has been proven that misinformation is successfully disseminated through aggressive information campaigns and lack of knowledge about threats and existing vulnerabilities of society, and more effectively affects target audiences by disrupting the interaction (cooperation and communication) of actors to counter its dissemination at the national and international levels. It is substantiated that modern management processes are formed under the influence of post-truth policy, one of the effective tools of which is gaslighting. The main factors that contribute to the spread of misinformation through social media are identified: the effectiveness of the impact on the mass consciousness; scale, high speed and rate of distribution; stability of online presence (causes cumulative effect); intentional promotion of content by artificially adding it to disseminated information flows through popular media and resources; high quality, multidimensionality and variety of fake products, which are perfectly combined in the form of texts, images and videos; easy availability, high-tech and convenience of software for creating fakes. The necessity of disseminating positive Ukrainian narratives by social media as a tool to counteract misinformation and information defense of the country has been proved. It is proposed to involve the best representatives of the Ukrainian elite: patriotic politicians and public figures (opinion leaders), bloggers, volunteers, scientists, cultural and artistic figures for this case. It is substantiated that state public policy subjects of counteracting disinformation and its dissemination (Center for Counteracting Disinformation of the National Security and Defense Council of Ukraine, Center for Strategic Communications and Information Security of the Ministry of Culture and Information Policy of Ukraine and National Council of Ukraine on Television and Radio Broadcasting) flows in the middle of the country, if necessary, applying the necessary remedial action, study the target audiences, identify, analyze and assess their vulnerabilities (public fears, doubts, etc.), predict possible information attacks on Ukraine. It is necessary to constantly cooperate with digital media and mass media through information and communication campaigns. Practical recommendations were given to state/non-state subjects of counteraction of misinformation on struggle in Ukraine against production of fake content by means of social media. It is necessary: to create a favorable socio-economic, institutional-legal and information-communicative environment for quality and independent journalism, as well as an independent community of fact-checkers as a form of journalistic control to verify the facts used in texts, speeches, social networks posts and identify possible inconsistencies; to disseminate accurate, reliable and objective information on the basis of responsible and independent journalism, to prevent the dissemination of fabricated and manipulative content; to produce positive Ukrainian narratives as a tool of information defense, to prevent the emergence of fakes (instead of refuting fakes - to act in advance), promptly and without explanation to remove/block malicious content in accordance with the law and "community policy"; to set requirements for the media platforms transparency (their activities, funding sources, owners), define criteria and algorithms for ranking information, as well as legally and legitimately require social media to remove illegal content and block its distributors; to monitor, moderate and control the social media content on the basis of legality, transparency and compliance with international human rights standards with the use of means to protect them; to regulate and control the distribution of advertising on news resources of the media and social media, in particular to ensure verification of the transparency and veracity of its sponsored political content, as well as limit of its targeting in order to minimize the income of disinformation disseminators; to promote digital services of voluntary users identification in the online space; to ensure easy, fast and reliable access to all official documents, regulated by the Council of Europe Convention on Access to Official Documents, ratified by Ukraine in 2020 (Council of Europe Convention on Access to Official Documents, 2009); to delegate to search platforms and social networks to determine the truth/falsity of information using artificial intelligence algorithms, remembering that these algorithms can be used to detect/remove misinformation, and vice versa - to create fake information (for example, to form the necessary public opinion misinformation is directed to a specific target audience, taking into account its features and characteristics through algorithmic analysis of messages on social networks, preferences, a selection of sources of user content); to ensure that the majority of the population masters the media literacy and cyberhygiene basics, in particular to encourage and promote the introduction of specialized media programs on information and digital literacy for most people to understand the functions and ramifications of artificial intelligence algorithms, the ability to make informed decisions minimize the impact of threats (risks) associated with the use of such systems, in cooperation with relevant stakeholders, including the private sector, the media, civil society, educational institutions and scientific and technical institutions. Key words: post-truth politics, misinformation, gaslighting, mass media, social media, social networks, fact-checking, media literacy, information campaigns, infodemia, digital technologies, digital transformations, artificial intelligence algorithms. ; У статті охарактеризовано проблеми організації боротьби із поширенням фейків в інформаційному просторі, які пов'язані з відсутністю ефективних державних механізмів протидії дезінформації та її поширенню засобами соціальних медіа. Доведено, що в країнах ЄС здійснюється боротьба не з дезінформацією, а з незаконним (шкідливим, небезпечним) контентом, що поширюється у ЗМІ та соціальних мережах, що є неефективним в умовах існуючих викликів та загроз, які пов'язані з військовим конфліктом та окупацією частини території України, а також пандемією Сovid-19, спричиненої коронавірусом SARS-CoV-2. Актуалізовано значущість негативних наслідків цифрового розвитку масової комунікації, реалії якого відкривають нові можливості запровадження різних інструментів маніпулювання, особливу небезпеку серед яких становить дезінформація. Охарактеризовано управлінські процеси, які формуються під впливом політики постправди, одним з ефективних інструментів реалізації якої є газлайтинг. Визначено основні фактори, які сприяють поширенню дезінформації засобами соціальних медіа.
