Avrupa Birliği"nin son yıllarda üzerinde durduğu stratejik politika araçlarından bir tanesi; Akdeniz çevresinde, Doğu Avrupa"da ve Güney Kafkaslarda kendisine komşu ya da yakın durumdaki devletlerle kapsamlı ortaklık ve işbirliğini öngören yeni Avrupa Komşuluk Politikasıdır. Tam üyelik olmasa bile, Birliğin politik, ekonomik ve sosyal değerleri çerçevesinde söz konusu ülkelerin entegrasyonunu içerecek derecede ileri bir vizyona sahip bu politikanın ortaya çıkması, esas olarak Birliğin karşı karşıya kaldığı çok önemli sorunların çözülmesi ve yine Birliğin bazı global stratejilerini uygulama amaçlarına yöneliktir. Birinci amaç açısından, özellikle Birliğin maruz kaldığı yasadışı göç, uyuşturucu ve kadın ticareti ile enerji açığı sorunlarını çözmede kullanılması öngörülen Avrupa Komşuluk Politikası; ikinci amaç açısından da Birliğin nüfuz alanını genişletme ve global dengelerde söz sahibi olma hedeflerinin bir aracı olarak planlanmaktadır ; One of the strategic policy tools the European Union has been emphasising in recent years is the new European Neighbourhood Policy, which foresees extensive partnerships and collaboration among neighbouring or nearby nations in the Mediterranean, Eastern Europe, and the Southern Caucuses. Although this policy does not denote full membership, its vision anticipates the integration of the nations in question within the framework of the political, economic and social values of the Union, and it was born with the aim primarily to resolve some of the major problems the Union faces and implement certain global strategies of the Union. The primary aim of the European Neighbourhood Policy is to resolve especially issues such as illegal migration, drug trafficking, trafficking in women, and energy shortages from which the Union suffers, while its secondary aim is to act as a tool toward expanding the Union"s zone of influence and have a say in global balances
Soğuk Savaş'ın sona ermesi ile birlikte uluslararası ilişkilerin güvenlik gündeminin değişmesi ile Avrupa Birliği (AB) 1990'ların sonundan itibaren demokrasiyi teşvik eden uluslararası bir aktör olarak evrilmiştir. AB, Avrupa Komşuluk Politikası'nda demokrasi teşvikini; Birlik normlarının, değerlerinin ve standartlarının komşu ülkelere aktarılması yoluyla güvenlik stratejisi temelinde ele almaktadır. AB'nin demokratikleşme süreçlerinin ülke içi dinamikler ile iç içe olduğunu kabul ettiği demokrasi teşviki politikalarının başarısı, üçüncü ülkelerin istek, irade ve yetkinliklerine bağımlı kalmaktadır. Bu çalışmada, AB'nin demokrasi anlayışı ve demokrasi teşviki politikası Komşuluk Politikası ve Ermenistan örneği üzerinden incelenmektedir. AB'nin Ermenistan ile kurumsal ilişkileri demokrasi teşviki bağlamında tarihsel olarak incelenmekte ve AB'nin koşulluluk ve sosyalleşme mekânizmalarına ne ölçüde başvurduğu analiz edilmektedir. Ermenistan'ın kurumsal yapısı, geleneksel yönetim anlayışı, sivil toplumun gelişmesinin önündeki engeller ve ülkedeki siyasi, iktisadi, sosyal ve askeri Rusya nüfuzu Ermenistan'da demokrasi teşviki sürecindeki AB etkisini belirleyici unsurlar olarak ele alınmaktadır. ; The European Union (EU) has evolved as an international democracy promoter actor since the 1990s as the security agenda of the international relations have changed with the end of the Cold War. The EU approaches its democracy promotion within the basis of its security strategy through the transfer of the EU norms, values and standards to neighbouring states in the European Neighbourhood Policy. The EU by admitting that the process of democratisation is intertwined with domestic contexts is dependent on third countries' desires, wills and competences for the success of its democracy promotion policies. This study analyses the EU's comprehension of democracy and democracy promotion policies within the context of the Neighbourhood Policy and the case of Armenia. The EU's institutional relations with Armenia are analyzed historically on the basis of its democracy promotion and the extent that the EU adheres to the mechanisms of conditionality and socialization is evaluated. Armenia's institutional structure, its traditional administration approach, impediments for the development of civil society and Russian political, economic, social and military dominance in Armenia are discussed as determining factors for the EU's impact on Armenia's democracy promotion process.
Ortadoğu bölgesi gerek stratejik konumu, gerekse sahip olduğu petrol kaynakları bakımından dünyanın en zengin bölgesi olması nedeniyle ayrı bir öneme haizdir. Ortadoğu ikili ilişkiler, ticari ilişkiler ve çatışmaların odağındaki bölge olması dolayısıyla Avrupa Dış Politikalarında da üst sıralarda yer almıştır. Avrupa ve Ortadoğu arasındaki ilişkiler uzun bir tarihsel süreci kapsamaktadır. AB kuruluşundan bu yana demokrasi ve insan haklarına verdiği önemi belirtmiş ve bunun kendine ait içsel bir unsur halini alması için çabalamıştır. Uluslararası arenada etkin bir güç olmayı hedefleyen AB kendine ait içsel değerleri diğer ülkelere de yaymayı hedeflemektedir. Bu amaçla oluşturmuş olduğu Avrupa Komşuluk Politikası kapsamında AB'ye komsu olan fakat üyelik perspektifi bulunmayan ülkelerde demokrasinin teşviki önemli bir unsurdur. Bu çalışma ile AB'nin geçmişten günümüze Ortadoğu ilişkileri ve yakın dönemdeki komşuluk politikaları çerçevesinde Ortadoğu'ya bakışı amaçlanmaktadır. Yapılan literatür taraması sonucu elde edilen bilgiler yardımıyla araştırmanın amacına uygun ön çalışma ve anahat planı oluşturulmuştur. Bu plan çerçevesinde gerekli düzenlemeler süre yeterliliği göz önünde bulundurularak danışman gözetiminde yapılmaya çalışılacaktır. Bu araştırmada, günümüzde genişleme ve komşuluk politikaları ile öne çıkan Avrupa Birliği'nin, artan şiddet olaylarına sahne olan Ortadoğu politikası ile sınırlandırılmıştır. Kuruluşundan bu yana demokrasinin önemine vurgu yapan AB, Avrupa Komşuluk Politikası kapsamında yer alan ülkelerde de demokrasiyi yaymayı hedeflemektedir. Sonuç olarak AB açısından özellikle genişleyen sınırlar ile birlikte güvenlik açısından öneme sahip olan Ortadoğu bölgesinde AB'ye yakın rejimler oluşturulması önem taşımaktadır. ; The Middle East is of great importance due to both its strategic position and by virtue of the fact that it is the riches region of the world in terms of its oil reserves. The Middle East also ranks high in European Foreign Policies as it is a region that is at the centre of bilateral relations, commercial relations and conflicts. Relations between Europe and the Middles East covers a long historical process. EU, since its inception, has emphasised the importance it lays upon democracy and human rights and endeavoured to make it an internal component of its nature. Intending to be an influential figure in international arena, EU aims to spread its internal values to other countries, too. Encouragement of democracy within the scope of European Neighbourhood Policy in countries that are neighbours of EU but do not have membership perspective is an important move. This study aims to investigate EU?s relationships with the Middle East from past to present and its look on the Middle East within the framework of its neighbourhood policies. A preliminary examination has been conducted and an outline plan has been devised by the help of information obtained through review of the relevant literature. The required corrections will be made under the supervision of an advisor in accordance with this plan an so long as time limits allow. This study is limited to the policy of European Union, which is in the foreground today by virtue of its expansion and neighbourhood policies, concerning the Middle East, which is home to increasing cases of violence. EU, which has been emphasising democracy since its establishment, intends to spread democracy in countries that are included in the European Neighbourhood Policy. In conclusion, it is important for EU to help establish friendly regimes in the Middle East, which is important for EU in terms of security especially due to expanding borders.
Soğuk Savaşın sona ermesi ve Sovyetler Birliği'nin dağılmasından sonra aktörlerin bölgeye ilgisi, temelde enerji kaynakları ve bölgesel sorunlar nedeniyle artmaktadır. Bölgeye ilgisi artan ve çeşitli ekonomi, hukuki ve politika araçları ile aktif olmaya çalışan AB yeni bir dönüşüme uğramıştır. 1993 yılında Maastricht Anlaşmasıyla siyasi birlik yapısına kavuşan AB, dış politika ve güvenlik konularında yeni bir çalışmanın içerisine girmiştir. Özellikle Avrupa'nın doğusunda ve Güney Kafkasya'da yeni ülkelerin bağımsızlıklarını ilan etmesi, genişleme sürecinde olan AB için bir güvenlik sorunu oluşturmuştur. Azerbaycan ve Hazar Denizi zengin enerji kaynaklarına sahip olmasından dolayı enerji ithalatı (özelliklede doğalgaz) 'larda olan ve 2030'lu yıllarda civarında olacağı değerlendirilen AB için cazibe haline gelmiştir. AB 2007 yılı genişlemesiyle (Romanya ve Bulgaristan'ın üyeli) birlikte Güney Kafkasya ülkeleri ile komşu olmuştur. Tabii bu ülkelerle ilişkilerini geliştirmek maksadıyla hukuki zemini oluşturan Ortaklık ve İşbirliği Anlaşmaları ve Politik zeminini oluşturan Avrupa Komşuluk Politikaları vasıtasıyla bölgede etkin bir rol oynamak istemektedir. Özellikle 1990'lı yıllarda uygulamaya çalıştığı projelerde başarısız olan AB, bölge ülkeleri için düzenlediği ilerleme raporlarındaki gelişmeler neticesinde desteklerini arttırmaktadır. Doğrusunu söylemek gerekirse, ne kadar reform o kadar mali destek deyimi yerinde olacaktır. Bu çalışmayı, AB eurometer anket programına göre 2015 yılı güz döneminde Azerbaycan'da yaptığım çeşitli yaş ve meslek grupları arasında yaptığım anket çalışması değerlendirme aşamasında tezi desteklemiştir. ; The end of the Cold War and the Soviet Union after the collapse of the region of interest of actors is growing because of basic energy resources and regional issues. Regional interest in the growing and diverse economy, trying to be active with the legal and policy tools the EU has undergone a new transformation. In 1993 gained the political union structure with the Maastricht Treaty, the EU has entered into a new work on foreign policy and security issues. In particular, the declaration of independence of new countries in the east of Europe and the South Caucasus, have created a security problem for the EU is in the process of expansion, Azerbaijan and Caspian Sea energy imports due to its rich energy resources (especially natural gas), which in 46% and 2030 l in the years has become an attraction for the EU considered to be around 70%. EU enlargement in 2007 (Romania and Bulgaria members) have been together with the neighboring countries of South Caucasus. Needless to develop relations with these countries constitute the legal basis for the purpose of forming the Partnership and Cooperation Agreement and the political ground is willing to play an active role in the region through the European Neighbourhood Policy. Especially for projects that failed to work in practice in the 1990s, the EU supports the development as a result of the increase in organized progress reports for their country. Obviously it will be the reform of financial support statement in place. This thesis was supported by the arguments I made in the evaluation phase of a survey among various age groups and professions EUROMET EU 2015 survey by the fall semester of my program in Azerbaijan.
Sovyetler Birliği'nin dağılması ve Soğuk Savaş'ın sona ermesi ile birlikte Yugoslavya Sosyalist Federe Cumhuriyeti bir İç Savaş'a sürüklenerek parçalanmıştır. Sırbistan'a bağlı Kosova özerk bölgesinde yaşanan etnik savaş ve bu savaşın 1999 yılında NATO müdahalesi sonrasında sona ermesi Avrupa Birliği'nin ortak dış politika, güvenlik ve savunma politikaları geliştirme çabalarının yetersiz kaldığını göstermiştir. Soğuk Savaş dönemi sonrasında bütünleşme hareketlerine hız veren Avrupa Birliği, ekonomi alanında olduğu kadar dış politika, güvenlik ve savunma alanlarında da dünyada önemli bir güç haline gelme çabasına girmiş; ancak dış politikada üye Devletler arasında yaşanan ayrışmalar ve ortak bir çıkar tanımından yoksunluk, egemenlik yetkilerinden feragatte bulunmak istememeleri başarılı dış politika ve güvenlik politikası oluşturulmasının önündeki engeller olmuştur. Bu tez çalışmasının amacı Ortak Dış Politika Güvenlik ve Savunma Politikası'nın oluşum sürecini Kosova örneğinde incelemek ve egemenlik teorileri çerçevesinde neden Avrupa Birliği üye Devletleri arasında dış politika, güvenlik ve savunma alanlarında tam bir uzlaşmanın sağlanamadığını analiz etmektir. ; Together with the end of the Cold War and the collapse of the Soviet Union, Socialist Federal Republic of Yugoslavia faced the interior war and then was disintegrated. The ethnic war in the Kosovo -as the autonomous province within Serbia- was ended by NATO intervention in 1999. It has shown that the establishment of the Common Foreign Policy, Security and Defence Policy and its efficiencies were insufficient. After the Cold War, integration process of the EU is accelerated and EU struggled to become an important power around the world on foreign security and defence areas as much as economy. However the differences between states in foreign policy, lack of `common interest and not to renounce their sovereignty were obstacles for a succsessful foreign security and defence policy. The aim of this thesis is to analyze the establishment process of Common Foreign Security and Defence Policy on the case of Kosovo and this thesis will also analyze in the framework of Theory of Sovereignty why there is not full compromise among the Member States of EU on common foreign policy, security and defence areas.
Avrupa Birliği'nin ortak bir dış politika geliştirme çabaları, Orta Doğu bölgesinde başarılı bir sonuç verememiştir. Ancak AB, kendisine komşu olan bu bölgede barış, güvenlik ve istikrarın sağlanabilmesi için 'Avrupa Komşuluk Politikası' ve 'Akdeniz için Birlik' politikaları çerçevesinde hareket etmektedir. Dolayısıyla, AB'nin Orta Doğu politikasının Avrupa Komşuluk Politikası ile şekillendiği ifade edilebilmektedir. Bu bağlamda çalışma, Birliğin Orta Doğu'ya yönelik ortak bir dış politika ortaya koyamadığını göstermeyi ve farklı politikalar yoluyla bölgede Birliğin etkin olup olmadığını değerlendirmeyi amaçlamaktadır. Çalışma kapsamında, Arap Baharı öncesi ve sonrası Birliğin Orta Doğu bölgesinde uyguladığı politikalar incelenecektir. Böylece başlangıçta Orta Doğu'da barışın sağlanması amacıyla geliştirilen AB'nin Orta Doğu politikasının, son yıllarda enerji, göç ve güvenlik konularına daha fazla önem verdiği ortaya konacaktır. ; The efforts of the European Union to develop a common foreign policy did not result successfully in the Middle East region. However, the EU acts within the framework of the 'European Neighborhood Policy' and the 'Union for the Mediterranean' policies in order to ensure peace, security and stability in this neighboring region. Therefore, it can be stated that the EU's Middle East policy is shaped by the European Neighborhood Policy. In this context, the study aims to show that the Union has not put forward a common foreign policy towards the Middle East and to evaluate whether the Union is effective in the region through different policies. Within the scope of the study, the policies implemented by the Union in the Middle East region before and after the Arab Spring will be examined. Thus, it will be revealed that the EU's Middle East policy, which was initially developed to ensure peace in the Middle East, has given more importance to energy, migration and security issues in recent years.
ABSTRACTMost academic studies on the process of European integration do not pay much attention tothe international system and its requirements. The process of European integration is usuallyanalyzed as being a consequence of internal dynamics. However, European integration is notsolely dependent on internal dynamics. The external dynamics should also be emphasized asindependent variables. This thesis aims to look at the picture from the perspective of the solehegemonic power, the United States (US), and analyze Turkey's accession to the EU fromthat perspective. Washington conceives the continent of Europe as a springboard to Eurasia,center of the world according to many geo-politics theories. Moreover, Washingtonconsidered European enlargement, a means of wide spreading western values of democracyand liberalism to these regions. Washington's relationship with Turkey has always beenfounded on strategic considerations. Turkey is a pivotal state in the region. Moreover, Turkeyhas had western orientation since the early days of its foundation. It has been endeavoring tobecome a member of the European club. Thus, Turkey has the potential to inspire itsneighboring regions and influence them to orient toward western institutions and values. Insum, anchoring Turkey to western institutions is the main reason for Washington's support forTurkey's accession to the EU. Washington's view of the EU enlargement as a duty ofEuropeans in order to share their burdens in transatlantic cooperation overlaps with theWashington's vision of Turkey's accession to the EU.
Avrupa Birliği, ekonomik bütünleşme alanında başarılı olup şimdiye kadar görülen en başarılı birlik olmuştur. Ekonomik alanın aksine güvenlik ve savunma alanı ise Birliğin epeyce zorlandığı, tartışıldığı ve çekinceli bir alan olmuştur. Soğuk Savaş döneminde, güvenlik ve savunma alanında önemli bir çaba harcanmış; Batı Avrupa Birliği kurulmuş, Avrupa Savunma Topluluğu kurma girişiminde bulunulmuş ancak hedeflenen sonuçlara tam anlamıyla ulaşılamamıştır. Soğuk Savaş dönemi güvenlik ve savunma konuları bakımından AB için NATO gölgesinde geçmiştir. Fakat asıl önemli olan gelişmeler Soğuk Savaş'ın bitimi ile yaşanmaya başlamıştır. 1992 Maastricht Antlaşması ile Ortak Dış Politika ve Güvenlik Politikasında (ODGP) çok önemli bir adım atılmış ve siyasi bütünleşme sürecine gidilmeye başlanmıştır. Bu aşamada, güvenlik ve savunma politikaları hükümetlerarası düzeyde de olsa AB'nin ikinci sütununu oluşturmuştur. Devam eden süreçte ise Avrupa Güvenlik Savunma Politikası (AGSP) ve NATO ile işbirligi içinde oluşturulan Avrupa Guvenlik Savunma Kimliği (AGSK) oluşturulmuştur. Ayrıca yapılan çeşitli Zirvelerle bu süreçler hızlı bir biçimde gelişmiştir. 2009 yılında Lizbon Antlaşması'nın yürürlüğe girmesi ile de birliğin hem anayasal hem de hukuki olarak Ortak Güvenlik ve Savunma Politikasının (OGSP) temel dayanakları ve kuruluşu tamamlanmıştır. Son dönem gelişmesi olarak da yine Lizbon Antlaşmasında yer alan "kalıcı yapısal işbirliği" ilkesinden yine aynı isimle yola çıkılarak "Kalıcı Yapısal İşbirliği" (PESCO) yapısı oluşturulmuştur. Avrupa Birliği'nin ortak bir güvenlik ve savunma politikası oluşturması süreci incelenirken, AB'nin NATO ile olan ilişkilerinin de göz önünde bulundurulması zorunludur. Bu nedenle, NATO'nun bu savunma ve güvenlik sürecine olan etkisi ve Avrupa Birliği'nin savunma ve güvenlik politikası oluşturma sürecinde meydana gelen politikaların NATO'ya yansımaları ve etkileri de irdelenmek durumundadır. Bu bağlamda çalışmada genel olarak güvenlik kavramından başlanarak uluslararası, toplumsal ve küresel anlamda güvenlik ve güvenliğe etki eden faktörler ele alınmış, AB Güvenlik ve Savunma Politikasının oluşum süreci ile günümüze kadar yaşadığı belli başlı önemli gelişmelere değinilmiş; NATO ile olan ilişkileri üzerinde durulmuş ve günümüzde gelinen aşama incelenmiştir. Ayrıca bu politika çerçevesinde yapılan bazı ortak operasyonlara da değinilmiştir. ; The European Union, has become the most successful union ever seen achieving economic integration. Contrary to the field of economy, the field of security and defence, has been a highly challenging, controversial and risky area the Union struggles with. Much effort had been spent in the field of security and defence during the Cold War period, West European Union had been established; attempts to establish European Defence Community had been made however targeted results could not be obtained in the fullest sense. For EU, the Cold War period, had been overshadowed by NATO in terms of security and defence issues. However, major developments began to be experienced subsequent to the end of the Cold War. A considerable step in Common Foreign and Security Policy (CFSP), was taken by Maastricht Treaty of 1992 and the process of political integration, thus, was initiated. At this stage, although the security and defence policies have been at intergovernmental level, they constituted the second pillar of EU. In the ongoing process, the European Security Defence Policy Identity (ESDI) has been established in accordance with European Security Defence Policy (ESDP) and NATO. Additionally,through various summits held, these processess have been rapidly improved. As Lisbon Treaty entered into effect in 2009, the basic foundation and establishment of EU's Common Security and Defence Policy (EU CSDP) has been set both constitutionally and legally. As a recent development, based upon the principle of "Permanent Structured Cooperation" which is included in Lisbon Treaty, once again, the Permanent Structured Cooperation (PESCO) structure has been established. Taking the relations between European Union and NATO, as well, into consideration is obligatory for the establishment procedure of European Union's common security and defence policy to be examined. For this reason, NATO's effect over the mentioned defence and security process, and the reflections and effects of policies brought up during EU's defence and security policy formation process on NATO, are to be studied as well. In this context, within the scope of this study, starting from the concept of security in general, the aspect of security and factors influencing it in international, social and global terms are taken into consideration; the formation process of EU Security and Defence Policy and the concerning main developments occurring until today, are mentioned; its relations with NATO are accentuated and the final stage reached today is analysed. In addition to this, some of the common operations executed within the frame of this policy are also considered.
Ortak tarım politikası, 1963'ten beri devam eden AB-Türkiye ilişkilerinin ve 2005 yılında başlayan katılım müzakerelerinin en dikkat çekici tartışma konularından birisini oluşturmaktadır. Avrupa Birliği ile yürütmekte olduğumuz üyelik müzakerelerinde, ülkemizin en fazla tarım konularında zorlanması beklenmektedir. Bu aşamada tarım ürünlerinin serbest dolaşımı sağlanacak, böylece işlenmiş tarım ürünleri ve karşılıklı tarım tavizleri ile ilgili rejim OTP kapsamına girecektir. Bu çalışmada, Türk tarımının OTP' ye uyumu ve bu uyumun sonrasında ortaya çıkacak olası etkiler araştırılmıştır. Daha sonra 2004 yılında AB'ye katılan ülkelerin en büyüğü olan ve tarımdaki sorunları açısından Türkiye'ye benzeyen Polonya'nın tarımsal yapısı, uyum sürecinde gerçekleştirdiği reformlar ve tarıma etkileri araştırılmıştır. Elde edilen bulgular ışığında Türkiye tarımının OTP' ye uyum sürecinde ve müzakerelerde karsılaşacağı sorunlar, dikkat edilmesi gereken hususlar ortaya konularak, uyumun tarımda dönüşüme muhtemel etkileri değerlendirilmiştir. Sonuç olarak, ülkemizin tarım yapısı ile Avrupa Birliği değerlerinin mevcut durumları, yıllar itibariyle gösterdikleri değişim incelenmiş, üretim yapıları arasındaki benzer ve farklı yönler değerlendirilerek, mevcut sorunlar saptanmış, bu sorunlara çözüm önerileri getirilmeye çalışılmıştır. ; EU Common Agricultural Policy is one of the important agenda item for EU-Turkey relations since 1963 and recently in accession negotiations which started in 2005. It has been foreseen that the most troublesome chapter of the negotiation will be on agriculture. At that point the free trade of agriculture products will be satisfied, thus operated agriculture products and the regime about reciprocal agriculture consensus will enter in the concept of CAP. In this study, the convenience of Turk agriculture to CAP and the effects which will occur after this convinience will be researched. After then, in this work, the carried transformation and influence to agriculture sector have been analyzed since appearance of CAP. Furthermore, the agricultural structure carried reforms in the process of adaptation and influence on agriculture of Poland, which is the biggest country and had the same agricultural problems as Turkey, became EU member in 2004. According to the results, the problems that the Turkish agriculture will face during the adaptation process to CAP and negotiations, and details, which need necessary attention, have been investigated and the forthcoming impact of adaptation to transformation in agriculture has been obtained. As a result; current and longtime figures of agricultural structures in both Turkey and European Union are examined, and after determining current problems by appraising similarities and differences, possible solutions are put forward.
Ortak Tarım Politikası, hem tarımın son derece hayati bir islev olan beslenme ile dogrudan baglantılı olması, hem de AB bütçesinin en büyük kısmının OTP'ye ayrılması nedeniyle ayrı bir önem tasımaktadır. AB, en eski ve en karmasık politikası olan Ortak Tarım Politikası ile, Birlik içindeki olası gıda yetersizliklerinin önüne geçmeyi, verimli, saglıklı ve çevre dostu bir üretim altyapısına kavusmayı ve AB'nin gıda alanındaki dısa bagımlılıgını ortadan kaldırmayı hedeflemektedir. Bu çalısmada, Avrupa Birligi'nin ilk ortak politikası olan Ortak Tarım Politikası'nın yapısı, isleyisi, sonuçları ve OTP'ye yönelik yeniden yapılandırma faaliyetleri açıklanmakta, ayrıca Türkiye'nin OTP'ye uyum amacıyla sürdürdügü çalısmalar da ele alınmaktadır. ; The Common Agricultural Policy has a distinct importance since farming is directly connected with alimentation that has an extremely vital function, in addition a major part of the budget of the European Union is allocated to the CAP. Through the CAP, its oldest and the most complex policy, EU plans to secure the availability of supplies preventing any deficiencies within the Union as well as to reach at an efficient, healthy and enviroment-friendly production infrastructure. It also aims at eliminating the foreign dependence of EU in the field nutrition. This study essays to explain the structure, operation and results of the CAP, the first common policy of EU. The projects to restructure the CAP along with the activities of implementing the CAP in Turkey are also studied.
Accession to the European Union (EU) has been one of the most crucial topics of the Turkish foreign policy. This topic, albeit sometimes not having a priority, always remained as a current issue and played a determinant role in Turkey's objective of Westernization. Within this process, parallel to the success that the accession would bring, it became more ascendant in current politics. It acted as the sword of Damocles as a determinant either for the election victories or as a trouble-maker on the head of the parties. The foundation of the Turkey-EU relations was first laid by the Democrat Party in July 31st, 1959 and these relations began to get deepen by the time the Motherland Party (ANAP) came into power in the 1980's. This study aims to determine the reasons that led Turkey to apply for the EU membership, the place of the relations with the Europen Economic Community (EEC) on Turkish foreign policy and the repercussions of this application in the public opinion. Therefore it is going to be given a general overview on the early years of those relations. In the citations taken from the newspapers of the period the expression common market is used for defining Turkey's counterpart while the author himself rather prefers to use the EEC, the predecessor of the EU.
Bu çalısmanın amacı Türkiye'nin tarım politikasında karsısına çıkan engelleri, mevzuat ve uygulama yanlıslarını ortaya çıkarmak, çıkarılan bu sonuçları AB'ye uyumda Tarım Müzakereleri çerçevesinde düzeltmek için gerekli politikanın OTP oldugunu göstermektir. Çalısmada aynı zamanda AB'nin nasıl gıda ithalatçısı konumundan, ihracatçı konumuna geçtigini görmekteyiz. Türkiye için AB Uyum Müzakerelerinde en büyük engel OTP'ye uyumdur. OTP'nin AB'nin ilk ve en büyük bütçeyle destekledigi politikası olması dolayısıyla, AB Türkiye gibi tarım potansiyeli yüksek bir ülkeyi Topluluga almaktan çekinmektedir. Türkiye'nin, AB'ye ister üye olsun ister olmasın; istikrarlı bir tarım politikasına ihtiyacı vardır. Enflasyon hedeflemesi için gerekli olan Merkez Bankası'nın bagımsızlastırılması politikasına benzer, tarım politikalarının tek bir birimden yönetilmesi için bir adım atılması gerekmektedir. Görüldügü gibi ülkemiz için eksiklikleri olsa da, Türkiye Tarım Sektörü için günümüzde OTP'ye uyulmasına ihtiyaç vardır. ; The purpose of this study is to reveal the complications in Common Agricultural Policy that Turkey come across during the period , the legislation and implementation errors and to demonstrate the necessity of Common Agricultural Policy to arrange these problems within The Agriculture Negotiations. In this study we see how European Union become an exporter of food instead of being an importer. In The Agriculture Negotiations, the most important difficulty is the adaptation to the Common Agricultural Policy. CAP, for being the first and supported with the biggest budget policy of European Union, EU forbear to accept Turkey to the community. Turkey needs a stable agriculture policy in any case. It is necessray to make an attempt for the management of agriculture policies under one unit like the independency of Central Bank for inflation targeting. Avrupa'da İkinci Dünya Savaşı sonrasında savaşların son bulması için devletler bir araya gelerek Avrupa entegrasyonunun temellerini atmışlardır. Üye ülkeler arasında barış ortamını büyük oranda sağlayan Avrupa Birliği, maalesef Avrupa'nın göbeğinde 1992 yılında Bosna Savaşı'nın yaşanmasına engel olamamış ve bu savaş sırasında istenilen desteği verememiştir. Bu savaş Avrupa Birliği'nin meşruiyetinin sorgulanmasına neden olmuştur. Bosna Savaşı Avrupa Birliği'nin güvenlik politikası geliştirmesinde etkili olmuştur. Ayrıca Avrupa Birliği, Balkan politikası geliştirmiş ve genişleme politikasına Balkanları da dâhil etmiştir. Bu ülkelerden biri olan Bosna Hersek'te hem barış ortamının devam etmesi hem de ekonomik gelişimine katkı sağlamak amacıyla dış politikasında Avrupa Birliği üyeliğini amaç edinmiştir. Günümüzde ülkede çatışma riski bulunmakta ve bu riskin giderilmesi için Avrupa Birliği'nin çözüm olacağı düşünülmektedir. ; For Europe to end wars after the Second World War, states came together and laid the foundations for European integration. Unfortunately, the EU, which provided a peaceful environment among the member states in great measure, could not prevent the Bosnian War in 1992 from happening and failed to provide the desired support during this war. This war is the legitimacy of the EU. The Bosnian War has influenced the development of the EU's security policy. In addition, the EU has developed Balkan policy and has included the Balkans in its enlargement policy. BiH, one of these countries, aims at EU membership in foreign policy in order to continue the peace environment and contribute to economic development. Today, there is a risk of conflict in the country and it is thought that the EU will be the solution to eliminate this risk.
