Dear colleagues, Welcome to the "Journal of Policy & Governance"! In my opinion, an editorial may reflect the general direction of the journal, values, strategy, priorities, goals and objectives, and so on. This is the first edition of the Journal of Policy & Governance where I act as the Editor-in-Chief. The title of the journal includes two key concepts, the "Policy" and the "Governance", and they are crucial for the target audience of the journal. That is, the field of "Policy Science": policy cycle, problem identification for analysis, policy environment, resources, stakeholders' analysis, communications (strategic, multilevel, etc.), policy tools and evaluation, etc. Also, these are values, objectives and methodology of the research and policy analysis, policy as the process and reasons for state intervention, evidence-based policy, quantitative and qualitative methods of data processing and the formation of evidence in the policy process and so on. The field of governance is also valuable for research: democratic, good, sensitive, multilevel, digital, and so on: Service State, public consultation, and interaction between government, business and civil society in the policy-making process. Common decisions, power and out of power policy makers, leadership, analysts and policy actors also require semantic and empirical content in the articles of the journal.

: A strong national defense system does not require consideration of empathy, including the geographical factors of the country being examined, the national resources of a country, an analysis of possible threats that will arise, and the development of information technology. Defense is something that is fundamental to the survival of a country. Cooperation between Indonesia and South Korea in the defense industry is centered on the development of the changbogo class submarine and the development of the KFX / IFX fighter aircraft. Seen from the Government's policy, it can be seen that the domestic industry is unprepared to support the independence of the defense industry. This unpreparedness can be caused by the absence of supporting infrastructure or financial support for mass production of defense and security equipment. This scientific work is expected to provide recommendations in defense policy regarding submarine development. This study uses a scientific approach with qualitative descriptive methods and uses implementation tehory by George C. Edward. The results of this study a policy review of South Korea's Submarine purchase policy . The conclusion of this study are constraints and challenges faced in improving submarines, particularly related to the ability of PT. PAL Indonesia is still limited in the manufacture of the DSME 209/1400 submarine.

Well defined and futuristic education policy is essential for a country at school and college levels due to the reason that education leads to economic and social progress. Different countries adopt different education systems by considering the tradition and culture and adopt different stages during their life cycle at school and college education levels to make it effective. Recently Government of India announced its new Education policy which is based on the recommendations by an expert committee headed by Dr. Kasturirangan, Former chairman of the Indian Space Research Organization (ISRO). This paper highlights on various policies announced in the higher education system and compare them with the currently adopted system. Various innovations and predicted implications of NEP 2020 on the Indian higher education system along with its merits are discussed. Finally, some suggestions are proposed for its effective implementation towards achieving its objectives.

This research deals with the frameworks of political analysis of the issue of the demonstrations in the news bulletins of the Iraqi satellite channels represented by Al-Iraqiya, Dijla and Al-Atija channels, which were selected according to an exploratory study conducted by him. Iraqi Ministry of Foreign Affairs. The researcher concluded to a sample of the public that these channels are the most followed, and the orientations of these three channels differ, where Al-Iraqiya TV represents the official view of the state, while Dijla TV represents a partisan viewpoint opposing the government's policy. While the channel represents the Islamic line and then one of the channels of the Union of Islamic Radios and Channels in Iraq, the research problem was represented in the main question "What are the frameworks for political analysis of the issue of demonstrations in Iraq. Iraqi satellite news releases? This research is descriptive research, and the researcher used the survey method and the content analysis tool, where he analyzed the eight pm news bulletins for the chosen period and mentioned in the time domain of the research, so the analysis was done in a comprehensive inventory method: (an interview represented by (55) interviews on the trend channel, and (50) interviews on Al-Iraqiya channel, and (40) interviews. Interviews on Dijla channel, the researcher reached a number of results, the most important of which are: 1. The frameworks for the proposed solutions to the issue of the demonstrations came first within the frameworks mentioned in the political analysis, due to the interest of political analysts in resolving the issue before it is too late and the situation recedes. Al-Iraqiya channel topped this framework and tried to find solutions and avoid a collision between the government and the demonstrators and sought calm. 2. Purpose: The feelings that an employee have for the job is essential to be analyzed the job satisfaction level of government employees after implementation of federal state in the context of Bhojpur district of Nepal. Design/Methodology/Approach: The questionnaire was distributed to governmental employees via mail and direct distribution to respective offices of Bhojpur district with 93.8% of response rate. The data has been divided into local, provincial and federal categories and separately analyzed along with combined analysis too. Satisfaction level along with the factors of the same was accessed using SPSS for descriptive and inferential statistics. Findings/Result: Government employees from all tiers of government viz. local, provincial and federal are dissatisfied with present remuneration, benefit and employee adjustment process along with present organizational structure, wage policy, present work performance evaluation system and decision-making system in offices but satisfied with present leave system after promulgation of federal structure. Present job authority and position are acceptable level for employees working in all three tiers of government. Most crucial factor seems to be promotion and career growth rather than remuneration. Job training, working environment, team spirit and right work performance evaluation system seem to be major parameters for job satisfaction. Job location is temporary in nature which can be easily handled. Strong reservation on promotion and job rotation approach which is included in new federal structure by all tiers of government employees. This article explores the significant role that the state is still expected to play in initiating and implementing the energy transition. In this regard, it is laid out in three parts. Part I focuses on the premise of the role that derives from constitutional law. This role is considered classic, because it is based on different functions of the state, and the legitimate constrain that distinguishes it from other social actors, including non-state actors. Tremendous materials are offered by the analysis either from the perspective of sociology or law studies when it comes to the specific situation of French-speaking African states. The scope of analysis is broadened with the energy law approach. With a focus on African English-speaking countries, the article examines both the way the state is enforcing statutes aiming to design its own transition scheme and exercising its discretionary power through its energy policy. Beyond the functions of the state—deriving from its sovereign power—these elements set out the direction in quest of a specific role the state can play in the energy transition as a process in Part II. As such, the energy transition, if it is to lead to coherent social change, requires strong and dynamic leadership, including clear, nuanced, and forward-looking direction on the broad sections of the overall process, and the environmental justice issues that necessarily cluster around them. For this reason, the role of the state is construed as both a steering role, and an integrative role for environmental, economic and social issues. Part III provides a rationale for the necessary and strong support of international cooperation—to the state—in order to achieve the paradigm shift smoothly. In Part IV, I emphasize the African Union's transition initiatives in the run-up to COP 25, which I hold out as an inducement for states' efforts. In fact, this article seeks to address these issues. Bangladesh is performing better in the growth of GDP and experiencing remarkable progress in development indicators such as poverty alleviation, maternal mortality, infant mortality and enrollment in primary education. However, despite the restoration parliamentary democracy in 1990s, political governance is decaying in the country. The present study, taking dynamics of Bangladeshi politics into consideration, seeks to explore the interplay between business and politics and its impact on governance with supplementary evidence from public transportation sector as case example. Among others, the principal question of the paper is how business interest creates crisis in governance? It reveals that business elites are involved in all decision-making process in the government institutions and they make pro-business policy undermining people's interest that leads to a confrontation between government institution and business elites which ultimately generates crisis in governance in almost all other section of the nation like transportation sector.

The circumstances and contexts that set Qatar on a road of prosperity are gaining momentum every new day. From a small British colony country as late as 1970, Qatar has undergone evolution beginning with settling on its current name after numerous suggestions for the Arab state. Thus, the study interest was to answer two research questions; what is the basis of the success stories of Qatar and lessons for other third world countries? And Is Qatar headed to another level of categorization to leverage into the status of first world countries? The study is mainly guided by structural functionalism theory. The study entailed a systematic literature review approach through which various current literature were analyzed. The progress is largely attributed to the effective strategies entailing financial investment, cultural branding, and policy re-engineering. The political stature and efficient constitution controlled by effective leadership are contributions to milestones observed in the country.

Tanzania in embarking the decentralization by devolution policy (D by D) as a mechanism of facilitating quick development process through the involvement of people from grass root levels has been carried out through the inter-government relations between the central government and the local government authorities (LGAs). Throughout its implementation there had been a supportive structural set up, including a constitutional mandate for local governments. Also, there has been an increased recognition of LGAs by central and sector ministries as partners rather than subordinate structures. However, the lack of a clear and effective institutional framework to govern the implementation of D by D and the lack of a shared understanding of D by D across ministries and other governmental institutions has made led to structural confusion between the Central government and the Local Government Authorities. Thus, this paper explores the undertakings of the inter-government relations between the central government and the local government authorities (LGAs) in order to forge a way forward for a inclusive and responsive governance in the country.

: Higher Education, no doubt, has been universally acclaimed as the bedrock for national development and effective Leadership as the drivers of academic excellence in the Institutions of higher learning in Nigeria. Qualitative teaching and learning remains the engine room that derives good governance and propels leadership positions. Leadership, however, cannot exist without Readership. The two are relatively interwoven. Leadership and readership has over the years become critical issues in organizational theory and practice. Thus, leadership and readership need to be taken up as a cause to be promoted in pursuit of academic excellence in the Institutions of higher learning in Nigeria. Reading is a great investment in one's personal development and, by extension, in achieving desired academic excellence. In this research, concrete effort is made to clarify the key concept of Leadership and Readership as drivers of academic excellence in the Institutions of higher learning in Nigeria, especially in the Polytechnic System. The research equally investigates both internal and external factors militating against academic excellence in Nigeria citadel of learning and finally makes recommendations, among which is training and retraining of employees, discouragements of unnecessary political interferences in appointments into academic leadership positions, Staff recruitments, admission of undergraduate students and effective monitoring policy of civil service rules.

State defense threats that arise as a result of the development of the global, regional and national strategic environment also include social conflicts that are still widely found in various parts of Indonesia. The preparation of a national defense strategy from an early age is very much needed to face the worst possibility and the government must hold a total war. The involvement of all national resources is needed including human resources, social conflict is a serious problem in the development of the defense force, so a solution must be found. This paper uses a phenomenological qualitative descriptive method and the theory of defense policy implementation by Lukman Yudho Prakoso to analyze the current problems. The research results show that there is still a need to carry out good handling in handling social conflicts that are integrated, can communicate interactively between entities, and implement transparent, controlled and accountable activities. So that the conclusion can be formulated that it is necessary to instill the value of State defense in handling social conflicts, so that it is hoped that awareness will arise in the community for responsibility in defending the State. Another conclusion is that a strategy is needed to build the best network and the involvement of an entity that functions as a Driver Force for handling social conflicts in supporting military campaign strategies.

Malawi faces mounting challenges in meeting the growing demand for food, water, and energy to satisfy the needs of a rapidly growing population. Relying on secondary data, the paper argues that while the existing policy initiatives have increased food production to a certain extent, the demand for water and energy has also increased, leading to degradation of the resource base, and contributing to an increase in water-related diseases. Despite the inherent interconnections between water, energy and food production, agencies often work in a fragmented and isolated way. Poor sectoral coordination and institutional fragmentation have triggered the unsustainable use of resources and threatened the long-term sustainability of food, water, and energy security in the country, posing challenges to achieving the Sustainable Development Goals (SDGs) in the country. Consequently, this paper substantiates that a nexus approach can enhance understanding of the interconnectedness of the sectors and strengthen coordination among them. However, it requires but it requires a major shift in the decision-making process towards taking a holistic view, and development of institutional mechanisms to coordinate the actions of diverse actors and strengthen complementarities and synergies among the three sectors. A well-functioning food safety regulatory arrangement is important for ensuring the standards of foodstuffs, better food business, and the protection of public health in a given country. This article deals with the perceived determinants of the food safety regulation in Bangladesh. Based on literature review, we propose an analytical framework and identify key determinants that might influence effective food safety regulation in a developing country like Bangladesh. We then conduct a perception survey on 200 different kinds of stakeholders involved with the regulation of foodstuffs standards. We utilize descriptive mode of statistical analysis in our study. In our findings, actual autonomy of the main regulatory agency, and actual inter-organizational coordination are perceived as important determinates of effective food safety regulation. Proper enforcement of regulation, and accountability and transparency are perceived another factors of quality food safety regulation. It is also perceived that penalties are not sufficient enough for the food safety offences. Technical personnel and the state of the art laboratory facilities are other determinants of the regulation of food safety. Again, decentralized food safety regulatory network is perceived as very important determinant of the control of the food safety hazards at all level as well as an effective regulatory arrangement. This article deals with the determinants of Pakistan relations with Afghanistan with reference to past present and future. There are numerous writings on the topic under consideration mainly in terrorism perspective but this study deals with the socio-cultural, political, economic and diplomatic relations between Pakistan and Afghanistan. Unique relationship of two Muslim and neighboring countries as peace and security of both countries is inter-linked. Although Pakistan and Afghanistan are facing many challenges but both of them are doing their best to handle the issues of terrorism, Pakhtunstan and Durand line. Present study will fill this gap. Since independence Pakistan has endeavored to maintain good relations with Afghanistan in pursuance of its policy to have good relations with Muslim Countries. By focusing on the need to improve socio-economic and cultural ties of both countries is very important for the peaceful co- existence of both the countries which will ensure peace and prosperity in the region. Pakistan, has its plus points and can be useful for the development of the Afghanistan while Afghanistan has colossal untapped mineral and labour assets which can help Pakistan to build its economy. Also, Afghans might have the ability to get coordinate access to Pakistan's ports of Arabian Sea, while Pakistanis can get steer access to Central Asian markets.
