The two States that have engaged the most with the European Neighbourhood Policy in the East, Moldova and Georgia, are a good example that this policy could have a certain positive impact on the society, economy and politics of the partner States through the promotion of democratic and economic reforms. Nonetheless, until now, the policy's impact has been significantly limited when dealing with the resolution of the secessionist conflicts of these countries: Transnistria in the case of Moldova, and Abkhazia and South Ossetia in the case of Georgia. Throughout this paper the author will defend that the reason for this lies on the fact that the interests of some Member States weight more than the EU common interests, especially, when they fear Kremlin's coercive reactions, given Russian energetic significance. ; Los dos Estados más comprometidos con la Política Europea de Vecindad en el Este, Moldavia y Georgia, son un buen ejemplo de que dicha política puede tener un cierto impacto positivo en la sociedad, economía y política de los Estados socios a través de la promoción de reformas democráticas y económicas. No obstante, su impacto hasta ahora ha sido considerablemente limitado cuando se trata de resolver los conflictos secesionistas de estos países: Transnistria en el caso de Moldavia, y Abjasia y Osetia del Sur en el caso de Georgia. A lo largo de este trabajo se intentará defender que la razón de ello reside en el hecho de que los intereses de algunos Estados miembros superan los intereses comunes de la UE, especialmente cuando temen las reacciones coercitivas del Kremlin, debido a la importancia energética de Rusia.
Este libro otorga la oportunidad de examinar algunos aspectos y problemas importantes de la nueva iniciativa política de la Unión Europea –UE- conocida como Política Europea de Vecindad ("ENP", por sus siglas en inglés). En los últimos diez años, los cambios en Europa y las áreas que la rodean han creado nuevas condiciones, problemas y responsabilidades que han debido necesariamente redundar en una nueva política conocida como ENP. La "Estrategia Global de Política Exterior y Seguridad de la Unión Europea" constituye la actual guía de actuación para el conjunto de la acción exterior europea. Esta última se caracteriza por introducir ciertas innovaciones con respecto al marco anterior elaborado en 2003 y actualizado en 2008 por el entonces Alto Representante Javier Solana. Dichos cambios responden, por un lado, a los nuevos retos presentes en la escena internacional caracterizada por un incremento notable de la inestabilidad, especialmente en las regiones que configuran el vecindario europeo, que exigen a la Unión Europea (UE) una actuación más ambiciosa. Y, por otro lado, la nueva realidad europea fruto de los cambios introducidos en el marco del Tratado de Lisboa, los cuales le permiten ofrecer una respuesta más afín al nuevo contexto. Respecto a los Estados vecinos, la inestabilidad no sólo se ciñe a la región meridional la cual padece el enfrentamiento bélico en Siria, el Estado fallido de Libia o la presencia del Daesh y otros grupos terroristas. Pues, los socios orientales también presentan importantes desafíos y amenazas que inciden en la propia seguridad de la UE. Entre estos últimos destacan la crisis en Ucrania, el sistema dictatorial en Bielorrusia liderado por V. Lukashenko, los elevados niveles de corrupción en Moldavia, la falta de cambios en Azerbaiyán, la convulsión política y social en Armenia o la disputa entre estos dos últimos países entorno a la región del Nagorno Karabaj en donde la tensión entre las partes ha aumentado últimamente. Con la nueva estrategia la UE trata de dar respuesta a los nuevos desafíos a través de novedosas medidas, las cuales se caracterizan por tomar un enfoque claramente normativo. En el caso de los países vecinos son el principio del pragmatismo y la resiliencia las innovaciones más relevantes. A su vez, estas últimas se ven complementadas por los principios de diferenciación, co-apropiación y el incremento de la flexibilidad implícitos en la última revisión de la PEV que permiten una correcta implementación de las mismas con respecto a estos países. Nuestro principal objetivo consiste en analizar la estrategia y los cambios que introduce en las relaciones con los seis Estados vecinos de Europa Oriental cuyos vínculos con la UE se desarrollan en la denominada Asociación Oriental. Por el momento, sostenemos que se observa cierto impacto, pero aún limitado al hallarse en una fase inicial. Sin embargo, los resultados más ambiciosos serán visibles a medio-largo plazo. ; "The Global Strategy Foreign Policy and Security of the European Union" has triggered significant measures in comparison with previous framework, which was elaborated in 2003 and updated in 2008 by then High Representative J. Solana. Those measures aim to promote more security in response to all vulnerabilities which tests stability, especially in European neighbourhood. Likewise, new European response should be understood in the framework of Lisbon Treaty´s innovations. The latter have let European Union (EU) provide with a more ambitious action in tune with external context. Regarding European neighbourhood, changes in Southern but also Eastern regions remains as main concern. While this is true that major challenges are in the southern area due to civil war in Syria, failed-state Libya, presence of Daesh and other extremist groups in the area. Meanwhile, to the East, context has undergone in the last few years owing to the Ukrainian crisis but also the Belarus dictatorship headed by V. Lukashenko, high levels of corruption in Moldova, recent political and social riots in Armenia, non-changes in Azerbaijan or the increase violence in Nagorno-Karabakh region. New strategy seeks to address these challenges through measures based on a great reinforcement of European normative dimension. Concerning neighbouring states, principle of pragmatism and resilience are the most relevant. All this strengthens by principle of differentiation, co-ownership and more flexibility embedded in the recent revised ENP, which facilitates their implementation. Our main purpose lies in analyzing innovations' global strategy with regard to the Eastern neighbouring states whose relations with EU are within the so-called Eastern Partnership. This article argues that, to a certain extent, those have a certain impact on Eastern Partnership. However, significant results will become more visible in the mid-long term.
The European Neighbourhood Policy is the arena of continuous, inherent as it were, tensions among the ambitions of Member States wanting to play the largest role in the shaping of the European Union's relationships with the surrounding world. A characteristic and obvious quality of this phenomenon is the fact that particular Member States' interests in a given region in the neighbourhood of the European Union increases in proportion to its geographical proximity. This creates naturally the phenomenon of a group of Member States interested or specialized in the region of the Mediterranean Sea, the Black Sea or the Eastern policy. Simultaneously there exists a considerable group of Member States which, because of a considerable distance from a particular region, shows little interest and consequently a frequent lack of understanding of issues related to it. The objective of this article is to capture this phenomenon and to try to systemize it through the notion and methodology of the National Specialization Index. ; Europejska Polityka Sąsiedztwa jest areną nieustannych, niejako wpisanych w nią napięć pomiędzy ambicjami państw członkowskich, chcących wywierać, jak największą rolę w kształtowaniu relacji zewnętrznych Unii Europejskiej. Charakterystyczną i wręcz oczywistą cechą tego zjawiska jest fakt, że zainteresowanie państw członkowskich danym regionem w otoczeniu Unii wzrasta proporcjonalnie do jego bliskości geograficznej. Tworzy to w sposób naturalny zjawisko bloków państw członkowskich zainteresowanych i wyspecjalizowanych czy to regionem basenu Morza Śródziemnego, Morza Czarnego, czy też polityki wschodniej. Równolegle istnieje znacząca grupa państw członkowskich, która poprzez swoją znaczną odległość od danego regionu, wykazuje niewielkie zainteresowanie, a więc często i brak zrozumienia dla dotyczących go kwestii. Celem niniejszego artykułu jest uchwycenia tego zjawiska i próba jego systematyzacji poprzez pojęcie i metodologię Wskaźnika Specjalizacji Narodowych.

La política de Vecindad de la Unión Europea se acostumbra a interpretar como un instrumento de europeización forzada. Gracias a su fuerza de negociación, la Unión Europea impondría a sus vecinos su modelo económico y hasta político y social. Esta sin embargo no es la evidencia que se obtiene en el ámbito del comercio. En consonancia con el modelo teórico de relaciones exteriores desarrollado por varios investigadores bajo la dirección de Esther Barbé, observamos como, en el ámbito comercial, el modelo de relaciones entre la Unión Europea y cuatro países de la política de Vecindad puede ser tanto de europeización como también de internacionalización o de coordinación. El tipo de modelo aplicado viene condicionado, como asevera el marco teórico, por el cumplimiento de las condiciones necesarias que se requieren para que Europa imponga sus normas: legitimidad, incentivos y coherencia interna. Estas condiciones varían en función tanto del tema tratado como del país vecino.___________________________________________________Most of the literature on the European Neighbourhood Policy (ENP) has assumed that it is an instrument directed at Europeanising neighbours. Through this policy, the EU would be encouraging its neighbour countries to adopt an EU-specific economic, and even social and political, model. This is not, however, the evidence one obtains analysing the EU commercial relations with four of its neighbours. Our research indicates that the convergence processes between the EU and those countries have rather been established on the basis of three different standards: international, bilateral and EU. It further highlights that the pattern of policy convergence is the result of the interplay between the EU and neighbouring countries shaped by interests, legitimacy and coherence. These results support recent research by Barbé et ál. on the ENP.

Overall, the paper contributes toa nuanced comprehension of the evolving geopolitical landscape, its implicationsfor regional stability, and international relations.
The paper deals with the European cooperation in outer space, which in the course of half a century has led to the creation of the European space policy, another European public policy. At the beginning of the paper, the definition framework for public policy was outlined and the European space policy was briefly presented. The analysis begins with an indication of the reasons for establishing cooperation for space, then it covers the history of European space efforts as well as the attempts to institutionalize that cooperation. In the further part of the paper, the process of working out the European space policy and the most recently announced European space programme are analysed. Finally, the conclusions resulting from the analysis give the answer to the questions raised in the paper about the ability to effectively design and execute the space policy, the results of implementation of particular space policy programmes, allocation of resources for the benefit of society, the position of the EU in international relations.

Este estudio pretende presentar la evolución y efectos de dichas políticas en el caso particular de Ucrania, y para ello, se centra en los tres actores que, directa o indirectamente, están participando en este modelo de exportación normativa: La UE, como foco de atracción normativa principalmente a través del Acuerdo de Asociación con Ucrania y del futuro Acuerdo de Libre Comercio (DCFTA); Ucrania, como Estado heredero del régimen soviético y receptor principal de las reformas propuestas desde Bruselas; y finalmente Rusia, como Estado dominante en el ámbito post-soviético a través de la Unión Económica Euroasiática. ; [EN] The European Neighbourhood Policy and the Eastern Partnership are the key defining elements of the role of the EU as a relevant actor at the international level. This paper presents the evolution and effects of such policies in the case-study of Ukraine, and it focuses on the three main actors that, directly or indirectly, are taking part in this model of normative export: The EU as the main source of this model, specially by the recent Association Agreement and the future DCFTA; Ukraine, as heir of the Soviet regime and the main recipient of the reforms proposed from Brussels; and finally Russia as the leading actor in the post-Soviet space by the Eurasian Economic Union.

Na wstępie nakreślone zostały ramy definicyjne polityki publicznej, a także krótko przedstawiono, czym jest europejska polityka kosmiczna. Analiza rozpoczyna się wskazaniem przyczyn nawiązania współpracy na rzecz przestrzeni kosmicznej, następnie obejmuje historię europejskich wysiłków na rzecz przestrzeni kosmicznej aż po próby instytucjonalizacji tej współpracy. W dalszej części artykułu przeanalizowane zostały proces wypracowywania europejskiej polityki kosmicznej oraz niedawna propozycja europejskiego programu kosmicznego. Na zakończenie przedstawiono wnioski z przeprowadzonej analizy, które jednocześnie stanowią odpowiedź na postawione w artykule pytania o zdolność do efektywnego projektowania i wykonywania polityki kosmicznej, rezultaty realizacji poszczególnych programów polityki kosmicznej, alokowanie zasobów z korzyścią dla społeczeństwa, pozycję UE w relacjach międzynarodowych.

Pero no se aplican mecánicamente esta relación a los beneficios de cada año al tratar de evitar las fluctuaciones bruscas que puedan provocar movimientos en las posiciones de los inversores en mercados imperfectos. El propósito de este trabajo es comprobar si la política de distribución de dividendos de una empresa depende no sólo de ganancias sino también de otros factores, entre los que tanto la literatura teórica y empírica apuntan a lo siguiente: la rentabilidad de la empresa, la estabilidad de sus ganancias, su tasa de crecimiento y oportunidades para la inversión y sus recursos financieros y estructura de gobierno, destacando los aspectos institucionales de los sistemas financieros de los países en que operan los bancos. Los resultados obtenidos en la prueba empírica, nos permiten afirmar que la política de pagos no dependen únicamente de los beneficios empresariales. Observamos que los factores económicos y financieros propuestos por las teorías mencionadas, junto con factores institucionales, en la práctica de determinar los dividendos de las empresas según la estructura de gobierno que existe en las organizaciones. ; [EN]The majority of managers set themselves some long-term coefficient-objective for the distribution of dividends in relation to the profits of the period (target payout ratio). But they do not mechanically apply this ratio to each year's profits as they try to avoid brusque fluctuations which could provoke movements in investors' positions in imperfect markets. The purpose of this paper is to verify whether the dividend distribution policy of a company depends not only on profit but also on other factors, amongst which the both the theoretical and empirical literature point to the following: the profitability of the company, the stability of its earnings, its rate of growth and opportunities for investment and its financial and governing structure, highlighting the institutional aspects of the financial systems of the countries in which banks operate. The results obtained in the empirical test allow us to affirm that the policy of payouts does not depend solely on business profits. We observe that the economic and financial factors proposed by the theories mentioned, along with institutional factors, in practice determine the dividends of companies according to the structure of government which exists within organisations.
