ÖZET Günümüzde Avrupa Birliği kimlik yapısı ve dinamiğinin, iç çelişkileri nedeniyle bir krizde olduğu tahmininde bulunmak mümkün görünmektedir. Ayrıca AB kimliği, yeni ve istikrarsız bir oluşum örneğinde olduğu gibi uluslararası sorunlarla başa çıkamamaktadır. Avrupa kimliği kavramının belirsizliğiyle ve ulus-üstü kimlik inşa süreciyle ilgili büyük çaplı zorluklar yaşayan Avrupa; ekonomik kriz, dünya politikasındaki istikrarsızlık, Avrupa'daki terör saldırılarına ve milyonlarca insanın savaştan kaçmasına yol açan Doğu ülkelerindeki iç savaşlar gibi eksojen nitelikli (dış kaynaklı) sorunlarla karşı karşıya kalmıştır. Kısacası, bugün için Avrupa'da var olan istikrasızlığın temel sebebi, Avrupa'nın ve AB kimliğinin bunlara hazırlıklı olmaması gerçeğidir. Bu varsayımın doğru olup olmadığını, Avrupa kimliği krizinin sebeplerini ve bu süreçte sığınmacı, mülteci ve göç sorunuyla ilgili nasıl bir rol yapısının ortaya çıktığını anlamak için öncelikle Avrupa kimliği ve onun ortaya çıkma sürecini analiz etmek gerekmektedir. Bu bağlamda da gerekli anlatım ve analiz yapılacak, AB ve Avrupa kimliği odağında ne tür sıkıntılar ortaya çıktığı ve bu kimlik yapısının ne tür unsurlardan etkileneceği argümanlarıyla sunulacaktır. ; ABSTRACT Nowadays it is possible to make an assumption that the EU identity is in a crisis due to EU's internal contradictions. Like any other new and unstable entity, the EU identity is currently unable to withstand the international challenges. The EU, in addition to the difficulties with its supranational identity-building process and with the ambiguity of the concept itself, faced the exogenous (external) problems such as the global economic crisis, instability in world politics, terrorist attacks in Europe and civil wars in Eastern countries that forced millions of people to flee from war. In short, the main reason of instability in Europe today is that the European and EU identity are not ready for this kind of global challenges. In order to test the made assumption and to understand the reasons of EU identity crisis and the role played by refugees and asylum seekers in this process, first of all it is necessary to analyse the European identity and its formation process. In this context, the necessary analysis will be made. The analysis will be supported by the arguments concerning the problems that surround the issue of EU and European identity and the factors that affect this identity structure.
As of 2010, there is an increasing authoritarian political structure in Hungary. Winning the elections, the Fidesz government led by Prime Minister Viktor Orbán makes constitutional amendments in line with the party's purposes, guides the media outlets according to its interests, and silences the opponents. The West, which supports democracy even in other countries, has had to struggle with rising authoritarianism within itself. In this study, the rising authoritarianism in Europe and the position of the EU is examined. The study deals with the issue of authoritarianism in Hungary after evaluating the literature on authoritarianism. In the present study, which includes some comparisons with Turkey, a case study has been carried out. It has been conducted through document analysis method, taking into account the reports published by the Venice Commission and Council of Europe. As a result, it is emphasized how the EU remains weak in preventing authoritarianism and that authoritarianism can be not only in nonWestern countries but also in the West
ÖZETAvrupa Topluluğu'nun sosyal yönü, Avrupa entegrasyon sürecinin başlangıcından beri vardır. Ancak, Avrupa Topluluğu'nun temel amacı, Topluluk üyeleri arasında etkin bir ortak pazar oluşturarak ekonomik bütünleşmeyi sağlamak olduğundan sosyal politikanın genel Topluluk politikaları içindeki rolü küçüktü. Üye ülkeler arasında Topluluk'un sosyal alandaki rolü konusunda hiçbir zaman bir konsensüs oluşmadı. Ancak, zaman içinde, Topluluk üyeleri ekonomik bütünleşmesinin başarısı için etkin sosyal politikaların gerekliliğini kavradılar. Dolayısıyla, Toplululuk'un sosyal yönüne dikkat çekildi ve 1980'lerin sonlarında bu yönde adımlar atılmaya başlandı. Bu yönetişim yaklaşımında, AB'de değişik katmanlardan çok sayıda aktör, sosyal politika yapım sürecine dahil edilmiştir. AB sosyal politikasının geçirdiği bu gelişim süreci, Avrupa sosyal ortaklarının sosyal politika yapım sürecine katılmalarıyla sosyal diyaloğun yolunu açmıştır. Bu açıdan, Avrupa sosyal diyaloğu, 1985'te o günkü Komisyon Başkanı Delors'un başlattığı 'Val Duchesse' görüşmelerinden bu yana AB'nin gündeminde yer almaktadır. Avrupa sosyal diyaloğunun Maastricht ve Amsterdam Antlaşmaları'yla kurumsallaşmasıyla sosyal diyaloğun etkisi, bağlayıcı olmayan ortak görüşlerden, Komisyon tarafından denetlenen ve Konsey kararıyla uygulanan çerçeve anlaşmalara kadar ulaştı. Avrupa sosyal diyaloğunun bu aşamalı gelişiminde, sürecin temel aktörlerinden olan sosyal ortakların rolü ön plana çıkmıştır, çünkü bunların Avrupa seviyesinde temsili, sosyal diyaloğun Avrupa seviyesinde kurumsallaşması açısından önemlidir. ABSTRACTThe social dimension of the Community exists since the inception of the European integration process. However, as the primary rationale of the Community was economic integration among the member states in order to create an effective internal market within the Community in the initial phases, the role of social policy in overall Community policy was minor. There has never been consensus among the member states as to the role of the Community in the social field. However, in time, the member states of the Community perceived the necessity of effective social polices for the accomplishment of economic integration. Thus, increased attention was paid to the social dimension of the Community, with a clear commitment to its development from the late 1980s. This idea for an active social policy, which began to gain political support in the late 1980s, continued its progress with the successive Treaty revisions throughout the European integration process. In parallel to this progressive historical development of European Union (EU) social policy, there has been a transformation in the legal and governance aspects of social policy, starting with the Single European Act (SEA). Although the social policy field is still within the domain of the member states, especially in the 1990s, there has been a transformation in the governance of EU social policy from a hierarchical mode of governance to a non-hierarchical mode of governance, producing soft law rather than the regulatory mode of hard law. According to the governance approach, multiple actors at multiple levels of the EU are involved in the social policy-making process with deliberation and problem-solving efforts. This development of EU social policy paves the way towards the European social dialogue through the active involvement of the European social partners in the social policy-making procedure. In that regard, the European social dialogue has been on the EU's agenda since 1985, when it was initiated with the 'Val Duchesse' talks under the presidency of Delors. With the institutionalization of the European social dialogue process through the Maastricht and Amsterdam Treaties, the influence of the European social dialogue has increased from merely issuing non-binding joint opinions to the point where it now makes framework agreements implemented by Council decision and monitored by the Commission. In this incremental development of the European social dialogue, the role of the social partners as the core actors of the process has come to the fore, since their representation at European level is important for the institutionalization of the social dialogue at European level. Thus, since the Maastricht Treaty, the European social partners, which represent trade union and employer organizations, has enjoyed an institutional role in the policy-making process and can negotiate legally binding agreements on labour market issues. Moreover, the power of the social partners has been enhanced with the Laeken European Council, when they were granted greater independence in the preparation and implementation of 'autonomous agreements'. In this context, the study explores the extent of the influence of the European social dialogue and the role of the social partners in EU social policy-making procedure with reference to governance in the EU. It is notable that, despite the limited outcomes of the European social dialogue process regarding binding legislation, the limited scope of the European social dialogue, the limited influence of the EU institutional framework on the social dialogue, and the deficiencies in the representative structures of the social partners, the European social dialogue is a significant part of EU social policy in terms of its contribution to its legitimacy. In that regard, the European social dialogue has emerged not only as one of the vital parts of the European social model, which comprises the concepts of compromise, consensus, and cooperation, but also as an important mechanism in the general framework of European governance and democratization of the EU. Avrupa Birliği'nin beşinci genişleme dalgasından sonra güvenlik, istikrar, refah ve komşu ülkelerle ilişkilerin geliştirilmesi sağlanması önemli politikalardan biri haline gelmiştir. Çünkü bu ülkelerin ekonomik durumları arasındaki farklılıklar ve organize suçlarla mücadele Avrupa Birliği ile komşu ülkeler arasında yeni politikalar oluşturulmasına yol açmıştır. 2004 yılında başlatılan Avrupa Komşuluk Politikası 16 ülkeyi kapsamaktadır. Bu ülkeler: İsrail, Ürdün, Moldova, Fas, Filistin, Tunus, Ukrayna, Ermenistan, Azerbaycan, Mısır, Gürcistan, Lübnan, Cezayir, Suriye, Libya ve Beyaz Rusya'dır. Avrupa Komşuluk Politikasının asıl amacı Avrupa Birliği ülkeleri ile komşuları arasındaki ilişkileri düzenlemektedir. Bu çalışmada, Avrupa Komşuluk Politikası'nın ekonomik etkileri 2005 ile 2012 yılları arası esas alınarak incelenmiştir. Elde edilen sonuçlar, Avrupa Komşuluk Politikası kapsamındaki ülkelerin ekonomik durumları ve hayat standartlarında bu dönemde bir iyileşme olduğunu göstermektedir. ; After the fifth enlargement of the European Union, it became one of the important policies to provide security, stability, prosperity, and develop relationship between neighborhood countries. The differences at the economic situation and struggling with organized crime between European Union and neighbor countries lead to be created new policies. European Neighborhood Policy was launched in 2004, and consists of 16 countries. These countries are: Israel, Jordan, Moldova, Morocco, the Palestinian Authority, Tunisia, Ukraine, Armenia, Azerbaijan, Egypt, Georgia, Lebanon, Algeria, Syria, Libya and Belarus. The main aim of the European Neighborhood Policy is to arrange the relationship between the European Union countries with their neighbors. This study examines the economic effects of the European Neighborhood Policy on relevant countries in terms of Human Development Index, export and import growth rates between 2005 and 2012. The results show that economic situation and life standards of relevant countries have been improved in this period.

Geçmişten günümüze sosyal harcamalar, toplumların sosyal refah seviyelerini yakalamalarında devletlere yardımcı olmaktadır. Ancak sosyal devletler tarafından yapılan harcamaların hangilerinin sosyal harcamalar olduğu hususunda literatürde ortak görüş bulunmamaktadır. Sosyal politikaların gelişimi, ülkelerin kendi içlerinde farklı sosyal harcama uygulamalarına sebebiyet vermektedir. Sosyal devlet düzeninin aile, piyasalar ve devlet arasında bir döngüye sahip olduğu görülmektedir. Sosyal refah bu döngüde dağılarak bölüşülmektedir. Bu çalışmada, AB üye ülkelerinin ve Türkiye'nin sosyal politikaları ve sosyal harcamaları arasındaki ilişki araştırılmıştır. Ülkelerin sosyal politika faktörlerinin sosyal politika göstergesi üzerindeki etkileri incelenerek ülkeler arası karşılaştırmalı analiz yapılmıştır. Sosyal harcamalar ile sosyal politika göstergeleri arasındaki ilişki korelasyon analizi, sosyal politika göstergesini belirleyen faktörlerin etkisi de çoklu regresyon analizi ile incelenmiştir. Çalışmamızda sosyal politika başarısının sosyal harcama ile doğrudan ilişkili olmadığı, aralarındaki pozitif yönlü orta seviyeli ilişkiye bakarak söylenmektedir. Devlet tarafından yapılan sosyal harcamaların sosyal refah düzeyinde yüksek seviyeye ulaşmada doğrudan etkili olmadığı, sosyal politika başarısı yüksek olan ülkelerin daha az harcama ile sosyal politika göstergelerinde iyileşme sağladığı ve bu ülkelerin de sanayileşmesini tamamlayan ülkeler olduğu görülmektedir. Bununla birlikte, sosyal harcamaların doğru alanlara yapıldığında gelişmesini sürdüren ülkeler tarafından da sosyal politika gösterge puanlarına olumlu yansıyacağı düşünülmektedir. ; From past to present, social expenditure has helped guide the societies in achieving their welfare levels. However, there is no consensus in the literature about the expenditures made by the social welfare states. The development of social policies leads to different social expenditure practices within countries. The social state system seems to have a cycle between the family, markets and the state. Social welfare is dispersed and divided in this cycle.In this study, the relationship between EU member states and Turkey's social policies and social spending were investigated. The effects of the social policy factors of the countries on the social policy indicator were examined and a comparative analysis was conducted between the countries. The relationship between social expenditures and social policy indicators was analyzed by correlation analysis and the effect of factors determining social policy indicator was examined by multiple regression analysis. In our study, it can be said that the success of social policy is not directly related to social expenditure by looking at the positive middle level relationship between them. It is observed that the social expenditures made by the state do not have a direct effect on reaching the high level of social welfare, the countries with high social policy success have improved their social policy indicators with less spending and these countries have completed the industrialization. On the other hand, it is considered that the countries that continue to develop when social expenditures are made in the right areas have positive reflections on the social policy indicator scores.
Avrupa Birliği, yeryüzünde ikinci dünya savaşından sonra başarılı olmuş en önemli ekonomik ve siyasal birleşme hareketidir. Başlangıçta ekonomik amaçlı olmakla birlikte ilerleyen dönemlerde siyasal birliğe dönüşüp bugünkü yapısına bürünmüştür. Bu süreçte tarım sektörü önemli entegrasyon alanlarından biri olmuştur. Başlangıçta Fransa ve Almanya arasında tarım ve sanayi sektörüne yapılan destekler konusunda ihtilaflar çıkmasına rağmen ortak tarım politikası başarılı bir şekilde uygulanmıştır. Bu çalışmada, ilk olarak Ortak Tarım Politikasının tarihsel gelişimi, geçirdiği reformlar ve tarım sektörüne uygulanan politikalar, AB tarımının finansmanı ve genişleme sürecinde yeni katılan üyelerin durumu incelenmiştir. Daha sonra Türk tarımının genel çerçevesi, AB ile karşılaştırılarak analiz edilmiştir. Elde edilen bulgular ışığında Türkiye tarımının Ortak Tarım Politikası'na uyum sürecinde ve müzakerelerde karşılaşacağı sorunlar ve dikkat çeken hususların altı çizilerek, uyumun tarımda dönüşüme olası etkileri irdelenmiştir. Sonuç olarak, Ortak Tarım Politikası'na uyum sürecinin doğru yürütülmesi halinde (mevzuat, idari ve kurumsal yapının güçlendirilmesi, kırsal kalkınmaya ve piyasa bazlı tarımın oluşumuna önem veren politikaların uygulanması) bütün olası maliyetlerine rağmen, tarımın köklü yapısal sorunlarının çözümüne yönelik ciddi kazanımların elde edileceği ve dönüşüm sürecinin ivme kazanacağı ortaya konulmuştur. ; The European Union has been successful in the earth after the second world war the most important economic and political union movement faces. In the light of the findings of the Common Agricultural Policy in Turkey's agriculture and the integration process will face problems and pointed out in the negotiations of matters which will be underlined, the possible effects of compliance in agriculture transformation was examined. As a result, the Common Agricultural Policy towards harmonization process execution if (legislative, administrative and institutional structures to strengthen rural development and market-based agriculture's importance in the formation of policy implementation) All the possible costs, even though agriculture's deep-rooted structural problems to solve serious gains achieved and conversion process will be the impetus has been put forward.
Doktora Tezi ; Bu çalışma, 1991 yılında bağımsız bir devlet olarak uluslararası ilişkiler sahnesine çıkan Kazakistan'ın Türkiye politikasını belirleyen içyapı faktörlerini (siyasal partiler, başkanlık ve rejimin yapısı, bürokratik kurumlar, sivil toplum kurumları, çıkar grupları, kamuoyu, medya ve lider) ele almaktadır. İçyapı kavramı, ortak dil, soy, din ve tarih anlayışının Kazakistan'ın Türkiye politikasının oluşmasında önemli olduğu fakat tek başına belirleyici olmadığı düşüncesine zemin hazırlamak ve bunu kuramsal ve kavramsal olarak temellendirmek için ele alınmıştır. Bu tezin amacı, Kazakistan'ın Türkiye politikasını tüm yönleriyle analiz etmek, bu politikanın başarısını ölçmek ya da bu politikada bir kırılma yaşanıp yaşanmadığını tespit etmek değildir. Amaç, Kazakistan'ın Türkiye politikasını belirleyen içyapı faktörlerinin bu politikanın belirlenmesinde ne düzeyde etkili oldukları üzerine detaylı bir analiz geliştirmektir. Bu tezin uygulama çalışmasının yapılması, kuramsal ve kavramsal çerçevesinin oturtulması için konu ile ilgili Kazakça, Türkçe ve İngilizce yayımlanan kitap, makale, internet haberleri, resmi kurumların web adresleri ve gazete arşivlerinden yararlanılmıştır. Çalışmanın çözümlenebilmesi için birinci bölümde tezin kuramsal çerçevesini açıklamak amacıyla içyapı kavramı, ikinci bölümde Kazakistan'ın Türkiye politikasında dış politika söylemlerinden Avrasyacılık ve Atlantikçilik söylemi, üçüncü bölümde Kazakistan'daki içyapının Türkiye politikası üzerindeki etkisi ve son bölümde Kazakistan'ın Türkiye politikasının somut çıktılarına yer verilecektir. ; abstract ; This study explores Kazakhstan's domestic structural factors (political parties, the structure of the presidency and the regime, the leader bureaucratic institutions, nongovernmental organizations, interest groups and the media) that determine its policy on Turkey. This thesis does not claim that the common understandings of language, race, religion and history are the sole determining factors about Kazakhstan's Turkey policy. It instead asserts that the concept of domestic structure is significant as much as aforementioned factors. Furthermore, the concept of domestic structure has been used as a theoretical and conceptual means for the study. The objective of this study is neither to analyze thoroughly Kazakhstan's Turkey policy and to evaluate its success nor to identify whether there has been a rupture in the abovementioned policy; the goal is to develop a detailed analysis on what level the idea of domestic structure is effective in determining Kazakhstan's Turkey policy. During the process of field research and forming the theoretical and conceptual framework of this study; books, articles, web news, official websites and newspaper archives published in Turkish, English and Kazakh languages have been used. In order to have further and detailed data from primary sources and to conduct a field research, the writer of this thesis worked as a guest researcher for four and a half months at KIMEP University in Almatı in 2014. He conducted literature reviews and in-depth interviews at Kazakhstan National Library and Archives Center while accessing the archives of books, articles and newspapers in Kazakh language. The study aims to try filling the gap international relations discipline due to the fact that so far there have been no theses on this subject and it has not been studied as a part of Central Asia researches, and also there are very few experts who have comprehensive knowledge on the global and local issues regarding this area and are capable of creating solutions by using vernacular languages. The study will explain the concept of domestic structure in the first chapter, the impact of Atlanticism and Eurasianism for Kazakhstan's Turkey policy in the second chapter, the determining effect of Kazakhstan's domestic structure on its policy on Turkey in the third chapter and the concrete outputs of Kazakhstan's Turkey policy in the last chapter.
Türkiye'de temel yerel yönetim birimleri olarak belediyeler çeşitli hizmetler sunmaktadır. Türkiye'de belediyelerin sosyal politika uygulamaları ise "sosyal belediyecilik anlayışı" olarak adlandırılmakta, her geçen gün yaygınlaştıkları görülmektedir. Bu çalışmada öncelikle sosyal belediyeciliğin teorik temellerini ortaya koymak üzere sosyal politika ve yerel yönetimler ortaya konulmuştur. İkinci bölümde Avrupa Birliği'nde sosyal politika ve yerel yönetimler ile İngiltere, İsveç ve İspanya örneklerinde yerel sosyal politikalara değinilmiş, son bölümde ise Türkiye'de sosyal belediyecilik anlayışının gelişimi anlatılmıştır. Bu inceleme sonrasında sosyal yardımlar alanında yaşanan dönüşüm ortaya konularak, sosyal belediyeciliğin sosyal devlete bir alternatif olup olmadığı tartışılmaktadır. Çalışma, ağırlıkla literatür taramasına ve sosyal yardımlarla ilgili düzenlemelerin ve politikaların incelemesine dayanmaktadır. Çalışmanın temel araştırma konusu değişen sosyal devlet anlayışı ve sosyal belediyeciliktir. Yaptıkları hizmetler bakımından değerlendirildiklerinde sosyal devletten doğan açığı kapatmaya yönelik programlara dayanan sosyal belediyecilik anlayışının, Türkiye'de tam olarak uygulamaya geçirebilmesinde yeterli alt yapı, mali kaynak ve yetişmiş personel sahip olmadıkları saptanmıştır. Bunun yanında, sosyal yardımların, siyasi kayırmacılık içerdiği ve merkezi hükümetin etkisinde yürütüldüğü yönünde yaygın bir kanı ve bulgular olduğu saptanmıştır. Türkiye de sosyal belediyecilik olarak nitelendirilebilecek uygulamalar, 1970'lerden sonra hayata geçirilmeye başlamış ve 1990'lardan sonra artışa geçmiştir. Sosyal belediyecilik olarak nitelendirilebilecek hizmet düzeyinin Türkiye'de düşük olduğu, tüm dezavantajlı kesimleri içeren bir kapsayıcılıkta olmadığı görülmektedir. ; As basic units of local governments in Turkey, municipalities offers many services. Social policies of these municipalities are called as "social municipality approach" and these approach spread day by day. In this study firstly local government and social policy concepts has been presented to see social municipality in theory. After social policy and local governments in the European Union has been analysed in addition to local social policies in samples of England, Sweden and Spain, development of social municipality approach in Turkey has been examined. In this study, the transformation in social municipality has been presented, it has been discussed whether social municipality is an alternative to the social state in Turkey. The present study is mostly based on literature review and analysis of regulations and policies about social assistance. The main subject in the present study is changing social state concept and social municipality. It has been found out that there is lack of necessary background, financial sources and competent staff in the process of being able to apply the understanding of social municipality which compensates for the shortcomings stemmed from social state considering its services. In addition to these facts, it has been stated that there is a common belief and evidence about that social assistance includes political favoritism and it has been carried out under the pressure of the government. Turkey began to be implemented after the 1970s and increased after the 1990s's It is observed that the level of service that can be described as social municipality in Turkey is low and that it is not inclusive of all disadvantaged segments.
Amerika'nın izlemiş olduğu dış politikalar akademik ortamda sıkça çalışma konusu olmuştur. Bu akademik çalışmada ise Amerika'nın Makyavelist dış politika anlayışı Afganistan üzerinden örnek alınarak incelenmiştir. Machiavelli siyaset biliminin en önemli düşünürlerinden birisidir. Machiavelli, pragmatizm ve realizm konusunda önemli bir düşünce sistemi ortaya koymuştur. Bu anlamda Amerikan dış politikası ile örtüşen Makyavelist siyaset felsefesi, bu akademik çalışma için önemli bir referans noktası olmuştur. Bu çalışmada Amerika Birleşik Devletleri'nin dış politikadaki Makyavelist tarzı, tarihten örnekleri referans alınarak ortaya konmuştur. Amerika'nın Soğuk Savaş öncesi ve sonrasında nasıl bir dış politikaya yer verdiği incelenmiştir ve Makyavelist felsefe ile örtüşen yönleri ortaya konmuştur. Machiavelli'nin devlet anlayışının nasıl olduğu ve gücün nasıl elde edileceği çalışmada incelenmiştir. Diğer yandan Machiavelli'nin prens yani hükümdara yönelik tavsiyelerinin neler olduğuna da yer verilmiştir. Amerika'nın uluslararası sistemde Makyavelizm ile örtüşen dış politika anlayışı çalışmada yer almıştır. Bu anlamda Amerika'nın, Afganistan üzerinde nasıl bir gelişim gösterdiği incelenmiştir. Ayrıca 11 Eylül saldırıları ve gösterdiği reaksiyonlar da ele alınmıştır. Amerika'nın terör saldırıları neticesinde kendi çıkarlarına uygun bir şekilde nasıl bir savunma ortaya koyduğu irdelenmiştir. Bu anlamda Amerika'nın, 11 Eylül Saldırıları sonrasında kendi çıkarlarını Birlemiş Milletler ve NATO nezdinde nasıl koruduğu uluslararası hukuk ve antlaşmalar çerçevesinde incelenmiştir. 11 Eylül Saldırılarına karşılık olarak Amerika'nın Afganistan'ı işgal etmesinin, Amerika için ne gibi bölgesel ve stratejik kazanımlar sağladığı ortaya konmuştur. Bu bağlamda Afganistan işgalinde, Amerika'nın stratejik kazanımları ve uluslararası ilişkilerdeki çıkarcı yani pragmatist tutum şekli, Makyavelist siyaset anlayışı üzerinden açıklanmaya çalışılmıştır. ; Foreign policies pursued by the United States have been the subject of frequent study in an academic environment. In this academic study, America's understanding of Machiavellian foreign policy has been studied by taking an example from Afghanistan. Machiavelli is one of the most important thinkers of political science. Machiavelli has put forward an important system of thought on pragmatism and realism. In this sense, Machiavellian political philosophy, which overlaps with American foreign policy, has been an important reference point for this academic study. In this study, the Machiavellian style of the United States in foreign policy has been revealed by taking the examples from history. What kind of foreign policy America has included before and after the Cold War has been examined and its aspects overlapping with Machiavellian philosophy have been revealed. How Machiavelli's understanding of the state and how to obtain power is examined in the study. On the other hand, the recommendations of Machiavelli for the prince, the ruler, are also included. America's understanding of foreign policy, which coincides with Machiavelism in the international system, was included in the study. In this sense, how America has developed over Afghanistan has been examined. In addition, the September 11 attacks and their reactions were also discussed. As a result of the terrorist attacks of the United States, it was examined what kind of defense they put forward in accordance with their own interests. In this sense, how America protects its interests before United Nations and NATO after the September 11 attacks has been examined within the framework of international law and treaties. It is revealed what kind of regional and strategic gains the America's invasion of Afghanistan in response to the September 11 attacks. In this context, in the invasion of Afghanistan, the strategic achievements of America and the manner of pragmatist attitude in international relations are tried to be explained through the Machiavellian politics.
Balıkesir Üniversitesi, Sosyal Bilimler Enstitüsü, İktisat Ana Bilim Dalı ; Türkiye'nin Avrupa Birliği ile 1963'de ortak üye olarak ilişkisi, 1996 yılı başından itibaren Avrupa Gümrük Birliği'ne katılma şeklinde sonuçlanmıştır. Türkiye bugün tam üyelik statüsünü kazanamamış olsa dahi, nihai amaç budur ve kendi siyasal, sosyal, kültürel ve ekonomik yapısını, politikalarını ve kurumlarını tam üye olacakmışçasına şekillendirmektedir. Bu çalışmamızda, Avrupa Birliği'nin kuruluş ve amaçlan, gelişim süreci ve Türkiye'nin bu toplulukla olan ilişkisi ana hatlarıyla özetlendikten sonra, bugün Avrupa Birliği'nin "Parasal Birliği" oluşturma çabalan, parasal birliğin koşulları ve karşılaşılan sıkıntılar incelenmiş ve Türkiye'nin önümüzdeki 10-15 yıl içerisinde Birliğin tam üyesi olabileceği varsayımı ile Avrupa Para Birliği gelişmeleri karşısında durumu değerlendirilmiştir. Tam üye olarak Avrupa Birliği'ne katılması halinde Türkiye, Avrupa Para Birliği oluşumu karşısında mevcut iki alternatiften birini seçecektir. Bu altenatiflerden biri Avrupa Para Birliği'ne katılmamak ancak gelişmeleri dışarıdan takip etmektir. Diğer alternatif ise tam üyelikle birlikte Avrupa Para Birliği'ne de katılmaktır. Bu ise, Türkiye'nin Avrupa Birliği Antlaşması'nda öngörülen Ekonomik Parasal Birliğin makroekonomik yaklaşım kriterlerini yerine getirmesini veya bu kriterlerini bütünüyle yerine getiremese bile, en azından AB ortalama değerlerine yaklaşmasını gerektirmektedir. ; The relationship of Turkey with the European Union started in 1963, as associate member, with the Ankara Agreement, and presently resulted in a Customs Union agreement whichbecame effective at the beginning of 1996. Although Turkey has not yet been accepted as a fiillmember of EU, it has already started to reorganise its political, social, cultural and economic structure with a confidence that its fullmembership is unovoidable and not too far away. In this study after a brief theoritical and conceptual framework, first, foundation and aims of the European Union, its evolution and the relationship of Turkey with the Union were outlined. Then the efforts of the EU to establish "Monetary Union", the conditions of the achievement of the Monetary Union and the Current problems faced were studied. Finally, assuming that Turkey's fullmembershipto the European Union will reasenably be realized in a 10-15 year period, the prospective of Turkey as regard to the European Monetary Union was evoluated. In case of Turkey joins the EU as a fullmember, it will have two alternatives to choose as regard European Monetary Union. One alternative is not to join the European Monetary Union at all. The other alternative is to join the Monetary Union assuming the responsibility of fulfillig the required macroeconomic criteria, or at least approaching to the average values of the Union.
Bu tezde Avrupa Birliginin genisleme sürecinde azınlıklar konusunda üstlendigi misyon tartısılmıstır. Bu çerçevede örnek ülkeler olarak Bulgaristan ve Romanya ele alınmıstır. Her iki ülkenin de azınlıklarının durumları Avrupa Birligi'ne adaylıgın getirdigi yeni solukla hız kazanmıstır. Bu çerçevede Avrupa Birligi'ne aday ülkelerin ?Demokratiklesme? ve ?Avrupalılasma? ikiz süreçlerinde normların, kuralların ve kurumların nasıl degistigi devlet, kimlik ve güvenlik iliskisi baglamında irdelenmistir. Sonuç olarak Avrupa Birligi'ne adaylıgın, aday ülkelerdeki azınlıklar üzerindeki etkisi yadsınamaz biçimde ortadadır. Bu etki Romanya ve Bulgaristan incelenerek, ilerleme raporları bazında ve karsılastırmalı olarak ele alınmıstır. ; In this thesis European Union?s mision on minorities has been discussed during the enlargement process. In this regard, Romania and Bulgaria are chosen as case studies. In these countries situation of minorities gained its peak after their applications for the full membership to European Union. The frame of ?Democratization? and ?Europeanisation? co-proceses of the candidate countries in respect of how norms, rules and institutions change in the context of state, identity and security relations are examined. Finally, it has been stated that being a candidate for EU membership has a great impact on the minorities living in these countries. Regular reports on Romania and Bulgaria?s Progress towards accesion have been analyzed and compared between two countries.
