The Iraq War has once again spotlighted the divisions within the European Union that have prevented a unified foreign policy & strategy in its leadership. While the common market & currency, along with the accession of ten new member states have contributed greatly to a sense of European unity, the reliance on majority consensus & "soft security" neither ensures effective supranational policy making, nor does it eliminate the tension caused by the international leadership claims of three European Union members: GB, France, & Germany. The former two are both nuclear powers & permanent members of the Security Council, while the latter is one of the world's leading economies, & the dominant one in Europe; each has its own interests & orientations (eg, the transatlantic reflex of GB, the Continental reflex of France, & the pacifism of Germany). It is proposed that the European Union give more coordinating & directive power to the Union Ministry for Foreign Affairs to ensure a common foreign policy for the continent. A. Siegel

A brief review of some recent European Union (EU) monetary & trade history (from the 1970 Treaty of Luxembourg to the recent Greek declarations), in which problems & successes of various kinds (eg, accession of new member states, the juste retour of the UK) have been matched by new methods of raising revenue. As tariffs & trade barriers disappeared throughout the EU, other revenues (external trade tariffs, VAT, etc) have increased in importance. Three milestones in recent EU economic history are former British Prime Minister Thatcher's disputes with the EU over trade & currency issues in the early 1980s, Maastricht, & the 1999 Council of Europe, in which current financing standards were agreed upon. 4 Tables. Several reasons are listed to explain why Belgium always was & still is a very staunch supporter of European integration & the European Union (EU). Drawing on personal experience as a permanent representative of the Belgian government to the EU, the significant role played by this country in building a united Europe is illustrated with a report of the meetings in Nice, France, & Laken at which the current 15 member states of the EU struggled with procedural & content questions pertaining to the future enlargement of the organization to 25 or 27 members. The give-and-take nature of these meetings, Belgium's valuable input, but also concessions it had to accept, & the accomplishments of the Laken Declaration are discussed. Z. Dubiel

Prospective member states of the European Union (EU) need to achieve a free market economy. This article provides a review of the thorough & fairly quick conversion of the economies of the New Member States (NMS). Between 1990-94, however, the Gross Domestic Product (GDP) of the NMS decreased dramatically. Afterwards, the situation improved, mainly due to EU policies to facilitate the accession process. This process was based on 3 principles: establishment of a free trade zone between the EU & each of the NMS, acceptance of & compliance with the EU Acquis Communautaire, & financial & administrative aid to NMS. Furthermore, the article describes the economic, monetary, & budgetary implications of joining the EU. In his speech at the conference "Buitenlandse politiek in Belgie" (The Foreign Policy in Belgium), organized by the U of Ghent & the Catholic U of Louvain & held in Ghent, 27 March 2002, the country's foreign minister outlines the principles governing the foreign policies of the current government led by prime minister Guy Verhofstadt since the summer of 1999. He stresses the importance of vision, trust, & morality in Belgian foreign policy & mentions his country's unblemished stand on human rights, unwavering championship of the European Union (EU), & efforts to construct durable peace in Central Africa. The effectiveness of multilateral & bilateral approaches is pointed out. The active position of the EU, under its Belgian chairmanship, in addressing issues pertaining to the Balkan & Middle East conflicts is noted. The new challenges posed by the events of September 11 & the future enlargement of the EU with states from Central & Southern Europe are recognized. Z. Dubiel
