Accession to the European Union (EU) has been one of the most crucial topics of the Turkish foreign policy. This topic, albeit sometimes not having a priority, always remained as a current issue and played a determinant role in Turkey's objective of Westernization. Within this process, parallel to the success that the accession would bring, it became more ascendant in current politics. It acted as the sword of Damocles as a determinant either for the election victories or as a trouble-maker on the head of the parties. The foundation of the Turkey-EU relations was first laid by the Democrat Party in July 31st, 1959 and these relations began to get deepen by the time the Motherland Party (ANAP) came into power in the 1980's. This study aims to determine the reasons that led Turkey to apply for the EU membership, the place of the relations with the Europen Economic Community (EEC) on Turkish foreign policy and the repercussions of this application in the public opinion. Therefore it is going to be given a general overview on the early years of those relations. In the citations taken from the newspapers of the period the expression common market is used for defining Turkey's counterpart while the author himself rather prefers to use the EEC, the predecessor of the EU.
Bu çalışma, Türkiye-Avrupa Birliği ilişkileri bağlamında Recep Tayyip Erdoğan'ın AB söyleminin dinamiklerini anlamayı amaçlamaktadır. Bu minvalde çalışma Nisan 2003 ile Aralık 2007 tarih aralığında, Erdoğan'ın uluslararası platformlarda yaptığı konuşmalardaki AB söylemini eleştirel söylem analizi yöntemi ile incelemektedir. Çalışmanın ilk bölümü olan teorik ve kavramsal çerçeve, söylem analizine odaklanır, söylem analizinin tarihsel süreci ve söylem analizinin çalışmada kullanılan alt yaklaşımları burada aktarılır. İkinci bölüm, Türkiye-AB ilişkilerini AK Parti öncesi ve sonrası ayrımı ile tarihsel açıdan inceler. Son olarak üçüncü bölüm, Erdoğan'ın siyasi hayatını, genel söylemini ve AB'ye bakış açısını ortaya koyar, Erdoğan'ın AB söylemini eleştirel söylem analizi yöntemi ile analiz eder. Sonuç bölümü, Erdoğan'ın ilgili tarih aralığında AB'nin norm ve değerlerine uygun bir söylem geliştirdiği, Türkiye'nin bu değerlerin bir parçası olduğunun vurgulandığı sonucuna ulaşır. Çalışma, bu söylemin yapı taşlarını Türkiye'nin motivasyonu, Türkiye'de gerçekleştirilen reformlar, serbest piyasa ekonomisine uyum, Avrupa ile Türkiye arasındaki kültürel ortak değerler ve son olarak medeniyetler çatışmasına karşın medeniyetler uyumu çerçevesinde küresel barış ve refah olarak tespit eder. ; This study aims to understand the dynamics of Recep Tayyip Erdoğan's European Union discourse in the context of Turkey-EU Relations. In this regard, the study examines the Erdoğan's discourse toward the EU on international platforms between April 2003 and December 2007 by using a critical discourse analysis method. The very first part of the study, the theoretical and conceptual framework, focuses on discourse analysis. The historical process of discourse analysis and the sub-approaches used in the study are examined in the same part. The second part periodizes Turkey-EU relations as before and after the AK Party with a historical perspective. Finally, the third part reveals Erdoğan's political life, his general discourse, and his perspective on the EU and investigates Erdoğan's EU discourse with a critical discourse analysis method. In the final part, it is concluded that Erdoğan has developed an appropriate discourse by the norms and values of the EU and emphasizes that Turkey is part of these values. Finally, this study considers the main elements of Erdoğan's discourse as Turkey's motivation, the reforms carried out in Turkey, adaption to the free market economy, cultural common values between Europe and Turkey, and global peace and prosperity within the civilizational harmony despite the clash of civilizations.

In this article, the position of MÜSİAD, which counts as one of the most important employers' associations in Turkey, towards the European Union (EU) shall be discussed. The emergence and expansion of MÜSİAD is closely associated with the conservative/religious identity politics performed by ANAP/Refah Party. It is well known that the association, which has obtained autonomy in the course of time, has been supporting AKP, the government party. Moreover, the February 28 process (1997) and the governance period of the AK Party in Turkey have had an important role in the transition from a hard EU opposition to a (conditional) EU support. The aims of consolidation of their own islamic-islamist dynamics in both culturaleconomic and national-religious fields have made MÜSİAD an active EU actor. Here, it has been asserted that the MÜSİAD, which makes a distinction between EU skepticism and EU opposition, would provide critical contributions to both Turkey' s EU membership process and the deepening of modernization in the country. ; Türkiye' nin AB (Avrupa Birliği) üyelik sürecinde irili Sivil Toplum Örgütleri' nin (STÖ) olumlu-olumsuz pozisyonlanmaları, göz ardı edilecek bir durum değildir. Gerek kültürel-ekonomik gerekse milli-dini alanlardaki kendi İslami-İslamcı dinamiklerini Batı değerleri ile harmanlama hedefi, MÜSİAD' ı aktif bir AB aktörü haline getirmiştir. Burada, AB şüpheciliğini AB karşıtlığı ile karıştırmayan bir MÜSİAD' ın hem Türkiye' nin AB üyelik ereğine hem de ülkedeki modernleşmenin derinleşmesine kritik katkılar sağlayacağı iddia edilmektedir
Bu çalısmanın amacı Türkiye'nin tarım politikasında karsısına çıkan engelleri, mevzuat ve uygulama yanlıslarını ortaya çıkarmak, çıkarılan bu sonuçları AB'ye uyumda Tarım Müzakereleri çerçevesinde düzeltmek için gerekli politikanın OTP oldugunu göstermektir. Çalısmada aynı zamanda AB'nin nasıl gıda ithalatçısı konumundan, ihracatçı konumuna geçtigini görmekteyiz. Türkiye için AB Uyum Müzakerelerinde en büyük engel OTP'ye uyumdur. OTP'nin AB'nin ilk ve en büyük bütçeyle destekledigi politikası olması dolayısıyla, AB Türkiye gibi tarım potansiyeli yüksek bir ülkeyi Topluluga almaktan çekinmektedir. Türkiye'nin, AB'ye ister üye olsun ister olmasın; istikrarlı bir tarım politikasına ihtiyacı vardır. Enflasyon hedeflemesi için gerekli olan Merkez Bankası'nın bagımsızlastırılması politikasına benzer, tarım politikalarının tek bir birimden yönetilmesi için bir adım atılması gerekmektedir. The global integration is the diffusion of political, social and economic relationships between countries, coexistence of different cultures and religions in an integrated way, and spreading of the spiritual and material values across national borders to the world. In this context, the best example that can be given for such an integration is the European Union (EU). The economic advancement in developing countries may not start in all regions of the country at the same time and the subsequent development concentrates in certain areas. Hence, regional disparities emerge. In order to eradicate its own regional disparaties the EU has formed the EU Regional Policy. Through the Structural Funds that have been formed as part of this policy, various assistance to the regions in need are provided, and some of such assistance takes place as donations. Since Turkey is not a full member of the EU it cannot benefit from the Structural Funds for the time being. However, it can implement the grant programmes within the context of the Pre-accession Financial Corporation Programme. Even the results do not require us to be pessimistic, they emphasize the need to work much harder. They indicate that the negotiations for full membership will not only be about political issues, but also will undergo harder in Acquis Titles ; Demokrasi, iyi yönetişim ve hukukun üstünlüğü; küresel ve bölgesel güvenliğin düzenleyicileridirler. Neticesinde bölgesel farklılaşmalar meydana gelir. AB, kendi içinde yaşadığı bölgesel farklılıkları ortadan kaldırmak için AB Bölgesel Politikası'nı oluşturmuştur. Bu politika kapsamında geliştirilen Yapısal Fonlar aracılığıyla, ihtiyaç duyulan bölgelere çeşitli yardımlar yapılmakta, bu yardımlardan bazıları hibe programları ile gerçekleştirmektedir. Türkiye tam üye olmadığı için Yapısal Fonlar'dan şimdilik yararlanamamaktadır. Katılım Öncesi Mali Yardım Programı kapsamında geliştirilen hibe programlarını ise uygulayabilmektedir. Sonuçlar kötümser olmamızı gerektirmese de daha çok çalışmamız gerektiğini vurgulamaktadır. Tam üyelik müzakerelerinin sadece siyasi olaylarla değil, müktesebat başlıklarında daha çetin geçeceğinin sinyallerini vermektedir
Bu çalışma, Türkiye'de Avrupa Birliği müktesebatı ile uyumlu olacak devlet yardımları mevzuatının kabul edilmesi gerekliliğini ele almakta ve acil olarak devlet yardımları izleme ve denetleme kurumuna duyulan ihtiyacı ortaya koymaktadır. Ayrıca, bu çalışma, Türkiye ve Avrupa Birliği'ndeki devlet yardımları uygulamalarını izah etmeye çalışmakta ve bunlar arasındaki farklar üzerinde durmaktadır.Tez, başlıca altı bölüme ayrılmaktadır. Devlet yardımı tanımını, bunların çeşitlerini ve rekabet politikası ile uyumlarını anlatmaya başlamadan önce ilk bölümde teze kısa bir giriş yapılmaktadır. İkinci bölümde, devlet yardımlarına genel bir bakış açısı ile yaklaşılmakta ve devlet yardımları rekabet politikası ile uyumlaştırılmaktadır. This study basically emphasizes the urgent need of approving state aid legislation in Turkey which must be compatible with the EU acquis and need of establishment of an independent state aid monitoring and controlling authority. It also focuses on the state aid implementation both in Turkey and EU and comparison between them.My thesis can be separated into six chapters. Before starting to define state aid and determine types of it and mention its consistency with the competition policy, in the first chapter a short introduction has been done. Second chapter is focused on general view of state aids and its relation with the competition. In the third chapter, EU's approach to the state aid policy is explained while considering all types of state aids. In addition, procedural legislation, control of state aids and some other relevant issues are pointed out. In the fourth chapter, Turkey's incentive policy, current state aid system, Turkey's obligations under the Association Council Decision and National Program, and its compatibility with the well-functioning of Customs Union is examined. Finally, by the fifth chapter, recent developments in EU's state aid policy and its comparison with the Turkish incentive system is explained and it is tried to put forward the necessary amendments and modifications will be made in the Turkish legislation towards the membership to the EU.As a result, my thesis aims to gain better understanding of EU's state aid policy and its approach of controlling and monitoring state aids. It is also tried to be understood Turkish state aid policy during the harmonization process. Consequently, after making some explanations in the aforementioned issues, this study shows that Turkey, with a few absent issues, is on the right track in order to adopt its legislation with the EU rules and establish an independent authority for controlling.
As of 2010, there is an increasing authoritarian political structure in Hungary. Winning the elections, the Fidesz government led by Prime Minister Viktor Orbán makes constitutional amendments in line with the party's purposes, guides the media outlets according to its interests, and silences the opponents. The West, which supports democracy even in other countries, has had to struggle with rising authoritarianism within itself. In this study, the rising authoritarianism in Europe and the position of the EU is examined. The study deals with the issue of authoritarianism in Hungary after evaluating the literature on authoritarianism. In the present study, which includes some comparisons with Turkey, a case study has been carried out. It has been conducted through document analysis method, taking into account the reports published by the Venice Commission and Council of Europe. As a result, it is emphasized how the EU remains weak in preventing authoritarianism and that authoritarianism can be not only in nonWestern countries but also in the West

Especially in the post-1990 period, security that reaches deepening-expanding dimensions and intense migration flow as a result of civil wars brought these two issues to the fore. In this framework, this new period has led to a conceptual and theoretical transformation in terms of deepening and expanding dimensions of these topics. This thesis covers these two issues within the scope of European Union (EU). The aim of study is mainly to examine the nexus between security and migration in the approaches of EU institutions. The study in this context examines the similarities and the differences in migration approaches of the EU institutions within the context of the Copenhagen School theory and the 2011 Syrian crisis, which is considered as the ""refugee crisis"" by the EU. Thus, in addition to introducing the common migration policy of the Union, this research also presents the map of the migration discourses of the European Commission, the European Council and the European Parliament. The Syrian crisis addressed in the study is an important case in terms of the fact that approximately 12 million people have been displaced in and out of the country from the population of 22 million in the pre-2011. At the same time, refugee crisis period is important in terms of the intensive settlement of migration on the EU agenda. So, this example allows to research how the EU institutions securitize migration in the face of the increasing flow of migration to Europe. In this context, the study argues that EU institutions have securitized the migration and there are similar and different approaches in the discourses of these institutions within the scope of economic, cultural and internal security themes.

ABSTRACTThe Customs Union was determined by 1963 Ankara Agreement, detailed by 1973 AdditionalProtocol and became effective in 1996 between Turkey an the EC. Since it is one of majorfactors which effect Turkish economy, it has been very criticized in Turkey. The aim of thestudy is to make a categorization and evaluation of these critics. Although, there have beenmany arguments about this issue in Turkey, most of them have not criticize the direction. Thecritics are not generally concentrated on the concept of economic integration itself, but of itsmodelling. In other words, it can be said that there is a general consensus that Turkey'seconomic integration with the EU is the most rational option. There are four basic categoriesregarding the essence of critics about the current CU in Turkey. The first one is critics on thesource of the CU between Turkey and the EU. The second category is constituted by thecritics on the aim of the CU. The third category of the critics on the CU are classifiedaccording to possible effects of the CU on an economy. The fourth category of the critics onthe CU is about the functioning of it.
Gerek küreselleşme gerekse 1990'lı yıllarla birlikte etkisinin hissedildiği neo- liberal politikalar bağlamında Türkiye'de önemli reformlar gerçekleştirilmiştir. Bölgesel politika, bölgelerarası eşitsizliklerinden kaynaklanan sorunlarla mücadele etme amacı doğrultusunda oluşturulan bir politikadır. Çalışma, AB bölgesel politikasının Türk yönetim yapısı üzerinde yasal ve kurumsal boyutları ile değişimlere yol açtığını iddia etmektedir. Turkey's European Union (EU) membership goal is considered as one of the major factors that lead to these reforms. EU acquis is an important part of the EU. One of the important titles of the acquis is that has related to the coordination of regional policies and structural instruments. Regional policy is a policy that was created for the purpose of combating the problems arising from interregional inequalities. The study claims that EU regional policy leads to changes with legal and institutional dimensions on Turkish's management structure. These claims also are being tried to be explained in the framework of Development Agencies. The basic method of this study is to investigate the primary and secondary sources. As a result of the study, it is understood that Development Agencies are an important administrative reform movement in Turkey under the EU regional policy.
Turkey's European Union (EU) membership process began in 1963 with the partnership agreement sign with the European Economic Community. Turkey's application for full membership in 1987 speed the process to achieve EU standards. The negotiations include comprehensive policy changes in many areas, from financial standardization to intellectual property rights. These policies are collected under 35 chapters in which each of these chapters has many significant conditions. Chapter 12 is about food safety, veterinary, and phytosanitary policies. This article examines one of the subjects that is an issue of the first part of the chapter, food safety. Kokorec, a Turkish street food made of animal intestines, has been popularized in EU-Turkey negotiations as it is one of the most critical issues among 35 chapters. Kokorec was presented as it is an essential obstacle for Turkish membership, and if Turkey abandoned this century-old food, it would join the Union. This popularization has been made via media and other platforms such as TV series, articles, songs, and news and debate programs. This article studies this phenomenon under two concepts, securitization and gastro-nationalism. This article suggests that the kokorec has been popularized as one of the most critical issues and subjected to successful securitization. The debate regarding hygiene, authentic cuisine, the national food industry, and other debates are only tools of the securitization for the public view. This study used the social and traditional means of media and suggested that Turkey's public opinion (especially until 2010) regards to EU membership was manipulated through these means. The securitization of kokorec prevents a real discussion about Chapter 12 (and even the 35 chapters) and its content related to food safety, veterinary, and phytosanitary policies. Bu tezde Avrupa Birliginin genisleme sürecinde azınlıklar konusunda üstlendigi misyon tartısılmıstır. Bu çerçevede örnek ülkeler olarak Bulgaristan ve Romanya ele alınmıstır. Her iki ülkenin de azınlıklarının durumları Avrupa Birligi'ne adaylıgın getirdigi yeni solukla hız kazanmıstır. Bu çerçevede Avrupa Birligi'ne aday ülkelerin ?Demokratiklesme? ve ?Avrupalılasma? ikiz süreçlerinde normların, kuralların ve kurumların nasıl degistigi devlet, kimlik ve güvenlik iliskisi baglamında irdelenmistir. Sonuç olarak Avrupa Birligi'ne adaylıgın, aday ülkelerdeki azınlıklar üzerindeki etkisi yadsınamaz biçimde ortadadır. Bu etki Romanya ve Bulgaristan incelenerek, ilerleme raporları bazında ve karsılastırmalı olarak ele alınmıstır. ; In this thesis European Union?s mision on minorities has been discussed during the enlargement process. In this regard, Romania and Bulgaria are chosen as case studies. In these countries situation of minorities gained its peak after their applications for the full membership to European Union. The frame of ?Democratization? and ?Europeanisation? co-proceses of the candidate countries in respect of how norms, rules and institutions change in the context of state, identity and security relations are examined. Finally, it has been stated that being a candidate for EU membership has a great impact on the minorities living in these countries. Regular reports on Romania and Bulgaria?s Progress towards accesion have been analyzed and compared between two countries.
Savunma harcamaları tüm ülkelerde olduğu gibi ülkemizde de oldukça önemli bir yere sahiptir bütçeden önemli bir pay almaktadır. Türkiye soğuk savaş yıllarında Sovyetler Birliği'nin yayılmacı politikasına karşı 1952 yılında NATO'ya üye olmuştur. Türkiye NATO güvenlik şemsiyesine katılmakla savunma harcamalarını daha da artırmadan yüksek bir güvenlik düzeyine ulaşmıştır.Küreselleşme ile birlikte bölgesel entegrasyonlar da hız kazanmış çeşitli ittifak arayışları ortaya çıkmıştır. Bu entegrasyonu en iyi uygulayan Avrupa olmuştur.AB kendi güvenlik politikasını kurma yolunda, Türkiye ise AB'ye üyelik süreci içindedir. Türkiye'nin savunma ihtiyacını gerektiren nedenler gerek AB, gerekse NATO ülkelerinden farklılık arz etmektedir. Türkiye'nin tehdit algılaması daha farklıdır. Çünkü Türkiye dünyanın en istikrarsız bölgesinde bulunmaktadır. Ortadoğu, Balkanlar ve Kafkaslar dünyadaki en önemli kriz bölgeleridir.Avrupa'nın NATO dışında bir güvenlik sistemi oluşturması ciddi bir savunma gideri anlamına gelmektedir. Avrupa'nın bugünkü güvenlik yapısıyla üye devletler, soğuk savaşın sona ermesi ve hâlen devam eden NATO güvenlik şemsiyesine rağmen savunma harcamalarını azaltamamışlardır.AB AGSP'yi NATO'dan daha yüksek bir güvenlik düzeyine çıkaramadığından, bugüne kadar olan Türkiye'nin AB sürecinin Türk savunma harcamalarına önemli bir etkisinin olmadığı söylenebilir. Ayrıca AB'de savunma harcamaları incelendiğinde, özellikle AB'ye üye ülkelerin üyelikten önceki ve sonraki savunma harcamaları düzeyinin korunduğu görülmektedir.Bugünün güvenlik ortamında; Türkiye özellikle bölgesindeki istikrarsızlık ortamının barış ortamına bırakılmadığı ve komşu ülkelerin savunma harcamalarının azalmadığı sürece kedini güvende hissedemeyecektir. Bütün bunlara değişen yeni tehdit algılamasında da tanımlanan ve dış desteğe de sahip terör sorunu eklenince Türkiye'nin caydırıcılığı yüksek bir silahlı kuvvetler bulundurmaya, dolayısıyla savunma harcamalarını mevcut düzeyde tutmaya devam edeceği değerlendirilmektedir. ; Defense Spending has, as in almost all countries, an important place in our country and gets a huge portion of the budget. Turkey became a member of NATO in 1952 against hostile policies of the Soviet Union. By joining the security umbrella of NATO, Turkey has assured a high level of security without having to further increase her defense spending.By globalization, regional integratins and search for various alliances have quickly become the trend. The best example of this integration is Europe.Europe is on its way to establishing her own security policy, whereas Turkey is in the process of membership to the European Union (EU).The reasons for Turkey?s defense spending differ from those of both EU and NATO countries threat perception of Turkey is much more different, because Turkey is located in the most instable region of the world. The Middle East, Balkans and the Caucasus are the most important crises regions in the world.To establish a security system apart from NATO means a serious defense expenditure for Europe. Despite the end of the cold War and the currently available NATO defense umbrella, EU member countries have been unable to reduce defense spending due to Europe?s current security structure.Because the EU has been unable to bring Eropean Security and Defense Policy to a higher security level than that of NATO, it is right to state that Turkey?s EU process has has not had an important influence on Turkish defence spending. Furthermore, when defense spending in EU is examined, it is clear that level of defense spending of EU countries before and after becoming members of the EU has not changed.In today?s security environment; Turkey will not feel safe unless the neighboring countries reduce their defense spending and the instable situation in the region becomes one of peace. If the externally supported and funded terror problem defined in the new threat perception is added to all of these, Turkey is forced to maintain a highly deterrent armed forces and thus to maintain her defense spending in its current level.
"Ermeni meselesi" olarak bilinen ve Ermenistan ile sınırın açılması gibi başka konuların yanında soykırım iddialarını da içeren sorun, özellikle AB üyeliği sürecinde, Türkiye'nin önüne giderek daha fazla çıkmaktadır. Bu çalışmanın amacı, AB kurumlarında Ermeni meselesi ile ilgili alınan kararlara ve hazırlanan raporlara değinilerek AB'nin ve önde gelen AB üyesi ülkelerin "Ermeni sorunu"na yaklaşım biçimini ortaya koymaktır. Özellikle, soykırım iddialarını en fazla gündeme taşıyan Avrupa Parlamentosu üzerinde durulmuştur. Avrupa Parlamentosu'nun önemi, sandalye dağılımı nasıl olursa olsun, kamuoyunu yansıtıyor veya belki de aksine kamuoyunu oluşturuyor olmasıdır. Aday ülkelerin üyelik sürecini oylamaya sunan Parlamento'nun, Türkiye'nin soykırım iddialarını tanımasını üyelik için ön şart olarak Komisyon'a kabul ettirme çabasının ağır bastığı düşünüldüğünde dikkate alınmasını gerektirmektedir. Ortadoğu bölgesi gerek stratejik konumu, gerekse sahip olduğu petrol kaynakları bakımından dünyanın en zengin bölgesi olması nedeniyle ayrı bir öneme haizdir. Ortadoğu ikili ilişkiler, ticari ilişkiler ve çatışmaların odağındaki bölge olması dolayısıyla Avrupa Dış Politikalarında da üst sıralarda yer almıştır. Avrupa ve Ortadoğu arasındaki ilişkiler uzun bir tarihsel süreci kapsamaktadır. AB kuruluşundan bu yana demokrasi ve insan haklarına verdiği önemi belirtmiş ve bunun kendine ait içsel bir unsur halini alması için çabalamıştır. Uluslararası arenada etkin bir güç olmayı hedefleyen AB kendine ait içsel değerleri diğer ülkelere de yaymayı hedeflemektedir. Bu amaçla oluşturmuş olduğu Avrupa Komşuluk Politikası kapsamında AB'ye komsu olan fakat üyelik perspektifi bulunmayan ülkelerde demokrasinin teşviki önemli bir unsurdur. Bu çalışma ile AB'nin geçmişten günümüze Ortadoğu ilişkileri ve yakın dönemdeki komşuluk politikaları çerçevesinde Ortadoğu'ya bakışı amaçlanmaktadır. Yapılan literatür taraması sonucu elde edilen bilgiler yardımıyla araştırmanın amacına uygun ön çalışma ve anahat planı oluşturulmuştur. Bu plan çerçevesinde gerekli düzenlemeler süre yeterliliği göz önünde bulundurularak danışman gözetiminde yapılmaya çalışılacaktır. Bu araştırmada, günümüzde genişleme ve komşuluk politikaları ile öne çıkan Avrupa Birliği'nin, artan şiddet olaylarına sahne olan Ortadoğu politikası ile sınırlandırılmıştır. Kuruluşundan bu yana demokrasinin önemine vurgu yapan AB, Avrupa Komşuluk Politikası kapsamında yer alan ülkelerde de demokrasiyi yaymayı hedeflemektedir. Sonuç olarak AB açısından özellikle genişleyen sınırlar ile birlikte güvenlik açısından öneme sahip olan Ortadoğu bölgesinde AB'ye yakın rejimler oluşturulması önem taşımaktadır. ; The Middle East is of great importance due to both its strategic position and by virtue of the fact that it is the riches region of the world in terms of its oil reserves. The Middle East also ranks high in European Foreign Policies as it is a region that is at the centre of bilateral relations, commercial relations and conflicts. Relations between Europe and the Middles East covers a long historical process. EU, since its inception, has emphasised the importance it lays upon democracy and human rights and endeavoured to make it an internal component of its nature. Intending to be an influential figure in international arena, EU aims to spread its internal values to other countries, too. Encouragement of democracy within the scope of European Neighbourhood Policy in countries that are neighbours of EU but do not have membership perspective is an important move. This study aims to investigate EU?s relationships with the Middle East from past to present and its look on the Middle East within the framework of its neighbourhood policies. A preliminary examination has been conducted and an outline plan has been devised by the help of information obtained through review of the relevant literature. The required corrections will be made under the supervision of an advisor in accordance with this plan an so long as time limits allow. This study is limited to the policy of European Union, which is in the foreground today by virtue of its expansion and neighbourhood policies, concerning the Middle East, which is home to increasing cases of violence. EU, which has been emphasising democracy since its establishment, intends to spread democracy in countries that are included in the European Neighbourhood Policy. In conclusion, it is important for EU to help establish friendly regimes in the Middle East, which is important for EU in terms of security especially due to expanding borders.
